Hands together for Harmony Day

KIDS travelled the world without leaving their classrooms last Friday, when schools of the region celebrated Harmony Day. During the day of cultural respect for everyone who calls our country - and town - home, schools celebrated by exploring traditional customs from India, Papua New Guinea and right here in Arnhem Land. Gove given a $50m. fighting chance By MATT GARRICK A NEW economic rescue package has been announced, aiming to help stabilise Gove for five years following the demise of the Rio Tinto refinery. The Territory Government and

Rio Tinto last week announced new investment plans aimed at helping prop up the region’s waning economy over the next half-decade. Both parties issued media releases last Tuesday, March 18, talking about monetary figures in the millions and

even the billions that could be invested into various sectors around Gove. Rio has offered $50 million over the next five years “to help attract new economic activity and support the community transition in Nhulunbuy and the East Arnhem region,” the

company stated in its media release. The NT Government said they would be contributing $2 million to a new Regional Economic Development Fund, “aimed at driving new private sector investment and facilitating access to key infrastructure

in Nhulunbuy,” said Chief Minister Adam Giles. Mr Giles has also enforced the Government’s commitment to keeping Nhulunbuy as the service and support centre for the East Arnhem region. Continued Page 2.>>

Gove given a $50 million fighting chance << From Page 1 “Our commitment to the region includes expenditure of more than $1 billion on essential services including health, education and Police over the next five years,” he said. A spokesperson from the Chief Minister’s office told the Arafura Times that this was a significant increase in spending compared to the past five years. “Between the 2008-9 financial year and the 2013-14 financial year government spending on essential services in the region was $853.4 million,” the spokesperson said. Local leaders have said this level of

investment, if used properly, could give the region’s economy a fighting chance over the next five years. Chair of the Regional Economic Development Committee Klaus Helms called the announcements “generous”, but said they must be read carefully. “They’re both limited to a five-year plan. So, we’ve basically got five years to get this up-and-running to make it viable.” Mr Helms said it could be a challenge to get the regional economy into good shape by then. “The growth of the town, the economy in the town, the regional economy and a workable solution to keep this town above

the 2000 number, and almost make it desirable for private enterprise to come to Nhulunbuy and the region to invest money.” Chair of the East Arnhem Chamber of Commerce Dave Suter said that, while the announcements were positive, there needed to be more details about how and where the money would be spent. “From the Chamber’s point of view, anything that can help businesses survive this event will be good, knowing full well there is a possibility some business won’t survive.” He said some members he had spoken to wanted to know the finer details.

“I’ve had varying discussions with people who think the offers are good, and some that are concerned that they don’t go far enough. The nitty gritty of the offer hasn’t been fully explained, and there has to be more work in this space.” Part of Rio’s announcement specified that funding would be used to “further support the arts, recreation and sporting groups, community organisations, and community events and programs”. This comes as welcome news, said Sports, Arts and Leisure Coordinator for the Gove Community Advisory Committee Donna-Marie Grieve. “This is what we’ve been working

towards. If they’re injecting money into our community, let’s take it; it can only be a positive.” The funding is intended to be shared among all cultural, sporting and leisure groups in town. Local MLA Lynne Walker said she welcomed the funding announced by Rio, but said it remained difficult to tell how far it would go. “Without any social economic impact analysis it is very difficult to know how far this money will go in securing a future for Nhulunbuy, especially in the short term.” More information on the announcements, Page 3.>>

ABOVE: Good Question jamming in the Nhulunbuy High School hall. THE popular Bass in the Grass Festival, in Darwin, could be beckoning for one local group, after they wowed the crowd at the NT Battle of the Bands in Nhulunbuy last Tuesday. Local group Good Question has claimed victory of their local heat in the Territory-wide competition for the second year running. Good Question, featuring senior high school students Harry Walker, Alex Parfitt, Tayla Edwards and Ned O’Dell, hit the judges with a short set of their rocky homespun tunes. Judges came over from Darwin to appraise the four-piece’s musical stylings, and were obviously impressed, as they gave them a good enough score to pull through to the next round. This year the ultimate winner of the battle gets the opportunity to perform at the Bass in the Grass festival in May, which also features big name acts such as Vance Joy and Karnivool. Andy Mison, Principal of the NT Music School, who runs the battle, said students were assessed on stagecraft, originality and musicianship during the heats. “The competition finalists will be judged on their performance of two original songs by a panel of local music industry professionals. “Last year 13 schools from nine urban and four regional centres entered the competition, with more than 30 students from 10 schools contending in the final.” Rock girls Papa Said and local hip-hop dancers also performed in Nhulunbuy on the day, much to the appreciation of the students who packed into the school hall. The NT Battle of the School Bands final is on April 11 at Brown’s Mart Theatre in Darwin. $1 billion into public services for next five years DESPITE the population drop expected for Gove, the Northern Territory Government have announced they will still be funneling $1 billion into the region’s essential services over the next five years. Chief Minister Adam Giles said the funding would go towards services including health, education and Police. The Chief Minister’s department have said this stands as a significant increase in spending compared to the past five years.

