Welcome As the President of Rochester Community and Technical College, I am pleased to welcome you to the oldest public two-year college in Minnesota, and one of the oldest in the United States. This year, RCTC will celebrate its Centennial with year-long activities and events for faculty, staff, students, and the community. While completing your studies, we encourage you to engage with as many of the celebratory events as possible and continue to be part of the amazing history at RCTC. I also hope to have the opportunity to visit with many of you during the year, whether it be while visiting a classroom, at an athletic, music, or theatre/ event production, or just passing by you in the hallways. If you see me, please say hello and let me know how your year is going. I encourage you to read this Student Handbook carefully. It is meant to acquaint new students and remind returning students about all that RCTC has to offer. The College offers advising and counseling services to all students, and specialized advisors for veterans, persons with disabilities, international students, minority students and online students. Rochester Community and Technical College has state-of-the-art classrooms, labs, and shops supporting more than 70 programs in technical and liberal arts education. In addition, the College actively collaborates with employers to ensure you have excellent employment opportunities once you’ve completed your studies at RCTC. Rochester Community and Technical College has 95 articulation agreements with two and four-year institutions, ensuring the credits you earn at RCTC are accepted at those transfer institutions. With more than 191 All-Americans, you can believe that a rich, whole-person college experience isn’t just the domain of four-year universities. RCTC offers nationally renowned varsity athletics. Campus Safety The Campus Safety Department is an integral part of the Rochester campus. Career Center The Career Center is located in SS133 within the Counseling and Advising Center. The Career Center library is updated on an ongoing basis. The counseling department helps students to explore careers by offering SIGI3, a computer-guided career exploration program, and follow up meetings to create an academic plan that goes along with the student’s career plans. The Career Library includes 4-year university guides, transfer guides, many college and university catalogs, personal self-help material and other career resources. To access the career information, please make an appointment with a counselor or stop in to browse or take advantage of a walk-in visit with a counselor.

The city of Rochester and surrounding communities offer varied opportunities for students who need part-time employment. Jobs are not guaranteed, but most students are able to find work. Comprehensive Learning Center (CLC) Our tutoring program has been internationally certified by the College Reading and Learning Association (CRLA). Certification means that the Comprehensive Learning Center (CLC) meets internationally accepted standards for tutor selection, tutor training, and tutor evaluation, as well as for overall program management and evaluation. The CLC provides students in many disciplines with a variety of support to promote academic success and personal and professional achievement.

In the CLC you can get tutoring help for any or all aspects of MTh from 9:00am-5:00pm computers, no matter what your comfort level. We provide TW from 11:00am-7:00pm tutoring in the basics of D2L, RCTC and WSU computer systems and email, as well as more specialized computer F from 8:00am-4:00pm programs such as Access or SPSS. Counseling and Advising At RCTC, counselors and academic advisors are available to assist you in making the learning experience at RCTC a positive one. Every student is assigned an academic advisor or counselor who is here to support students in their educational growth and guide them through program requirements. A Counselor is a licensed and nationally certified career counselor who is experienced in assisting students with academic and career planning, transitioning and adjusting to college, goal setting, special accommodations, selecting classes to take, deciding on a major, choosing a career, choosing the right RCTC degree, getting help for academic problems, graduation checks, and locating additional help for other concerns. Counselors also provide services to assist with family and personal relationship concerns and provide referrals to community agencies.

