GOVE could one day be used as a military base, an export centre for forestry or to house a call centre, say two of the Prime Minister’s right-hand men. These were just a few of the positive ideas put on the table when Federal Government ministers and cabinet members Nigel Scullion and Bruce Billson visited the region last Sunday. After months of rattling the cage to get Federal Government ministers to Gove, local leaders voiced their satisfaction at finally having their cases heard up here, and at the ministers
having put their feet forward with some ideas for the town’s long-term future. Local Gove Taskforce representative John Tourish (above), who meets with members of Rio Tinto, the Australian and Territory Governments and the Northern Land Council on a monthly basis to try to formulate a future plan for the region, said the ministers gave them a “good hearing”. “They did engage with the Gove Community Advisory Committee (GCAC). “I believe that they gave them a fairly good hearing.”

Hard workers here to help OUT at the Garma site, 40km from Nhulunbuy, camps a group of men who are playing a big part in helping Nhulunbuy through its time of transition. These men are low-security prisoners, working their butts off as part of a program called Sentenced to a Job. For this program, they have been undertaking laborious tasks around the community, lending a hand to local businesses and organisations. The program also acts as a bridge for the men back into society. Already this year the crew has completed a number of vital jobs which otherwise may not have gotten done due to a lack of resources and volunteers. One such was for Gove Country Golf Club, where they helped the team there dig two new bunkers, mow and clean-up the whole course.
Club President DonnaMarie Grieve said the workers deserved huge praise for their assistance during a period where volunteers were hard to come by. “They’re really hard workers and they never complained. “I’d recommend them to any not-for-profit organisation that can’t find the volunteers or manpower needed for big tasks, due to the town’s current situation. “They’re there to help us, and they’ve already been doing a great job for the community.” NT Commissioner for Correctional Services Ken Middlebrook was in the region visiting the prisoners last week, and said he was impressed with how everything was going. He also enforced that this scheme was not trying to take work away from people in town. “We want to fill some
gaps where at the moment there is not a solution there. “So if we can provide a source of labour, whether it be full-time, part-time or voluntary, where people are struggling to fill that at the moment, we’re more than happy to talk to those people. “But we’re certainly not looking to compete against a labour market in town, to deny people in the community a job,

‘No plans’ for asylum seeker future THE Federal Department of Immigration has dismissed any hopes that Gove could be used as a base for asylum seekers sometime in the near future. A spokesperson for the Minister for Immigration Scott Morrison gave a clear response when questioned if there were plans for Gove to be used as a centre for asylum seekers, considering the town’s status of economic decline. “There are no plans to use Gove as a detention facility,” Mr Morrison’s office replied. The question arose on the same week that the government announced a $48m boost to police presence in NT asylum seeker facilities; none of which was expected to go to Gove. Chair of the East Arnhem Chamber of Commerce David Suter said Gove would be the perfect location to house low-risk asylum seekers, considering the large amount of empty houses that would be in town following the end of production at the Rio Tinto refinery.
Giles must fight harder for Gove: Tourish A MEMBER of the Gove Taskforce has called on Chief Minister Adam Giles (right) to do more to fight for Gove on a national level. Local business owner and Taskforce representative John Tourish said Mr Giles has not been doing enough to make Prime Minister Tony Abbott and his cabinet aware of what is happening to Gove. “I believe that there has been a lack of engagement or of communication between the NT Government and the Federal Government. “It falls upon the Chief Minister to get his dial in the face of the Prime Minister of Australia to lift this to a much higher priority than it has been up until now, and

GCAC representative for education, Paul Mery, said the ministers showed interest without promising too much. “Very happy to see them here - there’s been a sentiment that we’d been ditched by the Feds, so this was very encouraging.” Mr Mery said that while the slow pace of progress had sometimes been frustrating, “having worked for the government, I know things don’t happen overnight”. Fellow GCAC member Hannah Seaniger said GCAC presented a strong message to the ministers. “I just hope they were listening.” Ms Seaniger said an idea put to the group by Mr Scullion about relocating military to Gove “was a great idea”. “It could be cost-effective and a quick approach.” Bringing in a military contingent was just one of the possibilities for the long-term future of

