Boigu Seven face DEATH sentence “ Asylum seeker JACOB MANDOBAYAN’S plea for the lives of his family.

People of Australia, we need your help. We did not come to Australia for your money or to take your jobs. We came for protection as we are activists fearing for our lives.

By AARON SMITH ASYLUM seeker Jacob Mandobayan, 20, fled West Papua September 24 to Boigu with six members of his family, all of whom were

fearing for their lives. A couple of weeks later, after escaping persecution from Indonesian military and reaching Australia and requesting political asylum - they are once again very afraid.

They fled fearing they would be killed, and now fear they will be killed if forced to return to West Papua. Continued Page 3 >>

Morgue that never was is put to rest By AARON SMITH THE NEVER-used morgue recently constructed under the Chronic Disease Centre CDC at Thursday Island Hospital will now in fact never actually be used as a morgue - period. In a board meeting last week it was decided that the space would assigned for other, yet to be decided uses, after concerns were raised by community members and hospital staff that the location of the new morgue site was cultural inappropriate. Many Torres Strait Island people found it culturally offensive for them to work in a space that meant they would be ‘walking’ over the dead, as the morgue space was under part of the CDC. Morgue that never was is put to rest The morgue that never was. INSET RIGHT: Thursday Island Hospital Health Service Chief Executive Simone Kolaric << From Page 1 Thursday Island Hospital Health Service Chief Executive Simone Kolaric said to Torres News: “When the new morgue was made part of the building, what obviously wasn’t communicated effectively or consulted on properly, was that the morgue is on the ground floor. “Torres Strait Islander colleagues made it clear to us that culturally they cannot work or visit a building where they would be walking over their dead. “So a decision has been made that the temporary morgue we have been using for some time, that is near our education facility, will be continued to be used. The new morgue space has never actually been used.” The temporary morgue will now become the permanent morgue. It will be dressed up by an architect and the surrounds landscaped with some shaded seating areas. “However, what I’m not comfortable with personally, particularly having been through bereavement

myself this year, is that the current morgue we are using is really just not a nice space and I want to see it become more appropriate, but again we will be consulting with the community on how that should work,” Ms Kolaric said. “We are also looking at building a non-denominational, chapel, spiritual space where people can have some quiet reflection. “The two fridges in the never-used morgue will be moved to some of the outer islands, which allow these more remote locations to manage their deceased. “We have yet to decide exactly which outer islands will receive the fridges as a lot of the facilities on these islands do not have a lot of room in them, so we will have to resolve that as well. “In reality, in the next five to 10 years the hospital will be redeveloped and a nicer space will be provided which will involve quite a lengthy process of community consultation, but that’s a while off.”

Land and Sea Unit scoops the pool at Environment Awards TORRES Strait Regional Authority (TSRA) Land and Sea Management Unit (LSMU) has won two of Australia’s most-prestigious environmental awards, including an award for an outstanding contribution to national sustainability. The TSRA Environment Portfolio Member, Mr Willie Lui, was presented with the Banksia Indigenous Award and a Gold Banksia Award in Melbourne on Wednesday 9 October.

The gold award recognised the LSMU as the best entrant in eleven major categories of the annual awards. TSRA Chairman Mr Joseph Elu said the awards were fitting recognition for the LSMU which had successfully championed an Indigenous community-based management approach to protecting the unique island and marine biodiversity of the Torres Strait. Boigu Seven face DEATH sentence

Jacob Mandobayan.

• Abbott blunder on Boigu Seven • Boigu Seven holed up in PNG • Entsch fears for their treatment in PNG • Imprisonment threat by PNG Government

They are political activists who met in a peaceful ceremony last month with the Freedom Flotilla, a group protesting the human rights atrocities committed by the Indonesian government in West Papua. “We were being hunted by the Indonesian military and police intelligence had surrounded our houses, so we left to seek asylum in Australia,” Jacob said. Jacob said he, along with his family, including Jacob’s uncle, brothers (one of whom is a 10-year-old boy), and his five-month pregnant sister, were all lied to by Australian immigration officials, who promised they would be processed on the Australian mainland. They were being held by the PNG government in Port Moresby, holed up at the aptly named Hideway Hotel. They were dumped there by Australian authorities. At a press conference last week in Jakarta, Prime Minister Tony Abbott celebrated his government’s actions: “We are

