Wet season arrives THE wet season has arrived in the Cape and approximately 20 motorists were stranded on the north side of the Laura River on Monday as the river peaked at 2.5 metres over the crossing after heavy rain on Saturday night. Although the flood waters had eased by Monday the crossing was still 2.3 metres over and the motorists were forced to wait it out until Tuesday morning before attempting to cross the swollen river. The owner of the Laura Roadhouse reportedly used his personal helicopter to provide supplies to the stranded vehicles on the north side of the river, who were given temporary basic accommodation and toilet facilities at the Laura Rodeo grounds. continued page 2

Cape Alumina suspends work on Pisolite Hills mine project
THE Cape Alumina Board has suspended all work on its Pisolite Hills mine and port project on western Cape York, Queensland, and will undertake a comprehensive review of all of its other operations in Queensland. The decision has been taken as a result of the Queensland Government’s
announcement on Wednesday, November 20 that it would ban mining over the Bertiehaugh Cattle Station and the Steve Irwin Wildlife Reserve “in perpetuity”. As a result of the Queensland Government’s announcement, Cape Alumina and MetroCoal Limited have agreed that the proposed merger of
the two companies will not proceed. The Board will also review Cape Alumina’s legal rights and possible avenues to challenge the Queensland Government’s decision. The Steve Irwin Wildlife Reserve overlies a significant part of the Pisolite Hills project resource and the
Government’s decision now effectively sterilises this. Cape Alumina’s managing director Graeme Sherlock said Wednesday was a very sad day for Queensland’s mining industry and expressed concern that the decision may damage Queensland’s reputation as a good place to do business. continued page 3

Although the river subsided long enough for the 20 people to eventually cross, rain continued throughout Tuesday morning and at 10am Cairns Police issued a statement saying the Laura river was again impassable. Heavy rain had also affected other areas in Cape York with the Peninsula Development Road, Archer River (Coen to Weipa) issued with a 5 tonne load limit on Tuesday morning, and was closed to road trains and multi-combination vehicles at time of press. Executive Officer of the Cairns District Disaster Management Group, Senior Sergeant Owen Kennedy said, the situation at Laura over the weekend had highlighted some important issues. “In particular it has highlighted the resilience of townships utilising local resources for local needs. Being resilient at this time of the year is important for individuals, families and townships alike when localised
flooding can occur on the Cape, Senior Sergeant Kennedy said. Residents and visitors to the Cape need to ensure they have have dry foods and the like to sustain them for periods of time without access to your local store. More importantly however is that flooded rivers are a disaster waiting to happen. “Impatience should never be at the fore font of motorists thinking. Isn’t it better to sleep rough for a couple of days and make it to loved ones than never to arrive at all.? “Ask your loved ones yourself as I am sure they will agree, better to arrive late than never,” said Senior Sergeant Kennedy. All motorists planning on travelling in our Cape communities are urged to check weather conditions and traffic and travel information hotlines for specific road closures. All motorists are urged to slow down and drive to the condition of the roads and are reminded that when travelling in remote locations to ensure they plan and prepare for travel by ensuring they have ample food, water, spare tyres, equipment, navigation and communication devices.

Well, the Oberführer is nothing if not loyal to his supporters and the committee should have known they were putting their heads on the block. They were not being paid to think for themselves but to do what they were told. If lawyers and judges do not take instructions from the General Staff, the result will be chaos and inefficiency. In a move reminiscent of Vladimir Putin’s modern Russia, the committee disappeared overnight and a brand
new one was appointed. The new one knows on which side its bread is buttered and we don’t anticipate any trouble from them. The Oberführer is only a phone call away, should they ever need any advice. Of course, the lawyers are upset, but who cares about them? Queenslanders know instinctively a profession that spends every day ensuring criminals escape justice is a profession we can do without. Now the mosquitoes are circling again, this time with a demand for Queensland to reinstate its Senate to rein in polies gone rogue.

