WELCOME TO RCTC On behalf of the faculty and staff, welcome to Rochester Community and Technical College (RCTC)! We’re excited you have chosen the oldest public two-year college in Minnesota as your higher education provider; and whether you’re a new student just starting out, or a returning student ready to take on a new year, we’re here for you. Within this handbook, you will find key policies and other valuable information that will help you navigate your way around the College. As a student, you are responsible for being familiar with, and adhering to, those policies/procedures that apply to you as a student. Welcome back returning students of RCTC, and hello to the incoming freshman class. I hate to be the one that reminds you that it’s over, but I sincerely hope you enjoyed the summer of 2016. Now let’s get ready for an abundant fall season. As your Student President, I’m very excited for what’s in the making this year. During the summer, I’ve been working closely with Student Life and they have planned plenty of events for you such as awareness topics, campus and sporting events. Attending Student Life events is an exciting way to connect with faculty, students and staff outside of the classroom. I would also encourage you to participate in Student Senate. It’s an incredible opportunity to develop professionally and to work with other two year colleges throughout the state. You’ll gain real world experiences by meeting with government officials, taking trips, and most importantly making a change for your student body as well as yourself. The beauty of being involved is that you have plenty of options, ranging from campus clubs, sports, music, theater, and art. Engagement is the key to having a successful and fulfilling school year. You made it through the search, application process, orientation, registration and now it’s time to attend your classes. Here’s some tips for how to help you get the most out of your time at RCTC. 1. Learn what resources RCTC has to offer and where they are located. 2. Be familiar with course requirements. Read the syllabus! 3. Set a daily schedule and stick to it. 4. Assess and improve your study habits. 5. Know how to use the campus library (www.rctc.edu/library). 6. See your counselor/advisor more often than you think you need to. 7. Get involved in campus activities. It’s the only way you’ll know what’s out there. 8. Take your health seriously. Eat healthy and get enough sleep to help you succeed in college. 9. Learn how to manage stress. Try a stress management course! 10. Set realistic goals and follow through with them. This is not only in the academic area... it pertains to the activities you participate in, the groups you join, the part-time work you do, and your social life.

Normal business hours are Monday-Friday from 8:00am-4:30pm, however, there are a few departments that hold extended hours. Buildings are generally open from 6:00am until 10:00pm Monday through Friday. While the campus is open Saturday and Sunday until 5:00pm, most service areas are not staffed on the weekend. Heintz Center is closed on Sundays. How do I find my advisor?

Every student has an academic advisor or counselor who is here to support students in their educational growth and guide them through program requirements. Your assigned counselor or advisor appears on your schedule and on your Degree Audit Report (DARS). www.rctc.edu/counseling_career_center/html/advisors.html

What’s the difference between an advisor and a counselor?

An academic advisor assists students with academic decisions, helps students clarify academic goals and understands how courses fit into these goals. A college counselor is a credentialed counselor, experienced in assisting students with academic, transfer and career planning. Counselors also provide crisis counseling and services to assist with family and personal relationship concerns.

Where do I go when I’m feeling sick?

Students are welcome to visit the Student Health Services Office, located in the Health Sciences Building, beginning August 15. A registered nurse is available daily to assist with first aid/illness care, health screenings and health education/information. There is no charge to the students to see the nurse or a physician but a minimal fee may be charged for certain services or supplies. The Student Health Services Office is open M-Th from 8:00am-3:30pm and Fridays from 8:00am-1:30pm. What’s the difference between eServices and eForms?

eServices is a platform on the RCTC website that students use to register, check grades, order transcripts, pay their tuition, check their balance, find their financial aid award, and much more. www.rctc.edu/eservices/ eForms is a webpage that houses admissions forms available online to students. These include academic petitions, suspension appeal, change contact form, program applications, graduation application, major change, transcript retrieval, as well as others. https://secure.rctc.edu/apps/admissions/eforms/form_list.html

Why do I have two ID numbers?