fair dinkum about doing what we can to help Indonesia in every way and you might be aware of the fact that there were some people who turned up in the Torres Strait last week wanting to grandstand about issues in Papua. Well, very swiftly . . . they went back to PNG.” However the Prime Minister wrongly stated that they were sent ‘back’ to PNG, when actually they came from West Papua, and as Warren Entsch said to Torres News this month: “I understand PNG doesn’t treat the West Papuans very well.” Jacob said to Torres News: “We were told by the Immigration people we needed medical tests so we could go to the Australian mainland. “Then they put us on a plane at Horn Island airport. After the plane door was closed and locked, the immigration officer told us we were being flown to PNG. “We were very scared and very disappointed. When we asked why they were sending us to PNG they said they were just doing their job.”

Jacob explained how they had been fearing for their safety in a standoff with PNG immigration. They face an ultimatum, to apply for political asylum in PNG or be sent back to Indonesia - a potential death sentence. “If we are sent back to Indonesia, we will be killed,” Jacob said. If they refuse to apply for refugee status in PNG, the government has threatened to lock them in prison as illegal immigrants, despite being dumped there by Australian authorities. Jacob said PNG immigration gave them an ultimatum to make a formal application seeking asylum by October 4, but they refused to sign any documents until they received legal counsel, they were then given an extension to October 10, but refused access to lawyers. The manager of the Hidaway Hotel confirmed to Torres News that they will ‘checked out’ of their room on October 10. The bill for the room has not been paid by the Australian government, but instead left with Swiss

Mr Leembruggen had no comment when asked what will happen to Jacob and his group if PNG authorities do not consider them political refugees. Torres News has been trying to contact Scott Morrison for several weeks but continues to be stonewalled. Mr Leembruggen, who blamed the previous nonreply to, “a problem with Telstra,” since promised the minister would answer our queries, however there has yet to be any reply. Torres News tried to contact Jacob several times on October 10, but it seems his phone number has been disconnected, his whereabouts remains unknown.

NGO, the International Organisation of Migration, which relies on the generosity of others to do their humanitarian work. “They told us we only have two options back to Indonesia or ask to be a refugee. Why has the Australian Government dumped us here, we did not ask PNG government for asylum, we asked Australia?,” Jacob said to Torres News. Julian Leembruggen, from Scott Morrison’s office, the Minister of Immigration said to Torres News: “It is no longer an issue for Australian Immigration, as they are now being held by PNG authorities, if they apply for political asylum and if PNG reviews their claim and they find they have a legitimate case, they can be processed in PNG.” Mr Leembruggen did not comment on Jacob’s question of why they were dumped in PNG when they were seeking asylum in Australia. He instead replied with: “PNG has, like Australia, has signed the UN convention on political asylum and would not send them back to West Papua.”

NPA Hosts 3rd Annual Ladies’ Night for Heart Kids

By KATHERINE COLEIRO NPA hosted the third Annual Ladies’ Gala for Heart Kids during September. It showcased a selection of local and interstate artworks to raise funds and awareness for Heart Kids Queensland on Friday, September 13. It was a night splashed with red and walked in boots as its theme welcomed 53 ladies to Cape York Camping Punsand Bay. Key note speaker Nicki Zieth, spoke on behalf of Heart Kids to inform the ladies why and how Heart Kids supports families who struggle with the impacts heart conditions

have on individual s and families. With such an inspiring and thought felt speech the ladies rallied together bidding for the auction items displayed as well as private donations. As a result just under $5000 was raised. “Again, it was another exciting and entertaining night filled with laughter and occasional tears from genuine emotions,” said Katherine Coleiro, event organiser. “I feel extremely overwhelmed every year to see ladies gather for a formal dinner ready and willing to donate for a charitable organisation.” On behalf of Heart Kids

Queensland and Katherine a special thanksgoes out to Cape York Ice and Tackle, Marilyn Mudu, Cape York Peninsula Fishing and Billy-Jo Graham, Sue, Wal, Seisia Holiday Park and Cape York Camping Punsand Bay for donating items to auction. Thank you also to Bamaga Health and Beauty for donating courtesy gift boxes and to Seisia Hire Car for catering the bus transportation, Naomi Chan and Emma Baru Skyba for the entertainment and last but not least a special thank you to all the ladies who attended. “Without all your support the night’s success would not have been possible.”

organisations to achieve improved conservation outcomes.” Mr Elu said the LSMU also ensured that Indigenous customary knowledge and management techniques were appropriately recognised and incorporated in management regimes, especially for culturally iconic species such as dugongs and

marine turtles. “The community-based planning and management approach acknowledges the critical role of communities in acting as local custodians of their environment and has been a very important contributor to the success of the LSMU’s operations and in taking out these awards,” Mr Elu said.

