Extra $14m for local Workers’ pride swells at Surfy Homelands
Elders and leaders from across east Arnhem Land listen to the Chief Minister Adam Giles as he launches his new Homelands policy at Gangan community. By MATT GARRICK THE community of Gangan, 150km south-west of Nhulunbuy, is usually known for its famed artists, strong culture and gorgeous natural surrounds. But last Thursday, May 2, it played host to a political and media entourage, who joined a major meeting of clan leaders from some 30 Homelands across north-east Arnhem Land. Chief Minister Adam Giles and Minister for Regional Development Alison Anderson announced at the meeting that the government planned to spend an extra $14 million on the region’s Homelands over the next three years, on top of an already allocated $20 million. Ms Anderson said every Homelands household was now eligible for a bonus of $5200, providing a number of criteria were met, including that children were attending school. “It’s a partnership between the Federal government, the Northern Territory government and you.
“You’re a vital part of this journey,” she told the crowd. “We are not a government who are going to stomp all over you.” Although the audience of traditional owners and community members welcomed the politicians’ visit, during a question-and-answer session some were quick to voice their wariness at the government’s promises. “We want to listen to you, but I have seen many politicians moving the goalposts around,” one audience member said. “We want to see something happen from this government, and we will work with you in partnership to make this thing happen.” Mr Giles said the new policy came about due to underinvestment in housing in Homelands by previous governments. “It was forcing people off their Homelands, and into the bigger towns. “Part of our philosophy that we took to the last election was how we could support communities and Homelands

He also talked of how the government planned to scrap Shire Councils. “We have a policy and platform of reviewing the Shire Councils with a view to getting rid of them, and giving control back to people.” Shadow Minister for Indigenous Policy and local member Lynne Walker said Mr Giles and Ms Anderson had addressed the crowd at Gangan with deceit and misinformation. Ms Walker, who also attended the meeting, said the ministers tried to treat the people like fools. “On at least two occasions, Adam Giles told people he would get rid of the Shires, but his own policy which he put out for consultation recommends keeping the Shires. “It’s little wonder people in the bush are confused with these constant mixed messages from camp CLP.”

She said Ms Anderson was untruthfully proclaiming that from now on all Homelands households would receive $5200 to fix up their homes. “What she failed to mention was that only a select few would be eligible; it would be means tested, and individuals would be getting no actual money.” She said the eligibility criteria was “so complex that it would probably cost at least $5200 just to assess each application for the funding”. Chairman of the Laynhapuy Homelands Aboriginal Corporation - who convened the meeting - Barayuwa Mununggurr welcomed the ministers and thanked them for providing an opportunity to talk about the new policy and funding. “We look forward to genuine government recognition of the importance of Homelands, and real actions to benefit our communities.” Ms Anderson said approximately 10,000 Aboriginal people lived on 500 homelands across the Territory, and this policy would ensure their residents have the same standard of living which all other Australiana should expect.

A NEW government policy was launched in Gove last week, aiming to give local organisations a voice in steering plans for the region’s development into the future. Launched in Ski Beach by Minister for Regional Development Alison Anderson, a new regional development framework was announced, that plans to bring the three tiers of government together; the Federal, Territory and local governments, to work hand-in-hand with a new Gove Regional Development Committee. Ms Anderson said the new framework will give local industry and organisations a say in how the
government should move ahead with developing the region. “We’re giving them their voices back, by giving them the capacity and incentive to start working with government so that things are done in a cohesive way. “Then we can develop ‘our place’ together.” The new committee, created to oversee the future development of the region, held its first meeting last Thursday, coinciding with the framework announcement. The committee has been set-up to facilitate an agenda for what members believe the region needs most. It features members of key local organisations including YBE, Gumatj Corporation, Pacific Aluminium and the
Chamber of Commerce. Chamber of Commerce President David Suter said the Gove business sector was 100 per cent behind the government announcement. “As we’ve all seen from the Gasto-Gove debacle, Nhulunbuy needs to be diversified and have a diversified economy. “This also gives us the chance to have a regional voice for the government to listen to about other economic benefits possible in the Arnhem Land region.” Mr Suter listed possible areas to look at for future regional development, including the construction of a gas-fired power station for Lake Evella (Gapuwiyak) - so the greater region could utilise the gas pipeline planned to be built into Gove.

