ON May 6, 2013 Indigenous mayors from Cape York Councils met in Napranum to discuss matters of mutual interest and agreed to form the Cape Indigenous Mayors Alliance (CIMA). Recognising that true selfdetermination will only arise through opportunity and responsibility for economic development and community growth the CIMA established the following objectives:

1. Source strategic partnership opportunities which add capacity and lead to participation in real business and to create an economic base. 2. Reaffirm our commitments for good governance and leadership on issues for Cape York. 3. Support strategic directions for each member of the alliance. 4. Achieve quality outcomes for our constituents. 5. Be recognised and acknowl-

edged by Federal and State Governments as the leaders of change in our region. The mayors agreed that CIMA will have a rotating chairperson, with each mayor chairing the meeting held at their community. Mr Amos Njaramba was appointed by the mayors as the chief executive officer for CIMA and the CIMA secretariat will be at Napranum Aboriginal Shire Council.

During his visit to Napranum on May 28 2013, the Queensland Premier, Campbell Newman was informed of the formation of the CIMA and welcomed the union. “The regional partnership between the six Western Cape mayors under the Cape Indigenous Mayors Alliance is a welcome development,” Mr Newman said. “I will work with the mayors to continue to drive regional development.”

Clive Palmer has signed up John Bjelke-Petersen, Joh’s son, as a candidate for his Palmer United Party. That sounds promising. Clive has been a busy boy and is on track to have a candidate in every seat. Every one of the selected hopefuls is, by definition, discontented with the squabbling crowd in Canberra. That sounds promising too. I am beginning to think that we may have a really interesting time come September. I just wish it would get here a little faster.

Please don’t put expired EPIRBs and flares in bins Travelling from the fridge to the armchair early on Saturday evening I answered the ‘bat phone’ with “Hello.VMR Weipa. Can I help you?” “I’m not sure,” came the reply. “My name is Mrs . . . and my husband and his mates have been pulled up at the boat ramp by Water Police.” At this stage I hadn’t figured out where myself or the VMR was going to fit into this, but the voice continued . . . “The Water Police have told my husband and his mates their beacon thing is out of date and so are their flares.” I still couldn’t see me in this picture, so with one hand I cracked the first coldie of the day. The caller continued: “So they have all come back home and have been telling me the story”. ‘That’s good,’ I think to myself. ‘All home safe and

sound. No rescue required,’ as I lifted the amber to my lips. “I think the problem may be due to them dumping the stuff in the rubbish bin at the boat ramp,” the concerned wife tells me. Hmmm . . . I began to see a problem unfolding. EPRIB in bin. Gets bumped. Signal begins to transmit, thereby masking any other distress signal. Flares in back of garbage truck getting squashed up. “Okay. Thanks for the call Mrs . . . “Just get the boys to duck back to the ramp and retrieve them and drop them off to Crazy’s place at the Anchorage. Bye.” Two minutes pass before the ‘bat phone’ rings again. “Hello VMR Weipa. Can I help you?” “The bins all have locks on them.” I gently put that lovely cold first one of the day down and began to see me in the picture. Half an hour later, accompanied by Brett from Town Office, we began the search and rescue through bins that contained all the stuff one would expect to

CAPE York Hospital and Health Service Board chair Bob McCarthy has received a Member of the Order of Australia (AM) award in this year’s Q u e e n ’s B i r t h d a y Honours. Mr McCarthy received his award in recognition of his outstanding contribution to economic development, resource management and agriculture. Mr McCarthy said he

was deeply humbled by the award. “It’s a very great honour,’’ he said. “But this award is not just for me. It’s for my family and for everyone who has helped me along the way in doing the work I have done. “Any achievements that I have managed in my career would not have been possible without the support of my family and the very many dedicated and

committed people who have worked with me over the years.’’ Mr McCarthy has more than 30 years experience in high-level positions in both the private sector and within the Federal and Queensland governments. These include periods as a member or chairman of a number of statutory boards and corporations, including involvement with major companies like Boeing, Virgin Blue, GE, Mackay Sugar Ltd and IOR Energy. He has also had more than 15 years experience in Cape York communities dealing with a range of issues including industry, commerce, environment, native title, fisheries management and social issues. In his many roles, Mr McCarthy has been successful in encouraging the development of advanced research and commercialisation of various technologybased activities in Queensland.

