ne of the most consistent refrains used over the past decade or so to describe the real estate climate in Austin is “robust.” Headlines in 2018 alone praised the market for “shattering records,” declaring it “the hottest housing market ever,” and the city is “on pace for another record year.” On the flipside of these

headlines, however, there’s a darker story. For at least five years, housing affordability in Austin has gone from bad to downright grim. So much so, think tanks have coined a term for when certain economic classes are priced out of cities and flee to the suburbs. It’s known as the suburbanization of poverty, and it’s a big jump from 1950s urban sprawl when the middle class fled to suburbs seeking serene surroundings and room to roam. Less then a century later, U.S. suburbs are home to more poor people than cities. In 2016, the Statesman reported that in census tracts surrounding Austin, the concentration of poor residents living in high-poverty has increased faster than neighborhoods in the country’s top 100 metro areas. Out of 41 suburban neighborhoods surrounding Austin, 18 had poverty levels between 20 and 40 percent, and nearly all posted increased poverty levels since 2000. Also in the Austin metro, between 2000 and 2015, the high-poverty population growth in high-density suburban neighborhoods nearly doubled, according to research from Harvard. City leaders, including Mayor Steve Adler, have compared Austin’s future to metros that are ground zero when it comes to the housing affordability crisis—places like Los Angeles,

Seattle and San Francisco, “A wonderful, incredibly expensive city with a median home price over $1 million, where only the wealthy and the subsidized can afford to live.” Updating and passing a new development code is a great way to address housing issues here in Central Texas, but experts say Austin may already resemble those west coast cities more than we’re ready to admit. How so? Cedar Park, Pflugerville and Georgetown, plus other close neighbors, are also in a sprint to provide economically diverse housing options to accommodate their own population growth, many of whom will come from Austin. So if Austin has been experiencing explosive growth, businesses are happily relocating here, it’s a top 10 location for startups, and

even more people are choosing to buy homes in surrounding suburbs just to be close to Austin, what’s the problem? We only need to look at other urban-sprawl stories to see where this leads. Cities riding Austin’s coattails today will be experiencing their own housing affordability crisis down the road, if they’re not already dealing with it. As we speak, city leaders, as well as concerned citizens, are placing much of the blame for our housing problems on the land development code that hasn’t been updated in four decades. Austin’s City Council is reviewing the final draft now and those responsible for updating and approving CodeNext are hop-

Housing affordability: an issue going forward?

C

entral Texas and especially Williamson County is an ever-growing and popular place to live yet may low income home buyers are having a harder time finding a suitable place to call home. According to new joint research from the National Association of REALTORS and realtor.com, housing affordability is down from a year ago, and fewer households have the income necessary to purchase from among the inventory of homes currently available in their communities. Based on this study, a REALTORS Affordability Distribution Curve & Score has been released. The Austin-Round Rock MSA has an Affordability Score of .66. According to NAR, “a score of one or higher generally suggests a market which is affordable while a score smaller than one is an indicator of a relatively less affordable market.” The affordability score for the state of Texas is .70. The curve demonstrates how obtainable a home is based on the income level. The curve shows that a family making $50,000 a year can

only afford 2.1 percent of the homes on the market, whereas a family making $100,000 a year can afford 44.5 percent of the homes on the market. According to the U.S. Census Department, the median household income in Williamson County for 2016 was $75,935; and the median income for the MSA is roughly $71,000 The good news is that the Austin MSA unemployment rate is at an all-time low of 2.9 percent. Texas has added the most jobs of any state, at 352,100 in 2018 and new apartment communities are being built as quickly as possible to give these potential homeowners or tenants more housing options. There are so many other budgetary pressures, and the more you spend on housing, the less you can spend in other areas that impact you or your family’s ability to succeed. As REALTORs, we must always have a buyer or tenant consultation to discuss what the options are for buyers or renters. The Governmental Affairs & Affordability Sub-Committee of WCREALTORS have held

