Apprentice wins regional award RIO Tinto Alcan Weipa boilermaker, Aaron Bond, was recently recognised for his outstanding performance as an adult apprentice at the Far North Queensland ceremony of the 2012 Queensland Training Awards. Aaron started his employment with Rio Tinto Alcan Weipa as a Local Aboriginal Programme trainee in 2007, and has since progressed through a variety of roles. After completing his 18-month traineeship, Aaron transitioned into a full-time role as a Tailings Maintenance officer and then entered into his boilermaking adult apprenticeship. WTA backflips on increased permit charges By Giembra Busmer JUDGING by the banter on social media prior to last Tuesday’s Weipa Town Authority community forum the meeting was always going to be interesting, and it certainly proved to be.

Around 200 people attended the newly-elected Authority’s inaugural forum, and despite several items being on the agenda, the majority of the vocal crowd came to voice their opinions on the WTA’s increased additional animal permit fee.

Weipa dog owners received notification on July 25, 2012 that to keep an additional animal they would be required to lodge an application, and pay an additional animal permit assessment fee of $500 for the 2012/13 period.

Previously (as stated on the WTA website) fees for keeping an additional were: initial application fee $25 (non-refundable), permit fee $50 (one-off payment) and a yearly renewal fee of $50. Despite a unanimous vote at the forum that there is indeed

a dog problem in Weipa, it was made very clear by the sometimes hostile attendees that increasing the fee to $500 per additional animal was not going to solve the problem. UU continued page 3

“I completed my apprenticeship earlier this year, so I was at a complete loss for words when my name was read out as the winner of the Aboriginal and Torres Strait Islander Student of the Year award,� Mr Bond said. “Even though the award was unexpected, it was a nice surprise as I have really enjoyed my time on site over the last five years, being challenged in different roles and work areas,� he said. Rio Tinto Alcan Weipa general manager operations, Jo-Anne Scarini said she was delighted that Aaron was recognised for his dedication and commitment to his apprenticeship and the organisation. With an indigenous workforce of more than 25 per cent, Rio Tinto Alcan recruits local Indigenous people who have traditional links to the land on which the company operates. “The apprenticeship programme is a great way to upskill and employ local people,� Ms Scarini said.

It’s a simple enough concept and you might think the Oberfßhrer would have grasped it for himself, but that’s unfair. He can’t be expected to understand all the minutiae of the State economy. He has people to do the detailed thinking. His job is to sit at his desk and receive the grateful thanks of the people, happy to sacrifice their families’ futures to fulfil their leader’s vision. He is even being heavied by Clive Palmer the mining magnate who believes we need economic growth, and taking a cane knife to the

economy will not make it bigger. Of course, being heavied by Clive is a threatening experience, but the Oberfßhrer is a tough customer. He knows Clive has an interest in various project proposals, such as a tourist development on the Sunshine Coast and that approval can be held hostage. On the other hand, Clive and his companies did contribute a massive $660,000 to the LNP last year and losing that sort of money in a dummy spit might damage the Oberfßhrer’s own job security. Isn’t politics fun?

from page 1 WTA chairman, Peter McCulkin chaired the meeting and immediately informed the audience that the $500 fee had been “set aside� until the community had been engaged in consultation, a complete and much appreciated back-flip from his previous ‘line in the sand’ statements. “Quite frankly I don’t care if the fee is five cents, 10 cents or $500 but we need to come to some community agreement and involvement in the animal management in this town,� he stated. Mr McCulkin asked the attendees for their suggestions on how to improve both animal welfare in Weipa and deal with escalating animal control issues. During the hour-long debate that ensued many ideas were contributed, however the majority agreed that increasing fines to those animal owners doing the “wrong thing� would achieve more than increasing the fees to responsible dog owners.

