Prom and Bridal Expo CHIPLEY — The Chipley Women’s Club will be sponsoring the Fifth Annual Prom and Bridal Expo from 1 to 4 p.m. on Jan. 19 at the Washington County Ag Center. Admission is free. Booths will be filled by vendors of all the services related to weddings and other social gatherings. There will be event planners, photographers, caterers, florists, linens and other decorating accents, limousines, hair stylists, makeup artists, nail technicians, jewelers, videographers, DJ’s, musicians and much more. Prom dresses, mother-of-the-bride apparel and all the accessories will be modeled during the last hour of the expo. Door prizes will be given as guest visit the venders booths. County and state officials were surveying Washington County on July 9 afternoon, trying to determine the extent of the damage caused by the July 4 weekend’s torrential rain. The Florida Panhandle received more than 20 inches of rain between July 3 and July 7, and at one point, every road in Washington County was closed due to the flooding. Vernon was particularly hard hit, and the City Council met Monday in special session to discuss what can be done to recover. Homes and barns were flooded, and the city’s wastewater plant was also flooded. The town hall did not go unscathed, with leaks reported in several rooms including the council chambers and City Clerk Dian Hendrix’s office. “There was water in here and in these rooms,” Hendrix told the council. “I can’t work at my desk right now because of all the water.” The old high school gymnasium floor also got wet, and may be trying to warp, while another room and hallway at the old school had standing water in them. Mayor Michelle Cook attended the county meetings, and officials are trying to tally up the damage costs to see if the county and Vernon will qualify for any federal aid. Cook said 75 roads in the county were compromised by the rain, and 44 roads were deemed impassable. In August, more rain just made the situation worse. Chipley received between 5 and 15 inches of rain over the weekend of Aug. 16, according to local weather reports, and Vernon once again was inundated, as was the Blue Pond Community Center in Chipley. Blue Lake overflowed its banks and covered Highway 77 as well, closing the highway to traffic on Aug. 18. Washington County residents were urged to stay off all roadways throughout the week and limit travel to essential only. “We have been declared a local emergency,” said Vernon Mayor Michelle Cook on Aug. 19. Washington County schools were closed due to the flooding and Public Works personnel were unable to keep up with the demand in responding to each flooded area and place barricades.

Washington County Manager Steve Joyner resigned in April, following criticism by Commissioner Lynn Gothard of the county’s decision to purchase a generator based on Joyner’s recommendation. It would be months before the roads were all reopened, and the Vernon and Washington County both are seeking FEMA funds to help cover the expensive repairs. Numerous volunteers from church groups worked in Vernon to help people repair damage to homes that was not covered by insurance or federal funds.

CHIPLEY — The Chipley “Paint the Plug” fire hydrant painting contest, sponsored by the Washington County Arts Council, is about to take off. Washington County Chamber of Commerce Executive Director Ted Everett told the City Council in November the “Paint the Plug” project should be completed by March, and the Arts Council has come up with guidelines for the project. “We are providing the paint and brushes, and the Arts Council is handling the art,” Everett said, speaking on behalf of the Chipley Community Redevelopment Agency. “They are going to involve Boy Scouts, Girl Scouts and various school organizations, and I think this is going to be an exciting project.” The topics of the fire plug paintings will be reviewed and approved by the Arts Council. In other towns, fire hydrants have been painted as subjects such as video game character Mario, Dalmatians wearing fire helmets, or flowers. According to the rules of the fire hydrant painting contest, the design should be “appropriate for a public space and should not endorse an individual, business, be political in nature, or be offensive in any way.” The registration period to paint a hydrant began Nov. 1 and runs until Jan. 6. A fee of $25 to enter per hydrant will be used to fund scholarships. Less is more Another Christmas shopping season is over. While there are still plenty of advertisements on TV, radio and the internet, they don’t seem quite as frantic as the commercials between Thanksgiving and New Year’s Day. There’s a frenzied undercurrent to holiday commercials, as if the world might somehow end if we don’t go dashing out the door to trample one another to death for Black Friday specials. Neither advertising executives nor corporate marketing SHANNON strategists are fools. SEYLER They may be shouting Faithfully Yours “Save, save, save!” in holiday ads, but the real message is “Spend, spend, spend!” How much do we really save by impulsively buying things we don’t need? When summer rolls around and consumers are still paying off credit card purchases made back in December, merchants are laughing all the way to the bank.Thrift and simplicity fall further by the wayside every year, but they’re important concepts that extend beyond mere finance. Frugality, economy and and simplicity also have spiritual implications. Briefly consider two major religious figures, Jesus and the Buddha. Did Jesus instruct his disciples to go on wild spending sprees? Did he tell them to go into debt to celebrate his birthday, build massive new churches they couldn’t pay off, or outdo one another with the latest fashions? No. He instructed them to observe nature in both its simplicity and majesty: “Consider the lilies how they grow:

