T

ierra Del Sol® 4 Wheel Drive Club, also known as TDS, is a non-profit four-wheeling club based in San Diego, CA. Tierra Del Sol was incorporated in August 1962 and some of the early names are still part of the TDS roster. As a family-oriented club, TDS and its members responsibly use public lands for off-roading recreation and actively pursue opportunities to fight land closures and to keep trails open for future generations. We openly welcome guests and new members.

Happy Trails, Fellow Off-Roaders,

T

he members of Tierra Del Sol want to invite you to share a weekend of terrific wheeling with some fantastic folks when we host the 52nd TDS Desert Safari in the Truckhaven Hills area of the Ocotillo Wells SVRA. Our 2014 event will be held on Feb. 28, March 1 and 2. We hope you are you ready for a weekend of exceptional trails, awesome vendors, a world-famous raffle and fireworks. All 4x4 vehicles and side-bysides are welcome to register for our event. Remember, Tierra Del Sol has been practicing for the last 51 years to put on a great event, and each year we hopefully get better at it due in large part to your feedback and encouragement. Base Camp coordinates for registration are N 33 15.691 W 116 00.857, which is 23 miles east of Christmas Circle (Borrego Springs) on S-22, or 3.0 miles west of State Highway 86. This is an easyaccess dry wash area with lots of room for campers, motorhomes and trailers. Bring your own nail-free firewood and drinking water. Additional supplies are available in Salton City. Included with each registration are a dash plaque, bumper sticker and one ticket for the famous TDS raffle with over $100,000 in prize packages. With more than 100 vendors onsite, you will have the opportunity to see the latest products and talk directly to the experts. Challenge yourself on the RTI ramp and register to win a set of Goodyear tires. Anza-Borrego Park System was established in 1941, and that brought developers with visions of a desert resort, which required roads to be created. Those early rough trails were Coyote Canyon, Yaqui Pass and the Truckhaven Trail, which at that time was a 30-mile rough road passing over hills, washes and mesas taking 3 to 4 hours to traverse, ending as you arrived at the old Truckhaven café and station set among a small grove of trees — literally an oasis in the desert where the early members of Tierra Del Sol, such as Tex Webster, Bozzy Willis, Roy Pruitt and

Joe Branch, planned explorations into the area and laid out many of trails that we still use today. In 1957, the State Committee consented to the construction of a paved road, which followed the general direction of the old dirt Truckhaven Trail wherever possible. It was named the Borrego-Salton Seaway, or more commonly known as the S-22. It was completed in 1968, and leads many of us to the Desert Safari each year. In those early years, a “search and rescue” team of local men with CB radios explored the area and became intimately familiar with the entire area, breaking new trails and figuring out how to traverse the notches, hills and valleys through their rescue work. Several members started focusing on adventure and exploration, and two of these early pioneers, Roy Pruitt and Bozzy Willis, ultimately formed the nucleus of the club they named Tierra Del Sol. Bozzy created the artwork that is still seen today on all the members’ vehicles. The club was incorporated as a not-forprofit club in 1962, and the annual Desert Safari, now about to reach the 52nd, was born. Proudly, the rosters of TDS still contain family names from the origins, with generations following in their forefathers’ footsteps, aspiring to protect

these lands for our continued use. Although it is a never-ending battle, the families and members of Tierra Del Sol continue to enjoy the area and work hard to preserve it for the enjoyment of future generations. In the spring of 2011, Tierra Del Sol, in cooperation with California State Parks, held a ribbon-cutting ceremony to open a Training/Obstacle Course collocated to the Desert Safari headquarters. We continue to add more challenges, and it is still very popular with a wide variety of off-roaders. If you have not visited the course, you will have a great time either watching or testing your own vehicle and driving skills. Tierra Del Sol is a nonprofit family club that continues to use part of the proceeds from Desert Safari to fight land closures and to help those who need our support. This year, we have had several major challenges and thus far we remain optimistic that the struggle is yielding some positive results. Progress is being made with respect to Johnson Valley and the creation of an OHV area that will keep the trails open for the foreseeable future, and most recently it appears that the