“Between the 2008-9 financial year and the 2013-14 financial year government spending on essential services in the region was $853.4 million,” a media spokesperson said. This large figure has been branded as a “spin” on recurrent funding by some local leaders, but welcomed by others, as it showed the government would not be pulling large funding out of the region. Chair of the Nhulunbuy

Regional Economic Development Committee Klaus Helms said while any extra regional funding from the government would be welcome, the key part of their announcement was that funding would not be removed. “If you really read the offer, the key element is that they are not going to drop any funding, which is more to the point than them giving more funding. “Because if you have a loss of population as we are

deemed to be getting, then in normal circumstances you would say there would be less money coming into the place.” Local MLA Lynne Walker said the announcement was “spin”. “The CLP Government is trying to spin recurrent funding to the region over the next five years as a generous financial commitment. “In reality it’s what would be spent in the region regardless, for delivery of Government services.”

Chair of the East Arnhem Chamber of Commerce said he believed this figure would contain some recurrent spending. “It seems that people want to throw in these big figures hoping that everyone is impressed. “But you really have to look at what you’re getting. “And the issue would be recurrent expenditure today, versus any new money that may be in the Rio offer or the NT Government offer.”

Rio announces $50 million five-year funding

RIO Tinto has announced they will provide an additional $50 million to the region over the next five years. The announcement follows the company’s decision in November last year to suspend alumina production at its Gove refinery in 2014 and move to a bauxite operation. Key initiatives being offered in the Rio Tinto package include: • Creating a Regional Economic Development Fund to help drive economic development in the region; • Launching a Community Investment Fund to further support the arts, recreation and sporting groups, community organisations, and community

events and programs; • Providing additional funding, training and business mentors to help build capacity in indigenous businesses and support new economic activities, including the potential for mining operations in the region owned by Traditional Owners; and, • Offering professional advisors and financial assistance for community members, local businesses and residential property investors. In addition to the $50m funding package, Rio Tinto have said they would make available surplus company houses valued at $90m to help attract new economic activities to the region. Rio Tinto estimated its ongoing bauxite operation would contribute more than $500m to the

Public servants safe until June 30 . . . PUBLIC servants in Nhulunbuy have been given certainty that their jobs will be secure until at least June 30. Following the announcement of the Rio refinery closure onNovember 29 last year, public servants were informed that the government would not consider making any changes to the amount of permanent workers need for Gove until March 31. An extension of three months was announced by the NT Government last week. Minister for Public Employment John Elferink said that no changes would be made to Public Service positions until June 30, 2014, regardless of any changes to the town’s population. “This will allow individuals more time to gather information and make plans for their future. NT Government departments will

also benefit from the additional time to put arrangements in place and manage the consequences that will arise from refinery’s curtailment.” New NT Public Service Commissioner Craig Allen sent out a bulletin to employees around the region last Friday, March 21, advising them that the extension was given “because the full impact of the decision to close the alumina refinery remains unknown at this point in time”. “The extension will provide agencies with more time to gather information and make plans and put arrangements in place to better manage the consequences arising from the closure of the refinery.” The Territory Government have said they remain committed to Nhulunbuy as the service and support centre for the East Arnhem region.

region over the next five years through expenditure on salaries and wages and spending with local suppliers. Gove Transition project director Jo-Anne Scarini said; “Rio Tinto remains committed to taking positive action to help create a sustainable future for Nhulunbuy and the East Arnhem region. “The bauxite operation provides an important building block for the economic sustainability of the region.” The ramp down in alumina production at Gove refinery is scheduled for completion by August this year. Rio Tinto expects to increase bauxite exports from mid-2014.

. . . and teachers until end of school year TEACHERS in Nhulunbuy have been given the news that their jobs will be safe until at least the end of the school year. Government teachers and education staff received the announcement last Friday, March 21, that current education services and permanent education positions in Nhulunbuy would remain static until then. Since the announcement of Rio’s refinery closure in November, public education worker’s jobs had only been guaranteed until the end of Semester One. The latest announcement came a week after NT Education Minister Peter Chandler travelled to Gove to meet with education workers in the region to discuss their concerns. Chief Executive of the NT Education Department Ken Davies said; “Given that enrolment numbers have remained relatively static,

this commitment is now extended through to the end of the school year. “Any downsizing required during Semester Two will be achieved through natural attrition and by negotiation with principals and individual staff members.” Gove Community Advisory Committee representative for Education Paul Mery said this announcement was something the group had been working towards. “We’re incredibly happy that the government has seen some sense in this. “Hopefully the announcement will bring some stability to the town.” The Department of Education have said Semester Two this year would be used to plan for the 2015 school staffing profile in Nhulunbuy.