Green benefits from gas pipeline project, says PacAl THE Katherine-Gove gas pipeline will provide a number of long-term environmental benefits including “significant reductions in emissions of sulphur dioxide,” say officials at Pacific Aluminium. Members of the public have been invited to comment on a draft Environmental Impact Statement (EIS) released by the mining company last week, for the proposed Katherine to Gove Gas Pipeline. The draft EIS describes the potential social and environmental impacts during the construction and operation of the 603 kilometre natural gas pipeline from around 20 kilometres south of Katherine to the Gove alumina refinery (pictured). The document was prepared following a number of social and environmental studies and consultation with a range of stakeholders. Pacific Aluminium Chief Operating Officer for Northern Territory Duncan Hedditch said the Katherine to Gove Gas Pipeline project was committed to ensuring the construction and operation of the pipeline has minimal adverse impact on the environment and local communities. “The pipeline and refinery conversion will provide a number of long-term environmental benefits including very significant reductions in emissions of sulphur dioxide and greenhouse gases,” Mr Hedditch said. “This project will help underpin the refinery’s long-term future and sustain the significant social and
economic benefits it delivers to the community of Nhulunbuy, local businesses, Traditional Owners and the Northern Territory. “Gas to Gove will double the size of the domestic gas market, drive further investment in gas exploration and infrastructure, increase long-term gas supply, help attract new industries and create jobs for Territorians,” he said. Mr Hedditch said the company was continuing to make positive progress finalising commercial arrangements for gas supply and securing financing support for the pipeline from the Commonwealth Government. Members of the community have been invited to review and comment on the draft EIS from Saturday May 4 to Friday June 28. The document will be on display in Darwin, Katherine, Nhulunbuy, Barunga, Beswick, Bulman, Ngukkur, Gapiwiyak, Yirrkala and Canberra. It is also available on the Katherine to Gove Gas Pipeline project website (www.kggpipeline.com.au) and the Northern Territory Environment Protection Authority website (www. ntepa.nt.gov.au). The project team will hold a number of community information sessions to provide information about the project, outline the draft EIS findings and provide an opportunity for community members to ask questions. A GOVE bush taxi-driver is “lucky to be alive” after flipping his 4WD vehicle on the Central Arnhem Highway and smashing headlong into a large tree 12 km south of the Giddes River on 21 April. Nhulunbuy Police provided Arafura Times with these photos of the wreckage and it was reported that the 31-year-old man, who sustained serious injuries in the crash, somehow managed to phone the emergency services while trapped in the wreckage of the Toyota troop carrier. Once Police and St Johns Ambulance services arrived on the scene, it took them around an hour to free the driver from the buckled front end of the vehicle using the jaws-of-life.
The driver, who had been in the region just one week, sustained significant injuries to the right side of his body, including a fractured collar bone and jaw-bone. Police said his face had been spilt with severe lacerations from the chin. After St Johns Ambulance officers managed to safely free the man, he was flown by CareFlight to Darwin where he underwent treatment for his injuries. Nhulunbuy Police said the man was “lucky to be alive,” and while there were no suggestions that alcohol and speed were involved in the incident, police cited driver inexperience to the region’s roads as a possible cause of the accident.

