The team of 12 secondary school surfers from Raglan placed first overall for the first time in 11 years. Six of the surfers earning a finals placing in their divisions.

Opinion: Vote2019NZ First of all I would like to congratulate the Eight Raglan folks who have been successful for the Community Board, Ward Councillor and Regional Councillor. Unfortunately after three terms (( years) I was not one of them. What follows is a brief analysis of the Local Body Elections (District Councils only) based on the preliminary results as at Monday 14th October. The Final results will be published on Friday this week. It is expected that only very minor changes will occur after counting the ‘Special Votes’ if any at all. National Voter turnout was 41.4%. A decrease of 0.7% from 2016. Waikato District turnout was 34%. An increase of 3.4% from 2016. Raglan Voter turnout was 43%. An increase of 11% from 2016. A few Comments. Vote 2019 was designed to encourage more kiwis to vote. It was a 10 month campaign with a goal of above 50% voter turnout, the first time since 1989. Clearly that goal fell well short. Once again the voter turnout in our District is the lowest in the

country at 34% even with a 3.4% increase from 2016. Actually, every local body elections since the late 80’s WDC has either been the lowest or near the lowest. Given that there are 78 Council’s in NZ, a question begs to be asked. “Why is this?” I would like to propose that this before all else needs to be analysed and addressed. It certainly should be part of a district - wide conversation. It would also be good to see a response from our Mayor about this. Raglan voter turnout was better than expected and the highest at 43% in our District. Of the 4096 eligible voters in the Raglan Ward 1760 voted. So well done to all those who voted in Raglan. Overall, the early analysis is that voter turnout has been very disappointing. When the goal was set at a minimum of 50% and further when it comes to Central Government elections over 80% turnout there are some big questions and a lot of hard work that still needs to be done at the local level. food-only night market – modelled along similar lines to those overseas – is set to pop up in Raglan from Labour Weekend, offering a variety of eats over summer along with a fun, family vibe. The monthly market will be sited on what’s been dubbed Wainui Landing – a grassy space at the turn-off to Ocean or Wainamu Beach – where 10 or 11 food trucks will offer everything from dairy-free ice cream and raw food treats to crispy pork belly, falafels and dumplings in a celebration of street food culture. The organisers of The Raglan Summer Markets, to give the venture its proper name, make clear they’re targeting both locals and visitors. “Come join us for evening eats after a day at the beach, still salty, got the kids, before heading back home (or to the bach),” they say. They want everybody to enjoy the festive flavour of the markets, where festoon lights will be turned on at dark to add to the atmosphere. There will be a diverse range of high-quality food ready to either take away or enjoy al fresco at the venue. “We know we’re spoilt for food options in Raglan, but we wanted something different once a month,” Karla Randrup told the Chronicle as she, fellow organisers Sophie Laity and Bridget Millward sat down for a business meeting at Orca Eatery & Bar last week.

The three friends – all locals with fulltime jobs – have had regular planning sessions at Orca and The Shack since first putting their heads together back in May, and are excited the first of the six night markets set down for this summer is just around the corner. “It’s been busy but fun,” says Sophie who’ll be best known to many around town for her work marketing the Rangitahi Peninsula housing and lifestyle development in Raglan West. “We wanted a variety of cuisine … and got a really good response,” she says of their online call for stall holders, who will come mainly from Raglan and the Waikato but also from Auckland and Tauranga. Established food truck businesses have welcomed the opportunity to serve at nighttime and bring something different to Raglan one Saturday a month over summer, while for new businesses it’s a way to prove their product. Now – after a detailed vendor application process – every market; bar the final one is fully booked, says Bridget, who by day is a wedding stylist with her own business. It was she and Sophie who first decided to create a night market based on what they’d seen overseas. They subsequently brought on board Karla – an executive assistant at a Hamilton start-up company – “because she’s very organised”, they laugh. Sophie particularly recalls an empty lot in Budapest which had all food trucks arranged around its edge, creating a communal area

in the middle for eating and socialising. And that’s pretty much how the trio visualise ‘Evening Eats’ for Raglan. Sarah Lancaster from ‘Sew Love’ and ‘Plastic Free Raglan’ is now involved too and will put up a gazebo from which she’ll rent plates out and give a refund on their return. “We don’t want plastic at our events,” Bridget insists. In fact stall holders are committed to using only compostable or reusable containers and utensils, with Sarah’s “real” plates just another option for marketgoers. Xtreme Zero Waste will be helping with the recycling and waste stations, and will also set up a bike rack at Wainui Landing to encourage cyclists along. The venue’s actually less than 15 minutes from Raglan West for those on foot, says Karla, although 30 car park spaces will be available on site. Karla, Sophie and Bridget reckon they couldn’t have set up without their business supporters: Sofit Personal Training, Raglan Physiotherapy, Wild Coast Yoga, Brand Impact, West Coast Hire, Xtreme Zero Waste, Plastic Free Raglan, Rangitahi and Wainui Environmental. Respite care at Raglan Rest Home and Hospital

