Mapoon day of celebration

First contact commemorated

Her excellency the Governor of Queensland, Ms Penelope Wensley AC and her husband, Mr Stuart McCosker travelled to Mapoon on Monday, May 27, 2013 with an official delegation from the Netherlands for the opening ceremony of the First Contact Memorial near Cullen Point, Mapoon. The unveiling of the memorial on Monday was a significant milestone for local residents and international visitors as it commemorated the first documented visit by Europeans to Australia. When the crew of the Dutch East India Company vessel, Duyfken, sailed to the Cape York Peninsula area in March 1606 they were looking for trade opportunities. This journey was well before the more celebrated voyage of Lieutenant James Cook and his crew aboard the Endeavour in 1770.  continued page 2

Indigenous ownership formally recognised FOLLOWING the official opening of the First Contact Memorial the Mapoon community continued their day of celebration with the presentation of the Deed of Grant in Trust (DOGIT) to members of seven Mapoon tribes. 1757.7 square kilometres of Aboriginal freehold title land on

the western Cape York Peninsula had been handed over under the Aboriginal Land Act 1991. Title to the land has now been transferred to the Old Mapoon Aboriginal Corporation, the land hand-over part of the Mapoon DOGIT, which was issued on December 5, 1988.

Mapoon Aboriginal Shire Council Mayor Peter Guivarra said the community had taken a big step into the future with the handing over of the DOGIT on Monday. parts: on the west side is the cultural and historical information about the Mapoon people and the community; and on the east side is the historical information about the early Dutch voyages and the first contact at Mapoon between Europeans and Indigenous Australians. The perfect Autumn weather attracted a turnout of about 200 people. Buses and 4WD’s lined the entrance to the Cullen Point site. Traditional Owners mingled with the Governor of Queensland, the Ambassador of the Netherlands, Ms Annemieke Ruigrok, the Mayor of the Mapoon Aboriginal Shire Council, Cr Peter Guivarra and many other dignitaries, family and friends. National Reconciliation Week. This date is significant because the Commonwealth Referendum to recognise Aboriginal people in the Australian Constitution was held on May 27, 1967. Rio Tinto Alcan hosted the Vice-Regal party and the Netherlands delegation at Weipa and provided their transport. Their visit to Mapoon was hosted by the Mapoon Aboriginal Shire Council. It was a day of high activity, people spotting and plenty of photograph taking, but when the sun set that evening the memorial rested quietly in its new home. Investigations continuing into detention centre escape WESTERN Cape Chamber of Commerce hopes a breakout by seven Vietnamese asylum seekers from the Scherger RAAF Base Detention Centre last Thursday will not impact on the detention centre’s presence in Weipa on a long-term basis. The Chamber’s Acting President Geoff Bryant said: “The centre represents consistent business for the town.” “This was a one-off incident and hopefully the loopholes will be identified and tied up rather than a knee-jerk shutdown of the facility.” The escape is still under investigation by Australian Federal Police.

The seven escapees have been charged, along with three people who allegedly assisted and communicated with the escaped detainees. In what appears to have been a well-organised operation the asylum seekers fled the detention centre early Thursday morning before boarding a plane to Cairns at the Weipa Airport later that day. They were detained at the popular Cairns night-spot, Gilligans Backpackers. later that evening. Office-in-Charge of Weipa Police Senior Sergeant Brett Jenkins said Australian Federal Police were continuing their investigations and were work-

ing closely with the Department of Immigration and detention centre provider Serco. Weipa Town Authority chairman Peter McCulkin said he had not yet received a formal brief on the breakout, but there were a lot of rumours circulating around the town and in southern press. “This incident is certainly not indicative of the 99.9 per cent of clients currently in the detention centre,” he told the Western Cape Bulletin on Tuesday. “In fact, a local team played a cricket match against some of the clients on Saturday and they were concerned that the escapees actions could affect

the processing of their own visas.” Federal MP Warren Entsch says the escape of seven detainees from Scherger Immigration Detention Centre (SIDC) illustrates the “absolute failure” of the Labor Government’s immigration policy. “It’s clear that they can’t control their borders but they also can’t control the detention centres where they’re putting these people. “This case just illustrates the fact that we’ve got serious issues in regards to immigration and if the situation doesn’t change, it’s going to cost us more and more,” Mr Entsch said.

