THE 2012 Gove Peninsula Festival climaxed on Saturday with a day crammed full of events and entertainment that attracted the people of Nhulunbuy to Hindle Oval to celebrate 40 years of the township. The day began with the popular Float Parade in the morning, which involved most of the town’s children. Participants received plenty of support from the large crowd who lined the streets around Endeavour Square as the parade snaked its way to the oval. Stalls from nearly all of the town’s businesses and associations were setup on the oval and were well attended throughout the day. Live music, broadcast simultaneously by Gove FM, was a key part of Saturday’s program, with Red Sands, Bunna Laurie & the Whale Dreams, and The Diagoes playing from Midday. Some businesses decline by 25% in 2012 By COREY BOUSEN HOUSE removals may be the only growth business in Nhulunbuy in 2012 as restructuring and cut-backs at the Gove Operations of Pacific Aluminium hit the town’s economy hard. While Pacific Aluminium has not retrenched any staff, opting for a policy of ‘natural attrition’, contractors serving the company have been forced to lay-off staff in recent weeks as Pacific Aluminium’s demand for their services has fallen dramatically. Contractors who do work for Pacific Aluminium said they were not allowed to discuss the situation with Arafura Times, given their legal agreements with the company, but it is known that contractors have retrenched staff in relatively large numbers in recent weeks. The shrinking local economy has electrical wholesaler Auslec deciding to
shut its doors in Gove following a 25 per cent fall in its business over in 2012 (see accompanying story). IGA and Mitre 10 owner Tim Broadbent, who is one of the town’s largest employers, told Arafura Times that his business has also fallen 25 per cent in 2012, forcing a 30 per cent reduction in staff numbers from 95 down to the current level of 65 staff. “When your other fixed costs are so high, there is little you can do but reduce staff numbers when you business sees such a significant fall in turnover,” he said. Despite the current downturn, Mr Broadbent said he will continue to invest in the town. “Everything I have is invested in Nhulunbuy and East Arnhem Land and I remain positive that things will improve eventually,” he said. Auslec pulls the plug after seven years THE reality of the economic downturn to hit Nhulunbuy in 2012 has forced electrical wholesaler Auslec to shut the doors of its Gove operation with the loss of three jobs. Branch Manager Mark Ingham said the decision was made by head office in Melbourne in mid-July following an approximate 25 per cent fall in business during the current year. “There certainly has been a fair downturn in business and that’s why we’re rationalising,” Mr Ingham, who has been in Nhulunbuy for four years, said. The Auslec closure coincides with the current restructuring of the Gove Operations of Pacific Aluminium, following its spinning-off from Rio Tinto, that is having a flow-on effect to the local economy. Auslec, which has operated in Nhulunbuy for the past seven years, is “effectively closed” but will still have its front roller-door open for the next couple of weeks for local customers to take advantage of some “clearance specials”, Mr Ingham said. Kel Arnold, 20, who has lost her job with Auslec, said the decision to close the Gove operations was a sad one “because

Auslec will continue to service the local market through its Lawrence & Hanson subsidiary in Yarrawonga.

EAST Arnhem Land and West Arnhem Land were among the fastest-growing communities outside Darwin during the 10-year period between 2001-2011. The Australian Bureau of Statistics (ABS) reports West Arnhem, along with Daly and Tiwi regions, recorded the largest growth (3800 people), followed by East Arnhem (3000), and Alice Springs (1900). In the Statistical Area Level 2, East Arnhem

ARNHEM Club staff member Sarah Farrer is joining with her colleagues to raise $5000 for the Leukaemia Foundation as part of the U.G.L.Y. bartender of the year initiative. The fundraising efforts got underway on 25 July and will run until the end of November, and Sarah said the Club will be putting on a number of events over the coming months. “The aim is to raise $5000 but if we can get over that, that would be great,” she enthused. U.G.L.Y. is an acronym for Ugly, Generous, Likeable, You, and the Leukaemia Foundation runs the bartender of the year competition to raise funds for research and to help sufferers and their families. Ms Walker said the bus service

Doctor’s consult a virtual reality for Gove patient
THE children of Nhulunbuy joined together on Friday night to catch a total of 1359 cane toads, as a part of local toad-busting efforts. This year’s Cane Toad Round Up was again organised by Miss Cassie, who wasn’t disappointed that last year’s total catch of 1800 cane toads wasn’t surpassed. Hopefully the smaller haul of cane toads means last year’s round up had an impact on the local toad population this year, Miss Cassie said. Children signed up for the event at 7pm at either the Golf Club or Lions Park, but were free to collect cane toads from anywhere around town. The top toad buster on the night was Noah Hedges (9) who caught a total of 72 of the pests. Arafura Times was present when Noah dropped off his first load of 32 toads to the checkpoint at the Golf Club and the sweat on his face was clear evidence of how much effort he was putting in to catch as many cane toads as he could. The prize for largest cane toad caught went to Stephen Kellemen and the 16cm monster that he nabbed, just ahead of a couple of other 15cm long contenders caught by other toad-busters. For their efforts, Noah and Stephen will each receive a fully-stocked tackle box donated by the Nhulunbuy Regional Sports Fishing Club. FrogWatch NT Coordinator Graeme Sawyer travelled from Darwin to Nhulunbuy to attend the event and said the toad hunt was “really good fun and wonderful for the environment”. Removing this many toads, and the eggs that they would have laid, from the ecosystem will greatly increase the amount of food available for the native animals, he said. Miss Cassie said will aim to hold another toad-busting night before the next wet season, with Mr Sawyer agreeing that it is important to repeat Friday night’s effort to be effective in significantly reducing the local cane toad population.
A PATIENT at Nhulunbuy Hospital was examined by a doctor last week. Not groundbreaking news, unless you consider that the doctor was about 650km away in Darwin. The examination of the patient’s ear canal was undertaken by ear, nose and throat surgeon Dr Gus Hunter at the Royal Darwin Hospital last Tuesday, as part of the launch of a telehealth initiative. Called the “Health eTowns TelehealthNT Network”, the initiative is aimed at improving the delivery of services to residents of Nhulunbuy and 46 other remote towns in the Northern Territory. The launch did not go without a hitch, with media present at the Darwin launch reporting Dr Hunter was initially unable to hear what the patient in Nhulunbuy was saying. Once the gremlins were overcome, Dr Hunter looked inside the patient’s ear canal and was able to rule out a middle ear infection or perforated ear drum. The specialist said virtual consultations helped him manage his workload so that when he travels to remote areas he knows the patients he has booked for surgery are able to be operated on.

