PROPERTY NEWS NAB finds more parents use assets to help children buy into first homes The pace of house price growth is prompting more parents or other family members to put their assets on the line by guaranteeing home loans taken out by first home buyers, new figures show. National Australia Bank says the proportion of first home buyers signing up for loans with the bank who have the backing of a family member has lifted to 6.7 per cent from 4.8 per cent in 2010. The practice allows first home buyers with relatively small deposits to secure a loan and is often also used to avoid the cost of mortgage insurance. However, it comes with risks for the family member who agrees to be a guarantor, as it means their assets are, ultimately, on the line for the portion of the loan they have guaranteed. NAB’s executive general manager for consumer lending, Angus Gilfillan, said rising house prices and fierce competition from investors had made this option more popular with first home buyer customers. “It’s getting a lot tougher for first home buyers to enter the market. The rise in house prices has been pretty welldocumented, particularly in Melbourne and Sydney, where prices have increased by circa 50 per cent since 2008,” he said. “All of this means that first home buyers need a larger deposit and we’re seeing that first home buyers are, effectively, being crowded out of the market.” Aside from having a family member guarantee the loan, he said other strategies being used by first home buyers included buying a property as an investor and renting it out for several years, and co-purchasing with family or friends. The Australian Securities and Investments Commission’s MoneySmart website urges parents to “think very carefully” before agreeing to guarantee a child’s loan. It says that before guaranteeing a loan, they should think about alternatives, such as contributing to a deposit so a guarantee is not needed. “Consider how you will pay back the loan if your friend or family member can’t. Can you afford the repayments?” the website says. In response to these risks, Mr Gilfillan said NAB’s family guarantee product allowed the family member to limit their exposure to a proportion of the loan, not the whole mortgage. If the parents have put down cash to guarantee part of the loan, they also receive interest on this cash. Frequently, he said family members’ exposure was under 20 per cent of the loan. This is the point at which banks no longer require costly mortgage insurance, which protects lenders from default risks. “The risk associated with providing a guarantee is something that we talk to guarantors about and suggest that they get external advice first,” Mr Gilfillan said. He said the bank would also ensure there was “some sort of deposit” form the first home buyer, who would be assessed in line with normal credit procedures. Source: Australian Financial Review
APRA warning impacts market Falling momentum in investor housing finance indicates that APRA’s warning to lenders has taken effect, two leading economists believe. The latest housing finance figures from the Australian Bureau of Statistics (ABS), released Friday, show the seasonally adjusted series for the total value of investment housing commitments fell 3.4 per cent in February. This follows a 0.1 per cent decline in January and a 6 per cent increase in December. “I think it is a sign that APRA’s actions are having some effect,” HSBC chief economist Paul Bloxham told Mortgage Business. “Some pull-back in investor activity is a positive sign given the very high levels it has reached in recent months and the
concern that it could lead to a housing bubble,” Mr Bloxham said. “The authorities will be glad see some early signs that housing market activity may be shifting towards owner-occupiers and away from investors.” Meanwhile, AMP Capital chief economist Shane Oliver said the figures may be a welcome sign for the Reserve Bank, with investor finance showing signs of falling momentum. “In fact, with investor housing credit at 10.1 per cent over the year to February it’s quite likely that APRA has had a word with some lenders, forcing them to slow down, and this may explain the recent loss of momentum,” he said. However, real estate industry figures have pointed to market forces to explain the fall in February’s investor finance figures. Rob Elsom, director of Hockingstuart’s Carlton and Brunswick offices, said investors are holding back because they know another rate cut is likely to happen in the coming months. “As a result, we’re seeing first home buyers who are desperate to get their hands on a property and make the most of the current low rates outbidding investors,” he said. The number of first home buyer commitments as a percentage of total owner-occupied housing finance commitments rose marginally to 13.7 per cent in February from 13.6 per cent in January. Real Estate Institute of Australia president Neville Sanders said the statistics show that concerns about an overheating property market should be laid to rest. “The February 2015 lending figures indicate a market that is moderating, with February being the fifteenth consecutive month of modest drops in lending levels if refinancing is excluded,” he said. Calls to make negative gearing ‘less appealing’ As debate about first home buyers and investor overactivity continues, one mortgage lender has suggested that changes to negative gearing may be an all-encompassing solution. HomeStart Finance, a first home buyer specialist owned by the South Australian Government, has responded to the release of last week’s tax discussion paper by calling for negative gearing to be changed – but not scrapped. Chief executive John Oliver said the discussion paper provided an important opportunity to explore how elements of the tax system were impacting on the property market. “Capital gains tax discounts and negative gearing have both been blamed for creating more investor activity and driving up property prices,” Mr Oliver said. “If you wanted to reduce housing demand and slow the growth of house prices, you could make a very strong case that abolishing negative gearing would go a long way to achieving that.” Mr Oliver said there was a risk that modifying negative gearing benefits could reduce the supply of rental properties in the market, which would push up rents. “The solution may lie somewhere in-between, where negative gearing isn’t scrapped entirely but is modified in some way to make buying a home as an investment less appealing,” he said. “This may achieve a middle ground where there is sufficient investor activity in the housing market balanced with a clear pathway into home ownership for first home buyers.” Meanwhile, Treasurer Joe Hockey has refused to rule out any changes to negative gearing and other tax concessions for investors. Mr Hockey said the government was “very concerned” for first home buyers finding it hard to gain entry into the property market. “One of the big areas of response is going to be supply and I’m also going to raise that with the [state] treasurers in the next couple of weeks,” he said. “There are many other suggestions on the table and we welcome the input, but I’m not giving guarantees now.” Source: Smart Property Investment