The Territory Government also welcomed Rio Tinto’s recent funding announcement, and said they would match a $2 million contribution from the company into a Regional Economic Development Fund. The new fund will be set up to help drive new private sector investment and facilitate access to key infrastructure in Nhulunbuy. The Territory Government

have said they expect to spend $330 million in the region including $272 million on services, grants and infrastructure plus $58 million on public sector wages in 2013-14. Mr Giles said the government had also committed $66.5 million for local roads, $14.4 million in housing contracts, $7.3 million for new community facilities, and $5.46 million for education services.

DEPARTMENT OF BUSINESS

Gove Business Assistance The Gove Business Assistance program is a suite of programs tailored for Nhulunbuy-based businesses seeking to make changes in their operations to suit the emerging business environment. Funding is available for Gove businesses to engage professional consultants who will work with them to assess their operating environment, their marketing strategies, staff and training, and their opportunities for sustained profitability. While the program is flexible to suit the needs of business, some of the key areas may include the following: •

Business planning - to support Nhulunbuy businesses to identify the capabilities necessary to sustainably operate in a rapidly changing environment.

Mentor support - assist with a business restructure, to meet the demands of a local economy that is radically different as a result of a shrinking population.

Integrated management systems - continually improve the efficiency and align Gove business operations to identified Australian and international quality standards.

Business solutions - address business issues whether its workplace safety and OHS, setting up the business online, marketing, promotion or tendering.

Technology solutions - identify how to use technology to increase productivity and improve the bottom line.

Employment solutions - address the challenges of retaining and training employees.

For more information contact Graeme Kevern on 0401 116 812 or email graeme.kevern@nt.gov.au The cost associated with participation into this program is supported though the Territory Business Growth program as part of the Department of Business, Gove Business Assistance initiative.

businesses have signed onto the Business Growth Program operated by the Department of Business, a scheme that funds a consultant to come out and assess your business - its marketing strategies, its staff and training, and its opportunities for continued viability. A business overview is produced followed by help in creating a business plan, mentor support, a management system, staff retention and technology utilisation. Among the local business people who have used the program is Aaron Palazzi co-owner of the Arnhem Early Learning Centre and Arnhem Land Pest Control. Aaron says: “I’ve always been a champion of the Business Growth Program because it gets you to take a good hard look at your business. “Normally, we’re flat out working in our business not on our business. But their input has been a great help. We were 50 per cent efficient before the Business Growth Program started and now I’d say we’re 80 percent. And we can still be better.” Mark and Kirsty Winter, of Gove Motors, signed onto the program and have just received their business overview from the consultant.

ABOVE: Aaron Palazzi, Joanne Slater and Dave Suter, operators of the Arnhem Early Leaning Centre. RIGHT: Mark and Kirsty Winter, operators of Gove Motors. “Somebody coming in and looking at your business from the outside and giving you some ideas - it definitely helps,” states Kirsty. “They’ve just reported back on it and now we’re about to move into the next stage. “But it’s opened our eyes and changed the way we think a bit which is what we need when we’re involved in the day to day stuff. “The town’s always going to need the service that we provide - just on a different scale. So it’s just being smarter with our business and tailoring it to what the community

needs.” To get more information on the Business Growth Program contact the Department’s Senior Client Manager Graeme Kevern who is stationed in Nhulunbuy and has been working with local businesses. “They look for new opportunities and things that are available for them to expand in the new Gove,” says Graeme. “The hard work is still in front of them - that’s implementing the consultant’s recommendations.” The Winters like living in Gove and bringing up their kids in a safe,

healthy environment. “We always knew that we would keep going,” states Kirsty Winters. “Gove’s our home. “We have our family here. “This is our investment. We just can’t walk away from it. We’re not going anywhere.” For more information about the Gove Business Assistance programs call Graeme Kevern at the Nhulunbuy Community Support Centre (040 1116812) or email him on graeme.kevern@ nt.gov.au See advertisement on this page.

Sea Swift create new jobs based in Gove NORTHERN Australia marine transport provider Sea Swift has announced they will be further expanding into the region by creating two new jobs here in Gove. Last month, Sea Swift announced the commencement of its weekly freight service to Nhulunbuy every Monday morning, providing local freight to the community and local businesses, as well as larger organisations such as Woolworths. Now they have announced the creation of new positions for two Freight Distribution Officers. Sea Swift NT General Man-

ager Chris Sheppard said the new positions were a positive for the Gove community. “Times are certainly tough at the moment. “But it’s in times like these that the community and businesses need to pull together, and Sea Swift is keen to play a major part in that.” He added that these positions were both residential positions based in Gove. “We’re looking for people who can ensure cargo is received in an orderly manner, and ensure its safe delivery.

