Animal lover and community stalwart Tonia May was announced as Weipa ‘Citizen of the Year’ at Sunday’s Australia Day Celebrations. Hosted by the Weipa Town Authority, the event was held at the Carpentaria Golf Club, with Member for Leichhardt Warren Entsch the guest of honour. Addressing the crowd of more than 100 people, Mr Entsch spoke passionately about the greatness of our country. “We are the lucky country - but it is a combination of God’s gift and personal endeavour. We were gifted great opportunities but we have also made our own luck,” Mr Entsch said. “My Australia Day message is let’s count our blessings - recognise our failings, sure - but celebrate our society, our achievements, our ingenuity, our culture, our luck. We live in the best country in the world and, dare I say it, at the best time in history.” Looking locally, Mr Entsch described Weipa as “a small town with a big Aussie community spirit”. “Being remote, and sometimes isolated for extended periods, I know that people here really bond together to help those in need,” he said.

WEIPA Town Authority’s ex Planning and Development Chair, Trevor Snodgrass, (Snoddy) was given a formal farewell by the WTA at a dinner at the Albatross Resort last week. A Weipa resident for 24 years, 14 years as a WTA Member, Snoddy was a fantastic contributor to the town and thanked Weipa for the quality of life here for him and his family.

Australia’s New Year in politics has taken off with the refugee issue taking most of the polies’ time, and so much newspaper coverage it will soon be encroaching on the sports pages. Refugees are a problem around the world, but Australia is becoming famous for them. Not that we have many - our numbers are tiny compared to countries in Europe - but we do love to shout and beat our hairy
chests over them. Tony has been shouting at the Indonesians again, blaming them and saying they are doing it deliberately and ought to stop. That is probably true, but if you want the diplomats to hear, discreet whispers are recommended. You only use a megaphone if you are really talking to your voting public. They respond to loud noises and will probably get all hairy chested about refugees alongside you. A funny thing has been happening. The Government has decided they don’t want the Australian public to know what is going on. The Immigration Minister has actually sought asylum, claiming to be

