Note From the Editor Dear Reader Welcome to our launch edition of PUBLIC WORX. It is with great pleasure that we welcome all our advertisers, subscribers and general public to what we endeavour to be a long and prosperous relationship. It is a well- known fact that construction is the corner stone (no pun intended) of any civilization. It is what drive economies and countries to success. From the Mesopotamians to the Babylonians and the Egyptians. They all knew that construction was not only a necessity, but also a vehicle to show-case technological advancement. The Romans were arguably the best example of how construction could be used to advance a nation’s cause. Through their knowledge of road-building, amongst other prowess, they conquered nations. It is along these lines that I want to make a very obvious observation; without construction a nation cannot thrive. It was because of this train of thought and the realization that there is a need to show-case the best of what there is in terms of construction, that this annual became a reality. It stemmed from a desire to give exposure to not only a portion of the industry, but the whole of the industry. PUBLIC WORX is unashamedly ethical. Stainless steel Sustainable, Environmentally Friendly Construction Material

hilst it has always been fairly common for designers of buildings to utilize stainless steel in applications such as balustrades, counter tops and the like, it is now being used on a larger scale in applications such as the exterior cladding and fixtures of buildings. The sustainability related attributes of stainless steel, in addition to the fact that stainless steel is resistant to corrosion, highly flexible, strong, easy to work with and can be finished in a variety of different ways, means that it is increasingly being used as a building material in the architectural, building and construction industry. Stainless steel is an exciting and versatile construction material which can be moulded and shaped into exceptional architectural creations, such as the Frank Gehry designed Walt Disney Concert Hall in Los Angeles and the Petronas Towers in Kuala Lumpur. The aesthetic appeal of stainless steel is obvious, but the material is used also in the heart of construction from wall supports and other structural elements, to cladding and roofing. Good fire resistance properties have resulted in safety critical elements, such as fire doors, becoming popular in stainless steel. Sustainability is an increasingly important aspect of design and comparisons of the environmental impact of different construction materials have become common. When these analyses are done, stainless steel is consistently one of the most environmentally friendly construction materials used today. Stainless steel is 100-percent recyclable with no down-cycling,

regardless of how many times it is recycled. Stainless steel producers use as much recycled content as possible. In 2012, the International Stainless Steel Forum (ISSF) estimated typical recycled content of stainless steels at about 60%. Some stainless steel producers report as much as 90% recycled content for their most common stainless steels. In the building and infrastructure segment, it is estimated that 92% of stainless steel is collected for recycling at the end of life. Stainless steel conserves natural resources and helps protect the environment in many ways. It does not contribute to landfill waste or require frequent replacement. It is possible to use thinner stainless steel panels, and reduce heat gain and air-conditioning costs through good design. Furthermore, stainless steel does not require coating to prevent corrosion, eliminating the release of volatile organic compounds (VOCs) and associated toxic run-off. Due to the fact that stainless steel shows no toxic run-off, it is suitable for the collection of rainwater, which in return can be used to lower water usage in buildings. When stainless steel is used with no surface coatings, there will be no harmful emissions from the material. Stainless steel products are an excellent choice to help protect the environment, while simultaneously creating cost effective, comfortable and attractive structures. Stainless steel is effectively used to reduce energy use and heat islands created by larger buildings. Proper application of stainless steel as exterior roof and wall panelling and welldesigned sunscreen panels will shield the

building against excessive heat gain. Stainless steel can also be used indoors and in other subtle ways to improve the quality of the building environment. Stainless steel is used for ceilings, floors, wall panels and column covers. The cleanability and hygiene benefits associated with stainless steel are primary reasons for its use in safety and health critical areas such as restaurants, kitchens, schools, prisons and hospitals, as well as in applications in ablution facilities in general. Cladding and Roofing The Environmental material of choice Why choose stainless steels tainless steel has been used extensively in architectural and industrial building applications for both aesthetic appeal and corrosion resistance. Stainless steel is used in applications such as cladding of roofs and the sides of buildings, facades, interior cladding, lifts and escalators, flooring and handrails. In most instances stainless steel does not require protective coatings or expensive paint systems. It is far more desirable to use stainless steel where the corrosion protection is inherent within the material itself and not just added to the surface. Although the initial cost of the stainless steel material may be higher than other metallic materials, the installed cost (material plus installation) is only slightly different. However, the stainless option cost will be significantly lower than galvanised and organically coated carbon steels when considering life cycle costing and the ongoing maintenance costs of coated materials. The major advantages of using stainless steel roofing and side cladding for buildings are the maximum life expectancy, minimum maintenance (even elimination of maintenance) and lower overall mass with a lighter cost effective supporting structure. Stainless steel has excellent environmental properties. It is safe to use and does not create a waste problem at the end of its useful life. Stainless steel is produced from up to 60% recycled material and can be itself

100% recyclable. Stainless steel has a special homogenous passive layer, which ensures that the material does not affect the rainwater that finds its way back into the ground water. Types of stainless steel available for roofing and cladding Types 304 and 430, offer excellent corrosion resistance in inland environments, whereas the molybdenum bearing types such as 444 and 316 and the duplex grades, are recommended for coastal and industrial environments. Types 316, 444, 2001, 2304 and 2205 are higher alloyed steels containing Molybdenum which provides pitting and crevice corrosion resistant properties in environments containing chlorides.3CR12® is a utility ferritic stainless steel and can be used as a replacement for galvanized roofing and cladding. One such area in the agricultural industry are the pig and chicken farms, where galvanized steel roofing does not perform satisfactory to the aggressive ammonia atmospheres that is found in these applications. Large scale pig and chicken farms also have to be ultra clean at all times and therefore 3CR12® has become the material of choice on these farms.