R

aglan Rest Home and Hospital offers a wide range of services, today we look at short-term stays. There are many reasons someone may require short-term care, these include: An acute illness that means they cannot continue to look after themselves or be cared for by family but are not so unwell that they require admission to an acute facility such as Waikato Hospital. Recovery following surgery or an accident which can not be cared for at home – this may be due to family being too busy or not having the skills or energy to manage safely at home. Sometimes these patients come to stay while they are unable to stand after surgery or an accident and come for a period of recovery before returning to Waikato Hospital for rehabilitation treatment. Carer support care is when someone comes to stay so their primary carer can have a break – or maybe both people need a break! People of all ages with a disability requiring care utilise this service. Respite care is more often used if someone is living alone and requires some extra support due to an acute event or a break/rest for a short period of time. Everyone who stays at Raglan Rest Home and Hospital receive

the same individualised care where services are adapted to meet the individuals need. All rooms are single occupancy and have a room to the outside – so fresh air and sunshine (hopefully!). Meals are adapted to meet individual needs be this high protein, vegetarian, altered texture or just a fussy eater. Short-term residents are encouraged to participate in all activities offered as desired. Outside services such as GPs, specialists, physio etc are offered on site. Referrals for care can come from many different sources – self-referral, family, GP, Waikato Hospital, Social Workers, Age Concern, District Nurses etc. The funding in an aged care facility in New Zealand is one of the most complicated things to explain to anyone who is looking for services, let alone, those of us working in the environment. There are different “purse holders” who can fund services, some of these require a means test to qualify for subsidised care others are not means tested. Services can be fully funded, partially funded or need to be selffunded. Building Our Community One Hour at a Time

aglan TIMEBANK began 8 years ago as a way of providing a service in exchange for time instead of money. Individuals and groups are able share their energy, knowledge, expertise and skills at the same hourly rate. One hour is credited for one hours work whether it’s cleaning , healing, teaching or lending a hand in the community. Timebank exchanges vary, from helping with children and animals, gardening , household chores to small maintenance jobs . Workshops on healthy living, cooking, sewing, crafts and sport activities enable members to gain knowledge and fitness in an affordable way. As Timebank is under the umbrella of Whaingaroa Environment Centre ( WEC ) and they share the same office at the Raglan Town Hall in Bow Street. WEC promotes such schemes as the Karioi Project and Plastic Free Raglan; consequently Timebank members are often involved in other volunteer groups and community minded establishments such as the Raglan Community House Raglan, Crop Swap, Extreme Waste, and fitness and wellness groups, spreading the spirit of giving and

receiving. Timebank is a great way to meet like-minded people, and individuals are encouraged to exchange services amongst themselves often developing lasting friendships. Timebank has a Catchup on the last Friday of the month at the Orca Restaurant at 10.30 and everyone is welcome. Sarah the Timebank coordinator is available from 12.00 until 2.00 every Friday at the Environmental Centre, to help new members. There are Pot Luck Dinners and Garage Sales throughout the year as well as a food stall at the Art Monthly 10Centre RAGLAN Chronicle Market. Timebank members can also be seen at Community events such as the Maui Dolphin Day and is open to all ages and abilities. Whether it’s helping a neighbour move house or learning the waltz for an up and coming wedding there is sure to be a Timebank member or group who would love to help. Offering something you enjoy doing promotes resilience and wellbeing for all concerned. Spring has been a particularly busy time for the time bank coordinators and individual members are making sure those less fortunate don’t miss out on the abundance that exists in our little community. The Raglan Art Group was founded by Betty Power 36 years ago.

ut the back of the Old School Arts Centre on the first Friday of the month you’ll find a gathering of artists creating a little bit of magic in paint. Founded by Betty Power, the Raglan Art Group has been meeting every month for the past 36 years. Interested in developing her own skills and also sharing friendship with other creatives, Betty started painting with another fledgling artist. “I wanted to paint and had tried on my own, a young woman had moved to Raglan to work as a teacher who was interested in painting and she joined me at my house and slowly more people joined,” Betty says. Before too long the painting duo had trebled in size and,

as Betty says, they became ‘official’, paying subs, opening a bank account and renting space at the Te Uku church hall. At its peak, the group had more than 20 members and, needing more space, they moved to the Te Uku Hall. A rent rise saw them move into the art studio at the Old School last year where they continue to meet every month. A self-taught artist, Betty loves the camaraderie of the group and says each artist brings their own unique vision and ideas. “It’s a lovely group of artists supporting each other in our attempts to turn out a nice painting. We all help each other out and we always ask each other for advice.” For as long as she can remember Betty has drawn, she thinks it might be in the blood.

