Crackdown on irresponsible dog ownership ESCALATING complaints to Weipa Town Office about animal control issues and reports of attacks by dogs over the past two months has prompted the Weipa Town Authority (WTA) to take a hard-line approach to dog ownership in Weipa. Following last week’s monthly meeting the WTA endorsed a heightened focus by staff on local laws relating to dog ownership; those of registration, excess numbers of animals at residences, suitability of owners to ‘house’ more dogs than prescribed by the local laws, treatment of dogs, declaration of dangerous dogs, and assessment of permit holders’ residences. WTA chairman, Peter McCulkin said that one of the key environmental goals in Weipa’s Community Plan 2012-2022 is to ‘improve animal welfare’. “The Weipa Town Authority (WTA) has been elected to make decisions on community safety. At the moment there are serious issues to address in relation to dog welfare and related community safety right across Weipa,” Mr McCulkin said.

Permit crackdown to improve animal welfare UU from page 1 “This is not a focus on responsible dog ownership, but on those owners that show a scant regard for their neighbours, their animals and the local by-laws.” The WTA will conduct a complete audit of dog ownership in the coming weeks to assess the current situation, with numerous residences already identified as not complying with the local laws, either through no registrations, no permit for extra animals or unsuitable amenities. WTA local law allows a maximum of two dogs per house and one dog per unit/flat, and a permit may be granted for one additional dog per house or unit/flat. The cost of additional dog permit assessment by the local laws officer has in the past been financed by ratepayers, however from this year the cost of assessment will be met by the dog owner. “There are increased fees this year for permit assessment for more than the prescribed number
of dogs at a residence, with the fee being full cost recovery for assessment by the local laws officer,” Mr McCulkin said. “This will involve an audit of the property, the owner and the animal/animals to be permitted. The permit system allows for discussions between the neighbours adjoining the applicant and the local laws officer, along with ongoing auditing by Town Office.” Mr McCulkin pointed out that responsible dog owners should have no issues with the new auditing process, however non-compliance when detected would result in action by Town Office. “This is a ‘line in the sand’ that needed to be drawn by the WTA, as none of the members wish to see more serious consequences of attacks by dogs in town. This is clearly not a negotiable position with Town Office staff,” he said. For new residents, WTA staff can assist with details of the local by-laws as they relate to animal ownership.

Especially at weekends when real news is suspended and goes off to the beach for a barbie, and the dreaded sporting mafia take over the airwaves. That is enough to drive me to Al Jazeera in search of some intelligent news to watch. Still, sports weekends are a delight compared to the wall-towall oozing we have to put up with during the Olympics. So, one muscular Australian with hands like dinner plates can swim faster than his apparently identical colleague - who cares? And it is really necessary to interview them? They did not win their medals for their debating skills or analytic appreciation of modern life (although some of them are smarter than the sports reporters).
I swear I will throw up if I hear one more reference to an athlete as ‘a hero’. Yes, I know he has been getting up at five in the morning for the last 10 years to go running, jump on his bicycle, dive into the pool, or whatever, but that does not make him a hero. Except to the Australian media. Think of what a hero really is. Think of our soldiers, for a start. They may have stayed in bed until six-thirty every morning, but during our wars they did real things and made real sacrifices for all of us. And the dedicated people in our own communities who dedicate their lives to caring and protecting the rest of us. They are real heroes and deserve to be interviewed. Just not by sports reporters.

A taste of university life TWO Western Cape College Year 10 students, Tom Lankester and Jacob Currell, accompanied by WCC head of special education services Nicole Dearling, participated in the first James Cook University (JCU) Residential Experience, held at JCU’s Townsville campus from Monday, July 2 to Friday, July 6. The experience was fully funded by JCU, and was designed to raise awareness of university life, as well as the many possibilities available at university, including available courses and subject areas. Participating students got to sample what it’s like to study different subjects in each of the four JCU faculties; science and engineering, medicine, health and molecular sciences, arts, education and social sciences and law, business, and the creative arts. Activities requiring the students to work with other participants as a team also allowed the students to meet new friends, and share their learning experiences. “It was fantastic; both students participated well and enjoyed the experience,” Ms Darling said. “It was beneficial for them to see how university works and the skills, independence, and dedication it takes to get there, more students would definitely benefit from this experience”. Both students were keen to share the experience, and what they took away from their week at a university student.
Jacob Currell What were your three favourite experiences during the JCU Residential? Catapult making because it was interesting trying to make the catapult and then see if it worked. Uni doors open to more regional and Indigenous students UNIVERSITY enrolments by regional and Indigenous students have increased to record levels, reversing an historical trend that has often seen them locked out of higher education. The Minister for Tertiary Education, Senator Chris Evans, said annual figures showed some of the greatest increases in student numbers were by those from disadvantaged backgrounds. “We are increasingly tapping into the potential of all Australians, not just the privileged, and developing the talent that will
drive high skilled and productive industry in Australia,” Senator Evans said. Commencements for students from low socioeconomic status backgrounds increased by 3.3 per cent to 56,710, while total enrolments of low SES increased by 26,456 since 2007, or 23.9 per cent. In 2011, a total of 5,381 Indigenous students commenced a university course, an increase of 6.1 per cent from 2010. Since 2007 the number of Indigenous students studying at university has increased by 2,437, or 26 per cent.
Regional and remote student commencements also increased. Total enrolments increased by 24,427 students since 2007, or 17.4 per cent. “Limits on student places meant many talented young people missed out on the opportunity to realise their full potential,” Senator Evans said. “With the restrictions on student numbers removed we are now seeing young people from rural and regional Australia, from migrant backgrounds, Indigenous people and those from low socioeconomic backgrounds, taking up the

opportunity to get a university qualification. “These figures show the reforms are helping record numbers of regional and Indigenous students reach their potential while resourcing the economy with the highly skilled workers needed to meet the challenges of tomorrow.” Commonwealth expenditure on higher education - through funding for teaching and learning and for research - is projected to increase to $14 billion in 2013, up from $8 billion in 2007.

