Dot Williams is surrounded by years of her creativity.

R

aglan artist Dot Williams is holding her first exhibition, and it will be her last.

“I’ve got a lot of paintings and it will be nice for them to see the light of day,” she laughs. Running in February from Wednesday 3 to Friday 26 at the Old School, the exhibition is a retrospective look at decades of creativity. The 77-year-old’s art journey started in primary school in Oamaru, strictly speaking her first public showing occurred around this time when a few of her pictures featured at the Winter Show in Dunedin. She did School Certificate art, very badly she says, in the days when a year’s achievement was based on an end-of-year exam. Art students were given a list of topics and the painting they completed was then assessed by the exam board. “The art we learnt at high school wasn’t as wide as it is these days; we just painted pictures. I don’t remember doing anything special.” Dot went on to became a primary school teacher and continued to explore her creative side with her students.

She moved to Australia as a 22-yearold, met her husband, carried on teaching, and had children. The family moved many times, even living in a caravan in the central Queensland gem fields where she taught herself screen printing and sold her products to a local shop. After 20 years in Australia, Dot and her husband moved back to New Zealand with their young children. With her husband working in the mines in Rotowaro, they lived in the village until it was entirely removed in the 1980s to make way for a large opencast mine. “We watched the village houses shifted away on the back of trucks.” They moved to Raglan 30 years ago and both children went through Raglan Area School. Dot got work at Te Akau School and continued inspiring young artists. Gravel most of the way back then, the 50-minute drive in her Honda Civic was hazardous. She went off the road on one occasion and remembers having to be escorted part of the way due to slips.

Apart from the few years’ art instruction at school, Dot considers herself largely self-taught. However, when she joined Betty Power’s Raglan Art Group, Dot was able to develop and upskill her creative techniques. “Betty would give us homework every month and that got me into doing lots of different things and trying lots of different styles.” Her gypsy-like lifestyle is also reflected in the many different styles Dot has explored on her artistic voyage of discovery. For a time, she created scenes on eucalyptus bark with a wood burning tool. She had her cat period when she created numerous pastel drawings of felines they’re her favourites and she says they’re not for sale. Nearly every wall in her house is adorned with her art work; from New Zealand landscapes, native birds, abstract and cubist paintings to the pictures of Sam Hunt and other famous identities. Dot’s exhibition is open daily from 10am-2pm at the Old School Arts Centre - February from Wednesday 3 to Friday 26.

Students’ families set to Rubbish dumping taints get their­­­­ say on school sacred Tainui site uniform proposals

A

lively whānau hui is on the cards next week as Raglan Area School’s board of trustees meets with families of students to discuss its controversial proposal to introduce a school uniform from later this year. The board is understood to have advised only late last year that the wearing of uniforms will become mandatory from term three of 2021, a move that some parents complain has caught them by surprise. How widespread any concerns on the uniform issue are may become clearer at a question-and-answer discussion evening next Wednesday (Feb 3) for families of students, to be followed by what the board describes as a school whanau survey. But while the survey will be conducted among “the families of students enrolled at the school”, the board has stopped short of promising it will be binding. “The information gained from this community meeting and survey will allow us to determine our final decision,” principal Louisa Barham told parents in a December 8 uniform update. “The board wants to make the right decision for our community.” Some people fear any discussion will be little more than a formality, and that the matter is a fait accompli. Leading the charge is Astrid Conjaerts Schepel who has formed a ‘Parents against school uniforms’ Facebook page. The page had 54 followers early this week. Parents were most concerned at the cost of a school uniform, while some were worried about whether uniforms would upset children with body image issues and associated psychological problems. “I hope these parents jump on the ‘no’ wagon closer to February 3 (for the Q and A evening),” she said. Astrid – whose three children have attended the area school, one of whom is still a student there – says there should’ve been a “robust” consultation with the school community as, she points out, is advised on the Ministry of Education and New Zealand School Trustees Association websites. Having looked back on minutes from past board meetings, some of