He is currently an Adjunct Professor of the Australian Institute for Bioengineering and Nanotechnology, Chair of the Griffith University Aviation Advisory Board and a Director of Nanum Tawup Pty Ltd, an indigenous sawmilling and cement block manufacturing business at Napranum. The Order of Australia is the pre-eminent way Australians recognise the achievements and service of their fellow citizens. Nominations to the Order of Australia come directly from the community, either individuals or groups. Awards in the Order of Australia are publicly announced on Australia Day (January 26) and the Queen’s Birthday public holiday in June. The Member of the Order of Australia is awarded for service in a particular locality or field of activity or to a particular group.

Delegates endorse campaign to change “our national shame” DELEGATES at Secretariat of National Aboriginal and Islander Child Care’s (SNAICC) fifth national conference in Cairns last week unanimously endorsed a national campaign to halve the dramatically high number of Aboriginal and Torres Strait Islander children in out-of-home care by 2018. In an emotionally-charged atmosphere, delegates at the children’s conference – the biggest forum of its type ever held – committed to support the national campaign and take action to achieve its objective by 2018. SNAICC will partner a number of agencies, including Queensland Aboriginal and Torres Strait Islander Child Protection peak Ltd (QATSICPP), Aboriginal and Torres Strait Islander Healing Foundation, Families Australia, and Australian Council of Social Service in running the campaign, which will seek to create a groundswell of support from the Australian community to

change what one conference speaker described as “our national shame”. In mid-2012, Aboriginal and Torres Strait Islander children accounted for over one third of the 39,621 children in out-of-home care across Australia. Indigenous children are being removed from their families at over 10 times the rate for other children – and at rates higher than at any time during the Stolen Generations eras. Recent figures in Queensland indicate that, this year, 62 per cent of Aboriginal and Torres Strait Islander children will have had some contact with the state’s child protection system. SNAICC chairperson Sharron Williams told delegates the high number of children in care was “diabolical” and that Aboriginal and Torres Strait Islander people “would not stand for this any longer.” Delegates agreed that different approaches were needed to support

vulnerable families and reduce their contact with child protection systems. These new solutions must be driven by Aboriginal and Torres Strait Islander organisations and with the participation of Indigenous children at the centre of renewed efforts. A greater focus must also be placed on keeping Aboriginal and Torres Strait Islander children in care connected with family, community and culture. As at June 30, 2012, almost a third of Indigenous children in care were not placed with kin, other Indigenous carers or in Indigenous residential care. Conference delegates also committed to: • take personal responsibility and action at the local level for safe and nurturing communities • hold government accountable for fundamental human rights, and • look at strategies for sustainable support for integrated Aboriginal and Torres Strait Islander early year and family support services.

IT appears the recently upgraded facilities at the Rocky Point boat ramp have already become a popular place to party. The Western Cape Bulletin was told of the disgraceful mess on Monday morning by a reader who said he believed the party was “advertised” on Facebook. Broken glass littered the boat ramp and road, and rubbish was strewn around the newlyinstalled picnic tables and chairs, as well as the surrounding rock walls. Weipa Town Authority deputy chairman, Stretch Noonan said he was disgusted with the mess. “We try and improve facilities for the community and it’s very dissapointing to see how some people have no respect for our town. “This is not the type of image we want to display to visitors, and the majority of residents in town would also be horrified at this complete lack of regard,” he said.

State budget delivers for Cook FUNDING for the Napranum Community, the Peninsula Development Road and crocodile management was announced in the State Government’s second budget last week. $1 million will be injected by the Queensland Government into the Napranum Civic Centre, $7.8 million has been alloted to the Peninsula Development Road and $1.8 million will be assigned to crocodile management. David Kempton, the Member for Cook welcomed the State Government’s second budget, saying he believed the balance was right.

