Santa spokesperson Patrick Mau says while the reindeer take a break from the heat at the Federal, Santa will be taking sacks full of Christmas gifts to the Outer Islands for children who’ve been good this year. INDIGENOUS rights advocates in the Torres Strait spoke out in two national forums last week defending their right to freedom of speech on the issue of indigenous health. At a nationwide health consultation on Thursday Island on Friday, November 7, and during the launch of the national, freeto-air indigenous broadcasting service, NITV, on December 12, human rights campaigners Philip Mills, William Wigness and Robert “Bongo” Sagigi hit
out at recent legal threats by Queensland Health employees. They say the threats will not prevent the Human Rights and Social Justice Group from publicly airing its concerns about the provision of health services in the Torres Strait and Northern Peninsula Area. “We will not be silenced,” Mr Mills told those present at the meeting. The group says it will take a litany of complaints to the United Nations Human Rights Council next year. Brandishing a copy of the

Malu Sara loss inquest THE assertion that I asked other authorities to withhold their investigations until the inquest into the Malu Sara tragedy had been completed and that this resulted in statutory periods for prosecuting people to lapse is inaccurate (“Malu Sara penalty ‘unreasonable’”, page 2, Torres News 26 November - 2 December 2012). I have no authority to ask any agency to withhold their investigations. I would have had no purpose to do so. And I did not do so. December 3 edition of the Torres News, Mr Sagigi told the conference lives were at stake over the delivery of health services in the region. Those present at the consultation on the development of a national Aboriginal and Torres Strait Islander health plan included Minister for Indigenous Health Warren Snowdon and Torres Strait - Northern Peninsula Hospital and Health Service chief executive Simone Kolaric. Ms Kolaric said the group’s allegations were baseless and untrue. “They are destructive to the morale of our health service staff and do a great disservice to the community,” Ms Kolaric said. Also present at the meeting was Torres Strait Island Regional Council Mayor Fred Gela. Mr Gela presided over a minute’s silence for a teenager who had died that week and whose body had been brought in to Thursday Island from the outer islands. In a broadcast following the nationwide, live-to-air launch of NITV last Wednesday, Mr Sagigi said budget cuts meant the state would only repatriate the bodies
of people who had died in Cairns to Horn Island, and not to their home. “When we bought (a deceased person) up, we had to pay our charter from Horn Island to Badu - cost us $660,” Mr Sagigi said. “That’s only Badu. Badu is close. You think about Murray Island, Darnley, Saibai, Boigu, Dauan - that will cost them an arm and a leg.” Ms Kolaric said the Queensland Health policy on return transport costs for a deceased person had not changed. “Upon production of a receipt from a funeral director, the equivalent to the value of a single full economy airfare (GST exclusive) to the nearest airport should be provided,” she said. “However, I am aware that in the past, a number of reimbursements may have been made for the return of deceased persons that were not entirely compliant with the policy guidelines.” Mr Sagigi said the provision of health services in the Torres Strait must take into account the unique circumstances and geography of the region and its people. On Wednesday, December 12, in its first national, free-to-air
Robert “Bongo” Sagigi. broadcast, NITV News said what had started out as a health issue in the Torres Strait was rapidly escalating into an international question of freedom of speech. NITV News reporter Nancia Guivarra said islanders had spoken to her about two issues. “One is the delivery of health services to the islanders, the other issue is their right to publicly voice their concerns and have them addressed,” she said. While Queensland Health says it is not involved, this voice is being stifled by the actions of individual Queensland Health employees. “The individuals involved have taken legal counsel as private individuals concerned for

Petition bid to stop Mer land transfer By ALF WILSON A PETITION protesting against the transfer of land on Mer Island has been signed by 27 people at a meeting in Townsville. The December 3 meeting was held at St Theresa’s Church in the suburb of Garbutt and was organised by Patrick Neliman and Aicey Day of Mer descent. The petition was also distributed to Mer Islanders living in Cairns on the weekend of December 8
and 9. Mr Neliman said the petition will be sent to Chris Robson, Assistance Director General, Legislative Support and Aboriginal and Torres Strait Islander Land Services at the Department of Natural Resources and Mines in Brisbane. “It is also being distributed to Mer Islanders living in Mackay, Brisbane and Western Australia,” Mr Neliman told the Torres News on December 12. Land dispute splits Murray Island THE home of Eddie Mabo is embroiled in another argument over land - this time with the Queensland Government. The Elders Group among the traditional owners of Murray Island, known to them as Mer, is resisting the State’s moves to transfer the century-old Mer reserve into the Federal indigenous native title regime. The dispute has split families among the 450 Meriam people, and stalled development in this remote outpost of Australia at the far east of the Torres Strait islands. Other island people are watching the situation closely as they have land issues similar to those raised by the Meriam people. The Elders Group has told the Government in correspondence over the past week that it intends to take court action to stop the land transfer, scheduled to take place in a ceremony on Mer on Friday, December 14. The planned transfer has crystallised the Meriam people’s opposition to native title as developed in Canberra and exposed shortcomings in the administration of the legislation which has flowed from the original High Court Mabo decision. The Federal native title regime is generally accepted as being based on common ownership of land by a “people” who have established a traditional connection with it. On Mer, and in Torres Strait generally, individuals and families own specific pieces of land within the Statedesignated reserve and that ownership has long been recognised in accordance with traditional law. The Meriam have never liked the State reserve but they have lived with it since 1912. They now see it as a bulwark against a takeover of these specifically owned lands by the Federal native

