Musicians Rraywun Maymuru, Bevan Yunupingu, Jodie Cockatoo and Shellie Morris singing Yothu Yindi song, Dots on the Shells. IT was a night of power and pride when Yothu Yindi rocked Darwin last Saturday, joined by legions of family and friends, in a huge musical tribute to the life of Dr Yunupingu. Performers from different genres and generations all came together to honour the pioneering East Arnhem rock group and their late singer, at the National Indigenous Music Awards (NIMAs). An all-star band featuring acclaimed indigenous musicians Archie Roach, Shellie Morris and Gurrumul joined original band members to crank out some of their most-loved tunes. The band played to the NIMAs biggest-ever audience of more than 2500 punters in the Darwin Amphitheatre. East Journey’s Rraywun Maymuru and Yothu Yindi’s Gapanbulu Yunupingu did justice on lead vocals for mega-hits including Djapana (Sunset Dreaming) and Tribal Voice. It was a fittingly huge party for Dr Yunupingu, who passed away in June following a long bout of kidney disease. Fellow founding member of Yothu Yindi Witiyana Marika said it was a night to celebrate an Australian legend. “Celebrating the balancer, the victorious giant, the uncle, father, grandfather, and a man who did so much for the Yolngu people right across Arnhem Land, and Australia. “To be back on the stage, in spirit with old man, it is an honour, honouring the dream and mission of my uncle.” Mr Marika said the night was a chance for new beginnings. “His legacy will shine on. Now we are closing the curtain for old man, to open a new chapter, closing the old chapter.” Film legend and Satellite Boy actor David Gulpilil, who joined the group onstage for their final track, said Yothu Yindi would always be family. “They call Yothu Yindi like mother and son, the two sides, family, and I’m one of the family. This moment capped off what will no doubt be remembered as poignant, proud and powerful night in Australia’s rock and roll history.

Garma Festival 2013 Campaign roadshow arrives at Garma By MATT GARRICK OVER four days, from August 9 to 12, Gulkula, the Garma site, was a dusty stomping ground for this year’s Federal Election campaign trail. While hundreds of Garma guests had travelled to the region to enjoy a celebration of Yolngu life, art and culture, chilled-out activities and the beautiful nature of Gulkula, the politicians were here for business. Liberal Leader Tony Abbott showed up, as did the Minister and Shadow Ministers for Indigenous Affairs Jenny Macklin and Nigel Scullion, and Minister for Indigenous Health Warren Snowdon. Blazingly evident was the Northern Territory Government no-show; Chief Minister Adam Giles cancelled his planned appearance due to what media have reported as “an unwillingness to address the Gas-to-Gove issue with locals”. And with the politicians came plenty of promises - thoughts and pledges on how the government who wins at the September 7 election will reform indigenous Australia. Mr Abbott responded to a call from Galarrwuy Yunupingu to “wake up land rights”, and gave a speech which he said was straight from the heart. He dispensed with a pre-prepared speech and proceeded to speak off-the-cuff, which by all accounts was reasonably well-received. He relayed anecdotes from his own life about Indigenous Australia, and outlined how he and his govern-

ment would try to approach the issue of indigenous affairs, if elected. “I will not neglect spending a week a year in an Indigenous place so that I can sit down with people and talk with them in their country not simply in my office building and not my Parliament House office.” As for land rights, Mr Abbott said a Coalition Government would try to “to make land rights more real in the future than it has been in the recent past”. “Land has to be an economic asset as well as a spiritual asset and I will do whatever I humanly can in government to bring this about, should we win the election.” Ms Macklin also had a turn on the podium, at the Garma Key Forum, to give an election spiel, where she listed the accomplishments of this current Labor Government in Indigenous affairs. “Five years ago, we set the Close the Gap targets - creating a project between governments, Indigenous people, business and the wider community. “Those targets were necessarily ambitious. “But five years on, through a consistent, properly funded framework, with sustained effort, we have made remarkable progress.” Ms Macklin said a re-elected Labor Government would push forward with a range of new ideas on how Indigenous disadvantage could be improved. “Labor will develop a new Closing the Gap target aimed at increasing

Mr Strachan will also retain his role as Chief Financial Officer of Rio Tinto Alcan. Mr Biswas will remain in an advisory role to ensure a smooth transition and leave Rio Tinto at the end of the year. Gove Operations General Manager Ryan Cavanagh said

that, over the coming weeks and months, Gove Operations would work through all the issues and decisions needed to reintegrate into Rio Tinto Alcan. “We are continuing our gas supply discussions with the Northern Territory Government and Commonwealth Government. “We will consult with employees, suppliers and our local community and advise them of any developments and decisions as we are able to do so,” Mr Cavanagh said.

