Vulnerable communities still facing ‘uncertainty’ TORRES Strait Regional Authority (TSRA) Chairman Mr Joseph Elu believes vulnerable communities continue to face uncertainty around the construction of essential coastal protection works despite the latest funding commitment. The Australian Government has announced

the $5million Regional Development Fund (RDF) grant originally allocated in May, 2012, will now be available for seawall construction. Mr Elu said while he welcomed the commitment to honour the original $5 million grant, the project remained in limbo because of the uncertainty around the outstanding $6

Mr Elu said the Torres Strait Island Regional Council, which is responsible for the delivery of the project, had begun the preliminary project works with the initial $3.2 million investment. “Further works are now dependant on the confirmation of all of the funding. “It is critical that the Australian Government honour its full commitment to allow this important project to proceed and for the at risk communities of Iama, Saibai, Boigu, Poruma,

Masig and Warraber to be provided with the certainty they deserve.” Mr Elu said the TSRA will continue to seek assurances from the Australian Government that the outstanding commitment will be met. “We were lucky during the last cyclone season as there were no tidal surges on top of the big tides but with continuing climate change uncertainty we can no longer stand by while the six communities are left at risk. “The affected Torres Strait communities are increasingly anxious as they watch the immediate impacts of coastal inundation and many are frustrated by the continuing delays.” Mr Elu said designs for priority seawalls construction had already been finalised as part of the first phase of the project and urgently needed works could proceed immediately once the funding was confirmed.

New board to spearhead IBIS stores

IBIS has been appointed a new board for the next three years by the Queensland Government. Torres Strait Islanders, TSIRC Mayor Fred Gela, TSC Mayor Pedro Stephen, Medicare Local Senior Manager of Health Collaboration Vonda Moar-Malone and experienced commercial manager and company director Jan Poole have all been reappointed. Senior executives David Stout, from Coles, and Colin Kane, from Woolworths, have also been reappointed. The remaining two seats are new appointments. The new Chair is Ross Rolfe, an experienced company director and former Director-General of the Department of the Premier and Cabinet and Tom Hannaford, from national trans-

port and logistics company Linfox. TSIRC Mayor Fred Gela said although the board has yet to have a meeting, he thinks the new additions to the board look promising. “From reading the new board members profiles, it looks like a great team, with the new chair Ross Rolfe and Tom Hannaford’s transport logistics experience as well as representatives from the big supermarkets being returned to the board,” Mayor Gela said. “I am sure Mayor Pedro Stephen along with myself will be looking forward to working with this board and how we can improve the great service it already provides when we meet in the near future, we will be especially focussing on the aspirations of our island communities and their needs.” Minister for Aboriginal and Torres Strait Islander and Multicultural

Affairs Glen Elmes said the new appointments to the eight-member board were aimed to tighten the commercial focus and expand the corporate experience of the group which oversees operation of IBIS stores in the Torres Strait.. “Ross brings with him a wealth of corporate knowledge and organisational experience which will serve the board well as it charts a course forward in the changing world of retail and meeting the challenges of servicing a mostly-remote customer base,” Mr Elmes said. “Together, the board has the best mix of skills to ensure IBIS stores continue providing high quality service and products to Torres Strait Islanders.” The new board appointments will take effect immediately.

Rough seas put dinghy with seven at risk near Moa ROUGH seas on Sunday afternoon December 8, saw a five-metre dinghy with seven people get into trouble near Moa Island. Luckily all on board were successfully rescued thanks to the activation of their EPIRB. At approximately 4.30pm, Thursday Island Water police were notified about the EPIRB activation six nautical miles south-east

of St Paul’s Community. The disabled vessel had apparently encountered a mechanical breakdown. Police report the seven on board were travelling from Thursday Island to Iama via St Paul’s and did not seem to have life jackets. The VMR vessel from Thursday Island was tasked to attend the scene as well as a Customs helicopter and the Rescue 700 helicopter.

VMR David Paech said: “The swell was about three metres and it was dark by the time we got there; the Rescue 700 had a spotlight on the boat which helped us locate them. “It was so rough we could barely see them, they were damn lucky really.” The Customs helicopter crew located the vessel near Moa Island and the VMR rescue vessel arrived alongside the disabled vessel shortly after.

The Rescue 700 helicopter winched two teenage youths from the vessel and transported them to Kubin Village. The VMR vessel then towed the disabled vessel and remaining five people to St Paul’s Village on Moa Island. “The very big seas meant it was a two-hour run back to TI which had us home by 11.30pm. “It was a great job done by all, including Bruce Ranga, Geoff Tidswell and Andrew McAllister.