“They should also be able to accurately complete all freight documentation in a timely manner.” More information on the new jobs can be found in the classifieds section on page 14. Sea Swift provides marine freight and logistics services to communities and coastal islands across the NT, Far North Queensland, Cape York and the Torres Strait.

16 new ranger positions to be funded THE Australian Government is investing up to $4m over two years to provide an additional 16 Indigenous ranger positions in the Northern Territory under an expanded Working on Country program. East Arnhem ranger groups have been invited to apply for funding for the positions that will help to protect and conserve the environment and strengthen land and sea management. New and existing groups can

apply for funding. NT Senator Nigel Scullion said: “Indigenous rangers play a vital role in managing Australia’s land and sea country. “Their work is instrumental in protecting and conserving Australia’s environment and heritage assets, and brings with it strong social benefits through employment and economic opportunity for Indigenous people in remote communities.” The Working on Country Indig-

enous Ranger Program operates in close partnership with the Indigenous Protected Areas Program. Both initiatives deliver important environmental outcomes and are highly valued by Indigenous communities as a means of reducing Indigenous disadvantage. Applications close on Friday, April 11, and for more info on the Working on Country program visit: www.indigenous.gov.au/article/ grants-funding/.

Fridgers caught fleeing the scene: And Police dispel fridging ‘myth’ TWO men were arrested for fridging in Nhulunbuy last Tuesday night, charged after they were caught allegedly trying to flee from the residential crime scene. Both men have been charged with unlawful entry, stealing and possessing and consuming alcohol in a prohibited area. Police said the men allegedly stole a significant amount of alcohol, as well as frozen food and soft drinks. A 30-year-old will face court in Gapuwiyak on April 1 over the charges, while the other, a 24-year-old man, was remanded in custody and transferred to Darwin where he will face court.

Information sought on possible crime POLICE have asked residents in the area around Pandora Circuit and Quandong

Avenue to contact them if they were the victims of property theft in the early hours of last Sunday morning. It was reported four young men were spotted in the confines of a property on Quandong Circuit at around 4.30am on the day. The men allegedly fled the scene after they were spotted by a resident. Nhulunbuy Police can be contacted at (8987 1333).

The fight against fracking continues ARNHEM Land Traditional Owners have taken their fight against fracking to one of the highest offices in the land. A group of TO’s last week met with the Federal Environment Minister Greg Hunt to voice their anger at the prospect of a petroleum company (Paltar) fracking their traditional land and coastline. For more than a year now, they have been heavily lobbying to have legally binding protection agreements of all coastal waters off Arnhem Land. The group includes lobbier Eddie Mason, whose traditional land lies near the remote East Arnhem community of Milingimbi. Many of the TO’s involved in the battle come from the community of Maningrida. Mr Mason has told media that the meeting with Mr Hunt went well. He said the minister expressed support for his people’s wishes. “We talked about...a 20-year moratorium,” he said. “He told us that we are on the land and that we, the traditional owners...should be making all the calls, making the decisions, not the government.” Mr Mason said he planned to take court action sooner than later to ensure that the area, about 500km east of Darwin, remained protected. He has also said the group would take their fight to the High Court of Australia if necessary.

important for people to report the crime after it had occurred, and before posting about it on facebook. “There’s been a rumour going around that victims of fridging who report the matter could face prosecution themselves, or lose their liquor licence. “This is not true - it’s a myth.” Sgt Sims said a case of fridging that was reported last week saved the community from some further strikes, as two offenders were caught after Police were alerted soon after the incident. “Because the complainant called the Police, we were there in five minutes and

Filling in the gaps of Gove’s history

Dr N. Lewis | Dr W.L. Wong | Dr D. Gordon | Dr K. Babu

IF residents in the process of cleaning out their homes stumble across any old artefacts of Gove, the Arnhem Land Historical Society wants to talk to you. One particular historical artefact the Society is looking for is old newspapers from the region. Historian Phil Herdman has a comprehensive collection of papers from Gove’s history, but his archive still remains incomplete. He has travelled the country, from the University of Sydney to libraries in Darwin and Canberra, to locate some missing pieces. “I’ve been able to fill in some of the gaps, but there are still a lot that remain.”

Mr Herdman said that if anyone discovered any Gove-related stuff while cleaning out their places, they would be welcome to donate it to the Society. Any old publications people come across, even if they want to hold on to them, Mr Herdman has asked if he could borrow them just to photocopy then return them. “Just so all the information stays here in town.” The Arnhem Land Historical Society have a facility out near the airport where many artefacts of the region are stored, including the remains of a crashed bomber from World War Two. It is hoped that the museum will one

day, sometime in the future, be able to be opened. For now, some of the early Nhulunbuy newspaper publications Mr Herdman is looking for include; Projector, The Independent, Gove Gazette, Nhulunbuy News, Nhulunbuy Newsweek, Conveyor (a former mining company paper of which the only known copy is in the Nhulunbuy Library), The Arnhem Club Newsletter, Peninsula News, The Planet, Lions Times, Arnhem Courier and the Aluminator. If you have any information, contact Phil Herdman on philgove@bigpond.com or through the Arnhem Land Historical Society’s website, www.arnhemland. org.au.

