By Terry Shropshire Is the proposed Religious Freedom Restoration Act a bill that facilitates discrimination against the homosexual community and other groups, or is it a piece of legislation that protects religious expression? That is the topic that is most hotly debated within the hallowed halls under the Gold Dome in Atlanta. While in sub-committee, debates have been going back and forth between proponents of the bill and opponents of the bill. Proponents of SB 129 say that the existing first amendment and the current federal RFRA laws in place are not enough to protect freedom of religious exercise. Opponents of SB 129 propose that the language in the bill suggests legal discrimination. The proponents are comprised of mostly church organizations, while opponents consist of LGBT advocates and business affiliates. Topics of discussion around the bill varied from cases where religious exercise was a burdened by the actual spirit of the bill, essentially amounting to legal discrimination. If the bill is passed, the law would forbid government from infringing on a person’s religious beliefs, unless the government can prove a compelling interest to do so, and would cover individuals and closely held corporations. Critics say such measures are being considered as the U.S. Supreme Court prepares for a possible ruling legalizing same-sex marriage nationwide, and believe it could be used as legal cover for business owners to deny services to gay and transgender people. Opponents of the bill demanded legislators add language to prevent discrimination based on sexual orientation from happening. “The state should not be involved in state sponsored discrimination, and this bill would allow for that to happen. In addition, this bill erodes the concept of the separation of church and state,” said

state Rep. Roger Bruce. In response to the proposed amendment to include a statute that protects people from discrimination, the bill’s author, state Sen. Josh McKoon (R-Columbus) said the amendment in would gut the bill, ultimately motioning to table SB 129. “It creates an exception that will ultimately swallow the rule . . . the adoption of the amendment negates the purpose of the bill.” Georgia legislators and voters alike are watching as the controversial topic is being played out under the hot glare of the national spotlight in the state capitals of both Indiana and Arkansas. On Wednesday, April 1, Indiana’s Gov. Mike Pence passed a similar bill, but the political and social blow-black has been so vehement that he has come back to the table to ask the Indiana state Senate and House to propose another bill with language that makes it explicitly and unequivocally clear that the state government will not tolerate religious discrimination. No less than David Letterman, a native of Indiana, ripped into Pence on the “Late Show.” But the popular late night host insisted the problem isn’t the law itself, but how it’s being perceived, saying a fix is needed because the stain on the state’s reputatuion “This is not the Indiana I remember as a kid,” Letterman said. “I lived there for 27 years. And folks were folks and that’s all there was to it. We had things to worry about. We all breathed the same air … and now this guy … throws a monkey-wrench into the works … it doesn’t pass the sniff test. It may be legal, but it ain’t right,” scolded Letterman. Pence pledged Tuesday to “fix” Indiana’s controversial religious freedom law to clarify that “it does not allow discrimination against gays and lesbians,” according to the Indianapolis Star. “Was I expecting this type of backlash? Heavens no,” Pence says in hindsight. In Little Rock, Ark., the governor has been un-
apologetic in getting the bill passed. However, after he was drenched in a torrential downpour of criticism, Gov. Asa Hutchinson retreated to cover Wednesday from his promise to sign a controversial religious-objections bill. He bowed to relentless pressure from a legion of critics — including his own son — and some of the state’s biggest employers, who say the legislation is anti-gay. Rep. Bruce asked for practical applications of the bill, and clarification as to if these examples are an infringement on the already adapted ideals of separation of church and state. Former Rep. Ed Lindsey answered “no.” When asked if the bill would allow businesses to deny services to customers who’ve adopted a lifestyle that is inconsistent with their own, Sen. McKoon responded with a “no” and stated that in the state of Illinois, they have had the bill since 1998 and the Federal government has had it since 1993. “What you have described has never happened under the RFRA,” said McKoon. Rep. Bruce was prepared to offer a second amendment in the Georgia House that proposed to require businesses who did not want to serve or accommodate another person based on the real or perceived race, ethnicity, religion, sexual orientation or gender identity to post a notice on their places of businesses and or websites for public knowledge. The bill being tabled does not mean that it is dead, but it is a great step in the right direction in protecting people of Georgia against discrimination. Meanwhile, faith leaders and human rights activists marched and chanted outside the Georgia state house, hoisted placards with slogans such as “No Discrimination in Georgia.” They are protesting in the hopes that the RFRA, also called the “religious liberty bill,” which remains alive in the legislature, will soon be dead.