Proctoring Center RCTC and WSU offer testing services in the secure, quiet environment of AT209 for students who cannot take a scheduled class exam. This has proven to be a valuable service as it is sometimes difficult to coordinate a time when students and instructors can meet for a monitored exam outside of class. In addition, students taking online or traditional courses at institutions other than RCTC and WSU may also arrange for testing times. Finance and Facilities What’s in Finance and Facilities for me?
• Mailroom: shipping and receive mail, bulk mailings • Purchasing: when ordering items for your clubs or organizations • Accounts payable: if your club or organization has ordered an item, we need your advisor to approve the invoice for payment • Keys: if you are working in an area that you will need access without a supervisor available • State vehicles: traveling for your club, organization or student worker position • Cashier’s office: pay your tuition, drop off your 3rd party authorization • Higher One: stop at the cashier’s office if you have questions about how you will receive your student worker payroll, or change from financial aid disbursements. Financial Aid Financial aid is the most common approach for help in financing your education. RCTC awards in excess of $42 million each school year from a variety of financial aid programs including grants, scholarships, work earnings, and student loans. Students who wish to be considered for grant, work study, and/or student loan assistance must complete the Free Application for Federal Student Aid (FAFSA). The free application is completed online at: http://www.fafsa.gov/. RCTC’s Federal school code is 002373. Students applying for financial aid must be admitted as a degree candidate at RCTC. Generally students must be enrolled at least half-time (6 credits) to be eligible for financial aid. Foundation Scholarships Change Lives!
The RCTC Foundation scholarship process is quick and easy requiring a simple online application. Students should not assume a high GPA is essential to win scholarships and all students are encouraged to apply. The online application portal for the Fall 2016/Spring 2017 scholarships will be open August 31, 2015 through March 4, 2016. Watch for notices around campus, in the student email, classroom announcements, and ECHO newspaper. Recipients of scholarship awards are notified through email communication in mid-April. In 2015, Rochester Community and Technical College and the community celebrated the awarding of more than $270,000 in scholarships to RCTC students. The RCTC Foundation offers a variety of scholarships for incoming, returning and graduating students pursuing degrees in a variety of fields. How to Write a Thank You Note Sending a thank you note is just good manners! Thank you notes or letters are written to personal acquaintances or to businesses that have offered you an opportunity. A thank you note is a simple way to acknowledge the generosity or thoughtfulness of someone. Thank you notes are most often neatly handwritten on stationery or a note card; however, a formal typed letter may also be acceptable in a business situation. Timeliness: Send your thank you note as soon as possible after receiving a gift or having an experience for which you are thanking the individual/organization; certainly send it within two weeks. Personalize Your Letter: Greet the person either informally with a first name or formally, using a title or Mr./ Ms., depending on your relationship to the individual. Keep it Simple and to the Point: Express your thanks and mention how you will use the gift or tell what the experience means to you. Follow that by mentioning something about the future as it relates to your gift or reflecting on what your future relationship is to the giver. Close and Sign Your Name: You may restate your thanks or close with “sincerely,” “warm regards,” “love,” etc. depending on your relationship to the giver and neatly sign your name. Proofread Your Note: Make sure the grammar and spelling are correct.

Money Management Types of Debt
How you repay debt determines your credit rating, so knowing about the types of debt is important. Installment loans are for big-ticket items such as cars or homes. Installment loans are paid in monthly fixed amounts and are normally secured (i.e. backed by something of value, such as a car). Payments should be manageable in your budget. Make payments on time as this will help improve your credit rating. Credit Cards and department store cards are revolving credit lines. Credit cards are heavily marketed and the terms often look better than they really are: Proceed with caution! Credits cards have a monthly payment that varies based upon total amount owed. Poor handling of credit cards can quickly hurt your credit rating. Student loans are unsecured installment loans. Explore all your financial aid options, focusing first on scholarships and grants that don’t have to be repaid. Borrow only the amount you need to get through college. You will be happy to have a lower student payment when you begin your career and want to buy a home and a car. Be realistic about what your salary will be after graduation and estimate the amount of debt you can afford. Ideally, student loan payments should be 10 percent or less of your net monthly income. Total debt, including your mortgage payment, should not exceed 30 percent of your gross income.

