Gotcha: croc feast caught on camera

These amazing photos of a crocodile feeding were taken by Western Cape Bulletin reader Aaron Howard. A logistics officer with Toll Marine, Aaron spotted the unusual sight from Humbug Wharf, Weipa, while at work on Thursday afternoon. He dashed home to grab his camera and returned to get these shots of something rarely witnessed in the wild. The spectacle lasted several hours and once the crocodile had finished dining between the shiploader and the wharf in the Embley River (circled), it made its way to shallower water close to Lorim Point for a well-deserved yawn and a rest. Aaron said he wouldn’t hazard a guess as to the size of the croc.

Weipa to host Queensland Dirt Kart Titles

EXCITEMENT is starting to build in dirt kart racing circles around the nation as the Weipa Dirt Kart Club prepares to host the inaugural Queensland Dirt Kart Titles, from July 12 to 15. Preparations underway for Weipa ANZAC Day commemorations MEMBERS of the Weipa RSL sub-branch were busy manning a memorabilia stall last Saturday at the Weipa Shopping Centre prior to Thursday, April 25 ANZAC Day commemorations. Weipa RSL sub-branch member WO2 Harry Harris said preparations were well underway for the day which will commence with a dawn service from 5.45am at Memorial Square. Following the service a gold-coin donation gunfire breakfast will be held at the B Company 51st Battalion Far North Queensland Regiment’s headquarters at Villers-Bretonneux depot Evans Landing from 7am. In the true tradition of ANZAC Day breakfast will be followed by two-up and crown and anchor, and money raised from these activities will be donated to two RSL-sponsored Western Cape College students who will be travelling to Gallipoli in 2015 for the 100th anniversary of the Gallipoli landing. “Funds raised from

Looking at the people making the most noise makes me suspicious. People like Rupert Murdoch, who is well known for working tirelessly for general well being and enrichment of Rupert Murdoch. Then there are the pollies down south who want to set up a Northern Austral ‘special economic zone’ which would involve us working hard and sending stuff to China at special prices, while China sends the economic bit to - you’ve guessed - Sydney, Melbourne, Canberra... Even Tony Ears is extending the love. He wants to send us all the unwanted Government offices from down there, presumably to teach them not to look too closely at what he is about to do with our economy. Our pub has volunteered to host the Bureau of Statistics, and has put a carpet on the floor to make them feel at home. The

I’ll tell you what, I’ll listen to her if she’ll just stop banging on about infrastructure for a moment, and talk about getting us roads that work 12 months a year. And plane tickets that don’t cost so much you need to take a second mortgage to fly to the nearest town. And get us proper phones, while she’s about it. Then I’ll sit down and talk about her infrastructures.

Private billing necessary to provide patient services By Giembra Busmer

THE Weipa Medical Centre has undergone a change of ownership and plans are already under way to expand services and accessibility at the centre. As of Monday, April 8 the practice will be owned and operated by Dr Leo Gunaseelan MD FRACGP FRNZCGP and will employ four part-time doctors (equivalent to two full-time doctors), two practice nurses, clinical nurse co-ordinators and a receptionist. Dr Leo said the main aim of the practice would be to offer patients appointments when they need them. “When I started at the practice last week the waiting time was three weeks and that has already been reduced to two days,” Dr Leo said. “The clinical nurse coordinators will be conducting several one or two-hour clinics per week including diabetes, children’s, women’s, men’s and Indigenous health clinics, which will allow the practice’s doctors more time for patient’s appointments.” The practice also plans to offer a far greater range of services including ultrasound, musculoskeletal medicine, acupuncture and skin health services, as well as visiting services such as a podiatrist, optometrist and psychologist. Patients admitted to the Weipa hospital will also now have the choice of being admitted as a private or public patient, which up until now has not been possible. “The idea is that a patient can now have their own GP followup them up as a patient at the hospital, which is a service not previously available,” Dr Leo said.