NEWS Guilty verdicts handed down in Atlanta Public School cheating scandal

By Roz Edward It may have seemed like April Fools’ Day for 11 former Atlanta public school educators in court for their involvement in the largest school cheating scandal in U.S. history, but when a jury found them guilty, there was nothing slightly humorous about the verdict handed down on April 1. The 11 teachers, principals and administrators hung their heads in shame and in handcuffs following their convictions on racketeering charges. The case which resulted from a 2013 investigation of 56 Atlanta public schools, received immense national attention after those at the center of the scandal claimed they were pressured to meet testing targets to receive state and federal incentives. Six more indicted Atlanta Public Schools educators pleaded guilty in Fulton County Superior Court Judge Jerry Baxter’s courtroom to their involvement in the standardized test-cheating conspiracy, in early 2014 bringing the number of guilty pleas to 17. Thirty five teachers and administrators were indicted in 2013. Of those who plead guilty the First Offender Act, allows the defendants to have their records exonerated if they successfully complete the terms and the conditions of their sentences. Each of the defendants pleaded guilty to one count of misdemeanor obstruction which allowed them to avoid a felony conviction.
The 11 convicted on Wednesday, April 1 could face prison terms of up to 20 years. Defendants who pled guilty were sentenced to probation, community service and were ordered to return any bonuses they were paid for Criterion Referenced Competency Test scores that indicated improved student achievement. While parents of Atlanta’s school children, the most damaged victims in the school cheating scandal, are outraged by the light sentences and demand harsher punishments and stronger safeguards to ensure fairness in testing and restore the APS system’s integrity, some legal experts say compassion is a better course. “I’m devastated,” said defense attorney Bob Reuben, representing a former elementary school principal. “I don’t believe she was guilty. Errors were raised that can be raised on appeal.” To date only one defendant has received a not guilty verdict. Tamara Cotman who had oversight for 21 Atlanta schools was found innocent after being charged with intimidating a witness. Former APS superintendent Beverly Hall who was at the heart of the school cheating scandal died of breast cancer earlier this year.

The Georgia House of Representatives passed a constitutional amendment ordering strip clubs to provide services for victims of child sexual abuse. Here’s how the bill works: the charge would be $5,000 or 1 percent of revenue on adult entertainment businesses, whichever is greater. It also would increase financial penalties on people convicted of certain crimes. The funds will go toward services for victims of child trafficking. Opponents say the proposal unfairly targets the clubs which may not contribute to the problem. Lawmakers later approved a bill that gives victims more time to file civil lawsuits against people for damage following child sexual abuse. It also would prevent people
younger than 18 from being found guilty of a sexual crime if they were coerced or deceived. Both measures return to the Senate for consideration.

