Rio Tinto celebrate Weipa milestones

SEVEN national parks in south-east Cape York Peninsula will be jointly managed by Aboriginal Traditional Owners and Queensland Parks and Wildlife Service, after two separate land grants were delivered last Wednesday. The transfer included 172,914 hectares at Cape Melville, Flinders Group and Howick Group National Parks and six small coastal islands to the Cape Melville, Flinders and Howick Islands Aboriginal Corporation. A total of 181,886 hectares at Starcke, Jack River, Melsonby (Gaarraay) and Mount Webb National Parks was also transferred to the Buubu Gujin Aboriginal Corporation in a separate handover. Traditional Owner Timmy McGreen said that the return of these National Parks to their rightful owners and the start of joint management had been a long time coming given the Land Tribunal recommended this in 1994. “We are keen to protect our country as well as to secure economic development opportunities such as National

Andoom Oval temporary kiosk gets green light

The Andoom Oval temporary kiosk will provide a functional, inexpensive and vandal-proof facility for sporting and community groups.

A NEW kiosk and storage facility is expected to be constructed and ready for use at Andoom Oval by March next year after being given the green light by the Weipa Town Authority. The concept design shows an innovative and contemporary use of shipping containers to deliver a functional, inexpensive and vandal-proof facility. “The WTA Planning and Infrastructure team have created a temporary facility that is practical and easily relocated as the Andoom Oval Master Plan progresses over the coming

years,” WTA Interim Chair Stretch Noonan said. “This design meets the needs of the community and allows us to deliver kiosk and storage facilities for users of the oval for the start of the sporting season next year at a reasonable cost.” The previous kiosk had to be demolished during the construction of accommodation for the Western Cape College. The Indigenous Land Corporation provided $120,000 as compensation for the demolition. The temporary kiosk and

storage facility would be constructed at the northern end of the oval beside the toilet block where there is easy access to existing services including power, water and sewerage. Stretch Noonan said the location did not interfere with the proposed building envelope for the club house facilities at the southern end of the oval as outlined in the Master Plan. “This temporary facility gives sporting groups the ability to fundraise with a kiosk for food and drink service,” he said. “It will also provide lockable

storage facilities for user groups on site, shade for spectators and participants, and during construction vehicle access to the kiosk and storage area will be created. “This gives us a solution to provide services until funds are obtained through processes such as grants and other sources for the construction of a permanent facility at the southern end, estimated to cost more than $700,000. “At that time this temporary facility could then be sold off or relocated.”

Management changes at Weipa Town Authority ON Monday, December 2 Ian Pressley advised the Weipa Town Authority (WTA) that he is resigning from his position as chief executive officer (CEO). The WTA thanked Ian for his service to the organisation over the past 12 years where he achieved a number of outcomes for the Weipa community including: • $42 million construction of the Weipa hospital-integrated health service; and • A $3 million Aquatic centre built; • A $180,000 fit out of the cyclone shelter. • A $100,000 upgrade to the Rocky Point boat ramp; • Upgrades to infrastructure throughout the town; • Ian oversaw the transition from an advisory committee to a town authority,

and aligned the WTA with local government procedures and systems. “Weipa is a strong and resilient community. It has been an honour to lead the WTA over the last 12 years,” Mr Pressley said. “One of my great highlights has been presiding over 40 citizenships during my time, and welcoming so many new faces into the community is a great thing to be a part of,” he said. Ian’s contributions, not only to the WTA, but to the Weipa Township over a significant number of years are well recognised and the WTA wishes Ian and his family well in his future endeavours. In the interim Joanne Jacobson will be the primary contact for the WTA until a permanent appointment is made.

FOLLOWING a spate of break and enters in Weipa on Sunday, November 17, Weipa CIB have charged three juvenile offenders with a total of 15 charges. Five houses and the kindergarten were targeted by four juvenile offenders. Weipa Police have recovered the majority of the stolen property which included two pushbikes they were unable to reunite with their owners. Anyone who has had a pushbike stolen in recent weeks is asked to call into the Weipa Police Station to assist in identifying the bikes pictured above.