AFTER nearly 13 years on T.I., Lynn Short handed over the keys to the Thursday Island Pharmacy to new owners Luci and Mick Delaney last week. Mick and Luci first came to the island in 2007 to work at the pharmacy, returning in 2011 to settle permanently. Lynn said she was pleased to see Luci and Mick taking over. “They have been managing the pharmacy for the last 18 months and they are the right people for the job,” Lynn said. Lynn moved to Thursday Island in 2000, taking over the pharmacy from Mrs Pat Jones. “When I first came to the island my youngest daughter, Adelaide, was in Grade 3 and we had a new puppy,” she said. “Adelaide is now turning 21 and our puppy grew old and died earlier this year. “My elder daughter made me a proud Aka a couple of years ago, the life cycle begins again.” Much has changed in the pharmacy over these years too. “The pharmacy had five staff in 2000 - we have more than 20 employees in 2012,” Lynn said. During her time at TI Pharmacy, Lynn has overseen the introduction of formal staff training through the Queensland Pharmacy Guild, with TI Pharmacy now a national leader in indigenous pharmacy employment. “Many of our staff are working their way through the pharmacy grades,” she said. “We currently have one qualified Certificate 3, Kelvin Williams, several staff working through Certificate 3, and another group completing Certificate 2. “Joseph Passi, from the pharmacy, and I attended the national Indigenous Allied Health Australia conference in Brisbane in late November. “I spoke on indigenous employment and Joseph was asked to speak on working at TI Pharmacy and studying the pharmacy grades.” Apart from improvements to indigenous training and staffing, there had also been changes to the delivery of prescription medicines across the Torres Strait, Lynn said. When she started, the pharmacy had to fly prescription medicines back with doctors to reach communities in the outer islands and Northern Peninsula Area. “Nowadays you can go to your Community Health Centre to have your medicines dispensed and supplied,” she said. “As part of a system introduced in 2000 our pharmacists visit the Health Centres each year for a service call, and we supply the medicines for their dispensary throughout the year.” She said the pharmacy began packing medicines in blister packs in the district about 10 years ago. “The first packs were made by three pharmacists working together one night at the pharmacy trying to figure out the best way to approach this system of medication packaging,” Lynn said.

“We now have up to five technicians working full time making blister packs for people in the Torres Strait and NPA district.” Lynn said she had reached a time in her life when she needed to spend time with her elderly parents. “I will miss the lifestyle, the culture, and the fabulous climate but mostly I will dearly miss the people, particularly those I have worked closely with over the years,” she said. “It is with great regret that I leave the TI but I will return. I wish Luci and Mick all the best in their future at TI Pharmacy.”

Theft fuels Christmas appeal Bernie,s Kai Kai Bar A THURSDAY Island pensioner is appealing for the return of an electric fuel pump taken from the seat of his car at Frangipani Estate near Bach Beach. At a time of the year usually filled with the spirit of giving, Brian and Ethel Millett have been left out-of-pocket by a thoughtless and opportunistic theft. Brian is well known around Thursday Island, having first come up to the Torres Strait to help run the prawn factory at Rosehill back in 1969. He says the brandnew fuel pump was taken from a maroon Daewoo outside his home. “It’s a private job I’m doing to get the car going for myself,” he said. “The pump is of no use to anyone else. It’s a special fuel pump for that particular motor. “If I have to buy a replacement it will cost me $400-500 for a new one. “I’m hoping whoever took it will return it. They can just put it back on the seat where

