YOUR RIGHT TO PRIVACY
Rochester Community and Technical College complies with the provisions of the Family Educational Rights and Privacy ACT (FERPA), which affords students certain rights with respect to their educational records. The following items are considered “directory information” and will be made available to the public unless the student submits a completed Request for Nondisclosure form to the Admissions and Records Office: • • • • •
Student name Program of study Enrollment status Dates of enrollment Degrees, honors, and awards received
• Courses & Registration: Provides you with current course (class) schedule, course descriptions, registration windows, registration instructions, deadlines; allows you to add, drop, or withdraw from courses. • Grades and Transcripts: Lists grades, integrated Degree Audit Reporting Systems (DARS), unofficial transcripts, and instructions for ordering official transcripts from RCTC. • Financial Aid: Check status of financial aid award, review award letter, disbursement information, when/if financial aid is applied to account, loan information, and information for graduates. • Bills and Payment: View current account balances, payment history, set up payment plan, allows for online payment or to give someone access (such as parent/guardian/spouse) to pay a bill. It also provides 1098-T tax form for annual tax return.

RCTC’s FERPA procedures can be found at www.rctc.edu/admissions/admissionsresources/student-records-policies/.
While students will use other software programs to manage their classwork and homework, eServices is the only tool you can officially add, drop, or withdraw from courses that will reflect on your student account.
STARID
LOGIN INSTRUCTIONS:
A StarID is a unique username that students can utilize while attending RCTC or any Minnesota State college or university. The StarID is used to log into programs such as eServices or D2L. This ID and password can be used if a student transfers to another Minnesota State college or university. Star ID passwords expire every 180 days.
ACCOUNT MANAGEMENT/ ESERVICES Now that you are an official RCTC student, you will have access to eServices, your online account management tool. eServices is the primary tool to manage your courses and class schedule, but it also contains the following options:
• My Dashboard: A review of the student’s account information for all Minnesota State colleges and universities you have interacted with. • Account Management: Allows students to update your mailing address and personal email if needed, opt-in to text messages, and allow students to assign someone, such as a parent or guardian, to view and pay your tuition bill.

1. Go to www.rctc.edu/eservices 2. Carefully read the statements within the box, then click on green “I AGREE/LOGIN” button at bottom of page 3. Enter your StarID 4. Enter your StarID password 5. If you want your name to print on documents, check the box next to “Display Name” 6. Click on “LOGIN” button Once you have logged into eServices, go to “Courses & Registration” in the gray box on the left side.
Next, click on “Search for a Course.”
Confirm the courses you want to take by checking the box to the left of each course. Once all courses have been selected, click “Select Course(s) to proceed to Register.”
Confirm the semester you are registering for, then choose the “Subject” of the course (eg. English), and the “Course Number.” Then, click “Search.”
Enter your StarID password and click “Register.” Clicking “Register” confirms that you are accepting any financial and academic obligations to Rochester Community and Technical College.
Browse the course offerings. If you would like more information about the course, including course descriptions, estimated tuition and fees, or any required coursework prior to enrolling in this course, click on the course name. Find the course that fits within your schedule and click the “Add” button. Continue to search for other courses as shown above. When finished, click “Continue to Review My Plan.”
If registration was successful, you will see a green checkmark next to each course.

DROPPING/WITHDRAWING FROM COURSES The first five days of each term are considered the add/drop period. Students can drop or add courses without any penalty to their account. After the add/drop period, students can withdraw from a class.
Once your schedule is up, click the “X” next to any and all classes that you would like to drop or withdraw.
IMPORTANT: ALWAYS CHECK WITH YOUR ADVISOR AND FINANCIAL AID TO SEE IF THERE ARE ANY IMPLICATIONS OF WITHDRAWING FROM COURSES. To add courses during the add/drop period, follow the REGISTERING/ MANAGING COURSES instructions on page 3.
Once you click on the “X,” the next screen will require you to re-enter your StarID password. Then click the blue button that states “Drop/Withdraw.”
To drop or withdraw from a course, log in to eServices. Next, select “Courses & Registration,” then “View/Modify Schedule.
The final screen will notify you if drop/withdraw was successful.