As of next week the practice will be offering two evening clinics per week on Monday and Thursday, and hopes in the future to be able to offer Saturday and Sunday shorterhours clinics. From April 22 the Weipa Medical Centre will operate as a private billing practice, which means bulk-billing will not be available. Dr Leo said this was a regrettable but necessary step to ensure the viability of the practice. “The problem is we cannot afford to provide the doctors and the services by bulk billing. It is necessary to offer doctors higher wages to encourage them to practice in Weipa, and the overheads in a remote practice are greater, however the Medicare rebate does not increase because we are in a regional area,” he said. “We have to compete with practices in major cities and give doctors incentive to come to Weipa.” Accordingly, from April 22 the average consultation price for an adult over 18 years will be $80, and patients under 18 $50. The Medicare rebate will be $35 for everyone, however those patients with a pension card will receive a $50 rebate. Medicare Easy Claim facilities will be available at the practice from April 22, enabling patients to swipe both their Medicare and payment cards and the Medicare rebate will be paid directly into the patient’s bank account overnight. Dr Leo said that in order for the practice to be financially viable it was necessary to “adequately fund” the centre. “What we do promise though is that we will work efficiently so patients don’t need to un-

Pebbles Playgroup is extending its services to four days a week from April 18.

Due to the increased demand for childrens activities in Weipa, Pebbles Playgroup will be expanding it’s opening hours and days to now open four days a week, up from just two days per week only 12 months ago. NQBP announces grant recipients REEF Guardian School Western Cape College Mapoon Campus was among 10 recipients of $1000 grants from North Queensland Bulk Ports Corporation (NQBP). The grants for local port communities will be used to implement initiatives that support a sustainable local environment and a healthy reef. Queensland schools participating in the Reef Guardian Schools program located in or adjacent to NQBP communities at the ports of Hay Point, Mackay, Abbot Point, and Weipa were given the opportunity to apply for the grant early this year. NQBP CEO Brad Fish said the grants will enable schools to develop sustainable action plans that will deliver long-term benefits for the environment and the community. “The grants will enable the schools to expand on their existing Reef-friendly initiatives and introduce new environmental projects, Mr Fish said. “NQBP is proud to be a part of a positive environmental initiative such as the Reef Guardian Schools program which creates awareness, understanding and appreciation for the Great Barrier Reef and connected ecosystems.”

Straight talking women wanted Oxfam is again on the look-out for straight-talking Aboriginal and Torres Strait Islander women to take part in a program to help them bring about change in their communities and build relationships with female federal politicians. Oxfam Australia’s fourth Straight Talk national summit, from June 16 to 20, will see 60 women of all ages, backgrounds and locations converge in Canberra to meet with women in Federal Parliament and find ways to work together to bring about change. Oxfam Australia Aboriginal and Torres Strait Islander Peoples’ program

manager Karrina Nolan said participants would learn about the political system, discuss common issues of concern and generate strategies for bringing about change, before meeting with women from all sides of politics at Parliament House. “Straight Talk originated from the knowledge that women were the backbone of Aboriginal and Torres Strait Islander communities and had a powerful role to play in bringing about change,” she said. To represent the diversity of Aboriginal and Torres Strait Islander women, Oxfam Australia is encouraging applications from women of

all ages, family types, and education and employment levels. “Whether they come from remote communities or urban areas, Aboriginal and Torres Strait Islander women will sit down with female parliamentarians and discuss some of the issues facing women and communities,” Ms Nolan said. “Straight Talk has engaged more than 250 Aboriginal and Torres Strait Islander women across Australia, supporting them to establish their own solutions, exercise their rights and to have a strong voice in decisions that affect their lives.” According to Ms Nolan, Straight Talk has built ongo-

This staggering statistic means that you, your family, a neighbour or pet could come into contact with one of the world’s deadliest snakes when you go on a bushwalk or even in your own backyard. St John Ambulance (Qld) is recommending all Queenslanders visit their youtube page (www.youtube.com/ user/stjohnausqld) and watch the snake bite management video to ensure they remain vigilant. Training manager Darryl Clare said there were many myths involving first aid treatment for snake bites. “A common myth is sucking the venom out of a snake bite - this will simply spread the poison to another person and you will be left with two victims instead of one,” he said. “Our new video shows what to do in the event of a snake bite and the proper steps are to ensure the safety of you

and the casualty,” he said. “Do not wash the bitten area or try to catch the snake - your first step in any situation is to follow the DRSABCD action plan (Danger, Response, Send for help, Airway, Breathing, CPR, and Defibrillation).” “Ensure the casualty is relaxed as much as possible; reassure them that everything will be ok - this will slow down the time it takes for the venom to go through the body,” Darryl said. “Apply a constrictive/pressure immobilisation bandage, then splint the bandaged limb.” “Write down as much information as you can, such as the time of the bite, a description of the snake and when the bandage was applied.” Darryl said common symptoms of a snake bite victim included a headache, nausea, drooping eyelids, drowsiness and problems speaking. “If you are unsure what type of snake bit your casualty, always call triple zero ‘000’ for an ambulance.”

