Teenager attacked on way to work By MARJO HALLOWELL A teenAge girl was attacked as she walked to work last Wednesday morning, December 14. Police have arrested four people in relation to the aggravated assault and robbery on the 16 year-old female in nhulunbuy. two 18 year-old men and two youths, aged 16 and 17, were taken into police custody last thursday with three released on bail. the fourth was remanded in custody in Darwin and was set to appear in Darwin court on Monday.

Young leaders recognised NHULUNBUY High School students and their families attended the annual presentation night last week. The Arafura Times was one of three new sponsors, and Jake Edwards was the winner of the inaugural prize for particular achievement in text production. School principal, Julie Perry, said the introduction of the new awards was an indication of the schools strong standing and engagement with the community. Jake was described as a young writer having the capacity to use his heart and his soul to bring real life events into the hearts of his readers - a talent that is is rare and signiﬁcant. He can turn his hand to writing in a range of styles and for a range of purposes, but it is the deeply personal and heart felt prose that reveals his true capacity. Conscious always of the sensibilities of his reader, and aware of the power of the written word, Jake is able to rise above the trivialities of absolute correctness and challenge the accepted rules to produce the written text with the potential to resonate widely.

Gove Tennis aces the competition By MARJO HALLOWELL GOVE Tennis Club scored an ace when it was named the Most Outstanding Tennis Community at the recent Newcombe Medal Australian Tennis Awards. This comes on top of them winning the Most Outstanding Club award last year. Club president and vice president, Paul Mery and Michael Higgins, attended the presentation night representing the club at the Melbourne Crowne Casino. Mr Mery said tennis stars and the who’s who of the Australian tennis world made the trip worthwhile. “It was like attending the Logies and Brownlow medal rolled into one event,” Mr Mery said. “We have an excellent and strong working committee that values the work done by the club manager, Nicky Mayer, and we all work together to ensure the club is run smoothly. It is a model that is recognised Australia wide as being the way to ensure a strong club. “Nicky is the driving force behind the club and her dedication and determination has helped to drive the club forward. “The club is soon to celebrate its 40th anniversary so has been here from the start of the town and we are continuing to move forward. “It was a great honour to go to Melbourne to accept the award on behalf of the club and its committee and members.”

presented to a student from the Miwatj region who displayed outstanding achievement and personal and community development. The award was presented to Bungamana Gamambarr. Director of RemoteLink CDU, Peter Fitzsimons told the students about decision making and their repercussions. “It is important you make the right decisions,” he said. “People who decide to study this year improved their self esteem and were now a skilled and wiser person.” Emanuele Tausinga, from the office of Indigenous academic support at CDU, highlighted the value of the VET programme.

“The term VET has become too familiar and we loose sight of its importance. It is lifelong learning and training in specialised skills,” Dr Tausinga said. Some of those graduating included Ann Bartholomeusz with a graduate diploma in teaching and learning, Gary Waninya Marika with a certificate III in community services work and Scott Adam Whelan with a certifi cate IV in building and construction. YBE and ALERT students received their certificate I in resources and infrastructure. Certifi cates I and II in Tourism were awarded to 30 students and 11 received their certificate IV in training and assessment.

A 31-YEAR-OLD man pleaded guilty to drink driving when he appeared at Nhuunbuy Magistrates Court last week. He was fined $400 and ordered to pay the $40 victim’s levy and was

disqualified from driving for six months. No conviction was recorded. He had been stopped by police on Matthew Flinders Way on December 2 and registered a blood alcohol reading of 0.099 per cent.