Minister for Broadband, Communications and the Digital Economy Senator Stephen Conroy launched the telehealth initiative that he said will help remote communities in the Northern Territory get better access to healthcare. The Health eTowns TelehealthNT Network project is jointly funded by the Commonwealth and Northern Territory Governments and is part of a $20 million Digital Regions Initiative that will: • Improve the delivery of health and education services to people in 47 remote towns in the Northern Territory; • Provide telehealth services to emergency rooms and resuscitation areas in Northern Territory regional hospitals and 17 Territory Growth Towns; and • Allow doctors based in Darwin to examine, talk to, and diagnose patients in remote areas through the use of high-definition Medicarts and room-based units. Senator Conroy said: “Telehealth has the potential to save lives. Through high-speed broadband, people in remote areas can get speedy healthcare and clinical attention when they need it. It also removes the burden of travel, helping patients stay in their communities and potentially
recover faster. “Interactive online education and training programs have also been implemented to give students and trainees access to mainstream health education programs that are currently only available to students in larger cities. “The Health eTowns initiative will help close the healthcare and education gap experienced by remote communities in the Northern Territory.” Minister for Indigenous Health and Member for Lingiari Warren Snowdon said the investment in high-speed broadband will improve access to necessary health care for many remote and Aboriginal communities across the Territory. “Thousands of people live in remote communities and through telehealth services, like Health eTowns, they will be able to access better care, specialists and more health information closer to home. This technology will be a great weight off the mind of many people across the Territory, who know that at times seeing the right doctor at the right time can be difficult. Telehealth means that a consultation, a check-up or out-patient follow up is only a video call away,” Mr Snowdon said.

IN a dramatic reversal of policy, the NT Government has allocated $300 million over the next decade to be spent on Homeland housing and infrastructure. Chief Minister Paul Henderson and Indigenous Development Minister Malarndirri McCarthy launched the Government’s Homelands Policy at the homeland town of Gangan, south of Nhulunbuy, on 1 August, and said the money will be spent on the management and maintenance of existing homeland infrastructure, including houses, roads, and essential services, at homelands across the Territory. “Under our Homelands Policy we’re committing to investing up to $20,000 for each homeland dwelling for power, essential services, repairs and maintenance, and to giving homeland residents more say in how funding is spent,” Henderson said. “This Homelands Policy reconfirms my Government’s commitment to provide long-term certainty and clarity for homelands residents,” he said.
The policy announcement, which is certain to influence thousands of crucial indigenous voters, comes just weeks before what is expected to be a closely fought election in the Territory, that is tipped to see Labor lose power. The new investment follows a heavily critcised decision in 2009 where both the Henderson and Gillard governments said they would channel all new funding to designated growth centres for housing, health and education. This policy was seen as a way of forcing indigenous people off their homelands and into the designated growth centres. Indigenous Development Minister Malarndirri McCarthy said that during 2012 the Government will work with residents and service providers to transition to the new arrangements which will commence on 1 July 2013. “Homelands funding includes $200 million from the the Australian Government and at least $100 million more from the Territory Government,” said McCarthy. “Homelands’ dwellings used as
a principal place of residence or for a recognised community program will be eligible” for the funding of up to $20,000 per dwelling. Member for Nhulunbuy Lynne Walker told Arafura Times: “It was entirely appropriate that this announcement was made standing on the soil of one of the Laynhapuy Homelands, serving to highlight the profound connection between Yolngu people and their traditional clan estates. “Those gathered at Gangan welcomed the news of this policy and the certainty it brings for their families for the next ten years and beyond,” she said. The Northern Land Council welcomed the funding but also said the government should be using the money to build new homes. “We’re pretty disappointed, particularly that the funding isn’t going to be used for the creation of new houses on Homelands,” NLC chief executive Kim Hill said. Laynhapuy Homelands was contacted for comment on the funding, but had not responded at the time of going to press.

COUNTRY Liberals candidate for Nhulunbuy Allen Fanning has announced a commitment for $1.5 million in funding for works at the Gove Mud Wharf, should the party win the upcoming election. “What residents want is a boat ramp they can use at all times and in all tidal conditions, rather than one that’s out of action for hours during zero tides,” Mr Fanning said. The $1.5million in funding would: • Allow for the installation of a pontoon and ramp extension to give 14-metre vessels access to the wharf • Cap the existing wharf wall • Sheet pile a channel that will increase access to the existing facility Paul Grover, Vice President for the Nhulunbuy Regional Sports Fishing Club, said he was “over the moon” about the promised funding, should the CLP take government. “It would allow us to finish off the work that we’ve done at the boat ramp and have a safe facility for users to be able to access the waterway,” Mr Grover said. The current Labor NT Government provided $22,000 funding earlier this year to cover the fishing club’s insurance and maintenance of the boat ramp for the next two years. The Sports Fishing Club is in the unusual position of being responsible for the administration and maintenance of the Gove Mud Wharf, which is sub-leased from Perkins and is located on Aboriginal land.