Register distress beacon before heading outdoors QUEENSLAND recorded the highest number of distress beacon activations in the country in the past 12 months with 27 per cent of nearly 1500 beacon activations detected in Queensland. Most of these were from recreational vessels. Queensland also has the highest number of inadvertent activations relating to mishandled or malfunctioning beacons in the country, with these incidents representing 36 per cent of all incidents in the state in the 12 months up to October 2013. The number of inadvertent beacon activations Australia wide increased by nine per cent from 474 to 521 between the 2011-12 financial year and the 2012-13 financial year. The Australian Maritime Safety Authority (AMSA) and Queensland Police Service (QPS) are encouraging distress beacon owners to ensure they have a current GPS encoded 406MHz beacon registered with AMSA following an increase in incidents relating to out-dated and unregistered beacons. Activations relating to real distress situations accounted for 20 per cent of all incidents in Queensland. AMSA’s Emergency Response Division General Manager John Young encouraged distress beacon owners to take the simple step of registering their beacon to help prevent emergency resources being tasked unnecessarily, as well as ensuring help arrives as soon as possible in an emergency. “Having your beacon registered means we can contact you or a relative or friend if your beacon is activated and determine the nature of distress, your location and also what your boat, vehicle or plane looks like,”

Eventful first year of new TSIRC term

THE first year of the new term has been eventful, to say the least, with our new, eager and earnest team of Councillors bringing ambition and aspiration to our young, local government organisation. I want to acknowledge traditional owners, elders and youth of the Torres Strait because without you, our function as a local government organisation would be insignificant. I would also like to acknowledge God for his many blessings that he has bestowed upon us. Through the year and throughout my time as the Mayor of the Torres Strait Island Regional Council, not once have I lost hope of our region’s prosperity, nor acted without utmost pride and dignity when representing my people. We have seen the completion of an array of projects on-ground this year and a number of emerging issues that have affected the region exclusively. Council has continued to prioritise the region’s request for Autonomy. We have been anticipating to hold a joint sitting arrangement involving the coalition which includes TSRA, TSC and TSIRC, to discuss the governance model developed and proposed by our people. Collectively TSC, TSIRC, our local Federal Member for Leichardt Warren Entsch and State Member for Cook David Kempton have had discussions around the framework proposed and as a starting point we will be assessing the governance arrangements in place now and how it can be more effective, efficient, and to further reduce any possibility for stakeholder misalignment. The main aim will be to reduce duplication, maximise the opportunities we already have and to ensure the millions of dollars of investment hits the ground i.e. fund the outcome and not the process. I am also thrilled to report that Council received an unqualified audit result this year which is a great achievement. This means that after an audit of Council’s internal systems of control, as well as all of the details of our finances, ancillary documentation and supporting records, the auditor had no reservations concerning the financial statements reported. Cate’s book rates among the elite THURSDAY Island writer Cate Titasey has received an early Christmas present. She has just learned her debut novel, My Island Homicide, has been listed by the Brisbane City Council in the Top 40 Book Club Reads. Each year, Brisbane City Council libraries publish the Top 40 Book Club Reads to help book clubs choose titles. The latest edition has 30 fiction and 10 non-fiction titles and includes some latest releases and some classics. “I am chuffed,” said Cate, “and really humbled to think that the panel and readers believed my book was worthy of selection. It’s the best Christmas present.” Cate’s novel, which won the 2012 Queensland Literary Awards Emerging Writers’ category, was launched in Brisbane in September. It’s a crime mystery set on Thursday Island and showcases some of the best Thursday Island has to offer such as delicious island food, quirky characters and beautiful scenery. “Of course, there is the handsome Islander fisherman and no surprises where I took my inspiration.” Cate says making the Top 40 list is even more exciting because My Island Homicide was released so recently. My Island Homicide has been reviewed in national publications such as the Sydney Morning Herald, Melbourne Age and The Monthly. “I’ve also had interviews with Cameron Wilson on Bush Telegraph and Kate Evans on Books and Arts Daily. It’s a dream come true because I am a big Radio National fan.” Cate says her publisher, University of Queensland Press, has been wonderful to work with and without their support and marketing, My Island Homicide would not have achieved such fantastic exposure. “It makes me want to write another novel so I can keep working with them. Fingers crossed they like my idea for a sequel, also set on TI.” My Island Homicide and Cate’s first book, Ina’s Story, her mother-in-law’s memoir, are both available from Mona’s Bazaar.

