What is a Certificate of Occupancy? And can I sell my house without one?
the answer:
A Certificate of Occupancy (CO) is typically issued for new construction. It means that the dwelling has passed inspection by the building inspector and is suitable and safe to live in. In the case of new construction a lender will require that CO be issued before lending and lawyers and agents will also most always require it before closing a transaction. So yes, for practical purpose it is required. In times past, the City of Asheville required Certificates of Occupancy for existing homes certifying habitability before the home could be sold, but that is no longer a requirement by the City.