Rangers plunge into protecting sea country By SALLY HAYNES A GROUP of 23 local rangers plunged into part of a new course at Gove Aquatic Centre earlier this month. Yirralka Rangers from homeland communities across East Arnhem Land started the process of completing a maritime training course in order to gain their

Coxswain Grade Two Certificate of Proficiency from the Australian Maritime Safety Authority in Canberra. During the course so far the rangers have learnt important boat handling and water safety skills such as coastal navigation, survival at sea, fire-fighting, first aid and marine radio operating procedures.

Lecturer of Maritime Studies for CDU Bill Buckley explaining important lifesaving techniques.

Manager of the Yirralka Rangers Dave Preece said: “Training is important for rangers to further develop their sea country management role.” The rangers are responsible for protecting both land and sea across the Lanhapuy IPA. Later this year, in May, the area of the Lanhapuy IPA managed by the Yirralka Rangers will increase in size by 285 percent including sea country. The Laynhapuy IPA currently encompasses 450,000 hectares. These rangers undertake many land and sea management activities including feral animal and weed control,

removal of ghost nets and marine debris, marine diversity surveys, monitoring of commercial and recreational fishing activities, visitor management and community engagement activities. “ Yi r r a l k a R a n g e r s employ 47 Yolngu Rangers spread across 12 Homelands throughout the Laynhapuy IPA,” said Dave. “By learning new skills that compliment an already intricate knowledge of their country, Rangers are able to make a valuable contribution towards the management of the region’s natural and cultural values, as well as have the opportunity to live and work on their ancestral lands.”

 letters to the editor/comment Feds fail to deliver ‘even a pittance’ or ‘one red cent’ THE Federal Government’s continued failure to deal properly with the Gove community and the surrounding region during the curtailment of the Rio refinery at Gove has once again been highlighted following the pitiful announcement by the Northern Territory Government of a grant

of $2m for the region. Despite the pittance that this amount represents, it is $2m more than the Commonwealth has committed towards mitigating the impacts of the closure of the refinery on Gove and the region. Nothing for Gove, despite the fact of the job losses, the impact

on small business and provision of services that have been a direct result of the announcement. Still, neither the NT or the Federal Government has carried out a socio-economic impact assessment of the closure on Gove and the region. NT Senator and Cabinet Min-

ister Scullion with his colleague the Minister for Small Business finally visited Gove a fortnight ago, over three months too late and yet despite the disaster at Gove have delivered nothing, not one red cent. Warren Snowdon, Member for Lingiari.

RIO Tinto’s announcement last week of a support package of $50 million for the East Arnhem region for the next five years is welcome news. There are four, key platforms earmarked for the $50 million, including establishment of a regional economic development fund to drive new economic development, along with the creation of a community investment fund to support the social fabric of our community; clubs, and community organisations. I note also that Rio has said it is looking at a number of strategies during the ‘community transition’ including developing a

long-term strategic plan for the town as well as reviewing the governance arrangements of Nhulunbuy Corporation as the provider of municipal services. Will this be about normalisation? On the back of Rio’s funding announcement and, after months of uncertainty, the only new money announced by the CLP government was $2 million to match Rio’s contribution to the regional economic development fund. The Federal government’s contribution remains at zero. These monies, combined, still fall way short of the packages other communities have received with

major industry closures. The remaining forecast expenditure spruiked by the Chief Minister for the next five years is simply recurrent spending for the East Arnhem region across areas of essential service delivery - health, education, housing, police and roads. Of course, the devil will be in the detail that is never contained in the spin that goes with announcements such as these. OTHER positive announcements from the CLP government during the week, after four months of pressure, was to extend two pressing deadlines. One to guarantee NT public service jobs until

end of June and the other, to guarantee the school year for teachers, staff and students until end 2014. About time. I RETURN to parliament this week where the CLP and Adam Giles have had their worst week on record with dysfunction and deep divisions within their ranks. They have two vacant seats with one CLP member off on her honeymoon and one awaiting a by-election which could be delivered to Labor on April 12. It leaves them very vulnerable with numbers on the floor with three renegade bush backbenchers holding Adam Giles to ransom because of his lack of support and threatening

Electoral News

by NT Member for Nhulunbuy

LYNNE WALKER

to pull the pin to go to the cross benches. That leaves the CLP government in a very vulnerable position. Add to that, the appalling behavior of the Tourism Minister Matt Conlan who thinks it’s OK to bully a female colleague and who has the full support of his boss, Adam Giles, who has failed to discipline him.