A great-great aunt was one of the first women to travel to Iraq to paint and Betty’s father also dabbled in the arts. “During the war my father would draw in Indian ink on any white paper he could get his hands on,” she says. Painting in oil, acrylic and water colour, Betty is a keen landscape and still life painter. She still remembers her first painting, it was of Karioi, painted back in the day when she and Leo were sharemilking. “I remember the grass was so green.” The next painting was an ocean, she says must have been painted from a photograph. With plenty of inspiration around Whaingaroa and on her travels with her late husband Leo, Betty photographs scenes that capture her imagination and recreates the scenes on canvas back home. “I tried painting outside but the easel would blow over so it was easier to take a photo.” It also meant over the years Betty has developed the ability to paint from her mind’s eye using the photograph as reinforcement. “What you see with your eyes and what you photograph are quite different; street signs look smaller and mountains lower in the horizon.” The walls of her Raglan home are awash with the beautiful scenes she has captured over the years; from sunflowers outside a gypsy’s home in Germany and views of the American delta to native bush scenes, native birds and sunsets at the Raglan Wharf. Turning 87 in November, Betty says she will keep painting for as long as she can and takes inspiration from one of the painters in the group who was still painting at 96. New artists are welcome to join the group - all levels, ages and painting styles are encouraged. t the Raglan Town Hall, on Sunday the 3rd of November, our local Whaingaroa Raglan Affordable Housing Project – aka WRAP – are hosting a day long forum to capture the thoughts and aspirations of the Whaingaroa Raglan community about housing – affordable housing specifically. Presuming we could build affordable housing in Raglan, what would that look like for you? What do you think our future housing needs will be and what should we incorporate into our homes of the future? Should we be designing econeighbourhoods with open spaces, shared gardens and facilities or should we be envisioning multi-dwelling, small footprint, self-sustaining energy and potable water use complexes in ‘downtown’ Raglan …. or both …. or something else? Starting at 9.45 with a welcome, the forum will take the shape of 5 panel discussions designed to inspire a conversation about housing so we can capture as much of the audience input as possible for inclusion in future housing projects. During the breaks there will a chance for the audience to also note their ideas on the themed post-it boards around the town hall walls.

Each panel with start with brief presentations from each of the panellists so the audience can understand the experience and backgrounds that they each bring to the conversation. The balance of the hour long session will then be given to the audience, to tell us what you think, question the panel, and exchange ideas, under the masterful facilitation from our own wonderful Ian Mayes – eco-design and 'all things building' expert. For a taste of who’s who on the panels Theme 1: 10 -11 am: Co-creation and community led housing designs – a look at designs from around New Zealand and elsewhere that are functioning successfully; how do we design a Whaingaroa Raglan version. Antanas Procuta (Paua Architects) – passion for the design of neighbourhoods and spaces that enhance community interaction; Francesca Dodd-Parr – Raglan mum of 2, PhD student at Waikato University, focus on housing policy and environmental planning; Habitat for Humanity – input on behalf of Nic Greene (GM Waikato branch) – how Habitat will partner with WRAP to provide expertise in housing needs across the spectrum; and still to be confirmed papakāinga and co-housing projects. Theme 2: 11 – 12pm: Energy conservation, eco design + strategies to reduce the cost of housing – what’s happening in this space and our own Raglan energy production initiatives. Ian Mayes – keeping the cost of our existing homes affordable, incorporating eco and energy cleverness in future designs; Chris Rees – local electrician, alternative energy expert and representative of the Raglan Local Energy group; Antanas Procuta – back again with more specifics on eco-design. Speed limit proposals aim to make streets safer for walkers and cyclists

M

aking the streets in Raglan safer is the main driver behind the latest round of Waikato District Council’s proposed speed limit amendments. This is the third year of a three-year plan to assess and consult on our district’s speed limits and the main areas of focus are Raglan, the Newcastle Ward (Whatawhata and Te Kowhai) and Tuakau. There are also other stretches of roads in the district being considered that haven’t been captured in previous years. We are following the same tact as last year regarding our urban residential areas – and that is the proposal of reducing speed limits from 50kmh to 40kmh. If a driver reduces his or her speed from 50kmh to 40kmh, the likelihood of a pedestrian or cyclist fatality as a result of an accident reduces from 85% to 30%. This is sobering information for all our communities but is particularly relevant when you look at Raglan and our proposal to reduce urban speed limits from 50kmh to 40kmh. Raglan has a lot of people cycling and walking in town, especially during summer when the population explodes thanks to visitors heading there to enjoy what this special place has to offer.

Raglan has only one main road (SH23) and two minor roads (metal) entering the greater township and a whole-of-town approach is being proposed to support the extensive walking cycling community. Additional walking and cycleways are also planned for this financial year and 2020/21 and the proposal from 50kmh to 40kmh will support these community facilities and help to encourage even more walking and cycling in town. A 30km/h speed zone is also proposed for Raglan’s CBD along the length of Bow St similar to what has been successfully operating in Hamilton’s CBD. This reduction in speed would reduce death and serious harm risk from 70-80% to less than 10%. Submissions are open now, until 17 November, on the 2019 Proposed Amendments to the Speed Limit Bylaw 2011. All the information required to make a submission can be found on Council’s website at www.waikatodistrict.govt.nz/ sayit There’s an interactive map there that has all the roads, including rural roads, proposed for a speed limit reduction this year. Waikato District Council is inviting submissions from the community on the 2019 proposed amendments to its Speed Limit Bylaw 2011.