VPG disappointed with funding cuts VOCATIONAL Partnerships Group (VPG) acting CEO Maryanne Tranter has expressed her disappointment at the recent decision by the State Government to axe the Skilling Queenslanders for Work (SQW) funding initiative which has supported vulnerable young people across the Tablelands, Cairns and Western Cape for more than seven years. “To say we are surprised by the decision is an understatement. “Premier Campbell Newman made a commitment during the election campaign to a SQW representative that providers would be given the opportunity to be a part of a consultative process so we could demonstrate just how much we had achieved supporting young people into employment over many years.” Ms Tranter said. VPG management committee chairperson Ms Tamilyn Brennan said the not-for-profit organisation offered real solutions for young people who simply did not or could not fit into the schooling system.
“VPG’s staff have the empathy and commitment to do the hard yards and now I want to ask the Premier who is going to provide this in the future in our region?” “Many of these young people cannot go anywhere else, and with this funding gone many will end up disconnected from society and their future is far less clear”.
VPG acting CEO Maryanne Tranter.
Since obtaining funding for SQW programs, VPG has helped more than 1000 young people to prepare for work and obtain employment linked to further study which was designed to establish a career and a solid future.
From the Chairman Peter McCulkin, Weipa Town Authority Chairman
AS seen on pages one and two in this week’s edition of The Western Cape Bulletin, the Weipa Town Authority (WTA) has been placed in a position where there needs to be action on the issue of dog control in Weipa. There are simply no more “ifs, buts or maybes”; a conscious decision had to be made to reign-in out of control dog ownership. Unfortunately the wider problems of registration, savage dogs and excess numbers of dogs on Page 4 Western Cape Bulletin July 25, 2012

premises without permits seem to exist as a result of current hunting practices of a minority of dog owners in Weipa. It is unfortunate that a popular sport is being ‘stigmatised’ by a small number of irresponsible dog owners. The local laws are pretty clear on the subject of dog ownership; fines can and will be imposed for infringements along with any necessary follow-up action through the Magistrates Court. There are no grey areas as suggested by some
“With a success rate across all programs approaching 90 per cent our organisation was about results and not wasting tax payer’s money” Ms Tranter said. “Whilst we understand the need to rebalance the budget, we would ask that the State Government take another look at the results our programs were achieving and help us to determine how we can continue to support these kids,” Ms Tranter continued. “The LNP has made a commitment to reducing unemployment to four per cent in six years. A regional approach is necessary and we believe that we are part of the solution.” Unless VPG can access funding from another source their programs will finish up at the end of December. “Consequently more than 187 young people annually will lose access to dedicated and committed staff from our organisation that have made a real difference to the lives and futures of young people over recent years”, Ms Tranter concluded.
local ‘bush lawyers’; it is black and white, with the WTA having full authority to enforce the Local Laws. The same issue exists with the unregulated use of quad bikes in and around the green belts inside town boundaries. WTA relies heavily on strong Police action to address the ever growing number of complaints. I am hoping that this will be the very first and last time I will need to mention both these issues in my fortnightly update. It is unfortunate, but has resulted from increased complaints from residents about dogs and quad bikes along with several savage attacks by dogs in recent weeks.
I look forward to getting back on a positive note next edition to outline progress with the Weipa Community Plan and feedback from the recent Youth Summit. Please keep the evening of Tuesday, August 7 free, as this will be the first “Weipa Town Authority Community Forum (Our First 100 days)” in over eight years This will be an opportunity to not only bring your issues to the forefront but also receive an update from WTA on issues affecting the town. The forum will commence at 6.30pm in the WTA Council Chambers.

ABS Indigenous health survey largest ever The Australian Bureau of Statistics (ABS) has started the largest Aboriginal and Torres Strait Islander health survey which will improve the knowledge of the health issues affecting this group of Australians. This survey will expand on the 2004-05 survey by increasing the number of participants by 30 per cent, collecting new information on exercise, diet (including bush foods) and measures of cholesterol, blood glucose and iron. For the first time, the ABS will directly measure obesity and blood pressure levels, as well as nutritional status and chronic disease. By combining the self-reported information together with the biomedical samples, a more-complete picture of the health of Aboriginal and Torres Strait Islander peoples will be available. Importantly this will provide some information about the level of undiagnosed conditions, such as diabetes.
While the biomedical component of the survey is voluntary, survey champion Cathy Freeman encourages people to get involved as: ‘you will be helping your family, your community, and future generations to live longer healthier lives’. The survey will be conducted over 2012-13 across the country in cities and remote communities to create evidence to measure progress in improving Aboriginal and Torres Strait Islander health and contributing to Closing the Gap in life expectancy. The first survey results will be released in September, 2013, and will be used by a wide range of Aboriginal organisations, health researchers, public health advocates, government, clinicians and community health organisations. Further information and detailed questions and answers are available on the ABS website at www.abs. gov.au/australianhealthsurvey
Rainbow bus visits Cape York communities