Draft Cape York plan released ON Wednesday, November 20 the Queensland Government announced plans to declare the Steve Irwin Wildlife Reserve and the Wenlock River on Cape York Peninsula as Queensland’s first ever ‘strategic environmental area’. The announcement coincided with the release for public comment of its blueprint for the future of Cape York Peninsula. The draft Cape York Regional Plan proposes 32 per cent of the Cape will be preserved in a number of ‘Strategic Environmental Areas’, including the Wenlock River and Steve Irwin Wildlife Reserve that will be protected from mining forever when the declaration is finalised. Premier Campbell Newman said the declaration would protect one of Queensland’s most environmentally significant areas. “By protecting the Steve Irwin Wildlife Reserve in perpetuity, this government recognises the value of protecting this exceptional piece of biodiversity for Queensland for future generations.” An additional 53 per cent of the region will be designated as a ‘General Use Area’ available for responsible economic development assessed under the Environmental Protection Act 1994 and the Sustainable Planning Act 2009.” The draft Cape York Regional Plan identifies three main regional land-use classifications: • General Use Areas (GUAs) are areas where economic development activities are prioritised, including agriculture, tourism and resource activities, while recognising that
site-specific environmental and cultural values remain important considerations in any development/ resource proposal. • Strategic Environmental Areas (SEAs) are those areas that contain regionally significant values for biodiversity, water catchments and ecological function. The Steve Irwin Wildlife Reserve has been drafted as a SEA. Development in SEAs will be supported where it can be demonstrated that the development outcome does not present risk of irreversible or widespread impacts to the ecological integrity of the region’s significant biodiversity in these areas. Activities that risk such impacts will not be allowed. • National Parks are recognised for their protection of the region’s natural and cultural resources. However, these areas are also recognised as not being ‘closed’ to appropriate economic opportunities. Development and activities in national parks may be facilitated where they are ecologically sustainable activities that protect an area’s natural condition and values. The draft plan also identifies Priority Living Areas and Priority Agricultural Areas. The community will be given the opportunity for input through an extended 80-day consultation period which began on Monday, November 25. Submissions close midnight, March 25, 2014. No announcement on SOE DESPITE claims by southern media that Rio Tinto’s South of Embley project has been postponed for 18 months a spokesperson for the company told the Western Cape Bulletin that “no announcement has been made”.
“South of Embley is an attractive project and work is continuing.
“The project team continues to work on getting all regulatory approvals, including from the Queensland Land Court in regards to our Environmental Authority. “The ongoing work is to ensure the project is well positioned to proceed towards the next stage of internal approvals once these regulatory steps are completed,.” the spokesperson said.

“The decision is also disappointing for the Traditional Land Owners of the project area and the Aboriginal people of western Cape York,” Mr Sherlock said. “We were completely surprised by this decision and expected that the future of the project would be determined through a genuine and rigorous environmental assessment process. “Our confidence was bolstered by the Government’s declaration of Pisolite Hills as a ‘coordinated project’ under section 26 (1) (a) of the State Development and Public Works Organisation Act 1971. “Following the declaration we increased project expenditure and restarted work on technical and environmental studies. We planned that Pisolite Hills would be in production by 2015. “This decision will have enormous ramifications for the mining and investment communities and has certainly elevated the sovereign and political risk profile of Queensland. “The company has spent in excess of $20 million on this project, including several million dollars since we reactivated the project last year,” Mr Sherlock said. Mr Sherlock said that the Queensland Government did not need to make this decision. “The Wenlock River, its ecosystems and their environmental values would have been protected by Cape Alumina. Cape Alumina’s proposed Pisolite Hills mine lies between 2.8 and 15 kilometres away from the Wenlock River,” Mr Sherlock said. “Cape Alumina’s Pisolite Hills project was vital to the economic development of Queensland and especially western Cape York and Far North Queensland. “The project would have benefited the Traditional Land Owners and Aboriginal people of Mapoon and other western Cape York communities providing them with a rare opportunity to gain social and economic independence and prosperity,” he said. Mr Sherlock said that the company has requested urgent meetings with the Premier and the Deputy Premier to discuss the release of the Draft Cape York Regional Plan. “This is a draft document and the company will actively work with the Queensland Resource Council and other resource companies affected to secure significant amendments to the draft plan,” Mr Sherlock said. “We believe that the Government needs to reduce the extent of the so-called Strategic Environmental Areas in this plan which currently designates open cut mining as an unacceptable land use.”

Napranum men unite for White Ribbon Day

The final countdown to digital-only TV has begun!
AROUND 80 men gathered at the Napranum Community Hall on Monday morning to participate in White Ribbon Day, in recognition of the International Day for the Elimination of Violence against Women. The White Ribbon Campaign is the largest global male-led movement to stop men’s violence against women. Initiated in Canada in 1991 White Ribbon is an organisation that works to prevent voilence against women by changing attitudes and behaviours. Over 60 countries now participate in White Ribbon activities, with Australia joining the movement in 2007. The Napranum event, was led by White Ribbon Day Ambassador Sergeant Al Dewis who gave the men who attended a white ribbon or wristband to wear which he bought out of his own money. “It was a great turnout. I was only expecting
maybe 20 people but it just goes to show how the word is getting out there and how men are more willing to stand up and say no to violence against women,” Sergeant Dewis said. A group swearing of the oath was also conducted: “I swear never to commit, excuse or remain silent about violence against women. This is my oath”. Senior Sergeant Brett Jenkins, Officer In Charge Weipa Police Station who attended the gathering said; “Violence against women is a global problem and I was very proud to see so much local support. “I must acknowledge the Napranum Men’s Group who have stepped up to lead the pledge to stop violence against women. “But these are not just words, we really must act to take responsibility for our actions and the actions of others,” he said.