The nationally accredited course was run by the Registrar of Indigenous Corporations, Anthony Beven. The women were presented with their graduation certificates at a ceremony in Darwin on November 30 which was also attended by special guests from the Northern Territory business sector, family and friends. One Mob Dancers (correctional services dance group), traditional dancers from Barunga and Beswick in the Northern Territory, provided the cultural entertainment. The majority of graduates at the ceremony were women reflecting the important role they play in Aboriginal and Torres Strait Islander corporations. The Registrar’s recently re-
leased fourth report on the top 500 Aboriginal and Torres Strait Islander corporations 2010-11 found the majority of directors on the boards of Aboriginal and Torres Strait Islander corporations were women, and that the number of women on boards continues to grow. The male to female ratio of Aboriginal and Torres Strait Islander directorship is 45.3 per cent male to 54.7 per cent female - a steady increase from 38 per cent in 2007-08. The Certificate IV in Business (Governance) was developed for Aboriginal and Torres Strait Islander people who wish to improve their corporate governance and management skills. It is fully funded by the Australian Government through the Registrar of Indigenous Corporations. Ugari Nona, one of the youngest directors of Bamagau, is the second generation in her family to com-
plete a governance qualification. In 2009 her mother, Patricia, completed a Certificate IV in Business (Governance) and in 2010 also graduated with a Diploma of Business (Governance). “I chose to do the Cert IV to better my skills and knowledge of governing a corporation and to know my roles and responsibilities so I could make the right decisions for my community and my corporation,” Ugari said. Anthony Beven congratulated the women graduates and commended them on making the commitment to improve their skills so they can improve their corporations and their communities. “My office is committed to supporting Aboriginal and Torres Strait Islander corporations and it is a pleasure to see Harriett, Ugari and Rochelle recognised for their commitment,” Mr Beven said. NPA teens get a flying start in Cairns
NPA Hospitality and Tourism students will soon be jetting off to Cairns as part of the final stage of a unique partnership. With a small population and a remote location, the diversity of work experience and on-the-job training for young people in Bamaga is limited. But thanks to an Australian Government initiative facilitated by Vocational Partnerships Group (VPG), this no longer presents as a challenge. VPG officer Erin Barret said a new partnership between Skytrans, Bamaga Enterprises and and a number of Cairns Hotels would give NPA College students an opportunity to gain valuable work experience “This partnership aims to support young Indigenous Australians in the NPA in undertaking vocational study in the fields of hospitality, business and/or tourism,” Ms Barrett said. “Skytrans have generously funded the cost of travel, which will allow work placements for up to six students from NPA College to be offered annually at various Cairns hotels, granting the young participants the opportunity to experience workplace learning within the hospitality and tourism industries.” Participating Cairns Hotels included The Shangri-La Hotel, Pullman Cairns International and The Lakes Cairns Resort & Spa, she said. One of the students, Sarah Tamwoy, will be working with the Pullman Cairns International.
Jowin Pascoe, Kayelle Pascoe and Kenita Bamaga. The Year 12 student said she was looking forward to gaining gain work experience in a city hotel. “Doing this work experience will teach me skills to get a real job and hopefully open doors,” Sarah said. “I hope it leads me to a good job.” Bamaga Enterprises supplied the school with chef uniforms and wait staff outfits, to helping the students look confident, professional and proud.

Torres Strait role in a Pearl Harbour conspiracy theory Letter: Pearl Harbour no sneak attack U.S. ambassador to Japan knew of plot THE Torres Strait played an important role in the bombing of Pearl Harbour by the Japanese during on December 7, 1941, during World War 2, according to a correspondent in an American newspaper. The Herald Bulletin, published in Anderson in east-central Indiana, says the U.S. government knew of the attack and did nothing to prevent it, thereby allowing the USA to enter the war. The correspondent says U.S. Naval traffic was diverted through the Torres Strait to clear the way for the Japanese to attack. He claims that on January 27, 1941, Joseph Grew, the U.S. ambassador to Japan, wired Washington that he’d learned of the surprise attack Japan was preparing for Pearl Harbour. On September 24, a dispatch from Japanese Naval Intelligence to Japan’s Consul General in Honolulu was deciphered. Surprisingly, Washington chose not to share this information with the officers at Pearl Harbour. U.S. Naval Intelligence intercepted

and translated many dispatches. Tokyo had sent numerous transmissions to the attack fleet before it reached Hawaii; however, information was withheld from the Pearl Harbour commanders. On October. 7, 1940, one of President Roosevelt’s military advisers, Lt Cmdr Arthur McCollum, wrote a memorandum detailing an eight-step plan that would provoke Japan into attacking America. Over the next year, President Roosevelt implemented all eight of the recommendations. In the summer of 1941, America joined England in an oil embargo against Japan. Japan needed oil for its war with China, and had no remaining option but to invade the East Indies and South-East Asia to get new resources. This required getting rid of the U.S. Pacific Fleet first. It appears that President Roosevelt clearly allowed the attack on Pearl Harbour to happen, and even helped Japan by making sure their attack was a surprise. As Rear Admiral Richmond Turner stated in 1941: “We were prepared to divert traffic when we believed war was imminent. “We sent the traffic down via the Torres Strait, so that the track of the Japanese task force would be clear of any traffic.” LEFT: Rescuing survivors near USS West Virginia during the Pearl Harbour attack.

