RIA Annual Conference 4 - 6 November 2020
Chief Executive’s foreword Three days of fascinating and insightful debate and discussion on the future of the UK rail industry. Darren Caplan, Chief Executive of the Railway Industry Association It is fair to say that RIA’s Annual Conference this year was not what we expected it to be. Normally held at a large hotel venue in central London, Annual Conference 2020 was instead broadcast live from the home of our compere BBC Transport Correspondent Paul Clifton in Wiltshire!
In the evening of the first day we celebrated the best of the rail industry, at the RIA Rail Industry Supplier Excellence Awards, alongside a fantastic participative virtual cocktail making masterclass hosted by Sloemotion. Congratulations to all the winners!
Held ‘virtually’ due to English national Coronavirus lockdown rules, the speeches, panel discussions and networking sessions all took place over a Crowd Comms platform – yet we still saw over 400 attendees joining in over three days from across the UK and abroad.
And we had some great online networking sessions, bringing together suppliers and industry stakeholders to develop new ideas, generate new business leads and to work together to build a bigger and better rail industry.
The conference sought to provide highquality content, with industry-leading forum for debate and discussion on the key issues facing the rail industry; and whilst the format was unconventional we hope all those who took part thought it delivered! We had a stellar line up of speakers, with leading ministers, client organisations and industry champions, covering a varied range of topics – from infrastructure and rolling stock strategy, to rail’s role to ‘building back better’, to boosting rail exports overseas and increasing diversity across the sector.

welcomed attendees.
"The most surreal five months of any job" Next was new Transport for London Commissioner Andy Byford who began by saying how strange it was to join TfL as the Coronavirus pandemic hit.
The day began with RIA Chief Executive Darren Caplan's opening speech, where he
"It has certainly been the most surreal introduction to any job I have ever taken. We really are in very unusual territory", he said. He added that he came in with two key jobs to do, the first being to get TfL out of the Coronavirus pandemic and the second to get Crossrail completed.
Darren also presented new polling, undertaken by independent analysts Savanta ComRes of more than 250 rail business leaders on the state of the industry. The picture was mixed, he stated, with 35% of business leaders saying the industry is likely to grow and 36% saying its likely to contract over the coming year.
Byford also heavily praised TfL staff and suppliers who were working to keep the rail system safe and clean. "Our strategy was built around making sure we deliver a safe, clean and controlled transit system" he said. He concluded by thanking both the Government and the Mayor for agreeing to a six month funding settlement for TfL, saying he'd like to see a future long term settlement, like Network Rail's Control Periods, for the transport authority.
Darren was adament, though, on the need to 'Build Back Rail'. "We cannot allow the rail network to be neglected while we wait for passengers to return. Rail stands in a good place to help the UK's economic recovery", he said. You can read his thoughts in a PoliticsHome piece published today.

passengers back, how we make rail services more accessible and open to all and how the sector achieves decarbonisation.
The first panel of the Conference focused on rolling stock and whether there was a need for a long term strategy for the sector.
The group were split on whether the rolling stock sector should have a long term strategy, with Mary Grant highlighting the need for a long term plan for assets which have a thirty year life. Mark Hopwood however said greater flexibility was needed when it came to rolling stock, to ensure the industry was adaptable to changing passenger needs. At the end of the session, the audience had the chance to have their say - and 69% to 31%, they voted for a long term strategy for rolling stock.
Compere Paul Clifton was joined by Sambit Banerjee of Siemens Mobility; Mary Grant of Porterbrook; Mark Hopwood of South Western Railway; Journalist and accessibility campaigner Mik Scarlet; Steve White of GTR; Susie Homan of Rail Delivery Group and Tim Jenkins of Gemini Rail Group. The panellists covered a number of issues, including how we encourage

