This bi-monthly issue was designed to get membership geared up for the start of the next continuing education (CE) year. As in any business, it is important to invest in the knowledge, training, and education of staff, managers, and owners. So many overlook this critical path to success and yet so often the top producers in any real estate market have a string of acronyms behind their name, representing dollars and effort to earn designations, certifications, and improvement in their skills. This month, here at SLAR, we are witnessing the upgrading of our education conference center. The restrooms have been repainted and repaired, the air conditioning has been replaced (greatly reducing excess humidity), and a new video and sound system has been installed to replace the obsolete system which could no longer be upgraded or repaired. Soon, SLAR will be launching several new services designed to enhance your educational experience. The marketing team, as well as myself, are diligently working on three new education services, a mobile and iPad app which will help members access SLAR services and programs including education, a mobile app for course evaluations- no more filling out paper, and finally

an online orientation program based on Facebook gaming complete with badges to integrate with Facebook, as well as other social media platforms. Educational items that need to be touched on are a top-notch diversity event, It’s a Big, Big World, complete with a fascinating panel to help explain the changes in the St. Louis Metro demographic. To complete the day, a bevy of food trucks will be available outside SLAR representing the ethnic diversity in St. Louis cuisine. Also, the Energy Efficient Housing Contest is underway! The American Dream and the New Real Estate Market As an immigrant, I have had the opportunity to go through countless experiences, some nicer than others, but all of them saturated with knowledge. There is common ground when speaking about moving into a new country. Regardless of the reasons why you become an immigrant and leaving behind a country, friends, families, traditions, culture, and habits, just to mention a few things, there are large challenges to face. Patience and disposition to adapt to the new life become common factors. The new year started with great news about real estate. A slow, solid path to recovery began, which contributed to the growth of the struggling U.S. economy. Depressed markets, like California, Florida, and Nevada, have shown encouraging growth, bringing new investors and homeowners to areas that have struggled for the past several years. Missouri was not as impacted as other states, but homeowners still went through difficult times. Many lost their homes and had to face new realities. For others, the “bubble” became the first opportunity to homeownership. Although Hispanics were not excluded from the list, some segments showed a lower rate of foreclosures, and even an increased percentage of new homeownership (information provided by the Census Bureau, Home Mortgage Disclosure Act, and the Federal Housing Finance Agency). Between St. Louis County, St. Louis City, and St. Charles County,

there are over one million Hispanics residing in the area, and the numbers only show growing trends for the years to come. Do we all have the same interests? Do all words have the same meaning, regardless of our nationality? Undoubtedly, the answer is no. Our community is growing exponentially with real estate and employment as the initial steps to ensure growth and stability. Hispanics tend to approach housing from a different perspective. According to the PEW Hispanic Center survey 83% of Latinos consider homeownership the best long term investment in the U.S. The number of Hispanic homeowners grew from 4.24 million in 2000 to 6.69 million in 2012, a remarkable increase of 58% at a time when the rest of the U.S. population saw a net increase of only 5 percent as stated in the 2012 Homeownership Report (from the National Hispanic Real Estate Professionals). Within the many factors directly impacting Hispanic homeownership stats, culture certainly sits among the most relevant. For Hispanics, owning a house represents a symbol of success and achievement. Many of our parents taught us that owning a house should be one of our top priorities in life, sometimes more important than owning a business. Second and third generation Latinos are becoming a new, dynamic segment blending into the American culture, yet attached and self-identifying with their heritage, language, and culture. These new generations of Latinos fit into the

“Echo Boomer” generation. This generation, now passing 25 years old, is larger than Baby Boomers, and based on their birth rate, age, and share size are expected to become a significant and strong party in household growth in the years to come. All of these things combined with Immigration Reform and the power Hispanic electors now have in the political scene, prove that the impact of the Hispanic community in the years to come can only be greater and stronger.

From around the industry…. The St Louis Real Estate Market: A Moving Target... After a fairly strong selling season during the spring and increased activity being reported by the members of the St. Louis Industry Forum, there has been some concern that the market may be losing steam (more than the seasonal “norm”) and perhaps the boost in home sales we saw was a flurry of pent up demand. While most of the national reports coming out are reporting lower foreclosure and mortgage delinquency rates as well as increased homes sales and prices, there are also recent reports of a returning buyer’s market in many areas as well as some question as to whether or not the increased home prices can be sustained especially in light of rising interest rates.

As everyone knows, real estate is VERY local and markets vary widely. In St. Louis we see “bidding wars” on houses in some neighborhoods while just a couple of miles away days on market are high and sales are low. It is definitely a tough market for agents to get their arms around and an even tougher market to try to determine what all the signs mean and where the market is headed.