World Heritage listing not needed for all of Cape, says Entsch By MARK BOUSEN
QUINKAN National Park near Laura could be the first area in Cape York to receive a World Heritage listing, according to Member for Leichhardt Warren Entsch. “Work on Quinkan is well advanced, and I will be recommending to (Federal Environment Minister) Greg Hunt to promote the listing. “Work is being done on other areas, but Quinkan is the most advanced,” he said. Mr Enstch was commenting on conflicting southern media reports the Abbott Government had scrapped plans for the Cape York World Heritage listing which has a February 1 deadline. “Reports that there are plans to shelve the World Heritage listing are simply not true. The Government will not be meeting the February 1 deadline, but the question is why does the whole of Cape York need to be listed. “Certainly there are areas, such as Quinkan, which deserve consideration but not the entire Cape. “We will be meeting all the interested parties, Indigenous and non-Indigenous, on this issue.” The reports have evoked prompt responses from Listing proponents, such as the Wilderness Society, Greens and the Conservation Foundation. The Wilderness Society called on Mr Hunt to clarify whether the Abbott Government is scrapping or proceeding with the current World Heritage nomination process for Cape York Peninsula. Society Northern Australia Campaigner Gavan McFadzean said: “Traditional Owners, who have been working on this nomination for years, deserve to know whether the Abbott Government will deliver their aspirations to nominate Cape York’s natural and cultural values for World Heritage, or whether he is abandoning them.” Greens Senator Larissa Waters said: “The Abbott Government is doing the bidding of the big mining companies and ignoring Indigenous voices by dropping the Cape York World Heritage nomination, “Traditional owners were close to agreement on the boundaries of the World
Heritage Area, but Tony Abbott would rather give his big mining buddies open slather.” Australian Conservation Foundation has urged the Federal Government not to abandon the process to nominate Cape York Peninsula for World Heritage listing. “The drive to recognise Cape York’s world heritage values goes back to the 1980s,” said Andrew Picone, Northern Australia Program Officer for ACF. “Traditional Owner consent has always been central to the process – in fact, it is written into the historic heads of agreement.” Mr Entsch said the Cape York Peninsula Land Use Strategy 1, compiled in the mid1990s, was the most-sensible and thorough study into the issue. “However, Labor continually downgraded CYPLUS1 until CYPLUS4 was reached which made it virtually impossible to develop Cape York, and left the way open for total World Heritage listing of Cape York. “That study recognised there were areas which were suitable for economic development, such as the Weipa area and the Laura basin, particularly with agriculture, but also there were areas which were environmentally significant. “We don’t want to lock up Cape York and curtail access to Cape York as Labor wanted.” Mr Entsch says Mr Hunt is on the right track. “ I ’ m p l e a s e d h e ’s d o n e t h a t . ” Mr Entsch said a meeting in Cairns last week, organised by Member for Cook David Kempton, was attended by about 150 people, including all the elected leaders from across the Cape, as well a host of stake holders. “The overwhelming view was to ‘get our of their face’ and ‘allow us to develop a solid future’.
“There were no carpetbaggers there, or only very few, and the the vast majority wanted to get on with the job with a sense of community and a sense of pride. “Cape York people, both Indigenous and non-Indigenous, respect their country and maintaining that country to be recognised as being pristine, rather than pushing them off their land and handing it to some international body, which would occur under a World Heritage listing. “Give some credit to the Traditional Owners and property owners to manage their land, rather than hand it over to some overseas organisation. “The meeting felt this was the first time since the 1990s that they had the opportunity to have a voice. “Economic opportunity were the major words to come out of the meeting; they’re not dirty words.” Mr Entsch says that, unless there is economic development, the welfare mentality will continue and will grow. “And we will be judged, and judged badly at that. “The people of Cape York have the right to decide their future.” Mr Entsch said the Government did not have a time table for Cape York. “What is the urgency there? There is so much regulation in place already for anything to be done there so nothing is going to happen suddenly. “The people of Cape York a doing a bloody good job themselves without handing it over to some international organisation.” Mr Entsch also delivered a lengthy broadside at his Labor predecessors – former Ministers Peter Garrett and Tony Burke. “They never met a deadline, despite spending millions of dollars on this. “The reality is Garrett and Burke did the bidding of the Wilderness Society and Conservation Foundation who were looking for a blanket Cape York Heritage listing. “They looked for Traditional Owners and offered them inducements to support them, and discarded anyone who disagreed with them. “There is no doubt the former Government would have total support had they been sensible and not sought a total listing.”

The recent decision of the Queensland Government to stop the propose mining venture at Pisolite Hills by Cape Alumina, reeks of a Government that is in complete disarray. It is time they came out of the 18th Century with their colnial views, and move in to the 21st Century. The Queensland Government has completely decimated departments, such as mental health, general health and housing, now it’s the mining sector’s turn. No doubt, Australia Zoo made the bullets, and the Government fired them. The so-called nature reserve was given to the Irwin family as a gift the land that the Government gave them is on a huge tract of land, which belongs to the Taepithiggi Tribe. No compensation was given but promises were made, and that is as far as it has gone. As far as any consultation with the Mapoon Aboriginal Shire Council, the six tribal clan groups or any persons were not consulted about the closure. The Taepithiggi Batavia Clan Group Aboriginal Corporation members are extremely angry, and who can blame them for the loss of employment and their secure future. One thousand seven hundred and eighty jobs thrown out the window. It is plain for all to see that the land that is called Cape York Peninsula the Government of the day does not want to recognise it or acknowledge that it exists. Again we say who’s going to compensate us - the Government or