Dump needs attention before cyclone AS residents are being constantly reminded to clear up in case of a cyclone this season it is a little disconcerting to see the volume of rubbish along roadsides, particularly in Yirrkala. A visit to the old tip gives a clear indication that many still use the old site, dumping rubbish on the roadside at the closed entry. A spokesperson for the East Arnhem Shire Council said the community of Yirrkala has a regular twice weekly household waste collection service on Tuesdays and Fridays. To allow for the larger household numbers, many households are allocated two 240-litre bins. In addition to this, residents also receive free weekly hard rubbish removal and engineered landfill within 10km. “East Arnhem Shire Council strives to deliver an acceptable level of service for the Yirrkala community. On a comparative basis, the level of service received in Yirrkala far exceeds levels that would be allocated to any other community of a similar size in Australia,” she said. “The previous Yirrkala landfill site was located on a mining lease and was deemed unsuitable for continued operations by the Shire; as such a decision was made to close the landfill. “A number of factors contributed to this decision; including the level of upgrades required to bring the landfill site to a standard that complied with the Waste Management and Pollution Control Act and implementation of cost effective management practices. “East Arnhem Shire Council did explore the option of establishing a transfer station just outside of Yirrkala. However, it was decided that a regular hard waste collection would instead be undertaken in the community to ensure the correct disposal of larger items that can not be included in the regular household waste service. “On a weekly basis, a kerbside waste collection similar to a cyclone clean-up takes place alongside the regular community beautification service in Yirrkala. “On average, the municipal service team collects two full trucks loads of hard rubbish and up to 24 additional bags of rubbish from around Yirrkala. On occasions this clean up has included the disposal of car bodies and larger items which could be dangerous all year round. “East Arnhem Shire Council is aware that there has been rubbish disposed at the entrance of the former Yirrkala landfill site and where it has the ability to do so actively discourages this practice. Although the issue of illegal dumping at the former landfill site is not the responsibility of the Shire, it has in the past removed rubbish from along the section of roadway leading to the former landfill. “East Arnhem Shire Council has written to the lease holder of the former landfill site to seek assistance in regards to rehabilitation and remediation through the provision of heavy plant equipment located at the nearby mine. The cost of obtaining the heavy plant required to push in the landfill pits is prohibitive for the Shire; unfortunately to date the lease holder has not been able to assist the Shire with this request. The Shire would still welcome the opportunity to work collaboratively to properly close the land fill.”

BY this time in the Christmas season, people are usually stressed out trying to get gifts and preparation ready for Christmas day and anticipating holidays. They call it the silly season. Did you know Christmas day is one of the highest recorded for family violence and one of the loneliest times for people who have no family? What was meant to be a wonderful time is often horrific for some people. Some of us have fond memories of Christmas and some would rather forget it. All of this is a reflection of Christmas without Christ, a shadow without the substance of the true meaning. I would like to encourage everyone who reads this to look past all the retail and plastic and come back to the real meaning of Christmas. Which is: We were all given a priceless gift, Gods own Son who ultimately paid the price for our sin, the thing that separates us from God’s love and acceptance. Because of God’s love for us, Jesus was born into the world to show us that there is a way to be accepted by God through Jesus’ sacrifice on the cross where He paid the price for our sin. The baby that was born to die. God’s word and message to mankind at Jesus’ birth was peace on earth and good will to all men. I invite everyone to come to church at Oasis Christian Assembly this Christmas day at 10am - 11am, and hear about the true meaning of Christmas. After have some cake and a cuppa. Come, find the true and joyful meaning of Christmas, we hope yours is a wonderful one.

Students give Santa a hand Arafura Times COLOUR

A GROUP of 12 students (pictured) from Rio Tintoâ&#x20AC;&#x2122;s ALERT programme recently participated in a CertiďŹ cate I in Resources and Infrastructure at Charles Darwin University, Nhulunbuy. The course prepares the students for future positions in the mining sector. The 10 week course is entirely centred on health and safety in the workplace and students obtained their ďŹ rst aid certiďŹ cate. Classroom theory was consolidated through a variety of practical projects in a workshop environment, using a variety of materials,

as well as hand and power tools. The students familiarity and conďŹ dence is engaged through practical projects such as the construction of wooden and metal tool boxes and maintenance of trailers and small motors. A picnic table was also made for the barbecue area at the training centre and rocking horses were once again made and donated within the community along with wooden toys including snakes, crocodiles and planes. A special project was the construction and decoration of Santaâ&#x20AC;&#x2122;s chair

