the question: Can homeowners association officers decide to raise the road maintenance fees without the consent of the homeowner or am I protected by the amount set when I purchased the property?

the answer: The power of a Homeowners Association (HOA) is set by the provisions of the by-laws for the HOA. So each case would have to be dealt with on and individual basis, but typically the actions of the officers of an HOA are controlled by the by-laws and normally the by-laws require a meeting and a vote of the homeowners to raise fees or to take other actions. You could be out voted by the other owners and then the fees could be raised through the process defined in the HOA by-laws.

Avoid scams & surprises in online shopping (StatePoint) Consumers who plan to skip the crowds by shopping online this holiday must take steps to protect their money and their personal information, NC Attorney General Roy Cooper urged. "Buying gifts online may help you avoid long lines and crowds, but with convenience comes some risks," Cooper warned. "Use caution when you shop online to save money and prevent stress

Read the return policy carefully. Merchants aren’t required by law to accept returns. Some online retailers won’t let you return items to their local stores, while others charge a restocking fee or won’t let you return opened items. Many online retailers require you to pay for shipping if you need to make a return or exchange. Know how to contact the company if problems

However, Healy points out that a small change in attitude can help spur you to take meaningful action. She offers some quick tips for surmounting your hurdles and giving back:’

“Reaching out to a stranger benefits both people. It’s a win-win,” says Erin Healy, author of the new novel “Stranger Things,” which she was inspired to write in order to raise awareness of sex trafficking and human slavery.’

“Teach a class, buy supplies, be an advocate -it’s all about pinpointing what you can do to shine a light on an issue and help improve it, rather than getting mired in what you can’t accomplish,” says Healy. “At present, I can’t travel to India to infiltrate a brothel and pull girls out. I can’t be a live-in ‘mom’ at an after-

care home. But I can write a book. I can help to raise awareness.”’ • Shop Smart. With a little research you can better ensure your consumer dollars are not
