perspectives. “This means Regional Council has taken its time to enforce rules and regulations to protect water quality, so there is a contining decline in water quality, despite many farmers doing their best. Since I’ve been on Council, I’ve encouraged effective riparian planting as well as the use of technology to improve consent compliance and ensure polluters are caught. Wherever you live, everyone deserves clean water and a healthy environment.” Fred says with some successful lobbying, he’s also got transitioning to a low carbon economy on Council’s agenda. “In my next three years, I’ll be pushing for free additional buses between Hamilton and Raglan, I’m supporting high speed electrified rail between Hamilton and Auckland, and I’m supporting the use of waste as energy, rather than disposal to landfill. The big issues facing Raglan in the next few years are carbon capture of our greenhouse gas emissions, the renewal of wastewater and stormwater consents and the coastal plan review.” Fred says he hopes all eligible voters take the opportunity to vote and he looks forward to representing Raglan’s views as your Waikato Regional Councillor.

aikato Regional Councillor and Raglan local, Fred Lichtwark says it’s critical that the Raglan community votes in the October election to balance the overwhelming rural voters throughout the Waikato region. “Lots of people get confused between the Waikato district and regional Councils. The Regional Council stretches from Tuakau to Coromandel to the top of Mt Ruapehu. It’s a huge area, with lots of different issues and lots of different communities. But Raglan has been fortunate to have someone elected to one of the 12 seats on Regional Council.” However, Fred says the Regional Council is biased towards rural

Old School manager Jacqueline Anderson says the idea behind the auction is to refresh your art collection and at the same time show your love for the arts in Raglan by donating a piece of art, thereby making space on your walls or in your studio for something new. It’s also a perfect opportunity for local artists to gain exposure and a way to support the

Old School’s Arts Weekend and exhibition space. We are calling out to our local artists, Raglan Community Arts Council members and the general public for donations of local Raglan art which will go under Julie Hanna’s hammer in November and there will also be a silent auction for smaller works. Meet the candidates standing for local government Lisa Thomson

Position: Raglan Ward Councillor feel privileged to be representing our community at council and look forward to serving for another term.

Position: Raglan Ward Councillor ome years ago I noticed a slip where clay filled the gutter just downhill from the entrance way to Solscape. Eight years later the slip was still there even though there was a $19,000,000 western area 3 year roading maintenance contract to take care of it. Trapped water in gutters infiltrates and turns roads into relative porridge, making roads heavy and “voila”, you have a slip. I attempted on a number of occasions to have the failure of supervision of the maintenance contract addressed. Many politicians do not listen. The most recent slip at Manu Bay cost $1,300,000 to repair. That same rain event resulted in approximately 40 slips in the Waikato District. Long story short. Transit New Zealand instructed Council to terminate that roading contractor and work with the current Downer Alliance. These political failures of governance and oversight are ongoing. Train Community Boards. Let’s fix this.

Position: Raglan Ward Councillor am standing for Council as I believe that WDC need more experience in governance, business, finance and project management on Council. As a past General Manager and Director of Projects for a multinational company I can bring some of these skills to council. We need efficiency in council, the exponential growth in rates has to stop. WDC must develop diversity, innovation and creative ideas in its people. It must consider both rural and urban requirements. Council needs to look to foster and empower the local communities within their competencies to achieve community sustainability. At the same time, Council must stand up and take responsibility for the major infrastructure projects. My priorities are to foster community ownership of small projects, minimise rates increases, review benefits of contracting services, at the same time ensuring our rural people, our elderly and our youth are heard and catered for in our community.

I

I bring experience, skills and leadership to the role of councillor, I serve and advocate passionately on behalf of our community. I have participated in decision making that has resulted in upgrading our wastewater infrastructure, the development of our 3P’s campaign and I have been part of the revitalisation of Raglan Naturally our community plan and our council Blueprinting process. I have also worked toward increasing youth and hapu/iwi engagement with council, there is still much more to be done. I work collaboratively and have learnt that much of what I do is about building strong, cohesive relationships that are based on trust. I am actively involved in our community and I will continue to work tirelessly to achieve more for our communities. I am committed to building community resilience in the face of challenges which include: rates sustainability, affordability and availability of housing, climate change, our unsealed roading, community well

being, growth and preserving our sense of identity.