Decision handed down on asylum seeker death

AN Afghan asylum seeker who died at a Queensland detention centre took his own life, a coronial inquest has found, SBS reports. Meqdad Hussain died at the Scherger Immigration Detention Centre at Weipa on March 17, 2011. A recent inquest delved into whether he died in suspicious circumstances. State Coroner Michael Barnes was also tasked with determining whether Mr Hussain, a 19-year-old Afghan, had been properly assessed for mental health issues. In a decision handed down on Monday, May 27, Mr Barnes found Mr Hussain had taken his own life by hanging himself from his bunk bed. Mr Barnes found Mr Hussain had been properly assessed, found to be a low risk of self-harm and was offered appropriate counselling. Though entries in a notebook found in his room revealed Mr Hussain was in a disturbed mental state, Mr Barnes found authorities could not have been aware of these dark thoughts until after his death. The coroner also found Mr Hussain, who came to Australia on a leaky boat from Indonesia in late 2010, would not have been aware at the time of his death that authorities had rejected his application for refugee status just 24 hours earlier.

“I conclude Meqdad Hussain died as a result of his own actions, that he intended to end his life and that no other person contributed to his death,” Mr Barnes ruled. On the coroner saying there were no observable signs that should have alerted the Department of Immigration or the company Serco, that operates the detention centre, Hassan Ghulam, Family spokesman and Australian Hazara Council spokesman, told SBS’s Stefan Armbruster: “During the last two weeks of his life he was living on his own and that was a huge sign of depression etc, but that was not paid attention to.”

Asked how the family feels, he said he spoke with them the night before the findings were delivered. “The family believe he was murdered in the detention centre and between their view and the coroner’s finding there is a huge difference. I don’t know how to fill that gap, I try to convince them of certain facts and issues found in Australia; they don’t believe it, they can’t see it.” Mr Ghulam has visited Scherger and describes it as follows: “Extremely bad, far away from civilisation, in the middle of a mining zone, very dusty, very hot during summer months and very humid.”

Love for Mum, Mothers Day lunch ON Sunday, May 12 at the Weipa Motel and Resort, Mates of Jack hosted the Love for Mum, Mothers Day Lunch in an effort to raise awareness of Duchenne Muscular Dystrophy and to raise funds for Jack Cal-

laghan Dalla Costa, a 10-year old boy in the Weipa community who fights the degenerating condition every day. The day started with a moving and very touching slide show of Jack, giving those in attendance a glimpse into the heartbreak that is Duchenne. The mood was not somber for long as the

60 guests in attendance were delighted to enjoy a three-course buffet lunch with great raffles and auctions on offer. Mates of Jack would like to take this opportunity to thank everyone in attendance - the love and support that was on display and shown hugely with the raising of auction paddles was overwhelming.

Most of the raffles and auction items were sourced outside of Weipa and Emma Dalla Costa stated that this was to take some of the pressure off the local business and individuals of the community who have such large hearts and continually support Mates of Jack. The pièce de résistance, an autographed

and framed memorabilia of the North Queensland Cowboys went for a well spent $700. There was a Coleman Roxy Camp chair that was hot on the auction line and the bids kept on coming when a ladies old-school white and ocean scene pushbike wheeled out onto stage. Meat trays were a keen favourite and with

steam mops, pamper packs, and a rum kit to satisfy any man, there was something on offer for everyone. With Lynda Gorlick on the microphone and Sharon Hilton giving great demonstrations of the quality of items on auction the day was a sure success with over $6000 raised. The money raised is deposited into an account held with Muscular Dystrophy QLD, and the progress of such fundraising can be checked out at the website everydayhero. com.au/matesofjack This money will be used to help Jack with any equipment or medical expenses that arise during Jack’s fight with Duchenne Muscular Dystrophy.