Day One Summary cont. Why we need to "Act Now"?
Darren James, the Champion for the Sustainability Pillar in the Rail Sector Deal said that "visibility of pipeline is very, very important." whilst Delvecchio stated that "our aim is a call to action for how we can improve access and possession in the railways."
The second panel of the day focused on the Rail Supply Group's 'Act Now' Report. Panel chair Philip Hoare (Chair of RSG) was joined by Anna Delvecchio of Mott MacDonald, Darren James of Keltbray Group, James Bain of Worldline, Hannah Vickers of the ACE and John Chappell of CPC Project Services, who is also Chair of RIA's SME Group.
Meanwhile, James Bain urged greater openess in data as part of the Deal, with John Chappell highlighting concerns for SMEs identified in recent polling, particularly around access to procurement and relevant market infomation. And Hannah Vickers, who joined the panel as a representative of the Construction Leadership Council - a similar body to RSG - gave her experience working on the Construction Sector Deal, and urged rail to work with other industries.
Philip Hoare began by setting out the RSG's latest 'Act Now' report, which focuses on key areas the rail industry can accelerate as part of the Rail Sector Deal in response to the Coronavirus pandemic, specifically: 1. Work pipeline and visibility; 2. Better & simplified access to data for customers; and 3. Access to the railway

for it has not changed. The project will also create economic growth and jobs for the UK now, so can support the economic recovery, he added.
The final session of the day saw HS2 Ltd Chief Executive Mark Thurston sit down for a one-to-one conversation with Paul Clifton.
Thurston also praised the support from the rail industry for the HS2 programme and encouraged RIA Members to continue to work with them and Government to promote the scheme. He had three recommendations when asked what he'd recommend for the Chief Executive of the next major UK project - you have to believe in it yourself, stay true to your beliefs and hold your nerve. "It is a real personal test", he added.
Thurston was first asked what Coronavirus meant for the project. Phase 1 will finish in ten years time, and Thurston said the long-term strategic case

expertise abroad, particularly in areas like low carbon rolling stock. He urged companies to get involved in the Rail Sector Deal's Exports Pillar and the various initiatives that are supporting companies to trade overseas.
Our first session saw Exports Minister Graham Stuart MP deliver a keynote address on the potential for UK rail exports.
"We've bought in massively to the argument that rail is good for the economy." We then heard from Rail Minister Chris HeatonHarris MP, who made a positive case for the future of rail, while staying realistic about the challenges the industry has faced over the last few months.
"We want the UK's rail businesses to fully embrace the huge export opportunities", he began. His speech highlighted the importance of accessing and making the most of new markets once the UK officially leaves the EU. On Brexit, he responded that the Government are trying to negotiate the "best possible" deal with the EU, as well as to connect UK businesses with huge opportunities outside of Europe.
First, however, the Minister set out what the new lockdown would mean for the UK, saying it would be another difficult period for the country and the rail industry. He said that the UK Government backed the sector, and had worked to provide support with the EMAs and ERMAs over the past six months.
In particular he praised the work of UK rail businesses who "are creating solutions to some of the most considerable transport challenges we face." And he also said that rail's decarbonisation challenge could put the sector in a good place to export its

Conference Presenter Paul Clifton then asked the Minister about the prospect of continued financial support from

Day Two Summary cont. HM Treasury. He said "we need to look forward and tackle the vast challenges of the last three decades", adding that we need to move faster. Project Speed and the DfT Acceleration Unit would help the UK to build more efficiently and at pace, he added.
His speech and the subsequent discussion covered a whole range of areas, including giving his full backing to HS2 and urging the Government to publish a long-term transport plan with fair funding for every region. When it came to Labour's policy on renationalisation, McMahon said the Party still wanted to take rail into public ownership, but said there was a place for the private sector. "There are roles for private companies in current public transport systems in the UK" he said, adding that the UK needs to have public and private companies working together but with local decision making.
Notably the Minister highlighted the importance of electrification for decarbonsing and improving the rail network, saying "electrification fits very nicely with Government's green agenda", alongside investment in hydrgoen and battery technology. The Minister further praised the industry for building the skills needed to deliver these types of projects, and claimed Government has "massive ambition" for decarbonising the rail network.
And he said Labour would set out their plans on rail in further depth within the next few years, so that these policies can include the impact of the Williams Rail Review and look to a post-Coronavirus environment. He concluded with a comment on diversity, saying transport leaders need to reflect the communities they serve and that the rail industry needs to offer an attractive career path to young people.
The View from the Opposition We were then joined by Shadow Transport Secretary Jim McMahon MP, who only took up the transport brief in April this year.