New tide gauges enhance community safety FOUR new tide gauges have been installed across the Torres Strait to help address a critical information gap about the regions dynamic tides. Funded through the Major Infrastructure Program, the Torres Strait Tide Gauge network also includes a dedicated sea-level gauge to be installed at the Thursday Island wharf. Operation and maintenance of the gauges is being funded by the Torres Strait Regional Authority. The project has been a partnership between the TSRA, the Torres Strait Island Regional Council and the Queensland Government. The TSRA Chairman, Mr Jo-

seph Elu, said that every year many communities are impacted by king tides, but up until now there had been very little tidal data in the Torres Strait. “The information from the new tide gauges will be very valuable to communities through improving our understanding and ability to respond to sea level rise and storm surge risks”, he said. “Climate change increases the vulnerability of island communities to extreme weather events. The tidal data will give us a powerful case to take to government when we are seeking resources to reduce vulnerability”, he said. Tide gauges have been installed on the berthing dolphins off Kubin,

Iama and Ugar. The fourth gauge was installed on a dedicated pile located on the northern coast of Boigu. The gauges will provide real time information on the height of tides across the Torres Strait. Mr Elu says the new information will allow for tracking of king tides during the coming wet season. “For the first time at these four communities we will be able to say exactly how high the tides have risen during king tides compared to the predicted astronomical tides”, he said. Data from the gauges will soon be available at the Queensland Government Tides webpage www. qld.gov.au/tides

More good news for the region this year was the recent commencement of a new air service, Observeair, which will operate throughout the Torres Strait. The service will benefit constituents while providing competitive prices and will increase the limited options currently available when choosing transport. As always, our constituents have enjoyed celebrating our major annual events this year such as ‘Mabo Day’ and ‘The Coming of the Light’ while also continuing

AS much of the activity in the Torres Strait is water based, it is vital for boaties to be able to safely navigate the many reefs, islands and rocks, as the waters are subject to significant tidal flows, strong winds and choppy seas. Helping with that, the Australian Maritime College (AMC) is playing a key role in developing the seafaring skills of the Torres Strait Islander and Aboriginal people and helping to improve maritime safety in the region, with their Coxswain/ MED III Certificate. For Torres Strait Islanders swho use traditional inhabitant boats (TIBs) to fish and dive commercially for crayfish and other species, they must hold a commercial license, the TIB Coxswains certificate, to undertake these activities. So this training is vital. The college was invited to deliver their coxswain course as part of the Torres Strait Marine Safety Program, which is a partnership between the Australian Maritime Safety Authority (AMSA), Maritime Safety Queensland, Torres Strait Regional Authority (TRSA) and Queensland Police.

The course will be conducted by AMC maritime trainers Paul Brown and Ruth Findlater. Ruth arrived on Thursday Island with four suitcases of luggage - one for herself and the rest packed with learning materials for the students. A group of 15 Torres Strait Islander students have been living on the training vessel, the Elizabeth II since Monday, November 18 and underwent a four-week training cruise. They graduated on Saturday, December 14. Ruth Findlater said: “Its been great to work with the students and I think having them live on board is really important, as it allows them to focus on the course work and immerse in the training as opposed to going home each night.” AMC Vocational Education and Training Program Manager Jarrod Weaving said

the program played a vital role in the economic development of the region. “The aim of this course is to provide the Torres Strait Islander and Aboriginal people with the skills and confidence needed to run sustainable maritime and fisheries-related businesses,” he said. “The students will learn about the safe operation and maintenance of vessels, including vessel handling, engineering, navigation and seamanship skills. After completing the training, they will be formally qualified with a nationally-recognised certificate and commercial licence.” Mr Weaving came up to Thursday Island twice in the last month from Launceston, Tasmania, where the college is situated. It was his first visit to the region. His first visit December 3-5 was to

attend a steering committee meeting with Torres Strait Marine Safety Program, and his second visit was last weekend for the student’s graduation. “The steering committee meeting overall went extremely well, plus it was great to see how the training program was progressing,” Mr Weaving said. There will be two more Coxswains III training courses on the Elizabeth II in the near future, in February and March next year. He is returning to his island home, for a long-awaited visit over Christmas and New Year. Born on Thursday Island in 1958, he grew up on Erub (Darnley Island), however he spent much time living with

family connections on Mer (Murray Island) with Uncle George Mye, Moa Island at St Paul Village with Big Daddy Nako Kris and Mum Addie and on Thursday Island with Uncle Seaman Dan. In the early seventies William fell ill and was flown to Cairns by the Royal flying Doctor service. He spent a few months recovering in the Cairns Base Hospital. Eventually some of the