Mr McCulkin called for anyone interested in participating on a WTA sub-committee to prepare a Draft Animal Management Plan for Weipa and a number of attendees accepted the invitation. Other issues The 7.1 per cent increase in Weipa rates was also discussed at the WTA community forum last Tuesday and WTA chairman Peter McCulkin explained that the increase would bring rates in the town in line with the current CPI (Consumer Price Index). He stated that in the past four years increases had not matched the CPI and therefore a “catch-up� was needed to balance the WTA budget. “We pay a premium for services in Weipa and the increase simply covers those costs,� Mr McCulkin stated. “We are not making a profit, we are merely covering costs.� Kerb and channelling was next on the agenda and some very fired-up Rocky Point residents expressed their opinions. One of the issues raised was the lack of consultation

with residents prior to recently carried-out drainage works. “There is nothing but dirt now in front of our house where there had been grass before the works,� one resident stated. “We have to keep the windows shut to stop it covering everything inside our home. I dread to think what will happen in the wet season when it all turns to mud.� The issue of “equality� was raised, with Rocky Point residents claiming they were disadvantaged by having to pay the same rates as people in other parts of the town, but did not have the same benefits. Mr Culkin explained to the meeting that the WTA’s hands were tied on the issue of kerb and channelling as they were “totally dependent on capital expenditure by Rio Tinto Alcan to complete the works�. WTA member Trevor Snodgrass told the meeting that he had been pushing the Rocky Point kerb and channelling issue for the past 11 years and was a frustrated as the ratepayers. “We have been prioritising

this issue as ‘critical’ in the RTAW capital expenditure budget for the past four years but so far the funds have not been forthcoming,� he said. Mr Snodgrass and RTAW representative Ben Laidlaw advised the meeting that the best approach to resolving the issue would be for Rocky Point residents to attend the next RTAW community forum and put their case forward. The Andoom Oval master plan was the final item on the agenda at Tuesday’s meeting and following extensive community consultation, and a review of community feedback, amendments had been made to the plan and presentation of the final concept, and costings will be submitted at the WTA’s September meeting. The next WTA monthly meeeting will be held on Friday, August 17 and is open to the public. Issues raised at the community forum will be discussed fully by WTA members at the meeting.

THE second stage of the Golf Links Estate is well under way with the majority of installations and earthworks almost being completed. Jo-Anne Scarini, Rio Tinto Alcan Weipa operations general manager, said the second stage of the estate is on track to be completed in November. “Since March 2012, earthworks has been carried out to prepare the site with underground services such as water, sewerage and stormwater, which is currently being installed,� Ms Scarini said. “During construction works we will continue to water the construction site to help reduce dust being generated.� Some construction work will also be carried out in current Golf Links Estate stage one, as the final stages of the footpaths will be installed. “The footpaths will be installed to link up to the existing footpaths along

McLeod Drive and will allow good access for residents on foot or on their bikes� Ms Scarini said. The Golf Links Estate is a project undertaken by Rio Tinto Alcan Weipa in order to help alleviate accommodation pressures in Weipa. With construction scheduled for completion later this year, Rio Tinto Alcan Weipa is in discussions with the Weipa Town Authority about when the lots can be released to the market for sale. “We will continue to keep the community updated in any progress of the Golf Links Estate,� Ms Scarini said. THINKING on what Jesus said about the destruction of the Jewish Temple, the disciples could only imagine this as surely the time of the end, because such a large magnificent building would be most precious in God’s sight. So they asked Jesus what kind of signs would be given to show that the end of the world is near. Jesus gave an answer that was not only for the disciples then, but had more than what the disciples could understand, as the Lord extended his vision to take in the far future. His warnings would be timely for Christians of his day, and for Christians today. He warned that there would be false Messiahs (those claiming to be like Jesus) - here think of modern day people like Charles Manson, Rev Sun Myung Moon, and David Koresh. There would be battles (wars), near and far and it’s a fact that there have been more wars on the earth since the Second World War ended in 1945 than ever before. Droughts and famines and natural disasters have always been a threat, but all these things will increase to such an extent that the signs just cannot be written off as just another bad event. They are pointing to the Lord’s return to gather his people. Around the time of all these disasters, Christians will be given a hard time but are not to be worried because the Holy Spirit will be our strength and wisdom. Just because we Christians are dedicated to Jesus, we will be hated by the majority of people. Is it because we take the Lord’s words such as what he said in John 14 v 6 as very truth, and stand by what it says faithfully? “I am the way, the truth, and the life; no one goes to the Father except by me.� When God destroyed the world he built only one Ark for safety; accept Jesus as your Lord and Saviour as he is the only Ark for safety today. health issues and to “actively listen to mental issues faced, particularly by Aboriginal and Torres Strait Islanders in Far North Queensland.” Much to her delight, Mr Butler accepted the invitation and will be in Cairns on Friday, August 24 for the discussion. The meeting will be held from 11.30am to

