Locals Receive Awards in County Fair Contests

amona residents showed off their expertise in a number of competitions featured during the 2015 San Diego County Fair. Among the top prize-winners was an entry by Montecito High School art class students, under the instruction of Caylor Nuth, titled “Kickin’ It With van Gogh.” Their description was, “Acrylic on sofa.” The team earned ribbons for first place, Best of Class and Best of Show in the Fine Arts Group Project division of the fair’s Student Showcase Competition. Lead artist was Cameron Benge, and participating artists were Christopher
Donnelly, Lucky Holister, Michelle Huffman, Victor Jacob, Isiah Spilman and Rachael Van Doren. After learning about Vincent van Gogh, the students selected images and were assigned their own sections of the couch, with Benge and Donnelly collaborating on the seat back. As lead, Benge also worked on touching up and adding lettering to the reverse side. For the project, the students demonstrated a lot of the skills that they learned in class, said Nuth, including proportion, transferring images, drawing techniques and visual measurements. “They also mixed their own colors from primary colors,” she said.

amona Unified School District Superintendent Robert Graeff has responded to an offer from the county supervisors to make sheriff deputies available on campus at local schools. Supervisor Dianne Jacob was joined by Supervisor Bill Horn in an effort to reduce truancies at schools in unincorporated areas. They made the offer to 10 school districts, and RUSD was one of the first to respond, along with Grossmont Union School District. “School safety and keeping kids out of trouble are always critical concerns,” Jacob stated in an announcement issued by the county. “In this day and age, we need to make sure we’re doing all we can to keep our campuses secure. This initiative also aims to reduce truancies and keep our youth off the streets and in the classroom.” Deputies assigned to the high schools would be called School Resource Officers. Elementary and middle schools would have a probation officer assigned. Both positions would be full time, five days a week.
“If we had both of those, it would serve our kids well,” Graeff said, adding that students with any sort of problems would be able to seek help or advice from the officers. Ramona schools currently have a 96 percent attendance rate. Truancies are not a problem, but Graeff said there are students as young as 6 or 7 who do not have a good attendance record. RUSD does not have staff available to visit homes to follow up on why children are not attending school. “We find the Student Resource Officer (program) very attractive,” he said. “It can help prevent problems from coming to school.” The Board of Supervisors is exploring funding for the programs. If all goes well, Graeff said he hopes the program will be in effect by midyear of the coming school year. “Our children need a safe learning environment where they know someone is looking out for them,” Supervisor Horn stated. “The Student Resource Officers will also help build trust and positive relationships between students and law enforcement.” n

Water Board Approves Rate Hikes for Sewer Service Areas By Ruth Lepper ~ the journal

amona Municipal Water District’s 7,000 customers hooked into the two sewer service areas will see an increase in their bills that became effective July 1.The new rates will continue for the 2015-16 fiscal year. Director Joe Zenovic pointed out that the increase amounts to an average of 11 cents per day. Santa Maria Sewer Service Area customers will now be charged $716.32, while San Vicente Sewer Service Area’s new rates will be $670.54. Most customers pay the sewer service charges on their annual property tax rolls that come from the county. Alex Handlers, an attorney with Bartle Wells Associates in the Bay Area, made a slide presentation to the RMWD Board of Trustees at a special meeting and public hearing on June 23. “Each sewer service area is financially self-supporting,” Handlers said. “Each service area (is) independently served by its own sewer collection system and wastewater treatment plant.”
The Santa Maria plant, which dates back to the 1970s, serves roughly 4,300 customers. It is estimated that $16.5 million will be needed to cover existing deficiencies and capital needs over the next 10 years, whereas the San Vicente plant expenses are estimated at $4.5 million over 10 years for its approximate 3,700 customers. The board unanimously approved the rate hikes, with Director Jim Hickle not in attendance. In addition, the board unanimously approved an ordinance to continue sewer availability charges for properties in the San Vicente Sewer Service Area for the current fiscal year of 2015-16. Customers are billed $10 per acre or partial acre. Annual revenues are approximately $37,000. There is no availability fee for customers of the Santa Maria plant. T
he Ramona Pop Warner Program’s players were recently granted permission to use the new Bulldog Stadium at Ramona High School for their current 2015 season.The decision is well supported by RHS Athletic Director Damon Baldwin and comes with many advantages to the RPW teams. The turf at RHS stadium is currently being replaced, and the stadium is expected to be ready for action in early July. “RPW and RHS football have worked together since I took the job in 2005,” said Baldwin. “One of my primary goals
has been to develop a ‘bridge’ to the high school from RPW, to help train their coaches, and to have the midget and junior midget teams run our same systems as the high school.” The next natural step in creating this bridge for the younger players was to provide access to the same stadium the high school students play in. “This just made sense to me,” said Baldwin. “Our stadium has sufficient parking for all the families and teams that travel to Ramona to play with Pop Warner. I like the thought of getting these young kids on our campus and having them get exposed to our stadium