Aurkun Airport emergency drill AURUKUN Shire Council in conjunction with Queensland Police and Queensland Health held an emergency airport drill on Wednesday, November 27. The scenario was based around a Dash 8 aircraft crash landing on approach to Aurukun Airport with loss of life and extensive injuries to survivors. The drill was designed to test the capacity of the local disaster management members which included Police, local Council, volunteer fire fighters and communications links to the disaster management support networks in the district. The Exercise was co-ordinated by Officer in Charge of Aurukun Police Station Senior Sergeant Brendon McMahon and Airport Supervisor Steve Topping and included responses by the local Ambulance, Police and Fire Services. Twenty staff from the community’s service providers were involved who provided security

Senior Sergeant Owen Kennedy said that the Queensland Police Service has long worked well with communities such as Aurukun and Senior Sergeant Brendon McMahon and his staff. “Exercises such as these will continue the long lasting and

exemplary latent QPS capacity in these communities. It is all about being at the coal face when the community needs help, be it with incidents such as this or with cyclonic activities. Officers in these areas walk the walk on a daily basis,” Senior Sergeant Owen Kennedy said. A full de-brief to assess the exercise is to be held on December 4.

Rio Tinto Alcan Weipa: 50 years young  from page 1 “As well as commemorating 50 years since the first commercial shipment of bauxite in 1963, we are also commemorating the shipment of the 500 millionth tonne of bauxite from Weipa,” Mr Fiore said. “This is a remarkable achievement, and would not have been possible without the support of our employees, Traditional Owners, local businesses, customers, the Queensland Government and the community.” Mr Fiore said the Weipa mine is the cornerstone of the company’s value-adding Australian aluminium business, which transforms raw bauxite into higher value alumina and aluminium. “Together, Rio Tinto Alcan’s Queensland operations – the Yarwun and QAL refineries in Gladstone, and our Weipa bauxite mining operations – employ approximately 3,000 people and are mainstays of these important regional communities,” Mr Fiore said. Since the first commercial shipment of bauxite in 1963, Rio Tinto Alcan has invested heavily in community programmes and infrastructure, including housing, bridges, roads and airports. Rio Tinto Alcan Weipa’s mine alone employs more than 1,000 people and each year pays $150 million in salaries and wages as well as $70 million in taxes and royalties. Mr Fiore said he was honoured to be joined by Western Cape Communities Co-existence Agreement Coordinating Committee chairperson, Loyla Chevathen; Ely Bauxite Mining Project Agreement Coordinating Committee chairperson, Linda McLachlan; and Western Cape Communities Trust Main Trust chairperson, Florence Charger; representing the 12 Traditional Owner groups on whose land the mine operates. It is extremely disappointing that a journalist from the Torres Strait, discussing Torres Strait issues, has then verballed me by suggesting that I spoke to the sister publications. I was not asked about Cape York or Cooktown, and if I had been asked then I would have made comments that were relevant to their different situations. Federal Member for Leichhardt Warren Entsch said a total of 16 students from the electorate graduated the program, from communities as diverse as Badu, Bamaga, Coen, Cairns, Mossman and Pormpuraaw. Fourteen students were able to make it to Canberra to attend the event, which was held at the prestigious National Gallery. “I was very impressed when I found out that Leichhardt had the highest number of graduates compared to all the other electorates in Australia,” Mr Entsch said. “It was great talking to the students – they had such a variety of plans for the future and were really excited about what they were going to do next. “Some were going to university to study law, others were heading to TAFE to start nursing qualifications or to the Australian Defence Force for a career in the army or navy.” The Indigenous Youth

End of an era for Gove

RIO Tinto didn’t come to deliver Christmas cheer last Friday – they came to deliver the news Nhulunbuy never wanted to hear. By Matt Garrick

FOR the last four decades, Gove’s alumina refinery has been propping up East Arnhem Land with employment, industry and population. Now, with the announcement last Friday, November 29, that Rio’s refinery will be closed, the region looks toward the future and awaits the dawn of a new era. This new era will begin grimly, with the loss of around 1100 jobs from the refinery. The axe will start dropping on these positions from January next year. Rio Tinto released a statement immediately after the announcement was made the plant would be closed, stating “consultation with employees and the local community will be the priority as the company works closely with the NT Government, the Australian Government, Traditional Owners and all other stakeholders to minimise the impact of this change for Nhulunbuy and the region”. The jobs will be gradually phased out over the first eight months of 2014, until the plant is finally put into care and maintenance mode and production of alumina ceases in August. Although he wasn’t in Gove to say it in person, Rio Tinto chief executive Sam Walsh said “it was a very sad day for everyone associated with Gove”. He also claimed the company would now start working to