“It is not an easy task to ease the fiscal burden while encouraging growth,” Mr Kempton said. “In the face of a crippling debt and a downturn in government revenue, the budget seeks to restore confidence in the economy and set Queensland on a path to becoming the strongest of all Australian States.” Increased funding to frontline services including health ($12.3 billion), education ($11.4 billion), and law and order ($4.1 billion) was also announced. “This funding will see 155 new ambulances, 724 new teachers and

267 new police officers across the state,” Mr Kempton said. “My electorate will also share in the state wide indigenous housing fund ($238 million) partly funded by the Federal Government,” he said. “In my view notwithstanding that my electorate is remote and services often taken for granted are not always found here, we have fared reasonably well out of the budget. “There is a long way to go, however, I am seeing a lot more hope and confidence in Cook than 18 months ago.”

Cape York health service welcomes budget boost T H E C a p e Yo r k Hospital and Health Service has welcomed an increase in its 20132014 operating budget. In the State budget announced on June 4, the Cape York HHS received an allocation of $82 million for 2013-2014, compared with $67.9 million for 2012-2013. Cape York Hospital and Health Service Board Chair Bob McCarthy said he expected the HHS would finish 2012-2013 with a balanced budget. “The increase in the 2013-2014 budget will then allow us to undertake a number of major initiatives addressing chronic disease issues throughout the Cape,’’ he said. “Another priority for the coming year includes expanding our maternal and child health services under the ‘Mums and Bubs’ initiative so all new mums have access to at least two home visits and four free clinic

consultations in the weeks and months after the birth of their child.” “Over the next year, we will further encourage innovation and the use of telehealth technologies to improve access to specialised services in our many remote centres,’’ he said. “We will also continue working hard to attract and retain permanent skilled and motivated health professionals to our communities.” Other initiatives to be pursued in 2013-14 include: • $246,000 allocated towards purchasing vital health technology equipment • $708,000 allocated towards minor capital works and acquisitions at various health facilities across the Cape • $616,000 allocated to upgrades and improvements to staff accommodation at the Kowanyama Primary Health Care Centre.

Did carrying the Lord’s cross have any kind of impact on Simon’s life, or did he see it as just another unhappy moment in his life? It makes you wonder whom Paul is talking about when he wrote in Romans Ch 16 v 13 about a Rufus “outstanding in the Lord”, and his mother. Remember Simon had two sons, Alexander and Rufus. And then we read Luke’s words in Acts Ch 13 v 1 where he mentioned “Simeon (called the Black)”. Simeon is another form of Simon, and the nickname “Black” could come from the colour of his African skin. Could it be that the Lord had such an impact on Simon that he became a believer and led his wife and one of his sons to become believers? The work will take approximately five weeks to complete. Mine lease closure

Controlled burns programme

A section of the mine lease, located south and east of the RAAF Scherger Base, is closed to public access.

Please be aware that our controlled burns programme will begin in June, within Weipa and its surrounding areas.

There is no public access, as shown in the map below, from 8 May until 31 December 2013.

These burns are necessary to reduce the risk of uncontrolled wildfires impacting on our community.

Your safety and the safety of our employees is paramount—please remember employees will be working in this area at any time throughout the year.

The controlled burns programme will run until September 2013.

Only authorised personnel and Traditional Owners can access this area.

This year’s planned areas for controlled burns include: - Golf Links Estate surrounds - Weipa Caravan Park surrounds - behind Putts Palms and Weipa Hospital - bush land behind Deplanchea Place - Nanum surrounds - Napranum surrounds. All controlled burns will be patrolled by the Rio Tinto Alcan Fire and Rescue team and the Queensland Rural Fire Service. Smoke hazard signs will be placed in the area when burns are conducted. Please ensure you drive to conditions and stay clear of the area.