It is the intention of SAWA to apply to the DTI for PPPFA for industry designation for SA manufactured wire and wire products e.g.

This is a lengthy and costly process, in the interim however, SAWA wishes to implement a provision given in the Act, (as amended Part 3) Paragraph 9.3 : “ where there is no designated industry sector, an organ of state may include, as a specific tendering condition, that only locally produced services, works , or locally manufactured goods with a stipulated minimum threshold for local production and content ,will be considered ,on condition that such prescript or threshold(s) are in accordance with the specific directives issued for this purpose by the National Treasury in consultation with the Department of Trade and Industry.” SAWA therefore requests that, wherever possible , for all future tenders emanating from government and municipal entities should include the above provision for local preferential procurement. Any assistance in promoting the this initiative will benefit, not only the Wire Industry ,but the total wealth of the South African economy so ensuring current labour force levels and possible increase in job creation.

ROOF STRUCTURE: Will your bank or insurance company assume the risk ?

T

he manufacture and erection of timber roof trusses in South Africa is governed by SANS 10243 and if the fabricator is one of the select few that is permitted to apply the SANS 1900 mark of quality, the consumer can rest assured that the quality assurance of the manufactured product is of the highest National Standard. But what are the consequences if it is not ! There are only four accredited System Software suppliers in South Africa that are permitted to supply software and nail plates for the manufacture of monoplaner timber trusses in South Africa. Site manufactured trusses, nail plates or bolted and nailed trusses with hips and valleys, are not permitted unless the contractor can prove that each and every truss and connection detail has been designed by an engineer who is generally recognised as having the necessary experience and training to undertake rational designs in the field of roofs and roofing. 7 EASY STEPS TO CONFIRM COMPLIANCE: Accreditation: Check the ITC-SA website to confirm that the fabricator is not only a current member of the

ITC-SA, but more importantly, that the fabricator was certified competent to manufacture a roof which falls in his category of competence. There are four categories of roof structures and these can be obtained from the ITC-SA website (www.itc-sa.org). Both the fabricator and designer must be competent and professionally certified and it is always advisable to obtain proof of this.

Timber: Only structurally graded timber which is either graded to S5 or S7 may be used in a roof structure. The use of XXX or “black cross” timber is strictly prohibited, even in battens or purlins. Unscrupulous retailers have even described black cross timber as “triple strength” which could not be further from the truth. Structural timber must be marked along its entire length at one metre intervals with its applicable grading and the name of the supplying mill. The moisture content of the timber may not exceed 17% when fabrication commences, irrespective if the timber is treated or not. The maximum difference in thickness of members in a joint shall not exceed 1.0mm and the edges must be clean cut with a sharp blade. Chipping or breaking out of the edges will reduce the strength of the joint [see illustration A – pg 309]. Defects in the timber such as dead knots,

Nail Plates: The size of each nail plate in a joint is specially designed for that joint. Some software systems specify exact positioning which is not necessarily the centre of the joint and this must be checked with regards to the software system involved. Equally critical is the tolerance allowed in designed position of the plate which, according to SANS0163-2, is currently is 5mm although some software systems will allow a 10mm in either direction. In either case, the margin for error is extremely small [see illustration B]. The direction of the teeth placement in a nail plate is specifically designed for and a square plate for example may only be positioned in one direction. Joints and plating thereof are not permitted in webs. Flattening of teeth is when any given tooth in a nail plate has a 1/4 or more of its length visible within the tooth slot opening. A tooth will also be considered flattened if the surface of the wood has been raised. The number of ineffective teeth in a plate due to flattening will be calculated as twice the number of visibly flattened teeth. Even a small number of flattened teeth will seriously compromise the joint [see illustrations C&D]. The gap between the nail plate and the timber is known as the embedment gap and this is measured through the slot openings of the nail plate.