Jack’s dad Jason, told us that the businesses and individuals that provided the auction items and raffles prizes were all listed on the everydayhero website and that anyone wishing to make a donation or follow Mates of Jack’s progress should check out the website. The day finished on a high when special guest Jack arrived to personally draw the raffle prizes. The laughs and smiles from all in attendance gave Jack a sense of importance and an opportunity to personally thank those in attendance for their support, and generosity. Mates of Jack

New chair and member appointed to Cape York Health Board A BUSINESSMAN with many years experience on Cape York and in high-level positions has been appointed as the new Chair of the Cape York Hospital and Health Service Board. The appointment of new chair Bob McCarthy, along with the appointment of one new Board member and the reappointment of four others, was announced by Health Minister Lawrence on Friday, May 17. Along with Mr McCarthy, Mr Kevin Quirk also has been newly appointed to the Cape York Board, while current members Thomas Hudson and Angela Jarkiewcz are departing. The remaining four current Board members all have been reappointed. These are Deputy Chair Louise Pearce, Darryl Hill, Tracey Jia, and Associate Professor Ruth Stewart. New chair Bob McCarthy has more than 30 years experience in high-level positions in both the private sector and within the Federal and Queensland governments. These include periods as a member or Chairman of a number of statutory boards and corporations. He is currently an Adjunct Professor of the Australian Institute for Bioengineering and Nanotechnology, Chair of the Grifﬁth University Aviation Advisory Board and a Director of Nanum Tawup Pty Ltd. Mr Quirk also has been a successful owner of a nursing agency, which he built into a very successful enterprise supplying staff to rural and remote hospitals and health centres before selling it in 2004. Mr McCarthy said he wanted to pay tribute to deputy chair Louise Pearce, who had been acting as chair since the resignation due to work pressures late last year of inaugural Board chair Scott McMahon. “Louise has done a sterling job of guiding the Board and the hospital and health service over the past few months, including through the recent restructures,’’ he said.

“Thanks to Louise, the other Board members and chief executive Susan Turner and her team, I am taking over a ship that is in very good order and well positioned for the future. “I look forward to working with Louise, as well as our other board members, the executive team, local clinicians and the Cape York community to guide healthcare in this region. “Over the next few weeks, we will also be looking for one further addition to the Cape York HHS Board to bring us up to seven members in total and expand our pool of expertise. “The Board and I will be focussed on patient care, and we must ensure our hospital and health services meet both local priorities and national standards. “We believe that everything is possible with the support of the community, but nothing is possible without that support.’’ Mr McCarthy said the Blueprint for Better Healthcare in Queensland released by Minister Springborg in February had reinforced the importance the Cape York HHS Board already placed on working closely with the community, the Commonwealth, local government, the private sector and other stakeholders to undertake various health initiatives. “Over the next couple of years, we will be looking at different ways of getting the most value out of our health dollar for our communities by working more efﬁciently with our various partners,’’ he said.

AS part of the QPS Renewal process and to strategically strengthen police service delivery in remote parts of Queensland, the Commissioner has announced the allocation of two Commissioned Officers to be based at Weipa and Horn Island. The officers are expected to take up their positions from July 1, 2013. Inspector Paul James will manage the Cape Patrol Group, with Inspector David Lacey taking on the Torres Patrol Group. Inspector James has been an operational police officer for most of his career serving in general duties policing, criminal investigation, drug squad and many regional locations. Inspector James was the Officer in Charge of Palm Island for a number of years

and was promoted to the rank of Inspector in 2011 as a Duty Ofﬁcer at Metropolitan North Region in Brisbane. Inspector James received the Australian Police Medal in 2009 for his service to the people of Queensland. He will supervise the police divisions of Weipa, Aurukun, Kowanyama, Pormpuraaw, Lockhart River and Coen. Inspector Lacey is no stranger to serving in remote parts of Queensland. Inspector Lacey will be based on Horn Island. The Torres patrol group includes the police divisions of Thursday Island, Badu Island, Bamaga (Northern Peninsula Area) and Horn Island. Climate change threatens to wipe out Cape birds A RECENTLY published report has identified that about 100 Australian water birds are likely to face strong challenges or extinction from climate change, many in Cape York. The report recommends key actions to secure and manage vulnerable regions for the future. In the first continental analysis of the effects of climate change on a faunal group, the climate space of 101 Australian terrestrial and inland water bird taxa is likely to be entirely gone by 2085. That is 16 marine taxa have breeding sites that are predicted to be at least 10 per cent less productive than today, and 55 terrestrial taxa are likely to be exposed to more frequent or intense fires. Birds confined to Cape York Peninsula, the Wet Tropics, the Top End of the Northern Territory (particularly the Tiwi Islands), the arid zone, King Island and southern South Australia (particularly Kangaroo Island) are most likely to lose climate space. There was some variation in the predictions of the 18 climate models deployed, but all predicted that the rainforest

