Ebola or flu: What should we really worry about? Oaklawn Hospital Infection Preventionist Sarah LaSalle shares her thoughts on preparation for the Ebola virus and influenza. “There is so much information on the news about the Ebola virus, yet we are entering into a season where we have a much more threatening infectious agent, influenza,” said LaSalle. “Oaklawn is well-equipped to handle infectious diseases, including influenza and Ebola. All staff having contact with patients and patient care areas are trained on isolation procedures.” See story on page 16

Southwest Michigan First builds new staff for Marshall Southwest Michigan First, which signed a twoyear contract with the Marshall Area Economic Development Alliance that went into effect on Oct. 1, is now working to build a new staff for the Marshall Welcome Center, Marshall Area Chamber of Commerce and economic development team. In an e-mail sent Oct. 3 from MAEDA board members, it stated that two team members, Janice Darling and Ashley Syzmanski, would be re-hired and that longtime employees Chamber President Monica Anderson and Industrial Manager Mike Hindenach would not be returning. Marshall resident Keith Kelhbeck was also hired as the new director of Chamber and Small Business Services. See story on page 4
‘Advocacy and Hope’ supports the healing journey for sexual assault survivors; Local woman shares story of abuse In the first event of “Advocacy and Hope” on Oct. 2, more than 100 people attended the event to support the healing journey for survivors of sexual violence. Artwork from 10 survivors was displayed and survivors’ writings and stories were shared during a reception at the Battle Creek Country Club, including the work of a 53year-old Emmett Twp. woman who said after an assault 14 years ago, she is just now finding her voice. “When I think of what I’ve been through, I think of a quote I once heard, ‘She couldn’t go back and make all the details pretty, but what she could do is make her world beautiful.’ And that’s what I’m doing now,” she said. SOUND the ALARM D
uring October, Fire Prevention Month, firefighters and other educators across the country are reminding homeowners about the importance of working smoke alarms. Working alarms cut the risk of dying by 50 percent. “When it comes to fire safety, there’s nothing more important one can do than have a working smoke alarm,” said Fire Prevention Officer Rob McCain of the Marshall Fire Department. Sparky agrees. See story on page 50

Word on the Street What’s important to know about fire prevention? Editorial
October is Fire Prevention Month and we asked these six Marshall firefighters what is important for people to know about fire prevention and fire safety.
Transparency is the best policy The formation two years ago of the Marshall Area Economic Development Alliance was stated to be for collaboration and providing “concierge level service” to promote Marshall business and tourism, while taking care of its residents. MAEDA said it would “align and coordinate” the services of Marshall Area Chamber of Commerce, the Downtown Development Authority/Main Street Program and the Marshall Economic Development Corporation/Local Development Finance Authority. On Oct. 1, MAEDA entered into a two-year partnership with Southwest Michigan First to “bring the collective strength of hundreds of business and community leaders committed to build and diversify the southwest Michigan economy.” Of the four entities that make up MAEDA, three are public bodies. Yet, all MAEDA Board activities and decisions have been made behind closed-door meetings. Just because you can doesn’t mean you should. When it came to the Oaklawn Hospital expansion, the community, its residents and government leaders asked for complete transparency, and this issue involved a small portion of the town by comparison to this current issue. A board, with a cross-section of those involved, was formed, the Hospital Neighborhood Committee, and public meetings took place. So why now, when there is conversation involving Marshall tourism, the Chamber, all of the city’s businesses and its residents, is MAEDA holding closed-door or invitation-only meetings? The MAEDA Board, a representative group, is making decisions that will affect Marshall as a whole. We ask MAEDA, why not have inclusiveness, instead of exclusivity? The MAEDA Community Board meetings should be open to all of the public, not just a select portion of the community. We all have a vested interest in what happens to the City of Hospitality. Closed-door meetings create a public perception of secrecy, rumors, finger pointing and a lack of clarity – all of which is detrimental to Marshall. The ad-visor&chronicle, as a dues paying Chamber member for 50-plus years, has the same questions as other businesses in town. Change is not always necessary, but some of the changes Southwest Michigan First is suggesting could be positive. We don’t think anyone would argue we need more jobs and expansion in Marshall. Southwest Michigan First has presented a model that has worked to grow other communities’ small businesses and industry, while retaining current business and boosting tourism. Why not try something new? But will one of the casualties of this change be the Marshall Area Chamber of Commerce? When it comes to changes being made to a Marshall mainstay, like the Chamber, why weren’t all Chamber members asked to weigh in? Shouldn’t we, as paying members, have input on what events to keep, where the Chamber’s money is being spent, who will lead the Chamber or if there is a Chamber at all? Should these decisions be public decisions, should they be left to the Chamber Board or should they be left to MAEDA Board, which is made up of trusted community members who have been elected or appointed to our other local boards? We understand the difficulty with polling every business or going door-to-door to 7,000 Marshall residents. That’s not what we are suggesting. What we are saying is open these MAEDA Community Board meetings up to the public and the media so that those who would like to be involved in the process can be and then can make informed opinions. To tell people to “trust you” blindly doesn’t make for a good relationship. Trust must be earned and built upon, starting with transparency and follow through.