RUSD Board Approves Contracts with Teachers and Administrators

R
amona Unified School District Board of Trustees reached an agreement for the coming year with the Ramona Teachers Association and also approved salary contracts with the administration team at its June 11 meeting. RTA president Cori McDonald praised the administrators and trustees for ratifying the contract prior to the beginning of the 2015-16 school year. The teachers will realize what Superintendent Robert Graeff referred
to as “a modest salary adjustment” in the amount of a 3.4 percent raise. The administrative team, which includes the superintendent and assistant superintendents, will receive a similar raise. In addition, Theresa Grace, director of education services, will have a title change and a new contract beginning July 1. She will become an assistant superintendent — the third for the district — in charge of education services. Her contract is expected to be approved at the next school board meeting.

The trustees also approved the appointment of Jennifer Brown as assistant principal at Olive Peirce Middle School. During a public hearing session of the board meeting, David Ostermann, assistant superintendent for administrative services, reported on the proposed budget for the 2015-16 school year. Ostermann referred to the budget as “positive over the next three school years,” ending on June 30, 2018. He said the outlook for the district is good, even though the state budget is not yet final. A special board meeting was scheduled
for June 25 to approve the final budget. The trustees heard a first reading of the proposed district calendar for the 2016-17 school year. Final action will be taken at the next regularly scheduled board meeting. Board meetings are generally held on the third Thursday of each month. Some of the meeting dates may be adjusted to meet with the schedules of the trustees. Therefore, the next meeting will begin at 7 p.m. on July 9, the second Thursday, at the Wilson Administration Center, 720 Ninth St. n

Barbecue and Pie Auction a Junior Fair Tradition By Annette Williams ~ the journal

he Ramona Junior Fair Barbecue and Pie Auction July 11 is a fun and friendly event, where young fair
participants have the opportunity to auction pies, cookies and baskets of goodies. An antique tractor show held simultaneously is a perfect compliment
to the annual fundraiser. “There will be a plethora of different, unique items,” says Junior Fair Board Member Crissy Tobiason, who
is in charge of the event. “Some of our premier items are the Toths’ chocolate chip cookies, Carol Stipp’s creampuffs and Sandy Tobiason’s rhubarb pie.”

Sometimes there are homemade salsa and bread up for bids, she says. Last year’s pie auction brought in more than $19,000 — a substantial amount of money that supports the Junior Fair and helps fund upgrades to the facility grounds. “It is the Junior Fair’s primary fundraiser,” Tobiason says. “Without the barbecue and pie auction, we would not have the money to operate and maintain the fairgrounds.” The barbecue dinner will feature deep-pit beef, pork and turkey, donated by Specialty Meats in Escondido. “Probably the most special thing about the barbecue and pie auction is that the dinner and side dishes are prepared, served and put together by the Junior Fair exhibitors,” she says. “We’ve got 14 to 16 kids that make the side dishes the night before and get everything ready to be cooked in the morning. The kids have a great time! If you want to see the future, come and watch these kids work. It’s a breath of fresh air to see our youth, who are truly exceptional.” It’s not just the meal prep that will be done by the young exhibitors. A former participant is returning to serve as auctioneer. “We’re going to have Brett Huff, a second-generation member of Ramona Stars and a former Ramona Junior Fair exhibiter, for our auctioneer,” Tobiason says, adding that he graduated this year from Dordt College in Iowa. “His mother, Deb (Watkins) Huff, is also a former exhibiter. She
was involved in the old-time Ramona Stars. This will be his debut as a first-time-ever auctioneer. It shows his commitment to the program.” Sweets and barbecue will have a little competition from the antique tractors that will be on display during the event. “It’s a tractor competition where they are judged based on the age group of tractors and uniqueness,” says Tobiason. “Last year, we had about 13 tractors, ranging from a 1908 steam-driven tractor — a beautiful tractor — all the way up to ’56 models and modern farm tractors from the ’80s.” The barbecue dinner and tractor show start at 3 p.m., and the pie auction begins at 6 at the Junior Fair grounds, 431 Aqua Ln. Cost is $7 for adults and $5 for kids. She says it’s a tradition for a pie to be thrown in the face of a local celebrity, but it’s a surprise only to be revealed at the auction. Tobiason is the daughter of Angus G. Tobiason, a long-time Junior Fair supporter who recently passed away. She wants to encourage folks to come out and raise a bid for “old A.G.” “For anybody who knew my dad, they’d get a chuckle out of it, because he truly had an investment in Ramona Junior Fair and would like to see it be as successful as it possibly can. “This event truly is an iconic event showcasing the abilities, the ambition and ultimately the greatness of the kids in our community.” Visit www.ramonajunior fair.com or call Tobiason at 951-809-6486. n