for use on his visits to Nhulunbuy. Students worked on this design for the communities and external relations department. Helen Clark kindly covered the cushion. The children at the annual Christmas parties for Rio employees had a great time seeing Santa. The group of trainees felt they had improved signiďŹ cantly in the areas of measuring (measure twice, cut once), signage, working and communicating within a team environment and their level of confidence in the workshop increased significantly. Most importantly the group agreed that their understanding and expectations of mine site operations has altered dramatically since the beginning of the course. â&#x20AC;&#x153;Theory made me more aware of onsite safety and preparing myself,â&#x20AC;? one student said. â&#x20AC;&#x153;Feeling of accomplishment from making our toolboxes and Santaâ&#x20AC;&#x2122;s chair, â&#x20AC;&#x153; another student said. Overall the group enjoyed the hands on nature of the course as well as the opportunity to work together and support each other.

Radio station sending out the call THERE is no excuse to complain about the music being played on the local radio station because the easiest way for listeners to make sure the music they like is being played is to become a volunteer and play it themselves. Gove FM is a community station operated by volunteers. The president of Gove FM, Rob Stewart, said he always welcomed new volunteers. â&#x20AC;&#x153;At present there are 12 volunteers and if we tripled that number it would still not be too many,â&#x20AC;? Mr Stewart said. â&#x20AC;&#x153;We want to make the station as diverse as possible with the variety of music determined by those putting in some time to become volunteers.â&#x20AC;? Funding for VET CHARLES Darwin University has secured $4.8 million in Commonwealth funding to establish an outreach programme aimed at improving participation in VET and higher educational study in the Northern Territory. The outreach programme will encourage students from lower socio-economic status (LSES) backgrounds to complete their secondary schooling and progress, either directly or by VET pathways, into higher education studies. The programme will have a specific focus on Indigenous and regional and remote students. Associate Professor Martin Carroll said that as a dual-sector institution, CDU has high engagement with Indigenous students, with around 4000 enrolled in VET courses and 400 in higher education. However, more can be done to improve educational opportunities and outcomes.

Supporting safety The Department of Education and Training (DET) is putting measures in place to better support teachers and schools work with children with challenging behaviour issues. Minister for Education and Training, Chris Burns, said a review group including principals, Australian Education Union representatives, DET staff and members of the Association of Northern Territory School Educational Leaders (ANSTEL) was formed to review management of students with extreme behaviours following a serious but isolated incident at Nightcliff Middle School earlier this year. The report has now been finalised and will be publicly available. “Incidents of extreme behaviour are rare, but it is important to ensure our staff and students have the safest environment possible and have access to support to manage difficult students.

