A vibrant vision for the future

THE inaugural Western Cape York Youth Summit was held from June 27 to 30 at the Western Cape Residential Campus. Forty-five young people from Aurukun, Weipa, Napranum and Mapoon, participated in three intensive days of visioning, action planning, problem solving, multimedia, music and dance workshops

facilitated by some of Australia’s leading youth service providers. The Youth Summit, facilitated by Rare Earth Foundation, is the front line of a robust, long term, sustainable youth service model that incorporates a coordinated, response from young people, communities, service providers, and local, state and federal government.

Minister for Aboriginal and Torres Strait Islander and Multicultural Affairs Glen Elmes attended the summit and was impressed with the rising generation’s vibrant vision for the future. “I had the privilege to participate in a session at the Western Cape Youth Summit at Weipa. The summit included 45 exceptional young

Indigenous leaders of the future from Weipa, Napranum, Aurukun and Mapoon,” Minister Elms said during an address to the Queensland parliament following the summit. “What blew me away was the unbounded enthusiasm shown by those confident, proud and articulate young adults. It was easily the most positive and uplifting thing I have

seen in my time as the minister and for many years prior to that. “Not anywhere would you find a more vibrant, switched-on group of young people who are so aware of the challenges facing their communities and who are so committed to participating in meeting those challenges. UU continued page 10

Community recycling up by 20 per cent THIS month marks six months since upgrades to the Evans Landing landfill came into effect, an important milestone in terms of the community working together to dispose of waste appropriately. During 2010 and 2011, $2.5 million worth of upgrades were made to the 30-year-old facility, including a new drop-off station – located next to the weigh bridge – with a number of different drop off points for paper and cardboard, aluminium cans, white goods, batteries and waste oil. The upgrades also included significant improvements to the site’s water management. The landfill’s overall environmental performance has improved since the upgrades were implemented, with a 20 per cent increase in the amount of recyclable material being disposed of at the facility. A major clean-up of illegally dumped domestic waste was undertaken earlier this year, and the offer of free disposal and degassing of white goods for the community commenced. “These upgrades have significantly improved the segregation of waste and recycling, and we thank the community for their efforts in adapting to the new waste disposal setup,” Environmental Operations specialist Tim Ryan said. Of course, there are other empty places in the world but no-one lives in them for good reason. We are not talking about the Sahara or Greenland where you need miracles to make a living.

Cape York is a rich sort of place and you could live almost anywhere, if you had to. I’m not just talking about living off fish and wallabies. The old mining camps did not have to exist for long before they attracted Chinese vegetable gardens. Travel around a lot of the world and you will find a productive village every five kiometres or so. We just never got around to it. I wonder if Europe was ever like Cape York? Back in the Stone Age, I suppose, they might have had families of hunter gatherers wandering through a limitless wilderness like the one we have on our doorstep. I know visitors are attracted to our wilderness, but how much do they see? As far as I can make out, most of them

don’t stray far from the roads or campsites. They rush from place to place tasting little samples of Cape York but don’t leave their trucks for long enough to glimpse the Stone Age. I suppose a landscape is much bigger when you are travelling on foot or horseback. Now there’s a business opportunity for us. Find some Europeans who want to leave their crowded countries for a couple of weeks, and take them from creek to waterhole to river slowly. They will pay a fortune for the privilege. We just have to stop thinking like Australians for a while and realise you don’t have to thunder up dusty roads for days at time. We’ve got enough Cape York right under our noses.

FOR the past two and half years Rachel Bradley and Terry Doyle have visited the indigenous communities of Cape York Peninsula each school holidays with their Doyle Family Fun Show Troupe engaging, entertaining and passing on their many and varied music, makeup and movement skills to children of these communities commissioned by AFL Cape York and the ‘Kids Living Safer Lives’ program. Around 18 months ago, after a suggestion from the

Unplugged music showcase, have created a lot of interest especially from non-indigenous people who marvel at the beauty that Rachel has found in these northern communities and Terry has captured. The program continues with the girls of Pormpuraaw and Kowanyama being added in the last week of June, giving a total of around 80 girls from 12 different communities being featured in a special exhibition/ cat walk fashion show to be held in Cairns later this year over the Festival of Cairns.