The Minister also mentioned there were potential opportunities for forestry in the region. “I have been having discussions for nearly a decade about the opportunities to grow Acacia mangium here.” Acacia mangium is a tree that takes seven years to mature. “They’re doing it on the Tiwis, and they’re harvesting every year now, and they woodchip straight into China, where you’ve got an existing market.
“And the really important things are a deep water port and a bitumen road to it, and you’ve got those, so you’ve got all of that infrastructure here as well.” He also mentioned that there had been discussions about constructing a call centre in town. “There’s a whole range of ideas about how to provide more customers. “Because from a business perspective, loss of their customers leaving town is the biggest impact on the businesses.” Mr Tourish said the Minister for Small Business Mr Billson was a good asset to have had here. “He’s a strong member of the cabinet. “We had two of the 20 Federal cabinet members here - so we had 10 per cent of the country’s decision makers here. “It was our opportunity to influence them and tell them we wanted outcomes.” Other priorities raised by the GCAC for the government to consider implementing included gazetting the Central Arnhem Road, expanding the region’s Indigenous education facilities and offering short-term special tax positions to small businesses.

$15m. upgrade for Central Arnhem THE Central Arnhem Road will receive a share of $15m out of $106m in government funding announced to upgrade six remote Territory roads. The funding for the track was announced on March 5, and will go towards the construction of a bridge over Rocky Bottom Creek, the last major crossing on the Central Arnhem Road. The bridge project will be jointly funded by the Australian Government ($14m) and NT Government ($1m). NT Chief Minister Adam Giles said the Territory Government was contributing $16m to the $106m Territory-wide package, called the Regional Roads Productivity Package. “The six projects are examples of the kind of infrastructure investment that is desperately needed for Northern Development,” Mr Giles said.

“Better roads are the key to opening up the Territory’s remote areas, attracting investment and creating jobs.” The Roper and Buntine highways, Port Keats, Arnhem Link, and Santa Teresa roads had been identified as the five other Territory roads to receive upgrades. When asked what other future upgrades the NT Government would be funding for the Central Arnhem Road, a spokesperson for the Department of Infrastructure said they have, “committed to constructing truck pull over lanes (500m) to provide opportunities for heavy vehicles to pull over so other vehicles can pass safely”. “The design is complete and the Department of
Transport is waiting on gravel extraction clearances prior to construction. “This is a $1.5m project and is fully funded by NT Government.” The spokesperson also said the Territory Government were currently undertaking a Regional Infrastructure Planning study
which would review transport infrastructure across the Territory including roads, ports, rail and aerodromes. It has been expected that the outcomes and recommendations from this study would inform the government about investment opportunities and priorities across the regions.
Road works halted by the big Wet RESIDENTS have been warned that sections of the Central Arnhem Road should not be driven at the moment, due to severe weather conditions. The road is closed between Gapuwiyak and Bulman due to flooding at the Goyder River, and restrictions are in place between Bulman and the Stuart Highway due to the prolonged wet. These conditions have also meant the suspension of a number of road works. Maintenance works between Dhupuma and Gapuwiyak are occurring during the Wet but progress has been dependent on the weather. A spokesperson for the Department of Infrastructure said the construction of a bridge across
Doyndji Creek was “well advanced”. They said the construction process was programmed for completion in the early part of the 2014 Dry. The project is currently closed
down for the Wet, but is expected to be started up and completed by July, weather permitting. Up-to-date road reporting information is available on the NT Government website, www.ntlis. nt.gov.au/roadreport/.

A TERRITORY politician has accused the Federal Government of rehashing the former Labor government’s ideas for upgrading NT roads. Labor Member for Lingiari Warren Snowdon said he welcomed a new funding announcement to upgrade six roads across the Territory, including the Central Arnhem Road. “I agree that these six road
projects are examples of the kind of infrastructure investment that is desperately needed in the NT. “That is why we announced the exact same list of projects in August 2012 and this was extensively covered by the media at that time,” said Mr Snowdon. He accused the Tony Abbott government of coming into power “without any ideas of their own”.
“What is old is certainly new again as far as the shallow thinkers of the Abbott and Giles governments are concerned,” Mr Snowdon said. The six roads will share $106m in funding for major upgrades, as part of a joint government Regional Roads Productivity Package, which includes $15m for the Central Arnhem Road.