Australia Zoo? The Taepithiggi Batavia people were in the throes of leasing land, plans were drawn, quotes on sheds, building and infrastructure, now it’s gone - dreams turned to dust. The Premier and his underlings should take a leaf from the Western Australian Government, especially the deputy premier Brendon Grylls with his royalties for regions. Grylls’ priority list is,where the money comes from a good proportion goes back into that region. His main objectives are that it is the people who live in remote areas who benefit especially pensioners, who receive a $500 voucher and freight concession. A large proportion of money is also spent on roads and infrastructure of remote towns. Western Australia is seen as a huge mining player in the world. It is respected on how it conducts its mining ventures by being positive and honest, and most of all negativity does not exist. The Queensland Government has no idea what the repercussions of their decision not to mine at Pisolite Hills. A short time ago the Government of the day gave it the thumbs up to be a goer, but now its only a dream. The Japanese and the Chinese will think twice before they commit themselves to any proposition of mining in Queensland. We say to you Mr Premier and your underlings: shame, shame, shame, shame. community School is in for 2014 The return of the 8am traffic jam at the Western Cape College can only mean that school has started for 2014, with the students admitting to mixed emotions. The Bully caught up with a couple of students and their family on their way to school on Tuesday morning, with Daniel Parker (6) saying that he was looking forward to catching up with his friends as he starts Year 2. Daniel Parker (6), with family Lorraine and Ivy, was all set to begin Grade 2.
A reluctant Kieran O’Sullivan (9) couldn’t think of much to look forward to about starting Grade 4, but mum Rachel reckons the homework is sure to be hours of fun! Little Mya (3) was off to her first day of kindy as was feeling particularly camera shy, although a big smile of encouragement from mum Collette saw her through the gates for the big adventure ahead. Record bauxite production for Weipa in 2013 By Corey Bousen
Rio Tinto’s Weipa mine produced a record 26.3m tonnes of bauxite in 2013, up 13.2% on the previous year, according to the company’s annual production report. The report, which was released earlier this month, shows that 5.8m tonnes were produced at Weipa in 1Q 2013, with 6.8m tonnes, 7m tonnes and 6.8m tonnes produced in the subsequent three quarters. Bauxite production at Rio’s Gove mine in the Northern Territory also reached a new record level at just over 8m tonnes for the entire 12 months, up marginally on 2012. quarterly record at 11.4m tonnes and was seven per cent higher than the same period in 2012. Bauxite production for 2013 was up 10 per cent against 2012, with 43.2m tonnes produced globally (of which 61 percent came from Weipa).