MARTA seeks public input as Red Line expansion moves forward
MARTA will hold three public meetings in April for Connect 400, a major transit expansion project that is advancing to the next phase of planning under the federal environmental review process. Community stakeholders along the Ga. 400 corridor are invited to provide feedback on the Locally Preferred Alternative, which is a heavy-rail transit extension of MARTA’s Red Line. A formal Notice of Intent to prepare an Environmental Impact Statement has been filed as required by the Federal Transportation Administration and U.S. Department of Transportation. The project is ready to proceed to the next steps in project scoping – finalizing the EIS and project evaluation. Once open, this high-capacity transit expansion will help relieve traffic congestion and reduce travel times in one of the fastest growing and most congested corridors in metro Atlanta. The proposed line would continue north from North Springs station, crossing to the west side of Ga. 400 south of Spalding Drive and crossing back to the east side of Ga. 400 north of the Chattahoochee River, terminating at Windward Parkway. MARTA has held over 40 meetings, received more than 300 written and verbal comments and conducted two public opinion surveys to identify an alignment that is preferred by the community. Fulton County government files ‘pill mill’ lawsuit A conglomerate of companies supplying and distributing prescription drugs in Fulton County and in the state of Georgia under the brand name of Cardinal Health Companies, McKesson Corporation and AmeriSourceBergen Drug Corporation are being sued by Fulton County for causing injuries and engaging in a course of conduct that violates Georgia law. The civil action addresses the epidemic of prescription opioid drug abuse and addiction in the State of Georgia and the related costs to the county. According to the Center for Disease Control and Prevention, more than 16,500 people died in 2010 in the United States from opioid painkillers, more than from heroin and cocaine combined, and prescription painkillers are now the nation’s number one drug problem. The Georgia Bureau of Investigation reports that of the 686 drug overdose deaths in 2012, 592 were from prescription drugs. The annual cost to Fulton County from the abuse of prescription drugs is estimated to be in the millions of dollars. The related costs are from expenses for Fulton County’s hospitals and health agencies, courts, social service agencies, jails and prisons, etc. In 2008, Defendant McKesson paid more than $13 million in civil penalties for not reporting suspicious orders of prescription drugs during 2005-2007. Cardinal sent 2,050,000 oxycodone pills to one store in

Florida where the population in the town was 53,000. These defendants have knowingly supplied controlled substances to rogue drugstores and clinics which disburse controlled substances based on bogus prescriptions from physicians who are prescribing for illegitimate purposes. The complaint alleges that Defendants violated provisions within the Georgia Controlled Substances Act and the Georgia Pharmacy Practice Act. It alleges that Defendants have, by their acts and omissions, caused and substantially contributed to damages to Fulton County by violating Georgia law, by creating conditions which contribute to the violations of Georgia laws by others, and by their negligent and/or reckless disregard of the customs, standards and practices within their own industry. The lawsuit was filed on behalf of Fulton County by Attorneys Roderick Edmond of Edmond, Lindsay and Hoffler, LLP in Atlanta, Georgia and Mark Tate of the Tate Law Group in Savannah, Georgia. “This litigation gives Fulton County the opportunity to force the Defendants who have profited handsomely on the ticket of Fulton County taxpayers to shift the burden of costs to where it should be,” said Tate.” “This is a statewide problem, and Fulton County had to take action to stem the tide of its financial losses from the prescription drug abuse epidemic,” added Edmond.

Atlanta’s nonprofits launch campaign to end youth homelessness The Start from Here campaign, in partnership with Atlanta-based homeless youth advocacy organization CHRIS Kids, on Tuesday, March 31, launched a national call to action to end youth homelessness. The campaign highlights three individuals who are sharing their story with the hope of inspiring action: Blair, who became homeless the same month she won the title of Miss Colorado; Jessey, a genius computer programmer who spent his youth homeless in Venice, CA; and Daniella, a transgender teen who survived by sleeping in the NYC subway, where she suffered sexual and physical abuse, only to emerge a successful entrepreneur and advocate. “Over 2.5 million American youth experience homelessness every year, and 72% of those have experienced or witnessed violence, sexual and/or physical abuse. With the launch of Start from Here, we hope to end this national scourge by building compassion, spreading awareness and elevating a group of high-impact non-profit organizations,” said Allie Hoffman, who created the campaign. Start from Here believes that the solution is 4-fold, when it comes to serving homeless youth: • Meet basic needs (food, clothing) • Provide access to safe, secure housing • Provide access to education, vocational training or job opportunities
• Offer mental health + support services More than 58,000 children in Georgia are homeless, according to the National Center on Family Homelessness and Atlanta’s CHRIS Kids works daily to combat this issue, “Safety is one of CHRIS Kids core values, and we fight to ensure individuals and families have access to safe homes and healthy environments where they can reach their full potential,” said Kathy Colbenson, CEO of CHRIS Kids. “We commend Start from Here for their dedication to raising awareness to youth homelessness across the country,” said Colbenson. CHRIS Kids is one of five exemplary youth homelessness service organizations that have been brought together for Start from Here. The campaign also includes General Assembly Opportunity Fund (New York City), Safe Place for Youth (Los Angeles), Larkin Street Youth Services (San Francisco) and The Harbour (Chicago). All funds collected will be disbursed via a 501C3 charitable fund created in partnership with the TIDES Foundation. “We encourage everyone to help us create a brighter future for the millions of homeless youth by visiting our website, supporting these exemplary organizations, and learning about this issue,” says Hoffman.