Your StarID is a unique username that you can utilize across all Minnesota State colleges and universities campuses to access information technology systems. Students who plan on transferring to another school in the Minnesota State colleges and universities system will continue to use the same StarID and password when they transfer. You will use your StarID coupled with your distinct password to log on to college computers, eServices, Brightspace, email, and others. Students are assigned a unique 8-digit Stinger ID as well. Students need this number anytime they work with Admissions or Financial Aid. This will be included on a student ID card that they get from the Library which is used for entry into athletic events, theatre and music events, or checking out library materials and IT equipment. This is also used to access on-campus printers and entry into the Learning Center.

It’s snowing...how do I know if the campus is closed?

When it is determined that weather has made it unsafe to travel to campus, the RCTC President will close the campus. This decision will be announced publicly through local television and radio stations, the RCTC website, Social Media, and through the Emergency Alert System. Students’ campus email will automatically be enrolled in this system but students can also opt in to receive phone calls and text messages. Opt in today at www.rctc.edu/security/ems.html.

I have a documented disability. Are there resources for me on campus?

Yes. The RCTC Disability Support Services Office offers services such as extended time, a scribe, a reader, or a sign language interpreter for taking tests. Quiet testing rooms are also available for students who qualify for Disability Support Services. Contact the Disability Support Services Office at (507) 280-2968 for further information or to apply for services.

What is TRIO Student Support Services (SSS)?

TRIO Student Support Services (SSS) is a program that is funded through the US Department of Education and serves 250 students each year. To qualify for SSS, you must be a US citizen or permanent resident alien and be a first-generation college student, low income OR have a documented disability on file with Disability Support Services. SSS provides advising, peer tutoring, career exploration, resume writing, money management training and much more. For more information or to apply for SSS, please call the SSS Office at (507) 285-7230.

My instructor doesn’t take attendance. Do I still need to go to class? YES! You have paid money to receive an education. When you don’t attend class, you miss a great deal of that learning. In addition, studies show that students receive higher grades when they attend class regularly. If students do not maintain satisfactory progress, they will not be eligible for financial aid and will not be allowed to register for classes in subsequent semesters. The bottom line? Keep going to class!

How do I change my address?

It is essential that you maintain current contact information with RCTC so you receive all of the important information to keep you moving toward completing your goal. You can change your address by logging onto eServices and clicking on Account Management on the left side of your screen. You can also change your address at the Admissions counter.

What is DARS?

DARS is an acronym for Degree Audit Reporting System. DARS is a tool to assist you and your advisor in the process of course selection and academic program planning to keep you on track for graduation. To learn how to read your DARS report, check out this webpage. www.dars.mntransfer.org/CAP/RIA.pdf. You can run your DARS report in eServices. For more information on DARS, please see your advisor or counselor.

How do I get my financial aid? All Financial Aid disbursements and student payroll checks at RCTC are disbursed using a system called BankMobile Disbursements. When your payment is ready to be issued to you, the funds will be sent to an agency called “BankMobile.” BankMobile will then issue your financial aid change check and/or student payroll check using the disbursement method you designate. You can choose to have your funding sent to your own bank account, to a BankMobile Vibe Account, or sent by paper check via mail. You willl receive a GREEN ENVELOPE containing a Refund Selection Kit in your mailbox after you register for courses at RCTC. You will use this kit to make your refund/payroll selection at www.refundselection.com. If you have questions, please contact the RCTC Cashier’s Office at (507) 285-7311.

Are there any opportunities for students to study abroad at RCTC? RCTC offers short term study abroad programs that provide unique learning opportunities that broaden students’ awareness of diverse cultures. See your instructor or the Dean of Academic Effectiveness and Innovation for more details.

Follow the Yellowjacket Road to Graduation! 1. Decide what your major is and declare it officially with RCTC. 2. Meet with your advisor or counselor. 3. Register early to get the courses you need. 4. Attend and participate in your courses 5. Successfully complete your courses. (Maintain a minimum 2.0 cumulative GPA and 67% completion rate) 6. Check your Degree Audit Report (DARS). 7. Meet with your advisor or counselor again. 8. Apply for graduation. 9. Make sure your major, address, phone number and other contact information is up to date with RCTC. 10. Student Life

Student Senate

The RCTC Student Senate administers a diverse, world-class, Student Life program for the lifelong educational development and betterment of RCTC stakeholders. Contact Student Senate at (507) 285-7207 to learn more about getting involved.