As a nurse working at the Aurukun PHCC I recently had the pleasure of meeting The Doyle Fun Show and I was amazed at the energy they brought to Aurukun. THE final round of public comment on the Federal Government’s plans to create the world’s biggest network of marine reserves has begun. On June 14 Federal Environment Minister Tony Burke announced the details of the government’s proposed network of marine reserves which - once proclaimed under national environmental law - will increase Australia’s marine reserve network to cover more than a third of Commonwealth waters. The Director of National Parks this week published a notice in the Australian Government Gazette inviting members of the public to comment on the marine reserves proposal.

Mr Burke said the Federal Government has conducted a long and detailed consultation process in developing the ďŹ nal proposed network of Commonwealth marine reserves, consulting with thousands of people at more than 250 meetings. Australia’s national environmental law requires that one more round of consultation occurs before the marine reserves network can be proclaimed. The 60-day public consultation process will be conducted by the Director of National Parks and will close on Monday, September 10, 2012. At the conclusion of this 60-day consultation, the Director of National Parks is

required to prepare a report for the Minister detailing the comments he has received and his advice on those comments. Mr Burke said the government has worked with communities to, wherever possible, avoid having an impact on local jobs and people who love to ďŹ sh. “We want our marine reserves network to support a sustainable future for our marine environment and ensure our oceans stay healthy and productive, as well as ensuring that Australia leads the world in marine protection,’’ he said. THE Queensland Boating and Fisheries Patrol has warned recreational fishers of the effectiveness of The Fishwatch Hotline after a successful operation in the Daintree area. Port Douglas-based QBFP field officer Warren Egling said three recreational fishers were fined for an early morning catch after a community-spirited member of the public blew the whistle on their crabbing and fishing offences. “We were able to respond quickly to that report and as a consequence, issued $2300 in on-the-spot fines,” he said. Two patrol officers went to the site reported and carried out a search, finding a quantity of mud crabs with their carapace removed, female mud crabs and undersize fish. A number of unmarked crab pots were also found to be in use. One offender was served with $1300 worth of Fisheries Infringement Notices (FIN) for having in his possession crabs with their carapace

removed, female mud crabs, undersize fish and using unmarked crab pots. Offending recreational fishers can expect the following FINs if QBFP catch them doing the wrong thing: take or possession of undersize fish and crabs ($400), possession of crabs with carapace removed ($400), possession of crab claws without the body ($400) and failure to mark crab pots as required ($500). “Recreational fishing rules for crabbing require that floats are to be marked with your name and the apparatus marked with name and address,” Mr Egling said. “If no float is used then the rope must have a tag with the owner’s surname on it at the point of attachment to a fixed object.” If you suspect illegal fishing do the right thing report it to the Fishwatch hotline on 1800 017 116 as soon as possible. Deepest gratitude I CANNOT express my gratitude deeply enough to the kind people of Weipa involved directly with myself, my family and of course my wife Anita who peacefully passed away in the care of the nurses at Weipa Hospital on July 7, 2012. Firstly I would like to thank the doctors, nurses, carers, paramedics and staff at the Weipa Hospital for not only their long-term care of Anita during her decline, but for the last couple of harrowing weeks that Ann fought bravely, but sadly lost her battle with illness. The care she was afforded at the hospital was simply outstanding and carried out in a highly professional manner. This allowed Anita to maintain her dignity and rest comfortably in her last weeks. The consideration shown to myself and family during our vigil was second to none. These people are my real heroes. I wish to thank my employer, Rio Tinto Alcan from my managers down, crew leader (Ral), my team mates, and support officer (Ton) for the understanding of our situation and the “family comes first� attitude. I am proud to be part of this team.

Students experience the working world IN the week prior to the June/ July school holidays Western Cape College Year 10 students participated in work experience. Mrs Michelle Buchholz, WCC job placement officer, said every student in Year 10 was involved in the experience. “Work experience is an important part of the WCC’s P-12 career development framework and all 56 students were able to experience the world of work – many for the first time,� Mrs Buchholz said. “It is also a good opportunity for businesses to trial students.� Mrs Buchholz extended her appreciation to Rio Tinto Alcan, Weipa Cabinets & Building, Carpentaria Contracting, Napranum Pre-School, Napranum Council, Woolworths Supermarket, Sodexo, GG Contracting, Weipa