Position: Waikato District Council Mayor

O

ne reason for standing for re-election as Mayor is that the Waikato District is going through huge changes in relation to growth.

We have a project jointly with the Government called H2A. This is looking at the growth corridor between Auckland and Hamilton. We have been asked, as an organisation, to look at where we can provide additional growth, affordable housing and employment. Through this process, my role is to make sure that the Waikato does not become a dormitory for our two neighboring cities. This will require strategic negotiations with Central Government around providing funding to help facilitate this new growth - it cannot be left for existing ratepayers to have to fund this project, and it is important that we have strong experienced leadership to work with all parties. There is also the completion of the commuter rail service between Hamilton and Auckland that will also have a major impact on our District.

Position: Waikato District Council Mayor

I

declare a Climate Emergency, and that Farming is the solution to this emergency, through analysing our landscapes, and supporting the goal of every farm having 20% of their income from non-animalprotein sources within 5 years, and 50% in 10 years. Diverse food and fibre production systems will sequester carbon to the soil, and make the Waikato a brand recognized around the Pacific Rim and globally for premium products. I am a fourth generation farmer running 260 hectares of beef and dairy support animals. Additional experience I bring includes engineering in the agriculture, aquaculture, bioplastics, yachting and drone industries, I have worked for Xtreme Zero Waste in materials ecology and electronics recycling, and with DoC in the Chatham Islands. As a gay man, I bring a diverse politic which seeks to integrate global and local views within a social, ecological, scientific and business context to enable the Waikato to thrive.

believe I have the skills and experience to lead council vision in collaboration with community and key stakeholder groups.

That is, to create thriving, connected and live-able communities. My professional background is counselling, advocacy, mediation, education, health, social services and project management. I come from a working class family, local born and bred, seventh generation, Waikato Tainui. I own a family business in Ngaruawahia where I live with my husband, Michael, and my sister ,Rongo Kirkwood. I stand for Safer Communities: where people can go about their daily lives without fear, intimidation or harm in their hometowns; Economic Growth: through tourism ventures showcasing our history, cultural heritage and natural resources; Breaking Down Barriers: to better ensure community participation especially for youth and Māori. Marcus Culley Position: Raglan Community Board Member

I

’m a safe bet with attributes from time in the Army and UN that will be handy if elected; integrity, leadership and common sense.

No one is perfect but our Community Board is not broken, in need of fixing or retraining – Bob needs our support and I can represent you by contributing to reviews and initiatives already in play - solid waste, District Plan, speed limits in town, parking and state highway adjustments.

Raglan Naturally needs to be practically implemented according to your expectations. Keeping Raglan recognizable despite the growth – looking after our more vulnerable community members, keeping costs affordable and ensuring Pauanui stays where it belongs. Doing the right thing environmentally, even being on the leading edge but without killing farming and small business – the time for denial has passed but we need to keep something of value worth protecting that pays the bills. Research carefully and choose wisely Raglan.

Alan Vink Position: Raglan Community Board Member

I

have been on the Community Board for three terms (9 years), four years as Deputy Chair and two years as Chairperson. I am standing again. Why? As you know Raglan is facing a growing number of challenging issues as it is now a ‘town on the map’. More and more people want to visit, and this presents us with some new challenges like parking, boat ramps, trading on the beach, infra-structure at peak times, etc.

Then there are quite a few long-standing issues that need to be sorted: Manu Bay Break Wall, ownership of Raglan Campground, Footpaths and cycleways, Consolidating sports facilities and Land for social housing Then there is the growing and pressing issue for all of us to ensure we are getting ‘bang for our ratepayers buck’. Chris Rayner Position: Raglan Community Board Member

T

he main reason I am standing for the Raglan Community Board is to try and stop the flow of our waste water into our beautiful harbour & ocean.