PEARL HARBOUR FACT FILE Sunday, December 7, 1941 Islands of Hawaii, near Oahu - The Japanese attack force under the command of Admiral Nagumo, consisting of six carriers with 423 planes, is about to attack. At 6 a.m., the first attack wave of 183 Japanese planes takes off from the carriers located 230 miles north of Oahu and heads for the U.S. Pacific Fleet at Pearl Harbour. Near Oahu - At 7:15 a.m., a second attack wave of 167 planes takes off from the Japanese carriers and heads for Pearl Harbour. At 7:53 a.m., the first Japanese assault wave, with 51 ‘Val’ dive bombers, 40 ‘Kate’ torpedo bombers, 50 high level bombers and 43 ‘Zero’ fighters, commences the attack with flight commander, Mitsuo Fuchida, sounding the battle cry: “Tora! Tora! Tora!” (Tiger! Tiger! Tiger!). The Americans are taken completely by surprise. The first attack wave targets airfields and battleships. The second wave targets other ships and shipyard facilities. The air raid lasts until 9:45 a.m. Eight battleships are damaged, with five sunk. Three light cruisers, three destroyers and three smaller vessels are lost along with 188 aircraft. The Japanese lose 27 planes and five midget submarines which attempted to penetrate the inner harbour and launch torpedoes. The casualty list includes 2335 servicemen and 68 civilians killed, with 1178 wounded. Included are 1104 men aboard the Battleship USS Arizona killed after a 1760-pound air bomb penetrated into the forward magazine causing catastrophic explosions. Monday, December 8. 1941 The United States and Britain declare war on Japan with President Roosevelt calling December 7, “a date which will live in infamy . . .”

Award-winning poet writes about cruise AWARD-winning Australian poet Shelley Hansen (left) has written a poem about her ‘fantastic’ cruise to the Torres Strait on Sea Swift’s Trinity Bay vessel. Shelley, who recently had her poem Song of the Queenslander selected for publication in the 2012 Bronze Swagman Book of Bush Verse, wrote the “Ode to the Trinity Bay” after her trip with husband, Rod. “We had such a fabulous time on the Trinity Bay voyage,” said Shelley. “It truly was something different. As I said in the poem, it was a great ‘learning and leisure’ experience. “We’ve certainly been recommending it to all our friends!” Shelley, who is a regular guest on ABC Radio Wide Bay in Rick Whittle’s Saturday Breakfast program, added that her husband Rod had taken many memorable photos of their trip on the Trinity Bay.

Seisia Beach, one of the magnificient views from the Trinity Bay during the cruise. Ode to the Trinity Bay We travelled on the “Trinity” - it was our Great Escape! For we’d been told that this was just the way to see the Cape. Our passage, booked by Julie with efficiency and speed meant soon we were embarking with our bags and things we’d need. Our one-and-only Purser, Pere, took us all in hand to outline our expected conduct, both on sea and land. Our wheelhouse tour with Captain Dave showed how the ship is run, and as they loaded, we looked on and learned how it is done. By night we had departed Cairns along the northern shore, unloaded goods at Lockhart River, then set sail once more. Arriving at Horn Island, we prepared to disembark and take a tour to learn how history had left its mark. We ferried off to Thursday Island, had a look at “crays”, then drove around the township, finding out the local ways. A stop off at Australia’s most northerly hotel, then back to digest what we’d learned….plus steak and veg as well While we were soundly sleeping, we traversed the Strait, and then woke up to find ourselves along the mainland once again. At Seisia we said goodbye to some who chose to drive, replaced by those who for the southbound journey did arrive. We drove the corrugations in a bus, the “Tip” to reach… amazed to see rainforest just a stone’s throw from the beach! We climbed the rocky hillside - and were standing on the Strait! We’ve photographs to prove it - and we’ll show you…just you wait! Another treat was still in store - a helicopter flight across the “Tip” and Islands….a spectacular delight! Now finally our bow is pointed homeward, down the coast the last leg of a voyage more unusual than most. We’ve had the opportunity to see a working day upon the ship that brings supplies to townships “up the way”. We’ve seen the varied wonders of this pristine northern land it’s challenges and beauty we’ve begun to understand. We’ve had the chance to “chill out”, and the fine cuisine to test… we’ll waddle, now that Pete and George have cooked us up their best! So, to the crew and Sea Swift, we say: “Thanks! A RODENT from the Torres Strait is named among the 96 critically endangered animal species, listed this month by theconvesation.edu.au Bramble Cay Melomys Melomys rubicola is limited to the small cay which bears its name; this rodent has one of the most-restricted distributions of any mammal species. Author of the article, Jane Rawson, Editor, Energy and Environment, The Conversation, writes: “critically endangered” is the highest threat level that can be assigned to a wild species (lower levels are “endangered” and “vulnerable”). These species are either facing an extremely high risk of extinction, or have numbers which decreased (or will) by 80% within three generations. Some of these species may already be extinct. Some of the species common to northern Australia include: Hawksbill Turtle Eretmochelys imbricata The largest breeding populations of these ornate sea turtles are found along the northern coast of Australia. Leatherback Turtle Dermochelys coriacea While this turtle has a world-wide range, its Pacific Ocean population has declined drastically in the last decade. Northern River Shark Glyphis garricki A shark found in the tidal rivers and estuaries of northern Australia and New Guinea. Queensland Sawfish Pristis clavata (and Green Sawfish P. zijsron) Two sawfish from northern Australia, these shark relatives have declined due to bycatch. Carpentarian Rock Rat Zyzomys palatalis A rodent found in sandstone gorges in the Northern Territory, there are thought to be less than 2000 remaining. Central Rock Rat Zyzomys pedunculatus This rodent is found only in the western MacDonnell Ranges in the Northern Territory. Momentum needed for constitutional recognition By MARK ROY MORE than 117,000 Australians are now supporters of the movement to recognise Aboriginal and Torres Strait Islander peoples in our Constitution. 20 years ago, then prime minister Paul Keating gave a watershed speech at Redfern Park acknowledging the wrongs of the past and suggesting an act of recognition was needed to move forward. Now, in 2012, You Me Unity campaign director Tim Gartrell is urging Australians to act on Keating’s call. “In his speech that day, Keating suggested that an ‘act of recognition’ was a first step in fixing the mistakes of the past,” Mr Gartrell said. “But Australia’s Constitution is still silent on the fact that people had lived in this land for more than 40,000 years before the modern nation was born. “It’s time our highest document recognised the impressive Indigenous history of our country. Such an act of recognition would
help to bring the nation together after so many chapters of separation.” However Torres Shire Mayor Pedro Stephen has expressed scepticism that constitutional recognition will achieve results on the ground. “This is recognition for indigenous peoples on paper, it is not action,” Cr Stephen said. “You don’t just have a statement in the constitution, you need to follow through from Federal Government level right down through service delivery and its agencies. “We have asked the expert panel what benefit will flow, what benefit will come to the grass root people.” He told the Torres News the push for a treaty had also been “back and forth” for the past 20 years, along with constitutional recognition. “A treaty will give a mechanism to actually make sure we can roll things forward, not just have another talk fest,” Cr Stephen said. “These things need to be