The Lord wanted his disciples to have the power to take the gospel out the entire world, (as known at the time), but he asked them to wait until the power from heaven came upon them, the Power that will give them the ability to walk the talk. They have already been given power to cast out evil spirits and trample poisonous creatures without being harmed, and even defeat the powers of the Devil. (Read Luke Ch 10 vs 16-20). The Lord ensured that his followers knew about the Holy Spirit, because in their walkabout before his death and resurrection, he kept bringing up the Holy Spirit’s name and job description. Forum gathers input for Cape plan Striking the right balance between economy and environment, protecting infrastructure and community ownership were the major drivers coming out of a packed forum hosted by David Kempton, Member for Cook, about the Cape York Regional Plan last Thursday. Local leaders, industry representatives, residents, land owners and conservationists were among more than 150 people to attend the event, which focused on the State Government’s draft plan, the future of the Peninsula Development Road (PDR) and other issues critical to the region. Dozens more were turned away at the door with the hall packed to capacity. “Today is about kick starting real community engagement and ownership of the future of Cape York which, in my view, is where Government has got it wrong for the past 20 years,” Mr Kempton told the capacity crowd. “If you are prepared to work together today you have my guarantee I will take each and every recommendation forward regardless of what it is,” he said. Mr Kempton said he would also welcome individual submissions on the plan. “In the past Cape York has endured a process of consultation which usually involved a pre-conceived idea cast about
and implemented anyway. “Today is about real engagement and truthful conversations.” he said The draft plan was presented by James Ross from the Department of planning, who gave a very fair and balanced overview and did a great job of getting all the information out in a short time. The forum then had a general discussion and broke into 10 groups to come up with 3 key recommendations each which they voted on all in half an hour. “It was a very hectic pace, but well worth it,” Mr Kempton said. The key recommendations to go to the Minister include changing the basis of the draft, that currently only reflects environmental zones to a more balanced and realistic approach, identifying areas for development, environment, community use and recreation. “There needs to be more community engagement and greater attention to the long term aspirations of indigenous communities,” Mr Kempton said. Cook Shire Mayor Peter Scott will be part of a task-force formed from Cape York locals, which will supervise the management of a $210 million funding commitment from the Federal Government for infrastructure.
The formation of the task-force was one of the issues discussed at the Cook Planning Forum. Mayor Scott agreed there was great collaboration at the forum, which hosted a good cross-section of stake-holders. “There was a good consensus from everyone, with the focus on moving the Cape forward,” he said. “People were speaking consistently about the need for a collaborative view.” He said the forum identified the PDR (Peninsula Development Road) as being the project to which the funnding should be allocated. “It was said that, ‘what is the good of opening up the Cape if you can only get there for six months of the year because of the Wet’,” he said. “The PDR is the ‘main artery’ to the Cape.” He said where, how and who will be what the task-force should identify and supervise. “Identifying the hot spots – those parts of the PDR that are real trouble during the Wet and will require the most spending – will be one aspect,” he said. “But there are also other sections that need very little spending on them to bring them up to scratch.”
Bangarra to select 24 local students A unique opportunity to share stories, songs, dances, connect to Indigenous cultures and create new choreography with six former Bangarra dancers is now available to young people of Aboriginal and/or Torres Strait Islander in the Weipa and Napranum region. Australia’s leading Indigenous performing arts company Bangarra Dance Theatre will be in Weipa on 24 February to hold auditions at the Western Cape College Performing Arts Centre, between 9am and 3pm for its ‘Rekindling’ youth program. Under the Artistic Direction of Stephen Page, Bangarra Dance Theatre is committed to inspire and develop the next generation of Indigenous storytellers through the mentoring and training of creative young people. In 2013, Bangarra Dance Theatre
launched its youth program, Rekindling, which uses dance theatre to reconnect Indigenous youth with their culture. Exploring ‘who you are’ and ‘where you come from’, young people will research and gather stories from within their communities with the help and guidance from local elders, and develop performance and creative skills to enable them to produce their own dance theatre works. Applications for the 2014 program are now open and Bangarra specifically invites young Aboriginal and/or Torres Strait Islanders based in or nearby Weipa to apply to be part of this intensive youth program. Twenty-four secondary students will be chosen from the audition in the Weipa area to be part of the Rekindling program during 2014.
Following the auditions, three subsequent “gatherings” will be held in Weipa on 30 May to 1 June, 16 to 17 June and 29 July to 2 August for the selected students to develop and perform their works. Rekindling is led by one of Bangarra’s most acclaimed artists, Sidney Saltner, who transitioned into a new role of Youth Program Director, after 15 years as a Bangarra performer. Working with Sidney and returning for the 2nd year of this highly successful program are renowned workshop leaders and celebrated former Bangarra dancers: Patrick Thaiday and Chantal Kerr. Diane Davy talks leadership role at Cape Kids as Joanne McNamara departs Cape Kids Childcare Centre has advised that acting Director, Joanne McNamara has left the centre. Joanne has been acting in the role of centre Director for over nine months, and has been a very capable leader during this time. Joanne will be replaced by Diane Davy, who brings a wealth of knowledge with her, including over 20 years of experience with early education and care. There were a number of achievements under Joanne’s leadership, including improvements made to the facility and a comprehensive review of all policies and procedures to align with new regulations. Joanne was also instrumental in bringing a new, Government-approved kindergarten programme to the centre, ensuring Weipa children have the best
start in life and are well prepared for their schooling years. “Joanne’s work has laid a strong foundation for the centre to continue to build on in the years ahead. We would like to thank Joanne and wish her and her family well in her future endeavour,” Diane said. Rio Tinto Alcan Weipa, which manages the childcare centre, is committed to building a longterm, sustainable childhood service for the Weipa community. In 2012, Cape Kids was expanded as a part of the Australian Government’s Early Learning and Care Centres initiative with $2.1 million provided, and $2.4 contributed by Rio Tinto Alcan. The Weipa community gathered at the Carpentaria Golf Club on Sunday to celebrate Australia Day. Organised and sponsored by the Weipa Town Authority, the day of celebrations started at 7.30am with a 5km fun run (see back page), followed by a community breakfast. Just after 10am, the high and quiet achievers of the local community where recongised at an awards ceremony, that recognised their contributions in six award categories. The winners of these awards are pictured left. Not much really to report this week as the weather has been up and down like a fiddlers elbow but there are a few fish around. Outside the boys have found the fishing tough with a lot of the guys having to move around to find the fish. I had a fish on Saturday with Jessie Brown and we did a lot of moving around and put together a bag of cod up to 6kilo’s, spangled emperor, stripies and small tuskies. The early weather was perfect till after lunch with lots of bait fish showing we tried trolling for a Spaniard, but we didn’t raise anything. We were troubled by small to mid-sized sharks all day with the better fish we hooked getting eaten. I caught the biggest salmon catfish I have ever seen and it would have to been at least 10 kg’s and it pulled like a demon. Up on Bagley’s reef the usual bottom dwellers are being caught with fingermark and small tuskies the most common captures. In the rivers the best news I have is that there have been some good hauls of good