Call for community input into Indigenous Education Plan

Community input into improving educational outcomes for Indigenous Queenslanders is being sought following the release of a discussion paper last week. Minister for Education, Training and Employment John-Paul Langbroek said the government had released a discussion paper inviting contributions into the development of a new Queensland

Indigenous education action plan, due for release mid-year. “I encourage anyone interested in improving outcomes for young Indigenous Queenslanders to read the discussion paper and submit their ideas,” Mr Langbroek said. Mr Langbroek said the discussion paper would allow the government to broaden its Indigenous education strategy. “The new action plan will cover the full spectrum of

early childhood education and care, school education, training, tertiary education and employment,” he said. “We want to build an educational pathway for Aboriginal and Torres Strait Islanders in Queensland, so they are supported from ‘crayon to career’. Mr Langbroek said the release of the discussion paper marked a new partnership approach to addressing key challenges facing Indigenous children and young people. “We invite individuals, community organisations, service providers and industry members to work alongside the Government in discussing, developing and executing the new state Indigenous education action plan,” he said. “The paper proposes a

range of ideas that arose from discussions with key stakeholders at a consultation forum held in December last year. “It’s vital that we all work together to keep improving early childhood, school and post-school pathways and strengthen educational support for young Indigenous Queenslanders.” The paper is organised around four key priorities: engagement and partnerships, high quality and responsive services, successful transitions and workforce and leadership capacity. A copy of the discussion paper and information on how to make a submission are available at www.dete.qld. gov.au/indigenous. Feedback and submissions are sought by April 30, 2013.

First step on the pathway to RTA Weipa employment The sixth Indigenous Pathways Solutions Work Start Program commenced in Napranum on Tuesday, April 2. The Work Start Program (WSP) assists local Indigenous people who are considering working in the resources sector. This program has been successful in assisting over 50 local Indigenous people in attaining roles within Rio Tinto Alcan (RTA) since 2010. The WSP assists participants by providing information and opportunities to allow informed decision making and remove misconceptions of working for RTA. RTA crew leaders have also provided positive comments on the WSP as it allows them to make better choices with recruitment.

The first week’s program included a visit from the Rio Tinto Alcan pre-work development team. The visit incorporated drug and alcohol testing, discussions on the expectations of working for RTA, role availability and the opportunity to ask plenty of questions. The IPS team have all made big efforts over this first week to gain more knowledge and to develop their confidence and “step out of their comfort zones” The IPS Program is facilitated over an eight-week period with workplace attendance expectations. This timeframe allows participants to undertake work shadowing on site with RTA, participate in pre-work medicals and engage in multiple question and answer sessions with key RTA staff.

SEABIRDS: The poster children for ocean health. Fishers use them to identify fishing hot spots. environmental and marine scientists use them as indicators of the condition of the ocean environment due to their ability to cover vast areas. But in Australia, one such species - the Flesh-footed Shearwater - is declining, while the government delays a decision on listing it as Vulnerable. The Flesh-footed Shearwater (Puffinus carneipes) is a large, conspicuous seabird with a raucous call of “pick me, pick me” that cannot be ignored. But ignore it we do. The birds migrate across wide expanses of the Pacific and Indian Oceans. But their main breeding grounds are on our doorstep in Australia – the largest population is on Lord Howe Island – with the remaining populations spread across South and Western Australia and New Zealand. Those breeding grounds are in trouble. The Lord Howe Island population has declined by around 50 per cent since 1978 (Reid et al. in press). New Zealand’s population was revised from 25,000 pairs in 2000 to 11,600 pairs in 2010, with breeding abandoned on ten islands. In Western Australia, a survey I conducted in 2011, the first in almost 35 years, found the population hovering at less than 50,000 pairs.

Multiple factors – encroaching urbanisation, bycatch mortality in fisheries, and introduced predators – account for these declines. But emerging on the scene as a serious threat to populations is the confronting issue of plastic pollution in the marine environment. Accumulations of rubbish in the North Pacific Gyre were first noticed 20 years ago. Nicknamed the “Pacific Garbage Patch”, this area now contains up to 40 times more plastic than plankton. But the plastic problem is not limited to the Pacific Garbage Patch. Each day, our oceans are fed more than 20 million new plastic items - or around ~6.4 million tons per year. Wind and waves send this plastic around the globe, so that one country’s garbage washes up in another’s backyard. Which brings us back to the Flesh-footed Shearwater. More than 75% of Shearwater chicks on Lord Howe contain large quantities of plastic, fed to them by their parents who mistake it for food.

