Barrier Aviation grounding costly By Mark Bousen

THE Weipa Christmas lights competition was hotly contested this year with plenty of illuminated cheer decorating houses in all suburbs. Judging of the impressive displays was conducted by Weipa Town Authority staff and chairman Peter McCulkin on Thursday, December 20 and by all accounts it was a tough call. The winning Christmas lights display for 2012 was 1/6 Ayam Court (top), with 14 Colong Court (middle) taking out second place, and 26 Alstonia Drive ﬁnishing in third place. The judges made special mention of 8 Iraci Avenue (with a very impressive display in the industrial area), 28, 34 and 36 Alstonia Drive, 40 Christie Avenue, 3 and 28 Fairway Avenue, 5 Euodia Court, 34, 56 and 60 Circular Way, 4 Wenlock Court, and 5 Tarqiun Court. WTA extended their thanks to Rio Tinto Alcan Weipa for the use of their ﬁre truck to distribute sweet treats, and to Santa and his helpers on the night.

BARRIER Aviation will not survive an extended suspension of its operations by the Civil Aviation Safety Authority (CASA), according to a submission to the regulatory body. The submission, dated January 1, 2013 by lawyer Derek Perkins (Queensland Lawyers), says: “Barrier’s continuing loss of income from CASA’s conduct is approximately $28,000 per day or $10 million per fiscal year, together with severe reputational damage. “Barrier cannot sustain its business for 95 days without income.” The submission claims the CASA’s conduct will ground the airline’s entire fleet for at least 95 days which could extend to 137 days due to the vagaries of the legal system under which it operates. CASA suspended Barrier Aviation for five days on December 23, 2012 but that was extended to February 15, 2013 on the following day. In suspending the airline, CASA said in a statement on December 23: “This action has been taken because CASA believes permitting Barrier Aviation to continue to fly poses a serious and imminent risk to air safety. “CASA believes Barrier Aviation has been operating aircraft with serious and known defects.  continued page 3

PRoPRIEToR of the Weipa Taxi Service, Mick Fleming found little to smile about prior to Christmas when two of his vehicles were badly damaged on the same night. On the evening of Friday, December 21, 2012 a large rock was thrown at one taxi as it was conveying passengers to the Napranum community, smashing the rear-side window. On the same night the windscreen of another taxi was punched and broken by a patron outside a Weipa licensed premise. “Fortunately, nobody was injured in either incident,” Mr Fleming said. “But the cost of repairing the damage to both vehicles is expensive, and if this sort of behaviour continues we may have to look at changing the services we offer.” Mr Fleming said he was considering earlier curfews for his taxis and limiting the areas they entered. “We are providing a service to the local communities and for our drivers and vehicles to be copping this kind of abuse is unacceptable,” he said. Both taxis have since been repaired and are back on the road.

In the red corner is our current leader Julia. I can’t say I know much about her. We’ve never had the chance of a chat. She has managed to keep a bunch of rabid socialists in minority government for a couple of years, so she must be pretty smart. On the other hand, she has attracted an extraordinary amount of vitriol from the opposition, the media and disgruntled Labor factions. If she is even half as wicked as they say, she should have horns, hooves and a tail.

On the other side, the official opposition is led by Tony Ears, who is probably basking in the dream of celebrating next Christmas as Australia’s Prime Minister. Tony is a man of principle, and that principle is - anything goes if it makes me Prime Minister. His enthusiasm for the mud-pit is becoming an embarrassment to the patrician class that runs his party, and he is due to be dumped. Let me make a prediction; this year’s election fight will star Julia and a coldly polite gentleman in a suit. I am not betting on Julia. Another prediction - whichever one wins, we up north will remain as far from their hearts as ever.

its ofﬁce for holidays, taking no further action.” “While CASA has sat on its hands for the last 10 days, the cost to Barrier has been in excess of $250,000.” The five-page submission also claims CASA made no attempt to resolve the matter by communication with Barrier. On January 2, one day after Mr Perkins’s submission, CASA asked the airline for a copy of the log books for its ﬂeet of aircraft. Mr Perkins told The Western Cape Bulletin that Barrier Aviation had been proactive in

being in regular contact with CASA’s lawyers and ofﬁcials since December 24, but nothing had been done in response until January 2. “We have been trying to work to a constructive and early resolution to the matter. “The paramount concern is to ensure air safety and to recommence the provision of services to Indigenous communities, miners and essential government services to effectively operate in remote Australia by travelling to the remote areas serviced by Barrier.”