Without nail plates the completed truss is just a number of positioned loose timbers. Incorrectly sized, positioned and embedded nail plates are, apart from defective bracing, the single largest cause of roof failures. The consumer cannot be expected to be able to check every joint in his roof trusses and yet, should there be a roof failure, the consumer will need to prove that the roof was in full compliance with all industry standards. This even if a loading certificate was provided by the fabricator. A fraudulently issued certificate will naturally expose the consumer financially and, in the worst case scenario, for damages arising from a roof collapse. A bank may not pay out a building progress claim or an insurer may repudiate a claim, even if the failure is a number of years after erection. Financiers and Insurance houses are becoming more and more aware of the importance of ensuring that their interests are protected in this regard Joints: All members in a joint must be tight fitting and according to SANS1900 there may not be a gap of greater than 2mm between the members of a joint. Where the joint length is greater than 300mm, a gap of 5mm is allowed but tapering to 0mm. This is easily discernible on site and even a non building professional can determine compliance with this requirement. The difference in thickness between members in the joints may not exceed 1mm Quality verification A consumer should require continuous verification of the quality of the prefabricated timber roof structure, and should not concentrate only on the finished product but also direct his attention to the fabricators quality management system. It is therefore highly advisable that a consumer only transacts directly with a fabricator that can prove his adherence to the standards of SANS 1900 through his quality system. This quality

system is not to be confused with the software systems accreditation with or compliance with SANS 9001 Of the 213 fabricators in South Africa there are only 9 that are certified to apply the SANS1900 quality mark to their finished product. Where no information about a quality system exists, the consumer can resort to a complex sampling procedure according to the provisions of Annex B2.1 of SANS1900. This criterion of compliance is very strict. Storage Trusses, stored in the fabricators yard or on site, must be off the ground on a reasonably level surface and in a manner that distortion is prevented. Excessive exposure to inclement weather must be avoided but a few days of rainy weather will not have any negative effect and the structure may be erected and covered and, as long as the timber’s moisture content is below 17% it may be enclosed with ceilings. Transportation & handling The consumer must insist that the trusses are transported in a professional manner. Only purpose made and specially adapted truss trailers should be utilised and where the trusses are transported in an upright position. A flatbed truck or trailer may be used but the truss must be supported across its entire length and height and no portion should hang off or protrude from the vehicle. All parts of the truss should be supported whilst handling and hoisting to prevent excessive bowing or twisting

THE CONSEQUENCES OF NON-COMPLIANCE Simply said, the consequences of non compliance of the national standards will eventually result in a roof failure with potentially disastrous results and repair costs far exceeding the original roof costs by up to tenfold. In 2006 Atlas Roofing was given a mandate by CJ Irons Construction to develop a structured insulated panel roof for an office block in Pretoria. The application was done over purlins with suspended ceilings and the building is used as a call center and offices. Since 2006 a number of similar projects were undertaken around Gauteng.

Changes to Concrete Codes, Specifications, Standards and Test Methods

pecifications are essential in the concrete construction industry, as in all industries, to ensure adequate control of the works, protection of the client and public and to be able to assess the completed works for quality and ultimately payment. South Africa’s concrete codes, specifications and test methods have generally been based on similar documents in the UK. This is important as those overseas documents form reference documents for our documents. With the advent of the European Union, all countries in Europe, including the UK, have had to adopt European Standards (EN) issued by the European Committee for Standardisation (CEN). This has resulted in us not having the UK standards as reference documents. As a result of this, the South African concrete industry is in the process of adopting or adapting European documents to replace our existing documents. A number of SABS Working Groups are busy with this process to ensure it is carried out in a responsible way. Changes in philosophy The approach to the design of structures in the EN codes is significantly different to our existing approach. This is to ensure durability and sustainability of structures by designing more energy efficient buildings to last longer using less material. Previously, concrete structures have been designed to be structurally stable and then detailed or specified for durability. Specifications contained requirements for certain properties and actions such as with aggregates, the concrete, the construction process and quality control (strength). They were largely prescriptive with some performance requirements. Recently specifications were amended to control “covercrete” and specify those actual properties which prevent deterioration.

The new philosophy in the EN documents includes: 1. Determining the environment and required longevity 2. Determining the required durability in that environment 3. Choosing an appwwroach to achieve durability, and then 4. Determining the structural design Design codes In the case of the “Basis for Structural Design” or Loading Code, South Africa adapted the EN document and this is now SANS 10160. The EN Water-Retaining code has been adopted but cannot be issued until the Structural Design code EN 1992 is adopted to replace SANS 10100-1. This is almost complete. Construction Specifications A decision has been taken to adopt two EN codes namely “EN 206-1 Concrete” and “EN 13670-1 Execution of concrete structures” to replace SANS 10100-2. The intention is to have a complimentary SANS document for each of these documents, indicating how they should be used in South Africa and containing most of the good local information contained in SANS 10100-2. This process is fairly advanced. Once these two documents have been issued, the SANS 2001 concrete series will have to be revised. Material standards South Africa adopted the EN standards for cement in 1996. These are “SANS 50197 Common Cements” and “SANS 50413 Masonry Cements”. Note that Masonry Cements are not permitted to be used in concrete. Since then a number of other EN standards have been adopted including:

In the case of concrete, they are being compared to the EN methods for obvious reasons. In future all construction test methods will form part of the SANS 3001 series with a prefix to indicate the material type. For

example all the bitumen test methods will be in the SANS 3001 Bi series with various parts. Similarly with soils (So), gravels (Gr) etc. In the case of concrete, all the methods will be in one of three parts namely 3001 Co 1 Testing Fresh Concrete, 3001 Co 2 Testing Hardened Concrete and 3001 Co 3 Testing Concrete in Structures. Each with a number of parts for each individual test method The final envisaged structure will be as per flow chart above. Conclusion There are changes coming in design codes, standards, material specifications and test methods for concrete. Some have already arrived. It is essential that all role players in the concrete industry remain up to date on the changes.