Minimal delays following Sea Swift breakdown SEA Swift has worked around the clock to ensure there are minimal delays for freight delivery into the Torres Strait, Northern Peninsula Area andWeipa following a vessel breakdown last week. The Newcastle Bay, mainly carrying goods bound for Weipa but also to the Torres Strait and NPA, broke down due to a mechanical failure about 200km north of Cairns a week last Tuesday, July 10. Sea Swift chief executive officer FredWhite said the shipping company responded immediately, notifying customers and suppliers within hours of the breakdown, and ensuring other vessels delivered the freight goods on board the Newcastle Bay. “ We i m m e d i a t e l y sent another vessel, the Endeavour Bay, up to the Newcastle Bay, which offloaded itsWeipa cargo while at sea, said MrWhite. “This cargo was delivered to Weipa on Monday with a slight delay, and the Endeavour Bay will continue to provide the freight service between Cairns and Weipa until the Newcastle Bay is back on board. Mr White said the Newcastle Bay also offloaded the majority of its Torres Strait and NPA cargo on to the Trinity Bay, which regularly services the Torres Strait and NPA. “This also meant the cargo bound for the outer Torres Strait islands was only delayed for around 12 hours, he said.
“I’d like to reassure our valued Torres Strait, NPA and Weipa customers that despite the breakdown, it’s business as usual. Dry freight on board the Newcastle Bay and to be delivered to the Torres Strait and NPA was towed back to Cairns, and placed on another vessel bound for Horn Island and beyond. “Our tug, Norman River, was used to tow the Newcastle Bay back to Cairns, and we will also use the Colossus to transport freight, in addition to the Endeavour Bay, while the Newcastle Bay is being worked on, Mr White said. “Staff at our Horn and Thursday Island depots worked through the night over the weekend to ensure delays were kept to a minimum, and we kept to our schedule as much as possible. “I’d like to thank everyone who worked so hard to ensure our customers continued to receive the best possible service from Sea Swift. “Also, I would like to thank our valued customers for their patience as we worked to fix the issue as quickly as possible. Mr White said the Newcastle Bay, which is currently being assessed and fixed, is expected to be out of service for a few weeks. “In the meantime, Sea Swift will ensure all customer orders continue to be fulfilled across the Torres Strait, NPA, Cape and Gulf region, he said.

Abstudy support safe for North Queensland FEDERAL Member for Leichhardt Warren Entsch has moved to reassure North Queenslanders that an attempt to abolish Abstudy support payments will not make it past scrutiny at a federal level. Mr Entsch said the narrow passing of the motion to scrap the financial assistance scheme, which took place at the LNP’s state convention in Brisbane at the weekend, came from someone in the Young LNP who had “no understanding of the value of Abstudy. “While the intentions were quite noble, this is not the way to go about addressing these concerns, Mr Entsch said. “I think it is important not to take this in isolation. We need
caught people unawares, coming up late on Sunday as the convention wound down, when many people had already left. “Clearly the majority didn’t understand the consequences, and it was only narrowly accepted. “It had not been scrutinised by the state minister or the federal shadow minister, which given the nature of the motion would have been appropriate. “Had that occurred, in my view it would never have been accepted as a motion. Mr Entsch said the convention soon realised the implications and moved quickly to introduce an emergency motion asking the Federal Coalition to investigate the “most effective and equitable mechanism to
Federal Member for Leichhardt, Warren Entsch says Abstudy support will remain.
to also look at the subsequent emergency motion which was put forward - and strongly supported - as a direct consequence of the first motion going through. I think that is more reflective of the real situation. Mr Entsch said the motion
close the gap in indigenous education and that was accepted comprehensively. “Abstudy is highly valued, particularly in remote communities, Mr Entsch said. “What this situation allows, if nothing else, is to provide some debate about the issue, and hopefully see some decisions that will give us better outcomes - particularly in looking at opportunities to help non-indigenous children in remote communities who in many cases are equally disadvantaged. “But the original motion in its current form, not having passed any of the rigorous scrutiny required, won’t get past first base. The community has no reason to be concerned.
New book inspires children to protect Dugongs THE secret world of ‘Dhyum’, a real dugong living in the Torres Strait, comes to life in a new book released this month. The creative mind of marine biologist Dr Mariana Fuentes wants to use the book to enlist Australia’s children in the fight to save dugongs from the multiple threats of coastal development, climate change, and environmental pollution. Launched at the 12th International Coral Reef Symposium in Cairns this month, Dhyum the Dugong author, Dr Fuentes from the ARC Centre of Excellence for Coral Reef Studies at James Cook University, takes the reader on a charming journey through the dugong’s life, from how they are born to how we can protect them. “The Torres Strait is known as the ‘dugong capital of the world’ because these seas have the greatest population of these
wonderful marine mammals, says Dr Fuentes, who worked closely with the Torres Strait Regional Authority (TSRA) and Sea Management staff while writing the book. “By telling readers about the lives of dugongs - such as what they eat, where they live and what harms them - the book aims to make young Australians more aware of the sea mammal and its vulnerabilities. In the book, Dhyum explains to children that “It’s very difficult for dugongs to escape from fast moving boats. In areas with lots of boats, dugongs can be hit, particularly if the water is shallow. He encourages them to “learn about dugongs so you can help to look after them. Find out where they live, how they move between places, how big their families are and how their numbers change