The resource consent that concerns the current discharge of waste water into the harbour mouth is about to expire, I want to make sure that the council is forced to develop alternative safe land based solutions for waste

water discharge, so that we can reduce and ultimately stop discharging waste water into our ocean. Obviously I am passionate about protecting the natural beauty of our environment here in Whaingaroa, but I am equally passionate about making sure we have affordable housing for all our people, so our diverse community can thrive and become self sufficient in a sustainable way.

Bob MacLeod Position: Raglan Community Board Member

T

he critical issue facing our Community Board remains prudent use of ratepayer’s funds while balancing the requirements of a vibrant growing community with necessary infrastructure and services.

In my last three years of chairing Raglan Community Board, I’ve attended most Committee meetings in Ngāruawāhia, thus improving liaison with decision makers to give Raglan’s point of view. More often now we’re told the full story, in a transparent way, and I follow up when that doesn’t happen.

The Board has become more effective in getting issues important to Raglan reported to Council, with strong support from our Councillor. Successes include the reduction of sewage leaks appearing in the headlines as well as the revival of the Raglan Naturally community plan and the plan receiving unique recognition by Council’s Blueprint Plan. I’m aiming for more local decision making as to what’s best for Raglan, and getting Council to give Raglan ratepayers better value for our bucks.

Satnam Bains Position: Raglan Community Board Member

B

orn & raised in New Zealand, I obtained my Bachelor of Commerce majoring in Accounting.

After graduating I realised I needed to be among the business community and hub of commerce. I started my own business at the age of 18 and six years later purchased Raglan Four Square. My wife and young son find the change from Auckland to Raglan refreshing and enjoy living in what

we consider a safer and friendlier community. It’s for this reason I would like to join the Raglan Community Board. I would like to see my family and every family succeed in a warm, friendly and secure community such as Raglan. I feel I can bring to the board not only business acumen but also a family perspective of how I would like the Raglan area to keep evolving. A safe, clean, environmentally aware and progressive community with a diverse culture and cultural awareness.

Tony Oosten Position: Raglan Community Board Member

I

t has been a privilege to be a member of the Raglan Community Board over the past three years. I have been able to interact with many passionate Raglinites living in Whaingaroa and the surrounding communities.

I supported the development of our 3P’s messaging in response to the challenges with the sewerage overflows to the harbor during our critical Easter holiday period. This included fronting informative sessions at

the creative market and engaging with the community to create a positive and sustainable solution. While serving on the community board, I have led the infrastructure focus group, Raglan Naturally being a part of the team creating our community plan. This has been an outstanding success. My goal for the next term is to put our plan into action, realising the Raglan Naturally projects, securing funding, and lifting the governance of our council to ensuring community needs are met while reducing rates.

Dennis Amoore Position: Raglan Community Board Member

T

he community board must be empowered by council to carry out tasks within its competencies while at same time act as the voice of the communities back to council.

The community board must have a strong cohesive relationship with WDC, while showing leadership for its own projects like Raglan Naturally. It must listen to and represent all communities within the area and must be inclusive, not chase individual issues.

My previous experience as a project director and general manager give me the skills to assist the community board to challenge council on some of these issues while working to execute what we can locally.