Tens-of-thousands of dollars wasted on EPRIB false alarm TENS-of-thousands of dollars of tax-payers’ money was wasted on an intentional false alarm last Wednesday when an obsolete 121 MHz EPIRB was set-off at the Mata Mata community. Satellites no longer detect signals from 121 MHz EPIRBs, but a light aircraft flying over Mata Mata picked up the signal around 1.30 pm on 1 August and notified authorities. The search was called off at 5.45pm, once the EPIRP was found. Senior Sergeant Muldoon said perpetrators of such false alarms could face legal action from either the NT or commonwealth governments for the reimbursement of search and rescue costs.
Two killed in Arnhem Highway accident TWO people have died following a crash on the Arnhem Highway near Jabiru last Friday. Detective Acting Senior Sergeant John Worrall, of the Major Crash Investigation Section, said the two-car crash was reported to Police at around 8:50 am, about 20km west of Jabiru. Police from Jabiru, Oenpelli and Major Crash, Fire and Rescue and St John Ambulance members attended the scene. “It appears the vehicles collided head on resulting in the driver of
one vehicle and a passenger in the other vehicle being killed,” Detective Acting Senior Sergeant Worrall said. “The 41-year-old male driver of the second vehicle received serious injuries and was flown to Royal Darwin Hospital for treatment. “One lane of the Arnhem Highway was blocked as members remained at the scene, with lengthy delays. “At this time it is believed speed was a contributing factor in the crash and investigations into the
exact circumstances surrounding the incident are underway. “I urge motorists to take care when they take to the roads. “Police are urging drivers to avoid the temptation to speed whilst heading out of town and to pay attention. We don’t want to be knocking on the door of your loved ones to tell them you won’t be coming home.” Police will prepare a report for the Coroner. This now takes the NT road toll to 27 compared to 20 for the same time last year.
Flight safety checks for Gove airport THE Gove airport will undergo a flight safety check this month to ensure flight paths continue to be safe. A series of low-level flights will be undertaken at the Gove aerodrome to check flight paths and ensure navigation aids are operational and not suffering interference, as well as looking for any new obstacles that could be a danger to aviation safety. to carry out the safety checks within an area up to 35 kilometres from the aerodromes. Low-level flying is an essential part of the safety exercise, with the aircraft down as low as several hundred feet at times. The Civil Aviation Safety Authority (CASA), which is conducting the tests, said local residents may notice an uncommon flying pattern, but this is to make sure obstacles are accurately marked on charts and no new obstacles exist. Obstacles can be towers, trees, masts or buildings that can be a danger to aircraft. CASA requires aerodrome flight path safety checks to be carried out every three years to maintain a high level of air safety at all aerodromes. A total of 11 aerodromes will be checked across the Northern Territory, which started on Monday of this week and will run for a week. If poor weather or other factors do not allow the safety checks to go ahead during this period they will be carried out as soon as possible. CASA has contracted the operation of the special check flights out to Radiola Aerospace Pty Ltd - a company with wide international expertise in these specialist operations.

Pacific Alumium’s management is currently focusing on getting the bestpossible performance from its businesses, as the search for a new owner continues. “We expect that Pacific Aluminium’s new management will be given time to define the earnings potential and free cash flow of the assets and improvement opportunities . . . we thus assume the business unit is divested by the first half of 2013,” Deutsche Bank analysts Paul Young said in February. At that time, Deutsche Bank slashed its valuation for Pacific Aluminium by 32% from US$6.5 billion to US$4.4 billion. Rio Tinto said in November 2011 that it would not be rushed into a fire-sale, pointing to a business timeline that extends to 2015. Since then aluminium prices have continued to soften, falling 15 per cent from $2160 per tonne in December, 2011,
to the current price of $1820 per tonne. More recenlty, Rio last week announced staff cuts in Australia in response to falling commodity prices and the ongoing European debt crisis. Around 30 support and services staff in Sydney and an undisclosed number of employees at the company’s much-larger operations in Melbourne would be cut, Rio Tinto’s Australian manager David Peever told Reuters by telephone on 1 August. “We are undertaking a review of our support and services functions. There will be a reduction in the size of our Melbourne office and, yes, we do intend to close our Sydney office as well,” Peever said from Paris. “It’s just making sure we are building in resilience in our business to deal with what is essentially a difficult time. We are seeing downturns in commodity prices, European circumstances are hovering over us, and we need to make sure we are very measured in terms of our approach to cost control,” he said. Rio’s Melbourne CBD office employs around 240 staff while another 200 work from the suburb of Bundoora. Most of the downsizing would occur in the Melbourne city office, Peever said. letters to the editor/opinion Community spirit triumph over tough times IT was the toughest of times and the happiest of times in Nhulunbuy last week. As reported in this week’s front-page story, some businesses around town have seen their turnover fall by 25 per cent in 2012, as the effects of restructuring and cost savings efforts at the Gove Operations of Pacific Aluminium impact on the local economy. Very few small businesses can suffer such a marked downturn without cutting costs, which usually means cutting staff. In the worst case scenario, such as that of the electrical wholesaler Auslec, it means shutting down the local operation. The loss of jobs is not only extremely hard on those who no-longer have a pay cheque, but also quickly impacts all aspects of a small community like Nhulunbuy, and inevitably leads to even more job losses as all businesses feel the effects of a shrinking economy. This downwards employment spiral will eventually stop, but not without gravely impacting on the confidence of all of those affected. As a business owner, I absolutely have no problem with the actions of the management of Pacific Aluminium. They are doing what has to be done in order to get the local operations fighting-fit while the “for sale” sign hangs over the business, and they are doing it in a commendable way through a process of natural attrition, rather than retrenching staff. At the same time, the Gove Operations of Pacific Aluminium is also continuing to fulfill its obligations as the number one corporate citizen of the town by sponsoring and organising community activities, such as this Saturday’s sunset performance by the Darwin Symphony Orchestra.

