On Jan. 26, U.S. 3rd District Representative, Republican Justin Amash, made his first visit to Marshall since Calhoun County became part of the 3rd Congressional District beginning with the current Congress. Amash held a town hall meeting in the City Council chamber which was attended by approximately 30 constituents. Amash talked about the nation’s mounting debt, the recent fiscal cliff and debt ceiling crises as well as his proposal for a balanced budget amendment. “As most of you have witnessed over the past couple of years, Congress isn’t doing much, except kicking the can down the road and doing the same stuff they’ve been doing for a long time,” he said See story on page 11
Council looks into new agreement for Cronin Building During its Jan. 22 work session, the Marshall City Council heard an update about the J.H. Cronin Building, located at 101 West Michigan Ave., from developer Steve Eyke. “I’m still here, you’re still here, the building is still here,” Eyke said. “It just needs the right combination of interest and money.” Eyke said since taking on the building project two years ago, he has lost $250,000 in funding and in September the council paid back the $300,000 grant to the Michigan State Housing Development Authority. “Things have both hit us in the wrong direction,” Eyke said. “Because I have to borrow $770,000 instead of $500,000, now the business model doesn’t work. I would like to look at a new partnership to see if this will work.” See story on page 42
County Building first floor to re-open by mid-March The Calhoun County Building at 315 W. Green St. in Marshall is in the second phase of a threephase cleanup project after the building’s lower level flooded in early January. “The clean up is going well,” said Assistant County Administrator Brad Wilcox. “We’ve had no setbacks or surprises, which is good for an old building like this.” Four public service offices, the Michigan State University 4-H Extension office; the County Planning Department; Calhoun County Senior Services; and the County Health Programming (WIC), have all been temporarily moved to the third floor. Council approves six-year CIP wish list At its Jan. 22 meeting, the Marshall City Council adopted a $43.1 million six-year Capital Improvements Program, a guide for the future needs of the city from July 1, 2013 to June 30, 2019. “This is just a guiding tool that comes up when we do the budget preparation,” said City Manager Tom Tarkiewicz. “This is just a longrange plan. No funds are being expended.” The CIP identifies and prioritizes the city’s needs by numbering them 1-4, with one being the greatest need. See story on page 35

Super Bowl XLVII will take place Sunday in New Orleans between the Baltimore Ravens and the San Francisco 49ers. This is the first time in Super Bowl history that brothers (John and Jim Harbaugh) will be going head-to-head as coaches. What team will be victorious and by what score?
by John Hendler Well that was some crazy weather we had the last week and a half. Winds and warmth that made it seem like spring, followed by below zero temperatures and then back to nearly 60 degrees before the bottom fell out Wednesday night. I have had enough of this winter/spring nonsense. As far as I’m concerned, bring on summer already. More than 20 years ago at work, I, and a few other colleagues got into a debate about which geographic region in the country had it worse, weatherwise. Jerry, who did a great Homer Simpson impersonation, said growing up in Oklahoma and living in “Tornado Alley” was by far the worst because your town could be blown to bits in a matter of seconds. Having grown up in Florida, I said feeling the brunt of a strong hurricane meant we suffered more. Dennis, who had spent some time in Fargo, said people suffered more in his region because of blizzards and cold. Next to join the conversation was Stacy, who chastised us for claiming that where we lived surely had to have it the worst. Then she said, “By the way, I'm from San Francisco and there's nothing worse than an earthquake. You can run for cover when a tornado's coming and you can outrun a hurricane, but unless you're The Amazing Kreskin, you never know where or when an earthquake will strike. Just as Tip O’Neil said that all politics are local, so too it seems is the weather, with each place or region feeling they’ve got it worse or crazier than everyone else. I’ve noticed in the past week, lots of Facebook postings and tweets about the weather extremes and well, “that’s Michigan weather for you.” When I lived in Miami, one of our TV stations promoted its weather coverage by stating, with a deep voiced, menacing sounding announcer: Don’t like the weather? Wait five minutes and it will change...Guaranteed! When I lived in Washington, D.C. and Chicago, people pretty much said the same thing: Well, that’s (insert city) weather for you. You don’t like it, just wait five minutes. Heck even in Italy, locals there would tell me that there is no crazier weather anywhere than in Naples. People may complain about the weather, but as we see, it’s a very personal matter. Until next week, may the good news be yours. P.S. Super Bowl prediction: Baltimore beats San Francisco 27-24.