seen on the ground. Unless it actually weaves down through individual policy and legal requirements, it means nothing. “If we have inappropriate policies, such as employment policies, the government response is to have another parliamentary committee.” Cr Stephen said little had changed since the days when indigenous Australians were under the Flora and Fauna Act. “The government needs to recognise us as First
Australians, not just as boat people,” he said. Early next year, the parliament will debate its own Act of Recognition as a step towards constitutional change. That bill is intended to help raise public awareness so a referendum can be held after the next federal election. In a recent interview with ABC Radio, Gail Mabo said Australia needed to “gain a bit more momentum” to recognise and appreciate the first peoples.
The daughter of the celebrated lands right activist Eddie Mabo said “it’s only through those little things” that change was wrought. “Well, it’s the understanding that Indigenous people were the first peoples here and you have to acknowledge that,” she said. “And people realise that no, we’re not out to take your backyard, we’re not out to do those sort of things. So we’re going to move on and move on together.”

A DINGHY carrying a man and three children had to be rescued after it broke down between Hawkesbury and Badu islands. A water police vessel spotted the missing boat about midnight on Saturday, December 8 after it activated a distress flare. The five-metre vessel, which stalled 20 nautical miles off Badu Island, was towed back to land with all passengers safe and well. It is believed the children, from Badu Island, were aged between eight and 11 years old.

New accommodation for Saibai nurses

NURSING staff on Saibai will have brand new, highquality accommodation to live in by late next year, as well as a new clinic in which to work. Queensland’s Chief Nursing and Midwifery Officer Dr Frances Hughes said Hutchinson Builders had won the contract for the $1.86 million staff accommodation project . Visiting Thursday Island on Monday, December 3, Dr Hughes said Hutchinson was expected to begin erecting the accommodation on site in March next year, weather permitting, and have it completed by September-October next year. “The new staff accommodation will help improve our ability to attract and retain clinical staff to work on Saibai, which is always a challenge in rural and remote areas. “The project will provide good quality housing for the two permanent nursing staff on the island, as well as some capacity to accommodate visiting clinicians.’’ The accommodation will comprise a transportable duplex three-bedroom unit and a two-bedroom unit. The duplex would be constructed by Hutchinson in Brisbane first and then barged to Saibai for erection next year. Demolition of the old Saibai Island Primary Health Centre already had started and staff had been moved into a temporary clinic while the demolition and construction of the new clinic was under way. The temporary clinic was located in a local councilowned property on School Road that had previously been a child care centre and had been refurbished for use as a clinic.