Lunch once agian offered the opportunity to relax and network with RIA's key partner organisations. The Conference live streamed a session with TV personality Ruby Wax from Rail Wellbeing LIVE and also offered attendees the chance to hear from Network Rail on their Open for Business programme, to bring contestability into the rail network, and from the National Railway Museum on their new Wonderlab project.
"Nothing less than worldclass delivery will do."
When it came to delivering major projects, Smallwood said there were a few fundamentals that project leaders needed to get right - for example, team behaviours, the quality of cost-estimates, front end loading and being curious of value management.
The Chief Executive of the Infrastructure Projects Authority (IPA) Nick Smallwood was the next guest to visit RIA's virtual stage.
When asked about other sectors, Smallwood said that Highways England was seen as a good delivery body, although was not as good as rail at communicating its work. He was clear that the industry needed to "to modernise, shape up and become more diverse", but also said the IPA and Government were keen to work with suppliers and that the private sector had key learnings in efficiency it could bring to the table.
Smallwood gave a frank presentation, saying that whilst infrastructure was high up the Government's agenda, he did not feel the UK was delivering to the best of its ability. "I don't see leadingedge technology being used on building railways", he said.

that the key for any major project is to design "the minimal viable product and to build out from there". Stuart Calvert further emphasised that for the supply chain the key to improving delivery is to "be driven by the need and be driven by the customer."
Our first panel of the day saw a discussion on 'Delivering Project Excellence' Chaired by Costain's Managing Director of Transportation Sue Kershaw. Our panellists included; Crossrail's Mark Wild, Network Rail's Stuart Calvert, Transport for the North's David Hughes and CECA's Alasdair Reisner. The session covered a range of issues around why rail has had supposedly a poor reputation for delivering projects to deadline and on budget in the past, and how it could improve it.
On issues for future projects, TfN's David Hughes warned there is a risk the industry and Government over-corrects itself. Crossrail's Mark Wild added that that the UK is "way off the pace" with skills, and often core skills leave the country after projects finish. He further added that the political pressure to start work early is a key thing to avoid for a major project and was a critical mistake with Crossrail.
The session began with a strong warning from Sue Kershaw against using the term 'World Class' in describing any project, saying she often felt many projects did not deserve the title. Mark Wild added
And, as you may have noticed from the photo above, the panel saw the first speaker so far to join in PPE, with a special thanks to Stuart Calvert, who joined live from site!

something the Department were keen to work with the industry on.
Next, came our panel session on Build Back Better.
Clifton asked whether the new Acceleration Unit set up at DfT will make a difference. Network Rail's Rob McIntosh was clear that it would, saying it will be a great opportunity to make projects easier to get sign off for, but that rail needs to address some of its own issues to make projects faster too. John Larkinson agreed, telling the audience that unless rail can convince HM Treasury it can sort out some of its problems, there won't be more money.
Compere Paul Clifton was joined by John Larkinson of ORR, Rob McIntosh of Network Rail Eastern Region, Nick Bisson from the Department for Transport, Russell Jackson of AECOM and Jo Moffatt of Atkins. Russell Jackson began by saying the industry need to put outcomes first, whether that is passenger's interests, creating jobs or the economy. He said the industry needed to be more collaborative and have a one-team approach, which he said was "very much a culture change". Nick Bisson agreed, saying this was

Jo Moffatt was clear that delivering more effectively also meant ensuring your organisation was sharing best practice and driving diversity and inclusion in its teams. "Behaviours matter more than process", she concluded.

