School’s out for 2011 WCC graduates

IN the immortal words of Alice Cooper, “School’s out forever”, for the 2011 Year 12 students from the Western Cape College Weipa campus. Last Friday, 33 Year 12 students celebrated the end of their high school years with a formal ceremony, complete with caps and gowns, (left) followed by a morning tea shared with friends, family and WCC staff. Students from all grades of the
College formed a guard of honour, lining the covered walkways as the Year 12 students bid a fond, and often teary, farewell to the school. The WCC recorded it’s highest percentage of Queensland Certificate of Education (QCE) eligible students ever this year, with 24 of the 33 graduate students receiving the certification. Earlier in the week the Year 12 students swapped their school uniforms for tuxedos and gowns
when they attended the Year 12 Formal, which was held at the Carpentaria Golf Club (photos pages 12 and 13). The students now move onto the next stage of their lives; some nervously awaiting OP scores, others embarking on apprenticeships and traineeships, starting jobs or taking a year off, but all agreed they will look back on their years at the Western Cape College as some of the happiest days of their lives.

Jenny’s could claw their way onto Queensland plates LAST month Fisheries Minister Craig Wallace issued the following media release inviting fishers across Queensland to have their say on possible changes to Queensland’s Fisheries regulations, which would see a limited take of female mud crabs... “Protection measures have been in place for ‘Jennys’ in Queensland for about 120 years, and while we need to continue to ensure sustainability of female mud crabs, I am interested to know what fishers think about a relaxing of restrictions, Mr Wallace said. “It has been illegal since the 1890s to take any female mud crabs in Queensland and what we are seeing is an abundance of ‘Jennys’ in Queensland waters. “Since that time, fishers have only been allowed to catch male muddies so ‘bucks’ rarely grow larger than
Currently, Queensland legilstation states only male crabs, such as those pictured above, can be taken.
15cm before they are caught. “Fishing experts tell me that once females grow to more than 16 cm, they can no longer breed as they find it difficult to mate with smaller males. “Often families go crabbing and only catch one or two big females, so I am asking what Queenslanders think about allowing a limited take of these big ‘Jennys’
to restore a bit of balance to Queensland’s mud crab population. “ I want to know how fishers would feel about allowing a limited lake of larger female mud crabs. “An appropriate take could be, for example, one large female per boat per fishing trip, one large female per person per fishing trip, or a limited number of females for a specific period of time.
“This is about getting the balance right between sustainability and Queenslanders’ right to enjoy recreational fishing. “We have some of the world’s best seafood on offer here in Queensland and as a keen fisherman myself, I want Queensland fishers to be able to enjoy the sensational catches our waters have to offer while sustaining stocks for the future.
“I also regularly get feedback from fishers that some of our regulations can be confusing, such as the various size limits which apply for the take of Cod in Queensland. “Different bag limits for different species can lead to uncertainty when fishing, and I would be interested to hear from fishers how these rules could be simplified, Mr Wallace concluded.