sized prawns on the move flushed out by the fresh. With the prawns the grunter won’t be far away. The Mission River Bridge there are black jews patrolling around the pylons but there are lots of catfish between the better bites. There has been some fingermark and at night some large blue salmon taking lures. Threradfin salmon are also patrolling the edges of the rivers and creeks and would be worth chasing. In the Embley and Hey rivers it’s the same as the Mission with salmon blue and threadfin on the prowl, small queenies around Evans Landing wharf and over on the flats the golden trevally are chasing bait fish. The barra season opens this weekend so these rainy days is the time to check all the lures for rusty hooks and check your leaders to make sure everything is in good order for the up coming opening of the barra season. I haven’t been overrun with reports so until next week smooth seas, calm breezes and tight lines. Cheers China!

WEIPA Crocs enjoyed their most successful Goldfield Ashes Cricket carnival ever , finishing 9th among 138 teams, following the competition over the Australia Day long weekend at Charters Towers. The Ashes started in 1948 with just six teams and this year had a world record 239 sides competing in five grades. This year the Crocs played in B-2 division after having been in the higher B-1 grade for previous campaigns. B-2 had by far the most sides with 138. Weipa Crocs finished ninth scoring 632 runs, snaring 30 wickets and finishing on 21.32 points. The winning B-2 side was Treasury Club from Townsville on 22.91 points. After the second day’s play the Crocs were sitting ninth having scored 422 runs and snaring 20 wickets for 14.22 points. Crocs captain Gavin
Rumble told the Bully on Monday night (27th) that it was his side’s most successful Ashes ever. “ We i p a h a s b e e n competing there since 1994 and I can’t recall us ever winning every match. We are all a bit sore and tired but it has been a great three days,” Mr Rumble said. First up last Saturday the Crocs made 291 against Biggalo’s XI at the Charters Towers airport and bowled out the opposition for 194. Jamie McIntosh and Gavin Rumble got amongst the runs in the 35 overs a side clash. Day two games were Twenty20 encounters and the Crocs met Towers side Black Bream at Mossman Park field 17. Initially Crocs players thought they had won on forfeit when the Black Bream team didn’t turn up at the scheduled starting time of 11am. However they arrived a bit later and Crocs batted first after skipper Rumble won the toss. The field was green