Ocotillo Wells SVRA area will remain an “open” riding area. These fights for the right to continue our sport are costly and take a lot of dedicated energy from many club members and from many of you, and we thank you for your continued support. Your participation in the Desert Safari helps ensure the continued support of the California Association of 4WD Clubs, San Diego Off-Road Coalition, Blue Ribbon Coalition, Friends of Ocotillo Wells, Friends of Johnson Valley, Thundering Trails, Salton City Fire Department, West Shores Ambulance, Tread Lightly, Polinsky Children’s Center, Foster Parents Association, Al Bahr Shrine Transportation Fund and Friends of the Mojave Trail, and this year we officially recognize the Wounded Warrior Project as our special charity. elcome to the 52nd Annual Tierra Del Sol Desert Safari and thank you for attending our event. We hope you enjoy your time here and respect the rules of the park. Please make time to stop by the Ocotillo Wells SVRA booth in the vendor area and provide input on the park’s general plan, which is currently being rewritten. A general plan provides guidelines for management of the park in the future. Let them know what you want to see happen in the park. Our club faced a new challenge this year in the form of a lawsuit brought against Ocotillo Wells SVRA (OWSVRA) to stop open riding. In the past, Tierra Del Sol simply donated money to

organizations that fought for our right recreate off-road. When two extreme environmental groups filed a lawsuit to stop open riding in OWSVRA, our board of directors felt we needed to be directly involved. It just so happens that a few months earlier, Tierra Del Sol hired attorney David Hubbard of Gatzke, Dillon and Balance, LLP, to advise us on the best way to protect our interests as the OWSVRA rewrites its general plan. David Hubbard has more than 10 years’ experience helping OHV groups with the public planning processes and litigation. Our club has joined forces with EcoLogic Partners, Inc., in this effort. Please look for more information

about our partnership in the Land Use Chairperson’s article. When the lawsuit was filed, we consulted our attorney, and he advised us to wait until the judge in the case made a ruling on whether it would move forward. The first issues raised by the people trying to stop open riding were not accepted by the judge. Those same groups filed another petition in an attempt to get the judge to stop open riding yet again. As I write this article, the advice from our attorney is to sit tight until we see if the state requests another demur. If they do, we will wait for the judge to make another ruling. If the state does not, we will move to become intervenors in the lawsuit and aggressively

defend open riding in the park! The members of Tierra Del Sol are not professional advocates, but we are relying on the advice of an attorney who has more than 10 years’ experience representing OHV groups. This is one of the premier, wellorganized and attendee-friendly events with a very helpful safety-minded staff. This is an event where all will feel welcome and can take time to enjoy not only the natural beauty of the desert but the rockin’ man-made adventures as well! You couldn’t ask for more — the location is accessible. The desert scenery is gorgeous and the air is refreshing. Being surrounded by others who want to enjoy family time and play with their toys on the well-organized, staff-led runs is the best environment. People here are so nice and helpful. Everyone just wants to have a great experience and bring home great memories. Craig and Debra Kiefert are the owners of Craig’s Big Garage in Corona, CA. They sell Jeep, truck and off-road accessories and attend many off-road events. Craig’s Big Garage has sponsored Jeep and off-road clubs and many of their activities and fundraisers. Be Ready for the Trail! Safety

We want everyone to return to camp safely. We have an emergency medical staff and towing crews available to help when needed. Please avoid dangerous situations and call for help on CB Channel 14 or Ham frequency 147.480 MHz if you need it. Please carry these items on the trail at all times: • Jack • Tow Strap or Winch with Tow Points Front and Rear • First Aid Kit • CB or Ham Radio • Fire Extinguisher • Serviceable Spare Tire • Water and food

Tire Pressure

Due to the type of terrain on the Safari trail, we strongly recommend you lower the air pressure in your tires to 10 – 12 lbs.

Vehicle Line-Up

This is a “Follow the Leader” type run. Please form one single line behind the Trail Boss. Those who want to line up early may do so anytime after midnight Friday. Groups should line up together at one time. PLEASE DO NOT SAVE SPACES. Be considerate of those that have lined up behind you.