NONPROFIT OF THE WEEK: THE CHARITY OF YOUR CHOICE While food banks and other community agencies often receive extra donations during the holidays, they also experience a massive strain on already overstretched budgets and resources. With so many people seeking assistance during the holidays, some organizations become nearly wiped out financially. Nonetheless, even after the budget has been exhausted, the need within the community continues. It’s not as if people stop being hungry or needing help after Christmas. So do a good deed and remember your favorite charity after the holiday season has ended. Charitable organizations need your help now more than ever. they toil not, they spin not; and yet I say unto you, that Solomon in all his glory was not arrayed like one of these. If then God so clothe the grass, which is to day in the field, and to morrow is cast into the oven; how much more will he clothe you, O ye of little faith? And seek not ye what ye shall eat, or what ye shall drink, neither be ye of doubtful mind.” (Luke 12:27-29) As for Buddha’s spiritual awakening, he didn’t max out his credit card to gain enlightenment. In fact, he didn’t get ahead spiritually until leaving the splendor of the palace in which he’d been raised. Only after witnessing poverty, death and suffering firsthand did he begin awakening. As the old saying goes, less is more. We don’t realize what a burden possessions are until we try moving. Every time I move, I wonder how I amassed so much stuff. Notice that in the Gospels, when people wanted to follow Jesus, he didn’t tell them to rent a U-Haul and drag along all their possessions.
He told them to drop everything and follow him. Could you honestly abandon your earthly possessions in order to pursue a spiritual path? I recently watched a program about thrifty living. One suggestion was to avoid buying oversize packages of food. Even if food seems cheaper in bulk, it’s pointless if it rots before you finish it. This leads to waste, which is both morally and financially wrong. Each scrap of discarded food is like throwing away money. People who’d never toss cash into the garbage carelessly throw away leftovers. The result is the same: financial irresponsibility and needless waste. Waste violates the basic principles of stewardship. We can show compassion for other living beings — and our planet — by not foolishly squandering resources. We weren’t put here to carelessly destroy the environment or live with disregard for the well-being of others. So let’s stop wasting energy, food, money, time and spiritual effort. Perhaps we can think of ways, as the new year begins, to improve our lives by simplifying them.

Vernon receives $100,000 beautification grant The Vernon City Council learned the Garden Club will be receiving a $100,000 highway beautification grant and welcomed two new council members on March 25. Pam Cates shared a letter she had received from the Florida Highway Beautification Council notifying her that the Vernon Garden Club had received a $100,000 grant for a beautification project along Highway 79. “You may remember, I came before the council a few months ago asking for permission to apply for this project,” Cates said. “I was thrilled to find out that our project was accepted.”

Human Resources Director Heather Finch was fired for being “grossly negligent” and unethical in her job duties, according to a Feb. 26 letter signed by County Manager Steve Joyner. The letter was hand delivered to Finch. The Washington County News obtained a copy of the letter after submitting a request for public documents under the state Sunshine Law. On Dec. 23, the Washington County Board of Commissioners voted 4-1 to accept a settlement paying Finch $150,000 to settle a charge of discrimination with the Florida Commission on Human Relations and the Equal Employment Opportunity Commission.
Historic water tower demolished Workers with Isler Demolition Inc. were in Chipley the evening of May 21 to tear down the historic Chipley water tower, which was determined in March to be a safety hazard. The tower sat at the corner of Highway 77 and Highway 90, and the intersection was closed to traffic while the demolition was being performed. The water tower was gone by the next morning. The cost of the project was $24,200, and the city plans to build a park on the lot once the water tower is removed. The city is planning on developing a park at the location where the water tower once stood.

Mayor wants fake flowers removed
The 57th annual Panhandle Watermelon Festival drew record crowds and featured top name entertainment this year, including country legend Joe Diffie. In spite of the rainy weather, hundreds gathered in Pals Park in Chipley to hear Diffie and country musician Andy Griggs perform for the first night of the two-day event. On Saturday at the Washington County Agricultural Center, bluegrass performers Dailey & Vincent held a concert for a packed house. As usual, all the musical events were free and open to the public.
Chipley City Council members discussed the need for a private property standards ordinance at the council’s June workshop on June 6. Mayor Linda Cain had a list of 52 properties from around the city that she said need cleaning up, and the primary property she was concerned with was a house on Main Street, where the lawn is decorated with artificial flowers. “Those silk flowers look ridiculous, you mean to say we can’t do anything about it?” the mayor asked City Code Enforcement Officer David Pettis Jr. “We don’t have a code against it,” Pettis said. The flowers remained in the lawn throughout the year.

The first symposium featured experts in the area of economic development, including Kenny Griffin of the Chipola Regional Workforce Development Board, Dr. David Goetsch, founder and life board member of the Okaloosa Economic Development Commission, Neal Wade of the Bay County Economic Development Alliance, Larry Sassano, of Florida’s Great Northwest, Terry El-
lis, manager of West Point Home Inc. in Chipley, and Heather Squires of Enterprise Florida. The symposiums also began a SWOT analysis of Washington County which is ongoing in an effort for the county to develop a plan for economic development.. “I would rather have 10 businesses with five employees than one business with 50 employees,” Wade said. “One of the first things you need to do is stop going to Dothan or Panama City to shop.