The ITC-SA as a Professional Body has the authority to confer a professional designation on an individual in the form of a title, status and/or registration number. This professional designation indicates registration of the

individual with the ITC-SA, and the right to practice in the particular field of expertise governed by the ITC-SA. For the Consumer at large, the recognition of the ITC-SA as a Professional Body will strengthen social responsiveness and accountability within the designations, and will promote pride in association for all professions. What was required for the ITC-SA to be recognised? The ITC-SA was accredited by SAQA as a Professional Body after confirmation that the criteria below had been met: • Confirmed to be a legally constituted entity with the necessary human and financial resources to undertake its functions, governed either by a statute, charter or a constitution and be compliant with and adhere to good corporate governance practices; • Able to demonstrate protection of public interests in relation to services provided by its members and the associated risks involved; • Able to develop, award, monitor and revoke its professional designations in terms of its own rules, legislation and/or international conventions; • Able to submit a list of members in the form acceptable to SAQA; • Have set criteria for promoting and monitoring continuing professional development (CPD) for its members to meet the relevant professional designation requirements; • Have a published code of conduct and operate a mechanism for the reporting and investigating of members who are alleged

The Consulting Engineering industry has a large multiplier effect on the development of infrastructure as consulting engineers are the designers that create the large scale infrastructure projects that employ large numbers of people during the construction, operation and maintenance phases of infrastructure. Consulting Engineers South Africa (CESA) believes their 2014 theme of ‘Sustaining Consulting Engineering is Key to Growing the Economy’ is imperative in unlocking the mechanisms to lever all the various disciplines to meet the challenges of ensuring quality outcomes, building the economy and creating and sustaining a better South Africa. Quality a key component of Procurement The Consulting Engineering industry is facing a number of challenges but by far the most challenging is how consulting engineering services are currently procured, as it is stifling the industry. While CESA does not oppose competitive bidding, which is a constitutional imperative, they do not believe that price should be the determining basis. The organisation believes that it should be based on quality taking into account the bidder’s qualifications, experience, capability and innovation. The bulk of infrastructure cost lies in construction and maintenance with the cost of consulting engineering only being 1 - 2% of the project lifecycle cost. So it makes sense that a procurement system that takes the entire project life cycle into account should be implemented when procuring consulting engineering services. Consulting engineers need to go back to their very important role of being trusted advisers to the client providing advice on planning and design and its impact on construction operating and maintenance costs.

As an interim measure CESA calls on Government to reintroduce quality as part of the total procurement points calculation alongside price and BBBEE points. At the same time they challenge Government to conduct a comprehensive research and review of the current procurement system to determine its impact on the consulting engineering industry and infrastructure development in the country. Infrastructure Investment CESA states that a clearer project pipeline, more standardisation of deal structures, policy stability and better information about the performance of projects at their various stages would all encourage infrastructure debt investment. SA business has further identified regulatory uncertainty, inclusive growth, education and skills and labour relations as affecting investor confidence. CESA is committed to working with Government to address these constraints. The potential of PPPs to entice private sector investors into infrastructure development is not fully appreciated in SA. Government needs to address regulatory constraints to unlock this potential. Lack of Technical Capacity in Government An added challenge is the serious lack of technical capacity within Government. CESA member firms have the skills and the capacity to assist Government in unlocking infrastructure development. Properly qualified and experienced individuals need to be appointed to critical Government technical posts and their contracts need to be based on their performance of technical work. CESA fully supports the NDP but implementation is key and this is where Government falls short and CESA and its member firms are able to assist. CESA is ready to engage and partner with Government to address these challenges.

BL Williams Construction

BL Williams Construction is a private, family owned, company based in the Western Cape. Basil Williams commenced his building business as a sole trader in 1950 and sixty four years later, it is still going strong with sons Richard and Howard Williams now at the helm as financial and contracts directors respectively. The company has recently commenced construction of the 21st house on the new 30 unit Nieuwe Steenberg Estate situated in Cape Town. This is the second such project that has been negotiated with the developer client. The previous one comprised a 52 unit development in Stone Village, Stonehurst,Tokai. Another negotiated contract is the new olive press building at Boschendal Estate, a fast track building to be completed in 8 months. The company also has a history renovating several of the old Cape Dutch homesteads, including Spier Wine Estate in the Boland area and recently a heritage site in trendy Bree Street. For the latter, careful demolitions had to take place given space confinements, including an excavation under the existing building in order to establish a basement. An extra storey and a half, based on a structural steel frame, had to be added to the existing building. The above are but a few examples of the type of work that the company has recently completed. BL Williams has moved on and can confidently call both residential and commercial markets its domain. The company operates in both the Boland and the Cape Peninsula. Is it conceivable that you can build a house in the cheapest possible way without aircon in the middle of Africa? Even more surreal is the fact that you insulate it with bio non-degradable polystyrene waste. Can you believe that waste polystyrene chipped up and (known as regrind) can now insulate your house and change the R-Value from 2.5 to 8.0 by simply filling the walls with this inexpensive material, providing the building method allows it? See fig: 2