he 11th annual Bow Wow Pow Wow fun dog show last month featured 94 dogs, who were judged for their talent, costumes, tail-wagging, kissing and more. “Sinatra,” owned by Roman Martin, was judged Best in Show. He also won in

Golfing for a Cure
amona Relay for Life will hold its fourth-annual Golfing for a Cure charity tournament on Friday, July 31. Proceeds are earmarked for the American Cancer Society. Organizers promise an outstanding golf experience that players of all skill levels may enjoy as they support cancer research, education, advocacy and patient service programs. This is the final event of three presented by the Ramona Relay for Life Committee, which included the Relay for Life walk in April and the
Horsepower for Life equestrian event in June. Check-in begins at 11:30 a.m. at the San Vicente Resort, 24157 San Vicente Rd., and a shotgun start is at 1 p.m. The event also includes a putting and chipping contest and a hole-in-one car. Ramona Rotary’s July 4th Family Picnic & Fireworks Event
his is truly a community event, and because of your support, the show will go on! For 22 years, Ramona Rotary Club has been honored to present a spectacular fireworks extravaganza, the grand finale of a festive and family-oriented celebration. Through the years, thousands have been able to enjoy our nation’s birthday in a fun and safe setting right in our own
backyard.The fireworks are enjoyed by even more people as they watch from vantage points all over Ramona. Ramona Rotary thanks all the community-minded organizations, businesses and individuals who have donated funds, equipment and supplies. Thank you to everyone who has donated to this year’s show! Parking Information VIP and Handicapped Parking (passes or placards required) is behind OPMS and the performing arts center with in/out privileges halted during the actual fireworks show. Vendor parking (pass required) is inside the venue, with no in/out privileges from 4 to 10 pm, to ensure the safety of the many people attending this event. General parking is in the front
lots at the schools, but is limited. Early arrival (before 6 p.m.) is recommended. Entry to the venue is from the front of OPMS or through two pedestrian gates behind the soccer fields. NOTE: the back gate near the Ag Department and near San Vicente Road will be locked for safety due to fireworks staging area.
Important Information NO PETS, SMOKING OR ALCOHOL IS ALLOWED ON RUSD SCHOOL GROUNDS. It is OK to bring blankets, chairs, umbrellas, non-alcoholic drinks and picnics. Radios are welcome and encouraged for use when the fireworks begin. Tune to KYXY

Ramona Rotary Club, chartered in 1937, is one of more than 31,000 Rotary clubs in the world — all focused on “Service Above Self.” The more than 1.2 million men and women who are members of the clubs around the world have worked hard to eradicate polio worldwide and to bring safe water to people in third-world countries. In Ramona, Rotary sponsors the annual Ramona Music Fest and the July 4th fireworks program, puts up flags on Main Street on holidays, supports senior and youth programs and gives out several scholarships annually.

AVL Grant to Benefit Ramona Fire Stations
T
he San Diego County Board of Supervisors accepted a donation of $276,000 last month from the San Diego Regional Fire Foundation for the purchase of 80 automatic vehicle locators (AVL) for rural San Diego fire departments.

The AVL-enabled fire vehicles will permit dispatchers to see where every unit is located and send the closest one to an emergency. This can significantly reduce response times, potentially saving lives in a medical emergency or keeping a small fire from becoming a major one. AVL also enables fire commanders to better manage a fire by seeing where all units are located and moving them to help save homes and protect 18 Ramona Home Journal