there is a strong case for a continuous programme of electrification and as he described, a "thirst" in Government for deliverable clean transport enhancements.
Our final session of the day saw a 'fireside chat' with Network Rail Chairman Sir Peter Hendy OBE. During a fascinating and candid discussion, Sir Peter set out a positive future vision for the UK's railways.
Turning to Williams, he stated that the Review will undoubtedly set out a better plan for running the UK's railways and will be hugely important for the future of the network. On the challenges for Transport for London, Sir Peter was clear that the Commissioner Andy Byford is the right man for the job and the funding settlement he reached with Downing Street is "not bad", although he admitted that the settlement is likely to make the delivery of Crossrail 2 harder.
The conversation began with the Union Connectivity Review which he is leading and on which he said there is still lots to do to connect the transport systems of the different countries in the UK. He added that it'll be "an interesting challenge" and "not without its political overtones", although stressed that he hopes it'll make a positive contribution to the UK economy.
Saving his best until last, Sir Peter ended in style by showing us his station sign from Dovey Junction, before adding: "The railway is part of British life." We would happen to agree!
On decarbonisation he was unequivocal. If we are going to build back better,

looking to export. He emphasised the importance of new markets and free trade for the economic recovery from Coronavirus and added that it is vital that UKEF work together with RIA to promote UK rail businesses.
The day began with a panel session on how UK rail can export more abroad. On the panel were Shanker Singham of Competere; Louis Taylor of UK Export Finance; Jake Rudham of Unipart Rail and Interim RSG Exports & Investment Industry Champion; Steve Butcher of John Holland, Australia; Lucy Prior of 3Squared, and Vice-Chair of RIA's SMEGroup; Simon Argyle of the UK Mission to the EU; and Kaspars Briskens of Rail Baltica.
Shanker Singham then spoke about how he saw the trade negotiations going. He set out a number of ways the UK could develop trade deals with nations around the world, covering issues like state aid and governance, which would need to be resolved for these deals to be agreed. Next came the RIA Conference's first overseas speaker - Kaspar Briskens from Rail Baltica who joined from Latvia. Briskens described the Rail Baltica project, highlighting that UK rail plays a key role for international development, especially on sustainability & multi-modal integration.
Chaired by Dyan Crowther, CEO of HS1 and Chair of NSAR, the panel consisted of Florence Eshalomi AM MP; George Chilcott, Chair of Young Rail Professionals; Women in Rail Founder Adeline Ginn; Professor Clive Roberts of the University of Birmingham; the National Railway Museum's Andrew Maclean and CPMS Group's Farah Sajwani.
From Australia, John Holland's Steve Butcher painted a positive picture of the state of the domestic rail industry there, saying Australia was an exciting place to be for rail companies, with a large number of opportunities.
Adeline Ginn began by highlighting the importance of listening to people's concerns and showing diverse role models in the industry - "it's about working openly and together." George Chilcott agreed, saying the main work of YRP is to show there are young role models and a range of opportunities in the rail sector. "There are great opportunities to make a huge difference", he added.
And last, but by no means least, 3Squared's Lucy Prior gave the SME perspective, saying how important it was for UK SMEs to diversify their client base and to look abroad for new work.
Andrew Maclean gave a different perspective, saying that the Museum was as much about looking to the future of the industry as it was about the past. He highlighted that there had been a huge contribution from a diverse range of people to the railways over the many

Day Three Summary cont. "The future is uncertain but the fundamentals of rail are still very strong."
When it came to Network Rail, Haines said he was proud of the organisation and what it had achieved, particularly during the Coronavirus pandemic. However, he felt there was far more to be done, saying it could be an even more open and engaging organisation. He was clear however that he did not see a new 'guiding mind' body sitting within Network Rail and that, instead, the body should feed into the client organisation.
The last session of the Conference saw Network Rail Chief Executive Andrew Haines quizzed by compere Paul Clifton. Haines was clear that Coronavirus was a tough challenge for the industry, but that the railways would bounceback. "We are going to have to fight for those passengers to come back", saying that more needed to be done to showcase how safe transport was.
Haines was also clear that more needed to be done to speed up rail projects, saying that the GRIP process, used to deliver rail schemes, was being reviewed and would be replaced with a new process in 2021. The session closed on a light-hearted note, with Paul Clifton urging all attendees to vote for Andrew Haines to have his legs shaved for Rail Aid - you can vote for him here (sorry Andrew!).
Positively, he said the Government were behind rail investment and were keen to use rail as a catalyst for economic growth, highlighting the work being done to reopen the lines closed under Beeching.

