Weipa’s first Diabetic Alert Dog hits the streets By Giembra Busmer TAKE a good look at Harvey (pictured at left with his owner, Tonia May) because you’re going to be seeing a lot more of him around Weipa. Harvey, an 18-month old Cavoodal, is in training to become a Diabetes Alert Dog who could one day save Tonia’s life. Tonia has Type 1 Diabetes and can suffer hypoglycaemic episodes, or “hypos” but with the help of Australian charity Paws for Diabetes Harvey will be trained to detect early warning signs of low glucose levels, thus preventing a serious episode. Hypo-alert dogs are trained to indicate that the blood glucose levels are falling outside the accepted norm before they impact on the person’s state of mind and physical capabilities. By preventing the levels from significantly deteriorating, people with Diabetes can reduce the frequency of hospital visits, long term organ damage, stress and dependence on others for support. Although a relatively new concept in Australia the use of Diabetes Alert Dogs is already widespread in the United States and Tonia originally thought she might have to travel overseas for
a canine lifesaving companion. “I did a lot of research, got myself a small indoor dog, contacted the Paws for Diabetes group and went from there,” Tonia said. “Most of the dogs train from puppyhood so Harvey is a bit of a late starter, but as I am a fully qualified dog trainer we’ve got a good chance of success.” Aside from training in his role as a hypo detector Harvey has a lot to learn about stepping out in the world with his master. He will accompany Tonia everywhere – from shopping in the local supermarket to dining out in restaurants. “At this stage everything is a new experience for him and he has to learn to concentrate on his behaviour in different environments,” Tonia said. “It’s very important that the local community accepts Harvey’s presence and allows him to do his job. People need to resist patting him, which is very hard, but when he has his green jacket on he is working and needs to be left alone.” Tonia has 12 months to get Harvey up to speed as a Diabetes Alert Dog, who will ultimately be both protective and approachable, and she asks everyone in the community to respect his role and help make his possibly life-saving training a success.

a single mango. Flocks of jumbo jets fly north every night carrying hundreds of tonnes of mangoes from Africa to Europe. Of course, when Muscovites buy a mango, they dream of something wonderful and exotic. The truth is much sadder. Their fruit

SCIENTISTS have discovered a lost world of unknown c re a t u re s i n a r a i n f o re s t perched on massive boulders in a remote part of Cape York in Queensland’s north. Surveys have previously been conducted on the millions of black granite boulders piled hundreds of metres high around the base of Cape Melville, north of Cooktown. But the rainforest has remained largely unexplored, fortressed by massive walls of boulders. In March, James Cook University’s Dr Conrad Hoskin and National Geographic photographer and Harvard University researcher Dr Tim Laman led a research team that was choppered in to explore the area. Within several days they found three species previously unknown to science: a leaf-tailed gecko, a golden-coloured skink, and a boulder-dwelling frog. “The top of Cape Melville is a lost world,” Dr Hoskin said. “Finding three new, obviously distinct vertebrates would be surprising enough in somewhere poorly explored like New

Guinea, let alone in Australia, a country we think we’ve explored pretty well. “They’ve been isolated there for millennia, evolving into distinct species in their unique rocky environment.” Dr Hoskin described the fi ndings as the discovery of a lifetime. The highlight of the expedition was the discovery of the “primitive-looking” Cape Melville Leaf-tailed Gecko of which its new scientifi c name - Saltuarius eximius - means exceptional or exquisite. Intriguing features of the gecko are its huge eyes and long and slender body and limbs most likely adaptations to life in the dimly lit boulder fields. P a t r i c k C o u p e r, C u r a t o r of Reptiles and Frogs at the Queensland Museum, says the gecko is the strangest new species he’s seen in his 26-year career as a herpetologist. “That this gecko was hidden away in a small patch of rainforest on top of Cape Melville is truly remarkable,” he said. Scientists are hopeful future expeditions will reveal further secrets.