It was the joy of the children running around the oval with the glow sticks, the enthusiasm of the teenagers cheering on the bands, and the relaxed smile on the face of the adults, that made it clear that Nhulunbuy is not just a mining town in the remote reaches of the Territory, but a very real and vibrant community with a bright future ahead.
Funding certainty for the Homelands MY travels around the electorate last week included Gangan where the Chief Minister launched Labor’s new Homelands Policy underpinned by funding certainty for the next 10 years with $200 million from the Australian government and a further $100 million from the Electoral News Territory government. by NT Member for Nhulunbuy LYNNE WALKER This money will support better delivery of municipal and essential services, roads maintenance as well as increased repairs and maintenance budget for houses on each of the 500 homelands across the Territory. My week concluded at the Gove Peninsula Festival, one of the most successful I can recall during my 20 odd years in town and surely one of the best attended. Helped by glorious dry season weather, Saturday’s gala day - from the float parade to the dozens of stalls and novelty sporting activities and culminating in fireworks and a fantastic line up of live music - made for a day bursting with great community spirit. A huge congratulations to the hard working volunteer GPF committee, headed up by President and Festival Director, Ian Maclean. Coordinating a community festival with a range of activities spread over a week is no small feat but there’s no doubt it was an unqualified success and one which the NT government has been committed to as the major sponsor. A curious and rather cheeky announcement (without, I understand, the knowledge of GPF organisers), was delivered by the CLP candidate during the day from Hindle Oval stage where he committed to $1.5 million to the fishing club to complete the upgrade at the Melville Bay boat ramp if successful in the election. While NTG has so far invested in the vicinity of $400,000 and I remain supportive of the club’s staged and costed upgrade to the boat ramp for all users, I can’t help but be a little cynical of this blatant and desperate pitch to win votes and I’m not alone given some of the comments people made to me on the day. Allen Fanning has spruiked about the need for the upgrading of infrastructure and better roads in the region and at the same time is critical of Labor’s debt. Supporting the great outdoors Territory lifestyle is important but there are many deserving sport and recreation groups in our community and committing $1.5 million to one group at the expense of others is at best politically naïve and at worst a bad case of putting all the eggs in the one basket.

East Arnhem Land welcomes its newest citizens EAST Arnhem Landâ&#x20AC;&#x2122;s newest Australian citizens were welcomed at a citizenship ceremony held on Groote Eylandt on 26 July. The ceremony represented a double milestone as it was the first of its type conducted by East Arnhem Shire Council and was also the first citizenship ceremony ever to take place on Groote Eylandt. In a truly unique ceremony, President Banambi Wunungmurra, flanked by fellow Councillors and Joaz Wurramara and Thomas Amagula, of the Anindilyakwa Land Council, welcomed Australiaâ&#x20AC;&#x2122;s newest citizens. The Stringer and Snell families, both of Alyangula, made a Pledge of Australian Citizenship which was received not only by the President of East Arnhem Shire Council, but also representatives of the Traditional Owners of Groote Eylandt. The ceremony commenced with an official welcome on behalf of