Trail Markers

The trail is marked with GREEN, RED, and BLUE arrows for your safety and to ensure your return in time for the raffle. The basic route is marked GREEN to designate sections of the trail for all

travelers. Stay on the green trails if you want easier routes for less experienced drivers or stock vehicles. The more challenging trails split off from the green main trail and are marked with RED arrows. There are also occasional BLUE routes off the red sections. The Trail Crew will not respond to problems along the BLUE routes. Participants entering those marked routes do so at their own risk. GREEN = Main Trail RED = Obstacles BLUE = Enter at Your Own Risk

Pull OFF THE TRAIL for repairs, lunches, potty stops, photo stops, etc. There may be a long line of 4-wheelers behind you that are anxious to move along the trail. Please be patient with the TDS Trail Crew who are doing their best to keep the lines of vehicles moving. Please listen to their instructions; they may save you and your vehicle from getting hurt. A SMILE is always a welcome sight to the hardworking Trail Crew. PACK IT IN, PACK IT OUT — Carry YOUR trash back to camp. Please be a responsible 4-wheeler and pick up any stray trash on the trail. TDS has arranged for trash Dumpsters near Safari Headquarters area.

Alcohol

Please be aware that it is against State Law to have an open container of alcohol in a motor vehicle or to drink alcohol while driving. This law applies to private property as well as public lands; on highway and off highway.

Tune your CB to channel 14 for announcements. Except for an emergency, PLEASE avoid transmitting

Do not go more than 5 miles per hour through camping areas and keep your speed down to a minimum in the washes around Headquarters and camping areas.

Be sure to spend some time browsing through the booths, getting some grub at the food vendors and letting the kids have some fun with the familyfriendly activites. Absolutely no vehicles are allowed to drive through HQ. Please respect and obey posted signs.

I

f you have already read the Chairman’s report, you know TDS has hired an attorney to defend open riding in Ocotillo Wells. In case you haven’t read it, two environmental groups have filed papers to get Ocotillo Wells to limit use in the park to the named trails on the park map. In other words, to stop open riding! In the past, the extent of TDS’s involvement in land use was to give money to the groups that specialize in OHV advocacy. Since this was occurring in our park we felt the need to be directly involved. EcoLogic Partners, Inc., was formed in April 2005 by five OHV advocacy organizations. Their mission is to advance land use policies that conserve natural resources while providing

responsible outdoor recreation for American families. They do this by advancing common-sense land use policies through administrative, political and legal means so that American families can enjoy responsible outdoor recreation. EcoLogic Partners is represented by David Hubbard of Gatzke, Dillon and Balance. He advises them in legal matters and on how to be part of the various administrative processes associated with land management in order to protect OHV use throughout the state. TDS was impressed by David Hubbard’s recent victory over State Parks with regard to trail closures in the northern section of Truckhaven (the portion managed by AnzaBorrego Desert State Park). As result, we approached both Mr. Hubbard and EcoLogic about joining forces. Each group thought this was a great idea. Not only are we joining forces with them on the open riding lawsuit, but we are also working together on the Ocotillo Wareells

General Plan. Right now, Ocotillo Wells is in the middle of rewriting their General Plan. This document will dictate how the park will be managed and the different uses allowed in the future. Some options mentioned in the general plan are closing portions of the park to open riding. TDS is very concerned about the limiting of use of trails and, with David Hubbard’s help, we hope to keep that from happening. We are looking into hiring an archeologist and biologist to do independent studies of the park. We need to prove that our recreation does not hurt the park, and therefore there is no reason to limit riding. Without science, we have no way to prove our assertions. elcome to Ocotillo Wells State Vehicular Recreation Area, where more than 85,000 acres of Southern California desert await your exploration! The park provides visitors with an incredible variety of terrain, including rolling mud hills, gnarly washes, more than 200 miles of marked trails and even a few sand dunes. In fact, it is possible to explore the park’s vast open space and varied terrain for days without having to retrace your tracks. While exploring the park, be sure to discover the many exotically named natural wonders, such as Blowsand Hill, Devil’s Slide, the Pumpkin Patch and the Badlands. Ocotillo Wells is truly an off-roaders’ paradise! The park is proud to again host the Tierra Del Sol Desert Safari! While you’re visiting the park, be sure to visit our state-of-the-art 4x4 training track that was constructed in partnership with the TDS Four Wheel Drive Club. The 30-acre obstacle course contains 22 different obstacles that range in difficulty from beginner to expert. The obstacles are constructed from a variety of materials, including tractor tires, logs, boulders, rip-rap, concrete tubes and shotcrete. Park staff and volunteers work diligently to keep the obstacles in tip-top shape for your enjoyment. The training area also includes new picnic tables and shade ramadas from which spectators can view the action. Ocotillo Wells is always looking for ways to make your visit great. Newly constructed restrooms and shade structures at popular park destinations now provide comfort for your desert ride. This season we also broke ground on the new special event area located on Main Street. The event area will be complete with large shade ramadas, a new shower/ restroom building, and a large circular congregation area where guests will be able to “circle the wagons” around the event facility. It’s sure to be a popular area with event organizers and participants alike. Perhaps the most significant long-term project under way is the development of a revised General Plan for Ocotillo Wells SVRA. The General Plan is the key management document which establishes a decision-making framework that is consistent with the established park vision. We still have several steps to go before the competition of the General Plan, and we encourage your continued input as we move through this process. As you ride out to the Pumpkin Patch or Gas Domes, stop and visit with a park interpreter at various field exhibits featuring the park’s unique geology, desert life and fossil history of the area. Match scat and tracks to the correct animals, or see what amazing beasts used to roam the park millions of years ago. During your ride, be sure to stop by the Discovery

