Dear Editor “You are achieving a few worthwhile things. We know that your powers are limited. What the Community Board does provide is a voice for Raglan”. That is a summary of what many people tell me about the Raglan Community Board. The letter from Anna Key in last week’s issue of the !"#$%&'()*#)+)',-*,"&-*.%/*,")*'".(()%0)-*&%*/$&%0*,"&-*1")%* we are faced with working with a Council that is set in its ways. Waikato District Council has now decided to levy Raglan householders $18 a year to fund the Community Board. Now that the cost is transparent it is important for the Board to deliver good value to each ratepayer for the $18 charge. I believe the Board can do this best by continuing to ensure that Raglan is heard. If ratepayers wish to address their elected members then that is part of what they are entitled to for their money. It is upsetting to learn that the Council is now trying to prevent ratepayers addressing the Board. Because of this, the next Board meeting on 13th March may be interesting. Your support would be appreciated at the meeting.

Maui’s Dolphin Day and Recycled Raft Race set to make a splash Once again the Maui’s Dolphin Day and Recycled raft Race returns to the Kopua Domain this Saturday 10th March with a day jampacked with activities, competitions and live music celebrating Raglan’s community and our marine environment.

Beach cleanup returns with “Education Station” in tow Multiaward winning charity Sustainable Coastlines returns to Raglan on Saturday March 10th for the Maui Dolphin Day bringing the newest addition to their team – the Education Station – a twoton shipping container that doubles as a mobile classroom and educational platform. Cofounded by Sam Judd, selfdescribed ‘trash man,’ after a shark attack in the Galapagos lead him to a clean up of one of the local beaches, Sustainable Coastlines coordinates largescale events and campaigns that focus on protecting and sustaining our coastlines. The newly built “Education Station” is an educational hub that will be towed around the country visiting schools and working with other community groups to raise awareness about environmental issues. Whaanga Coast residents threaten a legal stink More than half of Whaanga Coast property owners don’t want to buy in to Waikato District Council’s controversial sewerage scheme – at more than $15,000 apiece – and will ask the High Court to grant an injunction to stop the process. Sixtyodd residents who turned out for an informal meeting at Bryant Camp last Sunday were united in their stance, also agreeing to contact absent neighbours and urge them not to sign up to an already overloaded wastewater treatment system they say may ultimately fail them. “There is an urgency here,” said the Organiser who called the meeting by email in response to a fastlooming council deadline to sign up to the 60:40 funding split between Whaanga Coast ratepayers and WDC. “At the Open Day held by Council on 27 January, I was told that they need 50 (people) to sign up in order for the scheme to go through.” That pressure, she believes, has seen a dozen or so of the 110 targeted property owners sign already. But she warned others against making the same mistake. “We are making a
commitment to council for a system not likely to work. “And we’re bound to have to pay increased rates in the future for a failing system,” she added. Frustrated residents complained at the meeting they needed more time, more information and a collective voice. But environmentalist and longtime Whaingaroa resident Malibu Hamilton argued “you haven’t got the time when dealing with Waikato District Council”. !"#$%&' ("$)' *+,)' %++-' ./*0$-/' 123' "' better sewerage scheme on the Whaanga Coast for 6 ½ years, and has fought similar battles in four other communities around the country. “Throw them (WDC) into the High Court with an injunction,” he recommended. Whale Bay scientist Dr Shaw Mead – unconvinced that hooking into Raglan town’s wastewater treatment system, and at such huge personal cost to Whaanga Coast ratepayers, is the way to go – revealed he’d already had an environmental lawyer draft a letter to council to which residents could add their names. “My personal view is if there is a 432%#+5'#+0,('.6'$07'"-)'8,5'*"449'02'4"9'
for it if it’s fair. However I don’t see much of this in the plan as it stands and will not be signing anything or giving permission for the council to come onto my property.” “We pay our rates,” he argued. “Let’s put the onus back on council.” Residents agreed to present a united front, and a show of hands – called for by exAll Black Josh Kronfeld, who owns a property in Whale Bay – revealed they believe it’s now imperative to contact all affected property owners to stop them from signing onto the proposed $2.2 million connection scheme. Whale Bay ratepayer Carolina Meade said it was time to stand up and say no to the council. Like others, she resented being treated differently from any other ratepayer in Raglan and lumbered with prohibitive costs. Another Whale Bay resident, artist Miranda Caird, assured residents feeling railroaded by council that theirs would not be the only community to refuse to bow to pressure, and win. A similar scenario had played out at Lake Rotoehu where she had a property. “We’re just not playing this game,” she told the meeting. Edith Symes