Cape-to-Kakadu ferry service push AN inventive concept to establish a â&#x20AC;&#x2DC;Cape-to-Kakaduâ&#x20AC;&#x2122; vehicle ferry between Weipa, Gove and Darwin is riding a wave of momentum, gaining support from all corners of Northern Australia. The idea came to light as an â&#x20AC;&#x153;aspirationalâ&#x20AC;? element in the Weipa Town Authorityâ&#x20AC;&#x2122;s recent Community Plan, with Federal Member for Leichhardt Warren Entsch (pictured below) a strong backer. â&#x20AC;&#x153;Visitors heading up the Cape know that once they reach the top they have to turn around and travel the same way back along the unsealed Peninsula Development Road and sometimes this can be a disincentive to them travelling,â&#x20AC;? Mr Entsch explained.
â&#x20AC;&#x153;In the Northern Territory there are similar issues. â&#x20AC;&#x153;So, the thought process was then, why not create a unique circuit, incorporating a drive and sail outback experience that could become one of the â&#x20AC;&#x2DC;Great Australian Journeysâ&#x20AC;&#x2122;?â&#x20AC;? The car ferry would take around two days to travel each leg between Weipa, Gove and Darwin, possibly stopping at Groote Eylandt, and would feature accommodation and meals on board. In effect, a short cruise holiday during which people - and vehicles could join and disembark the ferry at each point.â&#x20AC;? Mr Entsch said the concept was still in the early stages, but initial responses
had been extremely positive. And with the natural environment, outdoor activities and indigenous heritage being very strong in both regions, he foresees huge potential for tourism. â&#x20AC;&#x153;The gulf is a fantastic place to go fishing, thereâ&#x20AC;&#x2122;s scope for adventure tourism, and what a way to showcase the fabulous indigenous history of both areas,â&#x20AC;? Mr Entsch said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s also significant in that it provides Weipa with an opportunity to diversify its income base and build on its emerging adventure tourism industry.â&#x20AC;? Mr Entsch travelled to Darwin last week with Weipa Town Authority Chairman Peter McCulkin (pictured top right) to meet NT counterparts David Tollner, the Shadow Minister for Business and Employment for the NT government, Leader of the Opposition Terry Mills and Natasha Griggs, the Federal Liberal MP for Solomon. Mr McCulkin said he has spoken to mayors and CEOs from neighbouring councils, with the Regional Organisation of Councils of Cape York (ROCCY) unanimously endorsing the project. Nhulunbuy Labor MP Lynne Walker has also contacted Mr Entsch to offer her backing, as bi-partisan support would be crucial to move the project forward. â&#x20AC;&#x153;This is a dynamic project with Cape-wide ramifications,â&#x20AC;? Inspirational address from best-selling author Story and Photos by COREY BOUSEN THE literati of Nhulunbuy, young and old, came together last Wednesday to listen to the inspirational words of Australian author Garth Nix, who has sold nearly six million books world-wide. The visit by the successful author was part of the â&#x20AC;&#x2DC;National Year of Reading 2012â&#x20AC;&#x2122; celebrations, but Garth performed double duties on the night, presenting prizes to the winners of the â&#x20AC;&#x2DC;Lynne Walker 2012 Writing Competitionâ&#x20AC;&#x2122; (see accompanying story), which is part of the Gove Peninsula Festival.
Garth, who has had his book published in 40 languages across the globe, is an author of fantasy and science fiction books and boasts a strong readership among teenagers. Many of his fans were on hand during the evening to have their books signed by the literary superstar. The author told guests how he almost quit his dream of being a published author after struggling to get his first book The Ragwitch, published 20 years ago. But after being labelled a â&#x20AC;&#x153;one-book wonderâ&#x20AC;? by a friend, Garth found the extra motivation to persevere, with around 40 of his books now in publication. â&#x20AC;&#x153;I was too dumb to quit, which is
an advantage for an author,â&#x20AC;? Garth joked. Mr Nix also told aspiring writers to read as widely as possible, even in genres that may not appeal. â&#x20AC;&#x153;If you want to write, read everything,â&#x20AC;? he said. â&#x20AC;&#x153;Everything can be inspiring. Even reading a bad book can be inspiringâ&#x20AC;? if it encourages you to write because you know you can do better. Earlier in the day, Garth also spoke to a total of about 350 students during visits to both the Nhulunbuy Primary and High Schools. Garthâ&#x20AC;&#x2122;s books include the awardwinning fantasies Sabriel, Lirael and Abhorsen, the seven books of the Keys
to the Kingdom Series and A Confusion of Princes published in April this year. The National Year of Reading 2012 is a
year-long celebration of the joy of reading and aims to promote the idea of Australia becoming a nation of readers.