Solar panel rebate ending soon SOLAR power representative Sarah Harlen (right), NQ Solar Cairns Branch Manager, was on Thursday Island last week talking with businesses about installing cost-saving solar panels. Despite the Queensland Government dramatically reducing the Solar Rebate Scheme feed-in tariff on July 10, 2012, from 44 cents per kilowatt hour to only eight cents per kilowatt hour, the Department of Energy and Water Supply claims that as the cost of these units has halved since 2008, the new rebate will mean they pay for themselves in around eight years as opposed to the previous ten years. Ms Harlen said that a program from power company Ergon Energy, called Powersavvy, pro-

vides funding for eligible businesses, community groups, Federal, State and Local government agencies in isolated network communities. The funding is to assist with the cost of implementing a range of energy saving measures, including the installation of solar panels. However funding is limited and the cut off deadline is December 31, 2013, so Ms Harlen has been busy talking to people to take advantage of the deal. For more information call the Powersavvy team (1800 553 635).

Shatter the silence: Stop the violence MURA Kosker Sorority Inc (MKS), the peak women’s representative organisation in the Torres Strait, will hold this year’s Reclaim the Night, march on Friday, October 18. Assemble March time will commence at 4:30pm from the Ken Brown Oval up to the Engineer’s Wharf and, Tto end the night, there will be a family BBQ and some live entertainment down the area near Engineers Wharf. Reclaim the Night is a worldwide event where traditionally women only march to protest against the violence men inflict on women worldwide. The event is traditionally held on the last Friday night in October and is attended by women only. The idea behind the march at night is to show that women have a right to enjoy public spaces at night without fear of violence from men. Mura Kosker Sorority Inc, takes the philosophy of the Reclaim the Night march further. This is a community event which involves our elders, the men and women, taking a zero tolerance in vanishing domestic and family violence. It can be achieved by support groups for action in working together as a community, that we can address the issue and make the home and our community safe for women and children. The first Reclaim the Night march was held in Belgium in March, 1976, protesting against violence which touches the lives of women around the world. Since then, it has become an annual event with different communities shaping the night to their circumstances. Mura Kosker Sorority Inc, has facilitated numerous’ Reclaim the Night’ marches, the first taking place in 1994. Mura Kosker Sorority Inc. invites and welcomes all supporters to attend the march. Alick Tipot exhibits in Paris By ALICK TIPOT TORRES Strait Islander Artist Alick Tipot recently returned from Europe where he attended a leading International Tribal Art Fair “Parcours” in Paris and gave a presentation in Berlin, Germany. Mr Tipot’s large lino prints were shown by Stepane Jacob’s art gallery ARTS D’AUSTRALIE during a very busy few days from September 9 to 15. Mr Tipot gave to two floor talks in front of his work to a very captivated Paris audience at the Fair. “I felt very proud to talk about my work and the culture that the

work represents,” Mr Tipot said. One of the regular visitors to the art fair was world-renowned wildlife television presenter Sir David Attenborough, who caught up with Mr Tipot. Sir David said to send his warm regards to the people Torres Strait Islands in Australia. Besides making it to the top of the Eiffel Tower, Alick also visited the Louvre and the Musee Du Quai Branly. After a whole week in Paris, Tipoti flew to Berlin in Germany where he gave a slide presentation at the Australian Embassy. His presentation was based on Torres Strait Art in general, especially the importance of art centres.