will look green, with no hint of orange richness. When they try to peel it, they find it is pale and as hard as a rock. If you blindfolded them they would not know if they were eating a mango or a turnip. Us Northerners have life differently. For a month every year, we are deluged in fruit. They lie ankle deep across the side-walks, and sticky orange pulp is splashed everywhere. The air is full of the scent of fermented mango... If only we could figure out how to do it, we could be drinking free mango wine until mid next year. Instead we are so mangoed-out
that it is too much effort to bend over and pick one up from the ground. So why aren’t we celebrating? Down south in Atherton on the Tablelands, they have a whole festival devoted to maize, with carnival floats, lots of dancing, a Maize Queen, all the fun of the fair – and that’s just for a cob of corn, for Goodness’ sake! Who wouldn’t rather have a ripe mango than a corncob? I swear it’s because we’re just too miserable. The sun and humidity must have fried our brains and, instead of having a party for our wonderful mangoes, we

prefer to moan about them. About how someone might slip on a squashed mango. About how kids throw sticks into the trees to knock them down. About how a mango might fall on some-one’s head, and shouldn’t the Council do something about it? Well, I’m going to have a party of my own. I’m going to take a big basket down the road and pick all the spare mangos I can find before they drop, and collect the undamaged ones from the ground. Even if I have to wear a rain coat and crash helmet to do it.

Rio Tinto Alcan Weipa to celebrate milestone In December this year, Rio Tinto Alcan Weipa will celebrate a milestone – 50 years of operating and reaching 500 million tonnes of bauxite shipped. Rio Tinto Alcan Weipa general manager operations, Gareth Manderson, said this is a great achievement for a strong business. “We would have never reached such a significant milestone without strong support from our world class employees, Traditional Owners, local businesses and the local community,” Mr Manderson said. “In December, we will mark this milestone with an official ceremony attended by our people, Traditional Owners and community members.” Mr Manderson said Rio Tinto Alcan Weipa also acknowledges the past 50 years has not always been entirely positive for our Traditional Owners and local Aboriginal communities.

THE Australian Federal Police (AFP) and Australian Customs and Border Protection Service (ACBPS) are warning members of the public about a scam where consumers ‘win’ a paid overseas holiday and new luggage, unaware they are being used as drug mules. This unique investigation began on Sunday, October 13, 2013 at Perth International Airport when two Perth residents alerted Customs officers about concerns they had with their luggage. The couple had recently won a competition with a prize of two tickets to Canada, seven nights accommodation and new luggage. A subsequent x-ray examination showed irregularities in the lining of the suitcases. Further examination revealed approximately three and a half kilograms of methamphetamine hidden in each suitcase. The AFP will allege the couple were victims of an elaborate scam and were unwitting participants in the drug importation. Following police inquiries, a 38-year-old Canadian man was arrested at Perth Airport on Sunday, October 13.

Search warrants were conducted at a hotel in Scarborough, where it will be alleged documents associated with this scam, along with electronic equipment, two suitcases (similar to the ones seized at Perth airport) and approximately $15,000 in cash were seized. The man was charged with Import a Commercial Quantity of a Border Controlled Dug (methamphetamine) contrary to Section 307.1 of the Commonwealth Criminal Code Act 1995. The subsequent investigation has revealed a complex and highly-organised scam in which older Australians appear to be targeted by a bogus Canadianbased tour company identifying itself as “AUSCAN Tours”. AFP Perth Airport Police Commander David Bachi said this investigation demonstrates that criminals will try anything to get drugs into Australia. “The organisers of this scam went to great lengths to provide a facade of legitimacy. Thankfully the travellers contacted Customs and didn’t dismiss their concerns, allowing us to make the arrest,” said Commander Bachi.

Anyone with information on any other scam should contact Crime Stoppers or Scam Watch. Investigations into this matter are continuing. The maximum penalty for this offence is life imprisonment.