PEOPLE selling goods and/or produce “hawker style” in Weipa are asked to not use the side of the road and instead to locate at the community markets. Weipa Town Authority (WTA) Acting Chair Stretch Noonan wants to remind members of the community and visitors that if they want to sell goods and produce there is an allocated community market on Saturdays. “You are not allowed to set up on the side of the road and sell goods unless you have a national hawkers licence,” Stretch said. “We want to encourage free enterprise in Weipa but we also need to protect established local businesses that pay rents and rates and hire employees in the community. “These same local businesses also significantly contribute to community events and fundraisers. “If we don’t do the right thing by local businesses they might shut down and we will be left without access to goods and services.” The Community Markets in Weipa are held every Saturday from 7am to 2pm. These markets are free of charge to the stall holders and operate by the rule “first in gets the spot”. If people choose to sell food a licence must be obtained from the Weipa Town Authority. The community market area is located behind Heritage Resort on Commercial Avenue with stalls facing the direction of the road. Pisolite Hills decision based on science: Kempton MEMBER for Cook David Kempton admits that the Queensland Government’s announcement regarding the preservation of the Steve Irwin Wildlife Reserve has caused a lot of concern throughout Cape York. However, he says that the Cape Alumina bauxite mining proposal, in terms of its impacts on the catchment of the Wenlock River, is inconsistent with the strategic intent of the Cape York Regional Plan. “The regional plan seeks to restore the balance between the economy, the environment and the community, a balance which has been lacking for generations,” he said. Mr Kempton said “the regional planning process of our government decides this balance on consideration of the scientific facts and not emotion or ideology.”
“I have been consistent in my advice to both the Cape Alumina group and the Irwin family that this mining application would be decided on the science,” he said. Mr Kempton said it is important to understand that the Premier’s announcement last Wednesday is not a blanket ban on mining rather it is designed to protect a specific ecosystem that all the evidence indicates is unique and important. “I will continue to work with my electorate to ensure we achieve the right balance and wherever any industry can co-exist with the environment and provide jobs for my constituents, the right call will be made. “As hard as this decision is for the Cape Alumina group I am confident in so far as it protects the Wenlock catchment it is the right one.”
State Government decision “appalling”: Entsch
Federal Member for Leichhardt, Warren Entsch says he has always been supportive of the Pisolite Hills project.
THE State Government’s move to enhance protection for the Steve Irwin Wildlife Reserve – jeopardising the $1.2 billion Pisolite Hills bauxite mine at the same time – has been described as “an appalling decision” by Federal Member for Leichhardt Warren Entsch. “This is an absolute disgrace and sends a very bad message regarding development in Queensland,” Mr Entsch said today. “It is a complete back-flip on the government’s commitment to due process
and elevates Queensland’s sovereign risk profile. “This could put plans for Aquis and Ella Bay at risk because even though a project has been granted ‘significant project’ status, there’s no assurance that it’ll get an appropriate level of assessment.” Mr Entsch said he was shocked to learn that there was no consultation with the Mapoon community or Cape York Sustainable Futures, as the region’s peak development body. “I certainly was not consulted as the local Federal Member and only became aware of the decision through reading about it in the media. “Even Cape Alumina – the company willing to invest more than a billion dollars and create 1700 jobs in our region – only received a phone call from a senior government staff member half an hour before the press conference.” Mr Entsch said Mapoon Aboriginal Shire Council had put significant resources, time and energy into gearing up for the mine, including preparing to tender for contracts. “After all that work, they learned of this decision in the
media - the same way they found out about the Steve Irwin Wildlife Reserve deal in the first place. “Just last week, the State Government had a photo opportunity in Mapoon to announce half a dozen new houses. But this week, they come along and knock the economic stuffing out of the community.” Mr Entsch said he had always been very strongly supportive of the project and he had hoped that with the change in State Government, common sense would prevail. “Cape York deserves to have an economic future and there is absolutely no reason that these projects can’t go hand in hand with environmental opportunities,” he said. “I will not sit back and allow Cape York to continue to be a sacrificial lamb to shore up seats in the south-east. “It’s important to recognise that this is a draft proposal and I certainly will be putting in a submission outlining my objections to it. I would urge all others who have been left out of this process to avail themselves of the same opportunity.”