Woman, 35, jailed over assault with broken bottle A 35-YEAR-OLD woman was sentenced to four months in prison at last week, after being found guilty of aggravated assault in Nhulunbuy. The assault, which occurred in Endeavour Square in November, 2013, resulted in a female victim being taken to Gove District Hospital with head wounds. Senior Sergeant Alex Brennan said: “The offender assaulted the victim with a broken spirit bottle causing a laceration to her head. “This was a particularly ugly incident which occurred during daylight hours with numerous people in close proximity, including children.” The sentence was handed down in Nhulunbuy Magistrate’s Court last week.

Kava smuggler stopped in his tracks A 46-YEAR-OLD man was remanded in custody after being arrested at Gove Airport for kava smuggling on Tuesday, March 4. The man was charged with trying to smuggle 29kg of kava from Sydney into Nhulunbuy. Police have said he flew into Gove via Cairns with two carry-on bags containing the kava. “Nhulunbuy Police continue to target the illegal transportation and supply of kava throughout East Arnhem Land,” said Snr Sgt Brennan. “It is unfortunate that we continue to see this type of offending but there is a high demand for this illegal substance in the area.” If anyone has information surrounding the illegal supply of kava they are encouraged to contact Nhulunbuy Police (8987 1333) or Crimestoppers (1800 333 000).
Pot, worth $5600, seized at Arnhem Land airport
AN 18-year-old man has been charged with drug offences following a cannabis seizure at Maningrida Airport. Police located 56 grams of cannabis and 600 deal bags on the man who had flown in to the Arnhem Land community from Darwin on Thursday, March 6. If sold in the community, Police estimated that the conservative street value for the drugs would be around $5600. The man was charged with supplying and possessing a dangerous drug and was bailed to appear in the Maningrida Court on April 1.