family members moved down to the mainland and they settled in Gordonvale. After completing year 9 and 10 at Gordonvale High School, William completed an apprenticeship in carpentry and joinery, with the State Works Department, (later called Q-Build.) This job took William to various locations around far north Queensland, working at many schools and missions as a carpenter. He worked in the Mt Isa district, as well as near Bamaga, on Thursday Island and Moa Island in the north. William’s history shows he has three generations of carpenters. William moved to the Gold Coast in 1987 and after working for a few months as a carpenter and concreter, he started his own business, called Oui Carpentry and Concreting. After many successful years working in the South-East Queensland, William was offered a long-term position as a structural supervisor for a major construction company based in Brisbane. Furthermore, William is also on the Board of Directors of one of the largest Indigenous organisations in South-East Queensland. He holds a position supporting the overall growth of the community organisation. During the course of his life, William always remembers his traditional link to the Torres Strait and he developed an interest to trace his family history. William was invited by the State Library to talk about his life during a session, which was open to the public. He met there a wellknown author Dr Anna

Schnukel. He spoke to her of his family and she was able to give him lots of information and background history, which started his thirst for knowledge that William developed in finding out more about his family history. With the help of Nola Page, (Executive Secretary of Torres Shire Council) he was able to locate the grave site of his biological father and of other family members buried on Thursday Island.

At the age of 55 now, William will make the journey with his family north to the Torres Strait to re-kindle the memories of his childhood and visit family members and friends from his past. He will visit Erub, Thursday Island, Badu Island, Moa Island St Paul Village, Boigu Island and Cape York where he will complete his journey. Early Childhood staff graduate COMMUNITY Learning Australia, Sonya Rice, NQ TAFE and Thursday Island Child Care Centre, celebrated the graduation of the Childcare Centre’s staff newest education qualifications at the Federal Hotel, on Thursday Island, on Saturday, Decemeber 7.

The night MC was William McKeown, with special guests including Torres Shire Mayor Pedro Stephen and Torres Shire Director of Corporate and Community Services David McNicoll. After the graduation ceremony, everyone enjoyed a dinner, island dancing and disco with Karaoke.

Folk Festival Invites two NPA Dance troupes By JESSICA SAXTON TWO Cape York dance troupes have been invited to perform at this year’s Woodford Folk Festival. The Injinoo dancers, now well known throughout the Cape, nationally and even internationally, will be sharing local dance and culture along with the Pompuraaw Dance Troupe. The festival, held on the Sunshine Coast Hinterland on Jinibara country, is a week long celebration of indigenous and folk culture, attracting patrons from across the

country and around the world. This year we will see two dance groups from the Cape representing Cape cultures at the prestigious festival. “It’s a great opportunity to not only promote our region and our culture, but also influence positive life choices for our youths,” NPARC Youth Services Coordinator Roy Blanco said, “as about 70 per cent of the troupe are aged between 13 and 25 years. Being a part of the troupe means they have to make positive choices, and they have the support from their teammates and elders.”

NPARC Youth Services and NPA PCYC have been working closely with the dance troupe to support their journey down. They are also planning a community screening of the live ABC iView webcast of Injinoo’s performance on the December 29 from 7pm. ‘Sandman’ Dan is artist’s latest unique work By ROGER BARTLETT EVERYBODY knows “Seaman Dan.” He is a local icon, a two times ARIA award winner. Not too long ago two teachers from Bamaga, Paul Davey and his wife Jo, travelled to Thursday Island to hear Seaman Dan play. They were so moved by the man, his music and charisma that Paul decided he would love to paint a picture of the local legend. It is this picture that has captured the attention of the local community. Paul’s style of painting is unique. On first glance his paintings look like an acrylic or oil on canvas but on closer inspection his talent becomes obvious, he doesn’t use paint at all, he paints with sand. As an untrained artist, only finding his passion for painting in the last few years, he created his own, unique style. Paul spreads glue onto canvas and then sprinkles coloured sands, created by nature, in layers onto the glue to create an image. These sands are from

the NPA heading back to the Sunshine Coast at the end of the year. They will take back with them great memories of some wonderful people and some amazing places. Paul went on to say that as soon as they had finished their obligations down south they plan to return to the NPA and paint more of the beauty