Petty Officer 1st Class Rashee Peterson is a logistics specialist aboard the San Diego-based ship, a Nimitz-class nuclear-powered aircraft carrier and one of only ten operational aircraft carriers in the Navy today. “My main job is warehousing. However, I am also responsible for purchasing, logistics and customer service,” said Peterson As a sailor with numerous responsibilities, Peterson said he is proud to serve his country aboard an aircraft carrier. “My favorite part of serving on this ship the opportunity to teach and mentor the junior Sailors,” said Peterson. Peterson also said he is very proud of the work he is doing as part of USS Ronald Reagan’s nearly 3,000-member crew, helping protect America on the world’s oceans. Sailors’ jobs are highly varied aboard USS Ronald Reagan. Nearly 3,000 men and women make up the ship’s company, which keeps all parts of the aircraft carrier running smoothly — this includes everything from washing dishes and preparing meals to handling weaponry and maintaining the nuclear reactors. Another 2,000 or so form the air wing, the people who actually fly and maintain the aircraft. “I never cease to be impressed with the type and quality of work that goes on aboard the carrier each day,” said Capt. Christopher E. Bolt, the carrier’s commanding officer. “Our team is filled with highly qualified young adults – in many cases, 19 and 20 years old – and they’re out here launching and recovering aircraft, running a complex propulsion system safely, serving as air traffic controllers, operating sophisticated electronics, and keeping this floating city alive and functioning.: As a member of one of the U.S. Navy’s most relied upon assets, Peterson and other USS Ronald Reagan sailors know they are part of an agile and skilled team standing ready to defend America. First Look: ‘To Hell and Back’
By Oretha Winston A modern telling of The Book of Job, “To Hell and Back” stars Ernie Hudson as a man who loses everything except his faith. The Book of Job, named after its protagonist (apparently not an Israelite; cf. Ez 14:14, 20), is an exquisite dramatic treatment of the problem of the suffering of the innocent. The contents of the book, together with its artistic structure and elegant style, place it among the literary masterpieces of all time. This is a literary composition, and not a transcript of historical events and conversations. The prologue (chaps. 1–2) provides the setting for Job’s testing. When challenged by the satan’s questioning of Job’s sincerity, the Lord gives leave for a series of catastrophes to afflict Job. Three friends come to console him. Job breaks out in complaint (chap. 3), and a cycle of speeches begins. Job’s friends insist that his plight can only be a punishment for personal wrongdoing and an invitation from God to repent. Job rejects their inadequate explanation and challenges God to respond (chaps. 3–31). A young bystander, Elihu, now delivers four speeches in support of the views of the three friends (chaps. 32–37). In response to Job’s plea that he be allowed to see God and hear directly the reason for his suffering, the Lord answers (38:1–42:6), not by explaining divine justice, but by cataloguing the wonders of creation. Job is apparently content with this, and, in an epilogue (42:7–17), the Lord restores Job’s fortune. To “Hell and Back” premieres April 4 on TVONE at 8 p.m.

