Thirroul Kiosk Refurbishment Update Wollongong City Council’s refurbishment of the Thirroul Beach Kiosk and Pavilion is well underway, with the popular beachside building presenting a number of challenges. Work on the 1940 structure began in late August 2015 to extend the life of the building, reconfigure the layout to make better use of the space, and improve its accessibility. Council’s Director of Infrastructure & Works (Acting) Mike Dowd said, “With any old building, we do as much investigation as we can ahead of time, but often it’s not until we start peeling back the layers that the real story emerges, and that’s what’s happened with the Thirroul Beach Kiosk and Pavilion. “As the floor and wall linings were removed, we’ve found that the old brick walls of the kiosk and residence were saturated with salt and had deteriorated much more severely than expected. In many places, there was no mortar left at all. “We called in an independent structural engineer, and following their advice we’ve installed temporary supports to prop up the roof. “The next step will be to demolish the failed walls, and rebuild them, which is not something we had originally planned,” said Mr Dowd. “The building is part of the Thirroul Baths precinct and has local heritage significance, so we’ll reuse any original materials we can to preserve that historic value. We’ll also ensure that any rebuilt sections match the original appearance of the building as closely as possible. “Taken with the discovery of asbestos material beneath the change room floors, which was removed by qualified experts in October, this will unfortunately add some months to the project.

MARKET view Auction clearance rates have been bumpy in November, coming off consistent highs throughout the year of 80-100% cleared, we have witnessed a significant drop this month. In the first 3 weeks of November clearance rates in the Illawarra have been approximately 37.5%. However, last week we saw figures shoot back up to 92%. 2800 properties went to auction around Australia last weekend which is a record for this time of year. A large amount of auctions is expected at this time of year as buyers make efforts to secure properties before the Christmas holiday period. The clearance rate enjoyed in the Illawarra last week is greater than the 2 largest markets, Sydney and Melbourne, who achieved 59% and 66% respectively. Canberra’s was 58%, Brisbane was 51%, both of which trailing behind Adelaide on 61%. Things have improved slightly for median house (3 Bed) prices. In the Illawarra, media house prices have move upward by 2.19% (week on week) to now stand $526,250 for the month. However this is still far behind the $565,000 in achieved in October. After last week’s sudden 12% drop (week on week) in the median unit (2 bed) price, this week’s things have correct with a 15% increase (week on week) and now sit at $393,000 for the month. This is a 6% decrease over October’s $418,500 median price and local investors are taking advantage. With auction clearance rates and median pricing improving late in November, we are being set up for an interesting end to the year. This comes at a time when the financial literacy of Australia’s first home buyers is being brought into question. Mortgage Choice, as part of their recent survey series, has reported that one in five first home buyers is not aware that banks and other lenders have the facility to raise

interest rates independently of the Reserve Bank of Australia. More than 1,000 first home buyers participated in the survey, which also reported that close to 60% of whom are planning to purchase property within the next two years. Citi Australia’s economists are suggesting that the RBA potentially will cut interest rates again as their own independent research concludes that the Australian housing market is cooling but not crashing. Citi’s estimates also predict that house price growth will slow to 4% in 2016-17 and again slow to 3% in 2017-18, which again points to the RBA being forced to make further cuts to interest rates. With a great deal of construction (230,000 in the 12 months to September 2015) in the works, particularly apartment construction, prices will be gradually affected when they enter the market place. This assumes no rapid rate rises from the banks or the RBA.