The submission further accuses the industry regulator of several shortcomings, including: • Public misrepresentation by CASA; • A dereliction of duty; • A breach of statutory duty and common law duties; • Misleading the Federal Court; • Destruction of a reputable, responsible and safe airline; • Basis for compensation claims; • Breach of various entities; and • Reviewable mal-administration by the Commonwealth Ombudsman.

Community ignored in QantasLink decision By Mark Bousen

TORRES Shire Mayor Pedro Stephen has echoed Weipa Town Authority chairman Peter McCulkin’s comments regarding the lack of community consultation by State Government in it’s decision to extend ﬁve QantasLink regulated route contracts. “The decision has still not addressed the community’s needs,” Mayor Stephen said. “The decision doesn’t provide an opportunity for the community to present its views.” Mayor Stephen said the decision came as a shock and is “very disappointing”. Council has been working on a submission to be presented to the Government when the current ﬁve-year tender expired in March this year. “Council was anticipating the contract to be tendered in March, 2013, and looked forward to the open-market process which assists in healthy competitors bidding for the tender. Horn Island Airport numbers have grown with the number of travellers, both locals and visitors, on the increase.” Mayor Stephen said the decision was typical of the State Government. “We were told leading up to and after the State election that the decision-making process would be the responsibilty of the community. “This sort of action demonstrates that is not happening; we were ignored.” Mayor Stephen said: “Decisions regarding the community’s perspective were to be directed to the community, but we are being regarded as an afterthought.”

Virgin Australia interested in Cairns-Weipa route

VIRGIN Australia is in discussions with the Queensland Government regarding the decision to extend five QantasLink regulated route contracts, including the CairnsWeipa route, until December, 2014. A Virgin Australia spokesperson told The Western Cape Bulletin that the airline is interested in accessing a number of intrastate routes in Queensland which are currently regulated, including Cairns-Weipa. “We believe that some of these routes are now capable of sustaining competition, and should be deregulated as soon as current contracts expire in March 2013. “Competition brought about by deregulating selected routes would bring lower fares, delivering better access for regional communities to essential services, reducing costs for businesses, particularly in the mining and resources

sector, and boosting tourism to regional areas,” the spokesperson said.. The current decision not to stick by the March, 2013 tender process has similarities to the previous tendering procedure which was brought into place from April 1, 2008. The former ﬁve-year tender expired on June 30, 2007, but was twice extended initially to December 31, 2007, and subsequently to March 31, 2008. Virgin Australia has requested the Queensland Government to reconsider its decision to extend the current contracts. “If regulation is to continue on certain routes, a transparent tender process should be undertaken to ensure that the best deal is secured for communities and Queensland, as occurs in other States,” The Virgin Australia spokesperson said.

RFDS Primary Health Care Nurse Lisa Smith checks Archie’s hearing. The RFDS conducted more than 43,000 patient consultations in Queensland between January and November last year.

Staff at the royal flying Doctor Service (rfDS) Base in Cairns had a busy year in 2012, according to the regional manager, far North Queensland angela Jarkiewicz. The Flying Doctor provides aeromedical retrievals 24 hours a day, 365 days of the year, and transported 10,316 patients across the state between January and November this year. This included 479 primary evacuations and 474 inter-hospital transfers through its Cairns Base. The organisation also provides comprehensive primary health care services in the far north, delivering 2,871 general practice, child and family health, women’s health and mental health clinics in local communities. “In total, our medical officers and nurses had 28,417 patient consultations, as well as administering 2,554 immunisations and taking 7,462 remote consultation calls,” Ms Jarkiewicz said. “The Flying Doctor aims to provide people living in the far north with access to the health

care services that they need and deserve. We’ll continue to work with government and other service providers in the area to identify health care needs and to develop solutions to meet those needs.” Ms Jarkiewicz said one of the highlights of this year was the 40th anniversary of the Cairns Base, which was celebrated with a morning tea for donors, supporters and community representatives in July. “I thank all the donors and fundraisers in the region for their work on behalf of the Flying Doctor throughout the year. “We continue to rely on the support we receive from local businesses, community organisations, our volunteer auxiliaries and individuals,” she said. “Their efforts are truly inspiring. ”All donations go towards the purchase of aircraft and lifesaving medical equipment, and help keep the Flying Doctor flying.” Next year will be a significant one for the RFDS, as the organisation will celebrate its 85th anniversary and is currently planning several new projects.