OPINION
Public backlash against proposed crab legislation

ACCORDING to local fishing charter operator, Dave Donald, there has been a huge public backlash against the move to allow a limited take of female crabs. Fishers Dave spoke to were of the opinion that the move could be seen as a “grab by a small number of greedy commercial fishers, although he said the majority of commercial fishers did not support the measure. Below and on page 4 are some comments made about the mooted taking of Jennys...
Bully columnist “crabby about proposed legislation
Management plan needed for mud crab fisheries LIKE most everyone I am gob-smacked by the Minister’s statement on mud crabs and the reporting in southern press on “female mud crabs killing young males, which is all rubbish as once a female is mated she has the ability to store male sperm for the rest of her life. I attended a workshop at Bribie Island in November 2009 on this very subject of taking female mud crabs. The workshop was funded by FRDC and included an address by someone from the department who were carrying out experiments on the reproductive habits of crabs at the Bribie Island DPI facility. The address by their head scientist was very informative and he said that they currently had a female measuring 24 centimetres. She was in full roe carrying some 8,000,000 eggs and she had not been near a male crab for four years, and testing had shown that she had fertilised the eggs herself form stored sperm.
MY view about the taking of Jennys is fairly strong as I have acquired a fair bit of information about mud crabs in my 59 years. Most people are ill-informed about the life of this Queensland icon. I call the mud crab an icon because we have the best crab fishery in Australia, mainly due to our strict laws on the non-taking of female mud crab. The first thing we all have to get out of our heads is that female crabs don’t breed after they are 150mm in size. This is the biggest old wive’s tale spread around in the old days before research found that female crabs breed ‘til the day they die of old age, at about 25 cm or five years. They are born in the plankton currents as a Zoeal (looks a bit like a Sea Monkey),and turn into a Megalopa, (like a cicada with claws), after about two weeks. The Megalopa develops into the first crab, and leaves the plankton currents and migrates to the creeks, in another 10 days. Over the next five years mud crabs can change shells up to six times, maturing at about two years. Female crabs can only mate when their shells are soft. Male crabs will hold onto the female for up to a week during the mating ritual. You often see the males riding on the females back, but unknown to most people the male will flip the female over when the time is right to deposit his Spermatophores into her egg cavity.
In September this year I received the final report on the 2009 the Bribie Island workshop which was forwarded to Fisheries Research and Development Corporation, and the way it was worded you would have thought everybody was of the opinion that the taking of female mud crabs was the correct decision. I can assure you it was the direct opposite, even the commercial sector was against it. Currently Queensland has the best mud crab fishery in Australia with the NT catch becoming less and the NSW catch almost non-existent, so let us keep it this way forever and a day. This proposal is not supported by the majority of industry without first introducing a sound management plan for the crab fisheries. The current management regime does not provide a sound mechanism to monitor and manage harvest levels nor does it provide for a robust indicator of stock abundance. – Queensland fisher
The male will still hold onto the female until her shell hardens to stop other males mating with her. When a female mates for the last time, or last shell phase, she can store the male Spermatophores for up to three years and produce up to four million Zoeal each year, until she die of old age. Most of the female’s life is spent out to sea, where food is plentiful in the plankton currents where she lays her egg in a shallow trench she excavates with her flap on her underbelly. So please, will everyone get into their brains that female crabs breed until the day they die. Another old wives tale is that a male crab with the wide belly flap is a hermaphrodite. Wrong, it is a male crab with a parasite in its carapace and should not be eaten. Usually the parasite will be displaced when the male changes shells. My outspoken opinion on this issue is a result of the ill-informed pollies that are devastating this wonderful State I love and call home. I wish they would learn to protect it a lot more and not bow down to big money or environmentalists that go too far. – Terri

OPINION
Weipa needs crab management plan DURING my many years as a member of TropMAC and GulfMAC, stakeholders tried repeatedly to rationalise the commercial crab fishing industry. A commercial fisher with a crab endorsement can fish anywhere in Queensland. GulfMAC tried to have separate endorsements for the east and Gulf coasts, but never even got to first base.
Queensland Fisheries Service/Queensland Fisheries Management Authority etc are not interested in making even minor changes to the status quo, with the result crab fishers can roam wherever they like and with a couple of endorsements can run 100 pots in Bundaberg or Weipa. The crab situation in Weipa is well documented by a series of crab surveys carried out

Only 2 weeks to go! The final countdown to digital TV has begun The analog TV switch off is happening on 6 December 2011 – and there’s no turning back.
What do I have to do? Remember, to keep watching free-to-air shows, you’ll need either: • one set-top box or a digital TV recorder for each analog TV you use • a new TV with a built-in digital tuner. Most importantly, you do not have to buy a new TV if you do not want to. There’s a free information brochure available by calling the Digital Ready Information Line. Your local electronics retailer can also talk you through your options. Most antennas should work after the digital switchover, but a few may require an upgrade or new cable connections. Don’t put it off any longer. Get ready for digital TV today. *Please note: switch off may occur earlier in some towns relying on a self-help transmission tower. Residents in these towns will be informed about the switchover dates. See the website for more information.

around 1999 to 2006. Massive effort up until the demise of Ansett Airlines (where up to 20 tonnes of crabs were flown out to southern markets each season) crashed the local population to such an extent that 10 years on, the once prolific mud crab population has never recovered. Even with the mass of statistics on this crash, QFS did nothing to discourage crabbers from
visiting Weipa waters. The much touted ‘management review’ has now been going on for decades! It’s another example of the failure of commercial fishers in Queensland to have any sort of concerted input into their industry’s sustainability, and the complete failure of fisheries to establish robust management in the crab fishery (and indeed all other sectors). – Weipa mud crabber
Non-harvesting of females keeps crab fishing viable HAVING read some of Minister Wallace’s comments, he is sorely misguided that harvest of the species is currently under control. The two main control mechanisms for this fishery being restricted apparatus use (50 pots), and the voluntary logbook program, are widely abused with some operators running in excess of three times the allowable pot numbers and over-reporting in the logbook in the hope to gain from future management arrangements. Queensland Boating and Fisheries Patrol report that they cannot detect and control excessive pot use in the fishery, and in addition there is still a high degree of latency within the fishery with potential effort being two to twoand-a half times current levels. Any robust control over harvest levels in this fishery is non-existent with economic failure being the most common control over commercial participation. To remove the restriction on female harvesting will remove this barrier, in the short-term driving down prices and stock levels simultaneously, until the point where economic indicators prevail and the fishery becomes again unviable.
The introduction of harvesting of female mud crabs will remove the last buffer that is keeping the fishery somewhat viable in the face of increasing recreational pressure, in line with population growth and commercial effort, and attractive prices. To remove this buffer without putting in place a control over harvest levels, will see decimation of stock levels in the mud crab fishery. This fishery is currently under management review and a panel of industry, recreational fishers and fishery management experts is working through the process of determining the most suitable management arrangements for this fishery. Once that process is complete, only then may this proposal be considered. Further, a process exists for consideration of management changes for Qld fisheries being QFAC. The Minister should follow due process and/ or convene a panel of industry and recreational fishers to examine the issue, rather than indulge himself as an expert and engage in ill-informed meddling which will surely result in poor decision making. – Concerned Gulf fisher