How is this possible? Stumbelbloc provides the answer. This innovative building method allows you to build a house without electricity in the middle of nowhere and it acts like a cold room. “Yes that’s hard to believe”, says Andre Esterhuizen, CEO of Stumbelbloc. “You can produce the blocks and build a house entirely without electricity” He also says that Governments worldwide have a huge problem disposing of polystyrene waste. It is such a paradox that this waste material can revolutionise the thermal properties of construction methods.

The Stumbelbloc cavity remains open from roof to floor and the polystyrene falls down like water. A special closure block as in fig: 3 & fig: 4 can be made with the same Stumbelbloc mould which is fitted on top of the polystyrene. Only the cavities that is holding the electric wiring are not filled with polystyrene, these cavities are filled with Perlite insulation which is fireproof.

You can buy the processed or so-called (regrind) very cheaply – creating an unbelievable effect on the insulation of a dwelling.

An entire house of 260 m² (fig: 1) can be core-filled by two laborers in one day: total cost of material ZAR 600, 00. The cost of the blocks tp make the house would be only R 7, 00 if you made them yourself or R 12, 00 if purchased directly from an approved block producer. All in all, easier, quicker and cheaper than standard construction.

The polystyrene association of South Africa is looking desperately for ways to recycle and dispose of the mountains polystyrene created annually.

If this method is embraced, says Esterhuizen, it could be applied to various constructions such as chill rooms on farms, greenhouses, chicken batteries and hunting cabins.

“It sounds like so much extra work to fill the walls of an entire house with polystyrene”, says Esterhuizen, but the joy of Stumbelbloc is that you don’t do it during construction. You complete the house to roof height and then simply fill the walls from the top!

It will be so beneficial in the construction of RDP houses. Only the external wall of a RDP house needs to be constructed with Stumbelbloc as the system allows normal bricks to be tied into it. These houses will be warm in winter and cool in summer.

An aqueous, butadiene latex based surfacing compound formulated upon request for a client. The brief required a fast track and economical solution to replace the need for removal of existing ceramic tiles and then replastering to receive a painted finish. PMSA – Enabling Professional Development of Project Management

roject Management South Africa (PMSA) was formed as an independent National Association to represent management professionals across all sectors in South Africa. Since its formation in 1997, its membership has grown to 1500 members from a diverse cross section of industries and ethnic groups. The drive to create PMSA came from a need for a cross sector forum where practitioners could meet and work together and for a national body to work with local organisations and the South African government in developing effective project management in South Africa. In spite of an increase in the number of project managers in South Africa and an awareness by commerce and industry of the importance of competent management on projects, recent research into the built environment in terms of government’s National Development Plan 2030 and local capital projects has highlighted project management as the fifth most critically scarce skill in South Africa. This scarcity threatens the success of infrastructure projects, not only in South Africa but throughout sub-Saharan Africa. The gravity of the situation and possible solutions will be explored at PMSA’s national biennial conference to be held in September/October 2014, the theme of which is ‘Growing Project Management in Africa’. The theme caters to the many local businesses who are engaging at some level with other parts of Africa or intend to do so in the future. Success of such business ventures depends largely on understanding cultures and customs which differ vastly from one African country to another. Sub-Saharan Africa is home to some of the fastest growing economies in the world with infrastructure being central to its development. Besides bricks and mortar, infrastructure

signifies IT systems, enhanced financial services, telecommunications solutions, governance protocols, improved service delivery, energy and optimisation of natural resources. Progress of this magnitude equates to projects which are recognised as a means to achieving socioeconomic development and competitive advantage in Africa. Projects, in turn, create the need for strategic project management and qualified project managers. An impressive line-up of representatives from African businesses and organisations will enlighten delegates to the differences between local and over border business practices, government policies and local customs, amongst other topics. PMSA is active in organising member events and has partnered with consulting organisation, PWC who host the PMO Forum, an interest group providing an opportunity for PMO heads and their teams to network with their peers across industries. PMSA also presents the Knowledge Series, a series of themed events held around the country featuring selected experts who present on various trends. Each event features three presentations supporting an overarching theme packaged around research, practice and methodology. PMSA’s focus on infrastructure development and its part in socio-economic growth prompted it to host a two-day conference exploring the role of project management in the successful delivery of infrastructure projects. Findings by an informed line-up of presenters reinforced the significance of competent project management in ensuring the success of a project, delivered on time and within budget. PMSA has made strides into formalising the discipline of project management and in 2013, following its recognition by the South African