which she is unable to locate, she’s discovered mention of the uniforms proposal back in the board’s February 2020 minutes but adds that doesn’t seem to be the first time it was discussed. The Chronicle has sought without success to talk directly to board of trustees chair Lisa Thomson about the uniforms issue, and didn’t get far either with a few written questions. “Apologies for my late response,” Lisa replied some weeks on. “I have shared this (the set of questions) with our principal and my fellow board members.” However Lisa had earlier referred the Chronicle to the school’s website, and this gives a broad indication of the board’s thinking on the matter. The website says the introduction of a uniform will contribute to increasing students’ sense of belonging and identity; that uniforms “level the playing field” because everyone is dressed the same; that they can increase student safety by, for instance, making no allowance for gang-affiliated clothing or colours; that uniforms are usually cheaper than a year’s supply of other clothing; and that without the likes of ‘labels’ they can lessen distractions in the classroom. Astrid, however, believes requiring students to wear uniforms emphasises sameness and conformity in an era striving to teach tolerance and acknowledge diversity. Rather than celebrating its uniqueness the school is trying to mimic some bigger and richer schools in Hamilton, she says. She maintains research shows student uniforms have no positive effect on substance abuse, behavioral problems or attendance. It is understood that when the uniforms issue was last raised five years ago, there was no clear majority and so the matter was not progressed. Currently Raglan Area School sports teams, te roopu students and student leaders wear a uniform when required, while all intermediate and senior students are encouraged to wear the school PE uniform for sporting activities. isitors to Te Toto Gorge, a picturesque, and culturally significant site, just south of Raglan, are being urged to report people rubbish dumping. DOC is responsible for the management of the amphitheatre-shaped gorge, which is significant to local iwi and DOC. Te Toto overlooks the Tasman Sea on the south western slopes of Te Maunga o Karioi west of Pirongia Forest Park and was once the site of Maori gardens. DOC’s Waikato District Biodiversity and Recreation/Historic Supervisor Glyn Morgan says rubbish dumping at Te Toto Gorge is an ongoing issue for the Department and mana whenua, and this behaviour disrespects the importance of the location and its history. “We’ve found some disgusting stuff dumped out there – used nappies, bags of household waste, construction materials, and even 180 old tyres, which we removed in a joint operation with Waikato Regional Council,” Glyn Morgan says. “The effort we have to go to cleaning up and disposing of this junk takes our team away from core conservation work and diverts our resources from protecting threatened species and improving visitor experiences.” The dumping of rubbish on Public Conservation Land is illegal. Under the Conservation Act, an

individual can face up to two years’ imprisonment or a fine up to $100,000 for contaminants, while a corporate can face up to a $200,000 fine. Under the Litter Act, an individual can be fined up to $5,000 and a corporate up to $20,000. Since the passing of the Conservation (Infringement Systems) Act 2018, the Department now has the ability to issue infringement notices for minor instances of littering. Penalties for littering on public conservation land incur a $300 Infringement fine. All local councils offer refuse disposal services to residents and business, Glyn Morgan says. “So ultimately there’s absolutely no excuse for tipping trash into a location like this. We’re sick of it and find it grossly disrespectful.” Any visitors to Te Toto Gorge who see rubbish dumping or similar behaviour are urged to take down details of any vehicles or people they see involved. “Registration numbers, vehicle descriptions and photographs are very useful to us in pursuing the dumpers,” Glyn Morgan says. “Any information can be provided to us by the public via the 0800 DOC HOT (0800 362 468) line,” he says. Sands of time - Continuing our occasional history

series, we look back to Whaingaroa a century ago – 1921 on a 7ft square granite pedestal. Earlier in the year, Richard Bollard, Raglan's Reform Party M.P. from 1911 to 1927, opened Te Uku & District Memorial Hall. Later a new tennis court was built next to the Hall. It was also the year Waitetuna got new tennis courts.

century ago, the country was moving from post war shortages to 1920s recession. By June, wool was described as “unsaleable, the bottom knocked out of the stock market, and butter declining”. The government had borrowed £80m to fight the war. Keynesian economics was still unknown, so, when Reform Party Minister of Works (and later Prime Minister), Gordon Coates, visited Raglan in 1921, it was reported that, as national debt had risen to £200m, “He could not afford to build railways or electric works unless the service could be supplied to return a profit to the consumer. The present estimates were £300,000 a month, of which £100,000 was set aside for relief works. He had no intention of turning the public works of the country into relief works, as had been done in the past”. Motor cars continued to take over from horses and another sea plane arrived - but Raglan still ran short of sugar and flour when storms held up ships - there were still reports of injuries due to horses bolting and saddler and harness maker, Frank Crawford, had a business in Bow St, next to Bernard's Bakery (Show Off). As this photo published in 1921 shows,

the wide grassy island in Bow St remained and there was no parking problem. The muddy main road finally went into history when the wives of Councillor Rawlinson, the doctor and postmaster spread the last two feet of gravel at Kauroa on 27 April 1921. The decade-long project had cost over £20,000. The Waikato Times commented, “The next most important move is to get the harbour controlled by Raglan instead of Ngaruawahia.” Other roads metalled in 1921 were Wallis St, Okete Rd, Te Mata Rd, Te Uku Landing Rd and Mangakino Rd. Council bought a new steamroller and a crushing plant was added at Gibbison's quarry. Jerome's Deviation Bridge, over Te Mata Stream, allowed the newer Te Mata Rd to take a more direct route than the previous bridge, aligned for the older route via Maungatawhiri Rd. Bankart St was formed in 1921, having been sold in 1917. Improved roads were probably the reason for Raglan's population more than doubling; from 154 in 1906 to 350 in 1931. They also started the decline of the port. In November 1921 a report said wool, previously shipped via Raglan, was trucked from Te Akau and Waingaro and railed from Ngāruawāhia. In 1920 the Waikato Times noted that,