RUNNING will not only help you out in situations that could be less than beneficial to you, like in the movie Forest Gump, but can also help you to improve your health and well-being in so many ways that people have written books about it. Running is very simple to learn, and it works one step at a time. The only way to run one, three, five or 10km, is to do it. And if you are just starting out, let me give you a few tips how to get there. Get the right shoes Having the right shoes for your feet and build is essential otherwise you may do more good than bad. It is worth investing in a good quality running shoe and changing them over every 800 – 1000km. You may be rolling in or out and need individual support for your feet. You can talk to a qualified staff member at the store, see a fitness trainer or a podiatrist, who should be able to help you identify if you should look for extra support in your shoes and guide you to find the right fitting shoe for you. Start slow with low mileage If you’ve never run before, start with 100m running, 100m walking for no more than 3km. Let your body get used to new breathing patterns and movements. Allow yourself to be slow and concentrate on your technique, which means to roll your feet completely on the floor and imagine yourself really light and fluffy, which helps you to relax the muscles and puts less stress on your joints. Never stomp one foot in front of the other, as you are more likely to fall and the impact on your joints will be too much. Increase mileage slowly When you can run 1km in one go, start increasing your mileage slowly. Stay with whatever you have achieved

for one or two weeks before increasing the mileage. After running 2-3 km for a while it’s safe to increase the mileage up to 5-6km. Have times for rest Running every day may not be beneficial to your body, nor to the improvement of your running skills. Giving your body rest-days (or even weekends) will help you to get stronger and faster easier. Going for a swim is a great counterbalance for a run. Stretch and strengthen I cannot stress enough how important it is to strengthen your midsection, and knees while you are increasing your running load to prevent injuries and problems with your back and knees. Make sure you keep stretching your hamstrings, quadriceps and calves very time you run, at the very least. I would even suggest allowing time for stretches on a daily basis. This will help you to prevent injuries and keep you more mobile. Releasing your shoulder muscles through stretching will be beneficial as well. Hydrate Drinking water and staying well hydrated before and after your run will help your muscles to stay flexible and work efficiently. I suggest starting to drink two to three hours before your run. Have only one glass at a time. Gulping large amounts of water just before a run is less beneficial as it will be heavy in your stomach. Eat nutritious Minerals and vitamins are important for everyone but when you start exercising and sweating more you can help your body to work more efficiently buy fuelling it correctly. Have lots of fruit and vegetables, nuts and seeds and make sure you vary colours and eat a balanced diet.

Brighten up your winter by attracting native birds WINTER may have hit Western Cape, but that’s no reason to let drab weather get you down or stop you from enjoying the great outdoors. Add a bit of colour to your life this dry season by encouraging Australian native birds, like the Little Friarbird, to visit your garden. Backyard Buddies (a free program run by Australia’s Foundation for National Parks & Wildlife) wants you to know that attracting birds is a lot easier than you think, and extremely rewarding to boot. “Little Friarbirds are honeyeaters that will be heading north this winter in search of food and warmer weather. In the north of Australia, Little Friarbirds are locally nomadic and travel from place to place in search of flowering Eucalypts, Melaleucas, Grevilleas and Banksias,� said Ms Susanna Bradshaw, CEO of the Foundation for National Parks & Wildlife. “Little Friarbirds are great backyard buddies for your garden as they pollinate many native plants. They also eat insects and help keep your bug numbers down, the natural way.� “There are a lot of simple things you can do to turn your backyard into a thriving environment that provides food and shelter to native birds like the Little Friarbird,� said Ms Bradshaw. “Winter is a great time to plant natives in your garden. Planting now will give native plants a chance to establish themselves

Little Friarbirds are very protective of their young and will even chase away much bigger birds, such as Magpies, from the nest,� said Ms Bradshaw. How to encourage birds to your garden: • Provide a bird bath or container of water for birds to drink, bathe and play in. Keep it clean and the water fresh. • Position your bird bath near dense shrubs so that birds have somewhere nearby to hide if a cat or other predator appears. • Keep cats indoors or install a cat run so that your cat can go outside without harming birds. • Avoid using pesticides or chemicals in your garden, as a bird that eats a contaminated insect could become sick or die. • Ask for local native Eucalypts, Melaleucas, Grevilleas or Banksias at the nursery and plant them in your garden to provide food and shelter for native birds. • Include plants of many different heights and densities in your garden to encourage lots of different kinds of birds. Small birds like ďŹ nches, for instance, prefer densely planted, spiky shrubs and understory plants to hide in.