Netiquette - Minding Your Email Manners Electronic communication is a tremendous convenience of modern-day living. It is not without its challenges, however. Perhaps one of the greatest difficulties we face on a daily basis is communicating effectively via email since all that the sender and receiver get is words on a screen. We have to take extra care that the message we intend to send is the message the recipient understands. We don’t have the luxury of voice tone, body language or facial expressions to rely on. Here are ten tips for email manners, or “netiquette,” to help your messages come across more like you expect them to: 1. Use a subject heading so the recipient knows the point of your message. 2. Speaking of point, get to it. Be clear and concise in your message. 3. Correct spelling and good grammar usage are always important. If nothing else, it’s good practice for when you have to write professionally. Besides, you never really know who might read your email, so always present yourself well. Use spell-check if spelling is not your strongest skill. 4. Courtesy counts. Remember to say “please” and “thank you.” 5. Reply in a reasonable amount of time. If you receive an important email, but you do not have time to reply to it at length, send an immediate brief reply to let the sender know you received the message and you will send a longer reply later. 6. Check your mail on a regular basis – at least once daily – and take the responsibility to reply. It’s just good manners. 7. Think before sending. If they didn’t ask for it, think twice before sending unsolicited information to people. This includes humor, chain letters or other forwarded information. 8. Be careful when flaming. Flaming is venting frustration via email and is purposefully angry, hostile, and insulting. Instead of writing an inflammatory message, wait until you calm down and try to word your message constructively and without alienating the receiver. A good general rule is to never send any message that you wouldn’t mind seeing posted on the bulletin board at school or see in the news. 9. Is it really urgent? If so, go ahead and send your message with a “high priority” option. 10. What’s in a name? Quite a bit. Remember that your username says something about you. Keep it clean, professional, and tasteful. In addition to your friends, you will probably be using your email address with prospective employers. Always present yourself well. Student Complaint Policy General Complaint Process:
Discuss the difference or complaint in a face to face conversation with the instructor or staff member at the earliest possible time. If the student is not willing to talk to the instructor or has talked to the instructor without satisfaction, the student should discuss the difference or complaint with the appropriate Dean. The Office of the Vice President of Academic Affairs can assist students in identifying the appropriate Dean. If the difference or complaint is not resolved at this level, a formal grievance may be filed.
Formal Grievance Process:

Student Conduct/Behavioral Intervention Team (BIT) Student Conduct
Rochester Community and Technical College students, instructors and staff are entitled to a safe and positive learning and working environment. Behaviors which interfere with the educational purposes and administrative processes of the College will be addressed promptly and fairly for the safety and well-being of the College community. Behavior standards apply to all college-owned property and college-sponsored activities. Any action that interferes with the education of any other student or disrupts the operations of the College will be considered a violation of the Student Code of Conduct. RCTC recognizes that students, as members of the College community, enjoy freedom of speech and assembly, freedom of association, freedom of the press, right of petition, and right of due process. Students also have the right to be admitted to college programs and activities and have their performance evaluated on the basis of legitimate prerequisites and requirements. As members of the RCTC community, students assume an obligation to conduct themselves in a manner compatible with the College’s function as an educational institution and to comply with the Student Code of Conduct as well as laws enacted by federal, state, and local governments. If this obligation is neglected or ignored by any student, the College must, in the interest of fulfilling its function, institute appropriate disciplinary actions which will be handled in an expeditious manner while providing for due process.
Behavioral Intervention Team
While interacting with individuals across the College community, students, faculty and staff may be confronted with situations in which a student is displaying concerning behavior. The Behavioral Intervention Team (BIT) Model is designed to provide timely and supportive assistance in such instances. Behaviors of concern might be observed in a number of settings: in the classroom, at a service location or office, at an on-campus job or during participation at an extracurricular activity, among others. By reporting behaviors of concern, the College community will enable BIT to reach out to students in order to intervene, provide direction, and connect them with resources that can assist in stopping and redirecting the behavior.

Student Health Services RCTC believes that optimal personal and academic growth can best be achieved when physical and emotional needs are met. RCTC Student Health Service’s staff supports, encourages, teaches, counsels, and treats students in a college setting. Our goal is to help students meet their unique health care needs through a variety of health care and health education services. These services are available to all current students at RCTC.

• First Aid/Illness Care: A registered nurse is available daily to assist with assessment, first aid, and short-term care for accidents and illnesses. A nurse practitioner is also available at scheduled times for further diagnosis, treatment and referral for illnesses and injuries. On-site laboratory facilities allow for diagnosis of conditions such as strep throat, pregnancy and simple urinary tract infections. • Health Screenings: Physical examinations for academic and athletic programs, blood pressure screenings, and tuberculosis testing. • Health Education/Information: Health-related education for individuals and groups • Costs for most services are covered by the Health Service portion of the registration fees. Veterans Resource Center Veterans Resource Center
RCTC offers student veterans an on-campus veteran to veteran center. The Veteran’s Resource Center is available to student veterans and provides a friendly informal center for veterans, current military members, and their families. The center is stocked with information regarding educational benefits and scholarships, veterans’ employment help, medical benefits, mental health resources, family assistance services, service-connected disability claims, and post-deployment transition and reintegration issues. The center also hosts the Veterans Club as well as a variety of off-campus veteran’s service providers who utilize the resource center to work with veterans on site. Students will use their StarID username and password to access campus computers, campus student email accounts, and online classes in D2L BrightSpace. Note: All student’s campus technology accounts are disabled and deleted 365 days after your last registered class end date. Technology Information Technology Login: StarID. Your StarID is a unique username that you can utilize across all Minnesota State Colleges and Universities campuses to access information technology systems and services. Students who plan on transferring to another school in the MNSCU system will continue to use the same StarID and password when they transfer.