Center, located on Ranger Station Road off Highway 78. It’s full of exciting and interesting displays about the desert as well as all kinds of hands-on activities your family is sure to enjoy. The Discovery Center is also a great place to pick up a park map, a visitor’s guide and a schedule of the weekend’s activities. On Saturdays, take a night ride to the Discovery Center and journey through space as the park’s 11-inch telescope brings you up close and personal to sparkling stars, glittering galaxies and nifty nebulas. A solar telescope is also set up on Saturday afternoons to safely view our nearest star, the Sun. Look for massive solar flares and find out just how active our Sun is. If you’re looking for something for the kids, look no further than the Junior Ranger program held every Saturday at the Discovery Center. Your kids will love discovering the plants and animals in the desert ecosystem while doing fun crafts and activities. Young visitors who complete the program will graduate as official Ocotillo Wells Junior Rangers. For the more adventurous at heart, park interpreters also lead off-highway adventure tours through the park. Four-

I

n 2012, Ocotillo Wells and Imperial County Air Pollution Control District entered into a legal mediation agreement with the U.S. Environmental Protection Agency. As part of that agreement, Rule 800 of the Imperial County Air Pollution Control District’s State Implementation Plan (SIP) was recently accepted by the U.S. Environmental Protection Agency. Rule 800 requires that all public recreation areas that offer off-highway vehicle recreation in Imperial County have a Dust Control Plan. This applies to our two SVRAs and the BLM OHV areas. The Dust Control Plan provides a menu of choices to reduce Particulate Matter 10

Microns (PM-10) emissions. These controls are required because Imperial County exceeded the federal standard for PM-10 emissions at the Westmorland monitoring station. Manmade sources of fugitive dust (measured as PM-10) have been addressed on unpaved roads and parking areas within Heber Dunes and Ocotillo Wells SVRA. The menu of options includes lower speed limits, gravel base, watering and dust suppressants, and will be applied to our parking areas and the unpaved roads that we expect will exceed 50 vehicle trips per day. As a general rule of thumb, the heavier a vehicle is or the higher its speed, the more potential fugitive dust it may create. Our primary access roads that provide service to the RVs and trash and maintenance vehicles are considered the unpaved dirt roads in Ocotillo Wells SVRA. The primary

access road into Heber Dunes is paved. We ask you to help us reduce fugitive dust by keeping the large RVs at a slower speed while in Ocotillo Wells SVRA. Rule 800 and the Dust Control Plan also address special events with 250 or greater participants. These special events may be required to provide a water truck for their primary parking or staging areas and primary unpaved road access, and will be required to do so if the site is not currently graveled or treated with a dust suppressant. The other option would be to enforce a 15 mph speed limit on the unpaved roads and staging areas. Special events between June 15 and Aug. 15 will be required to file a separate Dust Control Plan with Imperial County Air Pollution Control District. The Dust Control Plan will need to be updated every two years and address

compliance measures that were put in place by park management and operations. A separate study is being conducted at Ocotillo Wells District to evaluate the effectiveness of dust control measures in various locations in the SVRA. There will be eight temporary air monitoring stations placed in the park as part of this two-year study, and different dust control treatments will be applied to a select number of trails, unpaved roads and parking areas. As part of the study, different substances and application methods will be used and evaluated for their cost and effectiveness. The contractor conducting this study is RBF, and you may see their trucks and testing equipment while out enjoying the park. They are here to help us, so please give them a friendly wave.