after overnight rain and scoring was difficult so the best strategy was to hit boundaries. Black Bream had previously won that grade so the Crocs score of 131 was impressive. Clint Butler (13), Ross Craven (17), Brendon Vener (35), Calvin Norris (24) and Dan Condon (18) impressed. The Bully was there when the Black Bream run chase took place and there were some quality fielding and bowling performances. Gavin Rumble took two catches off successive balls fielding at mid off and at one stage numerous players had to search in a gully for a lost ball after a Black Bream batsman belted a towering Tom Mix (six). After about five minutes they found it. One of the Crocs fieldsmen took an outstanding one handed catch deep in the outer but his momentum carried him backwards over the boundary and a six was signaled. Stand in wicketkeeper Bluey Webster looked like he had stumped a Black Bream batsman but on appealing to the square leg umpire was dismayed that there wasn’t one. So the batsman remained not out. The Crocs fieldsmen were assisted greatly by regularly receiving hydration from the esky on the back of the drinks cart which was a Four Wheeler. Black Bream needed 30 from the last four overs but fell short ending with 116. In their last match as they chased Ashes glory the Crocs faced
Smackaround XI at field Airport Reserve number 40. A good contest was assured as Smackaround had also been unbeaten in two matches and were sitting 22nd on the table. Once again the Crocs triumphed scoring 210 to 121 by the opposition with Jeff Ball scoring 49 and Dan Condon 46. McIntosh and Butler both claimed two wickets. In previous years the Crocs had competed in the full day B-1 grade with games of 50 overs a side duration. Players appreciated the drop in class and the longer rest time between matches.
JT STARS CHAMPION North Queensland rugby league player Johnathan Thurston shone for the Queensland Bulls Masters in their exhibition match against an Invitational XI held during the Goldfield Ashes. It was held on 26th January at the headquarters of the Charters Towers Cricket Association under the exciting Twenty20 format and an estimated 3000 people attended. Thurston was second top scorer with 21 in the Masters total of 9/128 with only former Test cricket and one day international batsmen Andrew Symonds bettering him with 40. Bradley Stout snared 2-24 with his deceptive medium pacers for the Invitational team. In reply the Invitational XI was 0/8 when rain washed out the remainder of the innings.

INSPIRATIONAL Weipa Crocs all-rounder Bluey Webster (right) has achieved a feat which may have has never been done before in the long history of the Goldfield Ashes Cricket carnival at Charters Towers. On day one of the Ashes held from 25th to 27th January, Webster smashed two sixes from the last two balls of the Crocs innings coming in at number 11. That is unusual enough on its own but to make his effort stand out Webster batted right handed for one six and left handed for the second. The Ashes commenced way in 1948 with six teams and this year had an amazing 229 in five grades. This writer played at the Ashes from 1969 til 1998 and has covered the carnival as a writer since 1983. I have never heard of such a feat being performed off the last two balls – one whilst batting right handed and the other left handed. Long time veterans I asked also had never heard of it. Webster was the pride of the Crocs team when the Bully spoke to him the following day especially after he had picked up two wickets in the first up victory over Biggalo’s XI in the 25 over a side match in B-2 grade. “I wanted to be different and scored 12 from two sixes on the last two balls and one right handed and the other left handed. I have been coming here for 10 years and I never make many runs so it feels pretty good,” he said. Bluey even showed how he batted with both hands. Never one to praise his own performances, Webster pointed out he didn’t show the same form with the willow when promoted to number three the following day in a shortened Twenty/20 overs clash with Black Bream XI. “I batted first drop at number three
and made a duck and lasted just two balls,” Webster said. After that win the Crocs were sitting ninth of 138 teams in B-2 and despite failing to trouble the scorer with his batting Webster made a major contribution. The Jack of all trades was brilliant in the field and saved many runs in the narrow victory. Bluey also spent some time as the Crocs wicketkeeper and saved many byes even though he put his body on the line and was hit by the ball after a wayward return. “Bring out a helmet,” Bluey yelled out to the Crocs bench. None was forthcoming simple because there wasn’t one there. Off the field Bluey is one of the most popular and social of the Crocs players. After day one he even competed in a foot race with a teammate and whilst he may not be any Usain Bolt he did win easily.

Showing great Australian spirit, Katelyn McCahon (13) came in third in the Women’s category despite being obstucted by the idiot Western Cape Bulletin photographer at the start of the race, which caused her to fall over onto the muddy bitumen. Katelyn was joined by her brother Tom (10) and father Scott.
5km fun run starting and finishing at the Carepentaria Golf Club on Sunday. Steven Wust came in first on the day with a time of around 27 minutes, followed shortly thereafter by Alex Dunn in second and Scott Barton and Troy McNamara in
joint third. Emma Dare was fourth to cross the line, winning the Women’s category of the event, followed shortly thereafter by Toby Gordon (9), who did very well to win the Junior category.