Lawyers head out to the communities A NUMBER of Yolngu communities and Homelands recently took proactive steps to bridge the gap between Yolngu systems of law and the mainstream legal system. This gap continues to be a source of confusion and tension for many Yolngu living in north east Arnhem Land. There are very few avenues for Yolngu communities to have input into the mainstream laws and legal process that operate in their region. Recently community courts for adult offenders were cancelled. Community courts allow community elders to sit with the visiting magistrate and speak to the offender and provide additional information to the magistrate. At the request of a number of community leaders, solicitors from the North Australian Aboriginal Justice Agency (NAAJA) held community meetings in Gunyangara and Yirrkala and visited a number of homelands during the week of November 21 to 27. In addition to delivering legal services in the areas of civil, family and criminal law, NAAJA advocates for systemic policy change and is involved in initiatives such as â&#x20AC;&#x2DC;law and justice groupsâ&#x20AC;&#x2122; designed to help Aboriginal communities have greater participation in legal processes. The purpose of the community discussions was to share stories about parts of the mainstream law that are unfair or confusing, as well as to collaborate on possible improvements and engage in two-way learning about the different legal systems. The community meetings in Gunyangara and Yirrkala were well attended and generated much discussion, with around 60 people participating in Gunyangara and 40 people in Yirrkala. One clear theme that emerged was the desire for a rehab or work camp type facility to be based in an East Arnhem Homeland. The facility could operate as an alternative to prison in appropriate cases. Participants also felt that people involved in the legal system should make more effort to use Homelands for rehabilitation of offenders. Sending offenders to appropriate Homelands would remove them from some of the negative influences of living close to town, keep them away from alcohol and allow families to more closely monitor offenders. â&#x20AC;&#x153;We heard lots of stories about how difficult it is to keep in touch with family who have been sent to prison. Visits to Berrimah prison are expensive and difficult to arrange, and unlike many other communities, Nhulunbuy doesnâ&#x20AC;&#x2122;t have video link facilities where people can speak with family in prison. Prisoners who are disconnected from their families found it harder to reintegrate after they had served their sentence,â&#x20AC;? said NAAJA advocacy solicitor Ruth Barson. Several people expressed a view that in some cases there may be a link between suicide and DVOs. The NAAJA solicitors then travelled to Baniyala and spent the evening speaking with around 30 people from the Homeland, followed by a shared dinner. The issues raised in Baniyala were very similar to those raised in Gunyangara and Yirrkala. People also expressed a desire for those working in the legal system, such as the magistrate, to visit Baniyala and learn first hand about Yolngu ways of doing things. The next stop on the trip was Gan Gan, where the discussions were cut short due to heavy rains. Four NAAJA solicitors then spent three days in Dhalinybuy, where they had been invited to participate in a NgĂ¤rra ceremony for the Wanguri clan nation. â&#x20AC;&#x153;We were amazed by the communityâ&#x20AC;&#x2122;s generosity in teaching us about Yolngu law. Thereâ&#x20AC;&#x2122;s such a

strong desire to find ways for the two legal systems to work together. There is a lot we can learn from Yolngu dispute resolution,â&#x20AC;? said NAAJA legal education solicitor Ben Grimes. The public ceremony grounds were immaculately prepared with paperbark and cycad trees. Throughout the day participants in the ceremony took the time to explain the significance and purpose of various aspects of the ceremony to the NAAJA lawyers. Time was set aside to acknowledge Gayili Marika for her hard work in the area of suicide prevention. Towards the end of the ceremony a damper made from cycad nuts, which had been ground and soaked in the river for four days to remove poisons, was shared amongst all the participants. Nhulunbuy senior solicitor Josephine Cashman summed up the experience said: â&#x20AC;&#x153;We are very grateful to the Dhalinybuy community for opening up their homeland and allowing our lawyers to participate in this important ceremony. I hope that that we can have many more good discussions about law and justice in the future.â&#x20AC;?

Santa calls in to Yirrkala Child Care Centre

Each year the pre-schoolers in Yirrkala are treated to a visit by Santa. This year The Child Care Centre played host to the youngsters with entertainment, carols and tasty treats, not to mention presents from Santa. Santa arrived on the Nhulunbuy Fire Truck and the children rushed to the gate to see what the commotion was about as the siren blared. The younger recipients were not too sure about the man in the red suit with a few tears but the older children were keen to line up for their presents.