135 Qualifications Authority (SAQA), registered various PM designations consistent with its framework for a career path in project and programme management. The need for professionalisation and formality in project management has been identified by PMSA as being of particular importance in organisations, government and state owned enterprises, who employ and rely on project managers to deliver their mandates, but do not formally recognise project management as a profession. In addressing the current shortage of professional project practitioners PMSA’s priority is to attract suitable candidates to the profession and to enable professional development for newly qualified graduates. PMSA’s Recognised Education and Training Provider (RETP) Programme is a vehicle through which it guides the quality of public and private education and training institutions and advises the development of curricula relevant to industry needs. PMSA actively engages with these institutions to identify gaps and align their programmes to the

framework for careers in project, programme and portfolio management and achievement of professional designations. PMSA currently comprises a volunteer board of directors providing strategic direction and governance to the organisation. A permanent national office employs a chief executive officer and three administrators to deliver the strategic objectives. Since its inception in 1997 PMSA volunteers have achieved representation on decision making bodies and committees including the Project Management Standards Generating Body, ISO working committees and the Global Alliance for Project Performance Standards (GAPPS). PMSA demonstrates its commitment to growing the local and international body of knowledge through its hosting of the Biennial National Conference, support of conferences and member events that provide a platform for academic research and industry best practice, contributions to a variety of publications and acknowledging excellence in project management through its biennial awards programme.

BENEFITS DRIVEN

I

n a challenging economic landscape, shareholders and citizens want more value for money. They want “benefits”, those observable, measurable advantageous outcomes that visibly please us all. So senior managers; managers; senior government officials; entrepreneurs; portfolio, programme and project managers in all sectors and industries must actively and enthusiastically engage in the pursuit of identifying and realizing quantifiable, visible benefits. Do we really need Benefits Management? We already have project, programme, risk and portfolio management, project and enterprise offices, software systems, and a plethora of tools and techniques to help us manage the delivery of our change initiatives in order to build or develop things that will hopefully, satisfy our strategic objectives. And once we have decided what projects to do, we can easily justify the cost of these projects with benefits. Right? Wrong! J. Simms (2012) ‘The capital Crime’ calls this the “upside down thinking” that leads to “wave after wave of programmes rolled across our organisations with little positive impact.” Simm’s comment is well justified, look at the following points: • Beer & Nohria in America points out that “Change remains difficult to pull off; whether new technology, restructuring or trying to change corporate culture, the brutal fact is that 70% of all change initiatives fail”. • In Europe, a report on government initiatives by the e-Government Economics Project concluded that, "after at least a decade of large billion Euro investments aimed at digitalizing the public sector, governments in Europe are still unable to objectively quantify and show the benefits and return on such investment”. 38% of respondents admitted that they always overstate benefits in order to get project approval. • Research in Australia by Capability Management (2006) ‘Research into the Management of project Benefits’ found that only around 5% of projects fully identified and realized their benefits. • And in South Africa, organizational project management maturity assessments show an equally dismal picture.

How to get it right? The solution is multi-faceted, with an opening point of adopting a benefits-driven rather than an initiative-driven approach, starting with the ‘end in mind’, where the projects required are determined by the benefits needed to satisfy our strategy rather than vice versa. And of course there is another key factor. Benefits are not just another dimension of project and programme management; they are the rationale for the investment of taxpayers’ and shareholders’ funds in all change initiatives S. Jenner (2012) ‘Managing Benefits’. We will have to move AWAY from our “delusional optimism” in forecasting and awfully passive benefits tracking, and TOWARDS an approach that uses a benefits management framework driven by the realistic planning of benefits led projects with observable fulfilment of both planned and emerging benefits. Benefits management must be demonstrated. Forecasted benefits must be achieved. All sources of potential value identified and realised. Senior management must lead the shift to the required behavioural changes. Simply put; Do it, measure it and achieve as promised. Yes, the role of your portfolio and change managers has just got a lot more important! That said, in reality not all results will be realised (because things change and forecasts are not perfect) but emergent or unplanned benefits may balance this out. These emergent benefits must be captured and leveraged so we optimize the portfolio and the value for money achieved. The benefits are significant. A study by J. Ward (2006) ‘Delivering Value from Information Systems and technology Investments: learning From Success’ found that the adoption of structured delivery approaches plus the adoption of benefits management-related practices directly related to considerably higher achievement of benefits realised. This calls for a sensible portfolio wide approach that overcomes barriers to benefits management, like our tendency towards delusional optimism, cognitive bias and strategic misrepresentation. Let’s look at ‘cognitive bias’, Nigel Nicholson points out in his book ‘Managing the Human Animal’ that we like to think we are rational and in control, when in reality our unchanged stone age