Fairly Optimistic Numbers at the County Level... The bulk of the St. Louis market is contained within the city and county of St. Louis as well as the counties of St. Charles, Jefferson, and Franklin. When examining market data for this 5-county “core” area, we see that home sales for the past 12 months have been at the highest level in over three years and home prices are up as well. In fact, for the 12 month period ending August 31, 2013, home sales increased almost 14% (13.9) from the same period a year ago. The median home price of homes sold in August 2013 was $155,000, a 6.9% increase from August 2012 when the median price was $145,000.

Is The Trend Sustainable?... Things look good now, but what awaits the market around the corner? With all the economic uncertainty in our country as well as the current tension caused by global issues and threats of another possible military action by the U.S., it is safe to say nothing is certain when it comes to where the market is headed. One recent issue that has caused many concerns is the increase in interest rates on home mortgages. However, even though interest rates recently hit about 4.5 percent for a 30-year fixed rate mortgage, which may seem high to millennials, interest rates are still historically low. In fact, as the table to the top-right shows, even at 4.5% that is the second lowest average monthly mortgage interest rate for more than 40 years. It is doubtful that interest rates will impact the market much unless they go significantly higher. However, one concern is that after a very short stay in seller’s market territory, our core market may be headed back

to a buyer’s market very soon. In the Market Action Index chart below you will see a great snapshot of current market conditions with the index indicating a buyer’s or seller’s market in all five counties in the St. Louis area. All counties are in seller’s market territory at this time. Jefferson and Franklin County are barely in that range and all five counties have stalled out. You should not base a decision on the future of the market from just this one index, however, this does show the volatility that is in the market and the need to stay on top of it.

Legislative Report Occupancy Inspections Throwing a Wrench in your Deals? A Quick Refresher to Keep Things Running Smoothly It can happen to the best of REALTORS®. You get down to the week before closing, everything’s going great and suddenly you remember-The Municipal/Fire Code/Conservation District Inspection! While some municipalities only need a 24-hour notice in order to perform an inspection, other jurisdictions have longer waiting lists, some as much as three weeks. To prevent this emergency from happening to you, keep these things in mind when taking a listing: • Remember that every municipality/fire district/county is different when it comes to occupancy inspections. • Check SLAR’s Municipal Code Matrix for requirements in the area of your listing. • Call the inspection authority in the area of your listing to check the turnaround time for an initial inspection, how long an inspection is valid, and to inquire about whether or not a fire district inspection is also required. Phone numbers can be found on the Municipal Code Matrix. • Some municipalities have made major changes to their codes in recent years and your listing may not be grandfathered. For example, some municipalities no longer allow gravel driveways. Ask your jurisdiction when the codes were last revised and whether there have been any major changes since your listing was last on the market. • Once an offer has been accepted, Paragraph 11 of the SLAR Residential Sales Contract requires the seller to immediately request any compliance inspections which are necessary where they live. While this timeframe works for most deals, you may want to encourage your seller to obtain their occupancy inspection earlier in the process - before they receive an offer - especially if it has been a while since their house was on the market. • Paragraph 11 allows the seller the option of not correcting code deficiencies found on the compliance inspection. However, they must notify the buyer of their intentions in writing within 15 days of the Acceptance Deadline. This is important to remember in areas where the wait time for initial inspections is longer. If you are the buyer’s agent, it is also important for

Knowing the inspection timeframes and occupancy permit requirements in the municipality your buyer decides on will help you to write an offer that avoids unnecessary time crunches and stress.

Municipal Legislative Update-SLAR’s REALTOR® Party Working for You! Jennings: Following SLAR’s recommendations to city staff, the Jennings City Council recently passed legislation which allows owner-occupants to show a HUD statement and signed Warranty Deed as proof of ownership in order to obtain an occupancy permit. Previously, buyers were required to show proof that the deed had been recorded with St. Louis County before they could get a permit. Since the turnaround time at the county could be anywhere from three to seven days, this posed problems for new buyers who wanted/ needed to move in on closing day. We thank the City of Jennings for working with our members on this issue! Ellisville: SLAR’s Governmental Affairs Department received several calls regarding lengthy wait times (as long as 6 weeks) for initial occupancy inspections in Ellisville. As you might imagine, conflicts with closing dates, mortgage rate locks, code compliance repairs, etc. were occurring due to these extended waiting periods. Recent SLAR discussions with city staff have resulted in a commitment to allocate more resources to their occupancy inspection program and reduce wait times from four to six weeks to two to three weeks. We thank the City of Ellisville for responding to our members’ concerns! SLAR is actively working in seven other municipalities at this time on issues including occupancy inspections, landlord regulations, occupancy load limits, nuisance properties, and down payment assistance. Missouri Housing Development Commision Names St. Louis-Based USA Mortgage “Lender of the Year” ST. Law & Ethics How does education play into the Code of Ethics? When most think of education and the REALTOR® Code of Ethics, the quadrennial ethics training comes to mind. Many state licensing agencies have included a code of ethics course in their core continuing education requirements. However, beyond learning about the code itself, there is a reason to be educated at a higher level when adhering to the code. Article 11 specifically states: The services which REALTORS® provide to their clients and customers shall conform to the standards of practice and competence which are reasonably expected in the specific real estate disciplines in which they engage; specifically, residential real estate brokerage, real property management, commercial and industrial real estate brokerage, land brokerage, real estate appraisal, real estate counseling, real estate syndication, real estate auction, and international real estate.