UIDULDAM - HOROPE WEDDING IN CAIRNS MORE than 500 men, women and children attended the wedding in Cairns on December 8 of Tony Uiduldam, of St Paul’s descent, and Mora Horope, of Papua New Guinea and Murray Island descent. It was a beautiful and often emotional wedding as the couple were married at historical St Monica’s Catholic Church in Abbott Street near the Cairns CBD. As is tradition the bridal party arrived 40 minutes late at the church. Father Ned Wapau of St Paul’s performed the wedding ceremony, which featured hymns and music from the Torres Strait and PNG to the beating
of the warup, or kundu. Mora, who works for Queensland Health, is the eldest daughter of Michael Horope, a former champion ruckman for Townsville Indigenous Australian Rules side Garbutt Magpies. Mora’s mother, Michael’s wife Mary (nee Tapim), is of Mer and Lifu Island heritage and a former representative of the first Indigenous Australian National Women’s Basketball team (1975). There was no tougher man on the football field than Michael but he looked a picture of splendour as he gave away his daughter. Tony, who works for Australian
Customs and Border Protection, is the youngest son of Dora Uiduldam, of St Paul’s, and the late Peo Uiduldam, of Badu Island. His best man was former Townsville junior cricketing whiz kid Napau Namok who lives on TI. “There are family members here from many Torres Strait Islands including a lot from St Paul’s, Townsville, Cairns, PNG and even Western Australia,” Napau told the Torres News. The bride’s proud father Michael is from PNG and has lived in Townsville with his wife and family for many years.

Pets off to flying start in new homes By MARK ROY NEXT time you fly to Cairns from Horn Island, you might consider flying with a new-found best friend. Rescue Foster Adopt remote welfare officer Hannah Wilson is looking for passengers who can help out with a rehoming project for stray animals. She said the animals, mostly rescued from “death row” at the local pound, were travelling to permanent or foster homes in Cairns and Brisbane. “They are handled by baggage staff at Horn Island and collected by Rescue Foster Adopt on arrival in Cairns,” she said. “The animals will be caged, so all you need to do is escort them to the airport and include them as your luggage. “If you fly down to Cairns for work with only a small amount of luggage, you may be able to help out.” She said Sandi Edwards at Rebel Marine had kindly offered to assist by providing free travel to Horn Island for anyone taking one of the rehomed animals to the airport. Hannah, who lives and works on Thursday Island, started her rehoming work six months ago. She also helps out visiting vet Jo Squires in her work. “I basically do it because I can’t
just walk on by,” Hannah said. “I’ve been rescuing animals all my life, and I’ve always been an animal lover. “There is no animal shelter here, so most of the animals I am rehoming are pound rescues.” She said she started campaigning for help in June. “I was calling organisations such as the RSPCA, but was just getting knockback after knockback because the animals are in such a remote location.” She eventually signed up with Rescue Foster Adopt in Cairns, and, with the help of the Torres Shire Council animal control officer, identifies dogs and puppies that are re-homable. She said whether a dog was rehomeable depended on its temperament. “The council officer tells me which dogs are approachable and which ones behave well with other dogs,” she said. “The majority, especially the pups, end up being great pets with a lot of love to give and a sweet nature.” She said several people on Thursday Island had come forward to help as foster carers and to give animals a new start in a loving home. “The main reason to send animals to Cairns and Brisbane is the lack of room up here,” she said.
“It’s the same for animals as it is for people - there is a limit to the accommodation available.” And just as with people, it costs money to get an animal on a plane. Hannah said she hoped a planned fundraiser at Uncle Frankie’s Cafe on Sunday, December 16, would help with travel costs. “Uncle Frankie’s Cafe had been very helpful,” she said. “Raph and Jade from the cafe have rehomed a pup, and called it Frankie. “They love him to bits, and that was a dog that was on death row at the pound.” So far the community had been very supportive of the project, she said. “Scott and Anita, from Thursday Island Police Station, have donated toys, food, and flea and tick treatments,” Hannah said. “Sam Devine has made a donation and offered to help with travel, and Tess Sard and Greg Pope, from Waiben Marine, made a generous donation, as has Lesley Peddell. “Jon Wren, from Prince of Wales Island, also donated some money, and I’d also like to thank Sarah and Callum, and Wayne and Nat for their help. 2012 has been another exciting year for sport for Tagai College students. Although this was the first time in many years that we did not have at least one student make it to National Championships level, our students travelled all over the state and as far away as Brisbane and the Gold Coast to compete in events. Tagai would like to take this opportunity to thank all the volunteers, agencies and individuals who have supported students in their sporting endeavours this year. Our sporting program could not happen without the dedicated efforts of community members across the island of the Torres Strait giving up their time. Spitting betel nuts is ‘spreading tuberculosis’ By JONATHAN PEARLMAN telegraph.co.uk THE popular habit of chewing betel nuts could banned from the streets of Papua New Guinea, amid concerns spitting it out is spreading tuberculosis, telegraph.co.uk reports The habit, which is virtually a national pastime, involves chewing the small palm tree nut, which is mixed with lime powder and mustard, before spitting out red-tinged spittle to the floor. The mixture produces a mild stimulant likened to the rush from cigarettes - and the streets of the capital, Port Moresby, are littered with the red spills. However, the country’s newly-elected government wants to ban the practice after health experts warned the spittle is unhygienic and has led to rising rates of airborne diseases. “It’s got to be banned,” said John Pundari, the Minister for Environment