T

his week the Chronicle spoke to Lee Knight. Along with his volunteer work for some of the local sporting events, he also volunteers for Hospice Waikato and during his spare time he manages to pick up rubbish along SH 23 as well. Tell me about your involvement in the local sporting/endurance events. Do you have a particular interest in them yourself? What benefits to our community do you think these events offer? I help out with the traffic management for the Karioi Classic with Dirk and Lisa, getting signs set up and making sure things run smoothly. I also do the traffic management and general work for the RKT with Francois and Rachel . Both events are really good fun to be involved with and a benefit to local community in a lot of ways (financially and socially). The organisers of both events are mates so its always a laugh to spend some time with them. I retired from football last year after one too many injuries but still cycle the mountain area most weeks. The roads have gotten better but the drivers have gotten worse. I’ve enjoyed seeing both events grow and noticed a massive increase in competitors. It would be good to see more locals in the bike race though. We talked to you last year about taking action and cleaning up the roadside especially from Raglan to the Divvy. Is there an ongoing litter problem there? I’m involved in a road side clean up project around Raglan that is useful but sometimes feels like holding the tide back with a broom, it just keeps coming and isn’t stopping. The main highway clean up is one of those ones that requires a bit more thought, traffic is getting busier and there is a significant safety issue to weigh up. I realise that more than 50% of littering is accidental, the stuff has a habit of escaping from bins and recycling containers along the road but to the people who keep tossing the cans and KFC wrappers sooner or later it will catch up with you. Dr Mike Loten told me about your work with Hospice. Yes, lastly I volunteer for Hospice Waikato and help the local district nurse setting up the equipment in and

around town for people who require care in the home. This one certainly makes you think a bit more about the needs of people in the community and how much the town benefits from the various professional health care people. How do you prioritize to dedicate time to these projects? Finding the time, bit of a balancing act really. I just deal with it as it comes and try to fit in other stuff around it. No real order or forward planning so it’s just get on with it, try not to be a grumpy bugger (I'm working on it ok!) and have a cold one when the jobs done. I’m not great at just sitting around. I get the fidgets so the volunteering stops me from annoying mates ( other than the organizers ) plus there’s always free beer. Tell me about your line of work? Do you try to incorporate volunteer time into the programme you offer? For the last five years I’ve run a private home for people with disabilities. I encourage the clients to help out in the community and they have benefited a lot from these activities and built some long lasting relationships with people in the region. I’m winding up the business in January and taking a year off to do as little as possible other than bike, walk dogs and bother my mates. The two in the pic, Nigel Roberts and Dean Richardson, have lived in Raglan since early to mid 2000s and will be shifting on in January too. You have lived in Raglan for a long time and have seen many changes. What needs to keep happening for Raglan to retain its sense of community? Arrived in Raglan at end of 99, lots of changes... still the same old faces volunteering and lots of people making good suggestions and advising but seem to be absent when the actual work needs doing! I just assisted our wonderful and enthusiastic Councillor, Lisa Thomson, put up her re-election signs around Raglan and beyond. I did offer to be her campaign manager but she has politely refused for some reason. The town is growing, its never going to be same as it was back in the day but the potential is massive and hopefully more people will start to see outside the square and take initiative to help out once in a while.

his week the Chronicle spoke to female volunteer, Helen Thomas, as part of our Fire Service feature. Why did you decide to volunteer ? When I originally joined the Brigade (I have joined twice after moving away for a few years) I was mates with a few guys in the Brigade and I liked the camaraderie I saw it offered. Also, after varying other volunteer roles over the years, most in kids’ sports, I saw the Brigade as a new opportunity to give back to the community. It's always good to do something for no monetary reward…the reward is in the feeling of satisfaction and accomplishment being involved brings. What is your line of work and how do you make it work with your contribution to the brigade? I work in the health industry over the hill so am away from home Mon-Thu, my availability is therefore mainly Fridays and nights after work. My employer supports my involvement by understanding that there may be occasions when callouts impact on work time. How does it affect your family life? It doesn’t really affect my family nowadays as my daughter is older. I do remember though the first time I was in the

Brigade responding to a callout from what was then Tongue and Groove restaurant where my eight year old daughter and I were having dinner. Returning an hour or so later my daughter was being looked after by the staff and digging into a complimentary big bowl of dessert….what do they say, “It takes a village to raise a child!” What do you find the most difficult? Supporting people who are dealing with loss is hard, particularly loss of life. Are there any additional challenges for a woman in a modern day Fire Service? We currently have four women in our Brigade in varying roles. From my perspective, I don’t see or have any challenges. Gender diversification can be hugely helpful when responding to certain callouts. The Fire Service is much more than fighting fires. What do you gain from the experience overall? Our team has developed a great culture and I see them all as a wider whanau where we support each other and have each others' backs inside and outside the Brigade. As mentioned earlier the satisfaction I get from volunteering speaks for itself.

