A message from the Raglan Police:

ver the last week, young offenders have come into Raglan, broken into FourSquare and caused a significant amount of damage. A stolen car was ditched and swapped for another on the same night likely by the same offenders. Police have had several reports about cars doing burnouts and racing. If you see any unruly behaviour from drivers, the best information you can provide us is the registration, and if possible, a video. There have been two dirt bikes with no registration plates driving at silly speeds along Wainui Road. On one occasion they evaded Police and failed to stop. If you have any information about these riders, please get in touch.

Their manner of driving, particularly around town and with it being school holidays with lots of children about is extremely dangerous. Crime tip – Remember to lock your cars at night. Leave nothing visible on the seats or in the centre console. If your car does not have an immobiliser, consider using a steering wheel lock. Activist and human rights advocate, John Minto, led that protest march to Rugby Park and he returns this Sunday 25 July for a commemorative re-enactment. One of the themes will be ‘Apartheid Not Then; Not Now”, referring to the situation faced by Palestinians today under Israeli occupation. John Minto, former national organiser for Halt All Racist Tours (HART) and now national chairman of Palestine Solidarity Network Aotearoa, is calling on the NZ government to “boycott and treat the Israeli regime like we treated South Africa back then”. aglan surfing legend Billy Stairmand flew out of New Zealand last weekend unfazed by all the controversy over the Tokyo Olympics and determined to make the podium in the sport’s first appearance as a Games discipline. The Covid-19 pandemic may be casting a long shadow over the delayed 2020 Olympics but Billy believes the absence of spectators will minimise distractions and allow “more concentration on the contest”. And the 31-year-old’s upbeat on his chances. “I want a medal – and I believe I can medal too,” he told the Chronicle last week. “That is my goal for New Zealand surfing, and for myself and my family. I can’t wait to compete, to put my rashie on and give it my all.” Billy – along with fellow Kiwi surfer Ella Williams, their coach Matt Scorringe and an accompanying physio – was to stay in the Olympic Village for five days, then to take an hour’s drive east of Tokyo to the surfing venue, Tsurigasaki Beach in Chiba. He said he’d been to that particular beach “heaps” and done really well there in the past, including placing third in a World Qualifying Series (WQS) event. He had “good vibes” about the location and was feeling really confident. “I love Japan – it’s one of my favourite places,” he added.

Surfing heats are due to start at Tsurigasake Beach this Sunday (July 25). “We’ve got four days’ competition and then another four days if needed, it all depends on the conditions,” Billy explained. “That’s an eight-day window all up.” In preparation for the comp he’d been over at the Mount “trying to surf bad waves because Japan is not known for good waves”. He added the postponement of the Tokyo Games to 2021 had also been something of a plus as it gave him an extra year both to get body and mind in sync and to get over an injury – a grade three MCL strain in his left knee. Billy expects to be away from New Zealand about two weeks in all. He’s due back on a chartered flight on August 1. So far this year the eight-times New Zealand champion has done a couple of WQS events in Australia and qualified for the WSL Challenger Series. After quarantining, he’s home for three weeks ahead of events in America, Portugal, France and Hawaii to “hopefully make the World Championship Tour”. Meantime, a rower understood to divide her time these days between Cambridge and Te Mata is off to Japan for her third Olympics. Canterbury-born and raised Eve Macfarlane will compete for New Zealand in the women’s quadruple sculls, the same

event in which she represented the country at the 2012 London Olympics. She rowed in the double sculls at the 2016 Rio Olympics. When do casual employees stop being casual?

he use of casual employment arrangements can be a great way to fill unpredictable periods of work, including busy periods and to fill gaps in your business. However, like all other employees, casual employment is still regulated by the Employment Relations Act and the Holidays Act. The mistake we often see is when employers continue to treat an employee as casual, when the nature of the relationship has in fact changed over time. While there is no legal definition of “casual employee”, it is accepted that they are engaged to work on an “as needed” basis. Furthermore, they are not obligated to accept offers of work from an employer, nor is the employer obligated to offer work. There should not be a regular pattern of work, as with this comes an expectation work will be both offered and worked.