Missouri Real Estate Commission (MREC) and St. Louis Association of REALTORS (SLAR) Continuing Education Rules and Regulations  Students must sign the course sign-in sheet located at the registration table. If a student is not signed-in he/she is not considered present for the class. Students must be signed-in for attendance to be considered valid for CE purposes.  Students must be signed–in and seated in the classroom when the class begins. Students arriving late will not be allowed to enter the classroom and must pay for another course. Traffic conditions will NOT exempt students from this rule  Students must submit written notice to the Education Department at least 24 hours in advance of a scheduled class to transfer to another class at no additional charge or receive a refund.  Continuing education requirements mandate 100% attendance during Continuing Education classes. Even the loss of 1 minute of class time will result in loss of C.E. credit! No exceptions.  There will be one (1) ten (10) minute break each hour. This is the only time students may leave the classroom. All business and personal issues must be handled during break times.  Receiving or making phone calls or text messaging will only be permitted during break time. Cell phones must be silenced and put away during class.  Continuing Education certificates must be picked up immediately at the end of class at the registration table (certificates may be mailed within 5 business days to walk-ins). Students should file certificates in a safe place, as they may be requested by the MREC. The cost of a certificate reprint is $10.00.  Anyone sending a substitute to a class will be turned over to the Missouri Real Estate Commission as a violation of the Missouri Real Estate License Law for whatever action the commission deems necessary.  Students may not engage in work, outside reading material, or any non-course related activities during class. As Seen on TV… Paul Sager, RE/MAX Results The real estate industry has gone through countless changes over the years, but one of the biggest influences has certainly been the “all things real estate” network, HGTV. What this network has done for buyers and sellers is sometimes both good and bad, but it has certainly affected the way REALTORS® have to do business. Shows range from “Property Virgins” to “Property Brothers” to “Love it or List It”, but the one show that captures the attention of most HGTV viewers is “House Hunters” and “House Hunters International”. How many times are you sitting watching and wondering out loud which house will they choose? Well when one of our own was featured as the REALTOR® this summer, we had to track him down and get the scoop. Paul Sager with RE/MAX Results was featured on several episodes that have aired this summer.

So Paul, how does it feel to be a St. Louis celebrity? I certainly would not call myself a celebrity, but I can tell you it has been an interesting summer. When traveling the Midwest over the last few months it’s funny how often I get stopped and asked if I was on an HGTV show. Just recently while traveling in Ohio, I apparently met House Hunters’ #1 fan. Her enthusiasm and excitement was contagious, and she just had to have her picture taken with me. This experience and many like it, has made me realize the huge

impact this network has had on how the general population perceives the buying and selling process. It certainly makes for interesting conversations with strangers, but then again, strangers are just friends I have not met yet.

How did you become involved with HGTV, how did this all come about? Last summer I had a set of clients with an interesting story that I thought would make a great segment for HGTV’s “House Hunters”. We presented a video short to the network, crossed our fingers and hoped the story was good enough to get picked to be on the show. We were thrilled when the network reps contacted us with a strong interest in featuring our story. Once my client’s story was picked, it was contingent upon my agreeing to be on the show as well. Since my clients and I knew each other well, I thought it would be fun, so I agreed. Once we filmed one episode, the network wanted to film a few more with me. After several weeks of shooting the episodes across the metro area I was becoming a pro!

How was the filming process? The filming process was long and somewhat complex. It takes about five days of solid filming to make a 22 minute TV show. I was not required to be “on set” for 2 of those days, but each day of filming was about 12 hours long. The show is

not scripted, so when scenes had multiple takes, it was sometimes difficult for clients to remember what they had actually said, so thank goodness for playback.

Any interesting things happen during the filming? Probably the most interesting aspect was the reaction the filming got from neighbors. For most neighbors and onlookers, it was the curiosity of what was going on. Once they realized what was happening, that an actual episode was being filmed for the HGTV network – they wanted to be in the shot or somehow be involved. My mother was very keen on wanting to know where we were filming so she could pitch shows to the network. I think she caught what they call showbiz fever!

What is next for you Paul? A few more shows are set to air. I was able to participate in a pilot for a new show, so perhaps I will be representing St. Louis on a series set to air in 2014. You never know what the future holds, as they say in television “Stay tuned…”

Staff Spotlight Jessica Perez has recently been promoted to the Finance & Membership Services Assistant position. Prior to the promotion, she served as the Supra Administrator & Membership Specialist.