Warning of Stranger Danger at skate park POLICE continue to search for information on a man who has allegedly been loitering around the town’s skate park. The man has been described as a burly Caucasian, in his 50s, with a bushy black and grey beard. It has been alleged he has previously offered money to children at the skate park. On this instance, he was reportedly wearing a wide-brimmed blue and grey Billabong hat and dark sunglasses. On August 5, it was reported that a man followed a young boy home in a White Toyota Land Cruiser.

After the incident was posted on facebook last week, one local user commented that there had also been reports of a man hanging around the Nhulunbuy High School. “(It was on) senior netball evening. “We were all warned about the dangers of going to the car alone at night.” If anyone spots any suspicious activity around the skate park or high school, contact the police (8987 1333). Police have put out a call for parents to remind their children about Stranger Danger; even though it is a safe community, incidents can occur anywhere.

Honouring our Diggers from Vietnam conflict WHEN decorated ex-serviceman Don James returned from the Vietnam War in 1969, there was no ‘Welcome Home’ parade. The conscripted soldier was flown from Saigon direct to Sydney, where a wad of money was thrust in his hand, and he was put on another plane home. It was not until the early 1980s when the Australian public finally realised what tough and important work these men had done for their country, and a parade was held. Nowadays, an annual event commemorating Vietnam veterans like Mr James, who spent 25 years in the Defence Forces, is held on August 18, which he says keeps growing bigger and bigger. “Over the years, people have grown to accept it; every Anzac Day there are more and more people who gather to watch, and we receive an ovation as

our parade passes by. “In the same vein, Vietnam Veterans Day is getting really big as well.” The day coincides with one of the biggest and bloodiest battles of the war, the Battle of Long Tan. Australian Defence Medal recipient and Gove resident Roger Gellett said it was a very significant day. “The Battle of Long Tan had our greatest battle honours of the Vietnam War; like the Battle of Kapyong in the Korean War.” While posted in Vietnam, Mr James and his fellow soldiers did it tough; going bush for six weeks at a time, eating hard rations and living on the ground. But as he said, it was the mateship he remembers most of all. “The biggest thing that came out of there was mateship - one bloke sleeping while the other bloke looked out for him.

Funding to help halt crippling disease

Woman charged over drug haul

A 19-year-old woman is to appear in court following a cannabis seizure in Numbulwar last Thursday. Remote Sergeant Matt Marshall said Numbulwar Police, acting on information provided by the public, conducted a search on a bus travelling into the remote community. “Members located approximately 260grams of cannabis, in seven cryovac bags, in a pillow case belonging to a 19-year-old woman,” Sergeant Marshall said. “The woman was arrested and charged with possession of a trafficable quantity of cannabis and supplying cannabis. “She has been bailed to appear in Numbulwar court at a later date.” Police said if the drugs had reached the community of Numbulwar or Groote Eylandt, it could have netted this alleged offender approximately $25,000.

A FOUNDATION working to stomp out a crippling disease prevalent in some remote East Arnhem communities has received some much-needed funding. Hereditary disease Machado Joseph Disease (MJD) causes sufferers to be wheelchair-bound and reliant on care within 10 to 15 years of the first symptoms. On average, the disease causes death between six and 29 years of onset. Each child of a person who carries the defective gene has a 50 per cent chance of developing the disease and tragically there is no known cure for MJD. The disease is most prevalent in communities on Groote Eylandt and Bickerton Island. The Machado Joseph Disease (MJD) Foundation will now receive an additional

$10 million from the Federal Government to support sufferers and their families. Minister for Indigenous Affairs Jenny Macklin said the Australian Government recognised the devastating impact of this disease on Indigenous people. “On the individuals affected by the disease, their families who care for them, and the whole community. “This funding will assist in building awareness of the disease, improve services, increase research and education and implement practical solutions to help people with MJD and their families.” It is estimated that more than 550 people are at risk of developing MJD across the Northern Territory, and incidences are expected to increase significantly over the next 10 years.