“I felt it was important for me to share and promote Erub Erwer Meta, Ngalmun Lagaw Minaral (Mua) and Badhulgaw Kuthinaw Mudh (Badu Art Centre),” Mr Tipot said. Mr Tipot was part of an artist forum at the Berlin Art Week, Preview Berlin Art Fair. ‘Our stories told by our people’ I AM writing in response to Francis Calvert’s article titled “Saibai: graveyard of forgotten films?”. There is a rising number of Indigenous Film Makers in Australia in particular Torres Strait Islander writers, directors, producers and cinematographers. The dances Francis Calvert intended to film, were re-arranged by my fathers, Wagea Waia and his brother, Kala Waia, who are now both deceased. The story of Adhibuya belongs to Ait Koedal Clan of Saibai. Traditionally, Clan ownership is passed down through male lineage only. My clansmen and I have the custodianship to this story today. Everything that belongs to my fathers, Wagea Waia and Kala Waia (both deceased) now belongs to me and my brothers including their dances, dance apparatuses, songs and dance ideas. I believe, proper protocols and consultations were not fully undertaken throughout the development of this vital cultural story.

I AM the third son of Wagea Waia, and I confirm that the dances, songs and choreography of my father, and his brother and my uncle Kala Waia, who are now both deceased, are the custodial owners of this sacred knowledge and information of Adhibuya Cycle, as handed down to them by father by their Waria Waia. As core part of our Islander ancient custom, this sacred knowledge and information is now passed onto their sons, and consequently, we, the Waias, are the owners of this particular property of the Ait Koedal Clan. This includes all the Waia Family male lineage of Torres Strait, and mainland Australia. Above all, the Adhibuya Cycle is a traditional property of the whole of the Ait Koedal Clan. The Ait Koedal Clansmen are the custodial owners of this

sacred knowledge. In the fifties, and as a matter of practice, the Ait Koedal Clansmen first discussed this matter seriously, and bestowed Wagea and Kala Waia with the authority for releasing the knowledge of the Adhibuya Cycle to Saibai Island Community and to the world. This is a very obvious scenario of history repeating itself by “blaming a cultural group” for disrupting a set agenda. In this case a film making project hosted by non-Islander, and an outsider to our community. The world has long awakened to permanently abolish such unethical practices of the past colonial powers against the Indigenous peoples of the world. In my opinion, unfortunately, this film maker is definitely outdated. On another note, experience teaches that when a major

project fails, then it was not meant to be out there. It is evident this instant, that the Adhibuya Cycle did not show forth itself through the hands that were trying to deliver it out to the world. The Adhibuya Cycle is an old ancient energy and is belongs to the past ages and only be manifested to this space and time through the rightful hands and the rightful owners, and delivered “the proper way”. I know from my own personal experiences when directly dealing with the original Torres Strait native title issues in the nineties. Together with my colleagues, the elected TRSA Board of that day, we walked on this sensitive journey together with our people because we were obeying the cultural protocols. The main saying was, “what

belongs to dempla e belong to dempla, and we must ask them, the proper way and that one e custom blo yumi”. In this day and age, the old knowledge and customs relating to those old practices belong only to the owners of that information. This applies to promoting our cultural heritage, our cultural icons, our myths and legends, and our stories of the past ages. Only we, the Islanders, can deliver this information that way we see it fit, to the world at large. Further, a non-Islander film maker of such insensitive attitude should be banned by national Indigenous community from venturing into investing and gaining cultural property rights of all Indigenous Australians. Adhibuya is a rock that glowed, existed around the time of my ancestors who participated in the activities of a Warrior Cult. The people of Ait Koedal took the rock with them when they moved from inland village of Ait to present day village at Saibai today. The movement occurred during the arrival of LMS Missionaries in 1800’s. Nothing is known of the rock today. Francis Calvert told the Saibai Islanders that the film documentary will cease due to lack of funds. Nothing was mentioned regarding “Waia claims of copyright to the story.” The Saibai’s Cultural officer of that time successfully applied for the grant. I suspect the target cost for the film documentary may not have been met. The Saibai Islanders and

Praise for community following riot damage ON the evening of Monday 30 September, the Island & Cape supermarket in Aurukun was badly attacked, with more than $25,000 worth of goods stolen from the store. The store also suffered much damage during the break-in, causing us to close our doors to begin the repair operation and replacement of stolen items. However, I’m pleased to say there is a hugely positive story to come out of this regretful incident. I want to congratulate and thank the local Aurukun community, along with my own Island & Cape staff, for remarkably getting the store back up and running within just 38 hours of the incident. In the face of adversity following the actions of a disruptive minority, the Aurukun community, including community elders, joined together to get this important lifeblood of the community - their general store - in working order again. I would like to personally thank everyone involved in the repair operation. Island & Cape always plays an active role in the communities where we operate, and we continually invest in these regions through infrastructure, employment and social contribution. In fact, giving back is a core value