If your business has casual employees who have been offered regular hours of work for more than a few months, there is risk that legally those casual employees would not be found to be casual and would instead be considered permanent employees. This has implications for both statutory holiday entitlements and how employment may be ended. Unlike with casual employees, permanent employees do have a legal expectation that regular work will be provided by their employer. The failure to provide this could give rise to a personal grievance for either unjustified dismissal or unjustified disadvantage. It is also not lawful to pay 8% holiday “pay as you go” to permanent employees. While this can be done for casual employees, the amount must be identified on their payslip and the employee must be truly casual. If an employee is being treated as casual but legally is not, they would be entitled to also take paid holidays even if they have been receiving the 8% holiday pay with their wages. The important thing to take away is that the nature of employment relationships can change over time. An employee may first start out as casual, but over time transform into a permanent employee with different rights in respect of offers of work and statutory entitlements. For this reason it is important that employers are constantly monitoring the work patterns of their casual employees and providing updated employment agreements if changes arise. Art at the iHub

he recently re-opened iHub is now showcasing local creative talent in many forms. One new feature is local art hanging on the walls beside the window which looks out over the harbour.

this month the artists involved are Elsa Lye, Richard Gemmell and Claudia Grutke. Elsa is inspired by the powerful restlessness of the west coast and she paints en pleine air [outside when possible] and in her studio when necessary.

Local art collective “RaglanArt” is co-ordinating this display. This group has some 20 members and was originally formed so as to have a collective website. More details about all of the artists can be found on their website which is : raglanart.nz .

‘Clay Cafe’ will double as creative fundraiser

larger-than-life mural of a tree with individually made leaves, nests and creatures – both realistic and fantastic – is set to grace a feature wall of the Old School Arts Centre’s new creative space thanks in no small measure to an innovative community clay workshop this weekend. In a quirky fundraiser on Saturday locals are being tempted along to the historic school by the culinary delights of what’s been dubbed the Clay Cafe, a pop-up eatery offering homemade soup and sourdough breads along with fresh juice, coffee and sweet treats. While there people can also gravitate towards the clayshed behind the old building, where for $5 (kids) or $10 (adults) they can sculpt and/or paint a clay leaf for the unusual mural. Old School manager Jacqueline Anderson sees the day-long event as a chance for the wider Raglan community to be involved in an art project which acknowledges the donors who have helped fund the creative space. Pieces created so far for the mural cover about a fifth of the upstairs wall space available, she says. The finished tree will reach to the ceiling and branch out about three metres wide. She adds it should be “a stunning showcase of what a community can achieve together”. Sarah Bing of Bing Ceramics is responsible for making and piecing together the many clay tiles that together will form the trunk of the tree. The painted leaves, bird nests and houses, quirky caterpillars and suchlike will gradually adorn the tree as it grows.

At the Raglan Old School Arts Centre, Élisabeth weaves together the strands of six couple’s bedtime antics for one night only on Saturday 7 August, 6-9pm.

Through the clever intertwining of photographic images of six couples’ beds, just as they left them in the morning, and interviews conducted by Élisabeth just as they have woken, the exhibition explores the intimate and sometimes ordinary activities each couple undertakes as they take to their beds. “The idea came when I woke up one morning and looked at my partner's and my

bed. I could see that the duvet was all tossed on my side - I'm the duvet stealer. His pillow was lower than mine - he likes to sleep with his feet dangling off the bed. Coffee and ink stains on the sheets - we drink coffee in bed every morning and I sleep with a pen under my pillow to be ready to write at any opportune moment. At that instant, I realised that the creases in our sheets were telling the story of us. Then I started wondering what other people's beds would look like,” she says.