AFL wrap-up with special reporter Scoop the Newshound REGULAR columnist Dallas is away this week so he has asked me, Scoop the Newshound, to pen a few words about last week’s AFL games. Strange as it may seem, for a dog I actually know quite a bit about AFL football as my human mum and dad have exposed me to the game since I was a puppy. From listening to my humans (and particularly my mum) yell at the telly several times a week as they watch the footy I have picked up quite a bit. I know all about things like “deliberate”, “in his back”, “that should be 50 metres umpire” and even “chewy on ya boot”. All the yelling tends to stir me up a bit, and it gets really exciting when Mum starts waving these red and white streamers around and throwing little rubber footballs at the TV – unfortunately she never lets me get near either of them but I have fun trying. I’ve even managed to incorporate a few of the skills I’ve learned from watching AFL into my frisbie-throwing technique and I’m always really proud when my humans say “great speccie Scoop” or “you’re on the run-on side” as I leap into the air. I actually got to watch most of this week’s in peace as my mum and dad were at something called the Weipa Fishing Classic so here’s what I reckon . . . Friday night’s game between Carlton and Essendon was a cracker which saw the Bombers defeat the Blues by five-points. That funny man in the tight skivvy blamed his side’s inconsistency for the defeat and considering they were up by 31-points at one stage I reckon he could be right! The Greater Western Sydney versus Geelong game was full of surprises as the Giants matched it with the top-of-the-table Cats for three quarters. I didn’t think this would be much of a game so had planned to dig up the passionfruit vine Mum just planted but found myself glued to the telly. Geelong came out winners eventually 157 to 98 but it was a sign of things to come for the Giants. If I don’t say the Sydney Swans were superb on Saturday my Mum won’t give me any pig’s ears so yes, the Swans showed why they are the reigning premiers, running riot over Adelaide in all facets of the game. The Crows were actually lucky the score didn’t blow out further than the 127 to 50 result. (How’s that Mum – can I have a pig’s ear now?) What fun it would have been to be part of the Gold Coast versus North Melbourne game on Saturday afternoon. The ground was so soggy and the ball so heavy I’m sure I would have got a touch or two! That poor Roos coach, Brad Scott must wonder what he has to do to get his team over the line with yet another narrow defeat in a low-scoring affair (Gold Coast 66, North Melbourne 51). My mum had trouble picking a winner in the St Kilda versus West Coast game when she was putting her tips on but made the right choice in the end, picking the Eagles over the hot-and-cold Sainters. Mum and Dad were home in time to watch the last quarter of this game so there was plenty of yelling before the Eagles finally pipped the Saints 84 to 80. On Monday nights I have the TV to myself as mum and dad work on the newspaper but to be honest I couldn’t be bothered watching the Melbourne versus Collingwood game. Even to a Staffy-cross like me it was obvious it was going to be a white-wash, and it was, with the Pies defeating the Demons 122 to 39. Scoops tips for round 12: Hawthorn, Richmond (I like tigers, they remind me of the Felines I’m Forced To Live With), Freo, Essendon, Port Adelaide and Collingwood.

THE NSW Blues bashed their way to a victory over the QLD Maroons on Wednesday night! To start Round 13 on Friday night the Roosters beat the Eels. Then on Saturday the Dragons were too good for the Knights and the Bulldogs beat the Cowboys at home. Super Sunday kicked off with the Tigers winning against the Panthers. Then the Warriors scraped home against the Sea Eagles, and the Storm beat the Sharks quite convincingly. Monday night’s game saw the Raiders proving to be too strong for the Broncos. Round 14 kicks off on Friday with two games, the Dragons verse the Cowboys and the Sea Eagles play the Bulldogs. Then on Saturday the Raiders will play the Panthers, and the Sharks go into battle against the Eels. Call to arms for footy in Cairns NORTHERN Pride and Cairns District Rugby League are calling upon the people of Cairns to ‘sell out Barlow’ in advance of the historic NRL game between the South Sydney Rabbitohs and Gold Coast Titans in Cairns on June 16. Tickets are still available for the Barlow Park clash, which will see State of Origin stars Greg Inglis, Ben Te’o, Chris McQueen, Nate Myles, Greg Bird and Ashley Harrison in action. Fans will also witness a mouth-watering curtain-raiser between Northern Pride and Ipswich Jets, currently the top two sides in the Intrust Super Cup. WINDY conditions kept most people confined to the rivers during the Weipa Sportsfishing Club’s last outing and Queenfish proved to be a hit with five people all weighing one in as the target species.

These players were picked from the Northern and Southern Cape sides after the recent RARL FNQ Challenge in Cairns. Some Cape York players will travel to Badu Island to play in the Island of Origin Series from July 4 to 6. There will be a seven’s competition in Weipa on September 14 and a week later is the Southern Suburbs All Blacks carnival at Gordonvale. From September 26 to 29 at Ipswich the Arthur Beetson Foundation Cup Murri carnival is on and male and female Cape York players will be in attendance. On October 12 and 13 the Townsville Bindal All Blacks carnival is on. A week later, on October 17 to 19 the Zenadth Kes Cup is scheduled for Thursday Island. Kowanyama will host an All Blacks carnival from October 25 to 27. North Queensland’s biggest All Blacks carnival at Cairns is usually held during October and the 2013 date is still to be finalised. However the Bully has been told the several Cape York teams will participate. Between October 31 and November 2 the NPA Cup, formerly known as the Dan Ropeyarn Carnival, will be held at Bamaga. This traditionally has attracted the cream of Cape York players. On November 8 to 10 the Mossman All Blacks is scheduled.