Move to raise Age Pension age ‘ill considered’ OLDER Australians have warned Treasurer Joe Hockey off any move to raise the Age Pension age following public comments made recently. Mr Hockey has told media: “The age pension, when it was introduced in the early 1900s, life expectancy was 55. Today, life expectancy is 85 and yet the

pension starts at 65.” In a number of interviews, Mr Hockey has not ruled out that the government may be considering changes to the pension. Media reports have suggested the government may be seriously considering raising the pension age above 67 years. National Seniors Australia

Chief executive Michael O’Neill said any move to raise the Age Pension age would be ill considered. “Without tackling mature -age unemployment first, government will be shifting people from one form of welfare to another,” he said. “Older Australians want to

work but once they lose their jobs, no one will hire them. “Raising the pension age is a simplistic approach to a deeper problem, and it is not a solution to the national welfare bill. “Only business, government and society working together will change the employment fortunes of older Australians,” he said.

RIGHT: Singer and keyboardist of the Biritjimi Band, Larry Gurruwiwi. IN the tradition of rock groups named after the remote communities they hail from - think Warumpi Band, Lajamanu Teenage Band - comes one from our own neck of the woods. The Biritjimi Band is Gove’s newest musical export, hoping to take sounds from their home off Melville Bay Road to the wider NT community. And they should know what they’re doing - music has been a part of lead singer Larry Gurruwiwi’s entire life. His father is renowned yirdaki (didgeridoo) master and maker, Djalu Gurruwiwi, who also lives in Biritjimi (Wallaby Creek). “We’re telling the Yolngu story,” said Larry. “It’s real Arnhem music, saltwater music, and we’ve got a big story to tell.” The group have been practicing every

Manager of the ARDS/Yolngu Radio studio in town, Ahva, said the group were looking in good shape to take on some larger audiences. “They’re quite talented, and I think they will be well-loved in the community. “Continued efforts are sure to bring them success in the local music industry.” ARDS/Yolngu Radio has been working with the lads to try and get them to the level where record companies are interested in their authentic brand of East Arnhem music.

Stay tuned to The Cactus Channel Wooden Boy by The Cactus Channel. Review: ANGELA MADDEN THE Cactus Channel is a 10-piece funk and soul ensemble based out of Melbourne. These guys formed in high school back in 2009, aged around 14-years-old, and amazingly, the core five members of the group have stayed constant since that time. Now aged in their early 20s, The Cactus Channel seem to be both enjoying themselves a great deal and simultaneously gaining a solid reputation as a tight funk and soul act. Sound-wise, The Cactus Channel are described as harnessing their own brand of, “high-octane, instrumental car chase funk and smooth soundtrack soul”. This seems an apt description. It is hard to sit still when you listen to these recordings, as the urge to dance translates into foot-tapping and hip-swaying. Sounds more 1970s James Brown-era than modern day Melbourne. Wooden Boy is the second release from The Cactus Channel, following on from their 2012 release Haptics. Released late last year, Wooden Boy has gained strong reviews around the traps, and enabled further exposure for the young band-members. The Cactus Channel have had the incredible opportunity to play with one of their heroes, American soul legend Charles Bradley. In addition to that, funk-soul masters The Dap-Kings’ Tom

Brenneck and Tennessee soul legend Charles Walker are also purported to be big fans of the group. Fun times await this very entertaining band. In fact, these guys seem like the dream party group to facilitate a full dance-floor. I would keep your ears tuned into The Cactus Channel. Each week we will feature an album by an Australian artist or group. Listen out as we play a track from the feature album Monday to Friday this week, just prior to the midday news. IT was a day of peace, culture and togetherness when Nhulunbuy High School celebrated Harmony Day last Tuesday, March 18. Different cultural groups from around town got involved and helped

host activities including African beading, Henna painting, Punjabi cricket matches and traditional weaving from Papua New Guinea.

Yolngu elders from surrounding communities also took part on the day, where they opened the eyes of

students to some of their music, dance and face-painting techniques. There were also lessons given on spear throwing, Yolngu place names

and more. On top of all this, local hip-hop dancers had kids busting moves at their workshops, and Battle of the Bands rocked out the hall in the afternoon.

PISCES (February 20th - March 20th) There has been complete chaos at your house for too long. You must make a better effort to coordinate your schedule and tackle projects early. Romance. You will be very popular this week; especially with members of the opposite sex. Be careful of unforeseen jealousies, however.

ARIES (March 21st - April 20th) A meeting with a stranger will turn out to be much more entertaining than you’d expect. It’ll make you want to get out more often! Romance. When things don’t go just the way you would like, there will be trouble. If your partner is wasting your time, they will wish that they had not done so!