New school zone for WCC Weipa Campus MEMBER for Cook Jason O’Brien has announced Western Cape College will benefit from a new State Government program making roads around schools safer. Mr O’Brien said the $15 million program would standardise school zone operating times and improve signage at schools around the state. “School road safety is an important issue, and I am absolutely committed to making sure local children are
as safe as possible when they travel to and from school,â€? Mr O’Brien said. Mr O’Brien said Western Cape College Weipa campus would soon get better and clearer signage to improve school safety. “Western Cape College will now have an all-day school zone operating on Central Avenue between 7am and 4pm. “The school is also getting signs with ashing lights to make drivers aware of the
extended hours, Mr O’Brien said. “These types of signs clearly tell motorists driving through them when school children are around and to slow down. Mr O’Brien said the new measures would mean better road safety for school kids. He said that by term three, all school zones on the Cape would operate at the same standard times, except in the rare case where a school has different operating hours.
“By setting standard operating times, we’re getting rid of any possible confusion about times and that means better safety for our children, Mr O’Brien said.

DEADLY “ghost nets” which haunt the Queensland coastline will be targeted in a crackdown on poachers and illegal fishermen. Launching a new observation training program for Queensland’s Indigenous Wild River Rangers in Pormpuraaw in Western Cape York last week, Environment Minister Vicky Darling said ghost nets - nets left dangerously adrift in Queensland waters - were a devastating by-product of illicit fishing practices. “Ghost nets - whether deliberately or accidentally left behind at sea - take an horrific toll on our marine animals,” Ms Darling said. “As they move with the currents and tides they entangle turtles and dugong and dolphins and other marine life, leaving them to die horrible, prolonged deaths. “It’s a phenomena we need to stamp out and that’s why the program we are launching in Pormpuraaw is so critical. It will equip our Rangers to be the eyes and ears of the ocean and reign ghost nets in.” To date, Indigenous rangers across Northern Queensland have removed more than 2,500
Residential land
ghost nets of varying sizes from the ocean and waterways. The removal involves the use of ITrackers, a GPS device which records the type, colour and size of recovered ghost nets to identify their origin. “It’s telling that many of those which have been recovered have been identified as originating in South East Asia which strongly points to a continuing illegal fishing trade,” Ms Darling said. Ms Darling met with six Wild River Rangers to announce the first stage of the Wild River Rangers Compliance program. “Queensland’s Indigenous Wild River Rangers play a vital role in protecting our state’s most beautiful and pristine catchments. “Rangers often encounter illegal activity and are best placed to gather evidence in a consistent and professional manner that can be used in court proceedings,” she said. The observation training program, which starts in Injinoo later this month, will equip Rangers with the knowledge and skills to deal with illegal activity such as illegal fishing, hunting, native flora and fauna removal and illegal camping.

The Wild River Rangers program began in 2007 and currently involves 40 Indigenous rangers across northern Queensland who care for and promote the world-class natural values of Queensland’s Wild Rivers. Rangers manage and help to preserve Wild Rivers areas, whether that’s by managing weeds, feral animals and other threats to the river systems or undertaking planned burns to reduce fuel loads on State land to prevent wild fires. Ranger activities are tai-
lored to meet local needs and they share their knowledge and results with other ranger groups, land and sea management groups, local community members, school teachers and students. They also support wildlife management by collecting data on local species and habitat, as well as recording traditional stories and managing visitor activity in Wild River areas. More information about the wild river ranger program is available online at www.derm. qld.gov.au