affordability forums and are active within the community to keep ahead of affordability issues within the county. Keep an eye out in the fall for our next affordability forum featuring guest speakers. While Central Texas developers can strive to build better, faster, smaller and more economically, the results may not close the affordability gap or create enough of the type of housing most needed for low income earners. t’s been more than a year since the close of the 2017 Parade of Homes in the Peninsula at Rough Hollow where more than 8,000 visitors showed up to get a look at five eye-popping luxury custom homes perched atop a summit overlooking Lake Travis. It’s amazing how time flies as we now find ourselves embarking on the grand opening of the 2018 Parade of Homes this fall. This year, the Home Builders Association is excited to bring the longest running luxury home tour north to Travisso in Leander. Travisso is a true master-planned community nestled in the dramatic Texas Hill Country just outside of Austin. ne may wonder, with all the national lists and reports floating around about what county, city, or area is growing the fastest, it is a bit confusing about the true affordability to live in such places. Travis and Williamson Counties have such diverse and beautiful places to explore, live, and work, of course everyone would want to move here! Once the cat is out of the bag, it’s hard to slow progress. With this comes the adage of housing inventory vs. affordability. With the gain of progress comes the growth of all city/county services as well. To keep up adequately, taxes increase which can pressure home owners out of their property. Affordability in all areas of life becomes a critical factor in the success and health of a vibrant city and its surrounding areas. Having property available at a cost that is reasonable has been and will be a factor of concern in our real estate market. We haven’t seen the proverbial price ceiling yet, and though it has slowed, we will always need to keep in mind housing that everyone can afford.

I don’t have the answers, but we seem to be in a catch-22 situation with property valuations and taxes that are driven by those valuations, keeping potential homeowners from purchasing affordable housing. I feel for those who have dreams of coming to Central Texas to live, only to face disappointment in this market. I see a buyer’s frustration too many times in the reality of their choices for home purchase. I sure hope those who can make a difference in the future of our Central Texas market take heed of this message and remember affordability has to become a reality for the betterment of our state. Value-adds; are they worth it?

ost of us have watched the home improvement shows that seek out properties needing updates or are in various states of disrepair. The hosts give you their anticipated budget numbers for the individual tasks within the scope of the renovation as they are presenting the budget totals for the entire project. Toward the end of the show, you’ll typically get the completed project sales price or maybe the new appraised value. When the project is a full-scale renovation, in most cases the total value is greater than the sum of the parts. That’s how the orchestrator of the renovation is compensated. However, some tasks within the project bring more market value than others. In reality, most of the projects we see today are not a full-scale renovation. It is more likely an update or remodel to one or two areas of the home. A lot of sellers aren’t willing or able to update their homes for the sake of maximizing value, due to financial or time constraints. I find it interesting to view the home in need of updating through the lens of the buyer. There are some very good remodel loan programs available to assist with the process, but the reality is that the improved

property must increase in value dollar-for-dollar to maintain the same percentage down payment and resulting loan-to-value (LTV) ratio. For example, if you were purchasing a home that sold and appraised for $300,000 with an 80 percent LTV ratio, then you would need $60,000 for the 20 percent down payment. If you added a pool at a cost of $50,000 to the same transaction, but the pool only added $25,000 to the value of the house; you would need $65,000 for your 20 percent down payment on the improved $325,000 appraised value, plus $25,000 to pay the balance due to the pool contractor. That’s $90,000 to get to an 80 percent LTV loan on the acquisition cost plus the pool. In essence, you financed 80 percent of the $300,000 purchase price and 40 percent of the cost of the pool. Remember, if your appraised value is lower than the acquisition cost, the appraised value dictates the loan terms. If the appraised value is greater than the acquisition cost, the acquisition cost dictates the loan terms. It’s always the lower of the two values. If you added a $50,000 upgrade to your $300,000 contract price, and the improved val-