Orchestra and James Blundell to perform on Saturday THE people of Nhulunbuy are in for a treat this Saturday, 11 August, when the Darwin Symphony Orchestra will perform as a part of the 40th anniversary celebrations of the town and Gove Operations. Well known for taking their music to interesting and vibrant locations, 40 members of the community orchestra will make the 650km trip to Nhulunbuy with event partners Airnorth, to perform a sunset symphony for the community. Artistic Director and Chief Conductor Leif Sundstrup said that the Darwin Symphony Orchestra would join forces with local artists to present an unforgettable evening of great music. “From the great classical tradition to the best of popular music, the DSO has a variety concert planned to shake your shoulders and release your emotions. “Special guest James Blundell will take us on a journey of song, dance and music as the DSO presents performances with Arafura Dance, Nhulunbuy Christian School and a world premiere for didgeridoo and orchestra called Birrka! Mirri,” he said. Birrka! Mirri - meaning random, but also meaning everything - an improvisation of everything - will have its world premiere at the Nhulunbuy performance with didgeridoo soloist DJ Marika joining the DSO. The work is unique in its sound-
scape, capturing the elements of earth and the unmistakable sounds of indigenous imagination and connection to the land. Leif Sundstrup has composed a truly unique work that also has the orchestra improvising with the didgeridoo. This exciting collaboration with a fine artist will make a very moving work for orchestra and didgeridoo. The Sunset Symphony is proudly supported by Gove Operations Pacific Aluminium and Airnorth to mark the 40th anniversary of the Gove mining operations. Concertmaster on her way to Gove for concert DSO concertmaster is Tara Murphy (left). Tara began learning violin in Perth at age 11 and was picked out of her group music class because she could play Little Brown Jug faster and louder than everybody else. Her further musical education has taken her to Hungary and England, where she concentrated on violin solo repertoire. When back in Australia, Tara has performed as a soloist with the Fremantle Chamber Orchestra and The Metropolitan Symphony Orchestra. As an enthusiastic chamber musician she has collected numerous awards including the Echo Investment Chamber Music Prize and The Graham Wood Award for Chamber Music, and
has received The Allied Equipment Chamber Music Scholarship twice. Since 2010 she has been able to combine her love of chamber music and music education as part of Musica Viva in Schools program, giving regular concerts in Perth. She has also traversed the whole of Western Australia as a member of the Sartory String Quartet. Tara is a passionate pedagogue currently lecturing in violin at the Centre for Youth and Community Music as well as holding the role of Musical Director, Darwin Youth Orchestra. No more late night street fights outside popular city clubs? I guess not, because we have 24-hour Olympic coverage instead. Well, sort of coverage, anyway. The news cameras are not allowed to show any athletes actually strutting their stuff. Apart from Imparja, who paid for the privilege, all other television channels are limited to still photographs which are not the same thing at all. ‘ News coverage of the men’s 100m sprint, filmed by an inventive producer, consisted of a crowd of shouting Jamaicans in a pub jumping up and down in front of the television, and we are not even allowed to see the television ourselves.’ That doesn’t seem to bother a sports-mad nation. Our ‘news’ programs are dominated by two peculiarly Australian feral pests - the Australian Sports Reporter and his even more obnoxious cousin, the Pompous Australian Sports Administrator. We know what to expect from them; the first one sprays the airwaves with continuous high-volume gibberish, and the second one makes fat and complacent noises about our wonderful country while demanding more money to keep him and his friends comfortable. Not this time. Now they are singing a different tune, because Aussie athletes have not had a good run. On the table of medals won, Australia is currently languishing way down behind Poland, Ukraine and Ethiopia. Things are so bad that even the Kiwis have more medals than we do. We have been reduced to such humble status that we can’t even beat the Poms. Our television is filled with weeping and moaning. Well, cheer up, lads. They are called the Olympic Games. That’s right, games - as in things we play to have fun. Win some, lose some, they are still games. Australia is not about to sink into the Pacific. Go for a run, kick a ball around, have fun and forget it. That is what games are for.
Hunting season to start on Sept. 19 THE waterfowl hunting season is set to start on September 19, and will have staggered closures. The closures are: Lambells Lagoon Conservation Reserve and Howard Springs Hunting Reserve will close before Christmas at 7.30pm on December 23. The waterfowl season will close for the remaining two Hunting Reserves, Private Property and Crown Land at 7.45pm on January 2, 2013. Minister for Parks and Wildlife Karl Hampton says the late September start is due to the late magpie goose nesting, which will result in geese remaining on the floodplains until later in the year and to ensure that geese are fully established on the hunting reserves before hunting commences. “The daily bag limit of 10 magpie geese and 10 ducks, implemented last year to maintain potential hunting effort with the shorter season has been maintained.” Magpie Geese are classified as protected wildlife in the Northern Territory. RATES East Arnhem Shire Council (“the Council”) makes the following declaration of rates pursuant to Chapter 11 of the Local Government Act (“the Act”). 1) Pursuant to Section 149 of the Act, the Council adopts the Unimproved Capital Value (UCV) method as the basis of the assessed value of allotments within the shire area. 2) The Council intends to raise, for general purposes by way of rates, the amount of $583,954 which will be raised by the application of: a) Differential valuation-based charges (“differential rates”) with a minimum amount being payable in application of each of those differential rates. b) A fixed charge (“flat rate”) 3) The Council hereby declares the following rates: a) With respect to every allotment of conditionally rateable land within the shire area: (i) differential rate of 0.0672% of the assessed value of all land held under a pastoral lease, with the minimum amount being payable in the application of that differential rate, being $336.09 (ii) differential rate of 0.318% of the assessed value of all land occupied under a mining tenement, being an active mining, extractive or petroleum lease, with the minimum amount being payable in the application of that differential rate, being $795.42 b) With respect to that class of rateable land within the shire area that is used for residential purposes, a flat rate of $683.94 multiplied by: (i) the number of separate allotments (including parts, flats or units) that are subject to separate occupation (pursuant to section 147(2)(a) of the Act) on each parcel of rateable land in this part of the municipality; or (ii) the number 1; whichever is greater. c) With respect to that class of rateable land within the shire area that is used for commercial or business purposes, a flat rate of $809.94 multiplied by: (i) the number of separate parts or units that are adapted for separate occupation or use (pursuant to section 148(4) of the Act) on each allotment; or (ii) the number 1; whichever is the greater.

The cost to provide wheelie bins, either additional or replacement bins, is excluded from the service fee. 8) The following charges are declared: a) A charge of $1,442.00 per annum per residential dwelling in respect of the garbage collection service provided to, or which Council is willing and able to provide to, each residential dwelling within Angurugu, Umbakumba, Milyakburra, Ramingining, Milingimbi, Gapuwiyak, Galiwinku, Yirrkala and Gunyangara. b) On allotments used for commercial or industrial purposes within Angurugu, Umbakumba, Milyakburra, Ramingining, Milingimbi, Gapuwiyak, Galiwinku, Yirrkala and Gunyangara, other than land on which there is a residential dwelling to which paragraph 8)a) applies, Council is prepared to quote on a case by case basis for the provision of a garbage collection service to each such allotment.
RELEVANT INTEREST RATE 9) The Council fixes the relevant interest rate for the payment of rates and charges in accordance with Section 162 of the Act at the rate of 15% per annum which is to be calculated on a daily basis from the date issue of rate notices until the date payment is made.
PAYMENT 10) The CouncIl determines that the rates and charges under the declaration must be paid within 28 days of the issue of rates notice under section 159 of the Act. Payments failing due on a weekend or public holiday may be paid by the following business day, without incurring any penalty. A ratepayer who fails to pay rates and charges notified under the relevant rates notice under section 159 of the Act may be sued for recovery of principal amount of the rates and charges, late payments penalties, and costs reasonably incurred by Council in recovering of attempting to recover the rates and charges.