Veterans Resource Center

Student Life offers student veterans an on-campus place to gather for support, share information, and socialize. The Veterans Resource Center provides a friendly environment for veterans, current military members, and their families. The center is located on the fourth floor in room CC409 directly above the cafeteria. Stop by and check it out!

Student Newspaper

The Echo is RCTC’s newspaper. As one of Minnesota’s finest student publications, it has won numerous awards. Contact Dwight Boyum (507) 529-6131.

Music

Theater

Athletics

RCTC offers nationally renowned varsity athletics. Women’s basketball, golf, soccer, softball and volleyball. Men’s baseball, basketball, football, golf and wrestling. Sports Center

The Field House features a 200-meter walking/running track, four multipurpose courts available for student use during open gym. Students, staff, and faculty are allowed to use the Fitness Center at no additional cost per semester. For safety, security and utilization tracking, all participants must present their valid ID card at the front desk and all participants must complete the Assumption of Risk, Waiver of Liability and Indemnity Agreement found online.

Student Emergency Fund

The Student Emergency Fund (SEF) is made available in part by grant funding from Great Lakes Higher Education Guaranty Corporation and in cooperation with the Advising/Counseling department, Financial Aid and the RCTC Foundation. The SEF assists RCTC students by providing financial support when they need assistance with unexpected emergency expenses surrounding situations such as accidents, illnesses, death of a family member, transportation issues, fire damage or need for temporary housing. Students who are in need of emergency financial assistance should contact the Advising/ Counseling Department at (507) 285-7260 or in person at SS133. Student Food Cupboard

The RCTC Student Food Cupboard is open on Tuesdays and Wednesdays from 11:00am-4:00pm and is located in CC406 on the fourth floor of the College Center above the Cafeteria. Free to students in need with a current RCTC Student ID. Students may visit once per week and collect a maximum of 10 items per visit. Donations are always welcome! FINANCIAL INFORMATION

SCHOLARSHIPS The RCTC Foundation offers a variety of scholarships to incoming, returning, and graduating students. All scholarships offered through the RCTC Foundation are made possible by generous donors. The online application portal will reopen November 30, 2016 through March 3, 2017 for the 2017/2018 academic year. For more information on scholarships offered through the RCTC Foundation please visit www.rctc.edu/foundation.

GRANTS A “grant” is financial aid funding that you generally do NOT need to repay. Grants are only repaid if you withdraw, stop attending or otherwise fail to complete your courses. Eligibility for most grant programs are based on income. Several grant programs are available to RCTC students who qualify. To be considered for most grants, a student must first complete the Free Application for Federal Student Aid (FAFSA) through the U.S. Department of Education. LOANS

Unlike other types of aid, a student loan must be repaid, along with all fees, charges and accumulated interest. Student loans typically are not repaid until after the student has graduated, withdrawn from College or dropped to less than half-time status. RCTC has loan programs available for students and their families. To qualify for a student loan(s), the student must be currently enrolled in 6 or more credits. Our Loan Comparison Chart helps to explain the differences in each loan type. For information on loans: www.rctc.edu/financialaid/html/loans.html Students MUST attend class regularly and maintain satisfactory progress to remain eligible for scholarships, grants and loans.

TIPS FOR FINANCIAL SUCCESS AT RCTC • Finalize your Fall registration by August 26, 2016 and Spring registration by January 13, 2017. Registration changes after this date may not qualify for financial aid funding. • Attend all classes, complete assignments and stay in contact with your instructors! • Maintain a minimum 2.0 cumulative GPA and complete a minimum of 67% of all credits attempted. • Repeating a course? Financial aid can pay for only one repeat of a previously passed course. • If you stop attending your courses or completely withdraw, you could end up owing a sizeable refund to the financial aid programs. See your advisor or the Financial Aid staff before changing your registration. • Financial aid will only pay for 30 credits of developmental courses (classes numbered below 1000). • If you change majors, see the Financial Aid Office. (Not all majors are eligible for financial aid.) • Stay on track with your educational goals. Attempting too many credits before reaching graduation may result in having to file an appeal to complete your program. • There is a maximum amount of financial aid you can receive in one school year and throughout your entire college career. Limitations apply to Pell grants, state grants and student loans. See the Financial Aid office if you have attempted more than 150% of the credits needed to complete your degree.