TAURUS (April 21st - May 21st)

FOR KIDS

Before you start criticising your boss for something they have done, consider the consequences. This is not the best time to take a risk with your career. Romance. A surprising comment from your partner may shock you for a while. Try to hide your feelings about this for the moment.

GEMINI (May 22nd - June 21st) Other people may try to slow you down don’t let them. At times this week, you will have to march ahead at your own pace. Prepare to walk alone. Romance. This would be an excellent time for a trip away from home. You need the chance to spend some time alone with your partner.

CANCER (June 22nd - July 23rd) You may be a little less conscientious about your work than you are normally. This would be a good time to take a break. Romance. Someone that you know very well may be giving you the wrong kind of advice about your relationship. Be wary of what is said to you this week!

LEO (July 24th - August 23rd) You may be feeling a little cut-off from other people this week. Use this time to get ahead of things and you will have more time to spend later. Romance. You may be feeling a little insecure. If you are prepared to “stick to your guns”, you will be able to improve an upcoming difficult situation.

FINDWORD No. 191 A LAUGH WITH LOTSA

VIRGO (August 24th - September 23rd) Don’t allow yourself to be led astray by a false promise. If possible, ask a friend for their opinion. You shouldn’t be so trusting! Romance. Try to inject some passion into your relationship. If you are not careful, you could become complacent. Or worse, your partner could become bored.

LIBRA (September 24th - October 23rd) Don’t take the credit for everything: somebody who helped you recently may need more encouragement than you realise. You can have the spotlight at a later time. Romance. You’ll lose an important opportunity if you don’t decide what to do. Any decision will be better than none.

MUDDY RIVER

SCORPIO (October 24th - November 22nd) You mustn’t allow yourself to be held back by other people’s negativity. You have plenty to do and need to overcome their scepticism. Be strong! Romance. A short day-trip with your mate will proof fruitful. It’ll give you time to catch up on things you normally don’t have time to talk about.

SAGITTARIUS (November 23rd - December 21st) You may have become frustrated with your exercise routine. Infuse it with something new; such as a yoga or spin class. Romance. A favourable aspect between your Ruling Planet and Mars will give your love-life an extra boost of passion. You’ll be left daydreaming about this!

CAPRICORN (December 22nd - January 20th)

QUOTE OF THE DAY

People often say that motivation doesn’t last. Well, neither does bathing. That’s why we recommend it daily.

SOLUTIONS No. 191

You will be thinking about your wallet at the moment. The expenditures of the last month will soon be taking their toll! Be thrifty this week to save some cash. Romance. You’ll be surprised when someone you were introduced to wants to get in touch. You need to make the next move.

AQUARIUS (January 21st - February 19th) This should be a very good week. A social event with friends will put you in touch with someone new. Be sure to take down their contact information. Romance. A gettogether will go much better than planned, thanks to your partner’s considerate and spontaneous attitude.

EAST Arnhem and Galiwin’ku youth leader, Jermaine Campbell, has been selected as a member of the 2014 Chief Minister’s Round Table of Young Territorians. At just 21 years of age, Jermaine is an Indigenous Assistant Teacher in Galiwin’ku, on Elcho Island, and was motivated to nominate for the Round Table through his desire to help young kids and improve counsellor services and access in communities. “I feel that many Indigenous communities over the Top End don’t have safe houses and a lot of Indigenous youths out in remote communities don’t have resources or counsellors,” said Jermaine. “That’s where I am passionate about helping kids and I would love to see safe houses all across the Top End remote communities.” With a strong vision of one day seeing a safe house up and running in his community of Galiwin’ku, Jermaine has just returned from his first meeting representing East Arnhem youth on the Round Table in Darwin, and will spend the year attending meetings and developing a project to present to the Chief Minister and his staff at the end of 2014. East Arnhem Regional Council Gumurr Marthakal Ward Councillor and Deputy President Mavis Danganbarr was glowing in her appraisal of Jermaine. “Jermaine is an outstanding member of our community. “He is a valuable role model for youth and adults, and we are very proud to have him represent Galiwin’ku on the Chief Minister’s Round Table of Young Territorians”. For further information on the Chief Minister’s Round Table of Young Territorians please visit www. youth.nt.gov.au.

STEP BACK IN TIME

Whitlam spent time in Gove during WW2

Former Prime Minister Gough Whitlam during his days as a navigator with the RAAF in the Northern Territory.