NO wonder Jenny Macklin declined to respond to and meet with me. She has announced she has power to signoff on new legislation regarding alcohol bans in Aboriginal Communities. She is not a politician of the people, she is not worthy of her position as Minister of Indigenous Affairs and should acknowledge her in-effectiveness as a pseudo-leader and resign the post to, say - an Aboriginal? The Cape York alcohol bans and restrictions are without question, a blanket approach. Who decided which communities are worse off and hence needing an outright ban rather than enforcing mere restrictions? Also, if some communities were deemed worse than others, needing tighter and tougher action, why were no rehabilitation clinics and health workers placed in said communities in order to truly and effectively target the law’s main enemy- alcohol addiction not alcohol consumption? The reason this hasn’t happened is because when it comes to black communities, it’s too hard and expensive. Ladies and gentlemen, welcome to 21st century apartheid in a 1st world country! Without the appropriate and grass-roots
consultation and other key (but missing) elements, such as rehabilitation services, these laws are a punitive approach. I am ashamed that there are people in support of such laws, and I blame them for the reason we have Third World communities in Australia, and the reason the United Nations is shaking its head in dismay at Australia’s approach to A&TSI issues. Another thing, the Government has now (20 or so years overdue), issued an inquiry into Fetal Alcohol Syndrome. Although it isn’t called that now, as it was deemed way back when, that there was no need for such an inquiry- they have now simply changed the name of the disease. I want to know if this inquiry will be conducted amongst all sectors of society, both Indigenous and non-Indigenous, in both remote and city landscapes? Is this inquiry serving to strengthen the Alcohol Restriction/Ban laws? Either way it is a primary and disturbing example of Governments conducting one-sided inquiries, with results they already anticipate due to the fact they pay for the results they want. My recommendation, and demand, as a voting citizen of both English and Aboriginal heritage, is that every department relating to Indigenous Affairs (in whatever capacity) have a neutral body/board of respected and peer selected Aboriginal lead-
ers (acknowledging that Traditional intelligence and knowledge does not require a university degree and work experience in a Government department) in place to oversee and sign-off on any legislation and initiative and its implementation relating to Aboriginal and Torres Strait Island peoples. We need to take back ownership of our problems and their solutions and not let Governments dictate to us any longer. We may have black skin but we are not stupid and we do not need to be dictated to. The Governments need to extend the hand and say, “let’s help you work out your problems”. R e m e m b e r, t h e y work for us! Jack Andrew Wilkie-Jans Candidate, Division 9, Cairns FNQ
Labor has made up for a decade of neglect IN last week’s Western Cape Bulletin, Warren Entsch made ridiculous claims about Federal Labor. Federal Labor has delivered a series of important reforms that many Australians waited too long for under the previous Howard Liberal Government. And locally too, Federal Labor is making up for more than a decade of neglect. For example, we have delivered a $5 million expansion of Weipa’s child care centre in
partnership with Rio Tinto Alcan. Work is underway on an over $30 million Federal Labor investment in a new secondary school residential campus in Weipa that will operate in conjunction with the Western Cape College. We have invested more than $5 million to provide students and teachers at Weipa and Mapoon schools with first-class facilities through the Building the Education Revolution. In partnership with the Queensland Government, we are delivering a $30 million package of works to improve road access to Cape York communities including the Peninsula Development Road and the Laura Bridge. We’ve also boosted Indigenous Rangers in the Cape. All things Mr Entsch had the chance to do, but chose not to. I’m sure many locals remember back to when Mr Entsch promised $10m for the Weipa hospital during an election. That was $10m the Weipa community never received. He may be good at promising, but unfortunately for local residents, he doesn’t deliver. Mr Entsch had more than a decade as the local member under Howard Government to deliver real improvements for our region, but instead he rode through a mining boom without delivering major infrastructure for our region or doing the grunt work to diversify our local economy. UU from page 8 Mr Entsch raised the National Broadband Network in his article. The NBN is an important piece of infrastructure that will deliver high speed broadband to all Australian premises. It is a once in a generation upgrade of our telecommunications infrastructure that will boost our economy and deliver improvements to a range of areas including health, business and education. Despite the obvious benefits, Mr Entsch has continually criticised the NBN, stating it will be an ineffective white elephant. And his leader Tony Abbott says he will demolish it. Yet during his visit to Weipa, Mr Entsch demands the region be connected to the NBN immediately. Which is it, Mr Entsch? The fact is, under a Liberal Abbott Government, there will be no NBN. Mr Entsch’s inconsistent position demonstrates he is more focused on throwing cheap shots whenever he can. He also spouts misinformation timeframes for the delivery of the NBN, when the authority responsible for its roll out, the NBN Co, has not yet even announced such information yet. Again, it highlights Mr Entsch’s habit of peddling mistruths. The fact is the NBN Co is scheduled to outline a three-year plan of the NBN rollout early in 2012. Federal Labor on the
other hand has been a fierce advocate of high speed telecommunications infrastructure and is the only party that will deliver the NBN. Mr Entsch also raises the Regional Development Australia Fund (RDAF), claiming that Federal Labor is pork barrelling. If anyone knows about rorts, it is a member of the Howard Liberal Government; they made an art out of benefiting their marginal seats. Our government’s RDAF is about delivering both short and long term community and economic benefits. Of the 35 projects funded under Round 1 of the Regional Development Australia Fund, 16 were in Labor seats, 16 in LNP seats, and three in seats held by independents. I w o u l d e n c o u rage people with quality projects that address regional issues and priorities not to be discouraged by Mr Entsch’s negativity and to discuss their projects with the local Regional Development Australia committee which is a reputable and experienced team of professionals who know the region well. It would be more helpful to the Far North if Mr Entsch channelled his energy into a strengthening our region rather than carping from the sidelines. It is critical that local business, government and community leaders are focused and united if we are serious about strengthening our region and grabbing new opportunities.
Following a difficult couple of years, the Far North’s economy is rebuilding and we’re seeing confidence return. I want to see this continue. Federal Labor remains entirely focused on delivering real reform. Some of our achievements include: • We bullet-proofed the Australian economy and kept it out of recession during the worst economic downturn in three quarters of a century; • Securing an historic health agreement that is delivering more doctors, more nurses, more beds, less waiting and less waste; • Building an affordable, high-speed broadband network for all Australians; • Laying the foundations for the nation’s first ever National Disability Insurance Scheme; • Taking action on climate change; • Giving Australians a fair share of the mining boom – a boost to working people’s superannuation, tax breaks for small business and company tax cuts. Jan McLucas Senator for Queensland
have been building infrastructure to drive Weipa forward. The following list is only a sample of Labour’s projects in Weipa • $45 million for the Weipa hospital providing acute primary health and community health services • $30million for the
Weipa campus of the Western Cape College • $1.48 million for the redevelopment of the Weipa swimming pool • $145,000 for new skate park • $2 million for the Ambulance Station • Over $50 million on the Peninsula Development Road
• $250,000 for the Arts Hub • $24 million dredging of the Weipa Harbour Dare I say it, that’s not all! Soon work will begin on a new cyclone/ sports hall for Weipa costing well over $6 million. Warren Entsch has been in Federal Parlia-
ment for over a dozen years. He once promised $5million for the new hospital and didn’t deliver a brass razoo. In fact, can he point to a single piece of infrastructure he and the LNP have funded in Weipa? Not likely. Jason O’Brien Member for Cook
What LNP infrastructure? I REFER to the article entitled ‘Entsch claims “Labour treating Weipa like a backwater” in the November 6 edition of the Western Cape Bulletin. Far from treating Weipa like a backwater, Labor governments