Just think of him as resting from the sorrows and the tears in a place of warmth and comfort where there are no days and years. C.A.P.S for dogs is a non-profit organisation caring for homeless and unwanted dogs in the Weipa and surrounding areas, with the primary aim of providing temporary refuge and eventually new homes for abandoned, abused, stray and unwanted dogs. Bravehearts: continuing to protect our children NATIONAL child protection advocate Bravehearts will continue to deliver its message of safety to the children of Cairns and Far North Queensland over the next three years, with the help of more than $550,000 from the Australian Government. More than 14,000 kids in Far North Queensland will be safer each year as the funding allows Bravehearts’ to continue to deliver the Ditto’s Keep Safe Adventure program in lower primary school and child care centres across the region. Research shows that a staggering 1 in 5 children (59,000 per year) will be sexually assaulted before their eighteenth birthday. Since its inception in 2008, Bravehearts Cairns has educated 43,072 children with its vital personal safety program, covering a vast area from Cape York in the north to Rockhampton and as far west as Mt Isa. Queensland Senator Jan McLucas hailed the program as a key safety initiative for children. “All children deserve a safe, healthy and happy childhood,” Senator McLucas said. “Our government is proud to continue to support the great work of Bravehearts to deliver vital child protection education to communities, children, and parents in Cairns and Far North Queensland.” As Australia’s leading child protection advocate, Bravehearts has been welcomed into remote indigenous communities where it has presented the specially adapted ‘Ditto and Torres’ show to children. only be achieved through building conﬁdence in children, residents and communities – a key outcome of Bravehearts program. “Crime reporting trends for child abuse and neglect have been trending upwards for some years and I believe that the program being delivered by Bravehearts has had some impact on this increase in reporting.” The Ditto program is a live 30-minute production aimed at children from pre-school to Grade 3 that effectively teaches children strategies and skills to stay safe in a range of situations from sexual assault to bullying. The program teaches personal safety skills and underpins children’s instinctive understandings and feelings around their personal safety in a way that is non-confronting, safe and highly effective. The initiative has now reached more than 240,000 children Australia-wide since the first show at Nambour Christian College Sunshine Coast in 2006. I hope that you all had a blessed and holy Christmas and New Year, and let’s pray for each other that all will go well for each of us and our loved ones this year, as we travel on after seeking God’s will. As you may recall we were discussing Mark Ch 14 where Judas, one of the Lord’s disciples, became a traitor to the new Christian movement and in John Ch 13 vs 21-30 the Lord made it quite plain that he knew that it was Judas. “Hurry and do what you must!” the Lord told him in v 27. Judas accepted the bread, in a way saying

that it was he all right and he had no intention of changing his mind, for he then went away from the group. (v 30). Notice that when Judas is spoken of, the gospel writers often add his last name, Iscariot, and this is because there was another Judas who was a follower of Jesus, but he was obviously faithful. (Read John Ch 14 v 22). When I ponder the first Holy Communion (Mass) started by the Lord, it shouldn’t amaze me that the Devil’s treachery was already planted in the midst of God’s people as they undertook the first most holiest celebration of our Christian beliefs.

Not that the disciples really understood what Jesus was going on about at that time. True understanding came later. And as much as we should celebrate Christmas to remind believers and teach non-believers about the true “reason for the season’, it was not his birth at Christmas that the Lord exhorted us to remember, but his sacrificial death on Good Friday. “Do this in memory of me” echoes down through the centuries as we celebrate his command each Sunday. (Luke Ch 22 v 19). The Lord loves you with a love that is too awesome to describe.