Everywhere around the country, we’ve got to legislate and force
that legislation, ban betel nut chewing.” Authorities in Papua New Guinea have long sought to limit the consumption of betel nuts but have batted against both its popularity and its
contribution to the local economy. Thousands of Papua New Guineans make a living from growing the crops and supplying it on the streets of the capital and larger towns.
The governor of Port Moresby, Powes Parkop, has been pushing for the ban for years and believes the betel nut habit is both unhygienic and unsafe. “If we start taking some of these measures, getting
our people to practice good habits chewing habits whatever, practice preventive health care, maybe they don’t need to go to the hospital, they don’t need to see a doctor,” he told ABC Radio.
“TB is making a comeback in our city, cancer is making a comeback in our city and most of them is airborne disease, passed through chewing of betel nut and spitting out here and there.”

Aka was sister to Lamie (deceased), Urias (deceased), Basana, Nishel, Billy Panuel, Yalla (deceased), Dane, Bando (deceased) and Jimmy (deceased). She was a descendant from the Wakaid Clan. Major totems were Kaigas, Surlal, Umai, Womer, Sapor and Kodal.

Akai Teisi attended school at the old Roba Dane under the teaching of Headmaster Mr Peter Raymond Prith, known as Baba Prith. 01/03/1932 - 12/10/2012 Later, leaving school, her first work was nursing at Old Dogai Hospital on Badu under the supervision of Mrs. Prith. She had worked there for many years until she met Ibegan Mene. Athe Ibegan had worked as a pearl diver on the boat Relsie skippered by Athe Philip Nona. They later married in July 1960. Ibegan Mene was the son of Athe Mene Gaulai and Aka Atai Boa.

Aka Teisi was a devoted wife who supported her husband through his clergy ministry under the parish of St Mark’s Church, Badu Island. She stopped working at the Old Dogai Hospital. She then devoted her time to the church, supporting her husband in the brotherhood ministry of Paulon Mura Tukuipal ah Babthal, participating in community choir’s practices and church fundraising events. She was then appointed to the office of Lady Giles. Later she was appointed President of the ‘Mothers’ Union’ under the Anglican Church (FNQD) St Mark’s. Aka Teisi was a loving and caring person. Her warmth would support families when they were in need. Her house would always be opened to families who were visiting. Especially to children who would end up playing around her house and often end up sleeping over. Aka Teisi and Athe Ibegan raised Jake Mene, Walter Mene, Thomas Mene, Nisel Gagai and Ibegan Tali Blanket, Eileen Babia and Grethel Guligo. Later in life she cared for her husband who had fallen ill. Devoted to the life of supporting the church, especially when in the time of changing diocese from Anglican to Independence. From Mothers Union to the Sisters of St Mary. She showed her true passion for cultural practices through the involvement in storytelling at the old Badu Island Pre-school with Miss Melaney Close and the aide of Miss Teisi Apuita. Aka Teisi along with Aka Alma Enosa also showed their love of storytelling to the students of Badu Island State School during 2008. In her last years Aka Teisi was still an active elder, attending church services and functions, also attending Cultural & Language meetings for the school and community. Aka Teisi was 80 years March 2012. She will be missed by her godchildren: Eccles Ahmat, Muriel Waianga, Walima Guligo, Ena Blanket, George Mara, Sophie Nona, Magidama Enosa and Jangur Nona.

PRINCE of Wales Island - Muralag, as with other islands and places across the Torres Strait, has a long and varied history. Muralag is the largest of the Torres Strait Islands, covering some 204km in area and measuring more than 20km across at its widest point. As it is so large, the island has a wide range of natural vistas and environments, and has long been a popular place to visit for recreational purposes, especially for those from nearby Thursday Island. As well, Thursday Island’s close proximity has been a strong influence on the island’s culture and history. A particularly popular spot for visitors to the island is Pandanus Falls, also known locally as Kai Irrki Nguki, so called by islanders who tell the story of a warrior named Irrki who died close by and turned to stone. Photograph at right, taken in 1901, shows a typical group of visitors, resting at the base of the falls, no doubt enjoying the coolness of the water and surrounds. As with other places in the Torres Strait and elsewhere throughout Australia, there has been conflict with Europeans at