“Those young people are a clear demonstration of willingness and ability to take responsibility for leadership within their own communities,” Minister Elmes said. “In attending the youth summit, it was my pleasure to see the brightest hopes for those communities all in one room. I place on record my appreciation to the organisers, the Rare Earth Foundation and local departmental officer Bettina Rosser who participated in the summit.” The main identified actions from the summit where: 1. Creation of Youth Councils 2. Develop Youth Centres 3. Full time male and female youth workers 4. Youth strategy and action plan for the region 5. It has been recommended two young people from each youth council will come together to form a Western Cape Youth Council that will work with regional service providers and the government to support the development of youth programs in each of the four communities. Sunday afternoon footy produced a cracker of a game between the Dragons and Sharks down in cold Wollongong, with the Dragons winning in the dying stages to keep their season alive. The Titans also experienced some cold weather in the nation’s capital at Canberra with the Gold Coast boys too sharp for the Raiders in slippery conditions. Monday nights game saw the Rabbitohs hop away from the Roosters with no crow in the dying minutes. The Northern Pride and Souths Logan travelled to Mt Isa for their Queensland Cup game and taking the game to a regional area was a great success. Neither team let the big crowd

Well management celebrated another year in the business this week, and once again I excelled in my underwhelming preparation, and failed miserably in delivering any sort of decent birthday bash. I mean what does she expect? A present? A cake? A card? No. None of the above forthcoming. You would think I’d learn the lesson after the last couple of birthdays have come and gone and seen me end up sleeping in the dog house for a few days thereafter. I have to remind myself that if i order something online two days prior to the event it won’t be seen in the Weipa GPO until closer to Christmas. But yet, I do not have a memory like an elephant, and each year I run around the house, much like a gold fish swims around in the tank, surprised at every turn at what I find, and run into the same old rock that sits in the way. It gives me no comfort this week to think that many, if not all, of the wives in Weipa are reading this and Page 16 Western Cape Bulletin

nodding saying “its so true, why don’t they learn?” Fact is ladies, we will never learn. There is a small part of our brain that has mutated over the years, and the theory of evolution has seen fit to positively select only those members of the male species that just can’t remember birthdays. And those rare ones that do in fact remember don’t know what on earth to do with the information. So for those of you that saw me at woolies at 5.30 on Monday afternoon with the kids in tow, smiling politely at all and sundry and carrying an arm full of candles, cupcakes and randomly selected birthday cards, looking like I was lost…you were right. I was lost. It has to be said though, its amazing how many credit points you can win back if you play the cards right with the kids and bumble through with them in charge of the situation. The random card comes up a treat with a bit of well placed grade 1 writing scribbled all over it. July 18, 2012

Cowboy force too strong for mighty Storm What a turbulent round of NRL and some of the results would of had our budding tipsters staring into the wilderness and scratching their heads. Jonathon Thurston and Kane Linnett of the Cowboys certainly turned on some champagne footy to glide past the mighty Storm in style. With no Billy Slater, due to a knee injury, the Cowboys certainly did outclass the Storm boys and are just warming to the task of entering the top four. Round 19 results was a round for the unexpected. On fantastic Friday night footy the Broncos and Warriors played a thriller with the Broncos holding out a very fast finishing Warriors to win in the final minutes. The Bulldogs extended their winning streak to seven games by outclassing the hapless Eels. The upsets started on Saturday with the Knights handing out a footballing lesson to the reign-

down with some thrilling footy. and the Northern Pride won the game with a penalty goal after the full-time siren. Also in Mt Isa following the Q Cup game there was a very special match held with a Cape United team taking on a Queensland Outback side. Let me just say it was very entertaining, with some blockbusting hits and magical individual tries to these