D2L Brightspace D2L Brightspace is RCTC’s course information management system which provides you with 24/7 access to course material such as syllabi, schedules, announcements, and lecture notes. You can submit papers electronically, take quizzes online, and interact with others using discussion boards and chat rooms. This environment allows you to track your progress, feedback and grades.

Email

All students are provided with an email account through the College. This email account is the official means of communication from the college. Please note your login will be your StarID and password. Your email address is: firstname.lastname(4 numbers of StarID)@mb.rctc.edu – Example: joseph.smith1234@mb.rctc.edu. Email can be accessed at: https://www.outlook.com/mb.rctc.edu or on your mobile device.

WIFI The RCTC campus has wireless Internet access available for all. To access the WIFI, connect to the RCTC HIVE and enter “expecttheunexpected” as the password.

Guidelines for Electronic Communication The computer resources and capabilities at RCTC must be used in an ethical and lawful manner. Printing on Campus

Students can now print to any campus printer from any campus computer using their ID card. Once students hit print on the computer, they can go to any printer, swipe their ID card and the job will print on that printer. RCTC students receive credit to print 500 pages free per semester, and if you need additional print credits they can be purchased at the TSC desk.

Software for Student Home Use

RCTC students have access to Microsoft and Adobe software at either a discounted cost or no cost to them. If students have other software needs, they should always ask their vendor for an educational discount.

RCTC/WSU-Rochester Degree Completion Programs

Winona State University is co-located with RCTC. We share facilities such as food service, Fitness Center and Health Services, as well as important academic functions like the Welcome Center, Bookstore, Learning Center, Proctoring Center and more. WSU-Rochester bachelor’s degree completion programs include: Accounting, Business Administration, Computer Science, Elementary Education, Individualized Studies, Nursing, Nursing (RN to BSN) and Social Work. WSU offers the Path to Purple program for RCTC students. Our students can take advantage of the Path to Purple program in a variety of ways: • Students can enroll at RCTC as part of the Path to Purple/2+2 program to earn an associate’s degree, then move on to complete a bachelor’s degree in selected academic programs with WSU-Rochester on the Rochester campus or WSU on the Winona campus. Courses may be delivered through the classroom, interactive television (ITV), online and/or hybrid. • Students can initially enroll in RCTC and then make an independent decision as to when they want to apply for admission to WSU. • Students who do not initially qualify for admission to WSU can enroll in RCTC to gain sufficient academic standing to qualify them for acceptance with transfer student status at WSU. BEHAVIORAL INTERVENTION TEAM (BIT) While interacting with individuals across the College community, students, faculty and staff may be confronted with situations in which a student is displaying concerning behavior. The Behavioral Intervention Team (BIT) Model is designed to provide timely and supportive assistance in such instances. Behaviors of concern might be observed in a number of settings: in the classroom, at a service location or office, at an on-campus job or during participation at an extracurricular activity, among others. By reporting behaviors of concern, the College community will enable BIT to reach out to the students in order to intervene, provide direction, and connect them with resources that can assist in stopping and redirecting the behavior. It is the responsibility of each student to be familiar with College policies and procedures. Policies will be made available, upon request, in an alternative format such as large print or audio tape. A sampling of RCTC and Minnesota State policies is found below. Alcohol/Controlled Substances Policy (RCTC Policy 5.18) The possession, use, and sale of alcoholic beverages or illegal drugs is prohibited on the college campus or during any college sponsored activity, either on or off-campus for students, college employees and campus visitors. Exceptions to this policy may be approved by the College President, consistent with Minnesota State policy 5.18.1. Fresh Start (RCTC Policy 3.17.7) Students returning after at least a 2-year lapse of attendance may apply for a Fresh Start which allows the exclusion of previous grades and withdrawals that are detrimental to the GPA and/or completion rate. Possession or Carry of Firearms (Minnesota State Policy 5.21) Firearms are restricted from being carried on the RCTC campus except under certain circumstances. Repayment of Financial Aid (Return to Title IV Refund) (RCTC Policy 7.4.1) Students who receive financial aid and withdraw or stop participating will be required to make a repayment to the financial aid programs with which they were funded. Satisfactory Academic Progress (RCTC Policies 2.9.1 and 2.9.2) In order to remain eligible for continued enrollment at RCTC and/or financial aid assistance, students must meet minimum standards for satisfactory progress. Federal and State law requires that a recipient of state or federal financial aid must be making Satisfactory Academic Progress (SAP) toward a degree. The standard requires students to maintain a cumulative GPA of a minimum 2.0 and a minimum completion rate of 67% or higher; at the conclusion of every term, the progress of all students is evaluated, with students not meeting the requirements being placed on Academic and Financial Aid Warning or Suspension. Student Data Practices (RCTC Policy 2.14) Management of the information maintained about each student is governed by federal and state laws; check out this RCTC policy for information about how your records are handled, as well as your rights under the law.