With the onset of warmer weather and the added allure of some great fishing, the Cairns Water Police are seeing increased activity on local waterways as we head into Christmas. The Cairns Water Police is preparing for a busy end-of-year period with school holidays allowing families to get out and enjoy a day on the water. Officer in Charge of Cairns Water Police, Sergeant Andrew Ibell said that even though the majority of vessel users were responsible, officers have noticed a disturbing trend of boat passengers riding on the bow sections of vessels. “Bow riding is an inherently dangerous practice and not one that should be encouraged, as injury after falling from the vessel bows and being struck by the vessel and propeller is a real risk,” he said. “Even at a speed of six knots, a person falling from the bow of the

boat will pass back under the propeller before the skipper has time to shut off the engine.” Sergeant Ibell said boaties should never allow children to ride on the bow even if they are wearing life jackets or holding a bow rail. “If the vessel has to slow suddenly, or indeed hits a snag or other obstruction, the person riding on the bow can be flung under or over the bow rail and then underneath the moving vessel,” he said. Sergent Ibell said risks to passengers could be minimised by ensuring everyone on board is seated below the gunwhale height of the craft whenever the vessel is underway, regardless of the speed. “The skipper is ultimately responsible for the safety of all persons on board the vessel at all times. Don’t be encouraged or pressured into allowing persons of any age to ride on the bow of a vessel underway.”