eServices is your online tool designed to help you succeed. It contains the following information: • My Dashboard – a review of account information for all Minnesota State Colleges and Universities you have personally interacted with. • Account Management – allows you to update your mailing address and email. • Courses & Registration – provides you with course schedule, course descriptions, registration windows, registration instruction, course drop, course withdraw, and deadlines. • Grades and Transcripts – list grades, Degree Audit Reporting System (DARS), and transcripts. • Financial Aid – allows you to check financial aid status, review award letter, disbursement information, financial aid applied to your account, and information for graduates. • Bills and Payments – provides you with payment history and account/balance. D2L Brightspace is RCTC’s course information management system which provides you with 24/7 access to course material such as syllabi, schedules, announcements, and lecture notes. You can submit papers electronically, take quizzes online, and interact with others using discussion boards and chat rooms. This environment allows you to track your progress, feedback and grades. D2L Brightspace Login Instructions 1. Go to: rctc.ims.mnscu.edu Enter your StarID and password. If you need to reset your password, go to goo.gl/qKSOcf A D2L Brightspace Tutorial is available with the tools you’ll need to interact in this environment. We highly encourage you to take the time to go through it. Tutorial registration information is outlined below: 1. Click on the Self-Registration button under Resources 2. Select D2L Brightspace Tutorial - Online Learners under Course Offering Name 3. Select Register and then enter requested information (use D2L Brightspace Tutorial for course name) 4. On your D2L Brightspace My Home page you will see the D2L Brightspace Tutorial - Online Learners listed under the “Ongoing” section header 5. Click on the course title and follow instruction to complete course. The course should take approximately 2-3 hours. 6. Submit the Certificate of Completion when finished by clicking the Submit button and print a copy for your records.

Students have access to the Marketing Department designed blog site called the “The Daily Buzz” which is updated regularly with important RCTC information. Violence Against Women Act (VAWA) What is Sexual Violence?
Sexual violence occurs when someone is forced, coerced, or manipulated into unwanted sexual activity against his or her will or when a person is incapable to give consent due to being underage, having an illness or disability, or being incapacitated due to alcohol or other drugs. Consent can be initially given, and then later withdrawn. The MnSCU/RCTC Sexual Violence Policy can be found at: http://www.rctc.edu/policies/system/SexualViolence.htm Sexual Violence includes: • Sexual Violence • Sexual Assault • Dating and Relationship Violence • Stalking • Non-forcible sex acts Definition of Consent: Consent is informed, freely given and mutually understood.
What to do if you are a victim of sexual violence
If you are a victim of sexual violence the VERY FIRST thing to do is get to a safe location and seek medical attention. Preserve evidence of the assault by not eating, drinking, smoking, urinating, bathing or showering, douching, brushing your teeth, or changing your clothes. Write down details of the assault to help you remember if and when you file a police report. You may select to have a Physical Evidence Recovery Kit exam if you decide to pursue a criminal investigation, but you MUST get medical care as soon as possible. Second, seek the emotional support and legal resources you need. 10 Ways to Succeed at RCTC You made it through the search, application process, orientation, registration and now it’s time to attend your classes. Here’s some tips for how to help you get the most out of your time at RCTC. 1. Learn what resources RCTC has to offer and where they are located. 2. Be familiar with course requirements. Read the SYLLABUS. 3. Set a daily schedule and stick to it. 4. Assess and improve your study habits. 5. Know how to use the campus library. (www.roch.edu/library/) 6. See your counselor/advisor more often than you think you need to. 7. Get involved in campus activities. It’s the only way you’ll know what’s out there. 8. Take your health seriously. College students are notoriously sleep-deprived and nutritionally deprived... none of which help you succeed in college. 9. Learn how to handle stress. Try a Stress Management course! 10. Set realistic goals and follow through with them. This is not only in academic areas... it pertains to the activities you participate in, the groups you join, the part-time work you do, and your social life.