Racing goes on-line THE Northern Territory Racing Commission has launched a website to better inform the betting public, licensed bookmakers and the media about its role and decisions handed down. The Racing Commission licenses and regulates bookmakers operating in the NT, including corporate or sports bookmakers whose turnover in the NT is approaching $6 billion, based on the wagering and sports betting activity of an estimated two million account holders. The Commission’s website can be found at: http://www.nt.gov.au/ justice/racingcommission/index.html In addition to the growth in punter numbers and turnover with these bookmakers, there are a number of other developments occurring which has caused the Commission to increase its activity in ensuring compliance with governance and resolution of disputes in accordance with legislation. The Commission approach is to meet the ever-changing conditions within this industry, including: • Moves towards consolidation of bookmakers with major international players entering the market through NT licensing or buying into existing NT based Bookmaker operations; • Increasing political interest and exposure of racing and sports betting activity; • Greater complexity in the use of technology and internet-based betting platforms. As a consequence, a clearer process has been adopted where the Commission makes determinations and, in effect, provides arbitration in disputes between account holders and bookmakers.

ARNHEM Land’s own version of the Olympics took place in Nhulunbuy last week, with the best athletes from the Arnhem Cluster of schools meeting to compete. Around 90 children were involved in the ‘Arnhem Sports & Athletics, Healthy Lifestyle Program’, competing in a range of track and
field events, including sprints, cross-country, javelin, discuss and shot putt. Nhulunbuy Primary School hosted the event, which ran over three full days from 1-3 August. The kids also enjoyed a few fun activities, including enjoying the waterslide inflatable at the pool, playing

TELSTRA ART AWARDS FINALISTS FROM YIRRKALA THE 29th Telstra National Aboriginal and Torres Strait Art Awards attracted more than 280 submissions and the winners will be announced on August 10. This year the Buku Larrnggay Mulka Centre in Yirrkala has works from nine of their artists short listed.
Ishmael Marika Ishmael was born in 1991 and is a member of the Rirratjingu clan. He is the grandson of Milirrpum Marika the lead plaintiff in the Gove Land Rights case. He is the son of Gary Waninya Marika? who has an Order of Australia for services to Indigenous health. His mother is Yalmakany Marawili - a Yirrkala Ranger and exhibited artist- a sister to Djambawa Marawili. Ishamael was born in Nhulunbuy but spent his youth in Yilpara.He went to Nhulunbuy Primary School before going to Melbourne to finish years 8 and 9 and finished years 10 -12 at a school in Darwin before retuning to Yirrkala in 2009. He worked as a ranger for six months before coming to work at the Mulka Project where he has been since 2010.
Buwathay Munyarryun Buwathay, born in 1962, is also known as Mungandjiwuy and his father is Gadal’miny (Mathulu). A senior elder of this clan who occupies the Mutamul outstation. He is a Uniting Church minister and also spends time at Dhalinybuy. Buwathay is an important lawman for the Wangurri clan. He spends most of his time involved with ceremony at Galiwin’ku and Dhalinybuy and occassionally makes yidaki for commercial sale. He is not a prolific artist but his works are of serious integrity and more than often exceptionally good.
Barrupu (Rita) Yunupingu Born in 1968 Barrupu is a member of the Gumatj clan and is the daughter of Munggurrawuy. Her siblings include Australians of the
Year, Galarrwuy and Mandawuy and Gulumbu Telstra First Prize Winner. Her mother from the Marrakulu clan was Bunay Wanambi, who was a cow herd for the mission at Yirrkala. Barrapu has always lived at Yirrkala. As a child and with her father and family she went to the Yirrkala Mission School, taught by Mr Ron Croxford. With the school she traveled to Darwin with Yirrkala netball team recalling also her athletic talent as a high jumper. At the Yirrkala clinic/hospital (now from where Buku-Larrnggay Mulka operates) Barrupu trained and worked as a nurse for many years till its closure in 1975. Her closest sister is Nyapanyapa with whom she has worked as a print artist through Buku-Larrnggay since 1996. Barrupu’s output of bark paintings increased in 2007. The rise in prominence of Nyapanyapa’s bark painting and subsequent successes in 2008 was catalyst in developing her own painting style that gained signature and firm interest from her art centre. Since 2008 Barrupu has been ‘working’ at her painting almost daily at the art centre, the same place she worked as a nurse in the 60’s and 70’s. Those that saw her father paint acknowledge her similar feel. Her commitment to working at Buku-Larrnggay premises continued from 2008 through to the present (2012). She worked almost every day usually in the courtyard with her sister. One of the idiosyncracies of Barrupu is that in the period which she has being making major art on bark and poles in this theme she has reinvented herself each calendar year. Her first year saw bold yellow and red verticals. These works were only shown at Yirrkala during Garma in 2009 and were heavily acquired by Institutions. In 2010 her show at Raft in Alice Springs saw a horizontal cross current. In 2011 the works which went to the Alcaston Gallery show went dark. Its as if the fire has passed leaving ash, charcoal and embers. This dynamic is unprompted and unexplained but provides a satisfying means of following her career. The documentation for the exhibition at Alcaston Gallery in April 2012 read; “The Memory of Fire. “The Gumatj clan sacred design which Barrupu paints is gurtha or fire. But not just any fire. This is a fire of supernatural intensity. So powerful that it transforms the land it touched for all time. its identity is etched into every atom of Gumatj land it spread, or was carried, to. Or more accurately the identity of the land holds the memory of The Fire (capitalised like ‘The Flood’ of the Bible). The Victorian fires help us understand the message carried in this ancient pattern. “This design is sacred because it reveals a hidden secret. “After all the trees have grown back and the living witnesses have died there will be no outward sign of such a cataclysm. But long after that the land still remembers; it’s DNA perma-
Djambawa Marawili Born in 1953 Djambawa is from the Yithuwa Madarrpa clan. Djambawa Marawili is an artist who has experienced mainstream success but for whom the production of art is a small part of a much bigger picture. Djambawa’s principal role is as a leader of the Madarrpa clan. He is a caretaker for the spiritual well-being of his own and other related clans and an activist and administrator in the interface between non-Aboriginal people and the Yolngu (Aboriginal) people of North East Arnhem Land. First and foremost a leader, art is one of the tools Djambawa Marawili uses to lead. He was involved in the production of the Barunga Statement (1988) which led to Bob Hawke’s promise of a treaty; the Royal Commission into Black Deaths in Custody; and the formation of ATSIC In 1997, Djambawa was one of the elders at Timber Creek who burned the Prime Minister’s 10-point plan. In the push for Sea Rights he is the focus of a Northern Land Council video called ‘Terry Djambawa Marawili-My Native Title’. This was made to explain the concepts of Yolngu ownership of undersea lands and, as before, he uses his painting to show the sacred designs that embody his right to speak as a part of the land (although this time the land is under sea). He was instrumental in the initiation of the Saltwater exhibition. He co-ordinated the eventual Federal Court Sea claim in 2004 which eventuated in the High Court’s determination in the 2008 Blue Mud Bay case that Yolngu did indeed own the land between high and low water mark. In these political engagements, Djambawa draws on the sacred foundation of his people