“identify initiatives to create new opportunities for the people of Nhulunbuy”. “We have a firm belief in the potential of the bauxite operation, a quality asset with a long-term future.” The plant’s closure has brought many tough questions to the surface. Immediate questions have hit the town, such as who will stick around? What services will go? And what will it mean for the economic future of Gove? There is also the pressing question of where those 1100 workers and their families will work and live from next year - one option put forward by Rio was the possibility of workers based in Gove being offered fly-in, fly-out positions to other locations across the Top End. The NT Chief Minister Adam Giles faced a barrage of questions such as these, alongside Rio Tinto heavyweights sent over to front an open meeting in Nhulunbuy’s Town Hall last Friday morning. Mr Giles also took the brunt of many residents’ understandable anger. President of the Arnhem Club David Mitchell lambasted the politician, blaming his decision for reneging on an original deal that could’ve piped Gas-to-Gove as the reason for the refinery’s demise. “You welshed on the deal, that’s what happened. “A thousand Territory jobs

gone minister, how do you feel? “You’re going to go down as the Chief Minister who killed the goose that laid the golden eggs mate. “You’re finished.” R i o Ti n t o s p o k e s p e r s o n Jo-Anne Scarini rushed to the government’s defence, stating they had “worked extremely hard to pull together a gas deal that was suitable for the refinery, and they had managed to do that”. “In the end, gas wasn’t enough unfortunately.” During the public meeting, Ms Scarini claimed the refinery had lost Rio $1 billion over the past five years. It was also revealed, after probing from the audience, that Rio will be breaking their lease agreement on the land in order to shut their plant. Local MLA Lynne Walker has called for the establishment of a Nhulunbuy Taskforce to represent the diverse interests in the town in rebuilding the future. “Rio’s input into this community was substantial and the fallout of this decision is going to reach far and wide with impacts to be felt by everyone in the region, not only those set to lose their jobs when the refinery closes. “I know there are a lot of people worried with questions about what happens next for us here in Nhulunbuy.” Now already into the final month of the year, these questions will only just be beginning. In an attempt to offset some of these fears and doubts, Rio have set up a community support line which can be contacted by residents for confidential counselling.

KEY milestones and positive changes keep coming for Cape York communities thanks to a community collaboration that has identified economic development and as community growth as the key drivers of the future. David Kempton, Member for Cook and Assistant Minister for Aboriginal and Torres Strait Islander Affairs claims a string of successful community engagement workshops were contributing to a renewed outlook for the Cape’s indigenous population which deserve a fresh approach from State and Federal Governments. “Last week we saw the Whole of Community Change (WOCC) program kick-off in Mapoon, inspired by the great results recently in both Aurukun and Napranum,” he said. Mr Kempton said the new, collaborative approach from Cape councils, communities, government and service providers was all part of the push to “build capability and normalise” communities enabling them to participate in a real economy. “I have been really encouraged by the great progress we are continuing to see in these areas, a new and positive direction is opening up for the people due to support from Government rather than intervention and implementation “ he said. The latest WOCC program, facilitated and designed by Annalise Jennings of Dynamic Exchange, began with community engagement of over 50 community members and service providers. “Last week at the Leaders Collaboration Workshop, held in Weipa participants worked together to outline community values, a vision statement and an action plan comprising more than 50 new ideas identified from feedback sessions involving over 80 people,” Ms Jennings said. “Themes of economy, environment, family, culture and unity were all addressed to ensure a sustainable and engaged community. “Key values identified included ownership, community engagement, working together,