DEGREE AUDIT REPORT SYSTEM (DARS)
Students are issued a degree audit report (DAR), found in eServices, which will list the academic advisor or counselor assigned, as well as the advisor or counselor’s email address. The DARS report is a tool to track progress toward program/major requirements and degree completion. You will need to click on Degree Audit Portal under Academic Records to access your report.
DESIRE 2 LEARN (D2L)
D2L is RCTC’s learning management system which provides you with 24/7 access to class materials such as syllabi, schedules, instructor announcements, and lecture notes. You can submit papers electronically, take quizzes online, and interact with classmates using discussion boards and chat rooms. This program allows you to track your progress, feedback, and assignment/quiz grades. However, you CANNOT drop/withdraw your courses in D2L; that must be completed in eServices. LOGIN INSTRUCTIONS: 1. Go to https://rctc.learn.minnstate.edu 2. Enter your StarID and password A D2L tutorial is available with the tools you will need to interact in this environment. We highly encourage you to take the time to go through it. For technical support regarding D2L, contact the Technical Support Center at 507-536-5555 or tech.help@rctc.edu.
All students are provided an email account through the College. This email account is THE OFFICIAL means of communication from the College. Students need to check their RCTC email daily as staff and faculty will use this email for communication with you. Email can be accessed at https://www.outlook.office.com or on your mobile device. You can also set up your email account on your mobile device or attach it to your primary email account. Instructions for both can be found at www. rctc.edu/services/technology/email. To LOGIN to Outlook, you will need to use the following format: starID@go.minnstate.edu. Your email address is the following format: firstname.lastname@my.rctc.edu.
PRINTING SERVICES
Students receive a $30 (500 sheets) credit of paper into their print accounts at the start of each semester. This can be used for single or double-sided black laser printing. Color copies will count as five sheets ($.30/sheet) charge against your print account.
WIFI
The RCTC campus has wireless internet access available for all. To access WIFI, connect to “rctcwifi”. The first time you login, you will need to sign in using your StarID and password.
TEXT MESSAGING
RCTC allows students to opt-in for text reminders such as registration, events, and payments due. To opt-in for nonemergency texts, please visit eServices and choose “ON” for text messaging. You’ll receive further instructions from your cell phone carrier. Emergency alerts will be covered under CAMPUS SAFETY.
MICROSOFT OFFICE 365
All current RCTC students gain access to Microsoft Office 365, offered through the email portal. Office 365 also offers cloud storage for your coursework and files.
ELECTRONIC COMMUNICATION GUIDELINES
The computer resources and capabilities at RCTC must be used in an ethical and lawful manner. Violations of RCTC computer policies, standard internet etiquette, or violations of Minnesota/US laws can result in disciplinary action by RCTC and/or prosecution by legal authorities. COMPLETING/MANAGING YOUR ENROLLMENT ADVISING AND COUNSELING
Every RCTC student is assigned an Advisor or Counselor who can help you attain your educational goals. Your advisor is listed on your degree audit report (DARS), found in eServices. Beginning with new student orientation, advisors will work with you to discuss placement test results, transfer credit decisions, declared major requirements, and upcoming course registration. Students continue to work with their assigned academic advisor or counselor to develop an academic plan to ensure their educational goals can be met. Transfer planning to your next school starts today! Add or import courses from eServices and instantly see what credits transfer. Transferology also allows students to see how their college credits will apply toward different degree options. Visit www.transferology.com to create an account.