The real facts about the Freedom of Religion bill
This law, known as a Religious Freedom Restoration Act or RFRA (pronounced “riff-ra”), tracks the language of the 1993 federal RFRA signed into law by President Clinton after a 97-3 vote in the Senate. But you would not necessarily know how innocuous it is from news media coverage. According to what you might hear in the news, this is an anti-gay law that is “almost universally loathed,” and which a White House official suggested would “legitimize discrimination.” Here are the facts: #1 What Is a RFRA? This legislation sets the same minimum standard for burdening the exercise of religion. Under the various RFRAs, a state or the federal government—by law or other action— may not substantially burden an individual’s exercise of religion unless the burden is in furtherance of a compelling government interest and is the least restrictive means of furthering that interest. Twenty states, including Indiana, and the federal government have RFRAs #2 Is It a law to discriminate against homosexual/transgender/lesbian citizens? No. The words “gay,” “lesbian,” and “sexual orientation” don’t appear in any of the RFRAs. Until now, the most controversial RFRA case was last year’s Hobby Lobby v. Bur-
well, which was about whether the federal government has a compelling interest in forcing religious business owners to pay for abortifacents. (It doesn’t.) This big gay freak-out is purely notional. No RFRA has ever been used successfully to defend anti-gay discrimination, not in twenty years of RFRAs nationwide. #3 Why Is Everyone So Mad about Indiana’s RFRA, Then? The fear is that it could be used to deny service to gay people in places of public accommodation like businesses and restaurants. But, as discussed above, no RFRA has ever been used that way before. Also, Indiana does not have a public accommodation law that protects against anti-gay discrimination, meaning there’s no state law in Indiana preventing anti-gay discrimination in businesses even before the state RFRA was enacted. Notably, despite the lack of such a law, nobody can point to any Indiana businesses that were discriminating against gays. That’s what makes this an informed attribute. Gay marriage is on many people’s minds lately, for obvious reasons. In truth, though, Indiana is merely catching-up to states that have had RFRAs for decades—like Illinois, for example, which got its RFRA with the help of a young state senator named Barack Obama.

Ever since Jon Stewart announced he would be leaving Comedy Central’s The Daily Show in February, everyone’s been wondering who would take over his beloved seat. The wait is over – comedian Trevor Noah was recently announced as his successor. Noah, 31, has been a contributor to the show since 2014, according to his official website. Stewart gave a statement to The New York Times saying, “I’m thrilled for the show and for Trevor. He’s a tremendous comic and talent that we’ve loved working with.” Michele Ganeless, president of Comedy Central, said that they looked to “men and women” to replace Stewart, and Noah was the perfect fit. “You don’t hope to find the next Jon Stewart – there is no next Jon Stewart. So, our goal was to find someone who brings something really exciting and new and different.” Noah tweeted his gratitude this week: No-one can replace Jon Stewart. But together with the amazing team at The Daily Show, we will continue to make this the best damn news show!

Bravo is allegedly expanding its “Housewives” franchise with another new reality show, starring NeNe Leakes and Kim Zolciak. Clark Atlanta University taps Texas Southern dean as new president By Terry Shropshire The succession of leadership at Clark Atlanta University has officially concluded as it taps Ronald Johnson the dean of Texas Southern University’s business college, as its new president. Ronald Johnson Johnson will succeed his renowned predecessor Carlton Brown and become the university’s fourth president on July 1. Brown steps down after seven years at the helm of the private HBCU. “There are few institutions in the United States, HBCU or otherwise, with the rich dual history, the intellectual legacy and the tradition of scholar-activism that defines Clark Atlanta,” Johnson said in a statement. “Now the University will look to its future, harnessing a tremendous wealth of academic talent, a nation-wide expanse of passionate, multigenerational alumni and opportunities to create strategic alliances that will elevate its competitive advantage.” Johnson was overwhelmingly voted to succeed Brown by CAU’s board from a pool