Young Aussie of the Year in Gove AT just 25, Afghanistan-born Akram Azimi has achieved many things in his life. For one, he was named the Young Australian of the Year for 2013. Akram will visit Nhulunbuy on Friday, August 23, as part of an Australian of the Year Awards Tour of Honour, hosted by the Northern Territory Australia Day Council. He will meet students at the town’s schools, where he will share his story and answer student’s questions. He will also meet with community leaders to hear more about the area and share experiences. Akram was honoured as Young Australian of the Year 2013 for his efforts in cross-cultural understanding and work with remote Indigenous communities in Western Australia. Born in Kabul, Afghanistan, his family were forced to flee their country in 1999. Akram arrived in Australia with his mother and brother as refugees, settling in Perth. Intent on giving back to his adopted country, Akram uses his leadership skills to help young people in remote and rural Australia. His philanthropic roles have included working with True Blue Dreaming, which helps disadvantaged remote Indigenous communities. He also mentored a Special Olympics athlete to help raise community awareness of disability issues. Akram is undertaking a triple major in Law, Science and Arts at the University of Western Australia and has also spent time this year involved in the Global Vaccine Summit’s world-wide effort to eradicate polio. The Tour of Honour will also take Akram to Darwin, Bathurst Island, Palmerston and Jabiru. For details of Akram’s visit, check the What’s On guide on page 8.

New Melville Bay Road four-way intersection as mine steams ahead

GOVE is on the move, with road-trains and semi-permanent traffic lights set to be fixtures in the region from August 19. Pacific Aluminium’s Gove Operations will be increasing their bauxite export capability and to facilitate this are constructing a new intersection on Melville Bay Road. The intersection will be located just east of the overland conveyor belt, near the turnoff to Ski Beach. The additional bauxite will be sourced from Gove Operations’ existing mine lease and exported through their existing port facilities. Bauxite is usually transported along the overland conveyor belt from the mine to the bauxite stockpile located at the refinery, but, due to insufficient capacity on the overland conveyor, the additional bauxite will be transported by road trains with three trailers, from the mine to the port via the overland conveyor road. Trucks will travel from the mine through an underpass under Melville Bay Road. They will travel at a maximum speed of 50km per hour along the Overland

Conveyor Road, adjacent to the overland conveyor. The four-way intersection will be controlled by solar-powered traffic lights. There will also be flashing warning message boards installed prior to the intersection, to inform traffic to slow down. Public traffic will continue as usual along Melville Bay Rd with no change except for one new intersection. At this point, the trucks will cross Melville Bay Road to access the export bauxite stockpile and port. The company has said this will improve the economic viability of Gove Operations prior to knowing if there will be Gas-to-Gove. A spokesman from the company has said it will assist in providing a sustainable future for the operation, the community and North East Arnhem Land. There will be public information sessions on the developments held outside Woolworths on Thursday August 17, from 5-7pm, and Saturday August 19, from 9-11am, as well as information sessions across local communities.

NHULUNBUY is ready to go on a mandatory rehabilitation program for problem drinkers, a Health Department spokesperson has said, despite issues the policy has faced around the NT. The program has faced flack of late, after several of those forced to attend the program escaped from a treatment facility in Darwin. As of this week, there were nine problem drinkers across the Territory currently undertaking Alcohol Mandatory Treatment (AMT), with many more expected in coming weeks and months. Although this region has so far not had anyone enter the system, the Health Department spokesperson said the Nhulunbuy Alcohol and Other Drugs Residential Rehabilitation Service (Nhulunbuy Special Care Centre) was ready to take AMT clients now. “The centre will continue to provide its existing services, including residential rehabilitation and assessment, referrals and after care services for its non-AMT clients.” The local centre has also been set-up to

NT Health Minister Robyn Lambley. provide services under the AMT system. “These include assessment, therapeutic alcohol and drug treatment, chronic disease and other health management, life skills programs, work readiness and after-care programs.” In light of the recent escapes from Darwin, the government announced it was moving to improve security within Alcohol Mandatory Treatment facilities. “That said, the Government has always been very clear that the Alcohol Mandatory Treatment facilities are not prisons,” Health Minister Robyn Lambley said last week.