Far North Queensland wholesale and retail operator Island & Cape has expanded its distribution operations by moving into an impressive freezer chiller warehouse in Cairns. The Redden Street warehouse sees Island & Cape increase its freezer capacity to more than 460 pallets, and its chiller space well in excess of 100 pallets. Island & Cape currently has eight retail stores across the Torres Strait and Cape York Peninsula, alongside its ever expanding food and goods distribution service. Aside from Island & Cape’s own retail stores, the new Redden Street warehouse will also help better supply other remote communities including Cape York Peninsula and Kowanyama. Island & Cape Chief Executive Officer John Smith said the new warehouse, which distributes frozen meat, seafood, vegetables, and dairy and ice, would have several major benefits for remote communities across Far North Queensland. “This is a real game changer in improving the supply of vital goods to remote communities, and there are a huge amount of advantages in moving into a bigger freezer and chiller space,” said Mr Smith. “Everything is now much more spread out, which makes it easier to pack as we can see the stock a lot better. “We no longer have as much stock sitting on top of other stock, and this means we can process goods a lot quicker so they can reach their destination sooner.

“From our perspective, stock taking is also a lot faster and the whole operation runs a lot smoother when you have better stock control in place.” Having started out as a four-man, one-warehouse operation in 2003, Island & Cape now has more than 150 staff (more than 70 per cent of which are Indigenous), five warehouses, and eight retail stores. Deadly skin cancer most common in Queensland QueeNslaNd has at least double the rates of the world’s deadliest skin cancer on record – yet much of the state are unaware the rare cancer even exists. Merkel cell carcinoma is a highly aggressive form of skin cancer, with 60 per cent of patients dying within five years of diagnosis, compared to just seven per cent of melanoma patients. New research* from Cancer Council Queensland, the University of Queensland and the Western Australia Institute of Medical Research has suggested ultraviolet radiation plays an important role in the development of Merkel cell carcinoma, contributing to Queensland’s record rates. Cancer Council Queensland spokesperson Katie Clift said 340 cases of Merkel cell carcinoma were

diagnosed in Queensland from 2006 to 2010. “Consistent with global trends, Merkel cell carcinoma is more common in males than females in Queensland. “As with most cancers, the best chance of survival is early diagnosis. This is particularly important for Merkel cell carcinoma as these tumours tend to grow rapidly. “Our study supported the hypothesis that exposure to UV radiation was a central factor behind Queensland’s record rates of Merkel cell carcinoma. “The development of public health campaigns to educate people about this rare yet lethal skin cancer is essential,” Ms Clift said. *Incidence and survival for Merkel cell carcinoma in Queensland, Australia, 19932010. Cape York Land Council Chairman Richard Ahmat has been appointed to the Prime Minister’s Indigenous Advisory Council.

CAPe York and Torres Strait leaders are among 12 of the most-powerful business and Indigenous figures in the country to provide advice on Aboriginal economic reform to Prime Minister Tony Abbott, NACCHO reports. Leading Indigenous members of the Prime Minister’s Indigenous Advisory Council will include: Richie Ah Mat, who is involved in the Cape York Welfare Reform agenda; Bruce Martin, a Wik man from Aurukun and chief executive of Aak Puul Ngantam, an organisation that represents families in Cape York, and Leah Armstrong, a Torres Strait Islander, who is the chief executive of Reconciliation Australia. The council includes NACCHO’s Dr Ngiare Brown, one of the first group of Aboriginal medical graduates in Austral The membership is stacked with people who have business and reform experience, with the Prime Minister deliberately steering away from the usual faces in Indigenous affairs, including Westpac chief executive Gail Kelly and Rio Tinto managing director David Peever. Ngiare Brown, one of the first group of Aboriginal medical graduates in Australia, will participate, as will Kalgoorlie Indigenous man Daniel Tucker, who is managing director of Carey Mining, the largest 100 per cent Indigenous, privately owned and managed contracting company in Australia. Koori woman Josephine Cashman, managing director and founder of Riverview Global Partners, has also been invited. Indigenous artist Djambawa Marawili, of the Yolngu people, will also have a seat at the table. A spokeswoman for Mr Abbott said that in choosing members, the Prime Minister – in consultation with Indigenous Affairs Minister Nigel Scullion, parliamentary secretary on Indigenous affairs Alan Tudge and Mr Mundine – considered both Indigenous and non-Indigenous Australians from all parts of Australia. “The council brings a diversity of views and experience to the task of ensuring our programs achieve real, positive change in the lives of Aboriginal people - changes that can increase participation, preserve Aboriginal culture and build reconciliation,” the spokeswoman said. “To do this we must ensure that children go to school, adults go to work and that the ordinary law of the land operates in Aboriginal communities.” The council will meet three times a year with the Prime Minister and senior ministers, starting next month, and will inform the policy implementation of the government. Mr Mundine said the council needed corporate heavyweights to deliver big reforms. “Each member of the council brings skills, experiences and knowledge that we need to meet our terms of reference and end the disparity between Indigenous and non-Indigenous Australia,” the former ALP national president said.