Four false alarms traced to outdated EPIRBs THE Australian Maritime Safety Authority (AMSA) is advising 121.5 MHz distress beacon (EPIRB) owners to dispose of their outdated beacons appropriately and switch to 406MHz beacons after four false alarms over the past seven days. Over the past week, AMSA tasked multiple fixed-wing aircraft and rescue helicopters to respond to 121.5 MHz distress beacon signals that were heard by aircraft. All incidents were false alarms and the result of inadvertent or self-activations of 121.5MHz distress beacons. AMSA’s acting general manager emergency response Alan Lloyd said one beacon was traced to a garage sale in Brisbane, while another was
found in a boat in the Darwin River Dam area in the Northern Territory. “121.5MHz distress beacons should not be sold. These distress beacons were phased out in 2009 and replaced with 406 MHz beacons,” Mr Lloyd said. “The battery of the distress beacon found in the boat in the Northern Territory had expired in 2009. It is common for 121.5MHz beacons to activate themselves, especially if they are in a deteriorated state,” he said. “These false alarms require the use of emergency response resources and personnel, which may be diverted from a genuine emergency. “Two 121.5MHz distress beacons were also heard in the Perth and Cairns areas.
“This is a major fundraiser for the VMR and a pleasant way to contribute to the volunteer group.” The next level of volunteer is required to do a total of two days training over an unspecified time and they are brought into the operation as “crew as required”. “This is quite a casual position. We contact the volunteer when there is a job on, respond to the job, and they go home,” Crazy said. People who are moving towards a career path in marine services can also benefit from joining VMR. “All volunteers can obtain their first aid and radio tickets, and complete navigation, engineering and coxswain courses, to name a few, and training is provided free of charge” Crazy said. There is no previous experience necessary to join the VMR and volunteers are able to contribute as much or as little as they like. Volunteers must be over 18 years and there is no charge to join. BARRIER Aviation has withdrawn appeals against a decision by the Civil Aviation Safety Authority to cancel and then refuse to issue the organisation an air operator’s certificate. On December 23, 2012, CASA suspended the air operator’s certificate of the Cairnsbased charter operator and flying school due to serious and imminent risks to air safety. CASA found Barrier Aviation had been operating aircraft with serious and known defects, as well as directing pilots to fl y these aircraft. Known defects were also not being recorded on aircraft maintenance documentation. On February 22, 2013, the Federal Court of Australia made an order prohibiting Barrier Aviation from conducting operations for a set period. CASA then cancelled the air operator’s certificate held by Barrier Aviation on March 13, 2013. On March 15, 2013, Barrier Aviation applied to the Administrative Appeals Tribunal for review of this decision. Barrier Aviation subsequently lodged an application for re-issue of an air operator’s certifi cate, which CASA refused on July 31, 2013. On August 14, 2013, Barrier applied to the Administrative Appeals Tribunal for a review of this decision. Barrier Aviation withdrew its applications to the Administrative Appeals Tribunal on October 16, 2013.

FROM its stunning wetlands in the west, across a dry central spine, to the coastal heathlands and rainforests in the east, Cape York Peninsula is deservedly world-famous for its rugged beauty. For many Australians, memories or dreams of making a “once in a lifetime” trip north to the tip of Cape York evoke deep passions. These passionate responses can range from those seeking greater protection of this biologically-rich region, to those who see only the potential for unlimited development. Unfortunately, too often those deeply divided approaches have meant that the Peninsula’s 15,000 people have been overlooked in outsiders’ visions for the region. With the Queensland Government set to release its new draft Cape York Regional Plan within the next few weeks, now is a good time to rethink the foundations needed to deliver real progress for the people of the Peninsula, as well as to the benefit of the nation.
Too many grand plans, not enough action The Cape is unquestionably an Indigenous domain, with subregions such as the Aurukun local government area covering some 13 Wik-related language groups and 26 clan groupings. Dotted around the Peninsula’s massive coastline are some 12 indigenous communities, plagued by the poverty faced by many post-colonial societies. Parts of the wider Peninsula landscape are heavily industrial-

ised, such as the Weipa mining precinct. Elsewhere, extensive pastoral leases and conservation areas cover significant territory. In the late 1980s, the Queensland Government’s grand vision for the region included major tourism, agricultural and mining developments and even an international spaceport. The “open for development” approach drew speculators from across the globe and the Cape saw a decade of crazy ideas, unfathomable land price hikes and declining returns on capital in the pastoral industry. By the early 1990s, the federal Labor government and a new state Labor government led by Wayne Goss were heading in the opposite direction over proposals for major wilderness declarations. This created huge levels of uncertainty about how regional development
could occur into the future. But in the mid 1990s, the Cape York Land Use Planning process slowly began to build real local consensus about the future. That led to the Cape York Heads of Agreement, a sound agreement between pastoralists, traditional owners and conservationists about progressive and balanced land use and tenure reform. A decade on and by the mid 2000s there was a hardening of the line taken by some of the nation’s conservation organisations. That saw the return of government-led central control of the region, with the then state government pushing through legislation for a series of divisive Wild Rivers declarations. Amid this three decade tug-of-war between external governments, developers

The battle for Cape York: whose vision will win out?