Raising some dough for a good cause By SALLIANNE VENOUR WHILE most residents in Nhulunbuy are quietly tucked up in their beds at night, the lights will still be on in the Arkcoll family home this weekend. Bruce and Mary-Clare Arkcoll don’t have a newborn and they’re not getting up for a shift; they’re baking with purpose. “It’s hard work but we love it. “Last year we were kneading for four hours in the middle of the night. “We were pretty puffed actually,” said Mary-Clare. “It’s a great workout, really good exercise” Last year they produced 75 loaves out of their backyard wood-fired oven for Nhulunbuy Christian College’s Market and Open day - selling out even before the last loaf had a chance to cool. “I really enjoyed selling the loaves and talking to people about how they were made and what kind of oven we had, that was really fun. “It was just a really nice experience from start to finish” she said. “Bruce lit the fire the night before, and we got up at 2.30am and the house was nice and quiet. “We had to work out the timing for everything, it was real team work but lots of fun, doing something productive together and having time to talk with all the kids asleep.” Bruce and Mary-Clare are set to do it all again for the Mother’s Day Market, this coming Saturday. As a child growing up in Ireland, Mary-Clare never imagined she’d be married to an Australian, living in the tropical north, let alone being up all night baking bread to help raise money for her school while her four children slept. It’s a story worthy of the movies really...a young Irish nurse travels through outback Australia, her van breaks down at Curtain Springs Station, 70 km from Uluru. She decided to get a job at the Roadhouse, met Bruce - a handsome Aussie bloke selling kangaroo tails - and life changed forever. “When I first saw him I thought he was very handsome but he thought I was a feminist!” she laughed. “I found Bruce so interesting, talking to him about hunting and photography and he could do anything, young and carefree, and that was so foreign to me. “Most of the guys I’d come across were in suits in London...It was meant to be!” They had some great adventures in an old FJ45 traveling through the Kimberly for eight weeks and backpacking overseas for six months but Bruce recalls ending up in Nhulunbuy for one reason mainly; “Fishing!” About to celebrate 16 years of marriage, Bruce is an arborist with YBE and Mary-Clare is Gove Hospital’s Clinical Nurse Manager in Emergency. They’re the sort of couple that see contributing to their community as an opportunity to serve not an obligation. “When asked if we’d bake wood fired bread again this year we immediately said ‘Oh yes of course!’” said Bruce. “It was great fun and I’m looking forward to contributing something back.” Mary-Clare enjoys researching recipes and different techniques. For last year’s market the couple baked rye, multigrain, parmesan and white, this year they might add olive bread and perhaps even chocolate bread. “It feels really good to be creating something, instead of always repairing, putting away toys, cleaning the house and going to work. “To be actually creating something feels artistic and satisfying on a deeper level. “It’s a privilege to do it really.” Both Mary-Clare and Bruce agree, when they look at their family and life here in Gove, there’s not a thing they’d change. The Mother’s Day Market at Nhulunbuy Christian College is this Saturday from 9am till midday.

APOLOGY We write to extend our sincere apologies to the traditional owners of Wirrwawuy and to Dhimurru Aboriginal Corporation who manage the Dhimurru Indigenous Protected Area (IPA) on the Traditional Owners behalf. The IPA encompasses all of the Designated Recreation Areas included in our Dhimurru Access Permits. On Friday, April 12, 2013, we were driving on the beach and dunes between the Surf Club and Cape Wirrwawuy. At the time we didn’t realise that this was a breach of our access permit conditions nor did we realise the full implications of our actions. We now understand that it is the permit holders responsibility to read and understand the permit conditions and make sure that the conditions are followed. We now realise that driving our vehicles in this area is disrespectful to the Traditional Owners and has serious impacts on this fragile ecosystem. Dhimurru has also talked to us about serious weed issues in the lagoon area including Salivinia molesta which can be spread by vehicles. Salvinia has devastating impacts on water bodies. It does not exist anywhere else in north east Arnhem Land. In allowing Ngapaki access to recreational areas Traditional Owners expect people to observe and respect their traditions and the importance of their area. We have driven off road and on town beaches which is in breach of our Dhimurru permit. We have upset and offended Traditional Owners by our actions and sincerely hope we have not threatened future access to the area for other locals of Nhulunbuy and other visitors. We thank the Traditional Owners and Dhimurru Aboriginal Corporation for being reasonable in helping us to resolve this situation and apologise for behaviour. We are sincerely sorry for our actions.

Ski Beach hub a ‘model for the Territory’ STILL to be officially opened, Ski Beach’s new community complex - which features a nursery, coffee shop and furniture store - is already making itself known across the Northern Territory. Last Thursday, May 2, Chief Minister Adam Giles and Minister for Regional Development Alison Anderson visited the community-built and owned centre, to launch a new framework supporting regional development. Talking on the verandah of the new showroom, which will sell locally-made timber furniture, Mr Giles said the framework aimed to give all regional development stakeholders significant input into a comprehensive and coordinated approach to building the future of the region. Minister Anderson told Arafura Times that the new Ski Beach centre was the perfect location to launch the new framework, as it served as a model to regional development across the Territory. “We want to see more of this. “We want to come out to places like this and see people working, like what’s here. “Growing plants, fruits and vegetables; people doing things for themselves, not just waiting around for someone to come and do it for them.” While she spoke, Charles Darwin University and Gumatj Corporation-trained locals poured coffees, served food and showcased their furniture showroom and the lush greenery of the plants they’d been growing in the nursery over the last eight months. Ms Anderson said seeing these initiatives of local Yolngu workers had been an eye-opener. “For us to come out and see the amount of work that’s been put in by lots of people, in true partnership, has been fantastic.” Before the framework announcement, former Australian of the Year Galarrwuy Yunupingu gave a speech about how many ups and downs the Ski Beach community had gone through to get to where they were now. “We’ve managed to be a part of this together, and be able to see it through, and show you what we are capable of doing,” he told the Chief Minister. He then presented Mr Giles with a cut of the specially-treated stringy bark timber used to make the furniture in their showroom, to commemorate his visit to the community. “This will remind you to come back to us when we need you,” Mr Yunupingu said. The official opening of the Ski Beach community hub is poised for some time in July.

