Frequently Asked Questions Who will benefit from the proposals? Lakeview students and community members will benefit from these proposals. The ultimate outcome of the proposals is to provide every student with a safe, comfortable and stimulating educational environment in which to learn. Updating and renovating schools and educational facilities also protects the community’s investment in its schools.

Why now? The proposals are part of a long term plan and will address the district’s highest priority needs while providing for improved safety, efficiency of the facilities and updated learning environments for students. The discussion around needed improvements started because of significant heating and cooling issues at the elementary buildings (ranging in age from 57-86 years). Over the course of their life, the district’s four elementary buildings have had minimal improvements (see the building renovation graphic below). The outdated elementary heating and cooling systems are failing and negatively impacting the learning environment while placing a financial burden on the district.

Thank You for Your Input —We Heard You! The Board’s decision to place the proposals on the May 3rd ballot followed a nine month community involvement process which included eight community meetings and a public survey. Over 700 residents participated in the process, helping to prioritize needs and create a facilities plan based on staff, student and community input and a comprehensive facilities assessment. Lakeview’s Board of Education for the past 25 years has committed to engaging Lakeview residents in all major decisions facing the district. During this time, the community has provided significant input and influenced the district’s vision, educational priorities and facilities planning.

Who can vote on the proposals? Registered voters living in Lakeview School District are eligible to vote on May 3. When? Tuesday, May 3, 2016 between 7:00 a.m. and 8:00 p.m. Where? Some polling locations changed in March 2016. Visit www.michigan.gov/vote to locate your polling place.

Doesn’t the state fund education? Where does that money go? The State of Michigan provides a foundation allowance of $7,255 per student. This funding has not kept up with rising costs or inflation, nor does it provide funding to accomplish building additions and needed systems replacements. The foundation allowance is for expenses including instructional programs and supplies, staff, annual maintenance and operational costs such as fuel for transportation and utility costs for facilities. Local property taxes and bond issues have historically provided funding for major building improvements.

How soon will the improvements be completed? After the bond passes, design and engineering work will be finalized, followed by competitive bidding and construction. The anticipation is that the work will begin in the spring of 2017 and completed in 2018.

What can the bond money be used for? Bond revenues must be used for purposes specified in the bond proposal approved by the Michigan Department of Treasury. Bond money cannot be used for operational expenses, employee salaries or benefits.

Will any grade reconfiguration or building closures take place? No. A focus group conducted during the summer of 2015 provided input that grade reconfiguration and building consolidation would not be supported by the community. This plan will utilize all of our current buildings and grade structure. We believe that investing in our current buildings is what our community values and will make the best use of taxpayer dollars.

2016 Kindergarten Round-Ups Lakeview School District has scheduled Kindergarten Round-Up/registration events for students entering kindergarten in the fall. Children are eligible to attend kindergarten next fall if they will be five years old on or before September 1, 2016. Luxury Rental Homes Under Construction in Battle Creek

A construction boom is underway along the Columbia Avenue and Helmer Rd corridors on the city’s southwest side. Banks, restaurants, offices, commercial space a medical facility and a refurbished movie theater, encompassing both new construction and building renovations, join multi-family and senior living projects recently completed, underway or in the planning stages in the area.

An expansion at Keystone Lake Luxury Rental Homes, located at the corner of Helmer and Gethings Roads, is nearing completion. Construction is expected to be finished this summer, adding 20 luxury apartment homes to the existing 40-unit complex. An additional 30 more apartments, a club house and an office building are scheduled for 2017.