Change is coming... Climate change is not debateable anymore - it is a fact - our world is changing and we will need to adapt. Mass action, which will make our leaders act, is required right now. Young people have been going on strike from school on Fridays since Swedish teenager Greta Thunberg began her “School Strike for Climate” last year. School children across the world have followed her lead and over the past week, we have seen some of the largest climate protests in history. On Friday 20th Sept, millions took part in a youth-led strike around the world. Our youth are demanding change and asking adults to join them. This Friday, thousands of New Zealanders will take to the streets to demand stronger and more effective climate action from our government and those worldwide. We encourage you to join many others from here in Raglan at the Climate Strike this Friday 27th in Hamilton. We cannot afford to continue with business as usual in the face of climate breakdown. The demands of central Governments from the School Strikes are simple: halt all oil and gas exploration, declare a climate emergency, pass an effective Zero Carbon Bill and invest in a renewable economy. These steps, together with carbon sequestration (through planting bees and building soil carbon etc) will be steps toward a path of preserving our planet for future generations. You don’t need to have kids or plan to have kids to be concerned about our current trajectory - none of us want to see our planet going up in flames. Beyond this day, we encourage you all to continue to connect with this issue, with one another and with our planet. Let’s work together to create a shared vision and an action plan toward a great future for us all. With local body elections this year and a general election looming next year, let’s show NZ politicians that we all want radical action to save our planet. Connection is key. Together we can do anything - but we need to demand action from our political leaders now.

ometimes I think we forget how much of a community organisation Xtreme Zero Waste is. The people who started it 20 years ago were simply members of our community who came along to a public meeting facilitated by Zero Waste Trust New Zealand in 1998.

O

n Wednesday last week, students from Raglan Area School, Te Mata School and Waitetuna School attended the Western Cluster Schools kapa haka competition held at Whatawhata Marae.

None of them had any experience in the waste industry or recycling - but they had a strong desire to stop dumping everything into landfills and were also aware that recycling might create a bit of local employment. Council was pretty sceptical about letting this unusual group of people start collecting the local rubbish. But after two years of asking and with strong community support, Council let this local group get the contract and they were finally allowed to take over the site in July 2000. On their first day they were stunned by the huge amount of recycling that people brought up. Apparently, locals had been stockpiling their recyclables as soon as they heard that a recycle centre for Raglan was a possibility. In the early years people used to volunteer at Xtreme to help them through difficult times. Council was so unsure about letting our community sort the rubbish that it would only give Xtreme single year contracts (usually they give 10-15 year contracts). This meant they couldn’t get a loan to get decent equipment and had to use old broken machines, or no machines at all, to get the work done. Community support came to the fore again in 2003 when community members

rang the council in such numbers that the council phone system became overloaded. The previous CEO had tried to give the rubbish contract for our town to another contractor but once again our support ensured that we kept our community recycling organisation alive. The relationship with council had improved immeasurably since then and Xtreme are now recognised experts in what they do. Councils from around the country come here for advice and just a few months ago government officials from China were in Raglan to learn from our experience. The relationship with council is still intact but as we know Xtreme is relying on the community again - this time to keep our ground breaking food waste pickup going. On Friday evening a group of primary aged children, the Treehouse Collective, put on a play in the town hall and raised $1,600 to help out. With their support the total from the community has reached $22,500 but we only have until the end of the month to meet the target of $30,000. The best news is that if the community can meet that target Xtreme has funders who can quadruple the amount and guarantee that we keep the service going for another year.