In 2011, one dead chick I examined had more than 275 pieces of plastic in its stomach, equivalent to a human eating around 8kg of the stuff. Clearly, eating plastic is never going to be a good idea, but new evidence suggests it may be worse than previously thought because plastics bring with them certain chemicals known to be toxic. These include phthalates, which may be added during manufacturing to make the plastic more flexible, and heavy metals and polychlorinated biphenyls (PCBs) absorbed from the seawater. Some of these toxins have been detected at worryingly high levels in the tissues of seabirds that have ingested plastics. And it’s not just seabirds that ingest plastics. More than 265 marine species are at risk, with new studies published every week showing fish, invertebrates (such as mussels and sea cucumbers), and even algae are ingesting plastic particles.

Many of these species are at the base of the marine food chain, their fortunes dictating the success of hundreds of other species that rely on them. So, what can we do? We can continue to apply pressure forcash for containers schemes in Australia so more plastic bottles go into recycling. And Australia can stop ignoring the plight of those animals it should be trying to preserve. In Australia, threatened species like the Shearwater are supposed to be protected under the Environmental Protection and Biodiversity Conservation (EPBC) Act, based on the International Union for the Conservation of Nature (IUCN) guidelines. But the EPBC Act is proving wholly inadequatedue to cumbersome bureaucracy. Over 50 Australian bird species that merit listing according to IUCN rules remain unlisted. The Flesh-footed Shearwater likely meets IUCN criteria for listing as Vulnerable based on an “observed,

estimated, inferred or suspected population size reduction of more than 30% over the last 10 years”. Despite the necessary paper work being submitted to the Australian Department of Sustainability, Environment, Water, Population and Communities in March 2012, the Shearwater remains unlisted. The Department is delaying its decision for two and a half years, until September 2014. New Zealand, meanwhile, flexing its conservation muscles like an All Blacks haka, promptly listed the species as “Nationally Vulnerable” in September 2012. And time does matter. While an official listing probably won’t reverse the Shearwater’s downward spiral, it could help slow it by making the species a conservation priority, freeing up state and federal funding targeted at threatened species. And it would mean that after decades in the dark, our poster child of ocean health is finally in the spotlight.

More North Queenslanders suffer from inadequate Newstart: Queensland Greens Reform to Newstart Allowance is urgently needed in Far North Queensland given the region’s higher unemployment rate, the Queensland Greens said today. The Queensland Greens’ lead Senate candidate, Adam Stone, says a local unemployment rate of 7.2%, recent changes to the Parenting Payment that dumped thousands of single parents onto the much lower Newstart payment, and a sharp fall in job advertisements in Queensland have combined to make life “very grim” for thousands of unemployed locals. “Thousands of Far North Queenslanders are finding themselves out of work, without enough money to live on, and

facing a tougher jobs market than in other parts of the country,” Mr Stone said. “To make matters worse, Newstart Allowance is so low that it is a barrier to finding work, as recognised by business groups, unions, welfare organisations, economists, and virtually everyone else outside the major political parties. “Anyone can find themselves out of work, especially in Queensland where the Newman government has slashed 14,000 jobs. It makes no sense to keep people so poor that they cannot put their best foot forward in their efforts to get themselves back into the work force.” Mr Stone, who today starts a six-day tour of north and central Queensland, said the Greens

It seems the Greens are now alone in believing that Government has a responsibility to care for people who fall on hard times,” he said Ms Kloot said the Government in the May Budget should recognise and act on the support for an increase in the Newstart allowance. “Anything less than a $50 a week increase will not help lift people on Newstart out of poverty,” she said.