various times, as the newcomers first moved through the area or sought to trade with local communities. Misunderstandings were common and unfortunately these misunderstandings occasionally led to trouble, or even bloodshed. One particular example within the island’s history took place in 1869 when the cutter Sperwer, on route from Melbourne to New Guinea, called in to Prince of Wales Island to trade for pearl and tortoise shell. Whether through misunderstanding or the crew’s own inappropriate actions, the islanders took offence and attacked, killing all members of the crew and destroying the ship. Jurgean now headed to Tokyo AFTER a month of uncertainty following the dramatic last-minute cancellation of the New York Marathon, the 2012 Indigenous Marathon Project (IMP) squad’s marathon dreams are still well and truly alive, with their sights now firmly set on running the world famous Tokyo Marathon. Jurgean Tabuai, an athlete originally hailing from Saibai Island, is a member of the group who missed out on the New York event, but remained to help the hurricane-stricken community. Thanks to a number of extremely generous donations, the team will prove that nothing can keep them down when they line up together at the start of one of the world’s biggest marathons on February 24. Last year, Jurgean was flicking through his local newspaper when he happened upon an advertisement for a mob called the ‘Indigenous Marathon Project’ (IMP). IMP is a non-profit organisation that annually selects, trains and takes a group of young Indigenous athletes to run the New York Marathon. They use the marathon as a vehicle to promote the importance of physical activity, and living a healthy lifestyle to Indigenous communities. In an interview with the Torres News in October, Jurgeab said he applied to try-out for the initial group squad, made it and trained for it since being selected in March. He is the first Queenslander and first Torres Strait Islander male ever selected to take the trip to NYC, the 30-year-old says he’s feeling a mix of emotions. A former army reserve, Jurgean keeps himself in top condition, training nearly every day. “Friday’s my rest day which I really enjoy,” he said. Sundays are his long run days, where he tests himself and tries to run about 18km over a 90-minute period. For more information on IMP, check out their website at http://themarathonproject.com.au/. IMP founder Rob de Castella said that the team had worked hard and deserved the chance to run an international marathon and that the opportunity presented to the runners demonstrated that despite the many setbacks that they had faced they could
still go onto achieve their marathon goals. “These amazing young men and women are truly an inspirational bunch, and learning to cope with the decision to cancel New York and head home to continue their training has been tougher than any marathon that they will ever run,” he said. “The way they have stuck together as a team, gone back to their respective communities, put their heads down and continued with their training in some really tough, hot conditions in the middle of summer is a credit to every single team member.” The team will arrive in Tokyo on Friday, February 22, for the marathon on the Sunday morning.

Lope looks on track for Olympic Games By MARK ROY THE Torres Strait has a great track record of producing fine athletes in all sporting codes. And it’s track records that Lope Goidubu from Badu is looking to break, after picking up two gold medals and one silver at the Australian championships in Hobart and catching the attention of the Australian Institute of Sport. The schoolboy from Badu, now living in Darwin with his dad, is currently the 13-year-old Northern Territory and Australian champion. Last year, Lope was the 12-yearold year Northern Territory and Australian champion. Born on Thursday Island, Lope spent his early years on Badu Island and Thursday Island before moving south. His mother, Tarita Pedro Gimini, is from St Paul’s community on
Moa Island and his father, Jimmy Gimini, is from Mabaduan villiage Papua New Guinea’s Western Province. He has an older brother, Ryan Macdonald, and also has other brothers and sisters in Mabaduan village. But it is his older sister, Kayarnah Macdonald, who lives in Townsville, who is Lope’s number one fan. “I travel with him to all the sporting meets,” Kayarnah said. “In Hobart, I was yelling so loud I almost lost my voice. “He won two gold medals and a silver, and is Australian under-14 champion for the 100m sprint and 200m sprint,” Kayarnah said. “He won silver for long jump.” Lope was in Hobart from November 30 - December 3 to represent Northern Territory at the All Schools Track and Field
Championships. The championships are for athletes aged from 13 to 20. Kayarnah said even though he was only 13, Lope was already setting times close to an Olympic level. “He is aiming to fulfil his dream of representing Australia at the Olympics,” Kayarnah said. “His current times are comparable to Usain Bolt’s time at the same age, and he has been informed by sporting representatives that his dream to run for Australia is not far away. “Lope’s current best time for 200m sprints is 22.3 seconds. “Comparing Lope to Usain Bolt - Usain’s high school record best time for the 200m was 22.04. “Lope’s current time for 100m sprints is 11.1 seconds, while the current record for a 16-year-old is 10.74.”
She said Lope needed to compete against other boys from other states and territories as he does not have much competition in the Territory. “He is too young for the Northern Territory Insitiute of Sport, but he was approched by the Australian Insitute of Sport in Hobart. “Lope has been offered spon-
sorship by Atheletic Australia, providing him with a personal trainer to improve and monitor throught out the year. “It is also important for Lope to go away to give him exposure.” Lope has now qualified for the Australian National Junior Track and Field Championships in Perth in March next year.
