Albion Board of Education votes for annexation The Albion Public Schools Board of Education, by a 6-1 vote on Dec. 1, adopted a resolution to begin the process of annexation with Marshall Public Schools. The MPS Board of Education will take up the annexation matter at its Dec. 14 meeting and will vote on whether to pursue annexation. See story on page 36 Community forums on annexation will be held Dec. 7 and Dec. 9 Marshall Public Schools has scheduled two community forums for Monday, Dec. 7 and Wednesday, Dec. 9, both at 7 p.m. in the Marshall High School Cafeteria. The Marshall School Board will be present, along with Superintendent Randy Davis. A short presentation will be made on the process thus far, the timeline going forward and what a new, combined district might look like for the students of both districts. The remainder of the forum will be an opportunity for public comment and questions. See column on page 8 Giving the word “family” a new meaning Two decades ago, Ashley Johnson of Marshall spent a year with her mother in Georgia in a children’s home with 12 other little girls. She said those 365 days made an impact on her that would last a lifetime. “I was only 12 years old, but I told my mom when I got older I wanted to adopt children,” she said. “Those girls didn’t have families and I did and thought that wasn’t fair. As an adult, I decided why not follow through on that and become a foster parent?” Since getting her license in 2009, Johnson has been a foster parent to 15 children and has brought a new meaning to the word “family” for three children which she adopted. See story on page 26 Gordon students learn about justice system Gordon Elementary School students got a hands-on experience of the justice system in Calhoun County on Nov. 24. As part of their social studies curriculum, third grade students visited the Calhoun County Courthouse where they were given tours of the building and had an opportunity to hold their own mock trial. “We can teach them about it in the classroom, but when they see it, it puts more emphasis on it and that’s when they really get it,” said third grade teacher Tim Rupp. See story on page 46 Calhoun County 4-H launches campaign to build endowment Supporters of Calhoun County 4-H programs have the opportunity to double their personal support for 4-H by helping to “Make the Match for Calhoun County 4-H.” Calhoun County has set a goal of raising $20,000 locally which, if successful, will result in the county 4-H program qualifying for a 1:1 match from the Michigan 4-H Foundation of every dollar raised to build an endowment for 4-H programs in Calhoun County. A man may know that nobody has insulted him, but that he has invented the insult for himself, has lied and exaggerated to make it picturesque, has caught at a word and made a mountain out of a molehill - he knows that himself, yet he will be the first to take offense, and will revel in his resentment till he feels great pleasure in it.” - Fyodor Dostoyevsky, The Brothers Karamazov We seem to be living in a country (and world) where people are very easily offended. Thanks to social media, we can read how offended our “friends” are about something on almost a daily basis. These days, it seems, many people believe all other people should think and have the same opinion as they have. Respecting other people’s opinions is becoming a dwindling pastime. Recently, we have seen college students across the country voice how they are offended by pretty much everything and call for “safe spaces” and restricted speech zones so they won’t hear something that will upset their fragile psyches or their self image. A quote from former Chief Justice William Rehnquist came to mind: "The fact that society may find speech offensive is not a sufficient reason for suppressing it." When a person has a differing opinion from our own and chooses to say so publicly, are we (meaning all people) taking it so personally that we can't refrain from lashing out and chastising the offender through our status updates, tweets and the comment boxes attached to every article that keeps the pot of controversy boiling for days after? It seems every comments section I come across features the offended, usually from both sides of the argument, complete with vicious attacks on people they don’t know and chock full of profanity. After a few minutes, I forget even what the original “argument” was about as the name calling and ad hominem attacks escalate. Blogger Matt Walsh sums it up: “Nobody has ever been as prolific at getting offended as we are. Nobody cries over insignificant nonsense as loudly and consistently as us. It’s the one thing we seem to do better than everyone else on the planet. We corner the Offended Market, and it’s not even close. Modern Americans love to get offended more than we love eating Cinnabon or talking about our fitness goals. If it was an Olympic sport, we’d grab the gold, silver and bronze every year. If it was a job, we’d all be millionaires. In fact, we have turned it into a job, and the people who do it professionally are millionaires (Al Sharpton, etc). It is our calling card, our national pastime. It is the battle we fight and the banner we wave.” Maybe it’s time we take ourselves a little less seriously and look outward more often instead of inward. It doesn’t and it shouldn’t always have to be about us. Until next week, may the good news be yours.