For example, knowing that seagrass - the staple food of dugongs - dies off when water is too polluted, can encourage the community to keep the ocean clean, Dr Fuentes says. She also explains current research into dugongs and how the scientific findings are being used to help local Torres Strait Islander communities develop their conservation plans. “By explaining that dugongs, like Dhyum himself, which was satellite-tagged in
Bingo – eyes down at 6.30pm 2010, to inform rangers and scientists how and where they move, I wanted to demonstrate the various ways dugongs can be studied. “One of the main reasons I wrote the book was to help children and the general public appreciate how we can use science to look after endangered animals, Dr Fuentes says. FEATURE STORY
Little show faces big challenges It may not be the biggest show on earth, but Gilmore’s Tropical Amusements certainly faces some of the biggest challenges on the planet to bring their show to the people of Cape York and the Torres Strait, writes Western Cape Bulletin publisher Corey Bousen... THERE’S no flash titles for Peter Gilmore, the boss of Tropical Amusements. “We’re showmen, mate. We’re fifth generation,” he tells me as he exits his executive office, namely the driver’s seat of his battered and well-travelled blue Falcon stationwagon. As Peter sits down for a chat around a collapsible table, under the tenuous protection from the elements of a flapping tarpaulin, you’ve just got to look at 63 year-old, and his younger bother Pat, 52, to know they’ve probably seen it all over the years. Look up the word ‘characters’ in the dictionary and you might just find a picture of the generously-sized duo. The brothers have spent their life travelling the show circuit across the length and breadth of eastern and central Australia (spending only two weeks a year at home) and have been making the journey up the Peninsula Development Road to Weipa, then onto the Torres Strait, for the best part
of two decades now. They’ve been visiting the Indigenous communities on Cape York Peninsula for 30 years. The brother’s Vaudevillian grandparents came to Australia from the United States at the turn of the 20th Century to perform on the Australian gold fields. They were part of a diaspora of Vaudeville talent that made its way to Australia and which built the foundations for the great Australian show that we all loved to visit as children, and continue to love as parents, but now accompanied by our own off-spring. The boys were born into life on the road as their parents continued the family tradition of working in travelling shows, doing school by correspondence and finishing up from study at the earliest possible age of 14. “We still had to work the same time we did our school work,” Pat says. The Vaudeville-inspired shows flourished in Australia for the first half of the 20th Century, but were swiftly put
out of business by the advent of television. “As TV came out, that was the end of travelling Vaudeville shows,” Peter says. But the side-shows that accompanied local agricultural shows managed to survive, and were sustained by bigger and better rides that would arrive from the USA every year. Rides with names like: Dodgem Cars (an eternal favourite), The Octopus, Gravitron, The Cha-Cha, and of course, the mighty Hurricane. Speaking to The Western Cape Bulletin after a quiet, first week on Thursday Island that coincided with the end of school holidays, the Gilmore brothers had just finished their sums, comparing takings with the expenses incurred. “It’s been very marginal,” Peter admits. But even when the crowds are good, the Gilmores must also deal with the challenge of finding workers with the talents and aptitude for living and working on the road. With a staff of 18, including the brothers,
SWINGS AND ROUNDABOUTS: Lifelong showmen Pat (left) and Peter Gilmore during their recent two week stay on Thursday Island.
the draw of the show life is far diminished from the hey-day. “The glamour is not there like it was 40 years ago,” Peter says. “Once it was a great thing to travel [by rail] on show trains” across Australia. “Now it’s nearly impossible to get help, particularly the kind of showman who can do grandstanding - and that’s what it’s all about,” Peter says. Staff accommodation is basic.

A Complete Power Black Out of the Lorim Point Power Station is required to conduct essential testing and maintenance. Rio Tinto Alcan Weipa apologises for any inconvenience this may cause.
The areas affected are: Rocky Point, Trunding, Nanum, Golf Links, Evans Landing, Lorim Point, Napranam, the Airport and mine (i.e. all areas fed from the Lorim Point power station)