RDAF role needs to be seriously examined

A STRATEGIC, long term focus on regional development is critical for Far North Queensland but I’m concerned that the Regional Development Australia Fund is raising expectations yet not delivering. What many people don’t realise is that the RDA Fund has no dedicated capital – zero. It was relying totally on the ‘billions’ that were meant to come in from the mining tax. But given the lacklustre royalties so far, the reality is that the fund exists in words only. Unfortunately, this means that numerous very busy people are being seconded to various consultative groups, completing or assessing applications. These people genuinely put their heart and soul into this process, but thanks to the spin of this government, the best that it can deliver is a press release outlining the list of projects that have qualified to proceed to the full application stage. We are now in the third and fourth rounds, but to date the only money that has been allocated to FNQ is $5 million towards the $24 million sea wall project, conditional on a State government contribution. This is a project that Regional Development Minister Simon Crean himself categorically stated did not qualify, and he’s absolutely right. What private investor is going to put money into building sea walls just because

the government has chipped in $5 million? And even though that amount will never in itself address the issue, eight months after Minister Crean’s announcement of June 4, 2012, the Torres Strait community leaders were still walking the hallways of Canberra, knocking on doors trying to get the funds released. At the time of writing, not one cent has been received. Despite all the attacks that Labor threw at the Howard government’s Regional Partnerships program, our FNQ Area Consultative Committee (ACC) - capably led by Robert Blanckensee as the chair- was recognised as the best in the country. Individuals like Thomas Viera, Sue Fairley and Fred Marchant also did an outstanding job and more than $74.4 million was invested in the region in just four years. This investment drove Cyclone Larry recovery, small business seminars, strategic partnerships, assistance to the dairy industry, community enterprise, tourism development, research and development for rural industries and indigenous small business, among others. A number of these continue to make a great contribution to our regional economy – JCU students at the Large Animal Surgery and Veterinary Teaching Facility in Malanda are receiving world-class training, cocoa plantations in the Daintree now supply highly sought-after Australian-grown and produced chocolate, and the Sugar Industry Reform package contributed to the ongoing viability of the Mossman Central Mill, to name just a few.

There is no doubt that we need to have a regional body and I believe we can draw further on the very worthwhile strategic development work that is being carried out by the RDA. But the effort that is being put into the RDA Fund is, quite frankly, of little value given that there is no money to back it up. It is especially disappointing given that under the Labor Government, we have seen record unemployment in our region – the highest in the country. We have also suffered greatly from the Global Financial Crisis, and decisions made by this government - more than in any other area – have had massive financial implications on our businesses and enterprises. Yet they have so far made no effort to address these through this program. For that reason, I would argue very strongly that the RDAF needs to be discontinued to allow those community members who are freely contributing their time to focus on other areas. After September 14 we’ll certainly revisit this, and look back at the milestones that were achieved in regional Australia through Regional Partnerships and other funding streams. In doing so we can re-establish a structure that is going to make a difference and is fully funded to meet the needs and expectations of the communities that it was set up to assist. Wounding charge, Aurukun A 23-year-old Aurukun man was charged with wounding and serious assault of police whilst armed following an incident in Aurukun around 4.30pm Monday, April 8. It is believed that the man had been involved in an assault on another man before a street disturbance broke out on McKenzie Drive. Upon police arrival at the scene it will be alleged the man threatened police on a number of occasions with a spear before he was successfully disarmed. The man was scheduled to appear at the Cairns Magistrates Court on Tuesday, April 8. Police investigations are continuing.

Market update – the big picture The month of March opened with a few spectacular numbers to fuel markets – much better than expected jobs data in both the US and Australia to name but two. But, of course, there is always some event or another to mix emotions. The Cyprus bailout deal was blown out of proportion by the media, keep in mind that less people live in Cyprus than Adelaide and all they needed was $5bn to secure an ECB bailout of $10bn. The problem lay in the handling of the situation. Because there is so much Russian money sloshing around Cyprus and many suspected some of it wasn’t quite legal, the ECB was keen to claw some back. A levy or tax on bank deposits frightened everyone inside and out. Eventually they split the private banks into good and bad with most small investors paying no tax at all and reportedly up to 60 per cent for the ‘bad’ guys. The story should have been over if it weren’t for a silly spokesman who stated that this was a

plan for future bailouts. He was quickly whisked aside and his statement was withdrawn. The US stock markets took all of this in their stride as both the S&P 500 and the Dow Jones index closed for Easter at all-time highs. The ASX 200 did not behave as well, it lost -2.7 per cent during March while the S&P 500 gained +3.6 per cent and the World gained 2.1 per cent. We had our market as significantly overpriced at the end of February so the March stall fits in neatly with our view for the future. Our market is now only modestly over-priced and so growth may resume. It is not clear how the resignation of so many senior government MPs will impact on the economy in the run-up to the election. Many seem to think that these events make a Liberal-National coalition an almost certainty, and that may be the case. But if the Gillard-Swan team believe that, what havoc could they cause before they go? They might put damaging new taxes on