He realises that it is a

pretty big ask but believes from the time he has spent with the iconic man, and from all he has read and heard, that Seaman Dan deserves to be recognised in something in the calibre of The Archibald Prize. He is also keen to put his other sand paintings in the public eye to see how they are received. Paul and Jo are coming to the end of their twoyear teaching stint up in

tion needs to be made to the First Families, Aboriginal/Torres Strait Islanders/South Sea Islanders as this country has, in the last 230 years, become one of the wealthiest countries in the world on the back of black slavery.” Professor Smallwood is a registered nurse and midwife, prominent figure in Indigenous Mental health and holds a Master of Science Degree in Public Health, as well as a PhD in First Nations Australian health and human rights. “The United Nations Award is a real honour as I have retired, but it also reflects on my parents, particularly my father who was from the Juru Birrigubba homeland (in the Bundaberg district) and was sent to the infamous Palm Island at a young age under the Aboriginal and Torres Strait Islander Protection Act,” she said.

walking in unity, celebrating jesus in the park WALKING in unity was the theme for this year’s Australian Christians’ and Assembly of God’s celebration in Anzac Park, Thursday Island. The event lasted for three days from December 6-8 and culminated on the Sunday night with addresses from different churches and performances of island dancing, rap music, gospel and modern music from as far as the Cook Islands, Daru, Brisbane and the NPA. Injinoo Junior Awards 2013 The Injinoo Junior campus awards ceremony was held under the open sky on Thursday evening 26th November. Despite the showers of rain all day Reverend Mary Eseli was sure that it would be fine for the evening so the staging and sound and lighting was set up in dismal weather. But sure enough the evening was clear and the ceremony went ahead without a hitch- once again! The parents, dignitaries and students gathered for the tnig were treated to a fun evening with every class putting on a dance or drama performance. The high light of the night was the whole school performing the Time Warp on the mats in front of the stage and then all squeezing on the stage to perform the Injinoo sit down dance and the Injinoo song. A sadder moment in the procedings was when Mrs Blackman gave her final address after seven years of service as the head of campus. In her time at the campus the school has grown from four classrooms and a relocatable toilet block to seven classrooms, a pre-prep building a purpose built administration block and library and purpose built toilet block as a result of the growth in student numbers. When Mrs Blackman first arrived at the school the school day was divided by the signal from a big brass hand bell. The bell has now been replaced by an automatic bell but the college had the original bell engraved and gave the bell to Mrs Blackman as a memento of her time at the college. Following the awards the parents and community members present were treated to a pot luck meal served in the undwercover area - rounding out a very memorable evening. Congratulations to all awards recipients and performers. Well done!

New Day Concert comes to Saibai By PASTOR FRED DAVID SAIBAI Island hosted the religious “New Day Concert” from the central Torres Strait islands on November 23. The concert consisted of 18 group members from Poruma and Warraber led by myself, Pastor Fred David. The Saibai Island youth group - Kayn Goeygiw Zural - took on the responsibility of providing hospitality to ensure the band group was comfortable and enjoyed their stay on Saibai. We, the Kayn Goeygiw Zurul Youth Group, were very excited about the New Day concert when we were first notified by Bishop Tolowa Nona. We saw it as an opportunity to unite as a youth group and take on the responsibility of organising the concert weekend and showcase our ‘island pasin’. The concert brought the whole community of Saibai Island together and even families from Dauan came up to Saibai to attend. People young and old really enjoyed the event and it was done in a wonderful spirit in an environment that was suitable for all ages. All guest speakers during the concert were very spiritual and really touched the hearts and minds of everyone that was present. The action chorus had everyone praising and dancing to The Lord. It was evident in the presence of the community how the “New Day Concert” brought the community together and planted a positive spiritual seed within us. The vibe from the concert is still felt and continuing to blossom which is a great confidence boost for our youth’s future endeavours. The “New Day Concert” could’ve been held at any other island but, somehow, we were blessed that they chose to come

and perform on Saibai Island. God works in mysterious ways and has His own plans. We just had to accept it and prepare in the best possible way. We developed a family atmosphere and the three days the group spent on Saibai went really quick. Some of them came as strangers but were welcomed with open arms and left as family. The concert concluded with a traditional presentation of traditional items such mats, brooms and drums as our gifts for them to take back to their respective communities. They came here with a very influencing and blessing gift that they shared with the community of Saibai Island and families from Dauan. We ensured that we’d prepared their accommodation and prepared meals three times a day. Waking up at 5:30am on both Saturday and Sunday was well worth it to ensure everything was prepared and done according to schedule. There wasn’t any personal benefit in for us except upholding our commitment to ensure the New Day Concert group felt at home and we were blessed with their words of appreciation and very positive feedback. With the help and guidance of experience elders we managed to uphold our values and morals. Some of the band members acknowledge the fact they were connected