WHO knew that former Prime Minister Gough Whitlam once spent some time in Gove during a stint serving in the RAAF? Historical facts such as this can be unlocked using a new website that contains the first comprehensive list of military units and ships that served in the NT during World War II. This new tool was launched recently at the NT Library, and has been created to help people unlock the military history of their family and friends. According to the web-

GOUGH IN GOVE: Back row, from left, Gough Whitlam, Peter Clarkson and Ian Sinclair. Front: Les ‘Digger’ Davies and Jim Pugh at Rocky Bay in Gove.

site, 548 military units came to the NT during WWII including Australian, British, American and Dutch personnel from Army, Air Force, Navy, Civilian and Medical units. Ships from the Danish, Norwegian, Filipino, Canadian, New Zealand, Portuguese, French and Malaysian merchant navies were among the 522 ships to visit Darwin as part of the war effort. Some of the interesting visitors to the Territory discovered when collating the information for the new website included Australian Prime Ministers Gough Whitlam and John Gorton, who both served in the RAAF in the Territory, US President Lyndon Baynes Johnson, who came to the Territory while on a mission, Field Marshall Montgomery reviewed troops in Darwin and Douglas Macarthur landed on one of our dirt airstrips. The new website lists books, unit histories, ships logs, manuscripts,

photographs, websites, and newspaper and journal articles for each unit. Locally, Arnhem Land Historical Society historian Phil Herdman has a vast collection of Gove World War Two information, and is happy to help anyone trace one of their relatives that may have served here. The new website can be visited at: www.ntlexhibit. nt.gov.au/exhibits/show/ unit. Mr Herdman can be contacted at: philgove@ ABOVE: Soldiers stand on the beach in East Arnhem Land. Photos by JESS TURNER and MATT GARRICK PEACE and fun poured into the classrooms at Nhulunbuy Primary School last Friday, for the celebration of Harmony Day. Each class enjoyed the day with different activities, including Yolngu face-painting, weaving head bands and designing harmonious flags. There were also stories told from cultures around the world. Harmony Day is known as a time to celebrate and bring together the many different cultures of Australia, from our Traditional Owners to those who come from all over the world to settle in our nation. They were recently announced as finalists for the prestigious annual awards, the NT Young Achiever Awards. Young carer Emily Osborne, from Nhulunbuy, and community leaders Evelyna Dhamarrandji and Richard Dhamarrandji, from Elcho Island, have all been chosen to represent the region. Emily has made it as a finalist for the Young Carer’s Award, due to her selfless service as a carer in the Nhulunbuy community.

The 20-year-old was also named as last year’s NT Young Australian of the Year. As well as her work as a carer she has achieved much in the field of promoting suicide prevention in the Gove region. Richard, a young Yolngu man living in Galiwin’ku, Elcho Island, has been chosen for the Environment Award. He is involved in many aspects of his community including the Learning on Country Conservation Program and the Galiwin’ku Young Men’s program, in which he volunteered to refurbish the local gym, establish com-

munity gardens and build over 200 bicycles for school children. Evelyna has been picked for the Health and Wellbeing Award. A youth worker in her community, she is known to be passionate about improving the life choices of young people including creating health opportunities for them to thrive in remote areas. It could only be Nhulunbuy Rotary Club’s annual Trivia Night, and it happened again last Saturday night, March 22. Rotary worked tirelessly to pull

together 10 rounds of questions as well as rousing games including a dance-off and a push-up competition. With great prizes up for grabs donated by generous sponsors from around the community, people battled brains hard. The quiz was won on the day by team Master of Pasta Disasters;

2013 PHOTOS of the YEAR EXHIBITION, and the WINNER IS:

‘You may have the gun, but I’ve got guts’ THE PEOPLE have voted - and the 2013 Photo of the Year competition has been won by a feisty frilled-neck lizard standing on a Nhulunbuy police officer’s boot. Sergeant Erica Sims’quirky pic won the Photo of the Month for last October, making it eligible for the main prize, voted by locals at the Arafura Times 2013 Photos of the Year Exhibition last weekend. Twelve photos were in the running for the accolade, chosen as the best of the bunch submitted to the Arafura Times by readers last year. The winning photo was snapped when Erica met the unusual offender down in Yirrkala. The curious lizard took a fancy to her leg, she said. “He decided that my leg must have looked attractive, and he literally ran up it.” The lizard jumped off before she had to use police force, luckily.

Out of 174 votes, Erica’s photo bolted away to win the day, with 53 votes. Second place went to Nicole Zimmerman’s spectacular lightning shot (36 votes) and third to Graham Hughes’s swooping eagle (18 votes). The rest of the votes were spread out pretty evenly among the remainder. The winner will now be framed and hung with a commemorative plaque in the Nhulunbuy Community Library. A silent auction was also held at the exhibition, where the photos were sold to happy new owners, and nearly $400 raised to be given to a local charity. A big thank you and congratulations to all the Photo of the Year finalists for 2013; Nicole Zimmerman, Graham Hughes, Michael Reid, Matthew Burman, Jo Duncan, Sallianne Venour, Ali Thorn, Erica Sims, Jossa Keys, Rob Stewart and Vanessa Drysdale. Locals are encouraged to keep those photos