story he told in Acts Ch 1 vs 6-11 paint a better picture of the Lord’s promise and how he ascended. When Jesus rose from the dead, his job done, he was to return to heaven and make way for the Holy Spirit to make his Presence known in a far more enlightened and personal way. John Ch 14 vs 17 report Jesus saying, “I will ask the Father, and he will give you another helper, who will stay with you for ever. He is the Spirit, who reveals the truth

about God. The world cannot receive him, because it cannot see him or know him. But you know him, because he remains with you, and is in you”. This is what he promised to his followers well before his death and resurrection but he reminded them as he was going back to heaven. He said that the Holy Spirit will not be known by everyone but only those who believe in him, Jesus. Come, Holy Spirit we pray.

IMP open applications to find next Pride confirm historic group of Indigenous champions

When the Indigenous Marathon Project (IMP) first met Charmaine Patrick a year ago, the mother of two from the tiny northern Territory community of hermannsburg could barely run a lap of the oval. Fast-forward almost nine months and Charmaine proudly wears her New York Marathon finisher’s medal around her neck having recently conquered the world’s biggest marathon alongside her 10 IMP teammates. She has quit smoking after 15 years, has completed a Certificate IV in Health and Leisure and she is now seen as a hero in her small outback community, all because she put her hand up to do something that she never thought possible. Charmaine is one of 32 Indigenous runners, some from the most remote communities in the country, who has changed their lives by being part of IMP and conquering an international marathon. With applications for IMP 2014 officially opened, there is now a chance for another group of outstanding young Indigenous

people to step up and achieve what may at the moment seem impossible. Under the watchful eye of World Champion marathon runner and IMP founder Rob de Castella, squad members will spend seven months training and preparing for the marathon. On top of that they will undertake a Certificate IV in Health and Leisure, and learn to push themselves and their body beyond what they ever thought possible, both physically and mentally. If you are an outstanding young Indigenous male or female aged between 18-30 who has the passion to make a difference and a willingness to help us promote health and wellbeing in Indigenous communities, then you could be exactly what we are looking for. No formal running is needed, just a positive attitude and a commitment to achieving your best. IMP founder and director Rob de Castella said over the past four years, the Project had become so much more than running a marathon, but instead was showing Indigenous people that if they put their mind to something and

work hard, they could achieve anything. “To see the look of complete joy and self-belief on the faces of our athletes when they achieve what they once thought to be impossible is truly amazing, and to see them realise that they can in fact achieve anything they want in life, which is what IMP is all about,” he said. “Being part of IMP and running a marathon will open many doors and present many opportunities that will not only change the lives of the athletes themselves, but the lives of their families, friends and communities back home. Sea Swift northern Pride have confirmed that the new Papua new Guinea Intrust Super Cup side will play their first ever game against the Pride, in a trial match on February 9, 2014 at Barlow Park in Cairns. Queensland Rugby League this week announced the game’s expansion into Papua New Guinea, with the new PNG team to play home games in Kokopo, north east of Port Moresby, in the East New Britain islands. And the Pride have now landed an historic home fixture against PNG after the new side chose the Pride as the perfect opposition for its first ever match. Pride chief executive officer Brock Schaefer said the game will be a massive occasion for Far North Queensland rugby league fans, following the Rabaul Agmark Gurias’ trial match against the Pride last season. “It’s going to be an amazing night for everyone, and we’re

honoured to be PNG’s first ever opponents,” said Mr Schaefer. QRL Chief Executive Officer Rob Moore said PNG’s entry into the 2014 Intrust Super Cup was a major development for rugby league. “The opportunity to play in the Intrust Super Cup will provide players in PNG with a direct pathway to higher levels of rugby league participation,” Moore said. “It would be a wonderful story to see a home-grown PNG player rise from the junior ranks into the Intrust Super Cup and then the National Rugby League. “At the same time, it provides us with an opportunity to expand into a market with over seven million rugby league fans.” In addition, the QRL yesterday announced the formation of the National Championship that will see the respective 2014 winners of the Intrust Super Cup and VB NSW Cup competitions face off on NRL grand final day.