Dining Guide • • Ramona Julian Wynola Pulled Pork Barbecue
Prep: 20 min • Inactive: 3 hr • Cook: 6 hr, 15 min • Yield:12 servings • Level: Intermediate Ingredients: Dry Rub: 3 tablespoons paprika 1 tablespoon garlic powder 1 tablespoon brown sugar 1 tablespoon dry mustard 3 tablespoons coarse sea salt 1 (5 to 7 pound) pork roast, preferably shoulder or Boston butt Cider-Vinegar Barbecue Sauce: 1 1/2 cups cider vinegar 1 cup yellow or brown mustard 1/2 cup ketchup 1/3 cup packed brown sugar 2 garlic cloves, smashed 1 teaspoon kosher salt 1 teaspoon cayenne 1/2 teaspoon freshly ground black pepper Pan drippings from the pork 12 hamburger buns 1 recipe Coleslaw, recipe follows Pickle spears, for serving
roasting pan and roast it for about 6 hours. An instant-read thermometer stuck into the thickest part of the pork should register 170 degrees F, but basically, what you want to do is to roast it until it’s falling apart. While the pork is roasting, make the barbecue sauce. Combine the vinegar, mustard, ketchup, brown sugar, garlic, salt, cayenne, and black pepper in a saucepan over medium heat. Simmer gently, stirring, for 10 minutes until the sugar dissolves. Take it off the heat and let it sit until you’re ready for it. When the pork is done, take it out of the oven and put it on a large platter. Allow the meat to rest for about 10 minutes. While it’s resting, deglaze the pan over medium heat with 3/4 cup water, scraping with a wooden spoon to pick up all of the browned bits. Reduce by about half. Pour that into the saucepan with the sauce and cook 5 minutes. While the pork is still warm, you want to “pull” the meat. Put the shredded pork in a bowl and pour half of the sauce over. Stir it all up well so that the pork is coated with the sauce. To serve, spoon the pulled pork mixture onto the bottom half of each hamburger bun, and top with some slaw. Serve with pickle spears and the remaining sauce on the side.
Directions: Cider-Vinegar Barbecue Sauce: Mix the paprika, garlic power, brown sugar, dry mustard, and salt together in a small bowl. Rub the spice blend all over the pork. Cover and refrigerate for at least 1 hour, or up to overnight. Preheat the oven to 300 degrees F. Put the pork in a

1 head green cabbage, shredded 2 carrots, grated 1 red onion, thinly sliced 2 green onions (white and green parts), chopped 1 fresh red chile, sliced 1 1/2 cups mayonnaise 1/4 cup Dijon mustard 1 tablespoon cider vinegar 1 lemon, juiced Pinch sugar 1/2 teaspoon celery seed Kosher salt and freshly ground black pepper Directions Combine the cabbage, carrots, red onion, green onions, and chile in a large bowl. In another bowl, stir together the mayonnaise, mustard, vinegar, lemon juice, and sugar. Pour the dressing over the cabbage mixture and toss gently to mix. Season the coleslaw with the celery seed, salt, and black pepper. Chill for 2 hours in the refrigerator before serving.

clean slate is the record of our sins being wiped clean by the blood of Christ — and we certainly need that! But God’s standard for holiness is much more than a lack of having transgressed His commandments. Holiness is not just about what we do not do, but also about actually doing the will of God. So we don’t just need forgiveness; we also need righteousness. How can we sinners attain perfect righteousness? By works? No. The Apostle Paul writes, “What then shall we say was gained by Abraham, our forefather according to the flesh?

More Than a Clean Slate Sinners need a clean slate. That is to say, we all need to have all of our many sins forgiven.
But did you know that sinners need much more than a clean slate? Forgiveness, in a sense, is only half the story. A

Ford Seeks Dominance Again
hey blew off the doors of Ferrari and friends with a string of victories at Le Mans in the 1960s, with calculatedly designed GT40s. The cast of team drivers was headed by Dan Gurney and A.J. Foyt. Others were Bruce McLaren, Chris Amon, Pedro Rodriguez, Lucien Bianchi, Jacky Ickx and Jackie Oliver. None better in 1966-69. Now, Ford has a new version of the GT40 and plans to return next year. Drivers haven’t been set. It will compete in the GT Endurance class for professional teams and drivers. The new race car is based on the all-new supercar unveiled in January. Both the production car and race car will arrive to mark the 50th anniversary of the GTs placing first, second and third at the 1966 Le Mans.
“When the GT40 competed at Le Mans in the 1960s, Henry Ford II sought to prove Ford could beat endurance racing’s most legendary manufacturers,” said William Clay Ford Jr., executive chairman of Ford Motor Company. “We are still extremely proud of having won this iconic race four times in a row, and that same spirit that drove the innovation behind the first Ford GT still drives us today.” In the January Rolex 24 at Daytona International Speedway, the two Ford teams will be operated by “Chip Ganassi Racing with Felix Sabates.”
Also-rans Have a Chance The Daytona 400 on July 5 is No. 18 on NASCAR’s production of the Chase race to the championship. Nineteen more races are on the calendar.
What will stock car’s version of a 12-driver play-off prove? Say, for example, what if Jimmie Johnson could lead the standings with six or seven races? He could still lose to a driver in the Chase who did not win a race but finished seventh or higher in the points race, and who would be declared the champion. Johnson may be hard-pressed to equal Richard Petty’s seven titles, but he might be able to tie Dale Earnhardt Sr. for seventh place on the all-time victory list. Force Gets No Respect If John Force held a bat, football or basketball, he’d be frontpage news in every newspaper sports section. It’s only on the inside pages that you’ll see he drives a Camaro Funny Car, even though he picked up his second win of the season at the NHRA New England Nationals. The 16-time Funny Car world champion raced to a winning performance of 4.160 seconds at 309.49 mph. The victory was Force’s 143rd of his career, 99 ahead of secondplace Ron Capps of Carlsbad. Pretty good for a 65-yearold who’s eligible for Social Security. n

