THE COLLEGE COAT OF ARMS

The elements of the College coat of arms are explained below:

the owl is a symbol of wisdom the shield, separated by a chevron, symbolises the roof of the house in which most general practice takes place. One side is white to represent day and the other black to represent night. The three spaces are occupied by a white poppy, signifying relief of pain and suffering; a gentian flower indicating medicine and the restorative and rehabilitative role of the GP; and, finally, the Greek lamp indicates the importance of study and research in the work of the College and links with the lamp of nursing.

the unicorn is adopted from the Worshipful Society of Apothecaries. the lynx is adopted from the arms of the Royal College of Surgeons. the gavel symbolises authority. the serpent is the ancient symbol of medicine.

The College arms were granted in 1961 by the College of Arms in England (a separate but almost identical coat of arms was approved by the Lord Lyon in Scotland).

The College motto

Cum Scientia Caritas – compassion with knowledge.

Robes and insignia

The current President’s gown was instigated in 2012 to mark the 60th anniversary of the College.

It has incorporated the College arms and reflects the College blue of our modern logo.

The President’s chain was gifted to the College in 1958. It is cast in 9 carat yellow and white gold and consists of a medallion of a white gold poppy entwined with a yellow gold foxglove and alternating with entwined serpents in white gold. The medallion of the College coat of arms was added in 1963.

The Members’ gown is black with white facing.

The Chair of Council wears a badge that incorporates the College arms with the names of all previous College Chairs on the ribbon in gold.

THE ROYAL CHARTER

An organisation or other body can only be recognised as an independent legal entity if it has been granted either a Royal Charter or a Memorandum and Articles of Association by the Board of Trade.

It would be fair to say that there was more than a little resistance to the formation of an independent college of general practitioners in the early 1950s not least by the three London based medical royal colleges then in existence In view of this, the College’s founders were advised to seek a Memorandum and Articles rather than a Royal Charter as this was a process that was less likely to be challenged by others. Such Articles of Association were granted in 1952.

The plan had always been to apply for a Royal Charter and this was duly granted in 1967 It was formally presented to the College in 1972 when HRH Prince Philip, Duke of Edinburgh became the College’s first royal president.

In common with other Royal Charters, the charter is a vellum document with a large wax seal attached to it. It is a valuable document and is currently kept in the climate controlled college archives. It is only displayed on very special occasions

RCGP 70 70 years of best practice

In 1951 Dr John Hunt and Dr Fraser Rose published a joint letter in the British Medical Journal and The Lancet seeking support for a new college. The response was overwhelmingly enthusiastic and thus in November 1952 the College of General Practitioners was legally formed.

The past 70 years have seen the college work tirelessly to improve patient care, clinical standards and GP training establishing itself as a leader and advocate for the continued development of the discipline.

November 2022 marks the 70th Anniversary of the College. To commemorate this we have launched a brand new exhibition exploring the formation of the College, its highlights

The new exhibition at 30 Euston Square follows the story of the College from its inception in 1952 to the present day. Starting with the role of the GP prior to the formation of the College it goes on to explore the history of the College through themes such as the evolving role of the GP, Campaigning for a College, establishing a College, Research and Innovation and Under Pressure.

Welcome to the Royal College of General Practitioners Members’ Ceremony. We are delighted to welcome you and your guests to this very special occasion here in London.

The RCGP exists to help its members deliver great care for patients. Being a GP is a rewarding and stimulating but demanding profession, and the times when we can celebrate our successes together are very special. This is particularly true as we restart our live presentation ceremonies following a long gap caused by the Covid 19 global pandemic. Today we formally and joyfully! welcome new Members, Award winners and Fellows to the RCGP; this event marks your efforts and achievements and hopefully will create some very special moments and memories. We want to say “Thank you!” to all of you for choosing general practice, and also want to thank all those who have supported you in your journey.

We hope that today will leave you feeling proud, and will encourage you to find out more about the opportunities that the RCGP can offer. Having professional networks is a key means for career development and personal wellbeing. Whether CPD, peer support, guidance from others at different career stages, special interest groups, and new professional opportunities, we want to answer your questions and help you use your membership to the full and build on

this momentum across the next stages of your careers.

The RCGP also advocates on behalf of our speciality, and are always keen to hear your views and ideas. Other parts of this booklet point out the role of your local Faculty, who have representatives who speak for members on Council, and guide the College on members’ needs.

As President, I am elected to represent the members. I am delighted that I will meet many of you today in person and to be part of your celebration. You deserve your award! And I am sure it will help you to aspire to even higher professional commitment to excellent patient care. As the College motto says “Cum Scientia Caritas” scientific skill applied with compassionate kindness. Being a GP is a vocation where interacting with the patient as a human being can matter as much to effective diagnosis and treatment as the technical knowledge. You deserve others to be kind to you, as you undertake this vital work. You’re automatically part of the community as a newly qualified RCGP member and there will be a representative on your Faculty who can link you in to the network. We provide networking and CPD, and a chance to ask the questions you didn’t realise you had There are a wealth of resources on the College website too, which you can access via the QR code at the bottom of the page.