The big picture As the year 2012 drew to a close, we could reflect on some exhausting political debates in Australia, Europe and the US. However, many stock markets finished the year well above where they started. If we include dividends, our market rose by about 20% in one year! Those sitting in cash saw their yields slashed as the RBA cut rates time after time to a low of 3% - the same as the emergency low setting during the GFC. The so-called fiscal cliff debate in the US caused some increases in concern during the last few days of 2012 but, in comparison to other political squabbles, markets were largely taking it on the chin. While it might take a few days, or even weeks, to sort out the solution to the automatic tax hikes and spending cuts, whatever is agreed upon can probably be backdated and we can all soldier on. Standard & Poors, the agency that downgraded US debt in 2011, claims it is not worried about

the outcome of the current cliff debate. In our opinion, 2013 is shaping up to be the year we ﬁnally shake off the effects of the GFC. The controlled China slowdown bottomed in August 2012 and is set for growth of about 8.5% in 2013 - according to the IMF and the World Bank. Iron ore prices recovered back to $140 a ton after a brief dip below $90. Fortescue reactivated its expansion plans for the Pilbara. Those who followed the hard landing for China and the end of the mining boom push missed out on some great buying opportunities. Europe is in surprisingly good shape too. Of course it continues to ﬂirt with recession but Mario Draghi, President of the ECB since mid-2012, seems to have made a profound effect on both governments and mar-

kets. It seems quite likely that any debt crises in the future will be much better handled than before Draghi’s tenure started, to the extent markets in the rest of the world can now grow without the unnecessary corrections that have characterised the last few years. The US has two strong Quantitative Easing packages in place that can buy time for the US to consolidate its growth path. They do have a massive debt level to deal with over coming years but, in the short run, we expect promising conditions in the US, OK in Europe, and really good in China. So, barring any major natural disasters or military conﬂicts, Australia is the only problem facing Australia. With our government ﬁnally abandoning its misguided target of a budget surplus by June 30 - and an election due this year - there might be a few more stimulus crumbs thrown about to pump-prime our economy. Rates may

well be cut again to try and reign in our dollar but, in our opinion, rate cuts would do more harm to savers than good to borrowers. But if rates do continue to fall - and some expect several cuts this year, cash from deposits will be forced into dividend-paying equities. We have our market currently a little overpriced and with expected capital gains of over 12% for 2013. That means we expect the ASX 200 to break though the 5,000 level - and stay there this time? Sharks are a real nuisance and knock off your good fish and leave the rubbish for you, and some of them are in the three to four metre range which can cause a bit of trouble if hooked accidently. The rivers have been a bit of hit and miss, but the Mission River bridge has been giving up a few fish. I watched a boat fishing back to the pylons and yes, he was catching Catfish, but he also was landing some nice Jewfish. I had a go here as well and I landed a good Fingermark, and the when releasing a Catfish got stung in the finger. It was hell for a few hours but the pain went away the next day. I was being careful but still got hit, so maybe instead of trying to save a hook just cut them off. Up on the rock bars towards Scherger there have been some nice Fingermark taking Squid baits but you might have to move if the Sharks become a problem. Fishing from the bank with live baits has been producing small Queenfish, small Sharks and the odd Grunter which should improve when the Prawns start moving. Evans Landing has had some nice Golden Trevally on live bait during the day and the usual unstopables at night on live bait. On the run out at the mouth of Waldren Creek there has been large Queenfish on the prowl however they are responding to flies rather than lures, but if you match the hatch you will be half a chance to land one of these speedsters. getting some great fish, with his son Josh snaring Red Emperor, Cobia and Black Jewfish on the nearby reefs. I also have been fishing some of these reefs and have been getting a feed as well landing Coral Trout, Cod,

Fingermark, Red-throat Emperor and assorted bottom rubbish. Stuart Mckinnon and his partner, Natt fished down towards Red Cliffs for Fingermark, Coral Trout and mixed bottom fish, and Natt also landed one of the biggest Bat Fish that I have ever seen. There are still a few Mackerel around so it pays to troll from reef to reef as there is a big

chance of nailing one of these toothy critters, or even a Cobia. Off the beaches there has been some large Manta Rays and following them have been some large Golden Trevally which can be a lot fun on lighter tackle. There is also a possibility of a Cobia but it’s hard to get a lure at them as the Goldens are so thick.  continued page 19