We will keep fighting: Teachers GOVE Peninsula teachers have continued their fight against Territory Government resource cuts, and acknowledge their battle could be a long one. A Territory-wide teacher’s strike took place last Friday, the first in three months, which saw local education staff rally together in Nhulunbuy to voice their concerns. Many of them had harsh words for a government that they say is not listening, either to workers such as them, or even to each other. One major concern raised was that while the Federal Government has been pushing to get more children to school in remote areas, the Territory government is cutting resources needed to deal with this student influx. Acting President of the Arnhem Regional Council for the Australian Education Union Jarvis Ryan said there was a real lack of policy
coordination between the two governments. “We welcome the new Remote Schools Attendance Strategy in Yirrkala; it’s been a fantastic initiative in the community and it has lead to a big increase in students attending school. “But it’s also really raised the pressure on teachers to deal with much-larger numbers of students, many of whom have a poor attendance history and various behavioural issues and special needs that are impossible to address without proper support.” Mr Ryan, who is a teacher at Yirrkala School, said in his class alone, he has six students who can hardly read at all. “They need really intensive assistance, pretty much all day, and I’ve got usually about 18 to 20 students in my classroom, so I can’t spend all day with them.
“So if we want them to catch up or try and build their literacy, we have to make that investment or we might as well say, ‘well, what is the point of those students coming to school if they can’t participate effectively?’” Fellow local union representative Don McKinnon said teachers have got the public on their side, in their fight for adequate resources, and now it needs to stay that way. “We’re in it for the long haul now,” he said. Local MLA and former school teacher Lynne Walker also spoke at the rally, calling for the strikers to stay strong. “What the government doesn’t understand is that you’re not doing this for yourselves, but for the kids that you’re teaching.” Education workers from Nhulunbuy, Yirrkala, Gapuwiyak and other Homeland communities attended the rally on the day. Exploring the wonders of our own backyard A NEW book has been released to open the eyes of students to the wonders of nature that exist right here in our own backyard. The book, entitled Nganapungu Wanga (Our Country) regales readers in information about the common flora in East Arnhem Land. It was compiled largely by Middle School students from Yirrkala. Nganapungu Wanga showcases the uses of local plant life; from the tasty bush tucker of the green plum or native peanut, to the artistic tools found in stringybark trees to the medicinal uses of the unfortunately-named Rotten Cheesefruit. And it has been hailed as a valuable new resource for schools across Gove. Last Wednesday, it was launched at Nhulunbuy Christian College (NCC), where some of its young authors taught Year One students about local plants and foods they had long known about. Yirrkala School teacher Jarvis Ryan said the students involved in making the book had found a valuable use for their knowledge of local nature. “There are a lot of things that aren’t valued in our Western school curriculum, but when you look at some Yolngu children’s knowledge of their country, it’s extraordinary.” He said the youngsters could gain a sense of pride from the fact that their knowledge of country was so interesting to others. The boys passed on some of this knowledge to the NCC students, who were also starting to learn some basics of Yolngu-Matha language in class. Vice versa, the Yirrkala kids who came to help launch the new books were able to practice their English skills while doing so. NCC teacher Lara Hvala said it was a positive sharing experience for both schools. “It’s great to be able to help open their worlds.” In the book, all of the English names for the flora are accompanied by Yolngu-Matha translations. The books are set to soon be launched in Nhulunbuy High and Primary Schools. Anglicare NT funded the project alongside the Australian Government, and the books were compiled with help from local Yolngu and Ngapaki education and environmental professionals. letters to the editor/comment Life will continue in paradise By GCAC members Glenn Aitchison and Paul Mery I JUST recently spent two wonderful days out on the water enjoying the uniqueness and pleasures Gove has to offer. A couple of days away from town and the reminders of the changes that are occurring in our town was bliss - except for dealing with the three ladies on our fishing team! I was lucky enough to spend the night camping at Banu Banu and spoke with the owners there of the changes they are experiencing. Everyone is facing the metamorphosis in different ways. But what was so good was the positivity that exuded from the people gathered for the night and the hosts at Banu Banu. Life will go on. We change and adapt to the best of our abilities, be positive and work forward, and life will continue in paradise. The challenges The GCAC and Gove Taskforce representatives continue to work
with Rio Tinto, NT and Australian Governments to request any support packages made available to the community be presented as a matter of urgency. We have received much feedback on the uncertainty that exists and are working hard to ensure critical stakeholders are aware of our needs to bring certainty and economic growth. Positive results need to happen now to instill confidence in our community. A Gove Taskforce meeting was held in Canberra on Friday, February 21. While in Canberra, representatives had the opportunity to meet with several Commonwealth officials and made great efforts to ensure our voice and message was heard. Although the day wasn’t as fruitful as hoped, in a sign of positive momentum, representatives from the Department of Industry and Enterprise Connect finally visited
Gove and met with the Regional Coordination Committee the following week. Future and opportunities The Chief Minister’s Expert Economic Development Panel, Rio Tinto with Martin Charron and GCAC through the Regional Economic Development Committee are still scoping options for local and regional development ideas. At this stage a lot of this planning is to do with maximising the use of infrastructure, resources and facilities. These include the wharf, airport, CDU and school facilities, housing stock that will be available for new and developing enterprises. Key information/news Key focus groups continue to meet with community members to drive for positive economic growth and a sustainable community.
• A meeting was held at the Town Hall on February 20, to meet with community groups in discussions on the future and the creation of a Community, Sporting and Cultural Assistance Plan. If you received a copy of the questionnaire please complete and return ASAP. • Medicare Local conducted a comprehensive needs assessment of our community (and others throughout the NT) through an online or written survey. Hopefully all took the opportunity to provide feedback regarding our community’s health care needs. • The Community Support Service hub is alive and well and is there for us all. Have you or your business met with Rio Tinto or NTG Department of Business to discuss and plan for your circumstances?
CLP must resolve teacher dispute NOBODY makes the decision to take industrial action lightly, least of all our hard-working teachers. But they did so last week, surrendering a day’s pay to protest about the CLP’s savage cuts to education which have left classrooms overcrowded and insufficient resources to deliver the best possible outcomes for students. This dispute is not about pay, it’s about the resourcing of education. In the current enterprise bargaining agreement, the CLP government are not addressing working conditions which impact
negatively upon teachers’ capacity to teach. Clearly, John Elferink, as the public employment minister, is currently auditioning for the chief minister’s job, with instability rife within the ranks of government members. How do the executive of the Australian Education Union represent the interests of their teacher members with such a hostile and belligerent minister who claims Friday’s strike action was really about teachers wanting to go “camping and fishing”? I would challenge John Elferink, or the education
minister Peter Chandler, or Adam Giles to spend a day in the shoes of the teacher at Yirrkala School who currently has a composite class of preschool, transition and year one. Or to spend a day at a homeland school where student attendance is good and the sole teacher is responsible for a class of students ranging from the age of five to 16. It’s high time the CLP government got back to the negotiating table and recognised the fact that fewer teachers and support staff means bigger classes, and
that there is not a shred of evidence which supports their claim that larger class sizes do not negatively impact on student outcomes. Territory students and their teachers clearly deserve better. LAST weekend saw the AGM of the Gove Boat Club fill almost all of its positions. Congratulations to those who have put their names forward as well as the hard-working committee of the past two years who have returned the club to a financially viable position and a vibrant and attractive family venue.