avifauna of Cape York Peninsula is likely to face the strongest challenge from climate change, particularly taxa currently conﬁned to the Iron and McIlwraith Ranges. For marine birds, those nesting on Lord Howe and Norfolk Islands, the Great Barrier Reef and the Houtman Abrolhos are likely to face the greatest declines in local marine productivity. Changes in local marine productivity may also affect the endemic terrestrial birds of these islands, for which no climate modelling was possible. A small group of beachnesting and saltmarsh birds may be affected by sea level rise. Many taxa, and particularly seabirds, are potentially highly sensitive to climate change based on a set of ecological and morphological metrics. Small island taxa were most likely to be both exposed and sensitive to climate change, followed by marine and shoreline taxa. While threatened birds were more likely than nonthreatened taxa to be exposed or sensitive to climate change, or both, a substantial proportion was neither.

IPS Work Start expo a success The Indigenous PathWays Solutions Work Start Team spent week six preparing for their successful expo. The communications outage last Tuesday presented a unique challenge to the Western Cape Bulletin. The newspaper’s pages are sent electronically to the printer in Townsville on Tuesday afternoons, however with no phones or internet available we were forced to come up with an alternative plan. PDFs of the pages were saved onto a USB stick and rushed to the Weipa airport, just as passengers were boarding the afternoon flight. Passenger Joanie (pictured above) agreed to take the urgent parcel on the flight with her and deliver it to the Cairns Post office, from where it could be transferred to Townsville. As communications were restored relatively quickly “plan B” was not put into action, however it was fantastic to have the offer of assistance from one of our readers to get the Western Cape Bulletin to press.

our y y Tr for s l a loc eal! a D THE former port of Somerset, at the tip of Cape York, was formally established in August 1864, for predominantly strategic reasons related to the protection of shipping as well as trade. By the early 1860s, the Torres Strait had become a vital commercial shipping channel, but despite this channel being well charted by this time, it was still dangerous and ship wrecks were common. As there was no port between Cardwell, some 900 kilometres to the south and Timor, across the Arafura Sea, survivors of shipwrecks had to make long voyages, often in open boats, to reach safety. Queensland’s first governor, Sir George Ferguson Bowen, suggested that a government outpost at the tip of Cape York would alleviate some of the on-going maritime problems and dangers. Such an outpost would act as a harbour of refuge, a supply station and a coaling facility. As well, Bowen argued that the new port could act as a centre for geographic research, as a base to assist missionary activities as well as a staging post for the colonisation of northern Australia, New Guinea and even parts of the Indonesian archipelago. With such grand aims, Bowen’s vision for the new settlement included the hope that it would prosper to the point when it would become a symbol of the prestige and power of Great Britain. On-going shipping tragedies ﬁnally tipped the government’s hand and the scheme was approved. The new port was to be known

as Somerset and a site was chosen on the mainland opposite Pabaju (Albany Island), about eight kilometres from the tip of Cape York. Somerset was to act as the administrative centre of the area, including Torres Strait for some thirteen years, until its closure in 1877. During this period its success fluctuated and a range of problems and obstacles hampered the achievement of its original vision. The image above, dating from 1869, shows the main buildings at Somerset, only some five years after it was originally established. Despite some successes, Somerset failed to fully achieve its original aims, and only operated until 1877. What went wrong and why did Somerset only operate for such a relatively short period? There was good support promised at the beginning. Somerset was to operate as a joint imperialcolonial facility with the British government providing a small contingent of marines as well as a naval surgeon. Queensland’s part in the arrangement was to provide nine colonial officers including a police magistrate who would act as the senior officer. John Jardine, previously the Police Magistrate at Rockhampton, was appointed to this position and acted as the Government Resident at the new port. But operations were not to go as planned. A severe financial depression rolled through the economy from 1866 and the Queensland government, no doubt with more pressing issues to deal with, neglected the Somerset outpost.