By FRED JACOBS Publisher and CEO, J-Ad Graphics As Americans gave thanks last week, I wonder how many included our government on the list of things for which to be thankful. According to a recent Pew Research Center Report, it may not have been many. In a report issued Nov. 23, titled “Beyond Distrust: How Americans View their Government,” the Pew Research folks found that only 19 percent of the American public trusts their government “always or most of the time.” The poll goes on to say that most Americans are frustrated with government’s inability to deal with problems that matter most to them, such as infrastructure, terrorism, the environment and immigration. The Pew report involved 6,000 interviews between Aug. 27 and Oct. 4 and builds upon previous reports about government’s role and performance in 2010 and in 1998. The longitudinal look offered by the three reports helps illustrate why an increasing number of Americans are calling for “very major reform.” That, in turn, is what’s driving the growing interest in presidential candidates who are considered outsiders or non-traditional. Most citizens are looking for a new direction — they don’t view politics as a contest between right and wrong, but rather, they’re looking for leadership that promotes action on the issues that concern them most. The issue has become even more ardent in the aftermath of the Paris shootings, terrorism in the Mideast, and the threat of another 9-11 type tragedy. Keeping us safe has become American’s No. 1 issue, and they want their leaders
to do more than just talk — they expect action and they’re not willing to wait until another tragedy happens on the homefront. What’s become especially vexing is the political party positioning tactics as storm clouds grow ever more ominous. The Nov. 23 Pew Research report states that, since President Barack Obama took office, a growing number of Republicans — now more than 87 percent — say they have lost trust in government’s ability to solve problems. That’s the lowest level among either party during any administration in the past 40 years. The report also says that during George W. Bush’s presidency, an average of 47 percent of Republicans said they could trust the government. Yet, by sharp contrast, the number of Democrats professing trust in government has remained mostly unchanged over the past two administrations. Closer to home, most Michiganders feel the same frustrations, except not along party lines, You don’t have to identify any politician as a Republican or a Democrat in Michigan to find a leader who’s been unresponsive to our needs and who can’t seem to get anything done. One only has to look at the roads issue that’s plagued Michiganders for nearly 10 years now. Even though a road repair bill finally passed last month, most of the repairs won’t begin for at least two years. Does that build confidence in government? The Pew Research study reports that the frustration with public officials is “hardly a new phenomenon — for years, large majorities have faulted elected officials for losing touch with Americans and for not caring about the views of average people.”
To me, that means as we get closer to election season, criticisms of our political leaders will become even stronger. A growing number of voters view statements from their elected officials on the issues as mere rhetoric and not serious commentary. So, where will we find answers to these issues that continue to trouble us and are not being addressed by the people we put in office to solve them? My feeling is that the roiling social and political environment that characterizes life today is the responsibility of each and every one of us. We are the people who put today’s feckless officials in power, but we’re also the people who have built a country that has enabled us to grow and prosper as the world’s greatest nation. Thomas Jefferson knew what we could be. “I know no safe depository of the ultimate powers of society but the people themselves,” said Jefferson. “And if we think them not enlightened enough to exercise their control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion by education.” I think Jefferson was convinced that, in the long run, people would be the best judges over what kind of government is best for them. Yet, in recent years, we’ve experienced a growing cynicism among voters who’ve seen the level of influence that special interest and big money has over the process. Even at a local level, there’s a growing concern over the influence powerful groups have on getting people elected. It’s a concern that emerges loud and clear in the Pew report.