A: Warren says he knows nothing about the seven West Papuans who sought political asylum last month on Boigu, who were rushed off to PNG in less that 48 hours, despite that country’s extradition agreement with Indonesia. I am a member of the West Papua Friendship Group and I will certainly talk to Scott Morrison and find out what happened, as I understand PNG doesn’t treat the West Papuans very well. My understanding it was quite strategic. Warren did not know why there were not sent to Nauru, where they may have been safer.

EDITOR’S NOTE: In fairness to the teachers against whom Mr Entsch has made serious allegations, the Torres News believes it was appropriate to give them the right of reply.

Q: The region’s voter swing against him A: In the wake of the last election, where Mr Entsch saw his popularity plummet in nearly all booths of the NPA and Torres Strait, he said he would like to establish “independent scrutineers” in the mobile, remote polling booths that could travel as part of the polling booth team. “They could be available to hand out material on behalf of all parties and answer questions with impartiality, if they were asked. They could also provide assistance where necessary in filling out ballot forms correctly, to me that is the fairest and most democratic way. I make no apologies saying this, but the situation we have now is that we have individuals embedded in the community, primarily in the teaching profession, and without generalising, up in this region, they are often active members of the Teachers’ Union. They ingratiate themselves to the community, build up a level of trust, they then volunteer to hand out material for the Labor Party, and this has happened for years and years. They assist community members, who see them as part of the community and a person of trust, they then hand out their own teachers union material, which is totally misleading and dishonest and they will use that to justify saying no don’t vote for this person, vote for a Labor candidate. Another one which is a cracker is they use illiteracy as an excuse to fill out people’s ballot forms themselves. I’m not saying it happens in Bamaga, but it happens, especially in remote booths and that’s what I call theft of votes. Q: Seawalls by Christmas A: Mr Entsch is quietly confident seawall construction in the outer islands will start before Christmas. However he is concerned at the potential budget blow-out the project could suffer. I don’t understand how the initial plans were drawn up it was budgeted at $22 million to provide seawall for all six islands at risk, that number has in three years grown to over $26 million and that’s just for Saibai. I am puzzled, those sorts of numbers are a bit scary and the project hasn’t even started yet. It seems to me that the money was never there and it was just a cruel hoax on behalf of the Labor government. The money doesn’t exist, they didn’t commit a cent. In other areas of Australia where sea inundation has been a problem, residents have had to pay to fix it themselves, but that does not happen up here, there is an expectation the government will foot the bill, but we only have finite resources. Mr Entsch said he is waiting for Warren Truss Minister for Infrastructure and Regional Development to get back to him. However I’m determined to get this done. We have already got a regional development program, with $1billion allocated over five years. Q: Streamlining local governance A: Mr Entsch said he is getting a lot of requests to review the governance of the Torres Strait. I have spoken to both (Torres Shire Mayor) Pedro Stephen and (TSRA Chairman) Joseph Elu. Also (TSIRC Mayor) Fred Gela has already made his opinion public that the the TSRA and TSC should be folded into TSIRC, which I am in support of. These concerns has been raised by the elected leaders themselves, as there is a lot of representation for the population size. There are dozens and dozens and dozens of representatives for a few thousand people. It would be a great step towards greater autonomy and a great cost saver which could provide greater investment opportunities into our region. Mr Entsch plans to ask State and Federal ministers to sit down and conduct a full review, which he said will involve the regional elected members as well.