Lucky ducky wins own Goose Club Raffle FOR kids across Arnhem Land, flying to sporting events can be pretty expensive. That’s why organisers of Arnhem Cluster School Sport have been out and about rattling the tin; fundraising to make sure the youngsters of this region have the same opportunities as others, despite costs of travel due to our remoteness. Arnhem Cluster hosted the Arnhem Club’s Goose Club Raffle last Saturday, giving away generous
prizes, donated by the Arno, including a return flight to Cairns. In a fun twist of fate, the main prize was won by none other than the local Arnhem Cluster representative, Jodie Nunn. They raised over $1200 for the organisation on the day, which they said was a big boost to helping kids pay the way to representing the area in sporting events across the Territory. Tying together the threads of history THE threads of history are being sewn together for an intriguing new exhibition at the Museum and Art Gallery of the NT (MAGNT). East Arnhem artists from Nhulunbuy, Yirrkala and Ramingining are taking part in the new exhibition, entitled string theory: Focus on contemporary Australian art, that opened to the public on Saturday, March 8. The show explores innovative approaches to fibre and art in a contemporary context and presents a range of
artworks from sculpture to photography, painting to video. MAGNT Director, Pierre Arpin said string theory features the work of over 30 artists and artist groups from all over Australia. “One such work by Ramingining artist, Frances Djulibing, Yukuwa (feather string yam vine), is an intricate installation of beautifully handcrafted string made from banyan fibre, which represents a yam vine.” Other NT artists featured in string theory

Somewhere over the Black Rainbow Black Rainbow by Steve Balbi Review by ANGELA MADDEN Black Rainbow is the debut solo album from Steve Balbi, a man perhaps better known as the former bass guitarist for Noiseworks and frontman of Electric Hippies. Steve appears to be a man who has been both around the traps, and fallen through them. This is his record about coming through a prolonged foggy period of personal trials and illicit excesses. Black Rainbow seems a fitting title to this recording - a place of beauty tinged with sadness. It has been awhile since Steve’s time in the spotlight with Noiseworks in the late 80s and early 90s. It has taken him awhile to travel down the solo recording route, and you can feel that this album is part of an important step, almost a purging, for the musician. Steve Balbi is also a music producer, and indeed this solo album is self-produced. It is also an independent release. Black Rainbow is an easily accessible soft-rock recording. It has vocals as perhaps the primary focus, with
soaring aspects to the songs and production. Steve is touring this release at present, as part of a national tour with the Baby Animals. Says Steve Balbi of his music: “What I learned was that I’m not as great as I thought I was, and I’m not as bad as I thought I was. “I’ve learned that my ego is really destructive and I try to keep that out of my life as much as possible. “It’s made music a real blessing. I was one that couldn’t take compliments but I find I can take compliments now.” He said that he really believes that music is a gift, and it was given to him to share with people. WATERFRONT KITCHEN GRAND OPENING, MAR. 6 THE Boat Club played host to a huge ‘Grand Opening’ party last Thursday night, when the Waterfront Kitchen crew opened their doors to the public. After departing from a long tenure cooking up delicious food for folks at Gove Country Golf Club, the Waterfront has moved home and set-up shop at the Boatie. Head chef Dennis Rassmussen and his crew had originally been based out at the Boatie, but then moved into town - and as Boat Club Commodore Brad Smith put it, the Opening last Thursday was something of a “homecoming”. The venue was filled to the brim with punters keen to try out the new tucker, many of who signed-up for club memberships. “Thursday is normally our quietest night by far - this is really exciting for the club,” said Brad. The club will now be extending their trading hours for meals, by opening for lunch on Fridays as well as dinners from Thursday to Sunday and lunches on weekends.