brains, left to their own devices like to make our complex world far more simple than it really is, leading to something called cognitive bias’s when we are forecasting and planning. Here’s an example of a cognitive bias called “The illusion of control”, where we confuse activity with results and the misconception that by preparing reports and analysis we are in control of reality. This is wonderfully summed up by Brian Quinn, who says “A good deal of corporate planning … is like a ritual rain dance. It has no effect on the weather that follows, but those that engage in it thinks it does… Moreover, much of the advice related to corporate planning is directed at improving the dancing, not the weather.” It’s like ‘box ticking’ where there is adherence to process rather than realization of benefits. Another well-known bias, called the heuristic affect is our amazing ability, when appraising something we like, to minimise the risks and costs and exaggerate the benefits. There are many areas where these cognitive biases’s can cloud our judgement; we need to become aware of these and put in place review mechanisms that counter them. Strategic misrepresentation displays itself when projects are justified with deliberately over-stated benefits so as to promote a narrow individual, rather than an organizational objective. Not all benefits need to be quantified in financial terms and this is certainly pertinent in the public sector. The UK government’s SROI, or Social Return on Investment model engages stakeholders in a way that identifies benefits in a “Story about change” while still encompassing qualitative, quantitative and financial information. Let me share the 7 fundamentals underpinning the SROI: 1. Involve stakeholders 2. Understand what changes 3. Value what matters 4. Only include what is material 5. Do not over-claim 6. Be transparent 7. Verify the result Looks good? It gets better. APMG International released a benefits framework in 2012 titled “Managing Benefits”, Authored by Stephan Jenner. This framework provides and consolidates expert guidance that encompasses the latest benefits management principles, practices and techniques for all types of organizations. Its design complements existing best practice in portfolio, programme and project management. In conclusion, you have now realized what the experts are pointing out; that having good delivery mechanisms is only part of the journey to organizational competency, in change and maturity in portfolio and project management, the missing part is the ability to identify, manage and realize benefits. Road Work Zone Safety awareness training program The Southern African Bitumen Association (SABITA) has for some time been concerned about exposure of member’s workers to the high risk environment associated with road construction activities. In collaboration with the U.S. based National Asphalt Pavement Association (NAPA) SABITA has produced a Road Work Zone Safety awareness training program based on the on the U.S. program ROADWAY SAFETY+ Version 11.0.

Program content and availability The training package consists of a software application with 19 individual modules covering a wide range of relevant road work safety topics. Typical topics includeRunovers/Backovers; Operator Safety; Struck or Crushed; Flagperson Safety; Temporary Traffic Control Devices (TTCD) Setup & Retrieval; Nightwork; Speed Management; etc. Good news is that SABITA is making the program available free of charge (for downloaded versions) and at a nominal fee for DVD copies! Gauteng PARTNERSHIP FUND Investment In More Than 22000 Units

stablished in 2002, the Gauteng Partnership Fund (GPF) was launched as an intervention measure in the social housing market, with a focus on rental housing. Since its inception, the GPF’s goal has been to facilitate, secure and optimise investment into affordable housing within the province. To date, it has facilitated investment into more than 22000 units, having leveraged more than R2,4bn worth of external funding. GPF CEO Boni Muvevi says the fund shares financing risks with co-funders and takes a subordinated security position on projects. “Over the years we have seen that the private sector would like to share the risks on projects with government. The GPF is a provincial platform created to enable such partnerships,” he says. “Government resources are not sufficient to fund and address all housing needs, therefore a partnership approach is more sustainable. We play a role similar to a middleman, where we are able to translate government’s needs, and we are able to understand the risks associated with housing projects and can mitigate those risks with the private sector.” The GPF has been affected by the economic crisis as some of its funding partners have lost interest in funding affordable housing projects. “We had to turn our attention to development finance institutions to assist us in co-funding projects, however, that is not enough. We are seeking to partner institutions that can provide senior debt funding,” says Muvevi. The GPF has many success stories. Of note is the Brickfields social housing project in Newtown, one of the few social housing projects that were built in 2005. “The project has had a catalytic effect on the Newtown Johannesburg inner-city. A Newtown shopping centre is under construction because of the past rejuvenation activity and investment that gave investors confidence in the area,” he says. The GPF says it wants its investors to know that the investment processes are above board. There are preliminary assessments for every application received to check if it is in line with its policy and mandate. A full assessment on the feasibility of a project is also conducted, using external consultants, engineers and evaluators, among others. A sensitivity analysis of the project is also done before a recommendation is made to the board’s investment