Petition against open cast mine in Raglan gains momentum A print and online petition launched by residents of the Ruapuke and Aotea area, taking action against the possibility of an open cast mine has received some overwhelming support from residents and visitors alike in recent months. First receiving media attention in November last year, a Waikato Times article outlined what Green MP Catherine Delahunty described as a DavidandGoliath situation. Sinosteel Australia Pty Ltd, subsidiary of iron trading giant and one of China’s largest state ownedenterprises Sinosteel Corporation, was reported to have lodged four exploration permit !""#$%!&$'()* +$&,* &,-* ./'+(* 0$(-/!#)* 123%-* around midOctober last year. The permits were in relation to four plots of land along the coastline between Raglan and Port Waikato, Ruapuke to Aotea Harbour, north of Kawhia and south of Marokopa, covering a total of around 24736 hectares of land. Some of the minerals named in the permits include lead, zinc, magnesium, titanium, iron, ironsand, copper and tungsten. While the Crown Minerals website states that Sinosteel’s applications are pending, Lisa Thomson, whose family land falls within the boundary of
exploration permit application 54011 says, “ The bulk of the exploratory work has already been 4'(-5*6,-(*7*%'(&!%&-4*&,-*./'+(*0$(-/!#)*123%-* they informed me that with the permission of a compliant landowner, they don’t need to wait for an application to be granted.” 8,-* 9:!":;-* <'##-%&$=-* %'(3/>)* &,!&* !* #'%!#* farmer who owns the majority of the land that is being explored has granted permission to Sinosteel to access the land. A feasibility study will determine the economic viability of a mine and whether Sinosteel will proceed to apply for resource consent. Concerned residents and members of Facebook group “Ruapuke Kollective,” are taking a proactive stance and trying to raise awareness about the possibility of mining going ahead. “We’re being proactive now so people have the time to work from the same info and act on what’s going on,” says Lisa. Launched around December last year by Ruapuke residents Belinda Goodwin, Marcus Fellowes and Janeva Thomson, the group initially
set out to obtain a minimum of 200 signatures for the petition in order to register an objection with the Waikato Regional Council. Belinda says that for any exploration or mining activity that goes on, land access rights must be arranged with individual landowners. Waiheke & Raglan face same housing issues: MP The Raglan community got some blunt sisterly the sun – they just melt away”. advice at a public meeting on Saturday over its He and Denise also told of the bureaucratic hurdles, lack of suitable housing – get politically active so rather than iwi ones, standing in the way of developing you can take back control of the issue and your housing on communally owned land. own lives. There was also criticism of councils not sticking The message came from new Greens list MP and former Auckland city councillor Denise Roche, who said she’d always thought of Raglan as a kind of sister town to her home patch of Waiheke Island. Both were visitor destinations with housing stock not used fully yearround, and with renters often thrown out over Christmas. Besides this pressure on housing from bach owners, the towns also had a lot of substandard housing, and aged people struggling to stay on in the face of high rates. The meeting, hosted by the Green Party, painted a grim picture of some housing trends locally. The visiting MP revealed Housing NZ had just 11 rentals here, while others said that in recent years two charitable trusts had sold off assets – alongside Raglan Trust Hospital and in Stewart Street – that were being or could have been used for housing the elderly. Meanwhile councils like Auckland and Hamilton City Council had turned their backs on pensioner housing, while nationally there was the ongoing Government threat of introducing market rentals, as well the sale of highvalue Housing NZ stock in areas like Glen Innes and cuts to frontline staff as HNZ gave the work to call centres. Whaingaroa Affordable Housing Trust member Vera van der Voorden said the trust had put in submissions to all the relevant agencies and possible funders but “to no avail”. It was also claimed that absentee landlords who turned up only at Christmas time thought Raglan was a tropical paradise and had no idea how bitterly cold it was in their baches in winter. Vera said nowdiscarded plans for allowing multiunit three storey housing along the Cliff Street waterfront would have suited only developers, while various other housingrelated initiatives were described by Malibu Hamilton as “like hot icecream in

with their core functions and diverting ratepayer funding to projects like the controversial Cambridge velodrome at the expense of pensioner housing and the like. Meanwhile young people, with their limited job opportunities locally, were described as “probably the most vulnerable after the elderly” to housing pressures, which put their families under pressure. But the meeting was not all doom and gloom. Speakers saw hope in cooperative approaches between various government agencies, community organisations and iwi, encouraging social investors and renewed or new initiatives to improve existing housing such as a “Brush with housing” programme. It was also revealed that Habitat for Humanity – !(* $(&-/(!&$'(!#* .,/$)&$!(@* ('(E"/'3&* =-(&:/-* F* +!)* )&!/&$(A*$&)*3/)&*9!A#!(*B:$#4*(-G&*0'(4!?*!2&-/*#'%!#)@* responding to a challenge from the organisation, “lucked in” and found a section for under $80,000. They include a renewed solar water heating push, greater Government ability to hold councils to account over how they spend rates money and community/government partnerships on housing. Current Green policy is for 1000 dwellings a year from groups such as Habitat, plus 3000 state houses. Denise also says funding to renovate rural housing “would make the difference communities like ours need”, and wants support for older people who live in their own homes to move into suitable housing – which she concedes scarcely exists in Raglan – to free up larger houses for families. ‘Out of step’ council ticked off over poll Raglan political activist and environmentalist Malibu Hamilton this week condemned an upcoming Waikato District Council poll on Maori representation as “embarrassing”. He pointed out the council entered into a joint management agreement with WaikatoTainui back in March 2010. The council’s opting for a poll demonstrated that it needed further training in its responsibilities under the Local Government Act 2002, which obliged councils to ensure Maori involvement in their decisionmaking, he said. “This is not about giving Maori an extra vote, but (about) allowing their votes to count,” he said. “Waikato District Council is out of step with its
own community, which will see through the bias and vote for Maori to have wards.” Green list MP Denise Roche – who grew up in the Waikato – has also attacked the $73,000 poll, saying it’s “a waste of time and money and unlikely to result in better representation for Maori”. The council says the poll is being held to see if it should introduce Maori wards for the next two elections, in 2013 and 2016. Based on current councillor numbers a “yes” vote would see three new Maori councillors elected. The poll is open to all eligible residents and nonresident ratepayers in the district. Postal votes must be in by April 4. A.T.