THE Yothu Yindi Foundation’s fifteenth Garma Festival has wound up after four days of activities and forums focused on bringing people together to learn about and celebrate Yolngu culture. I have witnessed the growth of the festival over the years and quite clearly there’s been significant work in the past 18 months at beautiful Gulkula, the Garma site, to upgrade the infrastructure so there are facilities in place for the long term. Minister Jenny Macklin’s announcement at Garma of $3m to build the

Garma Institute is a welcome investment to literally build something sustainable for the future. I acknowledge as well the great work undertaken by a group of 31 prisoners, low level offenders from Berrimah correctional facility, who were on site for the weeks before the festival to prepare the site and provide labour over the weekend. Originally a Labor government initiative which aimed at embracing community based corrections, this is now the third year that prisoners have undertaken this work at Garma. It was no surprise that

with a federal election just around the corner that politicians would be making a bee line for Gulkula. But not, apparently, Chief Minister Adam Giles, even though he was listed in the program for last Saturday morning to address a forum along with Nigel Scullion and “members of the NT Government bush electorates”. Larisa Lee, the embattled member for Arnhem, with her controversial fuel bill of $20,000 over a ten month period, was spotted at Garma and roped in for media photo opportunities with Tony Abbott.

But her four other bush colleagues were a no-show along with Adam Giles. Clearly, Adam Giles feared the prospect of facing angry locals looking for answers around why he has reneged on the Gas-to-Gove deal and reduced the original offer of 300 petajoules of gas to just 195. To not show up at such a significant event on the Territory’s calendar, an event he had earlier committed to, is surely a snub not only to traditional owners but our community as a whole. While Rio Tinto announced last week that its subsidiary Pacific

A MASS walk was held at the Garma site last Friday to celebrate the finish of the first chapter on the Journey to Recognition. The cross-country journey began in Melbourne on May 26, before winding its way up through the red centre and into the Top End to reach Gove. The walk was also held for a second time in the afternoon of the Community Open Day last Sunday. Politicians from all sides, local Yolngu elders and Australian thinkers and activists walked together alongside festival-goers to try and raise awareness of the Recognise campaign. The Recognise campaign promotes the need for Constitutional equality by properly recognising Australia’s Aboriginal and Torres Strait Islander people in the country’s highest document. To make this change, a referendum would have to be held, where the majority of Australians vote ‘yes’ to approving this amendment in the Constitution. Federal Opposition Leader Tony Abbott was at Garma the day following the walk, where he said hopefully Australian hearts were more opened to our brothers and sisters. “As far as I am concerned, Indigenous recognition would not be changing our Constitution but completing our Constitution; and, until this is done, our country will not be whole.” To find out more about the Recognise campaign or to support their cause, visit http://www.recognise.org.au/.

Mike said all the shows on the Goes Bush tour had been held outdoors, usually on footy ovals, where local kids would always enter into the fun. “All the kids would come and help us set up, so you’d just end up with dozens

of kids running around all asking questions, chucking amazing acrobatic tricks - they’re just fearless and natural.” The kids weren’t the only ones chucking fearless acrobatic tricks - Circus Oz’s world-class performers had the crowd gasping with their dizzying stunts. Mike said many of the children in the communities had never seen a circus before, and had no idea what to expect. “They were like, ‘what is a circus, is it like dodgem cars and Ferris Wheels?’ “They sort of imagined it was like the Darwin Show - so we just said, ‘wait and see’.” Circus Oz brought something to Arnhem Land for the kids, and something for the adults to unleash their inner kid. They brought something universal - a show that talked languages everyone can speak - the languages of fun and wonder.

Yirrkala certainly saw something different. The Circus Oz Goes Bush Tour travelled through Arnhem Land from July 29, to communities such as Maningrida, Ramingining and Gapuwiyak, and delivered the same scale show at each spot, always for free. Artistic director Mike Finch said it hadn’t been a tour of comfort, but that didn’t matter at all. “It has been really, genuinely pleasurable. “We’re used to touring in planes and staying in hotel

WHEN Josh Bond was a little tacker growing up on Elcho Island, 20 years ago, Circus Oz brought a show to town that changed his life forever. Two decades later, after working in circuses across the world, Josh is now the Artistic Associate and Indigenous Programs Manager of Circus Oz; and he’s brought the circus back to Arnhem Land. “It’s been the realisation of a dream,” he said. “I remember as a kid, Circus Oz coming through and the profound effect that had on me. “It inspired me on a whole range of different levels; but certainly in terms of my career.” He said it had always been his dream to one day bring a big show back to Arnhem Land. “Something even bigger than what I saw, back out to my families and the communities, and hopefully have a similar or more of an effect than it had on me. “Essentially, without it being geared towards any specific outcomes; just a way for people to have a great time and a chance to witness something different.” With feats on display at Yirrkala Oval last Wednesday including acrobatics, balancing and contortionist tricks, hilarious magic and comedy, the crowd from Nhulunbuy and