As well, the British government withdrew its marine contingent in 1867, leaving the settlement weakened and exposed, a real issue in the face of on-going conﬂict with the local Indigenous peoples. In terms of local issues, the pearl shell industry was also developing at the time and this industry was tending to centre itself at Thursday Island. The anchorage in Albany Passage had long been criticised as being difficult and at times dangerous, which was a further negative for Somerset. But perhaps the ﬁnal blow for Somerset was that its strategic geographic position was lost when the Queensland Government legislated to extend the colony’s boundary to include all of the islands between the coast and the Barrier Reef. This border change made Thursday Island a far better strategic location for a northern port and settlement. The Government resident was therefore moved from Somerset to Thursday Island and Somerset was closed in 1877. The image below shows John Jardine, the first Government Resident at Somerset.

Dirt karts: the hobby effect HAve you ever wondered how a simple hobby can escalate in to a full blown addiction? Well, my wife is wondering the same thing. What started out as just something to do on a Saturday night has now turned in to me having three dirt karts in the shed and two of my sons following in their dad’s racing footsteps. Just like that, it’s magic, I’m addicted and I don’t know how to stop it. So, this is my dilemma, should I go to therapy or go racing when the Weipa Dirt Karts fire into action again this Saturday at the Weipa International raceway? Dirt karts it is, and with the 2013 Queensland Dirt Kart Title

only seven weeks away, racing is the only thing that will satisfy this itch. So this Saturday night, we get busy testing and tuning our pocket-rockets in readiness for the southern invasion. The Weipa stars have put the challenge out to the other Dirt Karters around the country and the scoop is that Western Australia, Northern Territory and the Australian Dirt Karting capital, South Australia have all committed competitors to the 2013 Queensland title. This will be the biggest Dirt Karting event in Australia; the visiting drivers would have never raced in front of a crowd

Danny Metcalfe is back this week after taking time off due to a club official commitment in South Australia. He will be his usual bubbly self and talking about how he will smash everyone on the track, and I think that Westy has also missed him so they can get a little twin action on this Saturday night. Things are really starting to come together for this small dirt karting fraternity and over the next few weeks, you will start to see a lot more static displays conducted by the Weipa Dirt Kart

Cape sides compete strongly at FNQ Challenge Alf Wilson story & pics

Northern and Southern Cape sides competed strongly at the Remote Area Rugby League Far North Queensland Challenge in Cairns last weekend. The other sides were Palm Island Barracudas, Bowen and Three Rivers. Torres withdrew in the week leading up to the carnival because of financial considerations. Bowen won last Sunday’s final, beating Palm Island. Southern Cape comprised of players from Kowanyama, Pormpuraaw, Coen and Lockhart River. Northern Cape consisted of players from Aurukun, Napranum, Weipa and Mapoon whilst Three Rivers had footballers from Cooktown, Hopevale and Wujal Wujal. The Bully was at day one of the carnival and saw Northern Cape meet one of the carnival favourites, Palm Island. Under astute coach Karl Adams Northern Cape started confidently in the first of two 25-minute halves at the Mann Street Junior Rugby League grounds. Early tries to Chastyn Bowen and to Eli Tabuai and a conversion by Chris Namok saw Northern Cape bolt to a 10-nil lead after some great work by forwards Garreth Smith and Sireli Vola Vola. Palm hit back to level at 10-all at half-time and when 37 year-old veteran Jason Nixon scored and Chris Namok converted it was 16-10 to Northern Cape. Scores were deadlocked at 16-all with 10 minutes remaining, then Palm ran

away to record a 26-16 victory. In their second game Northern Cape scored an easy win over Three Rivers then lined up against Southern Cape at Barlow Park which was a curtainraiser to the Northern Pride Queensland Intrust Super Cup game. Northern Cape won 28-20 and then on Sunday lost to eventual champions Bowen. Southern Cape Southern Cape coach Dave Kennedy was happy with the efforts of his small side which drew 24-all with Bowen, lost to Northern Cape and Palm Island and scored a handsome win over Three Rivers. “We haven’t had fixtures whilst Palm Island and Bowen are well into their seasons. The boys overall were much smaller than most other sides but made up for that with speed and determination,” Kennedy said. Kennedy rated fiveeighth Stanley David, fullback Fitzroy Lawrence, halfback Elron Lawrence, second rower Cameron Josiah, and utilities Dylan Creek and Chris Johnson as fine performers. The Bully was at the day one draw against Bowen which without a doubt was the most entertaining game of the carnival. Possessing a huge forward pack, Bowen had led 18-6 before Southern Cape