12.30pm at the Cairns Regional Council Chambers, in Spence Street and Ms Little is inviting anyone interested to attend. “We cannot pay for people to fly down from Cape York to attend, but I am hoping those people who work in the mental health area, and particularly Aboriginal

EIGHT students, three staff and a parent attended the Mungalli Falls Outdoor Education Camp from July 26 to 30. Students completed abseiling, canoeing, raft building, orienteering, an obstacle course, night walk and glow worm viewing, low ropes, and a trail ride. All activities were designed to challenge the students to extend their skills, solve problems by working together and to learn and consolidate new skills. The temperatures at Mungalli Falls were somewhat lower than those in Weipa, but to the credit of the students this did not stop them from participating in the water activities which included canoeing, crawling through water

under cargo ropes and dropping from the flying fox into the dam. The students overcame many personal barriers through participating in the activities; it is this success that will assist them in their learning and negotiating the challenges of life. As a group we would like to thank David Bird from PCYC, IBU Cairns for funding this activity as part of our Quick Smart learning program, Matthew Trout and his team of instructors at Mungalli Falls and especially, Leanne, Sue and Susan for the food. A special thank you is given to Ron Harrison, Mrs Maskill and Auntie Patty who supported and encouraged us through the activities. – Chris Brown

Paw Paw Seed Dressing 1 tablespoon fresh papaya seeds 2 - 3 stalks of spring onions ¼ cup raspberry vinegar (or try other flavours) ¼ teaspoon salt 1 teaspoon dry mustard ¼ cup vegetable oil ¼ cup filtered water 1. Blend seeds in a blender until finely chopped. 2. Add the vinegar, water, honey, salt, and mustard and pulse three or four times. 3. With the processor running on low speed, gradually add the oil in a thin stream until dressing emulsifies. 4. Add finely chopped spring onions and stir manually before using the dressing on your favorite salad greens.

1 tablespoon shrimp paste 5 cherry tomatoes 2 chili peppers 1 ½ tablespoons fish sauce 1 clove garlic 6 green beans 2 cups grated green papaya (mix it with a carrot if you like) 1 lime 1 ½ tablespoons palm sugar 2 tablespoons toasted peanuts optional Fresh coriander to taste if you like 1. Peel and remove seeds of the paw paw. Finely grate it. Add blanched green beans and stir. 2. If you have a mortar and pestle crush garlic, palm sugar, chilies and shrimp paste. 3. Add fish sauce and lime juice to the crush mixture 4. Taste sauce and make sure you are happy with the balance of spice, saltiness, and sweetness. Remember here that the paw paw will soak up a bit of the taste. 5. Stir sauce and paw paw together. Garnish with roasted peanut and tomatoes. This is a great recipe to have on the side for Asian dishes or fish or even by itself for a super healthy lunch option.

ON behalf of the Members of the Weipa Town Authority, a very big thanks to all those residents who took the time and attended Tuesday night’s Community Forum. It proved to us that there is a genuine interest in issues that affect Weipa. It also proved to be a classic example of ‘people power’ with enough feedback to overturn the planned increase to charges for a permit under the Local Laws to ‘keep an extra dog/dogs’. The forum also provided us with the unanimous view from those present that serious animal control issues exist in Weipa that need to be addressed. There were a range of issues raised, and solutions offered with a number of residents also nominating for a WTA sub-committee to prepare a Draft Animal Management Plan for Weipa. This is potentially a very important first step with a genuine need for ongoing local commitment to ensure that any plan is implemented successfully. The next WTA monthly meeting is set down for Friday, August 17 and is open to the public. Members will discuss fully the options placed before us at the

forum. A resolution by the WTA that day will set the course for our future animal management. The Weipa Town Authority continues to be very single-minded in its desire to promote and facilitate responsible ownership of dogs, animal welfare and the benefits of animal companionship, focusing on the needs of pets as well as the owners, while also respecting the rights of other members of the community. I am hoping that the strategy will provide the WTA with a very solid base from which we can plan, co-ordinate and make future decisions to meet the needs of Weipa in the coming years, and that it will also encourage responsible pet ownership so that many of the current negative social impacts are minimised. Tuesday night’s forum presented the WTA with an unprecedented opportunity. We have listened to the community, admitted we erred in our judgement to raise the permit fee, but remain determined to address the much broader issues to improve animal management in the town with help from our community.