“never has the little township had so many visitors” and, of the 1921 season, it again said, “A record number of visitors took advantage of the glorious summer weather to visit Raglan for the annual carnival, and the once quiet little town was a scene of bustle and activity as the motor cars came pouring in, filling the garage and every available space.” Travel across the harbour was made easier with a telephone at the new Te Akau wharf replacing a bell as the means of calling the ferry-man. Also the “hours of the telephone exchange have been extended from 8 a.m. to 8 p.m.” The Minister of Public Works' visit Raglan in June related to a previous era. He formally opened the new wharf (in use from 1920) and turned the first sod for the War Memorial. Of the 75 who went to war from Karioi and Whaingaroa ridings, 21 had died. The cenotaph was described as an obelisk, surrounded by steps in a 15ft by 60ft reserve. It cost about £550, of which £294 had been collected by 1921. The rest was fundraised over the next two years. Warren and Blechynden, of Hamilton, built a 19 feet high Harcourt granite obelisk (from Mount Alexander near Melbourne), with a bronze sword near the top and a 2ft square polished plinth below, resting

The rugby club was another sport with its final home in 1921. The Waikato Times described the 6 acres as a ti-tree swamp, “slowly being reclaimed and laid out by efforts organised by the local Carnival club. . . A fair amount of drainage will be necessary before the various sports can be satisfied.” Another new sports ground was Raglan Bowling Club, which held its first meeting on 4 July 1921 and bought the first quarter acre of the current club on 28 December 1921. Walking was also popular. Raglan Chamber of Commerce received notice that the Tourist Department Minister would consider a grant for a track to the top of Karioi. Indoor recreation also developed. The library of 1300 books, run by estate agent, A. R. Langley, was taken over by the Town Board and music also advanced in 1921; “An enthusiastic meeting was held in Raglan re formation of a brass band, when it was decided to form a town band It was also decided to vest the instruments in the Raglan Town Board. As there is already an Orchestral Society with a good string band, Raglan should be well provided with music for the future.” There must have been a bit of a setback later in the year, when the shop of H. Salmon, Bow St bootmaker, but also bandmaster, caught fire. Farmers’ Trading Co (now Indi) was another shop with a problem. Its verandah was blown away in 1921.

Another 1921 incident was the Royal Hotel being charged with selling liquor on a Sunday to two occupants of a motor-car, which afterwards went over a bank on the deviation. The law was that liquor could be served with meals at a hotel, but not on Sundays to anyone other than boarders. The Sunday ban remained until 1999. The photo below shows a navigation beacon on the far right. In 1921 the Ladies' Church Guild raised over £200 towards the building the new Church of St. Peter, which replaced the beacon in 1924. Bryant home (now Bible Camp) also had its origin in 1921. On 21 October Dan Bryant started the process of setting up a children's convalescent home on 73 acres of his bush and farm. 1921 marked the end of the flax industry. The combination of low returns in the 1921 recession, and the rapid spread of the yellow leaf disease, reduced production to 9,643 tons, after which the industry in Raglan never recovered. An enterprise which seemed likely to proceed was the Frankton to Raglan 2ft. 6in. gauge railway, via the Waitetuna Valley, which was estimated to, “be operating in two and a-half years. . . a tender has been received from an Australian firm, the price, which includes rolling stock, being £300,000. . . trains will be able to make a speed of from 10 to 14 miles an hour.” Like other light railways, but not most roads, it needed ratepayer support, which it failed to gain. Lastly, another photo published in 1921. Some buildings from a century ago remain, but Wainui Rd was a winding track and Raglan was still small. A bridge remained over the creek near Stewart St. Sawmills operated on Karioi and often the atmosphere was filled with the smoke of bush fires. Change was slow, but happening. John Lawson

T

o take out line-honours in a club championship event is one thing, but for couple Robin and Sue Pipe, both new to the sport and the district, winning the individual men and women’s Junior singles events, was an ‘out of the box’ performance. To win their respective titles, each had to play against other 5 Year and Under competitors, no easy feat when you’re up against gruelling weather conditions and tough competition, in games that can take over two hours each to play. Not everyone enjoys singles play – you’re on your own and have to concentrate on every shot to out-perform the opposition. Clearly for Sue and Robin, it’s a challenge they both relish.

Inspection and availability of the Decision

The Decision version of PDP Rule 16 and Appendix 7 (Raglan Navigation Beacon) will be available for public inspection online at https://www.waikatodistrict.govt.nz/ raglanbeacondecision and in Waikato District Council offices and libraries from 25 January 2021. A copy of the Decision is also available upon request. Appeals to the Environment Court Any person who made a submission or further submission on the Raglan Landward Navigational Beacon in the PDP may appeal to the Environment Court in accordance with clause 14 of Schedule 1 of the RMA.