back to Saibai Island which was appealing in the eyes of the community elders. The Kayn Goeygiw Zurul Youth Group would just like to once again thank the New Day Concert Group for coming to Saibai and presenting us with an awesome Concert We thank God that we accepted your invited and also accepted the Challenge to play host which proved to our parents and elders that we the future generations of Saibai are capable of handling such big challenges. Your visit to Saibai was truly a blessing and we were honoured to have you. We encourage all Youth groups & Communities in the Torres Strait to consider inviting the New Day Concert to your communities. They are a blessing and well worth having in your community. Torres Strait at ‘heart’ of South Sea Islander history By MARK BOUSEN TORRES Strait Islander people are in the heart of South Sea Islander history in Australia and their input IS vital in obtaining recognition and recording history, a prominent spokesperson has said. Mrs Natalie Pakoa, the president of the board of Directors at Wantok, was speaking at the Australian South Sea Islanders’ Capacity Building Forum at Tweed Heads on December 7-8. Mrs Pakoa says she was “very happy” with the response to the

Forum. “We informed the community about the purpose of the national body and working together as a community to promote recognition and our culture. “There was a great deal of sharing stories and having conversations which connect to our history. “We also informed the community about the links that have been built with Vanuatu and Solomon Islands families.” Mrs Pakoa says the group will be working closely with ASPJ (Australian South Sea Islanders Port

Jackson) to lobby the Government about the policies for the ASSI community. “The forum has been a success for the Tweed Heads South Sea Islander community.” The first South Sea Islanders were brought to Australia about 1863. Mrs Pakoa (nee Willie), who is of Aboriginal (Gureng) and ASSI (Vanuatu) descent, estimates there are about 2000 ASSI residents in the Tweed Heads area, and between 4000-5000 in the area south to Byron Bay.

IT’S been an eventful week for the Parish Hall Restoration Project with the much-anticipated start of Stage 1 renovation coupled with a major donation from a local business. After a mammoth community fundraising effort over the last 16 months, works have now commenced to take out the asbestos and remove the roof of the historic Parish Hall in the Quetta Memorial Precinct on Thursday Island. Federal Member for Leichhardt Warren Entsch, who is the Patron of the PHRP Committee, said he was “over the moon” to see the renovation begin after being planned for so long. “This is great news and it must be so exciting for the committee to see the actual construction underway, after their incredible fundraising and organisational efforts,” Mr Entsch said. “I’d also like to say a big ‘thank you’ to Sandie and Greg from Rebel Marine, who have very generously donated $3000. “Former Cowboys back Justin Loomans has been really impressed with Torres Strait footballers who have contested past All Blacks carnivals and we saw Eddie Daniel when he won the player of the carnival award at the 2013 CQ Reconciliation event,” Carlos said. Both Daniel and Marama have shone at numerous NQ All Blacks carnivals in the past year. Since arriving in Rockhampton recently Daniel and Marama, both of Boigu Island descent, have impressed Capras coaching staff and officials. “I am very excited about their prospects of both playing for the Capras in the coming season. We have found them accommodation and both Eddie and Joel will be doing courses at CQ University here,” Carlos said. The other two Capras NQ signings have been P N G - b o r n C l i ff o r d Beetham and Yarrabah star Theeran Pearson. Carlos said the four would all have a chance to push for Capras selection in four trials during February. “They will be against Mackay Cutters, Sunshine Coast, PNG and the Broncos under 20 side. “If they go well there is every chance they will be picked for us in the Intrust Super Cup,” Carlos said.

Carlos said that with the reigning premiers Mackay Cutters and Cairns based Northern Pride both gaining the services of NQ Cowboys players not selected for NRL matches, the Capras were ideally placed to snap up quality Torres Strait Islander footballers. “The Torres Strait Islander players do very well at carnivals and

we are keen to look at more of them. There is probably less places for them at the Pride or Cutters,” he said. The Capras finished ninth in season 2013 and Carlos said they expected to improve under new coach and former NRL star and Queensland State of Origin representative Jason Hetherington. Carlos said that CQ

had applied to join any expanded NRL competition in the near future making a move to Rockhampton a good choice. “The NRL has said there won’t be any expansion until at least after the end of the 2014 season. There was also talk of Sydney club Cronulla relocating here so it is all looking up,” he said.