We’d love you to get involved with the RCGP whether at a local or national level. We have an opportunity to shape the future of General Practice and we want to hear your voices.

Her other passion is teaching and she fulfils this through being an Educational Supervisor, Training Programme Director for KSS Deanery and a GP Appraiser. Paul Freeling Award

The Paul Freeling Award which is given for innovative or meritorious work in the field of specialty training for general practice and recognises the work of those involved in teaching of trainees

Dr Avril Danczak has been delivering Masterclasses on Consultation skills, training the GP trainers (TALC) in the North West for many years and has contributed most of the written content, podcasts and contributed to content development.

This innovation is open access aimed at any health profession that consults with patients. Its use of multimedia (PDF, video and audio podcasts) makes it accessible to all clinicians at a time of their choice The format can potentially reduce differential attainment, by being interacted with at the clinicians own speed and is open to clinicians who might be shy and not engage in a group consultation skills setting. It can be used locally, nationally or internationally.

George Abercrombie Award

The George Abercrombie Award is given for special meritorious literary work in general practice. Particular consideration is given to contributions to the literature of general practice internationally.

Professor David Misselbook

Professor David Misselbook writes elegantly on complex and nuanced topics and has a keen editor’s eye to select, curate and edit articles for the greatest impact. He has been the Senior Research Ethics adviser for the BJGP since 2011 and stepped in, at short notice, to be Deputy Editor of the BJGP in September 2020 for over a year. He was a south London GP for 30 years and more recently Associate Professor of Family Medicine, RCSI Bahrain.

He has a particular interest in medical ethics and medical education with research interests in patient centred care, metaethics and virtue ethics. He has had senior leadership roles at the Royal Society of Medicine, the Academy of Medical Royal Colleges and the Society of Apothecaries.

He has written one textbook, edited two textbooks, written 5 textbook chapters, published peer review papers, editorials and review papers. He has also written many viewpoint and opinion pieces as well as educational series such as the well received A Z of Medical Philosophy in the BJGP

John Horder Award

The John Horder Award is presented to a staff member who has given exceptional service in terms of promoting the objectives and values of the College.

Andrey Gladkov

Andrey Gladkov is the Head of International Programmes and Administration, Professional Development

Andrey has given exceptional and sustained contribution to building RCGP's profile and influence around the world and is a natural ambassador for the College. This has been demonstrated most recently in his unstinting support and liaison with WONCA over a sustained period. Earlier in the year the College hosted the 2022 WONCA Europe Conference alongside the Annual Conference this was the biggest international event the College has ever hosted and was a showcase for the College internationally and Andrey played a key part in all arrangements. He has successfully led and provided governance overview in contractual negotiations with MRCGP[INT] sites in Europe, the Middle East and South Asia.

These partnerships have improved the competence and confidence of Family Medicine trainees and helped ensure that exit assessments from vocational training programmes are sufficiently robust to ensure appropriate standards are met before doctors enter safe independent practice. Recruitment, retention and training of the numerous International Development Advisors, External Development Assessors, Trainers and International Medical Directors have been included in this work.

Honorary Fellowship

Honorary Fellowship is given for outstanding work towards the objectives of the College. It can be awarded to doctors and non doctors from the UK and overseas.

Simon Sapper has been a lay trustee of the College’s Trustee Board for six years retired following the AGM this morning. The role is voluntary and unremunerated Simon Sapper has been an exemplary Trustee and has brought to the Trustee Board his expertise in employment relations and the world of trade unions.

He has over thirty years’ experience in campaigning (including for the Anti Apartheid Movement), and in regulatory and membership organisations and unions, across the public, private and voluntary sectors

Simon has extensive experience in governance, probity, conduct matters and industrial and stakeholder relations and has been the Chair of the Nominations Subcommittee of the Governance Committee. As a Trustee, he has always spoken with a clear moral purpose, demonstrating his independence of thought, sound judgement and integrity.

The Chair of Council’s Medal

The Chair of Council’s Medal was established to recognise the outstanding contributions made by Chairs of Council to the Royal College of General Practitioners.

Professor Anneke Lucassen

Professor Anneke Lucassen is a Professor of Genomic Medicine, consultant in Clinical Genetics and Director of the Oxford Centre for Personalised Medicine, whose purpose is communication, engaging and connecting which describes Anneke’s approach to her work perfectly.