With the seed planted, Élisabeth then convinced six local couples to leave their beds undone and visited them right after they got up. The whole interview and photography process took her two months to complete. “We talked about sleepless nights, being sick in bed, heavy hearts that are breaking but also trying to love again, waking up in togetherness, sex, books that were read, picking sides, sweet caresses and the things that happen in the intimacy of sharing a bed with somebody.” Élisabeth then digitally manipulated the photographs and incorporated interview excerpts in the creases of the couple’s bed. Printed on aluminium sheets, the images will be displayed at the Old School gallery alongside a bed and evocative soundtrack playing in the background. “The visitors will arrive at a set up that looks like a bedroom and they will be invited to lay on the bed, for them too, to leave movements in the sheets. I will take a picture of each participant to portray the passing of everyone who came to the exhibition,” she says. A French Canadian, Élisabeth has been living in Aotearoa for the past four years and has worked at local gallery The Monster Company, at the Old School and has transformed the Old School into an into an interactive art space with her Guerrilla Art Jams. More recently she has been helping manage events for Banished Music such as the recent Chills concert at the Raglan Town Hall. Geodynamic Slumbers is on at the Raglan Old School Arts Centre on Saturday 7 August, 6-9pm.

Reshape Waikato: Representation Review What is a representation review?

very three years elections are held for councils. To make sure councils have fair and effective representation at these elections, councils are required by the Local Electoral Act 2001 to review their representation arrangements at least once every six years. Waikato District Council held a representation review in 2018, but feedback was received from the Local Government Commission that council should undertake a more in-depth review for the 2022 elections. The representation review is also required to reflect that Waikato District Council voted to establish Māori wards for the 2022 local authority election. A representation review looks at how many councillors there should be for our District and how they should be elected – deciding whether councillors are elected from wards or ‘at large’ across the whole district, or by a mix of both. It also looks at the boundaries and names of wards, communities of interest and whether or not we should have community boards. A review of representation arrangements also needs to consider our growing population,

and ensure that our communities are represented fairly, with each councillor representing about the same number of people. In reviewing its representation arrangements, councils must provide for “effective representation of communities of interest” (s19T) and “fair representation of electors” (s19V). There are three key factors to carefully consider: • To identify the district's communities of interest; • To ensure those communities of interest are effectively represented; and • To ensure those communities of interest are fairly reflected. In addition to the representation arrangements, we also considered two other related processes. • Electoral system: Waikato District Council uses First Past the Post as the electoral system and Council decided to maintain the status quo. • Māori wards: there are currently no Māori wards but Council decided to establish one or more Māori wards for the 2022 local authority elections.

What are the proposed changes: Councillors: Thirteen councillors in total: 11 general ward councillors elected from seven wards, two Māori ward councillors elected by one districtwide ward, plus the Mayor elected at large.

Why? The community feedback was that they preferred local representation in urban areas and whilst they supported an increase in numbers for community boards Council need to balance this with other feedback to keep boards within similar communities of interests and urban boundaries. Some boards requested extensions to their existing areas, but Council considered this would incorporate mesh blocks of large areas of rural land, along with urban communities, within community board areas. Community boards reflect the urban communities of interest and do not cross general ward/urban boundaries. What is meant by a 'community of interest'? A ‘community of interest’ is the community people associate with most. Waikato District has urban towns surrounded by rural farmland, and coastal communities. We also border two cities, Auckland in the north and Hamilton in the south and neighbouring communities have indicated that their community of interest is closely linked to these cities.

o celebrate our community's efforts with refusing single-use plastic for Plastic Free July, the Plastic Free Raglan team sat down for a cuppa with Emma. Emma is the owner of The Hut which opened last December on Rangitahi Peninsula. We have been stoked to have you and The Hut open in Raglan. What’s been your highlight of your journey so far? It’s been awesome connecting with the community who share similar values, working towards zero waste. I love the challenge of finding ways to reduce my waste as a hospitality business. There are many things we can do such as use local re-filleries to minimise packaging, support suppliers that allow you to BYO containers, and say no to single use items such as throw away cups. I am always looking for ways where I can improve What’s been a challenge you’ve experienced? Gauging how much food to make and sell each day! Food waste is something I've become very mindful of. Not only for environmental reasons but also for how it effects the bottom line profit.