Barbara Shaw to run for Greens

THE field for the seat of Lingiari in the September 7 Federal election has grown to six, with Barbara Shaw (right) to stand for the Greens. Ms Shaw, an established human rights campaigner as well as a community advocate in Alice Springs, previously ran for the Greens in Lingiari in the 2010 election where she doubled the Greens’ share of the vote with 12.5 per cent of the primary vote. A long-standing critic of the original federal intervention, Ms Shaw will focus her campaign on the early review and repeal of the Stronger Futures legislation. She will pursue long-term, community-led investment in the bush, and support programs to help families

stay together, such as reversing the de-funding of family centres. The Northern Territory branch of Regional Development Australia met at the Bali Pavilion, in the Arnhem Club, last Thursday night.

Working on developing our region THEY cover one of the biggest regional areas of Australia, but the Northern Territory branch of Regional Development Australia (RDA NT) still found the time to gather in Gove. The RDA NT is an Australian Government initiative that brings together all levels of government to enhance the development of regional Australia. They were in Gove to hold their quarterly meeting last Thursday, where they also had the chance to oversee some of their latest projects in the region. One such is the planned new $1.1m Digital Learning Centre at

Yirrkala Art Centre, believed to be completed by the next dry season. RDA NT Chairman and Mayor of Alice Springs Damien Ryan said they were able to have a look at the already existing digital facilities in the arts centre. “You can see the work they’ve done with archiving very important footage and stills. “So this new centre will expand on it. At current, there are only a few computers that everyone has been sharing.” RDA NT supported the art centre’s application for funding which scored them $480,000 towards the cause.

Mr Ryan also noted the region’s current climate for regional development was not at its peak. “We understand the pressure waiting for gas has put on this community.” Another priority listed for NT’s regional development by Mr Ryan was the need to have the National Broadband Network (NBN) properly rolled out across the Top End. “NBN is going to create opportunities for lots of people, but we have to ensure it gets to all of the Northern Territory.” He said these were all issues the RDA NT committee would be raising with the Federal Government.

Helping tomorrow’s leaders bloom

SPORT, cooking, music, animation; whatever interests or talents young indigenous women from the region may have, a new program has been working to help them harness them. The Gong-Wapitja program works closely with young women from Yirrkala and surrounding communities to encourage their many talents and strengths to support their development into future leaders and strong community members. The program has been developed from a partnership between the East Arnhem Shire Council’s Youth, Sport and Recreation team, and the Remote Aboriginal Family and Communities Program. It was born from ideas and encouragement from the young woman and elders of Yirrkala. Several organisations, such as the Clontarf Academy, work positively with the young men and boys, but there was previously a gap

in services for young women. The Gong-Wapitja program now works closely with the Yirrkala School and several other key sporting groups and larger agencies to offer such a service. The program encourages school attendance by rewarding the young women who are attending regularly, and also provides support works to young women who are disengaged from school and other support services. The Yirrkala Sunrises sports program provides support and encouragement to young women to keep them engaged in healthy activity and to better support those who are struggling to re-engage. The program has helped support a few of the girls to represent East Arnhem in Darwin for both NT basketball titles and touch footy. Working with Yirrkala School, Gong-Wapitja has delivered work-

shops for the high-school girls every Thursday afternoon, on diverse subjects from beach cooking classes to animation workshops. The Dhimurru Miyalk Rangers take the young women out bush to collect and replant seeds, undertake beach clean-ups and other caring for country activities. In the future, Gong-Wapitja is looking to expand its program by employing a high-school graduate and continuing to support better access to education and health care. The young women from the team also ran Matpana Damper Workshops out at Garma last weekend. There were 21.1km solo and team relay events from 6.30am, with good results scored in both. One of the organisers, Terri Dupe, gave out a big thanks to all the volunteers and the sponsors from the day. “Laynha Air for the major spot prize and caps, NCL for use of the pool and marquees, Pacific Aluminum provided a great breakfast, St Johns with the ambulance on standby - fortunately we didn’t need it this year. “John and Ness of Arafura Marine for the socks and hats and Gove FM and Arafura Times who helped spread the word.” She said biggest thanks of all went to all the participants who sweated it out on the day.