Partner AD1 WOMEN IN RAIL: WORKING TOGETHER TO IMPROVE GENDER BALANCE, EQUALITY, DIVERSITY AND INCLUSION IN UK RAIL Women in Rail (WR), a charity founded in 2012, comprises men and women from the UK railway sector, working together alongside major stakeholders in the industry to support the development, promotion and attraction of women in the UK railway sector and, more broadly, improve gender balance, equality, diversity and inclusion in rail. With a more gender diverse workforce comes different experiences and skill sets, as well as new ideas and ways of working, all of which ultimately bring about positive changes and economic competitiveness. It is therefore crucial to develop female talent and promote the rail industry as an attractive career choice to young girls. Support WR holds regular networking events and workshops across the UK through its 8 regional groups, bringing together women and men from across the rail industry and providing them with a forum to expand their network and explore some of the key issues which they have identified as holding them back in their career. WR runs a successful cross-industry mentoring programme where women receive guidance from senior professionals within the industry to develop their confidence and professional skills. Since 2020, the programme also welcomes male mentees to be mentored by a senior female mentor, to the extent possible. Development WR encourages key stakeholders to identify their female talent, engage with their employees and work with them to foster the next generation of female leaders, improve diversity and inclusion and help secure and retain talent.
Key partners of WR include NSAR, RSSB, RDG, BEIS and of course, the DfT. The membership of WR currently includes 5,000 representatives of all grades and roles from a wide range of companies within the UK rail industry. Attraction By forging partnerships with like-minded groups and actively supporting their initiatives, WR aims to position rail as an attractive career choice for young women. This involves showcasing existing and upcoming female talent and role models, for instance, in its reports identifying the 20 Most Inspirational Women in UK rail (2016) and the 20 Rising Stars of UK rail (2017). For the last 4 years, WR has hosted an awards ceremony, the Women in Rail Awards to celebrate the charity’s core values and showcase inspirational colleagues, peers, managers, teams and organisations who are working hard to improve gender balance, equality, diversity and inclusion in the UK rail industry. The charity also runs the hugely successful Big Rail Diversity Challenge, a day of fun where diverse teams go head to head in physical and mental challenges. Campaigning WR was the first to release an industry-wide surveys of the male:female ratio and skills gap in the UK rail sector in 2015. The survey revealed that 16.4% of the workforce in UK rail are women, mostly in non-decision making roles, and identified the skills gap. In 2019, WR launched SWIFT, a peer-to-peer network of senior men and women in rail whose purpose is to develop high potential women and foster the next generation of female leaders in UK rail.