the super of those who are unlikely to vote for them – and handouts for those who will. With our economy doing OK at the moment, serious meddling could cause consumer and business confidence to slip back to the levels of last year. Commodity prices did not do well in March. Iron ore prices slipped from a very high $152 a ton to the low $130s. Gold, silver and copper slipped between -4 per cent and -5 per cent while the WTI oil price which is relevant to US consumers increased by +5.9 per cent. The Laura to Maytown coach road, which was part of the longer access road from Cooktown on the coast, was developed to facilitate access to the Palmer River goldfield, following its discovery and development in the early 1870s. The Palmer River field itself was always very isolated and access was difficult, which was reflected in the high cost of transporting goods and equipment, as high as 200 pounds per ton in the early years of the road’s existence. Initially the road followed a winding route north of the Conglomerate Range to Palmerville, with Maytown, the eventual centre of Gulf reefing, not even on the road until 1877. This winding route was progressively lessened, with the costs of transport reduced, however there were many on-going challenges. Erosion caused by the prevailing climatic conditions, especially high rainfall, was a problem and the constant wheeled traffic cut through the soft sandstone, particularly around the descent from the Conglomerate Range. tion, resulted in the road becoming increasingly dangerous. Over time, various efforts were made to improve the road’s condition and reduce the dangers for travellers, for instance Mr A.C. Macmillan undertook early works to reduce gradients at various points as well as constructing retaining walls which were aimed at strengthening the road edges and improving drainage. The road is perhaps most well known for its close association with Cobb & Co. coach line which began regular services along it in 1880. As well, various historical sites and remnants of these earlier days remain along the road, including the sites of Chalmer’s, Patrick’s and Ned’s hotels, remnants of gold workings and batteries, staging posts and a number of sites which once contained Chinese market gardens. The photograph above, taken in 1895, shows the mail coach at an unidentified location along the Laura to Maytown Road, but probably outside one of the staging posts along the way. In acknowledgement of the historic importance of this early Cape York roadway, it has been listed on the Queensland Heritage Register.

Believe it or not and I know this is against popular belief BUT insurance companies are actually making it easier to claim on their policies. The last three to five years have shown vast improvements to policy

definitions and rates. If we look at trauma insurance and claiming for breast cancer for example, generally a full trauma insurance benefit is payable if the treatment required involved a full mastectomy.

As medical treatments have advanced, treatment now may only require a lumpectomy (removal of the lump only). Usually this may only account for a partial benefit claim or in some cases, no claim at all. Some insurers have now agreed that this treatment is the current preferred method in a lot of cases and their policies will now pay a FULL claim. I mentioned a partial claim earlier. Final environmental impact statement RTA Weipa Pty Ltd (RTA Weipa), a wholly owned subsidiary of Rio Tinto Aluminium Limited, has finalised the Environmental Impact Statement (EIS) on the proposed South of the Embley project (numbered EPBC 2010/5642 by the Australian Government Department of Sustainability, Environment, Water, Population and Communities). This notice is published in accordance with section 104(4) of the Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth) (EPBC Act). RTA Weipa proposes to extend its Weipa bauxite mining operations in the area south of the Embley River on existing mining leases ML7024 and ML6024 near Weipa, Cape York Queensland. OVER the Easter weekend in Australia the furore around gambling and sport intensified. Prominent racehorse trainer Gai Waterhouse defended her son Tom’s gambling business in the tabloids, and legislation was proposed to limit gambling’s intrusion into coverage of sport. Channel Nine, meanwhile, agreed with a parliamentary committee that it had overstepped the mark by blending commentary and marketing by engaging Tom Waterhouse in their NRL telecasts this season. TV ads, hoardings around the ground and club websites as well as the jerseys, shorts – and in the case of the NRL, the name of the ground on which the sport is played – are all used to promote gambling. It’s clear that the promotion of gambling is omnipresent in Australian sport, and now presents a supreme irritant for fans. In the face of this, it’s important to realise that sports betting – although the current focus of public ire – accounts for only $350 million or so of Australia’s $18.5 billion expenditure (that is to say, losses) on gambling in 2009–10, the most recent year for which we have comprehensive data. Of this, $10.2 billion went into poker machines in local clubs and pubs. Horse racing consumed $2.7 billion, casinos $3.6 billion. Nonetheless, sports betting is the fastest growing segment of the gambling market. It is focused on a new generation of potential gamblers, for whom the pokies hold few attractions. This is perhaps why Clubs Australia wants its members to be monopoly licensed to operate online gambling sites. They can see that the future of gambling is online and mobile. At the heart of the present furore is that Australians, like many other nationalities, love sport. To see it “polluted” by crass commercialism is something many people find greatly offensive. Along with this, a big difference between, say, the pokies and sports betting is that pokies are largely concentrated in areas of disadvantage. Most people – 70 per cent or more of the adult population – never use pokies, and avoid their habitat. Similarly with casinos and the races: if you’re not interested, they are relatively avoidable, save for the occasional racing carnival. Sports betting is in your face, on TV, at the ground and in the sports pages of newspapers. More importantly, it’s in the faces of your children, on footy tipping