Marriages were not the way Western people understood it, where two people became attracted to each other through love and then, after a time of checking each other out, prepared for marriage. Marriages were arranged from early Bible times, even up to the time when the Lord walked the earth, and well after. The down side of an arranged marriage was that two people were preparing for marriage without having any idea of the others good and not so good side, The up side was that as many arranged marriages involved minimum age 12 for girls and 13 year old for boys, (which was the legal age according to Rabbinical law), having your parents choosing your partner might be the wiser way to go. They would have
a much more mature insight as to whether their partner was a good match or not. But divorce was getting to be an easy way out for many Jewish married men, and Moses brought in a law called a notice of divorce that the man had to give his wife before he divorced her. If his reason for divorcing her was flimsy, she could take him to court. Take, for instance, if she was accused by her husband that she was not a virgin when he married her, and it was proven to be false, the town leaders would flog him, fine him a hundred pieces of silver which was given to the father-in-law, for bringing disgrace on an Israelite woman. Then he was to continue to remain married to her. (Read Deuteronomy Ch 22 vs 13-19) . Many Israelite men had the type of character
that even if the wife was unfaithful to him, and she was truly sorry for it, he would either not divorce her, or take her back after a period of time. Sadly, the background to the Israelite story of marriage that God first brought about was polluted before long with practises like polygamy, (many wives) and divorce, and Abraham was one of those men. (Genesis Ch 16). That’s why the Lord Jesus took the points to his debate on divorce way back to the time of Adam and Eve, when God first presented the ideal for marriage. So what can we learn from the debate between the Pharisees and the Lord that has lessons for us today on marriage and divorce? More next week. The Lord God loves and understands you. Indigenous turtle and dugong taskforce release bold vision CAPE York saltwater people say Indigenous authority is key to a strong sustainable future for turtle and dugong. After three days of intense workshops, held last week at the Djarragun Wilderness Centre, an 80-strong forum of Traditional Owners has released a bold vision for conservation of turtle, dugong and totem species. The forum, coordinated by Balkanu, examined science, cultural ethics, technology, existing Indigenous management initiatives, and media and politics to reach their draft strategy. The vision is simplea sustainable future for turtle and dugong and our cultural identity, a return to Indigenous responsibility and authority, equitable action on all impacts, and collaborative conservation effort by all who share the stocks inside and outside of Australian waters. The group has called for Cape York saltwater people to have statutory enforcement power, to give effect to management plans developed by Traditional Owners. The meeting concluded that without Indigenous statutory authority and the capacity to work with others, inside and outside of the regional waters, our efforts would be futile. Angkamuthi Elder Robbie Sallee said 800 villages in the Pacific share this regional turtle
stock, which means that this conservation effort must be shared throughout the entire range of the animal. The strategies developed this week seek to address all impacts on these treasured and important totem species. “Hunting is one of 20 major impacts on turtle and dugong, said Mr Sallee. Thanikwith Elder Richard Barkley said, “Hunting is something we are willing to confront and take responsibility for, but we will not be a scapegoat for the real and major impacts on the decline of the species such as habitat destruction, pollution, starvation, over-industrialisation, climate change and pig predation. These are not our impacts. Wuthathi/Yedikana Traditional Owner Horace Nona said Raine Island, which is one of the largest Green turtle nesting site is sinking and drowning tens of thousands of nests each season. Rising tides are not the fault of Aboriginal people. It was once mined for guano (phosphate rock) which is implicated in its current failure as a rookery. Based on extensive research scientists told the workshop that there has been nesting failure at Raine Island for the past 14 years which is seriously threatening long term stocks of Green Turtle. “Urgent action must be taken on all impacts.

For example, pigs are the scourge of Cape York and a critical threat to turtle lifecycle, Mr Nona said. While the strategy and actions need to be developed further with clans, their Traditional Owner representatives at the forum have agreed to confront the following issues: • Technology, and gear restrictions • Methods and practices- alignment with Indigenous knowledge, science, and traditional purposes • Action against rogues • Consideration of closures- various types • Consideration of bans such as night hunting, and in feeding areas • End esky trade The strategy also calls for more science, and for Traditional Owners and scientists to work together to drive research that enables effective management. Addressing the forum internationally acclaimed dugong
researcher Professor Helene Marsh of James Cook University endorsed the call for indigenous management authority with real enforcement powers. She also agreed that Indigenous knowledge and participation in dugong research would be constructive. Mr Nona said, “We have wanted indigenous authority reinstated for decades. We do not want to come back in five or 20 years and be talking about the same issues.â€? “We are ready to act now. Theo Parry and Brian Rattler finalists in industry awards PPTS students, Brian Rattler and Theo Parry are finalists in The Inaugural 2011 Queensland Rural Industry Training Council (QRITC) Training Awards. Both boys attended the Western Cape College’s Positive Pathways to Success Program before moving to Springvale Station and Outstation North where they successfully completed their Certificate 11 Agriculture (Beef). They were then placed under the Work Experience Excursion Student Support Program on Keeroongooloo (Windorah) with David and
Megan Cross and Taldora (Julia Creek) with Carlton and Trish Curr, respectively. The successful outcomes experienced by these boys, and others on the program, has been facilitated by their dedication and commitment to the program and the people who have opened their hearts and homes to the students. Damien Curr and his team who train, mentor and place the students, David Bird at PCYC IBU Cairns who sources funding to facilitate the PPTS program’s operations, and WCCCA for funding their training have all contributed to the boys,

Damien John at Springvale DAMIEN John has completed his first placement at Springvale Station where was joined by his mother, Matilda for his final three days. Matilda said that she was very impressed with the program and the positive changes in Damien, not the least of which was a growth spurt. The pair have returned to Napra-
num for the wet season, after which Damien will return to Springvale to begin his formal training for his Certificate 11 Agriculture (Beef) qualification. Damien will then progress to the Work Experience Excursion Student Support Program, and placement on a station to gain experience and hone his skills.