committee. Since its inception the GPF has prided itself on successfully achieving unqualified audit reports. The fund has received a certificate of excellence from the auditor-general of SA for the past two years for obtaining a clean audit. “The investors and external parties can be assured that we have efficient processes and governance structures that comply with legislation and best practice. The GPF promotes transparency in its controls and processes,” says chief financial officer Komathie Govender. She says though government has been criticised for its delays in processing payments, the GPF strives to ensure that its payment turnaround times are well within 30 days — as required by legislation. “We ensure that all suppliers — whether big or small — are paid on time. Our supply-chain policies and procedures comply with legislation and we are efficient in the execution of processes that affect the turnaround time to suppliers.” The GPF has a legal department that guides it in terms of legal compliance. This department is headed by Thandi Kuzwayo, an attorney, who recently joined the organisation. She says part of her job is to ensure that the organisation is kept up to date regarding applicable legislation. “We have worked really hard as the GPF to build our brand and ensure compliance with legal requirements, which will certainly enhance our market reputation,” she says. In July 2010, the GPF started an initiative called the Entrepreneur Empowerment Property Fund (EEPF), through which it has supported 44 companies to date. The initiative is an incubator programme aimed at promoting participation by previously disadvantaged entrepreneurs in the affordable rental property market. “The EEPF is aimed at entry-level black entrepreneurs and companies owned by historically disadvantaged individuals, who provide rental for households in our target market. Participating entrepreneurs must demonstrate that they have the commitment and potential to grow and successfully complete a project,” says acting chief investment officer Vinolia Mashiane. One of the projects is in Kempton Park, where the developer is close to completing a development of 22 units. “We have

projects across Gauteng in different stages of progress. We hope by the end of next year we will be completing quite a few of those projects,” she says. The target market for the GPF are households with an income of R15000. The preference is for those looking to rent or saving to buy a house. “The rentals range between R1000 and R4500/ month. Recent research confirmed that of all levels of residential rental units in the province, the bracket that performs well (with less defaults) is between R2000 and R5000,” she says. Muvevi says the residential rentals sector in the affordable housing market offers good returns of between 8,5% and 9% per unit after tax — assuming conservative gearing and taking moderate capital growth into account. In terms of investment guidelines, the GPF funds projects with a minimum of 15 units and cashflow positives. The project needs to be close to amenities, areas of employment, shops and public transport. The loan-to-value for the projects should be below 100%. Financing terms are flexible and the interest rate pricing is linked to the three-month Jibar (Johannesburg Interbank Agreed Rate). The repayment terms of the loans are between 15 and 20 years, depending on the company’s BEE status. The GPF funds between 20% and 30% of project costs. However, there is a cap of maximum exposure per company, and it can only fund up to 10% of the capital held, which translates to R48m. “We want to encourage ownership of the housing problem by different stakeholders — businesses and employers — so that it becomes shared in terms of how we find solutions to it. As the GPF, we want to talk to different types of partners, especially corporate, to be able to find solutions to our housing problem,” says Muvevi. “The GPF would like to explore new funding approaches to housing solutions with various partners, so that we are not limited to traditional banks. So, we are open to suggestions on possible solutions to the housing finance challenge. “We play a catalytic role in stimulating certain areas in the Johannesburg CBD, Jabulani and Kempton Park. With the cooperation and support of the City of Tshwane and its players we are also going to play a similar role in that area.” On a project-by-project basis, the GPF also assists rental

housing entities to acquire finance at the most favourable terms. The aim is to promote affordable, quality accommodation that is well managed for the target market. To determine the effectiveness of its products, the GPF performs annual reviews. In addition, it continually develops products that are aimed at addressing the housing market’s funding challenges. Some of the products include the Social Housing Fund, which was developed for social housing institutions that require an equity-type injection into their projects. The equity enhances the debt-to-equity ratio for projects to enable lenders to finance on favourable terms. However, the institutions must demonstrate to the GPF that they have the technical resource capacity to successfully complete a project and efficiently manage the property thereafter. The GPF does its homework by collecting comparative information from other rental-housing developments in the area and on their vacancies and bad debt. Another important aspect of the rental housing market is the management of the finished projects. Therefore, the appointment of a property management company, with a good track record, is another funding requirement. The types of projects that are often funded are typically innercity refurbishments or residential buildings. Other projects that get funded are those that entail the conversion of offices to residential units and greenfield developments for affordable housing. “We as the GPF know and understand the quantum of the housing need and the challenges associated with housing. So we decided to broaden the ownership of the problem in terms of finding sustainable solutions. Apart from funding partnerships that we are seeking, we also would like to initiate dialogue with the private sector (developers, investors, funders, corporates) with a view to seeking viable housing solutions. “We would also like to encourage investors to visit our website (www.gpf.org.za) to find out more about how they can get involved and be part of this drive to find affordable solutions to the housing challenge,” says Muvevi. Clarity on Implementation Dates of Construction Regulations 2014 You will no doubt be aware of the promulgation of the new Construction Regulations 2014 on February 7th this year. Thankfully the Department of Labour has given the construction industry a “lead in” time to comply with the new regulation requirements. PROJECTS STARTED BEFORE FEBRUARY 7th 2014: Where physical construction started on or before 7th February 2014 it will fall under the Construction Regulations 2003 regulations until 6th August, 2015 (ie: 18 month lead in). PROJECTS STARTED AFTER FEBRUARY 7th 2014: Where physical construction work started a er the 7th February 2014 it will fall under the existing Construction Regulations 2003 regulations until 7th August 2014 (ie: 6 month lead in). It is therefore possible that some of your projects can fall under the 2003 Regulations and newer projects under the 2014 Regulations.