levelled at 18-all late in the second half. A late try to flying outside back Stephen Bally and the conversion saw Southern Cape take a 24-18 lead. But Bowen hit back and the draw was a fitting result. QRL Northern Division Regional Co-ordinator David Maiden said the football was fast and furious. “The communities taking part in the carnival love their footy, and it’s all about bringing communities together and creating pathways for individuals to get to the next level,” Maiden said. “Often roads are cut-off in remote areas of north Queensland, especially during the wet season, so we’re really pleased this carnival provided opportunities for the region’s most talented players to show their skills.” Maiden said it was disappointing no team representing the Torres Strait took part, due to lack of funding. “It’s certainly an issue for our game. We’re trying to provide pathways, but are still hampered by a lack of funding,” he said. All players were accommodated at the Cairns Colonial Club, who are fantastic supporters of rugby league. “This carnival helps create many more opportunities for talented individuals in remote communities,” he said.

The Southern Cape players: Stanley David, Fitzroy Lawrence And Dylan Creek.

Weipa swimmers celebrate at presentation evening The Weipa Swimming Club recently held their 2012/13 break-up and presentation evening with a pizza night at the pool. A big thank you goes to the committee members for organising a successful night. Also, this week, Swimming Qld released a list of swimmers that reached a JX (Junior Excellence) standard for the 2012/13 season. Congratulations to the following swimmers: Alissa Koina and Sabrina Koina – silver standard; Tom

McCahon – bronze standard; Ethan King, Kirra Koina, Katelyn McCahon, Josie Millard, Sophie Mohr and Alex-Adel Tyson – green standard. The JX program is for swimmers between 9 – 13 years of age who reach set qualifying times for each standard, ranging from green, bronze, silver and gold standards. The club had nine swimmers reaching a JX standard for the 2012/13 season, which is seven more than last season, so a big thank you goes to the coaches for

The final week of Weipa Soccer Club fixtures saw lots of excitement and friendly competition, with all players ready for next week’s grand final games. Game of the week: Tykes - Red v Blue. An awesome game full of fun and laughter, and the skills of the young players are really showing. It is great to see all players really getting in there and having a go. A good kick by Grayson for Red nearly scoring but for the quick save by Thomas. Darius showed impressive skill and speed taking the ball from halfway and scoring for Blue. Corey controlled the ball for Red and made many plays at goal. Good defensive kicking from Jayden for Blue. Confident play from Cody for Red kept the game competitive. Some fancy footwork from Wiley and Jamie for Blue and Ayla for Red in a very energetic game.

COMEBACK King Garreth Smith showed he has lost none of his class when he made a dominant return to rugby league at the Remote Area Rugby League Far North Queensland Challenge carnival in Cairns last weekend. The 37-year-old Smith, a Weipa Rio Tinto worker, lined up for Northern Cape and from the first game showed why he earned the reputation of being one of the best forwards in the far north. “I last played about 12 months ago,” Smith told The Bully.

Some spectators at the ground who had never seen Smith before were convinced that Northern Cape had somehow gained the services of Gold Coast Titans NRL forward Luke Bailey. Almost every time he received the ball, Smith broke at least the first line of defence often setting up second phase play for Northern Cape. In Northern Cape’s first game against the powerful Palm Island Barracudas, Smith made plenty of metres up the centre of the ruck and was the “go to man” for his teammates. The Bully captured one ac-

tion photo of Smith shooting out a miracle flick-pass from the back of his right hand whilst being tackled by Barracudas defenders (above). At one stage Smith came off the field with blood oozing from a wound on the top of his head. It resembled a similar incident back in 2007 when Smith shone for the Mulga Tigers whilst playing at the Island of Origin carnival on Badu Island. “I thought back to that when this happened,” he said. Rival Southern Cape coach Dave Kennedy said opposition players had an enormous amount of respect for Smith.

“He went very well and was always hard to tackle,” Kennedy said. Palm Island champion front rower Fred Bulsey also said that Smith was a hard opponent but very fair. Now that Smith has taken the boots out of the cobwebs he will be highly sought after by teams for the 2013 Island of Origin Series on Badu.