B Coy 51 FNQR farewells SGT Pollock B COY 51 FNQR farewelled SGT Mark Pollock last Friday as he departed Weipa and the Army after 16 years of service. SGT Pollock arrived in Weipa in February this year on posting and has thoroughly enjoyed his time here, especially the fishing. During his time in the Army, Mark has had four deployments overseas, three to East Timor and one to Afghanistan, the first of which was in October 2000. All in all, SGT Pollock spent 886 days overseas,
and for at least six months before each deployment he was constantly out bush on exercise. Add all these days up, and all this time away from his family, and you can see why Mark came to the decision, “It’s about time I pulled the pin”. Mark Pollock was farewelled at the Depot and drove straight down to Melbourne to start his new “civvie” life. From all members of B Company and the people in Weipa who know Mark, we wish him the best of luck. – WO2 Tony Harris

THE Cape York Welfare Reform Trial is putting remote Indigenous communities on track for a brighter future, according to the latest annual report of the Family Responsibilities Commission. Aboriginal and Torres Strait Islander Partnerships Minister Curtis Pitt said the 2010-11 Annual Report, tabled in State Parliament this week shows improvements in school attendance, child safety and family wellbeing in the Indigenous communities of Aurukun, Hope Vale, Coen and Mossman Gorge. Mr Pitt said there had been a near doubling of school attendance in Aurukun since the trial commenced in 2008. “This increase is a result of the combined efforts of the Commission and school attendance case managers to drive down truancy rates. “It’s an example of how the Commission has acted quickly in response to an emerging local issue and helped put local children on track for a life of learning.” The Federal Minister for Families, Housing, Community Services and Indigenous Affairs

Jenny Macklin said the Annual Report shows that over the past 12 months, the Commission has held 1,745 conferences with community members in the four communities. “It is clear that we are making inroads in these communities towards re-establishing positive social norms and rebuilding Indigenous authority.” “We have seen real improvements in these communities, but we realise there’s more work to be done which is why we’re extending the trial to the end of 2012. “I commend the work of the Family Responsibility Commission and the local Indigenous Commissioners who are making a real difference in their communities.” The Cape York Welfare Reform trial is a partnership between the Australian and Queensland Governments, the Cape York Institute for Policy and Leadership and the four communities of Aurukun, Coen, Hope Vale and Mossman Gorge. Weipa Raiders debut in Dan Ropeyarn Cup
New jerseys for Cowboys in 2012 THE North Queensland Toyota Cowboys will play in new Indigenous and Heritage jerseys, as well as turn pink for the first time, in the 2012 NRL season. The range of five jerseys for season 2012, from the Cowboys’ official apparel partner ISC, were unveiled at Dairy Farmers Stadium last week. Renowned artist Susan Peters Nampitjin has provided the eye-catching artwork for the Cowboys’ new Indigenous jersey which the club will wear for the first time in the Close the Gap round home game against Manly in round 22. Susan, who is a contemporary artist of the Walmajarri people, located in the Tanami desert of the south-east Kimberleys in Western Australia, was commissioned by the Cowboys to design the new jersey. Predominantly white in colour, the jersey’s artwork depicts the traditional Aboriginal and Torres Islander culture and lifestyle of hunting, gathering, dance, song and ceremonies. It shows a rainbow serpent coming from the ocean and then weaving across the land creating the rivers and the mountains. “I’m a Cowboys supporter so it was an honour to be asked to be involved in something like this,” Susan, who now lives in Townsville, said. “It’s definitely a different way to have your art displayed and I can’t wait to see it on the field for the first time.”
By Mark Roy
THE Weipa Raiders have competed in the Dan Ropeyarn Cup for the first time, making the long trip to Bamaga to test their mettle against some of the best teams from across the Northern Peninsula Area and the Torres Strait. Team captain Carl Adams rustled up some Weipa boys and some school mates from Coen, who said they were happy with their games. Relaxing on the porch of their holiday accommodation on Seisia beach, one of the players told the Western Cape Bulletin they had done better than they had expected. “We beat Mt Bentley Barracudas and Seisia Sharks, and only lost to Waur United and Alau Eagles, both of whom played in the finals,” he said. “It’s not bad for our first visit to the NPA.” President of the Central Cape Suns Sarina Adams, who is also Carl’s wife, said she