“There are three caravans, which are usually for the married couples. If you’re single, like me, you get a tent,” Peter states with a grin. When asked the greatest performers he’s seen during his 63 years on the road, Peter smiles when he thinks of his favourite singers and musicians: Slim Dusty, Chad Morgan and Tasmania’s Athol McCoy. A bit closer to home, Peter also fondly recalls
his oldest brother Joe, now passed on, who had a show called the ‘Box Fan Review’. Despite the glamour being long faded, there still remains some advantages for the adventuresome few who take a job with the travelling show. “ We g o t o s o m e places you can’t get into unless you’re part of the show,” Peter says. “We get to see a lot of things the average person doesn’t.”
Being born into the travelling show business, the Gilmore brothers may not have had a choice in what career they ended up in but there’s certainly now doubt that they do a job they love, despite the many hardships and challenges. “God willing, we’ll stay as long as we can on the road,” Peter says as I walk to my car and he gets back behind the wheel of his executive office.
13 weeks – 12 ‘turnouts’ TROPICAL Amusements is currently more than half-way through what the Gilmore’s call the “Cape, Gulf and Island circuit”, which it follows every year, with a few changes to the itinerary as required. “We kick off in the first week of June, and the circuit runs for about 12 to 13 weeks, and we stop at 12 places,” Peter Gilmore explains. In the lingo of the show business, the boys in 2012 have already completed “turnouts” (stops in towns in which they’ve operated) in Pormpuraaw, then Aurukun before setting up for Weipa at the end of June. From there the show travelled to the Northern Peninsula Area (NPA) of Cape York, where the show is packed onto barges and travels over to Thursday Island, where it has just completed a two-week turnout. From Thursday Island, the boys were due to travel to Warraber Island between (July 17-20), before spending a week on Badu Island (July 20-27).
The show is then put back on the barges and heads back to the NPA, from where it will travel back down the Peninsula Development Road to Kowanyama (August 10-12), then over to Borroloola in the Northern Territory (August 15-17) then back to Doomadgee to coincide with the rodeo there on August 24-25 – and that concludes the circuit. From there the show heads south to the Riverina show circuit in NSW and then over the border to Victoria’s Gippsland. “I come home to the town of Young at Christmas time and do the Young Cherry Festival. It’s the last thing we do for the year”. Peter then indulges himself with two weeks off over the Christmas/New Year period, before it starts all over again. “The show circuit starts in the second week of January in Pambula and from there we head north, zig-zagging across” the eastern states, says the showman, who does 45 turnouts a year. We’re always moving,” he says.

Look after your heart – it’s never too late to change your ways
Queensland Depots: Humbug Wharf, Weipa 24 Tingara Street, Portsmith
HEART disease, also called cardiovascular disease, kills more Australians per year than any other disease. This is only part of the story as cardiovascular disease is also a major cause of illness, which can be debilitating and affect the sufferer’s quality of life. Causes of cardiovascular disease: • Age •Chemical absorption through water, foods, skin and air • Family history of the disease • Smoking • Lack of exercise • Being overweight • Excessive alcohol consumption • Poor diet Heart or cardiovascular disease is a relatively new occurrence, with the first heart attack described only 100 years ago. In 1980 the first statin (cholesterol lowering) drugs were developed and there is a growing number of the Australian population starting to take these drugs. (1) In May this year it was reported in the British press that more than eight million adults are already taking statins, with some experts predicting that one in four will soon be taking the drugs for life. So the fear of the disease is growing but the affected population and deaths are increasing

WE go on now to Mark Ch 13 and verses 1-2 where the disciples of Jesus showed him the greatness of the Jewish Temple, that was built out of huge stones and gave the impression that it was going to last for a long, long time. The disciples must have been astonished when Jesus replied that not a single stone will be left in its place, but every one of them will be thrown down. Sure enough, when the Jews went up against Roman rule called the Jewish Revolt, the Roman General Titus smashed and burnt the Temple to rubble in 70ad, about 40 years
steadily. Some experts even go so far, that they suggest that everyone over 50 years of age should be taking cholesterol lowering drugs and that the benefits of the drugs outweigh the side effects of depression, muscle weakness and diabetes. (2) I don’t know about you. But I think I would rather stay off them without depression muscle weakness and diabetes, thank you! Heart disease is potentially avoidable, preventable and maybe even reversible. It’s never too late to change your ways. If someone in your family has suffered this disease you are aware of what implications it has and you may need to be particularly careful not to end up in the same situation. Most of the risk factors for heart disease can be reduced by following a healthy lifestyle. In essence, this means not smoking, doing plenty of physical activity, maintaining a sensible weight and choosing a healthy and natural diet. after Jesus went back to heaven. When the fire raged, it melted the gold from the Temple furnishings and the gold ran between the huge stones, and the Roman soldiers had to turn over each huge stone block to get at the gold. As Jesus prophesied, “Not a single stone here will be left in its place; every one of them will be thrown down.” The destruction of the Temple, (it was the second one; the first was built by King Solomon (1 Kings Chapters 5,6 and 7) and destroyed by King Nebuchadnezzar in 587bc), let the Jewish spiritual people
know that God is more impressed with the holy character of people than beautiful impressive buildings that they worship in. As we learned in an earlier message from Tribal Bible, the Temple leaders were well short of the mark when it came to honest dealings with the ordinary worshippers, something God doesn’t like. Next week we will learn how the destruction of the Temple set the scene for the teachings of Jesus about the new “Sacred Temple”. The Lord knows the end from the beginning. – Rev Michael Connolly