SO I left the Bald Eagle in charge of organising a work trip out bush for a few days so I could get some things done. All went well except for one very important thing. He failed to realise that we would be required to be out of range of the tele for Friday Night Footy, and that it happened to be the Eagles v Cats in the battle for fifth. Disastrous management of the calendar, but the sort of scheduling that saved me from knocking another three years off the end of my life with yet another Friday night cliffhanger. The wash-up has been controversial with Chris Scott questioning the Umpires Department (not the umpires mind you) and the feral WA crowd for getting stuck into Tommy Hawkins, and for the general lack of awareness of what passes as reasonable human behaviour. After my efforts last Friday

night I can’t really point the finger, but I do think there is a difference between what you can get away with at the ground and what you can do in the comfort of your loungeroom. Having said that though, it all tends to play out in front of ladies and children so we all really should do better at just minding our manners no matter where we are. So the Bald Eagle won the night and I’ll be on the buying end of the shout next time we catch up. I returned home from the week away to find Azrael perched in her now favourite spot on my toilet reading Better Homes & Gardens, and The Princess showing off her newly-discovered skills on the bike without training wheels. A bit of a milestone and a bit hard to miss a full week of development of the tin lids. Only a couple of blow-outs in the results this week with the Hawks

The Suns had their revenge against the Giants after the upset early in the season and the Saints flopped in over the Demons. An injury to Rievoldt will hurt them against the Cats this week but they still have some form under the belt. The evenness of the comp has not changed with anyone in line to finish top and the final eight far from settled. It’s going to make for an enthralling end to the season

and one that will have us on the edge of our seats right up to the Sunday night of the last round. This week has some rippers again starting with another Geelong Friday night, this time over the Saints. The Blues would be just about favourites over the Bombers and the season’s end can’t come quickly enough for the boys from windy hill. The Giants should keep the Demons at bay in a home game they should win in the form they have shown in recent weeks. Other winners will be the Dockers, Pies, Crows, Eagles, Swans and Hawks. SPORT Goodline Weipa Bauxite Men’s Classic THE Goodline Weipa Bauxite Men’s Bowls Classic was held last weekend at the Weipa Bowls Club. The two-day annual event is one of the richest bowl’s classics in the country and this year attracted 128 players from all over Australia vying for a share in the $25,000 prize money. The winning team for 2012 was the Mighty Blues, followed by the very colourfully dressed Telly Tubbies (who also took out the best-dressed team award) and in third place was the team from Nambour. The best-placed Weipa team in this year’s Classic was the Weipa 1 team. Weipa Bowls Club manager Nick Prus said the event was well attended and enjoyed by participants and spectators alike. “We also received a lot of compliments from visitors on the improvements to the clubhouse,� Nick said. Thanks is extended to Goodline for their sponsorship of the event, as well as the restaurant and bar staff and greenskeepers at the Weipa Bowls Club for their tremendous efforts over the weekend.

Plenty of smiles at Weipa soccer games THIS week brought another round of blocks, attacks, goals and smiles at the Weipa Soccer Club games. Soccer is back on track now for every Saturday (except the Bullride weekend). We are getting towards the end of the season with the finals season starting

Large field for Diabetes golf day

Novelty holes, including this water sports oriented tee-off were popular with golfers at the Diabetes Charity Golf Day last Saturday.

LAST Saturday the Diabetes Fundraiser Day was held at the Carpentaria Golf Club, and what a great day it was. There were 65 players taking part in the nine-hole two-person ambrose. Thank you to all the participants, and a special thanks to all the sponsors and helpers on the day. Sunday was back to normal and we played a 4BBB stableford multiplier, sponsored by Shane Hearps Dentistry. The winners with 64 points were Jock Constantine and Wendy Grainger from Shane Hearps and Kris Brooks with 63 points, and the runners-up were Michael Newman and Taylor Francisco with 61 points. Squash players back with a vengeance WEIPA Squash Club has been quiet over the school holidays, but is now back with a vengeance and after three weeks of gradings and a lot of juggling, fixtures have re-commenced for season two of 2012. A grade team Boba Fett overpowered Darth Vader convincingly, beginning with A1 Shane Hearps catching Dave Edward off-guard with his unknown x-factor, however round two may prove different (3-0). A2 Jeff Berry met with much resistance from Rod Bielby in the second “long� and third games, but Jeff won in the end (3-1). A3 Jarrod Stockman defeated Jay Dumbleton relatively easily, however I predict that this will not be the case in the future (3-0). A4 Amanda McKenzie gave Jay Murray a good run for her money, especially in game two, however Jay took the match (1-3). Justin Hyytinen showed his prowess in A5 position against Randall (as sub for Jimmy Baira) (3-0). Team Luke Skywalker were only one game down in the end against Obi Van Kenobi, with A1 Lukas Dorsett, returning from injury, only managing to snare one of the four games against Rod Wawrzniak (1-3). A2 Ross Hyytinen played extremely well to snaffle two games from Tom Murray (2-3). A3 Shane Spagnol was in fine form, taking the match, but he had hot and cold games against Steve Lugsdin (3-2). A4 Ben Tantau and Dallas Goodwin went head to head but it was Ben’s match (3-1).