Student Right-to-Know (RCTC Policy 6.4.3) Student Right-to-Know is a federal law that requires colleges and universities to disclose certain information, such as transfer-out rates, graduation rates, and more. STUDENT COMPLAINT POLICY General Complaint Process

Discuss the complaint in a face-to-face conversation with the instructor or staff member at the earliest possible time. If the student is not willing to talk to the instructor or staff person or has talked to the instructor or staff person without satisfaction, the student should discuss the complaint with the appropriate supervisor. If the complaint is not resolved at this level, a grievance may be filed.

Formal Grievance Process

A student wishing to file a grievance must do so in writing using the Student Grievance Form obtained from the Office of the President or Vice Presidents. See Student Grievance Policy on the web at www.rctc.edu/policies/education/Student_Grievance.html.

Grade Appeal Process

What is Sexual Violence? Sexual violence occurs when someone is forced, coerced, or manipulated into unwanted sexual activity against his or her will or when a person is incapable to give consent due to being underage, having an illness or disability, or being incapacitated due to alcohol or other drugs. Consent can be initially given, and then later withdrawn. Definition of Consent: Consent is informed, freely given and mutually understood. The Minnesota State/RCTC Sexual Violence Policy can be found at: www.rctc.edu/policies/system/SexualViolence.htm

Stay Safety Conscious! • Know your resources. Locate Student Health Services, Campus Safety, and other campus

and community resources. Program Campus Safety into your cell phone (507) 285-7262. • Stay alert. Be aware of your surroundings. Ask a friend or a Campus Safety officer to walk you to your car. Only use headphones in one ear to stay aware of your surroundings. • Be careful about posting your location. Don’t post your location on Facebook or Twitter. • Make others earn your trust. Get to know people before you share your contact information • Think about Plan B. Memorize a few phone numbers to call if you lose your phone. Carry some emergency cash in case you can’t use a credit card. If you drive, do you have a spare key hidden, gas in your car, and a set of jumper cables? • Make a plan. If you’re going out for the evening, go with people you trust. Agree to watch out for each other and plan to leave together. If your plans change, make sure to touch base with the other people in your group. Don’t leave someone stranded in an unfamiliar or unsafe situation. • Protect your beverage. Don’t leave your beverages unattended, and watch out for your friends’ beverages as well. If you go to the bathroom or step outside, take the beverage with you or toss it out. Drink from unopened containers or drinks you watched being made and poured. It’s not always possible to know if something has been added to someone’s beverage. In a drug-facilitated sexual assault, a perpetrator could use a substance that has no color, taste, or odor.

What to do if you are a victim of sexual violence

If you are a victim of sexual violence the VERY FIRST thing to do is get to a safe location and seek medical attention. Preserve evidence of the assault by not eating, drinking, smoking, urinating, bathing or showering, douching, brushing your teeth, or changing your clothes. Write down details of the assault to help you remember if and when you file a police report. You may select to have a Physical Evidence Recovery Kit exam if you decide to pursue a criminal investigation, but you MUST get medical care as soon as possible. Second, seek the emotional support and legal resources you need.