PUZZLES
CROSSWORD No. 108
SUDOKU No. 108
Your Lucky CANCER (June 22nd - July 23rd) You may be considering the idea of going on a diet. Make sure to do your research: you may need to wait for a couple of weeks until you start if you want the effects to last. Romance. The Moon presently in your sign will make this an excellent time for an intimate discussion. Don’t let nerves get in the way of saying what you want.
LEO (July 24th - August 23rd) Don’t be so keen to make a decision that you miss an important detail. You will need to take some time to consider all of the options before proceeding. Romance. Don’t let your partner nag you too much. This time, a firm stance may be more effective than just giving in.
VIRGO (August 24th - September 23rd)
FOR KIDS
Try not to bring up any topics which have caused problems in the past. It is not worth opening up old wounds: leave the past in the past. Romance. Don’t allow money worries to come between you and your partner. It is possible that you will have to make some difficult compromises: there will have to be a little more give-and-take.
LIBRA (September 24th - October 23rd) Your powers of intuition will be working well this week. The solution that you are looking for will come more easily if you don’t try too hard to analyse the situation and just let the answer find you. Romance. Your ability to influence the people around you will help you to get what you need. Make sure that you are subtle, however: pushing too hard could have the opposite effect.
SCORPIO (October 24th - November 22nd) You may need to be a little more flexible. Your present problems will not improve unless you are able to “change tack” a little. Trying to see things from someone else’s eyes will give you a better perspective. Romance. This will be a very good week for romance, provided you don’t lose patience with your partner. Be open and communicative and make sure you’re giving them the attention they need.
SAGITTARIUS (November 23rd - December 21st) Your partner may want to go somewhere that doesn’t interest you. A compromise will be easy, so long as you are flexible. The result will benefit both of you in the long run. Romance. You will have a good week for romance. However, an unresolved issue could make problems if it is not swiftly dealt with.
FINDWORD No. 108 A LAUGH WITH LOTSA
CAPRICORN (December 22nd - January 20th) You may become a little insecure because of something that your partner says. Don’t let it affect you too much however: they have your best interests at heart. Romance. You will become very frustrated if you don’t get what you want. You will be unwilling to compromise, even on the details. You may alienate someone close to you.
AQUARIUS (January 21st - February 19th) Ceres is in good aspect this week, so you may want to “nurture” your partner a little more than usual. Perhaps this week would be a good time to suggest a trip. Romance. Don’t promise your partner anything unless you are sure that you can deliver the goods. They will see right through insincerity.

MUDDY RIVER
PISCES (February 20th - March 20th) You may need to give in a little more than you would like. Don’t allow yourself to be too stubborn: you will need to compromise on an issue that is very important to you. Romance. Your love-life is going well in general at the moment, but this week will be a little slack. Don’t worry if you are feeling a little bored at the moment.
ARIES (March 21st - April 20th) A person that you have never spoken to before may seem to know something about you. This will be worth exploring further. Romance. You will be in a very serious mood this week. This will be a good time for making any important decisions which you have been uncertain about. You will be able to think very clearly.
TAURUS (April 21st - May 21st)
QUOTE OF THE DAY Love doesn’t make the world go round; love is what makes the ride worthwhile –Elizabeth Browning Page 14 Western Cape Bulletin July 25, 2012
SOLUTIONS No. 108
This will be a very good time for trying out new ideas. A suggestion which seems strange will actually be very practical. Keep an open mind and you may find out something interesting! Romance. A person whom you have not seen for many months will suddenly be back in your life. However, they may have changed in the interim.
GEMINI (May 22nd - June 21st) An extremely frank conversation with a friend will surprise you. You will be amazed at how much has been going on behind your back. It is essential that you not get too defensive. Romance. Don’t allow yourself to be put off course by an unkind remark. Any insecurity that you are feeling right now will pass soon.