Victims of gun violence should receive restitution To the Editor: I read the letter on page 16 of the Jan. 26 ad-visor&chronicle by Edward O’Dowd. It’s great that someone else thinks like I do. The
only thing that I would add is that the person or persons that they used the gun on should receive some sort of restitution. The prison time I like, plus
a big fine that compensates the victim or victims of these crimes. They want to take guns away, but they will never take them away from criminals

Michigan is taxing the tax when it comes to fuel sales To the Editor: Gov. Snyder indicated in his State-of-the-State address that Michigan families should come together to fix our crumbling roads and bridges. The governor would like to raise taxes on motor fuels and fees on vehicle registrations to pay for it. Let’s look at Michigan’s motor fuel dashboard to see where we are at today. Michigan’s excise tax on gasoline is 19 cents per gallon (cpg) and is ranked the fifth highest tax of the 50 states. This generated over 839 million dollars in fiscal year 2010-11. Michigan is one of just a few states that charges sales tax on gasoline. Michigan citizens are paying 6 percent sales tax on the base price of the gasoline plus the 18.4 cpg of federal excise tax. That’s taxing the tax. About 4.4 billion of taxable gallons of gasoline were consumed in Michigan in 2011.
Assuming a pump price of $3.50 per gallon, the sales tax generated would be over $818 million. Michigan does not tax all motor fuels equally. Vehicles that are diesel powered only pay a 15 cpg state excise tax. That’s four cents less per gallon than gasoline. Commercial trucks traveling on our roads that have large fuel tanks and don’t purchase any fuel in Michigan pay no fuel taxes unless they register as an Interstate Motor Carrier. The Motor Fuel Tax Act and the Motor Carrier Fuel Tax Act for diesel fuel only generated a combined $125 million in FY 2010-11. But it gets worse. Alternate fuels like autogas (propane), compressed natural gas, liquefied natural gas and electric vehicles pay no motor fuel taxes. Hybrids are undertaxed on motor fuel because they run on battery power part of the time and battery power
is not taxed. Where is the shared sacrifice? Where do we go from here? Here are some ideas. First, Gov. Snyder needs to start by equalizing the road tax so that all motor fuels pay the same amount of tax per gallon. This will automatically provide more funds to fix roads. Second, the governor needs to make sure that alternate fueled vehicles pay a road tax. This will also provide more funds to fix roads. Third, Governor Snyder needs to make sure that all of the out of state commercial trucks pay a road tax. This will provide more funds to fix roads. Remember, when vehicles travel our Michigan roads they have one thing in common: when the tires touch the road they wear the road surface. Maybe road taxes need to be assessed based on how many tires wear the road surface? Maybe the road tax
needs to be assessed on the gross vehicle weight on the tires wearing the road surface? Maybe the governor needs to reallocate funds from other lower priorities to fix our roads? Maybe we need to take out the politics out and privatize our roads? Maybe we just need to turn our roads back to gravel? Please call the governor, Representative Jase Bolger and Senator Mike Nofs and tell them what you think about raising our road taxes and vehicle registration fees. Tell them no tax or fee increases until all users of our roads and bridges share the sacrifice equally. Boys varsity edges Gull Lake in thriller, 54-53 Robby Ranville leads Marshall with career-best 28 points By JOHN HENDLER News Editor Despite missed free throws down the stretch, the Marshall High School boys varsity basketball team held on for a 54-53 home win over Gull Lake on Jan. 29 to improve its record to 9-4. “Considering all the missed free throws, it wasn't exactly the way I would have liked to see us finish,” said Marshall coach Nick Dent. “That being said, it was a solid win at home versus a very good Gull Lake team. So we'll take the W and move on.” Marshall was led by Robby Ranville’s 28 points, which tied his career-best, which also came against Gull Lake earlier in the season. “Robby had an outstanding performance,” said Dent. “He made tough shot after tough shot when we needed them.” Trevor Travis, with 13 points and Tony Wimberly, with 11 points, were also in double figures for the Redhawks. “I'm very pleased with where we are at this point of the season,” said Dent. “This is a team with great chemistry. The guys continue to show up every day committed to hard work and preparation. They're a pleasure to work with. “ Marshall played at Sturgis Friday night and will host Parma Western on Tuesday, Feb. 5.