DECEMBER 10 saw the second Gove Barra’s amateur swim meet for the season with a total of 37 swimmers and parents braving the hot conditions. Results from the meet showed a total of 28 swimmers recording PBs. Well done to all swimmers and parents as the week leading into the meet included, NT community swimming officer Paul Schindler conducting extra training sessions and Barra swimmers also racing for the prospective house teams in the Nhulunbuy Primary School swim carnival on the Friday. All this on top of normal training sessions. I’m sure there were some tired swimmers and equally tired parents come Saturday night. Recipients of coaches’ awards for this month included Jordin Ritchie, Tarkyn Goodlad, Tyler Reed, Lily Emerton and Mary Colquhaun. Keep up the good work swimmers. Thanks again to all committee members, parents and coaches for putting in the time an effort, thanks also to local Member of Nhulunbuy Lynne Walker for allowing the use of the Labor Party marque for our last meets. The club would also like to thank NT community swimming officer Paul Schindler with providing the swimmers and coaches with extra training sessions and great ideas on improving skills and techniques. Paul also organised the go swim bags through swimming Australia. These bags have a range of items aimed at assisting swimmers from a welcoming DVD, swim cap, posters and booklet for mum’s and dad’s outlining basic information about swimming. Meets, training sessions and NT qualifying time trials are currently being worked on at present by the committee. As soon as these arrangements are finalised the committee will inform the Barra swimmers and parents. Hoping to have these dates and times out to all members with in the next week. Gove Boat Club moves forward after AGM By NEAL BAULCH

Children are put through surf life saving actrivites at Shady Beach in Yirrkala earlier this year. THE surf club in Yirrkala is seeking financial assistance to send the first Yolngu NT representative side to attend and compete at the National Surf Life Saving Competition in Sydney. The Walngawu Djarkamirri Surf Life Saving Club (WDSLSC) is the first SLSC to be established within an indigenous community in Australia. The club, based at Shady Beach and has indigenous youth membership from many of the surrounding homeland communities in the East Arnhem region. The WDSLSC is seeking financial assistance to enable them to send representatives to the

competition on January 20 and 25. It is expected that seven Yolngu youth will represent their club and participate in this event as well as the Manly SLS competition which is occurring in conjunction with the national event. Vice chairman of the WDSLSC, Scott Beverstock, said this representation is hugely significant in that it will be history in the making, as it is the first time an indigenous community SLSC has youth compete at a national event in SLS Australia’s 100 years of existence. “The event activities will include flag races, beach sprints, beach relay, and pool rescues to name a few. The

seven Yolngu youth representatives have been extremely motivated and have displayed incredible dedication in their training efforts to prepare themselves for these events. “In order for these kids to compete we need to reach a target of around $11,000 to cover accommodation, airfares and transfers. ON Sunday December 4 at 10am the Gove Boat Club had its first AGM since the re-opening several months ago. The meeting was attended by a fair amount of interested members and opened by the outgoing commodore, Kevin Somers, who spoke about the position of the club to date. He congratulated all those people who helped out during the clubs five week closure and the renovations of the club house and surrounds. He said without their help the club would not be where it is today. Since re-opening, the club has attracted over 180 members with prospective members applying every week. And with continued help from as many volunteer members that are willing to spare some of their time, all aspects of the club can only improve from here. The club is now back to a vibrant family orientated venue for all to enjoy. The outgoing vice commodore, Brad Smith, spoke about the increased interest in the sailing and boating, with the regular fortnightly Sunday race being a popular event for those who enjoy a day on the water. He mentioned that on the opening day there were around 40 people register their interest in sail training involving the use of the club’s minnows and laser dinghies and that this is something the

club is very keen to pursue. The outgoing rear commodore Matt Skertchly spoke about some of the work that had been done to the club house and grounds over the past six months and about some of the ideas of future improvements and urged anyone with ideas of their own to bring forward to the committee. The outgoing committee then stood down and elections took place for the next year’s committee with the following outcome: commodore - Brad Smith, vice commodore - Neal Baulch, rear commodore - Matt Skertchly, treasurer - Cassie Mcillree, secretary - Neil Jones and general committee members, Dave Sephton, Kim Wilkinson, Neil Mcillree and Kevin Roiall. Well done. A near full committee. All are looking forward to another exciting year. With the new committee voted in, everyone enjoyed a drink and a sausage sizzle. A number of boats then made their way out to the Granites for some post AGM socialising. Kim had the kids enthralled as she led them on a hunt for buried treasure after they found what looked like a bona-fide pirate treasure map that may have been hidden on the island for centuries. What a way to spend the day. Look forward to seeing you all next outing.