talented country footballers. The Queensland Outback team won the game but the Cape boys should very proud of themselves, and I’m sure in the future the results will turn around. INDIGENOUS Sports and Recreation Officers from PCYC around Cape York and Far North Queensland recently attended a conference in Cairns. Held late last month, the PCYC Indigenous Sport and Recreation Officers Program conducted their first ICSROP Conference to discuss the Indigenous Community Sport and Recreation officers program in the remote locations. Those in attendance included John Tabuai from Mapoon, Harry Mooka (Pormpuraaw), Michael Morris (Kowanyama), Darryl Lighting (Mossman), Daly Ambrym (Yarrabah), Katrina Rapson (Normanton), Douglas Huen (Coen), and Deanne Macumboy (Lockhart River). “This program has been managed by PCYC for the past three years. other stakeholders in their communities to gain a greater outcome for the benefit of their relevant communities,” said Cairns-based Sarah Addo the PCYC ICS&RO Program Operations Manager. “At the conference we were able to discuss what worked, what didn’t work and how we can improve so there would be a way forward. “All sport and recreation officers had their issues and concerns to table but besides that they were able to share good news story of success stories each delivered a power point presentation to demonstrate that success,” Ms Addo said. The conference incorporated training so that sport and recreation officers were advised on the importance of policy and procedures governing their employment and their role as the community sport and recreation officer. “Overall it was a success with PCYC funding being extended to September 30, 2012 and the sport and recreation officers are ready to kick as many goals that they can in this period,” Ms Addo said.

Weipa soccer games resume WEIPA Soccer Club enjoyed their first games back after the school holiday break with a good turn out in the younger divisions. Senior sports carnival this week claimed a few older players with sore ankles and legs. Soccer now breaks for two weeks with the next games being August 4. Kowanyama and Lockhart River set the Cape Cluster pace ROUND one of the Albatross Bay Resort Cape Cluster Competition kicked off in front of a very large crowd in Weipa. The results of the 1st round show how close every team is, and I think any team can win, it’s just who performs the best on the day. Kowanyama have continued their unbeaten run but some good form from Coen, Lockhart River and Natives will provide some very stiff opposition I must say Raiders, Aurukun and Pormpuraaw have really improved and it will go down to the very last game to see who makes the top four.

There was plenty of fast-paced action in the junior dirt kart races during the Enzed Hose Doctor Top End Dirt Kart series.

THE third and final round of the Enzed Hose Doctor Top End Dirt Kart series was held on Saturday, June 30 at the Weipa International Raceway, and by all reports it was some of the best racing conducted at the track so far this year. Although numbers were down due to school holidays, the best drivers were on track to provide the entertainment and to keep the spectators happy. Up on the Wenlock River ďŹ shing has been slow, but the crabs have been okay down towards the mouth with some good captures being recorded. Up above Stones Crossing the Barra have been slow but the Saratoga have been hitting lures, and don’t forget to put your opera house traps out with some nice cherabin being caught. A little closer to home there have been some good catches of Bream under the Adoom River bridge for the bait soakers. Evans Landing is still ďŹ shing well at night with some big Queenies getting hooked, but very few landed. Any live bait that hits the water here gets eaten by something big. I had a customer go there with an 80lb hand line and then come back the next day to get a 150lb hand line because the

IT’S been a busy week in the shop with lots of people coming through, but reports have been scarce. The winds blew for most of the week but when they died down the boats that headed offshore found some quality ďŹ sh. The surface fish are still about but you need to ďŹ nd the bait schools to ďŹ nd the predators that feed on them. Dave Donald took a crew out to get some excellent bottom fish on lures and bait. Their catch mainly consisted of Fingermark and Dave’s clients couldn’t stop talking about bent rods and lost fish...and they will be back next year to do it all again. Jason Owens was another guide to hit pay dirt for his customers with good bottom ďŹ sh as well.

Learn the art of fly fishing at Peter Morse casting school PETER Morse the presenter of the fly fishing program and video series Wildfish will be in Weipa on the weekend of July 28 and 29 and will be conducting a flyfishing school at the Merluna Place park, Trunding starting at 8am on July 28. Peter has written a number of must have books for fly fishers including Fly Fishing Fundamentals and is Australia’s best-known fly fishing writer, with a number of books and hundreds of articles to his credit. He is also a master casting instructor accredited by the World Fly Fishing Organisation and holds fly casting schools all over Australia, so if you have ever thought about giving fly fishing a go this is the best time to give it a try. The aim of the two-day program is twofold: 1. To have participants casting a lot better than they could at the beginning of the day and to leave the participants feeling much more confident about being able to go fly fishing successfully. 2. To leave participants with some capacity to analyse their own casting, and their friend’s casting when things go wrong. “There will be lots of casting. Casting is at the heart of fly fishing, if you can’t cast a fly you’re going to struggle to fly fish,� Peter said. “Good casting has some ba-