PUBLIC NOTICES
Public Notice ENVIRONMENTAL PROTECTION ACT 1994 – Sections 51 and 52 ENVIRONMENT PROTECTION AND BIODIVERSITY CONSERVATION ACT 1999 – Section 103 NOTICE OF ENVIRONMENTAL IMPACT STATEMENT (EIS) URQUHART POINT MINERAL SANDS PROJECT The EIS submitted for the proposed Urquhart Point Mineral Sands Project by Oresome Australia Pty Ltd, addresses matters requiring consideration under both the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and the Queensland Environmental Protection Act 1994 (EP Act) and will be assessed by both the Australian and Queensland governments, under separate but parallel processes. Oresome Australia wishes to mine rutile and zircon sands from MLA 20669 at Urquhart Point (on western Cape York Peninsula), near Weipa. Although the MLA covers 366 ha, the area of mine disturbance would be approximately 100 ha. Mined sand would be transported by truck to processing facilities where the mineral sands would be removed and stockpiled for periodic shipping from the site – at a rate of around 20,000 tonnes per year. The mine would operate for four to six years. The mining face in each pit would typically be about 100 metres long and progressive rehabilitation would take place using non-mineral sand materials returned from the processing plant, original topsoil and native plants from the area. The project would use some 280 megalitres of groundwater per year. The project would consist of open-cut pits, sand processing facilities, top soil storage dumps, mineral sands stockpile pads, a water extraction and management system, loading facilities, tailings return facilities, a barge loading area, light vehicle access roads, heavy vehicle haulage roads, electricity
would be accommodated around Weipa and would commute to the project site daily by boat. Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth) On 19 May 2011, the Commonwealth Department of Sustainability, Environment, Water, Population and Communities (SEWPaC) determined the Urquhart Point Mineral Sands Project to be a controlled action (EPBC Act reference 2010/5707) under the EPBC Act. The controlling provisions are sections 18 and 18A (listed threatened species and communities), sections 20 and 20A (listed migratory species) and sections 23 and 24A (Commonwealth marine environment). For the purposes of the EPBC Act the EIS described in this Notice is considered to be a ‘draft’ EIS. Environmental Protection Act 1994 (Queensland) The former Department of Environment and Resource Management considered the environmental authority application made by Oresome Australia Pty Ltd on 18 August 2010 and decided that the Urquhart Point Mineral Sands Project required assessment by EIS under the EP Act. The NRL finals race is starting to fire up THE race for the NRL top eight is certainly on, and with only six rounds remaining we will see some very interesting results come out in the wash. The Bulldogs have gone on an eight-game winning streak and risen to the top of the table, while the benchmark, Melbourne Storm have slumped to four straight losses. The mighty Rabbitohs have hopped their way into third position with their recent good form. The Broncos, Sharks, Sea Eagles and the Tigers have all had a rocky few weeks, but I’m sure their fortunes will quickly turn around, while the Cowboys are just starting to rise through to the top four.
I thought last week’s NRL round produced some upsets...well, well, well...round 20 produced even more. It all started on Friday night with the Titans edging out the Broncos, while the Bulldogs simply outclassed and clipped the Sea Eagles wings. Super Saturday saw the Eels most likely produce the upset of the year by overcoming the Storm, while the Knights beat the Warriors in New Zealand. The Rabbitohs overpowered the Dragons in a feisty game of entertaining football. On Sunday the Raiders, who one week are world beaters and the next week are disgraceful, put the sword to the Sharks who were convincingly beaten by a very
Scotty’s AFL round-up SO, the entertainment around the house is fairly consistent, and diverse, as the pages of this column can attest over the last year and a half. The adventures of Management, The Princess, The Deputy and the rag tag crew of animals and rodents seems to provide enough fodder to fill out about 500 words and still leave a bit of room for a bit of footy news and coverage of the footy tips. A fact that is not all that well represented in these pages is the contribution I make to the household entertainment, be it keeping the kids busy and engaged in their childhood development, keeping the chooks out of the pantry, teaching the dog new tricks, and even ensuring Management has her fair share of mental and physical stimulus. However, I was somewhat taken back by the revelation last week that Management (and her Management Team) were heading off to see what sort of entertainment could be found
away from home. I saw the events at the Bowlies on Saturday night as direct competition to the efforts I undertake on a daily basis around the house. I mean, why people felt the need to part with 35 bucks to see what you could get at home any night of the week (except of course for when the footy is on, so not for nine months of the year on Friday through to Sunday nights), and see an example of a well-shaped male physique cutting a few moves around the house is beyond me. I think even a few of the moves that the guys let rip with are standard procedure around the house, and when combined with some practical handyman skills I think the show dished up on a nightly basis would rival anything seen by the girls on the weekend. The reaction to the show at home is usually almost non-existent, a marked difference from what I heard emanating from the Bowlies. Management was a bit slow the day after and I got a few tips on how to improve in the delivery
determined green machine. Out in the west the Panthers enjoyed their afternoon with a big win over the Roosters. On Monday night how good was Matty Bowen in setting up three tries and saving another in laying the foundation of the Cowboys win over the Wests Tigers. Round 21 gets even better with some very exciting games coming up. Friday night will see the Dragons and the Storm going into battle and looking to be back in the winners circle very fast. The Titans and Roosters should be a close one, with the Titans a chance of getting into the top eight with another surprising victory. Super Saturday will see the Cowboys looking to end
the Bulldogs’ winning streak, while Sharks and the Panthers will go into battle. WA fans will get another taste of NRL with the Sea Eagles and Warriors travelling over to the west for another cracker of a game of NRL footy. The Knights will travel down to the cold weather in Canberra; the Tigers and Rabbitiohs will renew their rivalry once again in Sydney, while the Broncos and the Eels go to battle in Brisbane. of a few of the stock standard moves. I reckon I could start something with this. While Management was away I managed to sneak a good look at the games over the weekend. The Cats are keeping me guessing for another week after a great effort against the Bombers. This weekend against the Crows will be the defining game for me. I’d reckon if they get up here they will be on the way to the top four and from there anything can happen. The Crows are looking fantastic though, and the Cats would have to be absolutely on top of their game to have a chance. The good teams are punctuating their games with amazing intensity at the ball and the ball carrier. At times the game disintegrates into a version of rugby with a rolling maul, but at others the pace and pressure are great to watch. The Hawks are the other team on the pace, and once they get Buddy back they’ll be even better. Another contract situation, this time with Travis Cloke, is keeping

8 107 Collingwood nicely distracted as we Viking Wench head towards September. Talk this rehny 8 106 week is that Buckley should drop the Chas 8 106 talls for a week to make a statement. It would be a brave move, but one that HHH Karyn Clark and Rocket might be necessary as the form is not there, and until the contract is cleared TEAM W L B P up it would seem the distraction is just Sydney 13 3 1 52 too much. Adelaide 13 3 1 52 The tips are out the window for me. Hawthorn 12 4 1 48 I was sure I entered them last week but Collingwood 12 4 1 48 the computer says no. Trip of a lifetime for local dirt karters
Sunday, it was nothing but racing with first practice on Friday and then the serious stuff on Saturday and Sunday. At the finish of the weekend’s racing, the boys were fast and on the pace but lacked the aggression displayed by the more seasoned campaigners. Ben West was the best of the Weipa Warriors with his highest finish being a fourth place, which left him in 20th spot overall out of the 26 karters who competed in the KT Medium class. Dan Metcalfe, who has been linked to personal sponsorship from Monster Energy, also competed in the KT Mediums class and finished in 24th spot. It was noted by the fellow karters that he was suffering from a bad case of excessive excitement, causing some performance issues. Justin Hyytinen had a lot of weight strapped to his kart to finish the weekend and sit in 15th spot out of 17 karts in Kt Heavy class - a mighty effort from the big fella some would say. Some might say these results aren’t real flash, but let me put it into perspective. This is the first time any of our drivers have competed at this level and on this type of track. Not a bad effort, I would say,
THE results from last weekend’s Carpentaria Golf Club competitions are as follows: Saturday’s event was a single v’s par sponsored by Weipa Auto. The winner with a plus-two was Nathan Rhule, and the runner-up was Steve Wust with a square round. The NTPs went to Steve and Gavin. Sunday’s event was a single stroke, monthly medal sponsored by Wendy and Match Grainger. The winner with a 70 nett on a count-
and also on the pace. It leaves the Weipa boys in great shape for when the biggest event to ever come to Weipa happens in 2013 - The Queensland Dirt Kart title. It’ll be so big that I’ve even looked into hiring the Costa Concordia cruise ship from Italy for accommodation. Anyway, congratulations to the boys for their efforts, I’m sure there will be some tall stories from the trip but you know what they say, (what happens on the trip stays on the trip) isn’t love grand? Anyway that’s it for me, and as the great Jeff Fenech said, “I luv yoos all.