Team R2-D2 performed well against Han Solo in the three games that eventuated. A1 Owen Witt had a fantastic game against Grant Foster (3-1), while A2 Aaron Schleich was finding form in the first game, Nick Brookes was warming up and took all three with the middle game going to “long� (0-3). A4 Sherie Hinschen was a force to be reckoned with (as she finished last season) forcing the first game to long against Wendy Long, but then Wendy going down in the next two (3-0). B grade fixtures are more reasonably sized this season with one line moving on up to A grade, and between normal attrition rates and new players wishing to slot in, again have six lines, so Thursday night fixtures should not be a lengthy as previously thought. It looks like team Princess Leia will pan out fairly evenly against Team Chewbacca as B1 Chris Bienvenu showed Stephen Borg that the “Princess� doesn’t muck around (3-0). B2 Josh Donnelly and Tom Bellinger had an excellent match, with Josh taking the first game and almost the third, however Tom pushed through (1-3). B4 Tim Manning played brilliantly to defeat Ben Ghee (3-0). B6 Lucy Boxall, despite her indecision to play again this season, does not regret her choice as she defeated “your squashfully� convincingly after a tough first game (3-0). THERE were plenty of colourful outfits on display when the annual Rio Tinto Alcan Weipa crew three versus crew one cricket match was played at the Weipa Cricket Ground on July 20. THE weather patterns are still up and down but when the winds aren’t blowing there are fish to be caught. I haven’t had many reports but some cracker fish have been landed. When the wind allowed, one of my customers fished the leads and caught plenty of GTs, Cobia and Fingermark. Another customer went for a troll out of Mapoon and lost out to the Mackerel population who kept his lures. I also had a report from Aaron, who was fishing the southern reefs, that there were plenty of Tuskies and Fingermark taking baits. A report also came in that there were Permit to be caught up on the beaches around the Skardon River. Not a lot around, but enough to keep the fly boys happy. Fishing in the rivers and creeks has been very productive this week with shore-based anglers having a ball at Evans Landing. Peter Hill, from Frystown in Victoria using an eight-weight rod and 9lb leader, was catching Trevally and Queenfish on a Clowacki special fly in white. Judy Schleibs from Bundaberg enjoyed out-fishing her husband, who will remain nameless for obvious reasons. Judy landed Trevally, Cod and Queenfish on live Herring they caught in their cast net. the bank of the Mission, have been getting their far share of Barra on live baits. Some of the larger fish just disappear into the distance before busting them off, and even the odd shark has been taking their hooked fish. Ross Critchlow has been getting some cracker Barra, using the tides to his advantage, landing fish to 105cm. Ross is also getting some large Blue Salmon. Where he fishes is pretty narly and he loses just as many as he lands, so it becomes a little bit expensive losing so many lures.

One lady angler fishing the Mission River bridge finally landed her first Barra and is now looking to land a Threadie. Just goes to show, not having a boat isn’t a disadvantage, but you do have to work harder. Andoom Creek is still fishing well with plenty of Mud Crabs also for the taking. The Wenlock River has been exceptional this week with large numbers of Barra being taken on lures, along with the odd Queenie. Mud Crabs are filling the traps for the crabbers and are of a good size. Up in the freshwater section

of the Wenlock there has been some large Saratoga’s taking lures with plenty of Sooties on the prowl, as well the odd Barra keeping anglers on their toes. The Strada Tracka lures in the 100 and 125 size are proving very popular with our customers at the moment with some good fish being caught on them. There is a good choice of colours that are enticing to anglers and fish alike and come with tough hardwear that is required for the job at hand.