was keen to watch women’s team Ropeyarn Razors. “I managed the Cape Kodals for their trip to the Queensland Murri Carnival, and most of the girls from the Kodals are now playing with Ropeyarn Razors,” Sarina said. The Razors put up a brave show but ended going down to the only other women’s team in the Cup, Top End
United, two games to one. The final scoreline was 18-8 to Top End. In the men’s final, Waur United beat Alau Eagles in a nail-biting finish 44-42. Sarina said the Weipa boys were happy with their games. “It’s a five-hour drive up to the Tip, and the road gets pretty rough just before Bamaga, but it was worth the trip,” she said.
The new-look Cowboys’ 2012 Indigenous jersey.
North Queensland’s new Heritage jersey will be familiar to long-time Cowboys members. It is the same navy, grey and white design that the Cowboys wore in their inaugural season in 1995. The Cowboys have also introduced a pink jersey for the first time in season 2012. Following the same design as the club’s current home strip, the pink jersey will be worn in the Women in League round which promotes the important role women play in the game of rugby league. The Cowboys will also have a newlook away jersey next season. Predominantly white in colour, it will go on sale, along with the other jerseys in the range, at the end of the month. This is the second year that ISC has been the Cowboys’ apparel partner. “In conjunction with the North Queensland Cowboys, ISC are very excited to be working on these programs that relate so closely to the people of North Queensland, as well as their loyal fans around the world,” CEO Brett Corrick said.

Alf Wilson story
WEIPA, Napranum and Mapoon sides have been invited to compete in an Allblacks rugby league carnival at which only players who live on their community can line up their team. No current or former NRL players will be eligible to compete at the carnival to be held on Palm Island next February. “Ring-ins, or top quality footballers in stacked teams have been common in most north Queensland Allblacks carnivals meaning many of the sides have little hope of winning. Only the Island of Origin series on Badu Island playing during June has a rule stipulating that all players must have one bloodline to their island team. However, no rules apply making it essential for those players to actually live on the island. Brainchild behind the
carnival is Palm Island Mayor Alf Lacey who said the intention was the carnival would only allow communities to field resident teams. “I have spoken to people from other communities and they agree no NRL players would be able to play for any of the sides. “Our Barracudas sides travel away a lot and constantly come up against teams stacked with NRL and other league players, some of whom have actually been brought in. “We play for the pride of playing and winning for our community, there’s no stacking and there’s no money changing hands, they are all for Palm Island and they play for us for the love of their community, Mayor Lacey said. Under that criteria, Thursday Island and Badu Island would be able to field powerful sides if they decided to nominate. Boigu Island’s Malu

Kiai would be another team which would be hard to beat. NPA centres Bamaga and Umagico would also be able to compete with quality sides. Teams from Cape Yo r k c o m m u n i t i e s Mapoon and Napranum would also be welcomed with open arms to Palm Island. Already Yarrabah and Woorabinda have indicated they may have sides along with Hopevale, Kowanyama, Lockhart River and other communities expected to follow suit. Phil Rist, CEO of Girringun Aboriginal Corporation in Cardwell, said he was impressed with the idea. “We would bring a team along for sure, he said. The carnival will be held a few weeks after the Rockhampton Reconciliation carnival which has been contested by TSI sides and players for the past few years.

IN November 2012, as the rays from the sun re-emerge from behind the shadow of the moon, the world’s first solar eclipse marathon will begin. Port Douglas in Queensland, Australia will host 2000 runners and their friends and families in the largest event ever seen in the region. On November 12, 2012 at 6.38am local time, a total solar eclipse will occur and its path of totality will pass through Far North Queensland. Totality will last just over two minutes and the sun’s reemergence from behind the moon’s shadow will get runners off to a ying start. Almost immediately, the route turns away fromFour Mile Beach and passes through the outskirts of Port Douglas towards the Mowbray River. Runners will be taken on a challenging and scenic Adventure Marathon course through sugar cane ďŹ elds, old mining roads, and lush tropical areas. Event ambassador and top Australian endurance runner, Steve Moneghetti, who will also be at the starting line, states: “As a distance runner, I love the connection with nature when I run and what better way to enjoy this than to be able to do it in synch with the sun at a solar eclipse,â€? and adds, “Port Douglas is such a beautiful place to enjoy this experience.â€? LAST week saw the first ever billfish tournament in Weipa, and judging by the favourable reception there will be many more. The whole idea of the weekend was to try and ascertain if bill fishing would be popular in Weipa, and it was a huge success. So much so that there is now a great demand to open a billfish club. A meeting is scheduled for 7pm on Monday, December 5 at the Golf Club. Anyone interested in becoming involved is invited, contact me at the newsagency. Mackerel are about in large numbers up and down the coast. Trolled Gar or Mullet are proving the best method with Laser Pro’s nearly as good. the short trip up to Kerr Reef has a large school of Spaniards hanging around with some quality Fingermark and Coral Trout feeding off the western edge. Threadfin Salmon are certainly making fishing around the Mission River bridge exciting, some well over the metre mark. White, red, or orange soft plastics are probably the pick of the colours, and the same for hard body lures. Grunter or Javlin fish have been a bit quiet. A couple of weeks ago I said that the mouth of Gordon Creek was a good spot - I meant Roberts - long story but I won’t bore you with the details.