The future of Cape York from page 8 environmentalists and others, the principles of strong regional ownership and the need to deliver social, economic and environmental outcomes have often been lost. The result? Indigenous communities left to live with entrenched poverty; the weakening of a once iconic pastoral industry; and an area of outstanding conservation value largely beset by the ravages of poaching, pigs, weeds and wildfire. While local efforts to tackle those problems are underway, they remain under-resourced.
The next steps for Cape York In mid-September this year, Queensland’s Deputy Premier Jeff Seeney met with Cape York mayors, industry and community leaders to discuss the new draft regional plan. Public consultation on it will start soon, with the draft plan due for release by early November. At last month’s meeting, Mr Seeney said “there’s no question Cape York will
be opened up for development”, with plans for greatly increased agriculture, mining and tourism. But he also added that local communities and “areas of high-value conservation” would be protected, suggesting a hope for a more balanced outcome for the future. This new plan presents opportunities for a new start. But if it is to succeed where others have failed in the past, it needs solid foundations. First and foremost among those foundations is strong regional ownership of the process, built on having the right local players around the table. There are positive signs on this front. There also needs to be a genuine consensus, built between not only the federal and state governments but also with communities within the region. That kind of consensus is the only way that the region can move beyond the historical tug-of-war of competing external agendas. Striking a balance on land use and tenure reform is essential. That means ensuring the protection of people’s rights and those critically important heritage, cultural and
tourism values for the future. But it also means recognising that there is significant scope for well-managed, strategic mining and agricultural development with the highest environmental standards, delivering real economic opportunities for Cape York’s communities. With greater land use and tenure certainty, investment capital for business and infrastructure can then be better organised. Both state and federal governments working with developers and regional communities can then get world-class environment standards in place for development. Among the big challenges ahead will be the process of securing enough water and energy to feed increased development, while still looking after the environment.
Not just another southern power grab Most important of all, the new plan needs to be about building long-term partnerships for genuine and ongoing regional development – and not just become

another southern bid for short-term control over land use. People in the Peninsula are understandably wary about being brought around the table by external powers to discuss hastily-developed plans, having often in the past been left with planning documents that are never implemented or, worse, seeing implementation occur without any regional agree-
ment. By my count, this has happened to the Cape York community at least seven times in the past 20 years. It’s not enough to bring people together to agree on a plan, no matter how good it may be. What will matter most is keeping people around the table, to monitor progress and to check that governments, investors and community groups alike deliver on the plan promises.
The people of Cape York Peninsula have heard enough of other people’s grand plans for their future. The new regional planning process shows some promise, but after more than a generation of lost opportunities, the key thing for all governments to remember is that it’s time to get moving, and to turn plans for this unique part of Australia into action.

The Cape York town of Normanton takes its name from the nearby Norman River which was first navigated and chartered in the mid 1860s. The selection of the site and Normanton’s establishment came about as a consequence of the need to identify a more suitable alternative to Burketown which, by that time, had largely been abandoned due to on-going problems with flooding as well as the risk of disease. The site for the new settlement was formally identified and selected in May, 1867. Once established however, the town grew quite slowly until 1885, when the discovery of gold at Croydon provided a major boost. Later, a further boost to the town’s fortunes was provided by the completion of the Normanton to Croydon railway, with Normanton becoming the acknowledged gateway to northwestern Queensland. This new link was to bring both people and wealth to the area. However, this growth was to slow dramatically as mining diminished on both the Croydon and Cloncurry mineral fields. in 1908, also reduced Normanton’s relative importance as a centre. There was a later resurgence in Normanton’s importance within Queensland with the major industrial development that was to take place in the fishing industry in the 1960s. This was specifically the result of significant investment that took place in the prawn fishing and processing industry at nearby Karumba. There are a number of reminders of Normanton’s history and development that visitors to the area are still able to see today. These include the Normanton cemetery which dates from 1867, the railway station and the station building both dating from 1891, as well as the former Burns Philp & Co. store. There are also a number of other surviving buildings and structures, all of which give us an insight into Normanton’s long history. The photograph above, dating from 1913, shows the Customs House at Normanton. We can speculate that the people carefully posed in the buggy at the front may be Customs Department employees. Golf Notes with Clarkey
New committee elected at AGM ThE 2013 golf season proper is now done and dusted. Saturday and Sunday competition golf will still be played at the usual times, with the Club sponsoring most events. The AGM was held on October 20 with an exceptional roll-up. Business was discussed and office bearers elected. It was noted by the members following presentation of the financial report that the Club has turned a corner, although a lot of hard work is yet to be done. A special note of thanks was given to manager Sharon, her staff and the past committee. The elected Committee for 2013-14 is: president - Justin Hyytinen, vice-president - Peter Clarke, treasurer - Jay Murray, club captain - Brett Elms, vice-captain - Chris Brooks, com-
mittee - Jess Stecko, Ross May, Mick Forde and Mick Cernaka. On Saturday, October 19 the annual President V Captain Te a m s e v e n t w a s contested, with Justin Hyttinen (President) and Mick Lund (Captain) the sponsor for the event. All the President’s men and women “romped” it in over the Captain’s team for the second year in a row. Sunday, October 20 saw the much-awaited Kowari Motors sponsored “Medal of Medals” when all of the A, B and C-grade monthly medal winners come together to play out for this honour board event. The eventual and popular winner was the evergreen Michael Newman with 69 nett. The runner-up was young gun Steve Wust. Congratulations to the weekend trophy winners and a big thanks
to our sponsors. Saturday, October 26 saw the members play a single stableford, sponsored by Lee and Jen Grainger. The winner on a countback with 40 points was Vesa Hyytinen, from the luckless Kerry Scales. Members played a single stroke on Sunday, October 27 which was won by Club Preso Justin Hyytinen with a 66 nett. The runner-up was the young fella Sandy Nelson with a 69 nett. Thanks goes to Reg Moore for his generous sponsorship and welcome coldies at the end of play. This Saturday, November 2 members will play a single stableford, while on Sunday, November 3 we contest a single stroke with both events sponsored by the Club. Names on the sheet by noon please.
SCORES of rugby league players from Weipa, Napranum and other parts of Cape York will converge on Bamaga for the Northern Peninsula Area (NPA) Cup which commences on Thursday, October 31. The three-day carnival will attract the cream of Indigenous footballers from the Torres Strait, Cape York, the NPA and even from as far away as Cairns, Townsville and Mackay. Formerly known as the Dan Ropeyarn Cup, it is the last major football carnival for players in the far north for 2013 and big crowds are expected. QRL Northern Division Regional co-ordinator David Maiden told the Bully on October 28 that 10 teams had been confirmed. “The draw will be done on Wednesday on the day before the games start and there will be many good footballers from Cape York, the NPA and the Torres Strait going. There will also be a team from Palm Island,” Maiden said. The carnival is not only a