websites, on the uniforms of their heroes, and endlessly promoted during coverage of their favourite games. We don’t know with certainty what the results of this will be. We do however hear numerous accounts of children able to recite the odds of various betting possibilities, as they once recited the game statistics of favoured players. We d o k n o w t h a t r e a d y accessibility to gambling is a major risk factor for gambling problems. Sports betting could hardly be more available, and the knowledge of how, and where, to do it is ubiquitous in mediums where children are at home.

It is not hard to deduce the likely consequences of this new preoccupation. Since a High Court decision in 2008 authorised interstate marketing of online bookies, we have witnessed the “gamblification” of sport, and to a certain extent everyday life, as the bookies take advantage of a perfect storm of intensified marketing opportunities, technological innovation, and ineffective regulation. The bookies promote themselves by offering odds on novelty bets – whether the trains will run on time, who the next Pope will be, whether the prime minister will make it to the election. A critical element of the “perfect storm” is reflexivity – the social fact that we change our

perceptions of reality and our associated social practices as a consequence of how reality is presented to us. Betting companies like Centrebet have lucrative sponsorship deals with sporting organisations, covering stadium hoardings to players’ shorts. The generation that grows up with sports betting, pokie apps, online casinos and football clubs desperate to profit from and market gambling is likely to produce problem gamblers in record numbers. This will not be because they are any more venal or flawed than any other generation. Rather, the world they inhabit will be – if it is not already – one where gambling is portrayed as the epitome of a normal healthy life. Once upon a time, the tobacco industry successfully sought to normalise smoking by its sponsorship of sport. That endedwhen we realised the harm that was done by allowing “the best and soundest thing” (as Sherlock Holmes put it) in society to become dependent on tobacco dollars. Gambling doesn’t yet have sport in a stranglehold, as the pokies lobby does with Australia’s state and territory governments. We can act to limit the promotion of gambling during broadcasts watched by children, and the sporting codes can wean themselves off the still–modest dollars they make from associating themselves with bookies. By and large, state governments have not been up to the challenge of sensibly regulating the promotion of sports betting. If there is to be an effective response, it must come from Canberra. Against the recent onslaught from Clubs Australia over pokie reform, the current government turned to water. Perhaps the backlash against the bookies will empower them to act.

AFL wrap-up with Dallas ROUND two in the AFL has shown a return to form of some of the big guns who failed to fire last round. Fremantle brought the Bulldogs back down to earth with a solid victory, while the Crows kicked back into form with a good away win over the Brisbane Lions whose woes continue early in the season proper. Richmond put on a show to beat a struggling St Kilda outfit. Tiger Jack Riewoldt, after playing a good team role as a goal-less decoy last week, finally got his hands on the ball and kicked seven majors over his cousin Nick’s Saints. Port Adelaide predictably overpowered the GWS Giants, however the easy-beats of the round were the hapless Demons, who were flogged by 150 points by table-topping Essendon. The Swans had a comfortable win over the Gold Coast, and Collingwood showed their class in downing Carlton. Hawthorn showed they are back with a strong win in the West over the Eagles. Geelong again displayed great fighting spirit to come from well behind to take the points from the Kangas in a close one. Round three starts Friday night with the high flying Bombers heading west. They play the Dockers in what should be a great game. The Swans venture to Melbourne to take on the Kangaroos who will be desperate for their first win in a really tough draw to start the season. West Coast are also Melbourne-bound but should have a much easier task taking on the Dees. St Kilda hopes to get their first points of the year against GWS, while Geelong should add further to Carlton’s problems. Gold Coast play host to the Lions in the Queensland clash. After some early season form the Suns will be better positioned and eager to beat the winless Lions again in this newest of AFL rivalries. Richmond will look to extend their winning form with a big effort against the Western Bulldogs. South Australian rivalry will be at its peak with an improved Port taking on the powerful Crows. Match of the round will be Sunday with powerhouses Hawthorn and Collingwood battling it out at the MCG. Enjoy the action!