‘Backbone’ of Police station off to next adventure NHULUNBUY Police and the Nhulunbuy Corporation Limited have bid farewell to two valuable members from their teams. Locals Keith and Maree Weymes recently enjoyed their last days in Gove with friends and colleagues sad to see them go. A farewell party for the pair was held at the Nhulunbuy Police Club on Friday, February 28. The couple, who have been here for three years, are heading to Bunbury, Western Australia, where they own a patch of land. As well as building a new home, they have big dreams to start travelling the world. “Now we can become a pair of dreaded grey nomads,” Maree laughed. She said they would miss all their lovely friends who took them into their hearts and lives. Her colleague, Senior Sergeant Erica Sims, said Maree was the backbone of the Police station, working as the friendly face serving the station’s front counter. “The front counter will never be the same.” The couple have also been praised for their tireless help as Friends of Rotary, pitching in as volunteers for various events around town.

EAST Arnhem Land seems to punch above its weight in the field of remote sporting talent. And Numbulwar girls Loretta Manggurra and Seravina Lalara are a perfect example of this, with the pair among a group of 30 young Indigenous youths, who have been learning the skills of boxing at a special program at Townsville’s Shalom Christian College. Loretta and Seravina are boarding students at the College. Boxing trainers Ramon Ey and Derek Webber from Townsville Fighting Fit Gym, along with
Volleyball jumping into gear NHULUNBUY’S High School hall has been getting busy on Tuesday nights, for the new season of Indoor Volleyball. The season started in mid-February, and much to the surprise of organisers, enough people turned up to fill 20 teams. A few new teams including Yolngu youth from Yirrkala joined up and began training for the competition. Head of Shalom’s Academy of Sport Mark Burgess, have been working with this selected group of boys and girls during three boxing sessions each week. Mr Burgess said: “These include footwork drills, conditioning exercises and learning proper stances and technique, including different boxing combinations and sparring. “The training helps students to understand they have to be disciplined if they want to succeed. “Students learn that if you don’t do the things you’re supposed to do - body conditioning, your eating habits, how you take care of yourself and the decisions that you make - then you can’t participate to the best of your ability in the sporting arena.”
Mr Burgess said these lessons carried over into the classroom and everyday life. “Students must sign a Code of Conduct and perform well outside the program which includes attending all of their classes and having a positive attitude.” Seravina is also a quality female Australian Rules footballer and said she was enjoying the boxing. “It is good for fitness and we girls are really enjoying it. “There are a lot of Arnhem Land students here at Shalom,” she said. The Arafura Times attended a session on February 28 at the Shalom Sports Centre and saw some very enthusiastic youths aged 15 to 17 participating.

FISHIN’ FOR A GOOD NIGHT OUT, MARCH. 8 THE town got frocked up and let their hair down last Saturday, March 8, for the 2014 Airnorth Ladies’ Fishing Classic Presentation Night. The night was attended by around 200 competitors and guests, the prize table was full and the clubhouse decorated in a beach theme. Lucky door prizes included return Airnorth flights to Darwin from the tournament’s key sponsor. Fish ‘n chicks: 10th ladies’ fishing comp a classic By ROB McDONALD THE 10th anniversary of the 2014 Airnorth Ladies’ Fishing Classic was staged on March 1 and 2 on the pristine waters around Gove. In near perfect conditions, 115 ladies assembled into 38 teams and took to the rivers, bays, beaches and open oceans to compete across two action-packed days. As usual, the focus on the event was supporting women’s health, with competitors symbolically releasing a frangipani flower into the water before lines-in. Organisation Look Good Feel Better was the nominated benefitting organisation that will receive a great donation. The Ladies’ Fishing Classic was a catch-measure-photo-release competition, that allowed over 80 per cent of captured fish to be returned safely to the water. Care of the fish was a priority and only fully healthy fish were released with a small number retained due to trauma from deep waters. A total recorded capture of 396 fish were measured, ranging from Barramundi, Jewfish, Coral Trout and Mackerel. Even a Black Marlin was tagged and released by Susan Stiff; her first-ever Billfish. All capture details - size, weight and location - were recorded, and will assist the Nhulunbuy Regional Sports Fishing Club in managing their great regional area’s fishing stocks into the future. NRSFC wish to thank the many great sponsors of this event who contributed to ladies health. The categories that were fished included land based, estuary, game fish and reef.