INDIGENOUS Hip Hop Projects recently partnered with HITnet, Napranum PCYC, Napranum Aboriginal Shire Council and Queensland Health’s Mental Health Team to guide the Napranum community through the creative process of making their first community hip hop music video. Strong themes such as mental health, resilience, looking after yourself and others along with strong culture and community pride were explored during the making of the video. The result of this weeklong intensive creative process is a world class, inspiring video clip called Here We Go. A spokesperson for Indigenous Hip Hop Project said “The talent in Napranum is on par with the magic and beauty of this sacred salt water country. “Power to you Napranum, and power to the partners that made this happen. Weipa forum draws on local knowledge Regional Development australia Far north Queensland & Torres Strait (RDa FnQ&TS) Committee converged in Weipa last week to meet with the community and discuss the current activities affecting the area. The committee, comprising of Mayors Shannon and Scott as well of some of the region’s most prominent business and community leaders, spent two days touring the area talking to key stakeholders that included Leon Proud at Western Cape College, Gareth Menderson at Rio Tinto, Tamara Freeman at the Weipa Community Centre, Bernard Power of the Albatross Hotel and Weipa Resort, Stretch Noonan of Weipa Town Authority and Philemon Mene and Amos Njaramba of Napranum Aboriginal Shire Council. The forum held at the WTA Convention Centre had a strong community attendance with real issues for the area discussed including tourism, agriculture, employment, land and governance reform, the upgrade of the of the Peninsula Development Road (PDR) between Laura and Weipa, aviation and the draft Cape York Regional Plan,.

“Last week’s tour was a worthwhile exercise for the RDA FNQ&TS Committee and its planning and implementation of the Road Map,” a RDA FNQ&TS spokesperson said. “The new three-year Road Map is a critical document that incorporates the aspirations, goals and strategies from community plans that is presented
to both the Commonwealth and Queensland Governments to assist with their future planning and budget allocation. “The positive response from the Community for the work of the RDA FNQ&TS Committee made it a very productive trip and also good for the community and community leaders to meet face-to-face and discuss the things that
really matter to them. Rio Tinto workshop gas leak contained a gaS leak in a Rio Tinto alcan Weipa workshop last Tuesday was quickly contained, a RTaW spokesperson said. Around mid-morning on Tuesday, November 19, a leak was identified in a cylimder containing acetylene gas in the main workshop at Rio Tinto Alcan Weipa’s bauxite operations. Rio Tinto Alcan Weipa’s Fire and Rescue team responded immediately, and quickly contained the leak. The gas leak was limited to one bottle, and there was no explosion. An employee received a burn to their hand when the leak was identified and was treated for a minor injury. There were no other injuries. “Safety is our first priority, and all personnel in the workshop and surrounding areas were evacuated. Most employees returned to
their work areas that afternoon,” the RTAW spokesperson said. The leaking cylinder has been stabilised, and the workshop is now fully operational. There were no impacts on production. “The immediate response by those who identified the gas leak ensured their colleagues were evacuated safetly and swiftly from the Main Workshop and surrounding areas,” Rio Tinto Alcan Weipa general manager, operations, Gareth Manderson said. “The professionalism of our Fire and Rescue team and the patience of those employees evacuated, allowed a coordinated and successful approach to managing this event.” Rio Tinto Alcan is investigating the cause of the incident.

National Drowning Report released PEOPLE across regional Australia are being warned by Royal Life Saving to be very careful when they are in or around water following the release of the Royal Life Saving National Drowning Report 2013. The report reveals 34 per cent of all drownings last year were in regional and remote Australia. Royal Life Saving CEO Justin Scarr says it is critical people in regional Queensland are vigilant when they are around all waterways. Inland waterways – many in rural and remote areas of Australia – now account for the largest number of drowning deaths, claiming the lives of 99 Australians in the past 12 months. 291 Australians drowned in the past year. There has been a steep and disturbing increase in drowning in people aged 55 and over. Justin Scarr says the figures show we can all do much more to prevent tragedies from happening. The new National Drowning Report 2013 has just been launched by Royal Life Saving. The Federal Minister for Health and Minister for Sport, the Hon Peter Dutton MP, officially launched the report. The message is that we must all help to try and reduce drownings. Justin Scarr said, “The Coalition Government’s commitment of additional funding to target drowning in inland waterways will save lives. Royal Life Saving will work to identify the top ten river drowning locations across Australia and work with communities to reduce drowning”. A staggering 82 per cent of all drowning deaths are all males. Royal Life Saving warns people must stay safe when fishing and boating. “Men absolutely must stop and think before taking unnecessary risks when they are swimming, fishing, or boating with their fathers, brothers or mates. We need to see less alcohol, greater use of personal floatation devices and more caution when the weather is changing,” Mr Scarr said. The concerning new Report also reveals there’s been a 48 per cent increase in the number of children aged 0-4 drowning. 31 young lives were lost last year in pools, dams and bathtubs. 61per cent of the deaths were in swimming pools. Cape York income management to continue THE Australian Government will continue income management as part of Cape York Welfare Reform in the four participating communities of Aurukun, Coen, Hope Vale and Mossman Gorge for another two years. The Minister for Social Services, Kevin Andrews, and the Minister for Indigenous Affairs, Senator Nigel Scullion, said the extension formed part of the Social Services and Other Legislation Amendment Bill 2013, introduced Wednesday and signals the Government’s commitment to building on the positive impacts of the reform measures to date. “The Family Responsibilities Commission has used income management as a useful tool to deliver positive outcomes for the four communities involved in the Cape York Welfare Reform,” Mr Andrews said. “Cape York Welfare Reform Evaluation 2012 found that income management is helping ensure the basic needs of individuals and families are being met in Aurukun, Coen, Hope Vale and Mossman Gorge. “The continuation of income management to December 2015 as part of Cape York Welfare Reform will ensure residents continue to build on the significant benefits achieved to date to support their families and communities.”