‘Shamefully unbelievable’ IT is disappointing to hear that Mr Entsch speaks of persons like myself, who purposefully choose to live and work in our communities, as if we have some kind of a hidden agenda to infiltrate and spread propaganda. I’ve said it before and will reiterate this so there is absolutely no confusion. We are not as he would put it “embedded” in the NPA (or the Torres Straits or the Cape). This is our home and we share our genuine and concerned perspectives with our mob because we care about our communities in which we live. Of course it may not be coming from the perspective of a Liberal politician but rather an alternative perspective of an educator albeit even from an educated indigenous person, but after all this is Australia, and we are all entitled to our opinions Mr Entsch. Being an active member of a proud union like the Queensland Teachers’ Union is certainly not a crime nor something to ever be ashamed of. Fighting for the rights of everyday people at work, and ultimately in the community, has always been and will continue to be a privilege for me. I also need to set the facts straight though, at least for us here in Bamaga in regards to Mr Entsch’s claims of filling out ballot forms for some people or Labor booth personnel handing out teachers’ union material. It simply did not happen! Not at all in Bamaga. I challenge Mr Entsch to provide any proof of this ever happening on polling day here in Bamaga and yet . . . Labor still gained over 70 per cent of the votes. James Matysek, Bamaga

Competition Win an IPAD

KEEP MOTIVATED TAGAI STUDENTS... To become a good student, All you need is confidence! For you need to get motivated! Motivation can come from seeing the situation of many poor children around the world who are not lucky enough to get a proper education. This is a good thing to keep in your mind when you find yourself not wanting to attend class or study at home. Another reason to get motivated to study is that you will enjoy a better quality of life as an educated person.

that, one need to feel that we are enjoying and bettering themselves, study can be looked as a competition and divided as a team task. You should avoid forcing yourself to study, as this will make learning a chore and you will not feel like even opening your books. You may have many academically good students in your class, try becoming friends with them (or encourage your fellow students to be better), and you'll be immersed in an academic environment which will help you feel motivated!

4 Step process for making a complaint? Do you know we have a process for making complaints?

SUDOKU No. 170

Stars  

LIBRA (September 24th - October 23rd) At times you can be a little too conservative. You will need to be prepared to take chances to get what you want out of life. You can take calculated risks. Romance. You will be in quite an adventurous mood this week. Take this newfound energy outdoors and see what you can find!

SCORPIO (October 24th - November 22nd) You may not realize all of the work you have ahead of you. Be sure to get some much needed rest so that you are at the top of your game. Romance. A person that you have never met before will be very curious about your life. They may be a secret admirer! Don’t reveal too much to them.

SAGITTARIUS (November 23rd - December 21st)

FOR KIDS

A strange situation at work might leave you a little confused. Trust to your intuition and you will be able to work out what to do. Romance. Communications with your partner will be especially good this week. Try to resolve old disputes and you will strengthen your footing in this relationship.

CAPRICORN (December 22nd - January 20th) A friend will help to reassure you that you are doing the right thing. Don’t forget that it is you who has to make the final decision, however. Romance. This would be an excellent week for a romantic get-together. Choose the right day for a quiet dinner for two. It may be fun to order in!

AQUARIUS (January 21st - February 19th) A family member could use your advice on a pressing issue. You may be biased, but you may still be the best person to guide them through this. Romance. Try not to hide your feelings. Your partner could do with some more reassurance. More than likely, you have the same feelings.

PISCES (February 20th - March 20th) A dream about a person that you would like to meet may be a little implausible. The dream may come true in a slightly different way, however. Romance. This is not really the best time to take a vacation with your partner. You both have much to finish. Plan it for a later date.

FINDWORD No. 170 A LAUGH WITH LOTSA

ARIES (March 21st - April 20th) A story that you have been told may not be the whole truth. You must look deeper in order to find out what has really been happening. Romance. Don’t let yourself overreact. You can be much more sensitive than you probably realise. Give yourself time to think things through.

TAURUS (April 21st - May 21st)

For all your printing needs – www.lotsa.com.au

MUDDY RIVER

You will have to spend some time dealing with chores around the house this week. Don’t let a friend’s visit throw you off course. Focus! Romance. You will be in a very practical mood and will finally succeed in sorting out a financial problem in a way that pleases you and your mate.

GEMINI (May 22nd - June 21st) An emotional outburst will help you to get what you want, but it may create some unexpected tensions. Make sure that you don’t make a “mountain out of a molehill”! Romance. If you hide your feelings too much, you will become cut off from your partner. You need to open yourself up!

