Where does the Rio Content Market fit into the calendar for TV France International? TV France International is a loyal partner of the Rio Content Market, and we have been coming here since 2013. This year will be the fifth time we have participated. We have always structured our presence around a branded stand so our sales companies can welcome their clients and work in suitable conditions. Brazil has a long tradition of cultural cooperation with France, and likewise, attending this market has always seemed natural for us. That said, Latin America tends to be a tricky continent for program sales, and Brazil is no exception. Our exporters come here more to initiate coproductions. This year, around a dozen companies looking for coproduction deals on programs are making the trip to Rio.They will find a young, dynamic market, brimming over with ideas and initiatives, which is taking shape around the blossoming television sector and the public broadcaster,

TV France International’s remit is to promote the international sales of French TV programs and to facilitate international coproduction. TV France International is a trade association which was created in 1994.Its membership includes around 140 exporting companies: producers, distributors and the sales division of broadcasters. It is supported by the Centre National du Cinéma et de l’image animée (CNC), the Ministry of Foreign Affairs

TV Brasil, created in 2007, which is notably looking for discovery and creative documentaries. One thing France and Brazil have in common is the presence in both countries of a great many independent producers who are eager to forge production partnerships.

Does the signature of a bilateral audio-visual agreement between France and Brazil fit into this context? The President of the CNC, Frédérique Bredin, will be attending the RCM this year. She is making the trip specially to sign the coproduction treaty between Brazil and France, which has been drawn up on the French side by the CNC. This is excellent news for fostering the kind of cooperation that producers in both countries would like to see. Brazilian and French producers will then, under certain conditions, be able to tap into financing on both sides of the Atlantic, which is bound to help structure partnerships and further the exchanges initiated at the Rio Content Market.

French Internet User profile(1) France and Brazil have been cultivating a mutual reverence for their filmmakers ever since Cinema Novo broke onto the scene at the Cannes festival in the early 1960s with films by Anselmo Duarte and Glauber Rocha. At the end of that decade, our countries signed a filmmaking co-production agreement, revised in 2010. Thanks to this agreement, many truly excellent films have been produced and screened at prestigious international film festivals, including Thierry Ragobert’s 2011 Amazonia ; Walter Salles’ 2012 On the Road or, more recently, Carlos Diegues’ The Great Mystical Circus (yet to be released). French-Brazilian collaborations have also led to some great television work, notably with the historic international co-production of the miniseries adaptation of Jean-Christophe Rufin’s novel Brazil Red. In order to strengthen these cultural links and promote closer ties between artistic communities and audiences, we are planning, in concert with ANCINE (Agência Nacional do Cinema), to propose to our national authorities to extend the official coproduction agreement between France and Brazil to the broadcasting sector. Created by the law of 25 October 1946, the Centre national du cinéma et de l’image animée (CNC) is a public administrative organization, set up as a separate and financially independent entity. The centre comes under the authority of the ministry of culture and communication and Mrs Frédérique Bredin is its president. The principal missions of the CNC are: regulatory; support for the film, broadcast, video, multimedia and technical industries; promotion of film and television for distribution to all audiences; preservation and development of the film heritage.

The Tax Rebate for International Productions (TRIP) Granted by the CNC – French National Center for Cinema, TV and the Moving Image, the Tax Rebate for International Productions concerns foreign projects (projects initiated by a non-French company) which have been wholly or partly made in France. The Tax Rebate amounts to 30% of the eligible pre-tax expenditures and is capped at €30 million per project. A minimum of € 250,000 (or at least 50% of the production budget, whichever is lowest) must be spent on French qualifying expenditures. Projects have to include elements related to the French or European culture, heritage and territory.

The projects have to be works of fiction but the TRIP is comprehensive in scope: animation or live action projects, feature films, TV series, web series, direct2Vod, VR, VFX and post-production are accepted. In 2016, 36 projects and €168 millions were spend in French, twice as much as 2015. For 2017 the expectations are even higher. Since the minimum spend required of foreign producers was reduced from € 1 million to € 250,000, the number of foreign productions in the country is expected to increase even more. The reduction is attractive to brazilian and latin american projects, including telenovelas, which may be interested to film in France in the future.

Film France Film France, a state-funding agency (supported by the CNC) in charge of promoting France, is the first stop for foreign production companies and individuals preparing to film in France. A network of local film commissions throughout the country offers free information on locations, crews, labour rates and facilities. Film France provides assistance with contacting appropriate agencies

regarding immigration/work permits and filming permits, as well as information regarding labour rates, studio facilities, post-production facilities and suppliers. Film France also provides information about coproduction opportunities in France and assists foreign producer who want to apply for the TRIP (Tax Rebate for International Production).