If you only had $60,000 to contribute toward your down payment in the pool example, you could still complete the purchase transaction by paying your pool contractor the $25,000 balance due and use your remaining $35,000 toward the down payment on your $325,000 purchase. However, your loan terms would change some since you no longer had a 20 percent down (80 percent LTV) loan. What about solar panels? How much value would solar panels add relative to their initial cost? That’s a little trickier. To understand why, I think it’s important to grasp the process. Most appraisers are not going to incorporate the initial cost of the system, depreciation and potential energy savings over the remaining expected useful life to come up with value added to the property by having solar panels. Your ap-

praiser will likely search recently sold properties for comparable transactions with and without solar panels, then complete a feature-by-feature analysis with adjustments made to equalize the condition and amenities of the two properties. The difference between the sales prices of the two houses after these adjustments becomes the value added for the solar panels. Simply put, the lender believes the market value calculation above is a reliable method to determine the value the buying public places on the solar panels. That’s basically the same process an appraiser would use to determine value added for the pool, outdoor living area, kitchen or bathroom remodel. The initial cost of the improvement is not as relevant to current market value as most people think. That’s as it should be, right? If you grasp the appraiser’s process, then it becomes easier to understand why those valueadded numbers for various improvements we see in published articles may or may not be an accurate reflection of what you see with your transaction. ing the city can begin to churn out housing for all income levels. But that only checks off one box. It doesn’t solve the skilled-labor shortage in Central Texas, which adds costs to homebuilding projects. Labor costs are another top obstacle, according to a survey by the National Association of Home Builders. Both of these are worse this year compared to last year. Building material costs were cited as a hindrance by 84 percent of members, up from 77 percent in 2017. And then there’s income growth. Like the rest of the country, it’s been stagnant for decades. Median family income in Austin has increased 17.5 percent; but median home prices have shot up 42.5 percent. Home prices in Hays and Williamson Counties are going up, too, but the incline has not accelerated as steeply or as quickly. That’s what makes the suburbs so appealing, especially for adults who can’t rely on wage growth in step with inflation. Non-profit organizations are cropping up to help turn around some of these issues. Since 1953, HomeAid has been bringing together entities like builders, suppliers, lenders and government to create housing for the homeless. A new Austin chapter recently launched in partnership with the Home Builders Association of Greater Austin. Executive director Melissa Nicewarner Daly says, “The biggest challenge when trying to place people in jobs is their housing status. You can find people jobs any day of the week, but to find affordable, convenient housing is increasingly more challenging. They need access to bus routes, for instance. So people are getting pushed further and further away from the urban core.” This is one cycle we can’t seem to dig ourselves out of.

Counties in the Austin-Round Rock metro are taking steps to address or head off their own affordability crisis. Williamson County is trying ways to make housing less expensive with vouchers and tax credits. Both are already in high demand. Georgetown’s current affordable housing options have a four to six-year waitlist, but early in July, Hillwood Development Company announced its acquisition of a 366-acre plot of land, and to be part of Wolf Ranch master planned community, known as Guy tract (for the family that owned the land), builders are constructing more than 2,500 single-family homes and multi-family projects. One neighboring city that is experiencing population growth—between four to six percent the last few years—doesn’t appear on any “top destination” lists for adults fleeing Austin—or fleeing anywhere, for that matter. In June, Hutto announced the approval of 2,000 new home zoning permits. The city also is designing a new amphitheater that will hold up to 10,000 people. For a small city with a population just over 20,000, that’s a pretty ambitious project. But unlike a lot of surrounding suburbs, for quite some time, Hutto seems to have been on the right side of planning for a possible population explosion. “Hutto started as a bedroom community, so we have an abundance of affordable starter homes – more than 5,000 lots starting in the lower to mid $200s. Some builders are pulling as many as 20 construction permits a day,” says Eliska Padilla, executive director of communications for the City of Hutto. “The next thing our community wants are “step-up homes” so families stay and put down roots here.”

Times have changed, and so have housing prices!

t was May 23, 1973, when my parents closed on their home and our family moved back to Austin. The final sales price was $34,582.75. Wow, how times have changed since my teenage years. Fast forward to May 2018, when the Austin Board of Realtors reports the median price of a home in our city is $389,000, a figure fewer and fewer can afford. Recently I attended a mid-year economic forecast with speaker David Tandy, president of Texas National Title, who stated that if home prices continue to increase at 5 to 7 percent per year, combined with our population growth, then affordability challenges will continue, and rentals will grow. As REALTORS we all are feeling this impact and realize that more and more of our first-time home buyers are seeking housing on the outskirts of Austin due to affordability. The challenge for them is often whether to accept a longer commute into work or trade off with less square footage closer in.
