hat is greenwashing? It is the misrepresentation of data or information relating to an organisation’s activity and impact relating to the environment. Most organisations do not intend to mispresent such data and information but may do so as a result of making a claim — although it may be true, it is irrelevant to the company, product or service being provided — a claim should be relevant and reflect a genuine benefit; providing vague statements that don’t explain how the claim is being achieved or measured — a claim should be clear and accurate; having no proof of a claim, as they don’t provide for example, third-party verification — a claim should be readily substantiated.

Analysis to help solve questions in rail – exploring the capability By Trevor Cave, C Eng
W
hile specialists in rail analytical studies are familiar with techniques like operations research, simulation, modelling and other mathematical tools, some industry executives and managers might be less aware of their potential. With new concepts, systems or equipment, where knowledge is not yet established, it could be expensive to carry out real trials. Analysis can help. Modelling and studies can fit usefully between an informed hunch (cheap but perhaps not well supported) and measured full-scale trials, (accurate but possibly slightly artificial and quite costly). To explore the topic we can consider, quite simplistically, modelling something that is already well understood – revenue protection. Most rail operators agree that ticket barriers and on-train inspection are necessary to reduce fare evasion and maximise revenue. Modelling can help determine how much investment is sufficient and where returns might diminish. Calculations Firstly, we can estimate how many passengers have no valid tickets. The mathematics of sampling can exploit known data from ticket barriers and inspection. If, say, 20 of 1,000 passengers checked have no valid ticket, textbook mathematics show, with 99 per cent confidence, that out of 20,000 there will be
between 226 and 651, most likely more than 384, which is not quite pro-rata two per cent. How much might be worth investing in finding all possible defaulters, albeit some in good faith? Probability analysis can establish the relative importance of accurate ticket inspection at each stage of a journey, including entry and exit barriers and on the train. These will vary from line to line, eg small and rural stations compared to major termini. Using basic maths, we can define with example values: P0 Passenger has no valid ticket, eg 2 per cent P1 Barrier at station, eg 80 per cent P2 Barrier successful, eg 90 per cent P3 Passenger reaches train or P4 leaves destination without effective challenge: P3 = P4 = 1-P1.P2, eg 28 per cent P5 Passenger encounters revenue inspector, eg 50 per cent P6 Inspector recognises correctly an invalid ticket, eg 99 per cent P7 Passenger leaves train without effective challenge P7 = 1- P6.P5, e. 50.5 per cent So overall probability of P8 detecting a defaulting passenger on single journey is P8 = P0.(1-P3.P7.P4), eg 1.92 per cent, i.e. 96 per cent of defaulters in this example.

Via spreadsheet, the chart below shows the sensitivity of the analysis to variations of input assumptions, P1 and P5. In this hypothetical example, adding or enhancing barriers seems a more powerful effect than adding inspectors on the train, assuming equal cost for each. Next, a cost can be estimated for enhancements to ticket checking, e.g. more inspectors, more and better gates, more station staff etc and compared with the value of additional revenue recovered. An overall measure of effectiveness (MoE) could then be, for example ‘value of lost revenue recovered per unit cost of Enhanced Measures.’ The MoE would be different for each of those individual measures and could suggest “quick wins,” which could inform investment decisions. Even if this illustration covers only a field that is already understood, it does demonstrate the potential for analytical support. Analytical approaches need not be limited to the commercial side of the business. They can be used to assess new technologies, station security or new system inspection regimes. Analytical studies can be useful not only to rail operators but also to other stakeholders: eg manufacturers might estimate the value and feasibility of new systems or modes of operation.