And why is food waste so important to you? It doesn’t seem right to send food or coffee grounds to landfill when it can be composted, and reused to grow more food. When I started this business I set myself the challenge to work towards zero waste, being mindful of inhouse processes and ways to reduce all waste streams. The Hut was the 2nd café in our community to ban single use cups. You did it right from the very start and we are so proud of you! What percentage of customers don’t have a keep cup on them already? Are these customers more likely to sit for 5 mins? Or borrow an ugly mug? The % of people without a BYO cup of some description is very low. Suprisingly when I explain I don’t have throwaway cups, customers will either find a reusable cup from their car or are happy to borrow from our mug library. In other cases they don’t mind to stop, use our have-here cups and enjoy the views. It’s been great to see people embracing new habits and returning with keepcups next time. We love to support and walk alongisde hospitality businesses in our community. But we do challenge businesses to BAN SINGLE USE CUPS. Often the response is the very real fear of losing customers by removing this option. So we are curious

how many people have you had to turn away? I would say about 5% decide not to order. They are mostly people from out of town. When we have a conversation around the kaupapa here in Raglan and Rangitahi it sometimes leads to them realising they have time to sit and stay for a while with a real cup in hand. Do you have any hot tips for cafe's not yet taken the plunge to remove single use cups? Having options makes it easier. Offering have here cups, a borrow system and encouraging to BYO. And don't get disgruntled if people come with a dirty cup. I'd much rather wash one than use a throwaway. I’m launching a cup loan system for regulars who want to takeaway. These are double walled, stainless steel cups with silicon lids. The idea is; customers will pay a fee to loan the cup, which is either refunded on return or replaced with a new cup next time they come for a coffee. The Hut is surrounded by building sites on Rangitahi Peninsula. We think you’re a prime example of #tradieswhogiveashit What’s been your experience sharing a single use cup free cafe with all your tradie neighbours ? It has been great, smooth and surprising! So many tradies working in

Rangitahi are local tradespeople who already support the environmental culture in Raglan. They all have their own cups, borrow and bring back ugly mugs, love eating our pies off real plates, sitting and having a chat. What is next on your journey to zero waste that you're seeking out solutions for? I would love to eliminate the tetra packaging our alternative milk comes in. I have swapped my bakeware out and use silicone muffin trays and baking sheets instead of single use baking paper. Any unavoidable foodwaste gets composted but it would be awesome to get a community compost happening on the peninsula in the future. een and would-be backgammon buffs can look forward to getting a monthly fix of the ancient board game from Friday of next week, when the first of four regular get-togethers is held at Raglan Old School Arts Centre. There has been plenty of interest, local enthusiast Dermot Murtagh told the Chronicle, so he has taken the initiative and booked a regular space at the old school in Stewart St for players to meet over the winter months.

It’s just for fun, he says, and something different people might like to try among the social mix of movies at the old school and cafe dining. And players who have let their interest lapse may be inspired to take it up again, he adds. Dermot describes backgammon as a very simple game of luck, although fellow players reckon it’s 70 percent skill and 30 percent “the way the dice rolls”. Each person in the two-player game has 15 checkers (or men) that move between 24

Dermot says that while a “basic level” of backgammon will be played, what’s called a doubling cube may be introduced some Friday nights to speed up match play and to provide an added challenge. Backgammon is one of the world’s oldest known board games, dating back to archaeological discoveries in Mesopotamia (modern-day Iraq) nearly 5000 years ago.

It caught some local attention a couple of years ago when enthusiasts from clubs around the country came to Raglan for a weekend tournament, playing on tables set up in Volcom Lane. Another weekend tournament – Backgammon by the Sea – is now planned by the Waikato club for the end of October, for “novices and experts” alike. *All players welcome to backgammon at the Old School Arts Centre, last Friday of the month at 6.15pm. Helping grow the country

of preserving the native ﬂora and fauna. Restoring the biodiversity from the coast to the maunga, Bevan says the Karioi Project play a big role in keeping his bees happy and fed, and to support this work he’s donating money from his honey sales. “Keeping bees gives me a unique insight into the vulnerability of their surroundings and highlights how important it is to look after our environment. It is this that led us to create a relationship with Karioi project, who do such important mahi around Whāingaroa,” he says. A beekeeper for nearly 15 years, Bevan stumbled upon the hobbybusiness when he was 18 and just about to leave high school. “I saw a hive for sale on TradeMe and bought it. I’ve got to be honest I went about it the wrong way.” That hive ended up at his father’s small farm in Matangi and with very little knowledge of caring for bees, Bevan started beekeeping. “It’s quite sad but I ended up losing it; I was heartbroken.” The setback didn’t deter him and after some self-guided research and advice from people in the honey business, he bought another couple of hives and started again. Bevan now has around 50-60 hives set up around Ruapuke and Karioi producing several varieties

