Key People AARON ANDREW Managing Director

GARETH WILLIAMS Manager – Water/Wastewater

Aaron has over 15 years experience in environmental consultancy. He is a trusted advisor to local government and corporate clients concerning planning and resource management issues and statutory impacts on business activities.

Gareth is a process engineer with over 14 years experience in all aspects of water and wastewater treatment – domestic wastewater, potable water, industrial wastewater treatment, sludge management and project management. Gareth specialises in innovative on-site and decentralised system design for small community wastewater treatment and disposal systems. His role involves detailed treatment and disposal options studies, assessment of environmental effects, client liaison and project implementation.

Aaron’s extensive understanding of consent and compliance processes has meant that he is regularly asked to undertake quality assurance services and assess the work of other consultants. He has also been responsible for developing inter-organisation project teams for the rollout of large format engineering projects, and the establishment of consenting programmes for the ongoing delivery of infrastructure across cities. Aaron’s skills also extend to developing communication and consultation strategies that address community risks to sensitive projects.

RENATE SCHÜTTE Manager – Environmental Investigations

Aaron is adept at implementing process improvements that result in greater efficiency and quality intra-organisational communication. Aaron has often represented his clients in public hearing and environment court processes and at the High Court.

Renate is an environmental scientist with a background in chemistry and soil science. She has a diverse range of experience obtained over 20 years from senior positions in industry, local government and consulting firms. She has managed a number of strategic environmental projects and has core competencies in project management, environmental impact assessment, environmental monitoring, contaminated land, water quality and waste management.

Aaron oversees all project-related professional services undertaken by Andrew.Stewart.

Renate leads the Environmental Investigations division and is responsible for all scientific investigations and land management projects.


MAX DUNN Manager – Planning Services Max Dunn is an environmental planner and project manager with over 25 years experience in consultancies, local and regional government. The scope of this experience extends to electricity, roading, stormwater and other infrastructure upgrading projects, as well as industrial plants, marinas, subdivisions and visitor centres and lodges. His expertise in due diligence, scoping and initiating projects, along with managing public consultation make him an asset to the Andrew.Stewart team. Max has also had experience in business planning, environmental investigation, the resource consent process, private plan change, site/subdivision design, and district/ regional planning. He is an experienced Council and Environment Court expert witness with mediation skills and an interest in coastal development, ecology, infrastructure planning and urban growth/design.Â

Case Study - Project Twin Streams (Cycle & Walkway Network Waitakere City) OVERVIEW

INNOVATIVE APPROACH

Project Twin Streams (PTS) is about restoring stream edge environments, managing stormwater, and cleaning up the streams that run from the Waitakere Ranges through bush, farmland, orchards, suburbs, industrial areas and parks to connect to the Waitemata Harbour. It is a council community partnership, bringing people together to build stronger communities and to reconnect them with the environment.

Andrew.Stewart Ltd was bought into the PTS cycle way delivery team, due to our innovative consenting approach and ability to work on collaborative teams. Our role was to assist Waitakere City Council with the development of the overall scheme, including:

It also involves the creation of an extensive network of walking and cycle way tracks along the stream edges, to assist people to get around the community and city more easily and safely, while avoiding busy roads. These paths also link with the growing regional cycle networks and other city projects such as double tracking and town centre development. The total cycle way will be 11km long and have an approximate capital value of $7 million.

Project Twin Streams - Challenges While the general location of the routes had been decided there were many challenges to overcome, including balancing the design requirements, different needs of various users and community aspirations against the available land and budgets. This was successfully overcome by implementing a consultation and communication strategy that ensured community engagement and involvement in the decision making process. The cycle way also runs through many different District Plan zonings, through both reserve and residential land, through significant flood plains and sites that were contaminated by historical horticultural use.

This created a maze of planning infringements that needed to be negotiated, and a series of potential public notification risks to address. We established a project specific quality assurance framework that provided the Client with the confidence that all aspects of the project were thoroughly investigated. This accurately identified likely obstacles, conveyed the magnitude of implications resulting from design changes, and allowed the project delivery team to deal with any issues as they arose.

Project Twin Streams - Outcomes COST EFFECTIVE & TIMELY DELIVERY Andrew.Stewart delivered cost-effective comprehensive resource consent applications covering both District and Regional matters for each build section. Robust communication channels were maintained to ensure the project continued to progress seamlessly. Effective consultation avoided the need for any public hearings or challenges to the decision making process.

SUCCESS The project was initiated in 2005 and is now complete, with four paths open for use and the last two due for completion early 2010. The network has been judged to be the country’s Best Practice Walking Facility at the inaugural Best Practice Walking Awards - run by the New Zealand Transport Agency and Living Streets Aotearoa. It has also recently scooped a Golden Foot Award, signifying excellence and stature as New Zealand’s number one walk and cycle way.