CANCER (June 22nd - July 23rd) You will instinctively know the best course of action. Don’t let other people push you off track. You will go far if you stay true to yourself. Romance. Your relationship may be flagging a little. Do something to spruce it up. Check out local magazines to find a fun activity you’ll both enjoy.

LEO (July 24th - August 23rd)

QUOTE OF THE DAY

The best time to plant a tree was 20 years ago. The second best time is now.

–Chinese Proverb

SOLUTIONS No. 170

A risk which seems unlikely at the time may nevertheless pay off. Don’t expect to get out more than you put in, however. Romance. You will be bombarded by a new love interest with questions about your past. You don’t have to divulge all information, but giving some insight is a good idea.

VIRGO (August 24th - September 23rd) An age gap may be less of a problem than you believe. You may have much more in common than you think. Team up more often and you’ll see improvements in your daily life. Romance. An admirer will be pleased with your recent work. You may be a little surprised at their reaction!

Torres Strait Regional Authority Request for Tender Torres Strait Major Infrastructure Program Stage 5 External Program Manager The Torres Strait Regional Authority (TSRA) is a Statutory Authority established in 1994 under the Aboriginal and Torres Strait Islander Commission Act 1989, which is now known as the Aboriginal and Torres Strait Islander (ATSI) Act 2005. The TSRA is the peak Australian Government representative body for Torres Strait Islander and Aboriginal people living in the Torres Strait region. The Torres Strait Major Infrastructure Program (MIP) began in 1998 as a bilateral commitment between the Australian Government (via the TSRA) and the Queensland Government to deliver essential and sustainable environmental health infrastructure in the Torres Strait and Northern Peninsular Area regions. A major objective of MIP is to reduce the level of environmental health risks for Torres Strait and Northern Peninsular Area communities through the improvement of water, sewerage, waste management facilities, roads, drainage and related infrastructure systems. In order to advance Stage 5 of the Torres Strait Major Infrastructure Program, the Trustees of the MIP Trust through the TSRA wish to appoint an external Program Manager. Applicants must have experience working in remote Indigenous communities delivering environmental health engineering/construction works. The service is to commence in early 2014 with practical completion scheduled for the end of 2016.

PERMITS FOR BUILDING AND DEVELOPMENT Torres Shire Council advises landowners, developers and residents that permits are required for development, building and plumbing work. Development includes subdividing land, changing the use of a property (e.g commercial to residential or vacant land to a block of units), clearing land or excavation work. Check with Council to find out if you need to submit an application for planning approval before you get your building permit. Building permits are required for most structures. If you are using dongas for permanent or temporary purposes you will need a building permit. Contact a building certifier about building permits.

MOST of the best Torres Strait Islander footballers will compete at the Zenadth Kes Cup on Thursday Island from October 18-20.

Players from many islands will battle it out in a competition renowned for exciting open football which was formerly known as the Torres Cup. Already some of

the sides have recruited footballers of Torres Strait descent who play in the Cairns, Townsville and Mackay competitions. It is hard to draw a form line between the 12

nominated men’s teams when trying to come up with a potential winner. Although Badu Island’s Mulga Tigers, Malu Kiai from Boigu, Yam’s Magun Warriors and Goemu Bau Raiders with players of Mabuiag descent are certain to field strong teams. Mulga Tigers will have the services of some of the stars who normally play for champion side Argun Warriors.

Malu Kiai will have players from Boigu and others from Cairns. Some of the Malu Kiai players usually line up with the Descendants team which has won numerous Allblacks carnivals in North and Central Queensland. Two years ago Malu Kiai had the services of Brisbane Broncos bound NRL star Ben Barba when they beat Badu Baiywa 36-18 in the Zenadth Kes

final. Malu Kiai also reached the final of the 2010 Island of Origin on Badu before going down to Moa side Mua Razorbacks. A team with genuine prospects is Magun Warriors which usually fields a young side with plenty of speedy backs and big forwards with a sprinkling of veterans for experience. Last year Badu Island side Kuruwai Warriors de-

feated Goemu Bau Raiders 22-19 in an exciting men’s final and in the women’s decider Dedeyal Gammaz from Paul’s on Moa Island beat Wakeyama 26-14. Warriors were amongst the nominated teams and will again be sure to beat and Raiders are always competitive. Football fans can’t afford to miss the Zenadth Kes and large crowds are expected.