Kirra Koina set a new club record in the 14-years girls 100m Individual Medley with a time of 1.27.28, which was set by Kathyrn Bellinger back in January 2000. Maiden said he did not know which teams the Cape York players would line up for but it could be a number of different ones. Karl Adams, the Weipa-based and much-travelled Game Development Officer told the Bully that there will be at least one team from Napranum, and another from Coen at the NPA Cup. Napranum and Coen were both in the popular Cape Cluster competition. Maiden will be one of the referees to officiate at the NPA Cup along with several others including veteran Rod “Hairy” McCrae. “We are looking forward to the NPA carnival and it has been great each year it has been held. Chey Bird and Peter McKinnon will also referee and we are taking a young fellow along so he can gain experience,” McCrae said. The grand final will be held next Saturday evening and a ladies exhibition match is also scheduled.

chasing the Billfish he spent a half an hour on a bit of rock he knows of down that way and scored Nannygai, three legal Red Emperor and a couple of Tuskers. The Billfishing proved to be as difficult as the day befor,e raising three more fish for no hook-ups. Three other Weipa Billfish Club boats, Long Tail, Bard Up and Wine Down reported similar results. Mackerel have been a little bit scarce this week with the odd fish being caught on the troll. Down around the southern reefs there have been some hard pulling GTs around taking poppers, with a smattering of big Queenies also. There is an abundance of bait fish from the entrance all the way down to Westminster so the bigger Pelagic’s should be following this food source. In the rivers there are a few fish about, mainly Bream and a few Grunter with Evans Landing giving up a few fish in the evening. If you happen to snag an ugly stik with a Shimano Stradic reel could you let me know as a close friend had it pulled in while he was setting up another rod. There are a few Crabs coming in with the Andoom River the pick. The Mission River bridge is still producing some

This week there have been mixed results in the rivers and the ocean with some reports of good captures and others not getting anything. On Saturday, with predicted good winds, I headed up to Duyfken Point to see if I could get a feed of the Tuskers and big Fingermark that area is renowned for. The first few drops on broken reef in 10 to 12 metres of water resulted in zero, so after a few moves I scored a couple of good-sized tuskers and then the small fish moved in so it was time to move again. After several moves I started to put a reasonable bag of fish together comprising of Tuskers, Cod, Red Throat and Spanish Flag. Gary The Baker, fishing a little bit further north of me, was getting similar results but Sharks were proving to be a problem – he landed a nice Coral Trout as well. Dan, who works for Gary, had three bites for three fish but he said they were nothing to write home about. Duanne Singleton took Manana out for the weekend and had mixed fortunes. On Saturday he raised five Sails for one tagged, then on the mooring in Boyd’s Bay got some nice Squid in the evening. On Sunday before he went