Senator Scullion said that welfare reform was having positive impacts on the lives of people living in the four communities. “Since this reform began in July 2008, the four communities have generated improvements such as more children going to school, parents taking more care and personal responsibility for their children as well as restoring local Indigenous authority,” Senator Scullion said. “We want these positive results to continue for families in Aurukun, Coen, Hope Vale and Mossman Gorge and we
know that income management, together with the broader supports of Cape York Welfare Reform, is playing an important role in enabling positive change in these communities.” Cape York Welfare Reform is a partnership between the Australian Government, the Queensland Government and the Cape York Institute for Policy and Leadership. It aims to restore local Indigenous authority, rebuild social norms, encourage positive behaviours, and improve economic and living conditions in the participating communities.
Assaults on Police officers not tolerated POLICE will not tolerate assaults on its members after three officers were assaulted in Townsville this week. Commissioner Ian Stewart said he had had enough of his officers being used as punching bags. “In the lead up to Christmas, we will see an increase in social activities and we want this to be a safe and happy season for all, including Police officers. “Police officers, like any other employee should not be subjected to assaults in their workplace. It’s unacceptable and we will aim to
prosecute any person who assaults or obstructs a police officer while they are carrying out their duties. “Police are being kicked, punched, spat at and bitten as they routinely attempt to resolve incidents they are called to. “I am grateful for increased penalties from the Government for assaults on Police. “Police will be taking a tough stance. If you assault a Police officer, verbally or physically, in any situation you can expect to be charged with an offence that carries serious penalties,” Commissioner Stewart said.

A modern miracle?
SINCE there is no longer a paper route like when we were kids, the youth of today have to be a little bit more inventive. On Sunday we had a knock on the door and two young lads were there to greet me and ask if we wanted our cars washed. I inquired on the cost and they told me “whatever I thought was fair.” They came with their buckets etc ready to start work and said that they only needed a hose. So I gave them two cars to wash and they did a great job. I am pleased to see that young lads have the initiative to get out there and make themselves some pocket money for Christmas (hopefully Mum and Dad get better than chocolates and handkerchiefs this year). WHEN Napranum resident Nathan Boslem went to bed on Thursday night he had no idea he would be awakening in the morning to something of a miracle. As the 26-year old slept he dreamt about the crucifixion of Jesus Christ, and was awakened by a severe pain in his left hand. “The pain woke me up,” Nathan said “and when I looked at my hand I had a puncture wound in the middle of my palm and there was blood pouring out of it.” Nathan said he was alone when the injury occured and there was nothing sharp where he was sleeping which could have caused the injury.