The runner-up and not far behind was that man-on-the-move towards A grade Mick Lund who carded 41 points. On Sunday, December 1 in very hot and humid conditions a big field contested the single stroke competition. The club-sponsored event was taken out with a very good score of 62 nett by Steve Abraham. Runner-

up was the consistent Sandy Nelson with a 68 nett. Nearest the pins on Sunday was Ollie on the 9th, Newmy on 15 and big Johnno Aspinall on the 18th.No ladies on Sunday - come on girls, you can’t win it if you ain’t in it. Next weekend is the last official competition for 2013. On Saturday, December 12 the captain has nominated a single stableford. The day is on behalf the McGrath Foundation and should be a lot of fun with the reading of the rules on Friday night December 6 at the Weipa Bowls Club, the competition on December 7 and the weigh-in that night at the same venue. I haven’t done any writing for a couple of years so don’t be too hard on me as I am helping out my old mate . . . A couple of photos of Fingermark have turned up with the Editor and the Manager having their own little fishing competition last week. Both great fish, but as you can see Giembra won the day – better luck next time Stretch. There has been a few Fingermark and some good Grunter (Javlinfish) being caught on the drop-off around the channel markers 5, 6, 7 and 8. Pilchard inside a Squid is proving a good bait but if you can get some live Herring they are hard to beat. Catching Herring is quite easy, it’s just a matter of getting some bait jig, put a little bit of bait on each hook, and drop it over the side while you are fishing there. Take plenty of jigs as the toothy blighters can be annoying. It’s a great day out for the kids as they will love bait jigging once they are shown. Remember you are not allowed to anchor or tie off to the channel markers, be warned as it can result in a hefty fine. Duyfken Point is producing Tuskfish and Coral Trout. Prawns are the go but try some Squid if they go off the chew. Mackeral are a bit scarce at the moment as one angler was giving it a go the other day to no avail – he reckoned it was getting a bit black on

Big times and records broken THE November 29 Weipa Swimming Club meet was an eventful evening which saw 34 swimmers participate with 47 Personal Bests (PBs) recorded and three records broken. Our shining stars for the night were Sabrina Koina breaking two records, Katelyn McCahon breaking one record and Dane Tyson for shaving 17.88 seconds off his 100m freestyle. New club member Matthias Kepple also shone, improving his 12-metre breaststroke with a whopping PB of 17.53 seconds. Fantastic efforts for achieving four PBs were Ashlee Moon and Jemma Hyytinen. Three PBs were swum by Dane Tyson, Braydon Keough and Brodie Hyytinen. One PB from Kirra Koina, Ruby Coulta, Lisl Mohr, Sabrina Koina, Jayson Ah shay, Tom McCahon, Caitlin Murry, Natalia Nash, Natalie May and Lexii Millard. First record of the night was Sabrina Koina’s new 12-years girls 200m butterfly record. Sabrina broke this record by a huge 34.38 seconds, previously held by Katelyn McCahon (01/03/13). The second record of the night was Katelyn McCahon’s 13-years girls 200m butterfly by 3.64 seconds, which has been long-standing since March

Katelyn McCahon recorded two PBs and broke the long-standing 13-years girls 200m butterfly record last Friday night.

2004 (previously held by Kirstie Buchholz). Sabrina Koina broke a second record for the evening which was another long-standing Kirstie Buchholz record from November 2002 in the 12-years girls 200m Individual Medley (IM) by a close 0.45 seconds. What awesome recordbreaking efforts Katelyn and Sabrina. It was very exciting to see the growing confidence of some of our new Weipa Swim Club members on Friday Night, progressing from the 12 metre up to the 25 metre swims – keep it up! - Weipa Swim Club