Education is the great equalizer, school choice helps I think every person that walks the face of the earth has a calling and passion that they are meant to maximize to make our world a better place. For me, my passion and calling comes through acting, but it also shows up through my nonprofit Kamp Kizzy. Kamp Kizzy gives young people the opportunity to learn, share, explore and expand their horizons through workshops, candid discussions and the opportunity to meet and “pick” the brains of some of the top individuals in their given professions. Now that we have been doing Kamp Kizzy for nearly a decade now, there are some undeniable truths that have been reinforced through this work. The first truth is that when children are exposed to careers, opportunities and people that inspire, they become more determined about pursuing their Life’s work. The second great truth that has been cemented through this work is that education is the great equalizer for children who might come from underserved communities and cities. Because the second truth is so near and dear to my heart, I have joined forces with a great organization, American Federation for Children, and its mission is to make sure that all children have access to a quality education. An unfortunate reality for far too many families in our great country is that they are limited in their ability to access the best education for their children. Oftentimes, these barriers are due to lack of financial resources or their zip code and/or their address is in a part of town that relegates them to inferior educational opportunities.
Our country is founded and thrives on opportunity, and the mere fact that so many of our children are not getting the educational opportunities that they so richly deserve is one of the reasons that I unabashedly lend my name and voice to the issue of school choice. Disproportionately, children of color and lesser financial means are the ones who are subjected to poor schools that have been underperforming for decades. Giving their families more quality options when it comes to their children’s education is one of the ways that we can proactively solve this mammoth of an issue. Finally, I just want to explicitly and emphatically state that, for me, the issue of school choice is about children. It is not about political party, affiliation or any other motive that does not derive itself from doing what is best for our children. I will humbly ask that you, like I, add your voice and support to American Federation for Children and the work that it continues to do for our children especially those who are low-income and working-class and deserving the opportunity to access great schools. Below-the-Belt attacks on the Obamas No United States president has been more disrespected than Barack Obama – and his family. The hatred for the nation’s first African American president is so deep that all but seven Republicans in the U.S. Senate were willing to write a letter to Iran that amounted to treason on a grand scale. In an effort to derail talks that would limit Iran’s nuclear weapons, 47 Republican senators signed an “open letter” to Iran’s leaders claiming any deal they reach with the administration won’t last after Obama leaves office. In an issue that caused the Republican senators to be labeled traitors in a New York Daily News headline. An editorial: said, “Regardless of President Obama’s fecklessness in negotiating a nuclear deal with Iran, 47 Republican U.S. senators engaged in treachery by sending a letter to the mullahs aimed at cutting the legs out from under America’s commander-in-chief. We join GOP signatories in opposing the pact as outlined, but we strenuously condemn their betrayal of the U.S. constitutional system.” In case there is any doubt, the liberal political website PoliticusUSA stated, “According to the dictionary definition, a traitor is one who betrays a person, a principle, or especially their country. It is of no consequence why someone, or a group, chooses to work in opposition to their nation, or fellow citizens’ well-being, because if their intent and result of their actions is to deliberately damage or cause harm to their country or fellow citizens, they are by definition traitors.” It wasn’t all that long ago that Democrats and Republicans observed the rule that while we might have our internal debates, when it comes for foreign policy, we speak with one voice – that of the president. House Republicans ignored that long-standing custom by inviting Israeli Prime Minister Benjamin Netanyahu to address Congress, knowing he would be critical of ongoing negotiations by the U.S. and its allies to freeze Iran’s nuclear weapons. The White House was not consulted on the invitation, a sharp departure from established protocol. The disrespect for Obama and the presidency itself has reached such a low point that a headline in the Washington Post summed it up this way: “Republicans are beginning to act as though Barack Obama isn’t even the president.”

And who could forget Rep. Joe Wilson [R-S.C.], interrupting a 2009 presidential address on health care to Congress in by shouting, “You, lie!” The personal attacks have not been limited to President Obama – his entire family has been attacked. Last week, Emmy-winning Univision host Rodner Figueroa was fired for saying, “Michelle Obama looks like she’s part of the cast of Planet of the Apes.” Michael O’Neal, Speaker of the Kansas House, circulated an email referring to the first lady as “Mrs. Yo’ Mama.” Even Sasha and Malia have been targets of conservatives. They have been upbraided from everything from taking their spring break in the Bahamas to the clothes they wore when their father pardoned a Thanksgiving turkey. As Media Matters, the watchdog group, stated, “On May 27, [2010] President Obama explained at a press conference that he was reminded daily about the consequences of the oil spill by his daughter Malia who asked him did you plug the hole yet? while he was shaving.” Both Glenn Beck and Rush Limbaugh saw fit to imitate Malia on air. No stunt is too low or too vile for conservatives who hate everything about Obama, including his race.