STUDENT ID CARD
Once students have registered for courses, visit Goddard Library to receive a photo ID card. The card serves as official college identification and is also used as a library card. Offices on campus will require students to show their ID before completing services. Use your ID card to gain access to athletic facilities and college events admissions.
FINANCIAL AID
Financial aid is money available for your educational expenses. It is designed to supplement the amount you and your family contribute toward your education. The primary purpose of financial aid is to provide assistance to students who otherwise would be unable to pursue their education. RCTC understands every student has a different financial situation, and we take steps to help you understand the financial aid you may be qualified for. A financial aid award consists of funding from one, or a combination of, financial aid programs and is designed to help meet your financial needs. To be considered for financial aid at RCTC, you must complete the Free Application for Federal Student Aid (FAFSA). This form must be submitted via the government website at www.fafsa.gov. Please include RCTC’s federal school code of 002373 when you complete your FAFSA to ensure RCTC receives your application information.
FINANCIAL AID CONT.
After RCTC receives your application, you will receive a letter and an email with a request for more information, or informing you that your award letter is ready to view in eServices. Award letters show your eligibility for grants and loans at different enrollment levels for the term. Please note all students are able to get an update on their financial aid status by logging into their eServices.
TUITION AND FEES
Get the latest tuition and fees table by visiting www.rctc.edu/eservices/tuition/ tuition-and-fees-table/. Special tuition rates and other fees may exist for some courses. Information on special fees will be included in the course descriptions on the semester course schedules. Tuition/fee costs are also posted in eServices. RCTC establishes due dates for final payment of tuition and fees prior to the start of each semester. RCTC will drop courses for students who do not have a financial aid application on file, have not paid in full, or have not established a payment plan. Students are responsible for knowing if they have an approved financial aid award or deferment. Student balances can be made in eServices using MasterCard, Visa, or e-check. Payments can also be made in person during business hours at the RCTC Cashier’s Office, located on the first floor of the Student Services Building.
PAYMENT PLANS
RCTC provides payment plans for students, permitting them to pay tuition and fees after the due date. RCTC may assess a payment plan fee to cover the costs of processing payments consistent with this policy. Payment plans are convenient, interest-free, and affordable. You can enroll in a payment plan by logging into eServices, then click on “Tuition and Payments.”
FINANCIAL AID DISBURSEMENT/ BANK MOBILE
All financial aid disbursements and student payroll checks at RCTC are disbursed using a system called Bank Mobile. Students will receive a green envelope in their mailbox after registering for courses at RCTC. This envelope contains your personal code and link to a website where you can designate how you want your disbursement/payment sent to you. Disbursement choices include direct deposit to a bank account, deposit to a Bank Mobile account as a debit card, or a paper check via mail. When your payment is ready to be issued, the funds will be sent to Bank Mobile. They will then issue your financial aid change, refund, and/or student payroll funds using the disbursement method chosen. If you have questions regarding Bank Mobile, stop by the Cashier’s Office for assistance or call 507-285-7311.
BOOKSTORE
Stop by the campus bookstore to purchase your textbooks, apparel, and much more! If purchasing books on campus, students must bring their current class schedule and student ID card. Students can view which textbooks they will need prior to visiting the bookstore website at rctc.edu/bookstore, and click on “Textbook Information.” Students can also order their textbooks from the website and have them shipped directly to their home. All students who have a financial aid application on file at RCTC and are registered for the current semester will be allowed to charge up to $800 in textbooks ($600 for summer) toward their RCTC bill. This program is directly available at least one week before the start of each semester and during the first week of classes. Students must present their RCTC ID card at the Bookstore to obtain the textbook charge authorization form from the RCTC Bookstore. Students purchasing textbooks online are also eligible for this program. See the Financial Aid website for more information. Financial aid funding will be used to pay textbook costs before any funds are released to the student. Students are responsible for any textbook costs whether or not financial aid covers the amount. Apparel and general supplies are also available in store and online. The bookstore accepts cash, Visa, and Mastercard.
LATE FEE PAYMENT
Tuition and fees paid after the deadline will be assessed an $80 late/payment plan fee. Students have a right to appeal this fee by contacting the RCTC Business Office with a request and detailed explanation. RCTC Orientation Guide | PAGE 8