Workers of the world, unite (against hikes and cuts!) MAY Day is a long-standing tradition around the world to recognise the celebration of organised labour and the hard fight that workers have fought and died for - for improved wages and better and fairer working conditions which deliver improved standards of living. Most of us enjoy conditions of employment like a minimum wage, sick leave, long service leave, paid parental leave because the union movement fought for and secured it. As a resident of twenty plus years, I love the fact that each year Nhulunbuy celebrates this occasion with a growing number of workers, their families and supporters. And those numbers grow in times of uncertainty, there’s no doubt. Thanks to the Gove Combined Unions who hosted a wonderful celebration on Sunday at the surf club with fantastic support from the surf club’s volunteer members, Gove FM, and a bunch of very talented female teachers who provided the
live entertainment - I suspect (or hope!) they are all members of the Australian Education Union. The 2500 Electoral News teachers in the by NT Member for Nhulunbuy Territory are LYNNE WALKER preparing for the renewal of their enterprise bargaining agreement in August. Early signs from the conservative CLP government around these negotiations are not encouraging. They are touting larger class sizes in middle and senior schools which means two things: reduced quality teaching and fewer teachers needed. This narrow-minded thinking along with new and inexperienced chief minister Adam Giles’ rejection of the $200 million
federal offer to boost education in line with the Gonkski review (which requires $100 million of Territory funds - peanuts!) is hard to fathom from a government which came in on a platform of education being a key driver of the economy. Since change of government in the Territory last August, we’ve seen more than 600 jobs lost in the public sector (compared with 10,000 in Queensland) and there’s more to come with budget due to be handed down in Darwin next week. And all this from pre-election conservative oppositions which promised public servants their jobs were safe. The new Territory government promised to reduce the cost of living and have done just the opposite, hiking power and water by thirty per cent which flows on to absolutely every business and household. Wages must keep in line with those increases but I suspect some protracted EBA negotiations for public sector unions will see government argue otherwise.

Because of this abundance in sandy shorelines, we’re also never short of great opportunities for some spectacular seaside snaps. In these two pics, teacher and part-time photographer Jo Duncan has captured the beauty of some of our local beaches in the hours of the setting sun. A bonfire on, and
twilight over, Middle Beach - the kind of shots which can remind us why we live here. Ms Duncan’s masterful shots put her in the running for May’s ‘Photo of the Month’. letters to the editor Help keep our beaches pristine by staying on track DHIMURRU Aboriginal Corporation want to remind access Permit holders about restrictions to driving on beaches in the Dhimurru IPA. The Terms and Conditions of the General Recreation Access Permit state that, “Drivers must use only defined tracks - no cross country driving is permitted” (Condition 8) and “Driving and camping is prohibited on/at Gumuniya (Buffalo Creek), Gadalathami (Town Beach), Wirrwawuy (Cape Wirawawoi), Middle Beach, Galuru (East Woody Beach) and Lombuy (Crocodile Creek Beach). Camping is also prohibited at Nhulun” (Condition 9). The areas above, whilst being fragile, are also some of Dhimurru’s most popular beaches and therefore are some of the most impacted. The areas have become more and more exposed as plants have died through visitor impacts - destroying vegetation and destabilising the dunes - and exposure to strong winds. People making their own shortcuts and driving on the beach (in
vehicles and quad bikes) has further exacerbated the problem. Without management of these impacts it is likely that the fore dunes in this area will be lost altogether. Over the past twelve months, Dhimurru has been working hard to try to reverse this situation, putting in a series of fences and bollards to direct traffic between the dunes, and planting local coastal native plants in hope that the vegetation will grow to establish cover in the area. However, coastal areas take a long time to regenerate and it is important to continue protecting these areas. Dhimurru would appreciate your help in protecting the fragile coastal ecosystems by keeping vehicles out of these areas and reporting any breach of permit conditions by phoning (08 8939 2700) during business hours or (0408 512 589) after hours/ weekends. Your assistance will also help to ensure that all users can share these places safely.