Marshall Mobile Meals needs a small amount of your time To the Editor: Marshall residents have helped those in need in our city for many years. There have been many organizations and individuals who have donated time and funds to help others. Marshall Mobile Meals has been one of those organizations since 1971. Hundreds of people over the years have donated the use of their cars and their time each month to deliver meal to those who need them. Delivering meals takes a little over one hour most of the time, depending on the weather. The cost of meals has been very low due to all those who have given of their time and automobiles.
Over the years, there have been times when we were very short of drivers. In the last several years, we have been blessed with having our driver list filled most of the time. At present, we have just two days that are not covered by regular drivers. But, our organization faces serious problems. It seems having people volunteer to serve on the Board has become very difficult. We have two positions that we need filled now and it would be much better to have three positions filled. The work is not hard, and it doesn’t take a great deal of time. Most of the work done can be completed without any deadline. The future of the organization, as
we know it may well be changing if help is not secured. Some of our people have reached the time in their lives when they can no longer fill these positions. And so, we ask that you think about helping out. Most everyone has a few hours a month to do the necessary work. Our Board meets this month and at that time, decisions must be made. Giving money to organizations is fine. But we need a small amount of your time. Time is a big gift. Ken Reddick, Marshall Mobile Meals President
Vote ‘No’ on Tekonsha Library millage on Nov. 4
Support Jack Reed for Mayor
To the Editor: Tekonsha Township voters, As you are hopefully aware, there will be a request on the November ballot for an additional one-mill tax levy for operation of the Tekonsha Township Library, which will generate about $48,000 additional tax revenue dollars. This would more than double the tax revenue the library receives now. The library already gets a millage of about .96020 (almost 1 mill) for operations, which amounts to about $45,000 per year as well as about $9,000 in other income such as penal fines, revenue sharing, charges for services
To the Editor: To my fellow voters in Marshall, It has been my privilege to know Jack Reed, both as a personal friend as well as a member of my church for as long as he and his family have lived in Marshall. In that time, Jack has served both his church and his city in various capacities and in my experience with him, he has served faithfully, fairly and with both an open mind and an open heart to hear the concerns of others and open hands to lend his considerable talents to make this city a great place to live.
and misc. income. Township audits indicate that in the 2012-2013 budget year, the library was “over budget” by about $4,800 and in the 20132014 budget year by about $8,900, which was taken from their fund balance (savings). They had about $59,000 in savings on March 31, 2014. I am not criticizing the Library Board for the “over budget” figures, as their budget and the audits show that they do a responsible job of providing pleasant and up to date library services to the library patrons with the amount of dollars they receive. I am not criticizing the fact that they
recognized the need to ask for a millage to avoid drawing down the library savings to meet revenue shortfalls each year or avoid curtailing services to their library patrons. However, I must ask, if there is a revenue deficiency between $5,000 and $9,000 yearly, why do they need to raise an additional $48,000 each year or more than five times that deficiency? A quarter mill would generate generate about $12,000 per year in new tax revenue – enough to cover the shortfall and start replacing money in the fund balance or add some additional library hours or services. I, as well as many oth-
ers I have shared my concerns with, agree that we would gladly support a smaller millage request to reasonably balance the budget and avoid further fund balance depletion, but this request is much more money than is actually needed to responsibly operate the library “in the black” and more than many can afford. Please vote ‘No’ on the Tekonsha Library millage request, and urge the Library Board to request a more affordable and reasonable millage proposal. Howard D. Rigg, Tekonsha
Though not a Marshall native, Jack has embraced Marshall as his home and its people as his friends and neighbors. Though the race for mayor is an uncontested election, I encourage the people of Marshall to show their support for this man who has given so much of his time and talents to make a great community even better. Please join me in casting a vote of support for Jack Reed, the next mayor of Marshall. Rev. David Boedecker, Marshall