His wife Emma helps with the marketing side of things and an old school mate Sven de Keersmaeker designed the labels. A pinup girl in her spare time, Emma is known as Miss Honey Bee and when she’s not at her day job or helping Bevan with the hives, she dresses up in vintage clothes and gives educational talks to schools and other organisations about the importance of bees to the environment. A number 8 wire sort of bloke, Bevan commitment to the environment sees him tinkering in the bee shed devising ways to practice sustainability in his beekeeping. Lately, he’s been working on a wind turbine to power the bee shed. All the parts have been sourced from the dump in Hamilton. “We get a lot of wind up here so why not try and harness it and be resourceful,” he says. That resourceful approach has also seen him collaborate with another local boutique foodie business, Raglan Chocolate and they are about to launch handcrafted honey chocolates. from our kids getting out in the fresh air - learning what its like to be in a team, learning how to control your emotions and how to play hard but also play fair are some awesome life lessons for the kids to take away from the game. The best outcome would be for the team this season to improve on the drills that they're learning at practice and continuing to go out there and give it their all every Thursday at practice and every Saturday morning. Massive shout out to the parents out there for helping their kids get to

practice and games and also the positive encouragement on the sidelines for not only our team but also the opposition team, its great to hear! Message from 9th grade coach Ben Rowe: Excellent season undefeated thus far. Side working well together because we promote passing and selfless footy. Best outcome is that all the kids play footy again next year hence regular lolly scrambles after practice.

It was a tough game, we were all really proud of how well we worked together to get the ball through the mid court. Year 10 Saturday 3 July Rototuna High Loss 25-12 Match Report by Jayla - Our game this weekend against Rototuna High School was more challenging than we thought it would be. The score was 25-12 to Rototuna and even though it wasn’t our best game we all now know what we need to work harder on so we can play better next weekend. We had quite a slow start but once we all worked together on what we had to do we had a really good last quarter.

Notice of herbicide spraying Waikato Regional Council advises that under Resource Consent 124871 spraying of pest plants growing in aquatic and semi-aquatic locations will continue over the next three months.

e. In accordance with section 19K(2) of the Local Electoral Act, the Council resolves that the reasons for the proposed changes to the current representation arrangements are: 1. To reflect the establishment of a Maaori ward (in accordance with Council’s resolution on 20 May 2021); 2. To reflect the population growth across the district since the last representation review and the associated effect on communities of interest within the district; 3. To better align names of wards with the location and significance of the communities represented in those wards; 4. To reflect the common interests of communities directly neighbouring Hamilton city; 5. To provide effective and accessible representation to rural communities of interest within the district; 6. For the minor boundary alterations to the community boards, to reflect growth in the respective communities and ensure effective representation of those communities.

Pest plants to be sprayed are listed in the Regional Pest Management Plan and include (but are not limited to): alligator weed, Manchurian wild rice, sagittaria, Senegal tea, spartina and yellow flag iris. Herbicides to be used are haloxyfop, imazapyr, metsulfuron-methyl and triclopyr. Application method is location dependent and may be by helicopter, gun and hose, mistblower or knapsack. Operational areas are spread throughout the region and include (but are not limited to):

Submissions for the representation arrangements review opened 9am Wednesday 14 July 2021. Any interested person or organisation may lodge a written submission to the above representation arrangements review. Spraying is weather dependent and will occur during daylight hours on any day, including weekends but excluding public holidays.

Submissions should state your name, address, telephone number and email address (if you have one) and should reach the Council no later than 5pm on Friday 20 August 2021.