Not many people would have heard of Northline Transport but with their national administration office based in South Australia, they are able to assist the Weipa Dirt Kart Club in transporting the machinery for our interstate stars for the title event. As you all know, the logistics of having machinery transported to Weipa can be an enormous task so now these two companies can help us all. Along with Sea Swift and Northline

Woibo makes epic journey for All Blacks carnival Alf Wilson story

WEIPA worker Jerome Woibo faced a marathon journey to compete at the fifth Central Queensland Indigenous Reconciliation All Blacks carnival in Rockhampton on Easter Saturday and Sunday. From Hope Vale, Woibo works for Rio Tinto Alcan in Weipa and lined up for one of two Descendants teams at the carnival. Sixteen teams battled it out for honours and Woibo lined up for Descendants number two team. The carnival was to be held over the Australia Day long weekend in January, but was postponed due to floods in central Queensland. Team organiser Elia Ware said that Woibo caught a plane from Weipa to Cairns and then travelled the 1100km to Rockhampton in one of two 25-seat buses. “It was a marathon road journey but Jerome starred for the Descendants number two side. He really went well. Jerome travelled the longest of any of the players at the carnival as far as I know,” Ware told the Bully. In round one Descendants number two defeated Cliff Ambrum Memorial 26-6. In their scheduled second match

on day one, Descendants number two and one sides were drawn to clash. However Ware said in a tactical move it was decided that Descendants number two would forfeit which relegated them into the loser’s plate division. “We didn’t want to suffer any injuries as we were confident one of our sides could win the carnival and it was a tactical decision,” Ware said. The number two Descendants team lost their plate quarter final 8-6 to Woorabinda Warriors. “They only lost that in the final 10 seconds,” Ware said. The Descendants number one

went on to win the carnival beating CQ Warriors 54-12 in the grand final pocketing $20,000. In the semi final Descendants number one defeated Curacoa Crusaders, which won the Cairns All Blacks carnival last October, 28-24 in a semi final. Ware said both teams travelled back from Rockhampton to Cairns in the buses on Easter Monday during which time they celebrated together. Ware said that Three Rivers players Stanton Bowen, Nigel Bowen and Ritchie Ford were going to play for Descendants but withdrew before the carnival. In the Rockhampton women’s grand final the star-studded Highlanders with numerous representative players defeated AKS Memorial 16-12. Highlanders included female player of the carnival Naomi Bobongie and best forward Kaitlin Moss. Cherbourg Brothers United, had a 36-18 victory over Gladstone Goori United in the men’s plate division. Yarrabah team Guyala just pipped Dja Dja Belbendi, 22-20, in golden point in the bowl section.

I fished up the Hey River on Saturday with local ambulance driver Tim Shannon and we caught heaps of Queenfish on live bait, however Sharks were a problem, and there were some big ones amongst them. I had one that was over two metres long and don’t they go hard on a spin stick. Tim also landed Grunter and Fingermark on soft plastics. I was talking to Jim Borthwick who had his clients up the Hey as well to keep out of the wind and he reported that his clients landed Barra to75cm, Fingermark and Grunter. The Golden Trevally are still working the flats between Roberts Creek and Hey Point and can be seen tailing as they move around looking for food.

IT looks like the run of good weather has finally come to an end with 20 knots of wind all but closing down the offshore scene, however some of the bigger boats were venturing out but I had’t received any reports by time of press. Jim Borthwick from All Fed Up Charters got out mid-week before the wind came up and found the Fingermark and Tuskies still biting on the southern reefs, and out in the clean water some very big and hungry Spaniards. There were some nice Nannygai out of Duyfken Point along with some Tuskies. Out on the leads there are some good Black Jew taking baits at night and there are some small Nannygai also on the chew. When the wind arrived later in the week it kept most boats in

At time of writing this article we are only 14 weeks away from perhaps the biggest event

to come to Weipa - the 2013 Queensland Dirt Kart Titles to be held on the weekend of July 12 to 15. And while I’m hot announcing things, the Weipa Dirt Kart Club are extremely excited to announce that shipping company Sea Swift and national freight company Northline Transport will be the naming rights-sponsors for this tremendous event.

The logistics of putting this deal in place has been absolutely astonishing and Troy Batterham needs to be congratulated on getting this across the line.