RISE Awards SME Growth in Rail – sponsored by Classone Systems| Joint Winners: 3Squared & Motion Rail What the judges sad about 3Squared: “The panel felt the entry from Sheffield-based 3Squared demonstrated the impressive strides they have made since 2002 in the development of digital apps for major clients in the rail and manufacturing sectors, and particularly noted their reach internationally as well as in the UK market. 3Squared have been part of the early movers helping to transition a largely paper-based sector towards the digital railway of the future through their Railsmart products, and the panel noted their collaborative approach and bespoke services they offer depending on the client, ensuring products are continually improving and updating.” 3Squared is a Sheffield-based rail technology and software development consultancy, founded in 2002. Specialising in the development of digital apps for major clients across the construction, rail and manufacturing sectors, they operate in both the UK and internationally. 3Squared have long-established strategic partnerships with key technology providers to create integrated and robust solutions to companies’ individual needs. Their overarching aim is to help businesses take advantage of the latest technologies to overcome business problems, improve efficiencies and reduce cost. Nearly 20 years on since their inception, 3Squared are seen as the innovators and game changers across the UK rail industry. Winners What sets 3Squared apart is their intrinsic understanding of the key strategic markets in which they operate – construction, rail and manufacturing - and their expertise in developing new technologies, culminating in the successful delivery of cutting-edge solutions to drive the rail industry forward. What the judges said about Motion Rail: “The panel felt the story of this SME’s growth was compelling and persuasive. The stats it conveyed showed the highest increase, comparatively, in staff and turnover, coupled with impressive deliverables, such as delivering the largest circuit immunisation programme on Network Rail’s infrastructure. However, it is the human dimensions and wider societal context, also brought to the fore within the application, that resonated powerfully with the panel.” Motion Rail was established by Emma Dymond, a competent and respected engineer and mother, in 2009. Progressing the business and securing work as Motion rather than a ‘one-woman band’ was a challenge. Ensuring Motion was self-sufficient as opposed to borrowing funds, Emma invested in people to grow the business. Employing and developing like-minded individuals and trainees on-site and in the boardroom, Motion has supported personal and professional development, several high-profile projects and delivered the largest circuit immunisation programme on Network Rail infrastructure. People-focused and recognising the power of gaming technology, Motion created the first virtual reality railway to provide workforce training using gamification. Realising the benefits and supporting the ‘Bossing the Crossing’ and ‘You vs Train’ campaigns, Motion collaborated with Network Rail and British Transport Police to take the railway to the classroom. This led to the creation of Motion Reality, a not-forprofit entity that has helped educate more than 300,000 youngsters about railway safety.

Winners The introduction of this pioneering degree provides an opportunity for entry into the profession for a wider range of people and those for whom the traditional degree route is not always practical, resulting in a more diverse workforce trained in the specific skills needed to develop and maintain our railways into the future.
Safety and Wellbeing – sponsored by KnorrBremse | Winner: Atkins’ OLE Static Analysis Tool What the judges said: “Using the New Measurement Train infrastructure, Atkins are collaborating with Network Rail’s North West and Central South route team, and Network Rail’s Accelerated Innovation team, as part of the Central Rail Systems Alliance (CRSA) and newly established SME Train Rail Infrastructure Solutions to develop the OLE Static Analysis Tool (OLE-StAT) - to carry out surveys remotely, creating significant workforce safety benefits. This will help NR achieve the target to reduce workforce near misses by 50% by removing the need to walk the track to carry out OLE surveys.” With a number of tasks still requiring rail workers to be on-track, there were 486 workforce near misses reported in the first year of CP6 alone. Overhead Line Equipment (OLE) survey data is a key requirement for major projects, renewal and maintenance activities across the rail network. Traditionally, collating survey data would be carried out manually by a team walking the track, creating considerable workforce safety risks including accidents, fatigue, impacting mental health as well as being time-consuming and inefficient.

Collaboration – sponsored by Railtex / Infrarail | Winner: Siemens Mobility Joint submission with Porterbrook; West Midlands Trains; GB Railfreight – delivering medical supplies during lockdown What the judges said: “This is a great example of genuine and rapid collaboration undertaken in a challenging time and environment. It’s a really good example of how cross industry collaboration worked together with difficult timescales to trial and prove a solution to help the greater good in a time of global pandemic” As the Covid-19 pandemic hit the UK, the nation’s hospitals were being stretched to the limit, requiring urgent medical supplies to be delivered efficiently. With the Nightingale Hospital programme also opening new facilities across the UK, supply and logistics operations were being similarly stretched. Following a request for support by the DfT, a collaboration between train owner, Porterbrook, train operators West Midlands Trains (WMT) and GB Railfreight (GBRf), and train manufacturer and maintainer Siemens Mobility, came together and in a matter of days successfully trialled a new medical supplies delivery operation into London.