Alf Wilson story CAPE York rugby league players have a bonanza of football to look forward to. QRL Northern Division Regional Coordinator David Maiden have sent out a list of probable dates for various competitions and carnivals. The proposed dates and venues for the Cape Cluster competition are: round one - June 22,Weipa; round two July 13, Kowanyama; round three August 10, Lockhart River; found four – August 24, Aurukun; finals – September 7, Coen. The semi-finals of the Cape Wet Season competition have been set down for July 20 at Weipa, and Weipa will host the Wet Season grand final a week later. Mr Maiden said the first round date of the Cluster competition was still to be finalised. “There have been some proposed dates out there for a while now but I have just found out that the Laura Dance Festival is on the same weekend as the first round. “I am mindful of clashing with the festival but there are not many options if each community is to host a round,” Mr Maiden said. Option one is to leave dates as they are and get Coen and Lockhart River to play an extra game during round two in Kowanyama. Option two would be to change the first round to July 13 in Weipa. The second round would then have to be in Kowanyama on July 27 which would mean that the Weipa Wet Season Finals would have to change to August 3. The remaining rounds would stay the same. Mr Maiden has called on officials to contact him with any other possible options. On June 29 in Cairns selected Cape York players will line-up for Northern United against Queensland Outback in Cairns.

IT’S been two weeks since my last report and it feels like nothing has changed since I went to the Gold Coast. The sou’easters are still blowing, the water temperature is falling, and the fish seem to be suffering from lockjaw, but in saying that, there were still some good fish caught in the Weipa Fishing Classic. I was glad to get back to Weipa and some warmer weather - I needed to buy some warm clothes to get me by. I won’t go into who won what in the Classic, as that will be covered elsewhere, but there were some outstanding fish caught. I take my hat off to those who ventured offshore and any fish landed were well earned. The Nine Mile reef produced some nice Fingermark, Tuskers and assorted reef species. There was some huge Trevally, caught along with Trout, Nannygai and Red Emperor were brought into the weigh-station on both days. In the rivers was the place to be out of the wind and there were some nice Barra caught along with Queenfish, Blue Salmon, Bream, Grunter and Fingermark. I fished both days in the Hey River with plenty of live bait only to be plagued by big Bream killing the baits. I had to be the unluckiest bloke on the water this weekend by losing a rod and reel on both days. The first wasn’t put in the rod holder properly and fell out

By Giembra Busmer DESPITE blustery winds and overcast skies for most of the weekend the eighth annual Weipa Fishing Classic has been declared the most successful yet. Spirits were certainly not dampened by the inclement weather as between 2000 and 3000 people a night flocked to the Western Cape College grounds over the three-day event. Weipa Fishing Classic treasurer Jay Murray said organisers were thrilled with the participation at this year’s event. “It was a record year on so many levels,” Jay told the Western Cape Bulletin. “A record number of key tags were sold (2168, up on 1942 tags in 2012), we had more stalls and vendors than ever before and we sold double the number of Weipa Fishing Classic souvenir shirts and stubbie coolers we sold last year.” A new layout at the grounds provided a focus on children’s entertainment and the familyfriendly events included displays

With record numbers of fish weighed-in on Saturday and Sunday the competition was obviously stiff on the water, as well as at the cast-net throwing, lure casting and tug-of-war competitions held at the grounds. Channel 7’s Creek to Coast crew returned to Weipa to cover the Classic, entertaining the large crowds while on-stage with MC Peter McCulkin during the evening’s events. (Footage from the Weipa Fishing Classic will be televised later this year.) Raffle prizes and random draws were also popular with the crowd and the major prize draw was a huge success, with 12-year old Gabby Hyytinen last-man-standing out of the final 30 contestants to take home the 5.45 Allison Arafura boat prize.