For those who break the law, County Ordinance 364.1 allows for the reimbursement of emergency costs, up to $12,000. The fees only apply to those who break the law, for example, illegal drinking that prompts a rescue operation. The trail to Cedar Creek Falls is a challenging 5 1/2-mile hike with no shade from the sun, and the return trip is mostly uphill. It is not for beginners. Hikers need at least a gallon of water to stay hydrated, should dress appropriately for the hike and know their limits. Leave dogs at home, as the trail is littered with sharp rocks and the surface gets very hot. Tell someone you are going hiking, where you are going and when you expect to return. This helps ensure that if something goes wrong or you don’t return on time, a responsible party will know where to begin searching. Hiking or caving can be challenging and require technical skills of varying levels. Caves are an easy place to get hurt, and no one will know if you’re trapped if no one knows you’re there. The Sheriff’s Department also advises: • Never go hiking alone. • Know your limitations. Choose trails that match your level of physical fitness and in areas where you are not going to get lost. • Bring ample food, water, sunscreen, flashlight, map, GPS, first aid kit, whistle and multipurpose tool or knife. • Cell phone signals may be limited, but it’s still good to have a fully charged phone in case you need to call for help. • Wear proper clothing, including boots, sunglasses, hat, gloves, helmet, etc. Because there are only 29 parking spots on the Cedar Creek Falls trailhead off of Thornbush Road in San Diego Country Estates, cars blocking the roadway or driveways will be towed at the owner’s expense. Sheriff’s Search and Rescue is an all-volunteer unit that performs wilderness and urban rescues, and searches for missing persons. t’s almost the Fourth of July — time for fireworks, picnics and a reflection on all the liberties we possess in this country. But if you’re going to enjoy the freedom to do the things you want, especially during your retirement years, you’ll want to take the steps necessary to achieve your own “Financial Independence Day.” Here are a few suggestions for helping you reach that goal: • Liberate yourself from debt. For most of us, a certain amount of debt is unavoidable. But the greater control you can gain over your debts, the better off you will be, because any dollars not spent in paying debts can be used to save and invest for your future. So look
for ways to cut down on your spending and think about postponing some purchases until you can pay for them in cash. It may not be easy, but it’s possible. And by putting this “found money” to work immediately in quality investments, you may motivate yourself to keep a lid on your debt level. • Unlock the power of time. Albert Einstein once said, “The most powerful force in the universe is compound interest.” Einstein, who knew a thing or two about the nature of time, clearly recognized its importance in investing. In fact, as an investor, time may be your greatest ally. The more years in which you invest, the more dollars you’ll put in, and the
longer you’ll have for your investments to potentially grow. Even if you’re just starting out in your career and can only invest a small amount each month, you’ll be starting to accumulate the amount you’ll eventually need to enjoy the retirement lifestyle you’ve envisioned. • Release your investments’ growth potential. To attain financial freedom during your retirement years, you will need to invest for growth — it’s that simple. So include an appropriate amount of growth-oriented vehicles in your overall investment mix. Ultimately, this mix should be based on your risk tolerance, time horizon and specific long-term goals. • Free your investments from “clustering.” In the investment world, as in many other arenas of life, you can have “too much of a good thing.” For example, if you own a particular investment, such as a stock, that has done well, you might think that it’s a good idea to own more of the same type of stock. But when investing, duplication can be dangerous, because if a market downturn affects one asset class particularly hard, and much of your portfolio is tied up in that asset class, you could take a big hit. Instead of “clustering” your dollars around a single asset or two, you could diversify your holdings by owning a mix of stocks, bonds, government securities and other vehicles. While diversification can potentially help you reduce the impact of volatility on your holdings, a diversified portfolio can’t guarantee a profit or protect you from loss. Achieving any type of freedom, in any kind of endeavor, takes time and effort. That’s certainly the case with financial freedom — you will need to consistently make the right moves, over a period of many years, before you can finally declare your fiscal independence.