THE region’s babies were on board to join in the celebrations for International Day of the Midwife, held in Gove on May 3. The important event recognised the 35,848 midwives and 310,660 nurses around the country for their invaluable contribution to the health and well being of the Australian community. Here in Gove, our midwives were heralded with cake, nibblies, a raffle and the good company of their colleagues and mothers who have benefited from their profession. WHEN a political convoy, including NT Chief Minister Adam Giles, rolled into town last Thursday, it was the first time the greater community got a chance to see the new Ski Beach community complex. The new nursery, coffee shop and furniture store were on display to many for the first time; the culmination of months of hard work by organisations across the Gove community including Gumatj Corporation and Charles Darwin University. Will Chambers commits to Storm until end of 2017 FORMER Nhulunbuy junior Will Chambers has re-signed with the Melbourne Storm until the end of the 2017 season, the Melbourne Storm website reported last week. The blockbusting 24-year-old centre became a dual premiership winner when he returned to Melbourne Storm last year, after spending a couple of seasons playing rugby union with the Queensland Reds and in Europe with Munster. He returned to the Storm for the 2012 season, and turned in his best performance against the Warriors a fortnight ago making 14 carries, covering 190 metres, two line breaks and crossing for two tries in a dominant performance. Chambers, who has family in Nhulunbuy, has fast become one the hottest signatures on the market, having now played 67 NRL games after making his debut in 2007. Chambers was excited about resigning, highlighting the factors around the decision to commit for an additional four years. “I love Melbourne, the club and all
the people involved,” said Chambers. “When I returned to the club everyone was wonderful, they really made me feel welcome to be back at when it all began. “Craig Bellamy’s decision to stay on a long-term deal has made my decision a whole heap easier. “I’m very settled in Melbourne and love playing for Melbourne Storm.” Melbourne Storm GM Football Frank Ponissi expressed great delight on resigning the likable character, especially considering the situation which led to his departure previously. “Not surprisingly Will attracted a lot of interest from rugby league and rugby union,” said Ponissi. “We were shattered to see him leave the club at the end of 2009 and determined to avoid that happening again. “Will has always been an impressive and very well-liked person. “He actually returned a more-mature player and person who we identified as being a vitally important part of our club. “We believe Will is just reaching his peek, he is playing outstanding footy, with plenty more to come.

Gopu victorious at first home turf tussle FINAL SCORE: Gopu: 9-6-60, Gapuwiyak: 9-4-58 WITH a final margin of two points, it could’ve been anybody’s game. And both teams involved carried a worthy cause for winning it; Ski Beach team Gopu, one of the longest-standing East Arnhem Aussie Rules teams, were playing their inaugural game on home turf. Challengers Gapuwiyak, who travelled three hours down the dirt track from their community to get to the game, were equally hungry for a win, showcasing skill as yet unseen by them in this season’s competition. In what was a tight tussle, with Gapuwiyak in the poll position until late in the fourth quarter, Gopu held their stamina and took a couple of late goals to win by the slim two-point margin. Still without a coach, nailing a victory at the first-ever clash on their home oval was a cause for Gopu to celebrate. Lisa Binmila Yunupingu, who takes on the role every season of looking after the boys, said having the oval ready to be used has brought a big positive upswing to the community. “In the past, this community has suffered from anti-social behaviours, such as suicides, so we knew we had
to get this oval up and running. “Thanks to local organisations like Rio Tinto we’ve finally had the funding to be able to do so, and now we’ve been able to give these boys a home oval to play on.” Gopu remains undefeated this season, having won their first three games. On the other side of the coin, Gapuwiyak walked away from the two-point loss with the satisfied feeling of almost toppling the table leaders. Although, as AFL regional development manager from Gapuwiyak Mick Montague noted, they still have a fair way to go in their first season in the GFL competition. “During the first two weeks we struggled, but the turnaround in the space of less than a month has been awesome. “The boys are starting to know that the more they train together, the more they learn to play as a team.” The community also has a number of criteria in place which the players have to reach in order to be eligible to play, which Montague said has been a huge motivator for the boys to train hard and be ready for the action each weekend.

enthusiasm of this small remote community. After two days of fishing, 621 fish measure results were presented to organisers for scrutiny and processing. These results were accompanied with 1032 photographs of fish on measure mats prior to release for length verification purposes. Photos and results from the presentation night on April 27 will feature in next week’s edition of the Arafura Times.