Obviously shaken by his miraculous experience Nathan believed the injury was a sign from none other than “Him up top”. “The dream was sad but I think the message was meant as a good sign,” he told the Bully. Nathan’s life-long friend Benjamin Boseun said he believed the injury was sent as a message for Nathan, and for all Christians. “Maybe this means things will be changing in Nathan’s life – who knows? But I definitely think all Christians, all over the world, should be thinking about Jesus Christ and his love for everyone, especially as Christmas approaches. “This sign was sent to remind us all of that.”
A mixed bag for Australia’s environment AUSTRALIANS enjoy better-built environments, but we are still working towards managing our environment sustainably according to the Australian Bureau of Statistics (ABS). ABS Director of Social and Progress Reporting, Fiona Dowsley said the latest Measures of Australia’s Progress (MAP) release shows environmental progress to be a varied picture. “The health of our built environments has progressed. In 2012, 25 per cent of capital city residents felt that their city had a good road network and minimal traffic congestion. This was an increase from the 23 per cent who felt the same way in 2010”, said Ms Dowsley. However, it is not all good news; the latest MAP update shows managing the environment sustainably has declined.
“Managing the environment sustainably in Australia has regressed. Over the last decade Australia’s net greenhouse gas emissions has increased. “Australia emitted 547 million tonnes (Mt) of carbon dioxide equivalent (CO2-e) in 2011. Although this was lower than the peak of 626 Mt CO2-e in 2007, it was higher than the 486 Mt CO2-e emitted in 2001”, said Ms Dowsley. This new edition of MAP contains a range of information that helps Australians decide if life is getting better. FEDERAL Member for Leichhardt Warren Entsch will study the transcripts of last week’s senate Estimates Rural and Regional Affairs and Transport Legislation Committee hearing to determine if the Parliament has been misled over facts relating to Barrier Aviation. Mr Entsch told the Western Cape Bulletin his concerns centre on the evidence before the Estimates Committee from the Civil Aviation Safety Authority under questioning from Senator David Fawcett, a former RAAF and commercial pilot. Senator Fawcett directed numerous, probing questions to the CASA representatives about the demise of Barrier Aviation, almost 12 months ago, despite a virtually impeccable record over 20 years. Mr Entsch says he will study the transcripts “very closely” and provided a copy to the owner of the Barrier Aviation, David Kilin, as a matter of urgency. Senator Fawcett met with Mr Kilin recently. Mr Entsch said: “From my understanding of CASA’s evidence, it’s in conflict with what we’ve been told by Barrier Aviation. “It seems to be a direct contradiction to what’s been provided so far. I am very keen to peruse the entire evidence to the Estimates Committee from CASA to see if
the Parliament has been misled. “And if the Parliament has been misled, the individuals should be held accountable.” Last week’s hearing coincides with the release of the details of the independent review of aviation safety regulation in Australia. Mr David Forsyth AM, will Chair the review panel which is expected to start taking evidence before the end of the year. Mr Forsyth is a prominent figure in Australian aviation. He is the chair of Safeskies Australia, former chair of Airservices Australia and has over 30 years of experience in safety management and aviation business. Mr Forsyth will be joined by Mr Don Spruston, former Director General of Civil Aviation at Transport Canada and former Director General of the International Business Aviation Council, and Mr Roger Whitefield, former Head of Safety at British Airways, former safety adviser to Qantas and former United Kingdom Civil Aviation Authority board member. vendettas or bastardry that they believe has been directed at them. “It’s been a year since CASA shut Barrier Aviation down and the airline still has not had a chance to present its case. “Barrier withdrew its recent action, simply because it ran out of money. “There seems to be a pattern where matters are drawn out by CASA until the airlines are broken, and they do not allow them any avenue of redress.” Mr Entsch says he encourages anyone with a grievance to make a submission. “I’ve had a lot of people contact me who have been afraid of victimisation if they speak up; this inquiry gives them an opportunity to provide evidence in camera. This ‘cracker’ frog would be well known to most Weipa area locals, and their vigorous barking croaks can now be heard in many places with the onset of the wet season. The stunningly beautiful frog is in fact the world’s largest tree frog. It occurs on Cape York and in Queensland’s Wet Tropic’s region, as well in New Guinea and some
adjacent islands, below altitudes of 1,200 metres -doesn’t like the cold apparently! White-lipped Tree Frogs feed on insects and other small invertebrate animals, and are great to have around the house or yard to keep bug numbers down. A brief history of Mt Carbine The town of Mount Carbine is said to be named after the horse that won the 1890 Melbourne Cup. The town had been first settled around that time by those who had come to mine the wolfram, discovered here that same year. These early miners, perhaps believing that their new settlement would become well known for its wealth, apparently decided that the famous Cup winner’s name was the most suitable. In its early years, the town was entirely reliant upon the area’s wolfram deposits for its viability. The main period of growth in mining was from 1907, with John Moffat’s Irvinebank Company undertaking the major development of the mines. In this early period, Mount Carbine’s residents were predominantly those who were associated in some way with the wolfram mines, as well as their families. Mine production expanded quite rapidly in the period up to World War One and at its height the town boasted around 300 residents along with three hotels, a Police station and a school,

Mount Carbine’s mines ceased operations in 1914, but were reopened after the First World War, thereafter being worked intermittently in line with positive price as well as demand influences. But during the 1920s, demand slowed substantially rendering the mines uneconomic. There was however another brief period of resurgence towards the end of the 1960s with mining again being undertaken. This lasted for some 20 years before the mines were again closed in the 1980s. The surviving useful plant and equipment was subsequently sold progressively or otherwise disposed of, mainly during the early 1990s. Over time, as with other similar mining areas, progressive rehabilitation of the old mine sites has been undertaken. The image below, dating from 1910, shows Mount Carbine only some 20 years after it was first settled and developed. The influence of mining is evident within this photograph with various mining or industrial buildings dominating the town’s streetscape.

When the Jews leaders argued with Jesus earlier on in his ministry about his authority he replied in John Ch 5 v 39, “You study the Scriptures, because you think that in them you will find eternal life. And these very Scrip-
tures speak about me! Yet you are not willing to come to me in order to have life.” What an amazing Man! The Old Testament points forward to the coming of Jesus and his work, and the New Testament reported that he did come and how he went about his work, and what was to happen in the future, after he went back to heaven. God- in the face of Jesus Christ! Amen!