ook! Up in the sky! It’s a bird. It’s a plane. No, it’s a floating ball of flame called a sky lantern, also known as a Kongming Lantern, Chinese Lantern or Wish Lantern. They are airborne paper lanterns that are used by Asian cultures in religious ceremonies and they have become quite popular in the West after being showcased in such movies as “The Hangover 2” and Disney’s “Tangled.” These lanterns are traditionally constructed from oiled rice paper on a bamboo frame with a wire cross containing a small candle or fuel cell composed of a waxy, flammable material. When lit, the flame heats the air inside the lantern, thus lowering its density and causing the lantern to rise up into the air. Sky lanterns can get quite high, impacting pilots making their final approach to the county airport at Benson Lake when several of these glowing orbs cross their path. What goes up must come down! Ideally, the fire goes out before the lantern hits the ground, but there have been cases around

the country and overseas where lit devices have landed and either caused fires or forced motorists to swerve and crash. They are known to travel significant distances from the point of release, which creates a serious fire and safety hazard because of the potential to start an unintended fire on or off the property from which they are released. A quick YouTube search will reveal

plenty of lantern-related mishaps. Videos like “Chinese Lantern Fail” show lanterns being released, only to start small fires moments later. When these lanterns come down in hay fields, the wire and bamboo slivers could be ingested by cattle or horses. If swallowed, the wire could puncture the stomach lining and cause extreme discomfort, and in some cases, they have proven fatal. While some states have outlawed the lanterns, they fall into a grey zone in wildfire-prone California. They do not fall within the definition of a firework (HSC section 12511) or a pyrotechnic device (HSC section 12526). However, several pieces of regulation and statute exist that will assist fire agencies in regulating the use of sky lanterns. In June, the office of the State Fire Marshal released a bulletin under the authority of Health and Safety Code (HSC) Sections 13100.1 and 13105 to identify a potential fire safety problem regarding the use of sky lanterns, which are being sold at various retail establishments in California (thus suggesting a de facto ban). If nothing else, sky lanterns create unsightly trash that we are obligated to pick up, wasting time and monies that should be used elsewhere. In the past few weeks our OW crews have picked up hundreds of sky lanterns throughout the park. The rice paper is supposed to be biodegradable, but how long will it take to decompose in this arid environment? Multicolored glowing disks floating in the night sky surely are something to behold. But, beautiful as they may be, these little fireballs have no place in our state parks.

any people have asked about the difference between CB and the Ham band radios. Well, the simple and easiest way to explain it is to compare AM radio to FM radio. CB is limited to 4 watts of power and the 2 meter band is limited to 25 watts, which gives a clearer signal over longer distances. You need to have a license to operate on Ham bands. A 30-question test is given every Saturday in the San Diego area; if you pass,

Club has been using Ham radio for years and found it very useful both off-road and in town. About 85 percent of the Club have their licenses. The Club even has its own call sign, KJ6TDS. It’s also played a pivotal role in the success of TDS Desert Safari. Two of our members man the radio in Headquarters and provide basic and emergency communication between the trail, Headquarters and emergency response teams as needed.

urma-Shave was the first brushless shaving cream, but in the mid 1920s the Odell family was struggling to sell their homemade concoction. Alan Odell, the BurmaShave creator’s son, proposed a marketing campaign that consisted of small, red wooden signs that would appear on the side of Route 35 in Minneapolis, MN. The concept was to create roadside jingles that would entice drivers to try the product. The campaign began as several series of four to six wooden signs always ending with the Burma-Shave logo. The intention was to create product recognition, but the enormous success of the roadside signs also created an important piece of pop culture. Families enjoyed the signs and the funny, informative messages. Immediately the sales increased and bred a nation’s desire to read more slogans. The Odells openly took sign

ideas from individuals and paid $100 if the sign was used. During the 40 years of success, about 7,000 Burma-Shave signs could be found in 45 states across the country. Not only did the marketing strategy create thousands of rhymes, it also increased the annual sales to $3 million. The times finally caught up with BurmaShave and shortly after World War II the company was sold to American Safety Razor and Phillip Morris. By 1966 all the signs had been taken down. Today an original Burma-Shave sign can be found at the Smithsonian Institute. And, you may even find a duplicate on the Safari Trail!