to represent the power of Yolngu and educate outsiders in the justice of his people’s struggle for recognition. Away from the spotlight of activism, Djambawa must fulfill several other onerous leadership roles. The principal ones are: as a ceremonial leader; as an administrator of several mainstream Yolngu organisations; as the leader of a 200-strong remote Homeland community; and as a family man with three wives, and many children and grand children. In recent years he has been very successful in advocating for his and other Homelands against the anti Homeland movement championed by urban policymakers. This included a televised demonstration against the NT Government’s Homelands policy at the anniversary of the Sea Rights victory at Yilpara in 2009. He has recently secured a new school building and permanent teachers for Yilpara. Somehow art is integral to each of these roles as well. Obviously the sacred designs figure to some (secret) extent in the countless circumcision, burial, memorial and other ceremonies that he is required to assist or lead. As a Director and later Chairperson of the Association of Northern and Kimberley Aboriginal Artists Association 1997-present) and Chairperson of Buku-Larrnggay Mulka Centre 1994 -2000, art is never far away from consideration. In 2004, he was appointed to the Australia Council ATSIA Board. He was granted a two year Fellowship from the Australia Council in 2003. He has been at various times ,including the present, a member of the Northern Land Council. In 1996, Djambawa won the Best Bark Painting Prize Telstra National Aboriginal and Torres Strait Islander Art award. He is represented in most major Australian institutional collections as well as several important overseas public and private collections. In addition to sculpture and bark painting, this senior artist has also produced linocut images and notably the first screenprint image for the Buku-Larrnggay Mulka Printspace in 1996. Other highlights of Djambawa’s artistic career include Buwayak-Invisibility (2003) and his solo Source of Fire (2005) shows at Annandale Galleries; The Wukidi Installation at The Supreme Court of the NT; his solo show at the Sydney Biennale in 2006 and the one man show to launch the 2006 Asia Pacific Triennial and the new Gallery of Modern Art in Brisbane in the same year. In 2009 he travelled to the 3rd Moscow Biennale in Russia and sang open his installation of bark paintings there. He also opened the exhibition ‘Larrakitj’ featuring 110 memorial poles from the Kerry Stokes Collection at the Art Gallery of Western Australia in 2009. This show featured in the Sydney Biennale in 2010 at the MCA.
Djambawa’s artistic influence since the mid 1990’s has been monumental. As well as pioneering a path and an aesthetic for other artists he has inspired a new generation of ‘Young Guns’ through example, encouragement and direct mentorship. A whole generation of artists took inspiration from his muscular engagement with his own law to produce new aesthetics that were at once visually dynamic and spiritually powerful. He bent the formal compositions and moulded them onto fluid representations of the water they signified. He was the main activist in shaking off conventions that had been entrenched since the 1950’s about how painting for the outside world should be composed. He argued for a freeing up of these restrictions as long as the spirit of the Law was honoured. This was part of his own natural creativity and instinct to challenge the status quo responsibly. He found it difficult to be criticised by his elders for encouraging them to reveal deeply held Law in the course of the sea rights claim. He understood their objections but felt that a proactive stance was required. A younger generation of artists took as a given the innovations that he had fought hard for. Among the notable artists who acknowledge their debt to Djambawa are his sons-in-law Gunybi Ganambarr and Yilpirr Wanambi. There are countless others who he has encouraged directly and indirectly to take on greater authority in ceremony and art. This encouragement extends beyond his region through his leadership of ANKAAA. He applies his generosity, sense of Indigenous unity and belief in the power of art to all artists. In 2009 he travelled to Moscow for the 3rd Moscow Biennale. In 2010 he was awarded an Australia Medal for his services to the arts, Homelands, sea rights. He was also accorded the honour of being appointed as a judge of the Telstra National Aboriginal and Torres Strait Islander Art Award. In this year he also hosted a groundbreaking project between four prominent non-Yolngu artists (Fiona Hall, Judy Watson, Jorg Schmeisser and John Wolesley) at his Homeland in Yilpara. The resultant exhibition Djalkiri was shown in Darwin and Yirrkala before touring nationally. During his ascent to leadership in the mainstream world as a leader in land and sea rights, arts administration, Homeland policy and general Indigenous governance he also became increasingly important ceremonially. He now holds a rank within the Yolngu spiritual world that is the equal of any. His knowledge is deferred to by all who seek it. Typically he exerts that influence within the narrowest zone required of him but is often called upon to assist or adjudicate elsewhere which he invariably honours.