First in a series. Utilities are services provided through some pervasive infrastructure for the “common good.” Examples of utilities include the provision of electricity, natural gas, water, sewerage, telecommunications and transportation. Because utilities are “natural monopolies,” they tend to be units of government, or, if privately-owned utilities, regulated by the government through a public service commission. The Michigan Public Service Commission or MPSC is established, and its au-
thority and responsibility defined, through state statute at MCL 460.1460.11. The MPSC originated back in 1873 as the Michigan Railroad Commission, and over time added other utilities (and dropped the regulation of railroads). In this article, I will give some background to the regulation of utilities in America and our state. “Natural monopolies”: We naturally think that competition and the market will find the most efficient means of delivering whatever product or service may be of interest to consumers. There are, however, certain areas where the initial capital expense to enter a given economic sector is so high that once one provider has paid that capital cost it makes it difficult for any other provider to enter the market and compete. Additionally, the delivery mechanisms of some sectors may
make it more efficient for there to be only one provider. Sectors that have these qualities and deal in “necessary” goods or services are termed “natural monopolies” – areas that have natural barriers to competitors and built-in benefits for having a single provider. Utilities are famous examples of natural monopolies. Because of this, utilities have traditionally been taken out of the market by being made part of governmental services (e.g., water and sewer) or by being run by non-governmental concerns that are regulated by the government. What counts as a utility is at least partially dependent upon the goods and services needed by a society at any given time and the costs then of entering a sector. The first public utility in the United States, interestingly, was a grist mill in

Dedham, Massachusetts, initiated in 1641. In the mid-17th Century the construction and operation of a grist mill (needed to grind corn for food production) may have counted as a public utility; today, of course, it would not, both because in this day and age it is not prohibitively expensive to build such a mill and there are many ways beyond a specific mill to receive the end product (ground corn or flour). Michigan Public Service Commission: As mentioned above, the MPSC is the body in our state that regulates privately-owned utilities. It is comprised of three Commissioners and several employees to assist the MPSC’s regulatory charge. Covered utilities include providers of electricity, natural gas, and telecommunications. As we develop this series we will explore what all the MPSC does.

(which is just a speed trap now); intersection of Michigan Ave. and West Dr.; M227, this intersection is so poorly designed that drivers use the private parking lot of Autozone to get around the state designed safety problem; lack of traffic light at Hughes St.; Old 27 M227; and last but not least,
the crosswalk around the Fountain Circle in the city of Marshall. Why not work on the real problems listed above instead of ‘hair brain’ ideas? Marshall Parade honors Hometown Heroes Mother Nature looked down gently with temperatures in the low 40s Monday night, Nov. 30, as the Marshall Area Chamber of Commerce hosted its 51st Christmas parade. Children and their families lined Michigan Ave. and applauded the festivities as they waited for Santa Claus to arrive. The event was colorful, meaningful and joyous. It was also safe, thanks to the dedication of hometown heroes, members of local fire and police departments who guided the parade through town.

Metallic Spritz Cookies Makes: 10 dozen cookies 3 1/2 cups all-purpose flour 1 teaspoon baking powder 1 1/2 cups (3 sticks) butter, softened 1 cup granulated sugar 1 egg 2 tablespoons milk 1 teaspoon Wilton Pure Vanilla Extract 1/2 teaspoon Wilton Imitation Almond Extract Silver Color Mist Food Color Spray Gold Color Mist Food Color Spray Buttercream icing Wilton Silver Sugar Pearls Wilton Gold Sugar Pearls Heat oven to 350 F. In medium bowl, combine flour and baking powder. In large bowl, beat butter and sugar with electric mixer until light and fluffy. Add egg, milk and extracts; mix well. Gradually add flour to butter mixture, mixing to make smooth dough. Do not chill. Place dough into cookie press using an 8-petal flower disk and press cookies onto ungreased cookie sheet. Bake 10-12 minutes or until lightly browned around edges. Cool cookies on pan on cooling grid 2 minutes. Remove from pan; cool completely on grid. You will need two cookies per treat. Use silver or gold Color Mist food color spray to spray cookies. Let dry, about 3-5 minutes. Turn cookies over and spray underside. Let dry, about 3-5 minutes. Prepare buttercream icing or use pre-made buttercream icing. Use tip 12, cut disposable decorating bag and icing to pipe elongated beads on bottom of one cookie, following cookie shape. Sandwich two cookies together. Use tip 4, cut disposable decorating bag and icing to pipe a dot in center of sandwich cookie. Top dot with either silver or gold sugar pearls.