iola Hardick Davison, known to friends as “Vi,” passed away Aug. 22, 2013. She was 87. Vi was born Nov. 6, 1925, in Brooklyn, NY, to parents Mary and William Dean. Vi met her future husband, Richard “Dave” Davison, a career officer in the Navy, in 1948. They were married in Brooklyn at Saints Simon & Jude Parish Catholic Church on Jan. 28, 1951, and together they had a loyal and adventurous life for more than 62 years. Moving to San Diego in 1967, Vi joined the local Chapter of Ikebana International, a nonprofit cultural organization dedicated to the art of Japanese flower arranging. She was

active in several leadership roles with Ikebana for 40-plus years. She experienced much joy and personal inspiration in creating beautiful floral arrangements. A member of Tierra Del Sol since 1975, she had a quick wit and sense of humor, and thoroughly enjoyed being with people. Friends remember her as “one of a kind” — someone you would not forget once you met her. Vi is survived by her husband, Dave; sons Dean and wife Roz; Gary; Bill and wife Josie; and Jim; grandchildren Holly; Jeremy and wife Cait; Quintis; Dimitri and Yanik.

cotillo Wells is an amazing place to recreate and it has amazing natural and cultural resources. In order to meet our legislative mandates and protect the park for future generations, these resources must be protected. If you want to keep Ocotillo Wells as it is, then please help to protect its resources. Even in distributed or “open” riding areas, you should not ride over vegetation or animal burrows. Ocotillo Wells SVRA is home to many fascinating creatures, including kangaroo rats, flat-tail horned lizards and burrowing owls, just to name a few. Remember that plants may be providing habitat, food and cover for many of our desert’s native aimal species; there may even be an animal burrow beneath the plants! So if you run over a plant, you just may be destroying a home. Riding over vegetation and in and out of washes can also cause environmental damage by eroding soil and the sediments of wash edges. Such erosion decreases the suitability of the soil for plant establishment and animal burrows or habitat and

may create more dust and downstream sediment. When riding or driving up the side of a wash or small gully, you also cannot see that resources may be present at the top of the wash. These resources may include cultural sites or plants so, even in our open riding areas, it is better not to create new access routes into and out of washes. You will soon notice that some of these areas will have barricades present — this is why. Please keep in mind that even in distributed or “open” riding areas, you can be cited for causing damage to land, vegetation, wildlife, wildlife habitat or cultural resources. Ocotillo Wells SVRA has a rich and diverse cultural past. Physical evidence of many of these past activities can still be found throughout the park and include both prehistoric and historic materials. Any object that looks like it is at least 50 years old, such as cans, scrap metal, old ammunition, ceramics and glass, should be left in place. State Parks follows a look-and-leave policy for natural, cultural and paleonto-

logical resources. Please do not remove or move anything you find within the park unless it is clearly modern trash such as plastic, papers or cigarette butts. If you have a question about an object, please take a photograph of it, GPS location if possible, or note where it is on a map — then contact a Parks employee as soon as possible. Per CVC38319, no person shall operate, nor shall an owner permit the operation of, an off-highway motor vehicle in a manner likely to cause malicious or unnecessary damage to the land, wildlife, wildlife habitat or vegetative resources. So when out in the park, have fun while also appreciating the park’s diverse natural and cultural resources by obeying all posted signage regarding park policies and routes and remembering to avoid riding over vegetation and burrows. Remember that you have the ability to protect the park and preserve it for enjoyment by yourself and by future generations!

pen since March 2011, the Truckhaven 4x4 Training Facility has over 20 obstacles in the area set aside by Ocotillo Wells SVRA for your enjoyment. Each obstacle has been carefully constructed and each is appropriately marked to identify the difficulty. San Diego’s Tierra Del Sol 4x4 Club

presented the idea for this training area to the management of the Ocotillo Wells SVRA, and after careful planning this facility was designed and built with expertise provided by Tierra Del Sol, California State Parks Trail crew and W.E. Crossover Peak: Built in August 2011, this is the latest addition to the park. Make it to the top and you have a great view to Crossover trail. So far there have only been a couple of brave souls to make it – the first was on Thanksgiving weekend by Chris Navarre in a Bronco he built.