Sniffing out the stories about our four-legged friends...
Let’ wipe out parvo in Weipa HI everyone . . . I’ve just had an update from the team at Tableland Veterinary Service about parvo in Weipa. It’s scary stuff, so I want to make sure you know all about it! What is it? Parvo’s full name is parvovirus. It causes severe gastro in dogs, especially puppies, causing severe vomiting, diarrhoea and blood loss in the diarrhoea. It is often fatal in puppies that aren’t treated, and can be fatal even if they are treated too. Is it common? YES. The Tableland Veterinary Service are always seeing cases in Weipa. Who gets it? Any dog of any age can get it, but it’s more common in puppies. It can’t infect other animals or people. (There are other parvoviruses that affect other species, like cats, pigs and people, but they don’t cross over and infect other species.) How do they get it? The vomit and diarrhoea from dogs with parvo is absolutely loaded with parvovirus, and this spreads it all around the environment, wherever the dog goes. However, the dog can be spreading the virus in its faeces for a few days BEFORE it shows any symptoms. Once it’s in the soil it can last for months or years, and cause parvo in other puppies in the future. Adult dogs that aren’t up to date with their vaccinations can get it too. They might not show any symptoms but they will spread it around everywhere they go! How do we stop it? Vaccination, vaccination, vaccination! My human mum and dad make sure my needles are up to date – it really doesn’t hurt and you get a treat from the Vet after it! Any pup that’s sold should have been vaccinated at least once for parvo. If you’re buying a pup, insist
that it’s vaccinated and ask for proof. All puppies need follow-up boosters, then regular boosters as adults. The Tablelands Veterinary Service use a vaccine that requires two injections, the first at six weeks old, and another at 10-12 weeks old. Puppies get their strongest immunity TWO WEEKS after their last vaccination. Until that time, keep puppies in your own yard and make sure your own dogs are up to date with their vaccinations. Do not take your puppy out walking, to parks, or to a friend’s yard. If there is any possibility your yard has parvo in it, keep your puppy off the grass and dirt until two weeks after the last vaccination – keep him inside or in a raised crate. Be aware that there are a range of vaccines available, and that longer courses (eg three boosters, or boosters every two weeks) may mean you’re dealing with an older or less effective vaccine. Also beware of vaccines sold on the internet, the effectiveness is very variable and there is usually no-one to hold accountable if you run into trouble with parvo down the line. Can you kill the virus? Not easily. Once it’s in the soil, only time will kill it, and it takes months to years, and there’s no way of knowing when it’s gone. Disinfectants that contain bleach kill the virus on hard surfaces like bowls and cages. HOWEVER it won’t work if there’s any dirt, faeces or organic matter on them, so clean everything very well before using the disinfectant. So be aware and lets vaccinate this disease out of existence in Weipa! It’s a preventable disease which we’d love to never see again. I hope you and I never see a puppy with parvo, as the nice people at the Tableland Veterinary Service say that you’ve only got to see one to agree it’s a horrible, nasty and life threatening disease.

Notice is given that the Minister for Environment and Heritage Protection intends to revoke the Lockhart, Archer, Stewart and Wenlock basins wild river declarations. 1. (a) The Archer Basin wild river area includes the Archer River, Love River and Kirke River wild rivers and the wild river area as described in Chapter 2 of the Archer Basin Wild River Declaration 2009. (b) The Lockhart Basin wild river area includes the Claudie River, Lockhart River, Nesbit River, Chester River and Rocky River wild rivers and the wild river area as described in Chapter 2 of the Lockhart Basin Wild River Declaration 2009. (c) The Stewart Basin wild river area includes the Stewart River, Massey Creek, Breakfast Creek, Balclutha Creek and Gorge Creek wild rivers and the wild river area as described in Chapter 2 of the Stewart Basin Wild River Declaration 2009. (d) The Wenlock Basin wild river area includes the Wenlock River wild river and the wild river area as described in Chapter 2 of the Wenlock Basin Wild River Declaration 2010. 2. The proposed revocation of the Lockhart, Archer, Stewart and Wenlock basins wild river declarations is occurring concurrently with preparation of the proposed Cape York Regional Plan. These processes are to provide local communities greater control of their own economic future whilst ensuring iconic natural areas and areas of high conservation value are appropriately protected. 3. If, immediately before the revocation of a wild river declaration for a wild river area takes effect, a person is— a. carrying out an activity or taking a natural resource in the area under another Act or law (an authorisation); or b. authorised by a licence, permit or other approval document held by the person under another Act or law to carry out an activity or take a natural resource in the area (also an authorisation), on the revocation of the wild river declaration, the authorisation is no longer subject to any conditions or requirements that applied to it because of the declaration. 4. A written submission about the proposed revocation of the Lockhart, Archer, Stewart and Wenlock basins wild river declarations may be made by any entity. A submission is one that: a. is in writing and is signed by each entity who made the submission; and b. is received on or before the last day for the making of the submission which is 5 pm, Monday 13 of January 2014; and c. states the name and address of each entity who made the submission; and d. states the grounds of the submission and the facts and circumstances relied on in support of the grounds; and e. is received by the person stated in clause 5 of this Notice. 5. Does your catch measure up? WHILE fishers love to tell tales about the size of the ones that got away, it is important they make sure the ones they keep are measured accurately to ensure they comply with Queensland size limits. Queensland Boating and Fisheries Patrol district officer Graeme Broughall said recently there had been an increase in the number of fishers measuring their catch incorrectly. “The correct way to measure a fin fish is lying on their side and measuring from the tip of their snout to the end of their tail,” Mr Broughall said. “The fish should not be manipulated in any way when measuring. For example, fishers shouldn’t pinch the tail together to lengthen a fish’s overall length. “A sturdy ruler or coil tape measure with an end stop on it is the most accurate tool for measuring fish. By having an end stop, it means the fish can be put against the edge for accuracy. “Measuring devices which are adhesive or flexible should only be used as a guide. Stick-on rulers and similar devices sometimes shrink when exposed to the weather so are unreliable and could give an incorrect measurement. “If a fisher catches an undersize or unwanted fish they should return it to the water immediately taking as much care as possible to avoid causing the fish any injury.” Mr Broughall said mud crabs were measured from point-to-point across the widest part of the shell and must be a minimum size of 15cm. Blue swimmer crabs are measured from the notch immediately forward of the base of the largest lateral spine and this notch-to-notch measurement must be a minimum of 11.5cm. “The easiest and most accurate way to measure a crab is with a crab gauge which can be found at bait and tackle shops,” Mr Broughall said. “Recreational fishers should also remember that female mud and blue swimmer crabs are protected in Queensland.” For more information on size and possession limits in Queensland, visit www. fisheries.qld.gov.au or call 13 25 23.

