City Council sells Cronin for $1,000; Developer to invest $1 million At its Oct. 7 meeting, the Marshall City Council unanimously approved a $1,000 purchase agreement with Urban Concepts, Inc. (led by developer Steven Eyke) for the J.H. Cronin Building, 101 West Michigan Ave. In August, the council was told that Eyke would be investing approximately $1 million in the building, including a restaurant on the first floor and apartments on the second and third floor. Under the development agreement, the city has agreed to provide an estimated $150,000 in infrastructure improvements and reconstruction of the sidewalk of Jefferson St. for outdoor dining. Starr Commonwealth celebrates 100 years of creating positive environments On Oct. 6, hundreds of people came out to support Starr Commonwealth on its 100th anniversary. The crowd joined with Starr in honoring its late founder Floyd Starr and congratulated it for creating environments where children can flourish. “They say that ‘No man stands as tall as when he stoops to help a child.’ At a mere 5’6” Floyd Starr was a giant in service to the youth of America,” said Floyd’s great grandson Randy Neumann. “...As we mark the completion of Starr’s first 100 years, we are resolved to let history be a guidepost, not a hitching post.” See story on page 36
Marshall Public Schools New Performing Arts Center Opens
MFFA seeking funds to purchase first motorized fire truck The Marshall Fire Fighters Association announced that it is seeking donations to bring home Marshall’s first motorized fire engine; the 1918 American LaFrance. “We wish to preserve this engine for its historical significance to the department and the community,” said MFD Assistant Fire Chief Jeff Rhodes, who is heading up the fundraising effort. Through private donations, MFFA has currently funded 10 percent of the cost. The total cost of the purchase is $32,500 and MFFA has six months to come up with the difference. Those who would like to view the LaFrance, can do so today (Oct. 12) through Oct. 18 at the Marshall Fire Department. See story on page 52
Parade Grand Marshal nominations are being accepted; deadline Nov. 1 Preparations for the 49th Annual Christmas Parade are underway by the Marshall Area Chamber of Commerce and its Christmas Committee. This year the parade will be held on Dec. 2 and the theme is "Characters of Christmas." The committee is in the process of selecting the Grand Marshal, which could be an individual, couple, dynamic duo or even a small group. Typically, this honor is awarded to people who are very active in the Marshall area. See story on page 12
Library seeks suggestions of celebrities to contact The Marshall District Library is repeating a project from 1978 when more than 100 celebrities of that time wrote letters to the library describing their favorite books or authors. Some of the responders in 1978 included Barbara Walters, astronaut Neil Armstrong, Bob Newhart, Carol Burnett, Joan Rivers, The Carpenters, Dear Abby, Sen. Ted Kennedy and authors Isaac Asimov and Maurice Sendak. Between now and November the public is invited to submit the names of famous people from whom they would like to hear from during Library Week 2014. See story on page 7

Word on the Street What can be done to reduce teen driving deaths? Editor’s Corner
National Teen Driver Safety Week begins Oct. 18. Car crashes are the leading cause of death for teens in the United States. According to the CDC, an average of seven teens between 16 and 19 will die in a car crash on an average day.