DISABILITY SUPPORT SERVICES
The Disability Support Services Office provides academic support and advising services to assist qualified disabled persons in achieving their educational goals. Appropriate accommodations are provided to qualified disabled persons. To find out what accommodations you may qualify for, stop in the Disability Support Services Office located on first floor of the Student Services Building or contact Travis Kromminga, Director of Disability Support Services, at 507-280-2968 or email travis.kromminga@rctc.edu.
STUDENT SUPPORT SERVICES/TRIO
The TRIO program serves students who qualify in one or more of the following categories: first-generation college student, low income status, and/or documented disability. To find out more and apply for the program, contact the Student Support Services at 507-285-7230 or stop in their office located on the first floor of the Student Services Building. STUDENT CONDUCT
Students are responsible for knowing the information, policies and procedures outlined in the Student Code of Conduct. Members of the college community are entitled to a safe and positive learning and working environment. Behaviors which interfere with the educational purposes and administrative processes of the College will be addressed promptly and fairly for the safety and well-being of the College community. college sponsored activity, or off campus when the behavior adversely affects the educational, research, or service functions of the college. SEXUAL MISCONDUCT/TITLE IX
Sexual violence and other forms of sexual misconduct is an intolerable intrusion into the most personal and private rights of an individual, and is prohibited at Minnesota State colleges and universities (Minnesota State). The Minnesota State system and Rochester Community and Technical College (RCTC) are committed to eliminating sexual violence in all forms and will take appropriate remedial action against any individual found responsible for acts in violation of this policy. Acts of sexual violence may also constitute violations of criminal or civil law, or other Board Policies that may require separate proceedings. To further its commitment against sexual violence, Minnesota State colleges and universities and RCTC provide reporting options, an investigative and disciplinary process, and prevention training or other related services as appropriate. RCTC employees, including faculty members, are considered mandated reporters of sexual misconduct and as such are expected to contact the Title IX Coordinator when they become aware, in conversation or in writing, of an incident of sexual misconduct. HEALTH SERVICES
Health Services offers a variety of services for RCTC students. A registered nurse is available daily during the academic year and a nurse practitioner is available weekly. Most services are free and include: • • • •
BIT: BE AWARE. SHOW YOU CARE.
The Behavior Intervention Team (BIT) provides students experiencing distress with the support and access to college and community resources needed to be successful. Members of the college community are encouraged to refer students who may be experiencing distress or whose behaviors have raised concern for their well-being through a BIT Referral so that BIT may follow up with the student to provide additional support or assistance. BIT works collaboratively to prevent, identify, assess, and respond to student behaviors in order to support student success and maintain a safe learning environment for the College. LEARNING CENTER/ TUTORING SERVICES
All students can access our Learning Center for a variety of support to promote academic achievement at no additional cost. Tutors are available in writing, science, math, speech, BTEC, reading, and English for academic purposes. Students can find the Learning Center on the third floor of the Atrium.
LIBRARY SERVICES
Goddard Library serves RCTC and WSURochester students with high-quality facilities, study spaces, and a strong collection of online, print, and electronic materials. The third floor of the library is equipped with a computer lab with over 100 personal computers available for student use. Goddard Library offers tours at the beginning of the semester. Join in one to learn more about all the resources available to you!

EQUITY AND INCLUSION RESOURCE CENTER
The Equity and Inclusion Resource Center will serve as a bridge to community resources available to RCTC students, staff, and faculty. These resources include, but are not limited to: food insecurity; housing; healthy relationships; financial planning; scholarships and workforce opportunities; religious and ethnic affiliation groups; English language learners support; and social justice. The resources will be available both in paper form, as well as “living” form - a person from the community organizations available at the center to answer questions on a scheduled basis. The resource center is located in CC301 next to The Hive.
VETERANS AND FAMILY SERVICES
RCTC’s community is dedicated to providing services and information to support educational goals of veterans and their families. RCTC welcomes all veterans, including those returning from active duty. RCTC’s Veteran Resource Center is located on the fourth floor of the College Center Building. The Resource Center is a place for veterans, current military members, and their families to gather for support, share information, and socialize. FITNESS CENTER
The Regional Sports Center has amenities that are available for all students, including an indoor field house with a 200-meter track, four multipurpose floor courts, and a large fitness center. Student life fees covers access to the Regional Sports Center during open fitness hours. Students need to fill out a consent form prior to use. Hive Supply is stocked with non-perishable food items, personal hygiene products, and other items such as toilet paper, laundry soap, pans, and utensils. Hours of operation vary during the week. STUDENT LIFE
RCTC Student Life gives you the opportunity to expand your education beyond the classroom. Students have the opportunity to get involved in over 25 student clubs and take part in campus activities. Major employers across the nation look for leadership skills in prospective hires and being involved on campus will give you an opportunity to earn those skills first hand. STUDENT GOVERNMENT RCTC Student Senate is the official representative of the RCTC student body and provides an opportunity for students to share input on campus operations, curriculum, student life, general matters, and other issues of mutual concern through a forum process. Make your voice heard at RCTC and become part of Student Senate. ATHLETICS RCTC offers nationally renowned women’s and men’s varsity athletics including basketball, soccer, softball, volleyball, baseball, football, and wrestling. ALERT
Sign up for the free emergency notification system to receive notice by cell phone and/or email of campusrelated emergencies that threaten safety or severely impact campus operations. Notifications identified as “RCTC Emergency Alert” will note the nature of the emergency, what action (if any) students should take, and where to find more information. CAMPUS SAFETY/SECURITY
The Campus Safety department provides a service to escort students walking to and from their vehicles, between buildings, and for a variety of other reasons. Campus Safety escorts are available Monday through Friday from 7 a.m.-10:30 p.m. and on weekends from 9 a.m.-5:30 p.m. To request this service for any reason, please call Campus Safety at 507-280-5050. Campus Safety also responds to minor disturbances; serves as the campus lost and found; and offers vehicle services of jump-staring batteries, locating vehicles, and filling out accident, theft, and damage reports.