ThIs week the Billfish bonanza slowed somewhat, but they are still out there, and the size of the sailfish has increased however the numbers are down. The run of small Black Marlin has increased with some boats raising up to 10 a day and one such angler was Fish Philliskirk, putting his clients into this run of fish by boating three Blacks. Darryl French has been out getting his girl’s team a bit of practice and has been getting a few fish, and the pioneer of billfishing out here Notso Bright has also been getting amongst them as well. I had a look on Saturday and although we didn’t hook any we saw a free jumper for the day. We couldn’t find any bait balls which have been holding the fish. The only thing to break the boredom is the monstrous Barracuda that are out there at the moment; these fish are up to 30kg and pull like
freight trains when hooked. Brett Jenkins took a few blokes down to the reefs off Pera Head and came up trumps with some nice Tuskers, Red Emperor and Fingermark. Jason Owens had some clients down the coast as well and they accounted for Mackerel, Long Tail Tuna, big Trevally and a few nice bottom fish. Stewart Mckinnon was another down Pera way and he scored some nice Red Emperor along with the usual run of bottom fish. Up at Mapoon Mishak Grey has been getting Trevally, Tuskers and Fingermark on the close-in reefs and even had a small Sailfish try and eat his lure. The leads have had some good fish hanging around the poles, mainly Trevally and Fingermark. In the rivers there haven’t been many reports but I’ve heard of a few captures like the big Queenfish that are chasing
the bait fish around the Mission River bridge. Out around the bridge pylons there are Fingermark, Blue Salmon and the odd Black Jew taking soft plastics with the Thready Busters the pick. These fish-catching lures are available from Tackle World and while in there have a look at the specials that they are having leading up to Christmas. The Hey and Embley systems have a few fish in the deeper holes with Fingermark the main species being caught. Along the mangroves there are a few Jacks and if you happen to get a Barra make sure you put it back as soon as possible. The earliest of monsoons hit our region bringing a huge smile to the face of the greenkeeper and people associated with bringing our course to a lush green landscape. Is the wet here to stay? The downside is comps will be hit and miss with a few wet tails along the way. On Saturday, November 23 just a handful of golfers trudged the course. No competition was recorded but the people got around safe and dry. On Sunday, November 24 more members were allowed out to play and although a sharp downpour (17mm) fell on the first gaggle off the tee, the rest of the field got through the stroke event without rain, hail or snow. The winner of the club-sponsored event with a fine 67 nett, which included three outstanding birdies, was Mick “Rowdy” Lund. Mick blitzed the field and you could say he skinned them by taking out the birdies wheel. Runner-up with a tidy 69 nett was Mick Gregory. The Captains came to the fore picking up the nearest the pins. Captain one Bretto Elms got closest on 15 while captain two Kris Brooksy nailed the 18th. Well done everyone for being brave in adverse conditions. This weekend on Saturday, November 30 a single stableford competition is up for grabs. On Sunday, December 1 we will have a stroke round. Saturday and Sunday, December 7 and 8 will be the last official comps for 2013. On Sunday, December 8 hams will be up for prizes just in time for Christmas so get your names in.