She has been a great public speaker and effective in public engagement particularly when she was a commissioner for the Human Genetics Commission Anneke is an internationally recognised clinical geneticist and an authority with ground breaking work on the ethics of the practice of clinical genetics and the implementation of genomics.

Anneke has held a range of national leadership roles For example she was the inaugural chair of the British Society for Genetic Medicine Ethics and Policy committee, and chaired the whole society from 2016 2020. She has contributed significantly to the major developments in clinical genomics in the NHS in England over the last twenty years.

Anneke has passionately and expertly ensured that all aspects of clinical care and both the risks and benefits to patients are considered in these developments. These contributions have also extended to considering specifically the impacts in general practice and the future.

Genetics is one of those areas that naturally transcends the somewhat artificial boundaries between specialist and generalist care, and in that area Anneke excels.

Anneke has been involved and led a range of national multi disciplinary groups which have advised and produced clinical guidelines to improve clinical practice. Anneke’s publication list exemplifies work relating to general practice including work around genetic education and service delivery including implications on families. She co authored a book on Primary Care Genetics with Peter Rose which was award winning through Oxford University Press.

More recently she has worked with RCGP Genomics Clinical Champions on a position statement on direct to consumer genomic testing. She remains very enthusiastic about her professional relationships and activity with her colleagues in primary care.

Professor Adrian James

Professor Adrian James is President of the Royal College of Psychiatrists.

As President, he has consistently highlighted the implications of pressures in general practice for other parts of the NHS. He has shared good practice from RCPsych in terms of member engagement, and the EDI and sustainability agendas.

His contribution has been exceptional in comparison with his peers and the RCGP has gained greatly from this in terms of its ability to influence in its target areas.

Sian Jarvis CB

Sian Jarvis CB has held a number of positions including as previous Head of Communications for the NHS.

Sian Davis has been instrumental in developing the 10 year NHS Plan, GPs with a Special Interest, the Health and Education Action Zones and bringing new funding into general practice.

Her work has focused on inequalities and in setting up the NHS Assembly. All her work has impacted on our patients and directly and indirectly on GPs. Sian worked closely with us at the RCGP and was a great advocate for general practice and general practitioners.

Vincent Sai

Vincent Sai is CEO of The Modality Partnership and has perhaps moved general practice into the modern era with his work at Modality as a leader and as a highly experienced manager. His personal commitment to developing a new model of general practice in the UK is clear to all who work with him

He has a deep understanding of the values and the ‘heart’, of general practice and he uses this understanding as a foundation for reform.

Under his leadership the Modality Partnership has grown and is realising the benefits of working at scale. He demonstrates a strong commitment to ensuring that new ways of working are informed by a positive vision, high quality data and a robust managerial infrastructure.

The President’s Medal

The President’s Medal is awarded to a Member or Fellow who has done most to promote the aims and objectives of the College but who has not normally already achieved recognition for that contribution from the College.

Dr Miles Mack

Dr Miles Mack has made long standing contributions to general practice In Scotland; In particular to the North Scotland Faculty Board, as RCGP Scotland Chair when he led the Put patients first campaign in Scotland, in particularly calling for 11% of NHS spending to be spent on general practice. One of his key achievements was persuading the Scottish Government to move from QOF to a 'peer led, values driven' quality clusters system. He led the College's work on two important national reviews the Out of Hours Urgent Care Review, undertaken by Professor Sir Lewis Ritchie for the Scottish Government, and the new Scottish GP Contract negotiated by the BMA.

Following his completion of his term as Scottish Council Chair in 2017, he continued his service to the College by being elected to RCGP Trustee Board as a Council Trustee, also serving on the Planning and Resources Committee.

Dr Mack was elected Chair of the Academy of Medical Royal Colleges and Faculties in Scotland (Scottish Academy), which gives the medical professions a collective voice on clinical and professional issues He is the first GP ever to have been elected Chair.

During his tenure, he has led the Scottish Academy's response to the COVID 19 pandemic. Under Miles’ leadership it is now much more responsive and able to provide advice and intelligence from across the professions to the Scottish Government on an as required basis.

This has been particularly valuable in the rapidly changing environment of Covid. His calm committed leadership cemented the organisation maintaining unity at a time when fragmentation of professional opinion and response held particular risk

Dr Mack has also been involved in medical education for the majority of his career, being a GP Trainer, facilitating for the Scottish Prospective Trainer Scheme, and setting up mentoring and protected learning programmes. He has served on various education committees within RCGP and outside BMA GP Trainers Forum.

Dr Mack was involved with the GP subcommittee of NHS Highland and the LMC for over a decade, which included a period chairing the Area Medical Committee and as part of this, the LMC’s executive group. He has advised NHS Highland on mental health, and more recently facilitated meetings between small rural communities and NHS Highland with a view to collaborative rural health service redesign.