by John Hendler The statistics are staggering: According to the CDC, motor vehicle crashes are the leading cause of death for teens in the United States. In 2010, seven teens ages 16 to 19 died every day from motor vehicle injuries. Per mile driven, teen drivers ages 16 to 19 are three times more likely than drivers aged 20 and older to be in a fatal crash. Here’s more numbers to digest: In 2010, about 2,700 teens in the United States aged 16–19 were killed and almost 282,000 were treated and released from emergency departments for injuries suffered in motor-vehicle crashes. Young people ages 15-24 represent only 14 percent of the U.S. population. However, they account for 30 percent ($19 billion) of the total costs of motor vehicle injuries among males and 28 percent ($7 billion) of the total costs of motor vehicle injuries among females. Among teen drivers, those at especially high risk for motor vehicle crashes are males, whose death rates for those 16-19 are double that of females. Another big factor are teens driving with teen passengers, especially those who have just received their license. Reasons for this include the fact that teens are more likely than older drivers to underestimate dangerous situations or not be able to recognize hazardous situations and teens are more likely than older drivers to speed. Statistics show that the presence of male teenage passengers increases the likelihood of this risky driving behavior. And the of course there are distractions of radios, GPS and cell phones. National Teen Driver Safety Week runs between Oct. 18-26 and through State Farm, Marshall High School is participating in the “Celebrate My Drive” event that stresses safe teen driving. The event means that Marshall High School has a chance to win a $100,000 grant from State Farm as well as a hometown concert with singer Kelly Clarkson. Spread the word. Who knows? Maybe Marshall can pull this off. At the very least, this will create awareness in protecting our most precious resource: our children. Obamacare for all? Be careful what you ask for To the Editor: Be careful what you ask for. People thought we needed a new healthcare system to insure the 30-50 million uninsured who were going to the ER for help that was the whole argument in the beginning. Leave it to the government to make a big problem bigger. We now see this “affordable” law will cost millions of dollars to advertise and operate and the “credits” will come straight from the taxpayer. Because this is a tax (says the Supreme Court), the IRS is also involved. Just try to not buy it and see what happens
to your tax return. And what happens when you go to the ER without insurance? Will they now turn you away? Of course not. This tax/law is so complicated. And in the end, an estimated 30 million people will still be uninsured after 10 years. What was the point again? It wouldn’t be as unfair if our President had implemented this tax/law evenly. Instead, he and his family and his staff are all exempted. The Senate and the House and their families and their staffs are also exempted from this law. Executive or-
ders have given big business a delay and consideration for unions. What about us? He says we have to abide by this tax because “It’s the law of the land.” Law for us – not for them. So much for paying their “fair share.” This tax/law has been inflicting pain and uncertainty for over a year. People being laid off full-time jobs going to part-time or just plain jobs lost. This is the legacy of Obamacare. This was a takeover of an insurance industry that was doing pretty well without government interference. I hope everyone remembers this was the De-
mocrats idea. It was pushed through a Democrat House and Senate without a single Republican vote. That is the reason the Tea Party movement was born. Not a single Republican has ever been for this takeover of healthcare, forced on us, and now penalizing us for not accepting it. This train is going down the track. Columns Law that helps people...Criminal terminology By GEORGE M. STRANDER Ingram County Court Administrator and Probate Register Criminal trials are a staple of news reporting. It seems like almost every week we hear about a new prosecution of someone for one or more offenses the defendant is alleged to have committed. As with any area of the law, criminal law uses several specialized terms. In this article, we will ex-
plore a few of these. F elon y vs. m isd em ea n or : Under Michigan statute, there are two types of crime: a felony and a misdemeanor. A felony is technically defined in law as an offense punishable by death or by imprisonment in a state prison. A misdemeanor is any punishable offense that is not a felony. Since there is no death penalty in Michigan, all felonies have a maximum punishment of state imprisonment, the minimum duration being over one year. All other offenses are misdemeanors, carrying a maximum punishment of less than one year of incarceration (in the county
jail). [There are a few “high court” misdemeanors that are punishable by up to two years incarceration.] All three terms – crime, felony and misdemeanor – have ancient origin. The word “crime” stems from the Old French term, crimne, meaning “sinfulness,” and earlier back to the Latin term crimen, meaning “accusation.” “Felony” has an equally negative historical connotation, coming from the Medieval Latin term, fellonem, for “evil-doer.” C olu m n con t in u ed on n ext p a ge

In its annual “Dig For A Cure” match on Oct. 7, the Marshall High School volleyball team swept Pennfield in straight sets by scores of 25-17, 25-19 and 25-20. Two nights later, Marshall lost a close five set match at Sturgis, winning the first and third sets but dropping sets two, four and five.