Weipa Dirt Kart season two starts this Saturday While I’m on the topic of firsts for the Weipa Dirt Karts, this Saturday night presents the second series this year for the Weipa Dirt Karts and round one of the “2012 Hastings Deering NQ Dirt Kart Series. Racing starts at 7pm as usual and it’s great to have the guys from Hastings on board.

Gerald Miller waited patiently to get a glimpse of his hero Benji Marshall. Alf Wilson story & pics
NAPRANUM football lover Gerald Miller waited patiently outside the Holiday Inn at Townsville on July 24 for his idol Benji Marshall to walk out. It was the morning after the North Queensland Cowboys had beaten the Tigers 27-16 at Dairy Farmer’s Stadium to move to fourth on the NRL ladder. “I am a mad Tigers fan and love Benji Marshall and Lote Tuqiri who was injured a while back, Gerald told The Western
Garreth Ellis and Chris Heighington with supporters.
Cape Bulletin. A few minutes later Benji Marshall limped out of the front door of the Holiday Inn and was helped into a waiting 4WD and whisked away. Marshall was one of five Tigers injured during a brutal match against the Cowboys. Gerald said he has 17 grandchildren at Weipa who he dearly would have loved to send a pic of him with Benji. “He left pretty quickly, Gerald said. Quietly spoken Gerald
has lived in Townsville for 14 years but gets back to Napranum and Weipa when he can. “I follow Natives in the Cape Cluster competition which is organised by my cousin/brother Jason Nixon, he said. Soon after Tigers forwards Garreth Ellis and Chris Heighington walked out as Gerald had to leave to check on a friend who was in Townsville hospital. Ellis said the Cowboys had a powerful team which could now go on and win the premiership.

Fans enjoy meeting NRL heroes
Dan Metcalfe, Ben West and Justin Hyytinen at the 2012 Northern Territory Titles in Alice Springs.
AS reported previously in The Western Cape Bulletin, three Weipa Dirt Karters, Justin Hyytinen, Ben West and Dan Metcalfe, competed in the Northern Territory Titles on July 14 and 15, and by all reports have impressed all those around them with some solid racing results. After 30 hours of straight travel from Weipa to Alice Springs along the Yellow Brick Road, I don’t think there would be a window big enough to hang my head out of to help get rid of the smell of three big units excited about the racing that lay ahead of them. I reckon my tongue would have been dragging along the bitumen trying to get the taste out of my mouth after how many times would have been let of the chain, but as they say in Dirt Kart Land, it’s all about the racing and what happens on the road trip stays on the road trip, well at least until they tell me. The story begins when the boys arrived in Alice Springs on Wednesday morning and went straight to the track. There was a lot of cuddling and back slapping after they had a look and after that it was off for some sight seeing. From Friday through

Send your ďŹ shing photos to: weipabaitandtackle@bigpond.com to camp for a few days and had an absolute ball. The boys got a mixed bag ďŹ shing on the reefs and one surprise capture of a very large Fingermark that was caught whilst trolling for Mackerel. Jimmy also got onto the Nannygai, getting some real monsters. Back in the river they also got plenty of full muddies. Closer to home the leads have been turning on a few ďŹ sh, but you have to keep moving
around until you find some action, then hit hard ‘til it dies down, then move on ‘til you ďŹ nd more action. One or two here and there soon adds up to a good haul. The close in reefs to the south are still holding some good ďŹ sh but the Mackerel have slowed down a bit. On the bottom there has been Tuskies,Fingermark and small Trout. ‘Til next week, tight lines.

In the Mission up near the “Yâ€? one of our customers caught some nice Jacks and Fingermark live baiting a deep hole. On his way home he came across a large boar swimming across the river. Fishing in the Roberts, Brian and John from Cairns have been hooking some nice ďŹ sh on baits. Anchoring off drains, they set their lines up and wait for it to
happen. The pair also got a big muddie that took a liking to a prawn that they had out, along with a mixed bag of Bream, Grunter and GTs. I had a good session over that way as well scoring three Barra, a Flathead, two Giant Herring and some rubbish ďŹ sh. Most of my ďŹ sh were taken using a Mangrove Studio surface lure. Jim Borthwick, Rob from Sea Swift and a few others went up to the Skardon River
